we still have a look at some of these commutes and traffic on highway 24. we are going to start there. it looks good. the traffic time, the drive time is not that bad. eight minutes. usually by now it's more than this. we are seeing a little bit of a good day here on highway 24 and on 680. the bay bridge total plaza a 15-minute drive time with no major problems. the big test is 580 which is always very slow. even here we have a little bit better commute, although it's not completely clear. your drive time 39 minutes from grant line road to 680 which is better than normal but you will be waiting 40 minutes. back to the desk. >> thank you, sal. we are continuing to follow developing news of a stand-off in san francisco that has forced a neighborhood to shelter in place. this is ward sheet near highway

101 in visitation valley. alexalex savidge has more. >> the man at the center of this stand-off is thought to be armed inside this home. he was initially wanted for a shooting that happened elsewhere late last night. san francisco police tracked him to this home that's just a block off this street here in the visitation valley neighborhood. this is where, as you can see, a swat stand-off is continuing to play out. this first began at around midnight. the big concern out here for san francisco police, they believe this man may have his two kids inside the house with him right now. a negotiator is on scene trying to end this peacefully.

you can hear negotiators have been using a loudspeaker all morning long urging this man to give himself up, telling him they are worried about the safety of his children. his kids are 11 and 14 years old. police have not heard from them so far this morning and that's why they're worried. this house is on the 100 block of ward street near brussels. and this all began just about 10:00 last night with a domestic violence situation at a different house a few miles away from here. police say that's where this man opened fire inside a home. it's unclear who he was shooting at, but no one was hit in that case. and now police say the safety of those kids is their top priority. >> we're trying to find out if his children are in the home. it's reported that it's an 11-year-old and 14-year-old. so we want to make sure they're safe. >> reporter: the man at the center of this stand-off has

not been identified by san francisco police but a sergeant tells us he has a violent criminal history and obviously that causes officers at the scene quite a bit of concern. again, san francisco police believe this man is armed inside this home. he is refusing to give himself up. they also believe he may have his two children, 11 and 14 years old, inside that home with him. swat negotiators are with working to end the standoff peacefully. live in san francisco, alex savidge, ktvu channel 2 news. it is 7:06. san francisco police say a good samaritan was responsible for last night's bomb scare at city hall. investigators say a homeland security officer spotted a duffle bag outside city hall during a police commission meeting and that led to a shelter in place order at city hall and police shut down all the streets around the civic center. police eventually found the man who had put the bag there and

they say it was just an innocent mistake. >> the gentleman told us he found the package and thought it best that he turn it into law enforcement as a lost and found property. because he was late to attend the opera, he left it propped up next to the police car which was unattended. >> it was quickly determined the bag contained a homeless man's clothing along with a computer. police say the good samaritan who moved the bag will not face any charges. time now 7:07. an investigation in livermore continues into two suspicious fires. they occurred within 30 feet of each other along a trail near lawens livermore laboratory. >> reporter: there are some smoldering spots out here. we saw crews douse this area with water. you can see a little bit of

smoke rise interesting the tree that actually toppled last night. and then if we pan over to the right you can see the grove of trees over there where we understand arborists are going to have to remove those. the second fire has been the most stubborn according to the battalion chief who says the difference between the two fires is one took a half an hour's work. the other will take 24 hours. authorities believe these fires are suspicious. they have not officially linked the two together. they broke out 30 feet apart from each other. we are in a woody grassy area located between homes not far from college avenue and south l street. the first fire broke out 2:00 yesterday afternoon. it was contained to a quarter acre. the most recent fire spread to four acres. conditions are dry and dangerous. >> it's dangerous to do a whole lot of overhaul at night. we have had multiple trees fall in the area that the firefighters were working on this fire, and we have taped some of the trees off so

firefighters stay clear of them. we will deal with the bulk of the overhaul in the morning in daylight. >> reporter: neighbors saw some teenagers lurking in the area around the time of the fires but authorities need more of a description. so if you saw anything suspicious you are urged to contact livermore police. we are going to try to catch up with some neighbors and see what they have to say about this. tara moriarty. now, these fires follow monday's arrest of a teenager accused of starting several fires in livermore last weekend. the 17-year-old boy was arrested after a fire broke out in a field between two homes near elm and k streets. that teenager faces eight counts of arson. it's not clear if this case is connected to the earlier brushfires. 7:09. rick perry, who is considering another presidential run, may have angered some voters in california. he spoke at the commonwealth club in san francisco last night and addressed issues from energy independence to abortion. but according to "the

chronicle," when he was talking about giving states more say in economic and social policies he compared homosexuality to alcoholism. the paper reports that he was asked if he believes homosexuality is a disorder. he replied, "i may have the genetic coding that i'm inclined to be an alcoholic, but i have the desire not to do that and i look at the homosexual issue the same way." >> all right. time is 7:10. a work for golfers this morning after some dead owls were found in mountain view. the evidence suggests they may have been deliberately killed and why city officials say this is a big deal. >> my son is not interested in joining the military. that is not what this is about. >> passionate debate over introducing june rotc at a bay high school. we will have the outcome of a vote and a fight for funding. >> we are still looking at a commute that is doing pretty

developing news from the middle east. a terror group which analysts say was inspired by al-qaeda but is even more radical is now vowing to march to baghdad. the group calls itself isis, short for the islamic state in iraq and syria. it has already seized two key sunni dominated cities this week causing the iraq government considering to declare a state of emergency. the government is talking about drone strikes against the militants to stop further

takeover. 7 thur teen. a junior rotc program is being considered at a high school. $100,000 a year will be set aside so start the program at dianza high school. it calls for a retired air force major to teach classes including aviation history, astronomy and space exploration. critics say it's a recruiting tool for the military and a waste of limited school district money. while supporters, they want to have the option to join the program. >> junior rotc academy was not my parents' choice. it was my choice. >> why should the military be embedded in a high school with public school funds? >> more than 200 students have already signed up for this program. there are 67 schools in california with the air force junior rotc programs. a total of 879 programs worldwide. contra costa county has two

army junior rotc programs. meantime, the navy reportedly is refusing to allow sailors on the san diego air force aircraft carrier. according to reports a navy officer on the uss carl vinson filed a complaint. the navy hasn't confirmed that complaint. it says a recent mem encouraged ships and nations around the nation to recognize lgbt month. >> the message that it sends is that we are still less in the eyes of certain commanders. >> now, some sailors say if they are not allowed to holt an official event they plan to fly a rainbow flag on board the ship. hard to believe but today is the 20th anniversary of the start of the case that captivated the nation. o.j. simpson's ex-wife nicole

new this morning police in phoenix, arizona, are searching for a gunman after an attack at a catholic church. it happened in the mother of mercy church in downtown phoenix. officers have recovered a car stolen from the church after the shooting but have not found the gunman. more information is coming out regarding an oregon teenager who shot and killed a classmate and wounded a teacher at a school before committing suicide. investigators say the shooter, 15-year-old jared michael padgett, loved firearms and was a freshman in junior rotc. so far police have been unable to find a motive for the attack or a link between him and the 14-year-old student he killed. officers recovered a rifle, a semi-automatic handgun and a large knife that the gunman had gotten from his family's home,

even though police say the weapons had been secured. more details now on the list rated by a gun safety group of the 74 school shootings in the u.s. since the sandy hook elementary school massacre in december of 2012. cnn broke down the list and found that 15 incidents were similar to the oregon attack in which an adult or teen went to a school and opened fire. cnn found that the other incidents involved personal arguments, accidental shootings, alleged gang activities, or drug deals. all right. tori, time is 7:24. a story about shopping carts. a new study says that a young child is taken to the emergency room every 22 minutes after being hurt in a grocery cart and this is a safety warning and some are calling for new standards. the study by children's hospital in ohio says 24,000 kids in the u.s. are hurt like that ever

year. now, some lawmakers want the u.s. to follow the lead of other countries. they have adopted design standards making it less likely that a shopping cart can tip over. now, in tour de france. congress introduce doused follow veer safety standards. the lawmakers say they should be mandatory. meantime, parents are warned follow the warnings attached to most shopping cart seats. they include never leaving a child unattended in a cart, not letting them stand up in the shopping cart, and not placing infant car seats on the top section of the shopping cart. 7:25. there are new questions about the time it took for an ambulance to respond to a tragic accident in san francisco last friday. two-year-old kasen shelton from utah was climbing on a dolphin statue outside of fisherman's

wharf gallery. the statue tipped over and fell on him. fire crews made it to the scene in less than three minutes and determined the child needed to get to a hospital. the boy's father called 911 but the paper says it took an advance 13 minutes to get there. >> weather it would have made a difference i think based on that information in this particular case it probably would not have. >> the fire department says there was only one ambulance available to respond to the emergency at fisherman's wharf. a ktvu crew made the same four and a half mile drive and stopping for red lights it did take 24 minutes. 7:26. a crime that shocked the community. now there is an arrest in the brutal carjacking of an 89-year-old grandmother in a he will sore rita parking lot. the city of mountain view has a misare you on its hands

there, janine? >> reporter: well, they are [technical difficulties]. >> we seem to have a technical problem momentarily out there in mountain view. we will get the details of that story and bring you her live report in a couple of minutes. time is 7:32. a man has died after his car hit a tree in san jose. this happened after 9:00 near little falls drive. police say the driver was ejected from the car. he was pronounced dead there at the scene. he was the only person in that car. the cause of the crash is still under investigation. the man accused of beating and carjacking an elderly woman? el cerrito is behind bars this morning. we showed this surveillance video on ktvu's mornings on 2 yesterday of someone driving a white toyota away from the scene of the attack at a cvs pharmacy

monday. harvey punched the 89-year-old woman, knocked her unconscious and stole her car. he is believed to have threatened and assaulted library workers in oakland. the director tells us there have been three incidents since march involving a man matching his description. johannes messerly will return to the stand tomorrow in the shooting death of oscar grant. the former bart police officer acknowledged that he believed grant may have been armed when he killed him on new year's day, 2009. his father is seeking ub specified damages if his lawsuit against messerly saying the former officer intentionally killed his son. four years ago a jury convicted messerly of voluntary manslaughter for the fatal shooting. messerly served half of a two year sentence for that conviction. time is 7:34.

another important ruling in that courthouse. yesterday a judge denied bail for raymond "shrimp boy" chow. the boy said the one time chinatown gang leader is still posing a danger to the community and should stay in jail. they say the court is ignoring the fact that chow is a changed man. >> he has reformed himself and the government doesn't accept it. >> chow is faces charges that include money laundering and conspiracy to illegally sell alcohol and tobacco. time is 7:35. weeks before a critical deadline a big victory for city college of san francisco. the school has been granted more time to meet its accreditation requirements. ktvu's brian flores live on the campus right now. and you're saying some people are cautiously optimistic,

brian? >> reporter: yes. it is considered a small and temporary victory for students, faculty, and staff here. as you mentioned, dave, several people do remain cautiously optimistic about this decision by the commission. ccsf had null july first to meet accrediting standards. the commission decided to give the college more time to meet those standards. to make that happen the commission decided to change its own policies and allow the college to apply for restoration status. the college would have to formally apply for that status and then after an intensive review ccsf would have two years to meet accreditation standards. it is expected that the college will apply for status. still, some again are cautiously optimistic over this decision. >> this has never been about us meeting accreditation standards.

this has been a political fight. what my concern is, is that this new status is going to enable them to have two more years to shape us in a way that we don't necessarily want to be shaped. >> reporter: now, the college would have to apply for july 31. if after two years they don't meet accreditation standards then the commission says termination implementation would be activated an an effective date will be immediate and that the college would have no other chance to appeal after that. it is also being reported in today's chronicle this morning that the attorney plans to keep the lawsuit moving forward against the commission which allegations missteps in the commission's conclusions about ccsf's accreditation in the first place. since questions arose about accreditation issues, ccsf says attendance and funding have dropped. time now 7:37. as we were telling you a couple minutes ago a rare species of

bird has been found dead on the golf course on the peninsula. the investigators think people are to blame. let's go back to ktvu's janine de la vega. what are golfers saying about this? >> reporter: they are not happy about it. you can see a lot of them are already out here on the course. this incident is being investigated. the golf course and the city have put up surveillance cameras near the remaining burrowing owls because they want to make sure these rare birds are protected. we are told it's unknown if this was done maliciously. in march a pair of the owls were found trapped inside their borough on the course. a plastic bottle filled with sand used to fill divots on the course was found shoved in the burrow which blocks the owls from getting out. the birds suffered from dehydration and environmental stress. one was dead. the other was rushed to a wildlife rescue center but had to be euthanized because of the

severity of its injuries. the department of fish and game is investigating. golfers are calling this tragic. >> it was actually pretty bad and tragic that that happened. but i thought the course did a really good job of letting everybody know that we have to share the course with the owls and we all, as golfers, need to be respectful of the owls' territory. >> it was unnecessary and destructive. why would somebody do something like that to some little animal? >> reporter: the bay area is just one of four nesting areas in the state and protecting this rare species is something the city of mountain view takes seriously. now there are reportedly only two mating pairs of burrowing owls and six chicks left. the golf course has sent out an email and posted notices in the pro shop alerting golfers about this incident. reporting live from mountainview, janine de la vega, ktvu channel 2 news. we have new information on developing news we have been following all morning in san

francisco's visitation valley. a stand-off that lasted more than seven hours has come to a peaceful end. it is a live look at the scene onward street near highway 101. police say a man who barricaded himself notice inside a home surrendered and was taken into custody. two children were also in the home. they are now with police. you can see the big mobile command vehicle that was at the top of that hill is gone. still one police cruiser there. alex savidge has been following this story since 4:30 this morning and we will have more at the top of the hour. time now 7:40. an update on a story we told but last week about a stanford university student who says she was sexually assaulted by a classmate. stanford was going to allow the alleged assailant accused of attacking leah francis to get

his degree. now stanford says it will withhold his degree for two years and he will not be allowed to enroll in stanford's graduate school until 2016. 13-year-old jahai mcmath will be honored at the school's eighth grade graduation ceremony. he was declared brain-dead last year after complications during tonsil surgery. her family had been asking them to recognize that she had completed most of her work and deserved to get a diploma. well, the school agreed. tomorrow she will get an honorary diploma. she is still at a private long-term care facility. it is 7:41. a team of international scientists has created a dangerous virus that is nearly identical to the 1918 spanish flu nicknamed the mother of all

investigators say they were stolen from an unlocked employee locker at the former redwood regional medical group. now, the records reportedly involve patients who received x-ray services at the office date back to 2009. investigators say the records don't include any patient financial information. it was a horrifying scene at a gas station right outside of new york city. police in white plains say a man driving into the gas station blacked out. look at what happened. his car slams into the gas pump. it was a fiery explosion. an off-duty police officer immediately ran to the rescue. you see him there. he is dragging the driver out of that burning car. however, the hero says getting him out of that car was not easy. wow. >> you can see the way his legs were tucked under by the seat. his seatbelt was on. he was pretty much helpless. >> man, that's incredible. the driver who was trapped in that burning car is expected to make a full recovery.

visitation valley surrendered peacefully and he is in custody. ktvu's alex savidge has been on the story since 4:30 this morning. you are hear to tell us how everything ended and how the man's children, alex, they were rescued safely? >> reporter: yes, everyone is safe. this ended peacefully when police officers within the last hour went up to the door of the home. the man inside surrendered. his two children were also inside the home. they are 11 and 14 years old and they are both now safe as well. this long stand-off lasted more than seven hours. it first began around midnight here at this home in visitation valley on the 100 block of ward street right near brussels. police say they were after a man who was wanted for a shooting that happened last night at a home that is a few miles away from here. that was a domestic violence situation, according to police. they say the man fired shots inside the home, although no one was hit.

police then tracked that man to his house here in visitation valley. initially, he refused to give himself up. the swot team had to be walled in. police feared the kids were inside the house with him. it turns out he did and that's why negotiators took their time. >> the concern would be if we rushed in that someone is harmed, whether it be the suspect, whether it be anybody else in the home, or the officers themselves. so we really try to kind of wait it out and be patient and provide every opportunity for someone to ultimately come out. >> reporter: the man who was the center of this early morning stand-off has not been identified, but police say he does have a violent criminal history. police right now are waiting for search warrants so they can go

program. there are 67 schools in california with air force junior rotc programs and a total of 887 programs worldwide. time is 8:14. federal investigators probing that crash that injured comedian tracy morgan, they are looking into whether the struck driver involved in his long commute may have played a role in the crash that left morgan critically injured. investigators say the driver, kevin roper, had not slept for more than 24 hours before that crash and that he commuted from his home in georgia to his job in delaware. now, roper pled not guilty in saturday's crash on the new jersey turnpike. it killed comedian james mcnair and badly injured tracy morgan and three other people. investigators believe roper hit a limousine the comedians were riding in after swerving to avoid traffic that had stopped.

farmers in central california are not just losing their crops to the drought. now they have hired private detectives to help find thieves who were stealing metal from their farms. a farmer in curran county says he had to spend at least $30,000 repairing electrical wiring. the farmers have teamed up. they hired private detectives and the detectives say they caught three of the thieves in just one week. several truckloads worth of nuts and other produce have also been stolen. >> the metal theft is just crazy right now. copper wiring, brass valves, pretty much anything that they can find. >> the detectives believe the thieves are part of organized crime rings from southern california. they say the thefts of metal and produce can be just as valuable as a bank robbery. 8:16. 49ers head coach jim harbaugh and his wife are in a new commercial and it kind of makes a joke about some of the clothes the coaches wear.

major issue is the toppling trees. some fell last night. some others fell this morning. they have folks back there, we are standing in the neighborhood located behind us, and there are arborists back there. they are trying to figure out which trees need to be removed so no one else gets hurt. authorities think these fires are suspicious. they broke out 30 feet apart from one another. we are in a grassy woodsy area not far from college avenue and south l street. the first broke out around 2:00 yesterday afternoon. it was contained to a quarter acre. the most recent fire broke out six hours later and spread to four acres. >> we had crews out patrolling since the prior fire to make here that it was completely cold and it was. i was out here myself just a few minutes before this fire started and there was no activity at all and then a very rapid build-up with the wind and the fire content and the fuel out here.

this was found shoved into one of the owl burrows that exist here on the course. now, it's unknown if it was done maliciously. many of the golfers that i have spoken with this say they are very aware of the owls that live here and know they must be respectful. in panch a pair of owls -- in march a pour of owls were found trapped. a plastic bottle was blocking their way to get out. they suffered from dehydration and environmental stress. one was dead. the other was rushed to a wildlife rescue center but had to be euthanized. surveillance cameras have been positioned to monitor the remaining owls. >> especially during this time of year when there is a lot of owl chicks around we need them to grow up and be strong and have chicks of their own so we can repopulate the area. we don't want people chomping and disturbing their habitat. >> reporter: the bay area is just one of four nesting areas in the state and protecting

this rare species is something the city of mountain view takes seriously. now there are reportedly only two mating pairs of burrowing owls and six chicks left here on shoreline. the golf course has sent out mail and posted notices in the pro shops alerting golfers about this incident. reporting live from mountainview, janine de la vega, ktvu channel 2 news. san jose police still looking for the cause of a deadly overnight crash. it happened just after 9:00 last night on camden avenue near little falls drive. police say the driver was ejected from his car and killed after the car hit a tree. he was the only person inside the car. officials say it's still not clear what caused that crash. there is a follow-up to a story about that brutal attack on an elderly woman in the east bay. a man accused of beating an 89-year-old grandmother in el cerrito and stealing her car has been arrested.

terrence harn any was arrested yesterday after police were tipped off he was in east oakland. ktvu showed you this surveillance video on the morning news yesterday. someone driving a white toyota away from a cvs pharmacy in el cerrito last sunday. witnesses say hardy punched an elderly woman, knocked her unconscious and stole her car. he may also have threatened or assaulted library workers in oakland. the library sector says there have been three incidents since march. he is now in the contra costa county jail being held on suspicious of carjacking as well as elder abuse causing great bodily harm. 8:35. relief for faculty and students at city college of san francisco. they are expected to keep its accreditation and stay open at least for now. ktvu's brian nor flores. >> reporter: good morning.

at least for now is certainly the key phrase there. people breathing a sigh of relief this morning after a junior college commission decided to give them more time to meet those accreditation standards. while this is a small victory for some. others say there is a lot of work to get done. in an unexpected move the accrediting commission for community and junior colleges decided to give the college more time to meet those standards. to make that happen the commission decided to change its own policies and allow the college to apply for restoration status. the college would have to formally apply for that status and after an intensive review ccsf would have two years to meet the accreditation standards. the move avoids ccsf from losing the accreditation at least for now. some are cautiously optimistic over the decision. >> we don't want to be reshaped. we value the fact that we are open and accessible and that we serve diverse communities that

nile virus in san ramon after a dead bird tested positive for the virus. first time in two years. mosquito control officials say the bird was found on monday near norris canyon and boulder canyon roads. the other birds were in alamo and in pleasant hill. mosquitoes that feed on infected birds, they can transmit that virus to humans. happening today bart's board of directors could make two important decisions affecting the future of the transit system. bart will listen to the results of a public survey about new railcars that have been on display at various cities around the bay area. the board could discuss refinements before approving the final design. the new cars are expected to be in service in 2017. and the board is also considering how much it will cost to ride the new connection from bart to the oakland airport. the 3.2-mile line is expected

welcome back. let's bring you up to date on some of the top stories we are following right now. new this morning an overnight stand-off in san francisco ended peacefully this morning just a little while ago after more than seven hours. it happened onward street in visit station valley. police say a man who barricaded himself in a house surrendered

peacefully. he is now in custody. now, he is accused of firing shots in a domestic violence incident earlier before that stand-off started. two children who were in that house, they are now with the police. a group in iraq linked to al-qaeda is threatening to march into baghdad. the islamic militants have already taken over some iraqi cities. iraqi government is now considering declaring a state of emergency. baghdad is also making requests to the white house about sending drone strikes down. and fire crews were on stand-by during the night on a suspicious fire near lawrence livermore laboratories. the flames were just 30 feet from each other and they were suspicious. it happened six hours apart. now, while both fires were relatively minor fires, they are threatening to topple some nearby trees which are making it very hard for fire crews to

clear that area. johannes messerly will turn to the stand tomorrow over the shooting death of oscar grant. yesterday the former bart police officer acknowledged he believed grant may have been armed when he killed him on new year's day 2009. oscar grant's father is seeking unspecified damages in his lawsuit against messerly saying the former officer intentionally killed his son. four years ago a jury convicted messerly of involuntary manslaughter for the fatal shooting. messerly serve half of a two year sense. >> yesterday a judge denied bail to raymond "shrimp boy" chow. the judge said the one time chinatown gang leader still poses a danger to the community and should remain in jail. but chow's lawyer, tony sarah, said the court is ignoring the

fact that chow is now a changed man. chow faces charges that include money laundering and conspiracy to illegally sell alcohol and tobacco. he is a central figure in the fisherman's wharf sting operation that also lead to the indictment of leland yee. a theft could create concerns over patients' privacy. the health records of nearly 34,000 patients was stolen from a medical office last week. investigators say the records were taken from an unlocked employee locker at the former redwood regional medical group. the records reportedly involved patients who received x-ray services at the office dating back to 2009. investigators say the records did not, though, include any patient financial information. time is 8:47. one of the biggest sports events, the world cup, it starts today in brazil. and brazil, the host nation, will play today's first and only match. they will play croatia at

welcome back. time is 8:54. a short time ago former president george h.w. bush jumped out of that helicopter. there he is right there celebrating his birthday. he turned 90 years old. look at him. this is brand-new video. we're seeing it for the first time. it's a tradition for the former president to skydive on major birthdays. even though he is now confined to a wheelchair because of parkinson's disease. he said he was going to do it, and he did. this year the former president jumped with a group near the bush family's oceanside retreat in kenny bunkford maine. tonight there will be a dinner at the home with 200 family members and friends on the guest list. he safely landed. he did it on his 90th birthday. >> congratulations. republicans in washington
