developing news in san francisco tonight and a shelter in place at city hall after a suspicious looking leatherback is discovered wedged up against a police car. good evening, i'm julie haener. >> and i'm frank somerville. homeland security found that bag outside city hall, as a police commission meeting was underway inside. the streets were closed off, and officers ordered everyone to stay a thousand feet away. the bag was pushed up against the driver's side door of a police car. ken pritchett is live on the scene tonight to tell us how it got therek and what was in it. >> reporter: we'll show you

that bag in just a second. the police had good reason to be concerned. it was actually wedged up against the driver's side door. the result was a call to police, and much of civic center shut down for about an hour. look carefully at this san francisco police car. underneath it, propped up against the driver's side door is a bag. a leather bag. a suspicious sight, say police, especially given current events. >> cue to all the recent attacks on law enforcement across the nation and in canada, we talk precaution to make sure the officer was safe, as our officers. >> reporter: a homeland security police officer spotted the officer and called police. the bomb squad arrived, and a robot was sent in to inspect

the bag. nose in city hall were ordered to shelter in place. it was quickly determined the bag was no threat. carried back inside, closed belonging to a homeless man and a computer. police also found the man who put the bag there. it was a good samaritan who made a bad choice. >> the gentleman told us that he found the package, and thought it best that he turn it into law enforcement as a lost and found property. because he was late to attend the opera, he left it propped up next to the police car, which was unattended. >> reporter: police say the man was turning in lost property, so he will not face consequences, but they say in the future, when people find lost property to give them a call. their officers will pick it up in person. in san francisco, ken pritchett, ktvu, channel 2 news. more developing news tonight. this time in the east bay, where police is have arrested a man suspected of attacking an 89-year-old woman, and stealing

her car. an oakland police captain confirms, officers arrested terrance hardy in east oakland without incident at 7:45 tonight. he's wanted for punching the elderly woman in the face, and then driving off with her car. this surveillance video shows the white toyota leaving a parking lot of a cvs store moments after the attack. hardy is also believed to be the man who threatened or assaulted several officers in oakland. the library tells ktvu, there have been three incidents since march. new developments tonight in a sexual assault case involving two students at stanford university. last week, we showed you a rally in support of lea sharon francis. who says she was assaulted by a student. now stanford says it will withhold his degree for two years. he also won't be allowed to enroll in a graduate program

until 2016. new information tonight about yesterday's deadly shooting at a high school in a suburb of portland, oregon. today the victim was identified as 14-year-old emilio hoffman. he was a freshman at reynolds high school in trout dale. his family released a statement saying he was a fun loving boy. the shooter is identified as jared michael padgett. also, a freshman at the high school. padgett killed hoffman, and wounded a teacher before killing himself. he had two guns and hundreds of rounds of ammunition. >> the shooter used an ar-15 type rifle in the attack and carried, but did not use a semi automatic handgun. >> reporter: police say the teen was able to get ahold of the guns from his home, even though they were in a secure location. at this point, a motive for the attack is still unclear. a shooting in berkely

injured two people late this afternoon, news chopper 2 was over the scene during our 5:00 news. police say gunshots were reported at about 4:30 near russell, and california streets. when officers arrived, they found a 21-year-old man, and an 18-year-old man suffering from gunshot wounds. both were taken to the hospital, and are expected to survive. police say they're still looking for the gunman. a u.s. magistrate in san francisco denied bail today to raymond, shrimp boy, chow. he is accused of money laundering in a case that has also ensnared a state senator. why chow supporters say there's a double standard here. >> reporter: he's been in federal custody since april, and today, a u.s. magistrate said raymond shrimp boy chow should remain jailed, because he poses a danger to the

community. >> he has reformed himself and the government doesn't accept it. >> reporter: chow faces charges that include money laundering and conspiracy to illegally sell alcohol and tobacco. >> i just think that he's not getting a fair chance. >> reporter: at to the's bail hearing, a racially diverse group of chow's friends testified he posed no threat to the community and did much to help troubled young people. >> i think he's made a positive influence. he can't base his past, 10 years ago, plus on who he is now. >> reporter: the federal magistrate disagrees, saying quote, there is more than complete evidence that he would pose a risk to the community. they said they'll appeal the bail ruling and questioned why yee was granted bail. >> he got out on a $500,000

bond? it's not fair, and it doesn't make any sense. >> reporter: chow and 28 other defendants are due back in court july 24. his lawyers say they would have to clear up an immigration and customs enforcement hold before he's allowed to walk the streets again. the former b.a.r.t. police officer accused of manslaughter in the shooting death of oscar grant was back in a bay area courtroom today. the case is being heard at the federal courthouse. johannes mehserle is sued by oscar grant's father, who claims the shooting was intentional. oscar grant's father has been in prison for murder but his attorney says that doesn't matter. >> under the 14th amendment, he has a right to collect damages

for someone denying him of a familial relationship. >> he intended to use his taser but mistakenly fired his gun. in court he said he disagreed with the previous guilty verdict. the fbi has opened a criminal investigation of the veterans affairs department. it comes in the wake of a still unfolding scandal at the va, in which many veterans were forced to wait for medical appointments. at least 23 veterans died while waiting to see a doctor, and it's alleged paperwork was denied to make the wait look shorter. republicans are regrouping after virginia governor eric cantor announced he would

exchange it for tickets with theater works. ktvu, channel 2 news. city college of san francisco and its 80,000 students won a huge reprieve today. proposed new rules that will allow the college to remain open while it works on its financial issues and other problems. city college was in danger of losing its accreditation at the end of july. in a statement released this afternoon, the commission said it had identified a path forward to hold the school accountable, but also give administrate considers more time to comply. b.a.r.t.'s board of directors is expected to make two decisions tomorrow on the future of the public transit system. first new rail cars. b.a.r.t. says they will be quiter, and cooler. the board will make a final decision on the design tomorrow. the first new cars are expected in 2017. the second decision involves how much it will cost to ride

the connection to oakland international airport this 3.2- mile stretch of line is expected to open this fall. right now, b.a.r.t.'s board is considering fares that range from 4 to $6. we reached out to the b.a.r.t. board, to see if it's lining one way or the other. the cost to rise airport buses is $3. a teenage girl was badly injured today when she was hit by a car in hayward. it happened about 6:00 this evening at d street and watkins street. not far from mission boulevard. police say the 16-year-old girl suffered a fractured skull, and also has bleeding on the brain, but she is expected to survive. the driver involved in the accident did remain on the scene, and was arrested for not having a license. the truck drive whoever was charged in the crash that injured comedian tracy morgan pleaded not guilty today. kevin roper made his first court appearance since saturday's crash on the new jersey turnpike. authorities say he had been awake for more than 24 hours when the wal-mart truck plowed

into the limo bus carrying morgan and others. morgan remains in critical, but stable condition tonight. morgan's friend, comedian james mcnair was killed in the crash and two other people were hurt. a special owner is coming -- honor is coming for the young girl from oakland who was declared brain dead. the girl's familiar had asked to recognize that jahi had completed most of the work and deserved a diploma. her family never accepted the diagnosis of brain death, and moved her to a private long term care facility, where a machine keeps her breathing. today we learned that san francisco is officially out of the running to host the 35th america's cup. the race leaders thank ed lee, but said it was narrowing down its short list of host cities. san diego, chicago, and bermuda

for a family from utah, when a statue fell on top of him. >> the injuries were such that, even the heroic efforts of the emergency room doctors, they couldn't save him. >> reporter: the fire department says there was only one available ambulance, and it was near golden gate park. it's a 4.5 minute trip. it took an ambulance with lights and sirens on 13 minutes to arrive. 3 minutes longer than the san francisco fire department's goal of 10 minutes. >> it's really difficult for me to try to guess about the difference a few minutes would make. >> reporter: the fire department's medical director points out firefighters arrived on scene in two and a half minutes and determined casen needed to get to the hospital. >> whether or not it would have made a difference, i think based on that information, in this particular case it probably would not have. >> reporter: while the fire department's goal is a ten

teach the course, which many said was needed to keep youth out of trouble. one board member did amend the plan, calling for a thorough review by school principal to evaluate the program impact. reporting from richmond, jana katsuyama, ktvu, channel 2 news. more details now, there are 67 schools statewide with air force junior rotc programs, and a total of 879 programs worldwide. there are only two army junior rotc programs in contra costa county. also getting input on whether to name a school on a civil rights leader. we told you about the suggestion to name it after fred cormatsu. in 1998, he received the presidential medal of freedom.

it is a startling figure, on average, a young child is taken to the emergency room every 22 minutes after getting hurt in a grocery cart. this is a classic example of what can happen. according to a study by the nationwide children's hospital in columbus, ohio. 24,000 children in the u.s. are injured every year in accidents involving grocery carts. now some lawmakers want the u.s. to follow in the footsteps of other countries that have adopted design standards that make it less likely for carts to tip over. >> these carts can be made so they have a better center of gravity.

>> in 2004, congress introduced voluntary safety standards, but lawmakers say they should be mandatory. toyota recalled 1.5 million vehicles in the u.s. the reason? faulty air bags. toyota vehicles covered by the recall include corolla, and tundra trucks the national transportation safety administration showed problems with driver and passenger side air bags. previously it said it botched the manufacturer of the explosive propellents that inflate the air bags. the propose includes honda, mazda and fiat. today, they took control of the city of tikrit. that's the home of saddam hussein. a number of different military

groups joined together with the common goal of getting rid of the current government in iraq. their military campaign is also driving hundreds of thousands of people from their homes. there was gridlock today in several major european cities in a protest against uber. they claim uber is an assault on their profession, and doesn't play by the rules. uber is running into similar complaints in the united states, with smartphone service. uber said it's time that taxi drivers in europe got some competition. rideshare expects are also facing competition from california state regulators about doing business at airports. letters were sent to uber, lift, and side car. saying the companies are violating rules by operating at airports without permission. they also had complaints about unlicensed drivers, and drivers without proof of insurance.

all day. you don't need jackets for a lot of the day. there's the five-day forecast. the bay area always in view. it warms up just a bit as we head into bay area weekend. the warmest day looks like it should be the same. a san francisco man who set off for the world cup in brazil has arrived at his destination. we first told you about him back in january when he began his 13,000-mile trip from san francisco to sao paulo, brazil. he is originally from the netherlands, and is a life long soccer fan, so he decided to drive his '57 chevy, all the way to brazil for the world cup. he got there just in time. the dutch team plays its first match on friday. joe is in for mark tonight.
