right now with breaking news. >> we are following breaking news in san jose. two homes have been destroyed in a fire. crews are also battling a brush fire that is slowly creeping towards another home. you can see it on the hill. firefighters are stationed around the building right now trying to protect it. we have been following this breaking news for an hour now. hello. i am frank somerville. >> and i am julie haener. >> news chopper 2 is over head as firefighters are trying to get the upper hand. the flames continue to burn through brush. the fire is burning that foot of mount hamilton. it broke out about 5:00 p.m. we have been watching as the fire burned two homes, leveled the homes, nothing left. we talked to melanie and she was telling us how the wind didn't seem to be a panther but the temperatures -- factor but the temperatures were warm. >> amber lee is on the scene as

well. >> reporter: we are on the 13,000 block of clayton roads. look at the firefighters beyond the trees there. they are still trying to put out the fire, the rubble that is still burning. that is one of the homes that was destroyed. the second home is just behind that. here with me is the captain with the san jose fire department to bring us up to date. >> what we have is two homes that were called in, 2:22 p.m. this afternoon. 2 alarms. it spread into the it grass. we were able to surround that to keep it from spreading to other homes. right now we do have structure production going on. possible third home that is up the hill where a spot fire did occur. we are working out here with cal fire who sent a full response where they have six

engines, a helicopter. we have it surrounded and hoping to get it under control soon. >> i heard an explosion, tell me more about that. >> it appears to be a lot of small gas grill protain tanks within the rubbish that is on the property. that is what you are hearing. been about 2, 3 explosions so far. none of the large propane tanks explode at this time but we are making sure we keep them cool and get a good handle on the fire. >> any idea how it started? >> we don't have that information yet. we are still fighting the fire within the perimeter. >> anybody inside the homes? >> we are hearing there may have been one person but we can't confirm that. right now. it is too soon. >> reporter: any injuries?

>> no injuries. >> reporter: thank you very much. again, two homes destroyed. no injuries. reporting live in san jose, amber lee, ktvu channel 2 news. new at 6:00 p.m. marine county is known for having the highest rate of breast cancer in the country but now there is a new health crisis. in the next 30 days he is launching a plan to deal with prescription drug abuse. officials say over doses are now claiming more lives than breast cancer in marine county. ktvu's mike mibach talked with a father who suffered a painful loss and is now joining the fight to help save lives. >> reporter: big smile, big plans. this is aj. this is his father. >> there is one moment during the day where i shout, i wish i

had known. >> what he didn't know, his son was taking prescription drugs. >> it is a prescription narcotic. it killed him. >> reporter: prescription drug abuse. a problem here in marine. officials gave us these numbers. 2012, 42 people died of breast cancer. that year, 49 people died of prescription drug over dose. they are looking to atact the problem -- to attack the problem. >> the system is rigged for over prescription and we are helping address that. >> reporter: 12 million pills were prescribed in marine last year. today the district attorney announced a new program. if a person is charged with

prescription drugs the da will contact the physical involved and send them a letter. >> they will be made aware these people that are being treated had legal issues. we will give them copies of the public filings. when you go forward with your treatment you will have more infirmed information. >> it is killing our best and brightest. >> reporter: he is on a mission to end a national epidemic and he is doing it to honor his young son. mike mibach, ktvu channel 2 news. the chp says a truck fire on the bay bridge today was deliberately set during the morning commute. witnesses say the man stopped his truck, got out and starting running around. he poured gas on to his truck and lit it on fire. the man appears to be mentally unstable. he was taken to the hospital to

be checked out. no one was hurt. ktvu's john fowler is live at the toll plaza with the security measures that were activated today. john? >> witnesses told us that this was simply bizarre. in the westbound lanes leading up to the bay bridge. >> announcer: happened at 8:15, all lanes were blocked. news chopper 2 captured the back up. witnesses say a driver stopped his truck and intentionally set it on fire, baiting first responders. >> he looked like he was trying to threaten the firemen. he had a smile on his face. looked out of his mind. >> reporter: he took this photo as he drove by the scene. the security cameras on the bridge were crucial it track

down the 32-year-old of sacramento. he was treated for burns and now is being held for psychiatric evaluation. investigators do not know his motive. his truck was destroyed. there was no other damage and  no one else was injured. reporting live, john fowler, ktvu channel 2 news. tonight we know the identity of a man killed in a accident at a tire shop. they identified the victim as a 65-year-old kill kim. cal-osha say he was moving a compressor at 9:00 a.m. this morning at the tire shop. somehow he became pinned against a wall and was unable to breathe -- to breathe. prosecutors want more time to decide if they will file charges against a mother who accused of assaulting a boy she believed was bullying her

daughter. delia garcia-bratcher was in court today. prosecutors say investigators are still interviewing witnesses. delia garcia-bratcher was arrested last month. she is accused of going to her daughter's school and grabbing a boy by the throat. she has consistently denied she attacked the boy. >> i am just praying and hoping this all goes away. >> [ inaudible question ] >> yes, and for my kids. >> delia garcia-bratcher is set to return to court on july 17. new at 6:00 p.m. a somber celebration for a san francisco state university student who was killed days before he completed his degree. the family accepted a diploma on his behalf. ktvu's david stevenson joins us now with the emotional ceremony. >> reporter: he was a few units shy of his degree when he was killed. today the student was awarded a

bachelor of arts degree in international relations in a ceremony attended by family. his mother accepted the diploma on his behalf. he was shot to death by a neighborhood after he entered the man's apartment miss taking it for his own. the neighbor was arrested and released. prosecutors said there is inficient evidence to charge him. today was a day of celebration. >> he is getting his degree and he earned it. it means a lot to us. and him. i know he is looking down at us. >> reporter: the family describe him as a huge giants fan and he was buried in a giant's jersey. hy is the -- he is the first member of the family to receive a college degree. david stevenson, ktvu channel 2 news. san francisco says it has

taken a quantum leap forward in managing parking with demand pricing. they released the results of a program. it included new meters that accept credit cards and pay by phone options and in some areas they experimented with prices to maximize turnover and make it easier to find parking. >> if a block is empty we are charging too much and we lowered rates. >> parking rates dropped by an average of 4% on the street and 12% in parking lots when they were using demand pricing. there is not enough officers to patrol san jose. the new way the police department hopes to close the staffing gap and how it could effect every officer on the force. >> $200,000 to get people to conserve. the value one bay area city

breaking news now, more on the breaking news in the south bay. firefighters are staying on the scene tonight in san jose where fire has destroyed two homes and the flames spread to grass at the base of mount hamilton on clayton road. firefighters are trying to pinpoint where this started and how. but we know that propane tanks exploded at one point. ktvu channel 2 news crews are

gathering more information and we will bring you more information and update as soon as we get come. veterans protested today against the decision to send military advisers to iraq. >> they gathered outside a medical facility to say they want more money spent on medical care and less money on expanding military resources in iraq. >> we can't fix iraq with the u.s. military. we are not the policemen of the world. >> president obama said he is senting 300 advisers to iraq to monitor attacks and he said he is not sending in new ground troupes. he left open the possibilities of u.s. air strikes. he made the announcement today, detailing his plans saying he

would send 300 military advisers to help iraq fight against isis. air strikes are a possibility but the president is adamant there are no plans for american soldiers to go into iraq on the ground. the president stressed iraq needs a political solution. and the prime minister must find a way work with sunnis and bring them into the government. if they are tired will they be able to do their jobs? that is one of the questions over a plan requiring san jose police officers to work mandatory over time. the department is struggling to keep a adequate number of officers on the streets because of low staffing levels. it is asking officers to work an additional 2 or 3 hours at the end of their shifts. the police officer association says that is not a good idea.

>> this mandatory over time means our over worked officers will be put out on to the streets for longer periods of time, making it more dangerous for them and the citizens. >> since 2008, 400 officers left the department due to retirement or resignations ahid pay and pension re-- amid pay and pension reforms. >> reporter: pg&e customer bills could go higher. a judge okayed the request for a revenue increase. however pg&e says rate increases would be well below that figure. the request now goes to the board of the state public utilities commission. the decision could come before the end of the year. the drought is forcing californians to cut back their water use and one city will spend hundreds of thousands of dollars to teach residents how to do that. some say that money could be

better spent elsewhere. ktvu's paul chambers is live with the value leaders see in spending that kind of money. >> reporter: like most cities in the state, the city is under a drought and you can see it is a severe drought. the city will spend $200,000 on signs like this and other advertisements. but that money being spent isn't sitting well with some. >> there is newspapers. word of mouth. everybody should know there is a drought. >> you will see a lot of discolored lawns because the may enforced a stain 3 drought, residents had to cut water usage by 25 pest. ads like this were played informing residents to conserve. it worked. in part. water usage has been cut by 21%. this week the city was given the green light to spend more money on ads. >> if we don't meet the number

we have no other water and we could shut down for fire protection. >> reporter: businesses and residents have stepped up but not everyone. the only water the city has this year comes from ground water in the local reservoir. leaders say that is all the water they have to make it through till it rains. >> if the drought goes into next year, this is nothing compared to what we are experiencing next year. and we will save some of that money to use next year. >> go down to the senior center and give them the 200,000. >> leaders expect to spend 50 of the $200,000 on the advertisement. if you do not comply, expect your bill to go up by double. paul chambers, ktvu channel 2 news. >> more details now on california's water conversation efforts. the bay area cut water usage by

2%. the valley 7%. the sacramento area 10%. and southern california 1%. all these numbers fall below the request to cut back water use by 20%. santa cruz is meeting the goal. usually i would be standing here talking about the forecast, saying no rain but some of the models hinting at rain chances. temperatures today still warm inland. concord, antioch. san jose 77. san francisco 65 degrees. on the satellite right now, high clouds approaching the bay area. especially the north bay. and we have patchy fog near the immediate coast line. it will regroup over the next few hours. fairfield 85 degrees. san jose 70. san francisco 61. and santa rosa 74 degrees. we have the steady sea breeze.

winds 10 to 20 miles per hour. patchy fog regrouping and here is the live camera. towards the bay bridge. tonight fair skies. coastal fog. this weekend it will be mild to warm. summer begins saturday morning during the 3:00 a.m. hour. over night lows tomorrow morning, friday, low 50s out there. coolest spots upper 40s for santa rosa and napa as well. no big changes tomorrow. patchy morning fog near the coast and bay. sunny skies into the afternoon hours. and then this weather system moves in. weak one. saturday. shaves off a few degrees saturday and once the system moves out we will warm upsends, monday and tuesday and -- wam up sunday, monday and tuesday. rain showers -- warm up sunday, monday and tuesday. tomorrow morning, patchy fog near the coast.
