surveillance video shows a car thief driving away after pumping an elderly woman and dragging her -- punching an elderly woman and dragging her from her car. now police want your help to find him. good evening i'm frank somerville. >> and i'm heather holmes. and police say they know who did it they just need help finding him. amber lee is at the cvs where the crime took place. is it true the victim didn't even weigh 100 pounds. >> reporter: that's what family

tells us. she is frail and uses a walker to get around. they tell me she is improving. the attack happened right outside the cvs car. police showed ktvu news this survey listens video of the white 1992 toyota camera moments after the carjacking. what the video doesn't show is this vicious attack before the suspect stole the 89-year-old victim's purse and drove away in her car. >> he punched her, literally pulled her from her car. causing her some serious injuries. >> reporter: police called the attack brazen and heartless. the victim a mother and grandmother had just purchased medication from the cvs pharmacy and had walked out to her car. it was parked right by the store's front door. a friend who visited her today tells us what happened. >> and this man punched her in the face. so she flew for so many feet and came down that's when she

broke her ribs and clavix. >> reporter: surveillance video helped identify the suspect. >> they could have set her to the side and taken her care. why punch her. why hit her. >> i want to think what they are, they are punks. >> reporter: this couple tells us they're friends of the victim. >> a lovely woman. just a lovely woman. it just has all of us really upset. >> reporter: police say it appears the suspect terrance hardy acted aid loan. he weighed around 170-pound and is about 5'7". now police say the stolen car is still missing tonight.

it is a white 1992 toyota camry with california license plate 2znr291. you're asked to call police if you see it. now to oakland where police today admitted they have work to do after two young children were wounded in two separate shootings last night. a 2-year-old was hit by a bullet in a home at 83rd avenue and e street. a few hours earlier a 3-year- old was grazed by a bullet at a bus stop on 66th and international. fortunately both children are expected to recover. still the police chief said that kind of violence cannot be tolerated. but he also said police are making progress against crime. >> we implemented a lot of strategies to reduce violence here to date our murder rate is down 50%. our nonfatal shooting is down about 1/3. but that doesn't do you any good if you're in the wrong

2/3. >> two people have been arrested in the -t -- shooting that happened in a house in the evening. we now know a 14-year-old freshman was killed and a teacher wounded. the gunman also a teenager was found dead in a school bathroom. he had apparently shot himself. school officials alertedded students to a gunman on campus saying this is not a drill. reporter trace gallagher tells us now how it all unfolded and what classmates are tell us how about the 14-year-old who died. >> reporter: shots rang out at the second largest high school in oregon. panicked students evacuated as s.w.a.t. teams moved through the school room by room. one student was killed. a teacher was injured. >> we have identified the victim in today's shooting as 14-year-old emilio hoffman.

a freshman at reynolds high school. i met with emilio's parents this afternoon. and i can tell you how devastated they are by this news. >> he was a good guy. with a good heart and he didn't deserve to be taken this young. >> reporter: the shooter later found dead. police say it's likely he took his own life. afterward anxious parents gathered at a near by supermarket parking lot grateful to be gathered by her kids. washington reacted to this latest in a series of school shootings. the householding a moment of silence. the president expressed concern about gun soy lens in america. -- gun violence in america. >> the country has to do some soul searching, this is becoming the norm and we take it for granted. in ways that as a parent are terrifying to me. >> reporter: during the evacuation another gun was found and one person was taken into custody. but they say that weapon and

arrest were not related to the shooting. more details now, the gun safety organization every town compiled data for this map today. it shows 74 school shootings that have taken police since the sandy hook elementary shooting. the incidents include suicides, homicides and accidental shootings on campus. about 150 people are taking part in the search in the ice house area of el dorado county. they are looking for 23-year- old cody matthews. they did find a possible clue today. it was a footprint similar to the disto the dis -- distinctive five toed shoes that matthews wears while hiking. his father says there's one thing in particular that is

troubling him about his son's disappearance. >> i've always had a really strong connection with him on the fielding level. on an uncanny level. i can't read him this time. and that's very unsettling for me. that's not normal. >> reporter: cody matthews is said to be an experienced hiking and outdoors man but friends say he is a bit of a risk taker and daredevil. a california judge throws out the teaching tenure. the judge said it can protect ineffective teachers by making it difficult to fire them. jana katsuyama is here now with the ruling and the role of an oakland teenager in this case. >> reporter: julie, three bay area students one from san jose, san carlos and oakland were all part of this lawsuit and tonight the oakland student

told me it felt good to win. but other people say they will fight this ruling. >> try to learn on your own and not everyone could do it. it was pretty bad. >> reporter: the argument was that california statutes granting teaches tenure after two years and policies on lay offs have led to education and equality with bad teachers ending up in the schools with low rankings. the challenge statutes impose a real and appreciable impact on a student's fundamental right to a quality education. >> i believe in the children of our state. but i also believe our public

education system is failing those children. and we have to start putting the children's need as a priority and the management over the education system. >> reporter: wells is a major funder of the group students matter. >> the child is going to not have the resources at home or in the community to help them succeed. we need to be working on poverty not bashing teachers. >> reporter: the california teachers association says it will appeal this ruling. stating this lawsuit has nothing to do with what is best for kid. but was manufactured by a silican valley millionaire and pr firm. california has 275,000 teachers and one expert estimates that one to 2% are the described as

significant cooling today, temperatures dropped off over what we saw yesterday. here are the numbers. you see the big drop off in livermore. 87-degree down from 106. temperatures fell off today. right now temperatures outside are about 10 to 12 degrees cooler than what they were last night at this time. that's because we have a big dose of fog. last night at this time the inversion, the fog layer was at 5,000 feet tops. now it's at 2,000 feet deep. it's getting into all the coastal hills, most of them. shooting across into the livermore valley now. that's your indication number one that the air quality is going to get better. fire danger is going to go down. here's some fog showing up at san leandro. out by hayward and we take a peak out to the livermore valley. it's shooting the gaps and you're getting fog into livermore. you start off tomorrow mostly foggy throughout the bay area. temperatures tomorrow consequently are going to be slightly cooler again. so we dropped a good 20 degrees today. we're going to drop another couple of degrees as we head toward tomorrow. current temperatures you can

♪ i finally found the right snack ♪ ♪ a 10-year-old boy suffered major injury after he got ahold of a stash of illegal fireworks in his family's san leandro home. it happened at a home near lewis road and monterey road. the boy who family members say is mentally disabled apparently lit the fireworks inside the home. >> at first i thought he cut himself with a knife. no i looked down, there was no

hand. the hand was blown off. >> authorities found more than 15-pound of illegal fireworks. police arrested the boy's father who now faces charges of felony child endangerment and possessing illegal fireworks. new at 10:00, the controversial shooting that killed b.a.r.t. passenger oscar grant in 2005 is heading back to court tomorrow. grant's father is suing the former b.a.r.t. police officer responsible for his son's death. ktvu's heather holmes is live where that former officer is expected to testify. heather. >> reporter: frank, mehserle will likely take the stand here tomorrow. grant's father filed this federal civil rights lawsuit against mehserle claiming that the death of his son was intentional. he told his side of the story to a jury in the criminal case, now former b.a.r.t. officer johaness mehserle will tell it again to a new jury in this civil case. >> this case is about a father who lost his son.

down on medical marijuana dispensaries. after weeks of debates, city council members voted on strict new regulations this evening. and azemith smith was there tonight and tell us how this could force most of the dispensarys to either move or shut down. >> reporter: tonight's vote limits certain pot clubs to a select number of industrial areas. i'm told out of 80 pot shops in town 90% of them have to close and that had emotions running high. >> it's really hard to get medicine. with what they're doing all the collectives have really reduced their product. the oil that i need i can't find any where. now i have to drive to san francisco. >> reporter: gaga taylor the driven to tears. the cancer patient saying she relies on her dispensary to

survive. >> i'm sick, i'm dying and the medicine stops me. it stops the tumor. >> reporter: yet her pot shot along with several others may have no choice but to shut down. tonight officials are passing restrictions that will keep dispensaries from being 150 from any home. limit access to adults only, shortened hours and allow pot shops to grow on or next to santa clara county. >> it's the beginning some kind of regulation. because we want to make sure that there is no easy access for young people under 21 years old. that can just get marijuana at the drop of a hat. >> reporter: nonprofits applaud today's move. yet cannabis clubs say that it makes it hard to do business. they plan to fight with a

wage of $10..74 is not enough for working families to make ends meet. their proposal would boost the minimum wage in stages until it reaches $15 in 2018. by compareson the city council of richmond recently voted to raise its minimum wage by 2017. seattle recently approved a plan to raise minimum wage to $16 an hour. drake's oyster company took their attempt to keep their business to national court. the department of the interior has refused to grant an extension for the business which was operating on a 40 year lease on the point rays national seashore. word on whether the high court will review the case could come by the epd of -- end of the month. a wal-mart truck driver lashed out today at authorities who say he hadn 't slept for more than 24 hours before the

accident. a twitter account that appears to belong to driver kevin roper deny that is he went without sleep and says he's not being treated fairly because tracy morgan is a celebrity. roper is facing charges including vehicle manslaughter. he's currently free on $50,000 bail. he is due in court tomorrow. incredible sadness turned to tears of joy in oakland today. five months ago 13-year-old lee weathersby was shot and killed while he was walking home for no apparent reason. today his classmates graduate. >> lee's classmates are keeping his memory alive by paying tribute to him in today's ceremony. they lost their friend. every time someone took the

more than 1 million people in the east bay will soon have to pay more for their water service. east bay mud's board of directors voted to raise water rates by 1-1/2% effective july first. that will raise the average monthly bill from $46 to $52. board members say the increase

is needed to pay off their debt. a lot of that debt came from bringing water to the bay. east bay mud serves 1.3 million people in alameda and contra costa county. the pentagon says five american troops died today in afghanistan and it could be a case of friendly fire. they were alongside afghan security forces when they came under attack from the taliban in the southern province and calleded in for air support. it is believed that an air force b1 bomber accidentally dropped its bombs on the american and afghan troops. if confirmed, this would be one of the deadliest friendly fire incidents in the 13 year war in afghanistan. in iraq, the government has declared a nationwide state of emergency after it lost control of the second largest city in

the country. sunni militants attacked and iraqi militants abandoned their posts. the militants are trying to create an islamic state in iraq and neighboring syria and are an al-qaida splinter group. a handful of twitter staff had their private information leaked on the so called deep web. the leak included twitter founder dorsey and glass, as well as chief executive stoller. information included their names, addresses and social security numbers. the information may have been leaked in retaliation for suspending a number of accounts. it was a quite day of trading on wall street and the

market ended flat. the dow was up two points, nasdaq added one. starting on march 1st, the award miles that a traveler earns will be based on ticket price instead of distance traveled. ticket price includes the fair plus carrier and surcharges. the airline says the new rule. >> bill: make it easier for frequent fliers to use their miles. air travel analysts say the change will probably benefit travelers the most who often pay for more a last minute ticket. why the government is now recommending pregnant women eat more fish and which type. chief meteorologist bill martin told us it would cool down today it sure did. now he's tracking a new trend leading up to the weekend. and 1,600 yearbooks defaced. the quick fix that the school is offering as it offers an apology.

immediate corrections needed for a high school memory book. ktvu's robert handa found out what the student did and how the school is wanting to fix it. >> reporter: inside the el valador a student deliberately altered a last name under a jewish student to spell jew. we're not showing the name of picture since both students are minors. 1,600 school books were passed out before last friday's graduation and many students are only now hearing about the anti-semitic caption. >> i think students would be offended but i think that would be offensive if i was that person. i just don't think it's a funny thing to do. >> reporter: neither did fremont district officials who reported the incident to the sheriff's department. >> we were outraged by this

incident of the young man altering the last name of a fellow student. >> reporter: the solution, today the district sent out this e-mail to families apologizing for the incident and asking them to bring in their yearbooks to the school or district office so that labels can be put over the offensive caption. some students came in and one student expressed the hope that labels lead to more diversity training. >> if we're using labels that's essentially saying that the next time if someone does a prank all we're going to do is put a label on top of it. >> reporter: the school districts says it is still deciding what disciplinary action to take. the district attorney's office is still reviewing the case as a possible hate crime. in a statement the victim's family said in terms of a healing process a lot depends on how many students turn in their yearbooks. robert handa, ktvu news. new advice for pregnant and breast-feeding women. eat more fish as long as it's
