continues. good morning. we are live near diamond canyon in the oakland hills. take a look at the scene right now. people who live there, they are on high alert after several suspicious fires. ktvu tara moriarty is out there this morning. we will check in with her in two minutes on what fire crews are doing right now. good morning, thank you for joining us it's wednesday, june 18th i'm pam cook. >> good morning i'm dave clark. let's talk about weather and traffic. steve makes it sound like it will be nice. like the coast is clear. >> the coast is clear. if there is any fog, it won't last very long. oakland a little easterly breeze. not that strong but there is a little component of it coming out of the oakland, berkeley hills. we will go 78 downtown oakland today. today will be the warmest day as high pressure will lose its grip a little bit tomorrow. today it's large and in charge. 40s and 50s santa rosa.

40s half-moon bay. cool 43. napa 46 but a lot of 50s between. it won't take long to warm up. a couple 40s on the peninsula. low 50s he'lls burro. los altos hills running a little warmer. the system responsible for the drop in the temps is losing its grip. it did give a little rain to the sierra nevada last night. right now it looks like we are on the drier side. sunny and warmer. few 90s inland. closer to the coast 60s ape 70s. here is sal. steve, we are doing very well when it comes to the traffic out there. let's see what we have now with the east shore freeway and 80 westbound. it is a nice looking drive between the carquinez bridge and mccarthur maze. every moment that goes on you see more people as you drive to the mccarthur maze bay bridge toll plaza. once you get there, it's already very slow. it's about a 25 minute drive time into san francisco taking

into account your drive on the actual bridge into the city. we've been looking at the east shore freeway of course but we've also been looking at 580 westbound it's already slow from the tracy triangle area. if you are getting on the freeway in pleasanton, not bad. and across the bridge san mateo bridge it looks good. let's go back to the desk. thank you, sal. firefighters still on high alert in the oakland hills after several suspicious fires in the past four days. tara moriarty is in the area where crews are guarding the canyon looking for flairups. >> reporter: that is right. crews want to make sure none of the hot spots reignite. there has been a crew on all evening. they are stationed just up the road. if you look out over the canyon this is what they are keeping an eye on. if you look up and see the high voltage power lines. luckily crews were able to contain the fire to a small area. if you take a look apt the

video, there are two columns of smoke visible around 3:00 yesterday afternoon. air croft dumped hundreds of gallons of water. yesterday there were five fires total. it is suspicious for an ember to fly half a mile and catch another part of the canyon. >> initially there was a fire right here. how did it happen? but it was too far down there and it was even bigger. >> these fires are being investigated as arson. but again no official cause. just last friday a short distance from here two more fires broke out. no one was hurt. no homes were burned. but of course there are a rot of homes around here. the potential was high. that has been a long night for crews. most are getting rest. later this morning we hope to

receive an update about this investigation. live in oakland hills i'm tara moriarty ktvu channel 2 news. yesterday suspicious fires are particularly alarming for people in the oakland hills who survived the 1991 fire storm. 25 people were killed. more than 3,000 homes destroyed. yesterday people who live in the area say as soon as they saw the firefighters and the smoke, they started packing up. many people were grabbing scrapbooks and hard drives because after the 1991 fire, they learned that if you wait, you lose it all. new concerns about privacy and whether big brother is watching in fremont. the fremont city council just approved the plan to install traffic surveillance cameras and license plate readers. janine de la vega is live at one location for one of those surveillance cameras. good morning janine. >> reporter: good morning, dave. the cameras will be installed at 12 different locations. one will be here right on mowry

at the entrance of northbound 880. police say it will be money well spent to crack down on crime. last night the city council approved spending $300,000 to buy and install camera and license plate readers. most crimes are committed by people who don't live in the city which is why they have decided to post the cameras on the city borders. many people who live in the city have installed their own ever -- but the american civil liberties will have. >> in new york city we've seen lapr used to collect the plates of mosque attendees that are not suspected of any crime. >> reporter: the aclu is concerned the surveillance

system will violate people's privacy. the police chief says the surveillance system will reduce the city's burglary and robbery rates. he knows information collected from the system will be stored for a limited time to insure its not misused. the cameras and readers are slated to be installed next year. reporting live in fremont janine de la vega ktvu channel 2 news. meantime police in hayward want to hear from the public. should police officers wear video cameras? the issue has been studied by the police department for the past year preponderate daily review newspaper says the department favors cameras about the size of a tube of lipstick. tonight at 6:30 a public form um on the issue will be held at the police northern district office on main street. another meeting is scheduled there on june 26th. the police department plans to ask the city council to approve this plan next month. jury deliberations are set to begin today in the trial of two men accused of killing an

oakland toddler. three-year-old carlos nava was caught in the cross fire of a gang feud when she was shot and killed nearly three years ago. the suspected gang members on trial for the -- an ambulance was on a unrelated call when paramedics actually saw the incident. it happened about 4:15 yesterday afternoon. the child was taken to the san francisco general hospital with minor injuries. there is no word on what caused the crash or whether that driver will be cited. four women from martinez are suing their manager after finding video cameras inside the employee bathroom. the women say they were secretly video taped. now they sea ever they they say

one day after laster came out of the bathroom they went in and found the camera. >> what he did was horrible. he took advantage of the power he had over these women. this was a place where he knew they changed clothes. >> the lawsuit also names the owner of that papa murphy's lasser. he was convicted of the video taping and sentenced to 120 days in county jail. he served under house arrest. audrey's law will go before state lawmakers once again next week. supporters say they need to make changes in order to win over critics of mandatory sentencing. the bill is named off audrey pott. the teenager that committed suicide after she was sexually assaulted while passed out. audrey's law would require a minimum two year sentence for teenagers convicted of sexual

assault against a victim is incapacitated. according to the contra costa times between 1994 and 1995, female students reported being molested by biology teacher daniel winters. they say the school administrators ignored their claims and did not report it to police. after an investigation into the alleged coverup, the district is now paying out almost $19 million to four women. hydroa his car after a cliff a few days later. time is 6:09. a scary story from oakland. a bullet fired into the federal building. coming up in 20 minutes the security concerns over what that building does not have. >> but first a hidden painting discovered under a picasso masterpiece. the question our curators want

rescue teams in malaysia still searching for passengers of a sunken ferry boat off the western coast of the country there. illegal immigrants from indonesia that were heading back home were on board that ferry boat. so far at least 60 survivors have been found but 32 people are still missing. five bodies have already been recovered. thousands of indonesian's worked illegally many malaysia and they often go back home in badly equipped boats. back here at home a state audit slamming the public utilities commission for a critical lack of oversight for regulators. the audit was prompted by this. the deaths of five women trapped inside of a burning limousine on the san mateo bridge last year. the audit found the state public utilities commission over sight is and i'm quoting insufficient to insure consumer safety. they are not holding the cpuc responsible for that limo fire but they say the agency lacks

effective leadership and they are slow to respond to complaints. >> once they begin the investigation on average they are taking 238 days to complete the investigation. >> the report also found the cpuc lacks policies and procedures to insure carriers comply with the law and that when citations are issued they are up for amount a lot lower than the law allows. they agreed with the finding and said it would follow the audit's recommendations. uber and lift are applauding an amendment to a state bill that could put them out of business. yesterday workers rallied at the state capitol as a senate committee heard bills aimed at regulating them. one would require ride sharing companies to require $1 billion in insurance a second bill is also being debated. that one requires more extensive background checks for

drivers. happening today general motors ceo mara bareback in the hot seat. she told the senate committee she didn't have all the details to share with them. but she promised to come back when she did. today she is expected to testify what an independent investigator found at gm. time is 6:15. art curators they have found a new painting by pablo picasso. it's under another one of his

masterpieces. they used infrared technology to scan the blue room. underneath the finished painting they found this. a portrait of a bearded man dressed in a jacket and bow tie. but they are sure it is not a self-portrait. they hope this will help them learn more about what picasso was thinking during this phase of his career. he is 19 and he is searching for a style. something that will help him stand out. >> this is not the fire time a picasso painting has been found beneath another piece of his work. there is another portrait of a man that was titled woman ironing. let's check back in with sal looking at the commute. >> we are looking at the commute now and traffic is moving along relatively well. we are getting a look at 280 and it looks good getting up into highway 17. the traffic continues to look

good with no major issues. if you are driving in the south bay i want to show you the map here. the traffic continues to look pretty good getting up to 101 and 85. you can see the road sensors are doing well. if you are driving to the bay bridge toll plaza that is backed up. it's kind of hard to see. it's about a 25-30 minute delay. we are getting reports the san francisco bay fairy at 7:00 may actually be a bus instead. we're trying to follow up on that. remember the other morning we had a long line out there. if you take the vallejo ferry you should check with the website. 6:17 let's go to steve. clear skies, high pressure definitely starting to build in yesterday. we had a little northerly breeze. now we get a little easterly breeze. it's not that strong but i saw 18 miles an hour coming out of the oakland berkeley hills. it could be a lot worse than that. it is a slight offshore. water temps remain cold. i think the fog will be back in a big way.

probably tomorrow night but it's a warmer forecast today for wednesday. squeeze that in there. wednesday is a warmer forecast especially inland with 80s and 90s. san francisco will be bumping up as well. we're all most locations starting off a little warmer on the lows. 54 we will go 71. that was above average. yesterday was right there at arch. sunrise by the way at 5:48. summer starts this saturday. 67 and 53 is the record. not that warm. 86 in 1988 is the record high. clear skies. the fog is down south. it's not off our coast right here. it's clear. temperatures not much of a breeze. we will rebound pretty fast even though there are some 40s. napa, novato is in there. a lot of 50s here. couple 60s. any puff of a breeze and some warmer air aloft does mean some

welcome back. it's 6:23. foul play not suspected in the deaths of the two female hikers who's bodies were found on mt. tam just days apart. it was feared at first that a sore corral attacker might be on the loose. but investigators determine there is no connection between their deaths. the body of 33-year-old magdalena was found april 12th. the marin county coroner's office say she died of happenner thermae. she was unfamiliar with the area and unprepared for a long solo hike. five days later the body of 50- year-old marie saner was found. investigators say she tumbled off the trail and suffered a head injury. they say she was hiking after dark and was unfamiliar with that terrain. they also say she had a blood

alcohol level of .12. the plan to expand yosemite national park has become a political battle on capitol hill. democratic senator dianne feinstein is behind a measure to secure the largest expansion of owe semitee since the 1930s. but republican congressman tom is leading the fight against the proposal. the tea party member says she simply does not trust the national parks service which is the federal agency that would be in charge of those expansion plans. time is 6:25. this is pam cook's favorite story. a newly retired u.s. marine now back in the north bay this morning and the surprise he came home to left him in tears. >> welcome home brother. >> no words necessary. jack bernardo there came home from japan yesterday. he purchased a fixer upper house in january. he planned to work on it when he came home. instead, his buddy organized

several groups and volunteers raising money to install new floors, redo the kitchen, and landscape the property. >> i didn't think it was right for a person who retired given 21 years and getting 50% of their pay to come back and spend every cent that they saved on fixing up a home that they could afford. >> 21 years serving our country and if i have 21 more years to give i would. >> the mayor was also there. he declared june 17th master sergeant jack bernardo day. happening today the fair begins in pleasanton. the fair has new hours to share. open from 11:00 in the morning to 11:00 at night. it also has made significant improvements to the horse racing grand stands and the winner circle. the fair runs through july

it will be warmer today. cooler into the weekend. we get a little warmup here. not that much. today will be the warmest day. east san jose was 79. palo alto 81. today 88. 89, 85, and 86. near average to slightly above for especially some of the inland temps and also about 4-5 above. we were 15 below. 40s for some. 50 for others. slowly drifts toward the east. that is allowing high pressure to build in for the rest. sunny and warmer. today will be the warmest. a few 90s inland. a lot of 70s and 80s. if you take the vallejo ferry, that ferry is not running. they have buses instead. the same thing goes if you take the ferry from 8:30 a.m.

from the san francisco ferry terminal is is a ferry that would take you back. it's bus service because of maintenance issues. let's go to the bay bridge toll plaza westbound 30-35 minute delay. and by the way the ferry buses will have to fight the east shore traffic. so far not all that bad but it will take a little longer than a ferry would. also looking at interstate 880 in oakland the athletics they do play today. they play the rangers. again let's go to the south bay. at 6:32 let's go back to the desk. oakland firefighters investigating several suspicious fires on the oakland hills over the past four days. ktvu tara moriarty is live now where the fire crews are guarding that area. they are also keeping an eye

out for flairups. >> they want to make sure none of the hot spots reignite. aircraft dropped hundreds of gallons of water to fights fires. hand crews snuffed out flames in the thick vegetation. yesterday there were five firefighters total. fire officials say there was virtually no winds so it's suspicious for an ember to fly half a mile. neighbors say that this summer fire danger will definitely be on their mind. >> i live on a gully like this too. with lots of old trees and brush. >> i was here for the big fire when we were packed to go. so this is not new top us. >> the fires are being investigated as arson but again no official cause. just last friday a short

distance from here two more suspicious fires broke out in the hills. no one was hurt, no homes were burned, but there are a lot of homes around here. potential was high. it's been a long night for crews so most of them are getting rest. we have put in a call to find out a little bit more about an update on this investigation. live from the oakland hills i'm tara moriarty ktvu channel 2 news. another fire in antioch came dangerously close to several homes. this one started about 7:30 last night on pawn e drive between indian hill and brew et ranch. no homes were damaged but the flames got 60 feet high and burned several fences and trees. one person was treated for smoke inhalation. firefighters stayed out there for several hours watching for flairups and also put out some hot spots. the cause of the fire is under investigation. authorities are reviewing security at the federal building in downtown oakland after a disturbing discovery. someone fired a bullet into the

building on clay street. federal agents spotted the bullet hole during a security check early saturday evening. the bullet passed through a judge's chamber on the second floor before coming to rest in a wall in a jury room. luckily the building was empty at the time but the incident has many people wondering why the federal building is not bullet proof. >> we are going to look at and see what security enhancements will do to the exterior of the building so this doesn't happen again. >> investigators do not believe the judge was targeted. they say the bullet may have been fired during a shooting early friday morning about a block away from the federal building. the inmate that escaped from the san francisco county jail earlier this month well he is back in jail. sheriffs deputy captured timothy midget after getting a tip he had been staying at a homeless shelter. he escaped from jail on june 3rd. he was serving time for a drug charge and due to be released

next month. well now he's facing additional charges of felony escape. east coast doctor who once worked with the family of oakland teenager jahi mcmath has had his license revoked. the new york daily news reports dr. jonathan lost his license and accusations he had sex with a point at a rehabilitation center in new jersey. the 33-year-old woman was reportedly recovering from a minor brain injury. the teenager was pronounced brain dead after complications from tonsil surgery. time is 6:36. san jose city leaders considering asking voters to raise taxes. now the measure would appear as soon as the november ballot.

ktvu brian flores is in san jose to tell us how officials would spend that extra money. good morning brian. >> reporter: good morning dave. the main question that needs to be answered especially for people that live out here. most recently the city council approved $50,000 toward a survey to basically gather residents reactions on how they would feel about a potential tax measure. we don't know the wordings of the questions. but here are some of the things that san jose residents need to consider. will voters approve a sales tax in which money would be collected in a general fund or would voters approve a sales tax that would target and benefit city services specifically fire, police, or city services like road repair. or will voters approve a sales tax increase in the first place? they hope to gather that data before making a push to put a measure on the november ballot. >> i think if we're going to go to the trouble of doing pulling on both of these very important issues that i think we should try our best to come up to have

the most reliable data going forward. >> right now the san jose sales tax is at 8.75%. the mercury news reports a quarter set increase would provide $33 million annually. a half cent increase would generate another $68 million. once the poll is complete council members would vote on any possible sales tax increase at a meeting scheduled for august. again a lot depends on the results of the survey. live in san jose brian flores ktvu channel 2 news. happening today a fund raising effort kicks off to reinstall the bay bridge lights which is scheduled to be taken down next march. they need to raise $12 million. katie utehs is live in san francisco to explain why many people say keeping the bridge lights is a bright idea. >> reporter: good morning. the sunrise a beautiful sunrise has made way and the lights are now turns off but they will have to come down because cal tran needs to paints bridge.

so a second set would have to  be installed which is both expensive and tedious. and currently there are 25,000 white led lights strung along the cables of the western span of the bay bridge. those will come down early next year, illuminate the arts estimated the cost of restringing new lights would be around $12 million. that keeps the new set up to 2026. people say it will be money well spent. >> absolutely. i think art is an important thing. it's part of the culture of the city. it's a lot of money but if they are able to raise it, people know what they are investing in. >> reporter: if funding goes through, the goal is to restring the lights in time for super bowl weekend. cal tran has agreed to help with the cost of maintenance. organizers of the art project say if they don't reach their goal, the lights will only be extended for one more year.

that refinery provides gasoline, cooking oil, and fuels for prestations. there are conflicting reports about that refinery. news organizations say it is under militant control. the iraqi military says it has retaken control. >> time is 6:43. the city of free mont moving forward on expanding a controversial camera surveillance system. janine de la vega live in fremont now where the council juggled public safety with privacy rights. so what is going on janine? >> reporter: well so far people are getting a mixed reaction from people out here. some think the money would be better spent on something else rather than putting up cameras though. the cameras are going up and one will be put upright here on mowry and 880. let's go to some video from last night when the city council approved spending $300,000 to buy and install surveillance cameras and license plate readers.
