now at noon, we're learning more about this morning's bizarre truck fire near the bay bridge toll plaza. details about the man accused of setting his own truck on fire, and we'll look into just how tight security is at the bridge. bay area leaders taking the charge to protect smart phone users from theft. today the major milestone announced in getting tech companies to help consumers. less than an hour ago, president obama promised that american forces will not return to combat in iraq. but he did announce plans for new action in the region.

a vehicle fire at the bay bridge toll plaza this morning turned out to be deliberately set. witnesses say it was the driver who set his own pickup truck on fire. good afternoon i'm tori campbell. sal castaneda is live at the toll plaza with the quick response to what was a pretty frightening sight for commuters, good afternoon sal. >> reporter: good afternoon, now chp did not tell us that the man set his own truck on fire but witnesses sure did. they took pictures. apparently the man got off his on the bridge and torched him own truck. this is what's left of the pickup after witnesses say a man set it on fire. a man in the pickup truck was reported unresponsive and blocking a lane. witnesses say the man dressed in a dark shirt and camouflage

pants got out of the truck and was seen running through several lanes with a gas can. soon the white ford pickup truck was on fire. several lanes were blocked. and the man had been detained by a homeland security officer. >> he was able to detain the driver of the vehicle. our officers were on scene shortly after that and assisted him with getting him to the shoulder. >> news chopper 2 was over head when medics strapped him to the gurney. the man's name who has not been released suffered minor injurys from the fire. he appeared to be mentally unstable and is now in a protective hold. officers say this bridge is closely watched and it's not unusual for such a quick response. >> it is a priority to us as far as patrolled beats go. it is probably one of the most important beats that we have. >> reporter: as far as

patrolling methods, chp would not gives us any specifics on what they do. and the back up has not really recovered. it's a safe bet to say whatever happens on this bridge, law enforcement is not ever too far away. live in oakland, sal castaneda, ktvu channel 2 news. closing argumenting continue today in the trial of two men accused of killing a 3- year-old boy in oakland. prosecutors say carlos nava was caught in a cross fire of a gang feud when he was shot and killed on international boulevard nearly three years ago. willie torrence and denard were both charged. a substitute music teacher in daly city is under arrest accused of molesting three of his students. 28-year-old brian butts has pled not guilty to 10 counts of lewd acts.

he thought guitar and piana at music arts studio, school of music and fine arts while the owner was out of the country. three of his teenage students say he touched their chest during music lessons. no charges left against a woman accused of assaulting a boy she says was bullying her daughter. the hearing was to determine whether the district attorney's office will file criminal charges in the case. but the d.a. asked that the case be delayed saying investigators are still interviewing witnesses. the judge granted the request. garcia bradchard spoke to reporters outside of the courtroom and again denied assaulting the boy. >> i'm just overwhelmed. that's it. and i'm just praying and hoping this all goes away. deputies say brachard garcia went to her son's son and grabbed the throat of a 12- year-old boy she suspected of

assaulting her daughter. the case has been delayed until july 18. bay area officials have been part of a driving force in the nationwide push to require the technology. ktvu's janine de la vega joins us now. >> reporter: people who have an iphone can go to their computer and sign on to i cloud and use a kill switch to disable the devices. that would render the devices useless. it's a worry that many smart phone users have. >> i always have my phone in my pocket but i mean like, yeah you never know someone can pickpocket you. >> reporter: george gascon and erik schneider man announced what they're calling a major

milestone in helping prevent cell phone theft. google and apple will introduce a kill switch. >> not only the technology has to be available, but the technology has to be universally applied and if i as a consumer decide not to use the technology, then i can turn it off. >> reporter: the announcement is part of a new report issued by the secure are smart phones initiative which was started a year ago by law enforcement agencies, elected officials. since apple started offering ios7's activation lock in san francisco, iphone robberies decreased 38%. in new york, iphone theft went down 17% in the first five months of the year. the report found that theft of sam sung and other smart devices increased during the same time period. >> that's very interesting. that the fact that they are paying attention because they know that software is on the

phone and they're not even trying to steal the iphones. that is really crazy, i had no idea. >> reporter: gascon says the problem still remains that switches need to be offered by all carriers and devices. right now a senate bill just passed its first assembly committee that will require all smart phones to come preequipped with anti theft security. it may become a mandate nationally. reporting live from san jose, janine de la vega. in east bay, law enforcement and elected officials sounded their support to allow cell phone makers to include kill switch technology. if the state assembly fails to pass the kill switch bill, bay area governments will take up the issue locally. they call it a matter of public safety. >> we know that in oakland last year about 3/4 of all the

robberies involved a cell phone. and even though robberies have come down almost 40% now, the remaining number of robberies still involve a high percentage of cell phone theft. >> reporter: a group from the bay area will be going to sacramento next monday to help push for the passage of the measure in the assembly. san francisco's catholic arch bishop highlighted a march for marriage event despite the urging of thousands of bay area residents and leaders not to go. carla campbell told the -- -- was there as the bishop asked the crowd to stand up. >> reporter: one of the main speakers today san francisco catholic arch bishop carteloioni says every child deserves a mother and a father. >> there are people who are of

the truck driver was speeding. that's what new details released today say about the june 7 crash that seriously injured comedian tracy morgan. according to a preliminary ntsb report, trucker kevin roper was driving 65-miles-per-hour on the new jersey turnpike when he plowed into morgan's limo van. that stretch of road advises drivers to slow from 65 to 45 miles per hour because of construction. morgan is currently hospitalized in serious condition. his friend was killed in the crash. roper is charged with vehicle homicide. president obama spoke about an hour ago about the next move the u.s. is taking in the wake of the violent crisis in iraq. president obama says he is

prepared to send up to 300 million tear advisors to assess how to train, advise and support iraqi security forces. he made the announcement after meeting with his national security team about further advances in iraq by the terrorists organization isil. >> american forces will not be returns to combat in iraq. but we will help iraqis as they take the fight to terrorists who threaten the iraqi people, the region, and american interests as well. >> some congressional republicans are urging the president to launch air strikes to weaken isil in just the past few days, it has taken control over several major cities and fierce fighting is ongoing at iraq's largest oil refinery. the violence in iraq is pushing gas prices higher here in the u.s. drivers usually get a price break between memorial day and july 4th. however that's not happening this year. in fact, the price has risen every day for a week. the national average price for

a gallon of gas is $3.68. that's the highest price for this time of year since 2008. here in the bay area, gas is even more expensive. according to aaa, the average cost is around $4.15 for a gallon of regular. the frustration over high gas prices is forcing many commuters to dump the pump. today is the eighth national dump the pump day. after gas prices skyrocketed above $3 a gallon. prices are now much higher than that. many commuters we spoke to say they dump the pump every day. >> when i look at the gas prices i just think about $45 a day just in gas prices, public transportation i cut that by half. >> reporter: some civic leaders from san mateo and santa clara also decided to leave their cars at home to take public transportation and the vta held a photo contest on social media for a chance to win san jose

earthquake's tickets or clipper cards. a conservation group is taking the government to court over its new rule allowing wind energy companies to kill or injure eagles. the american conservancy is expected to sign the bill into law. the group says the rule is illegal because the u.s. fish and wildlife service fail to evaluate the consequences ensure it will not damage eagle population. the council has decided to allow its animal shelter to operate independently from the city. this after 2 investigates some animals may have been euthanized due to chronic staffing shortages. according to reports the council also approved more staffing, and a citizen oversight committee for the shelter. oakland's animal shelter has

been without a permanent director for more than a year and is only open 21 hours a week. authorities in san francisco are examining surveillance video for clues after a wave of late night arsons in the city south of market neighborhood. the arson task force is investigating at least eight suspicious fires in the soma area in less than three weeks. mostly at construction sites and the officers of contractors. the most recent happened tuesday night when three fires near high rise condos broke down. the same arsonist started small fires at a construction sight of a luxury high rise and at the near by office of the contractor in charge of the project. while no one has been hurt yet, there are concerns the arsonist could find other more dangerous targets. >> arson can create so much damage and the potential for the loss of life is so grave, financial things can be recovered. we're concerned with that but those can be recovered.

the loss of life can never be recovered. >> investigators pulled debris from the dumpsters for testing. they're trying to figure out how the fire started. and they're asking anyone who saw anything suspicious to step forward. authorities -- the airport's long term parking lot costs $18 a day to park. south san francisco police say many people are parking their cars at near by neighborhoods then take a cab to the airport. but parking longer than 72 hours on the street is illegal. >> we've had reports that they actually pull up, park, grab their luggage about the same time that the cab is pulling up. now parking officers are sticking warning notices on windshields and they say if the car is still thereafter 72 hours, they will tow the vehicle.

most locations i say most are running cooler today at this time than they were 24 hours ago. yesterday the coast was clear and temperatures in the city were in the 70s and 80s. in the inlands it was 80s and 90s. guess what happened overnight, the fog came back. the fog returns it'll be cooler for most. i say that because livermore is running a little warmer than yesterday. but everyone else is cooling off. it's very quiet as we go into friday, saturday and sunday. first day of summer will be saturday. nice to mild to warm. does not look like one extreme or the other. we've had two this week. monday was really cool. wednesday was very, very warm. san francisco going 66 today. 53 low. that's right about where they should be this time of year. about 67, 53 they'll be very close. yet that's down 12 from yesterday when they were 78 degrees. a few high clouds drifting. if you look and ask where are those comes from. it's coming from there. that's enhancing the fog a

little bit. climbing data for san francisco 57, 53 normal. the record 92. another 1800, 1893 for the low of 47. and parts of the santa cruz coast but it's not solid or sold out by any means. yet some areas are pretty warm. livermore 84. concord 76. fairfield 80. santa rosa 75. napa airport 67. that's way down. 66 oakland. also way down 73 san jose. that's down 67 half-moon bay. still some 80s. running about two to 8 degrees cooler for most locations. pittsburg in the 80s. concord northwest, northwest oakland so there are more hints

of a more northeasternly breeze. yesterday we had that easterly breeze. san jose's west, livermore northwest. i think the heating will get capped here in the next hour or two. fog is there usually makes an impact. for us we're just waiting for this weak little front to come in. 72 tahoe, they are in the 30s this morning. a lot of high level clouds. other wise it'll be another warm day away from the coast but cooler for many. 50s too 90s. take your pick. if you're by the coast and some of that fog. if you're inland it's still hot. 80s and 90s for the usual suspects as we said. a little cooler north bay, peninsula, south bay. east bay running a little bit warmer. but a few places will briefly touch 90s. we say hello to the summer
