hour for an attempted homicide suspect who triggered an amber alert. they say jose louise va len seep seia -- valencia should be considered armed an dangerous. officers say he hurt his girlfriend. he took his daughter from the home making threats he would harm the child. they issued an amber alert. investigators say they worked with the suspect's family and were able to have the child safely brought to police officers. right now, the suspect remains at large. fire investigators say they determined what caused yesterday's large fire in the hills above above san jose that destroyed two holes. the fire on -- homes. the fire on clayton home near east ridge shopping center. janine de la vega joins us live where there's conflicting opinions about what started the fire. >> reporter: so far fire

investigators are calling this accidental, but neighbors and relatives of the property owners say the homeless woman had taken up residence in one of the out buildings that used to be here. they say they told her to leave but she never did until after the fire broke out. now all that's left is a pile of burnt debris. >> all my memories, all my memories of my greatgrandmother. >> reporter: he spent most of his childhood on this property. there's hardly anything to salvage from the rubble. this cell phone video neighbor shows the fire started yesterday afternoon and quickly spread to the other home. >> all i can see is big black smoke roaring u it looked like it was -- roaring. it looked like it was burning for hours. >> reporter: a woman and her elderly woman who lived in the other house were not home at the time. fire investigators attacked the fire from the air and the

ground. neighbors saw a woman who they believe was squatting there leaving the property. >> i see this girl really walking very fast and it didn't look like she belonged around here. she was dressed up and walking like she was trying to get away. >> that photograph was shared with calfire investigators. they were able to track her down. they didn't go into details and would only say the woman converted an old apricot drying shed into living space and that's where the fire started. >> i've heard that she had something that she was trying to cook in there and that's what we guess happened, that she was trying to cook and something happened, caught the place on fire. >> reporter: the property owner and her mother are staying at a hotel because, again, homes completely destroyed. back out here live live you can

see in the distance there are some calfire firefighters who just arrived here a couple of minutes ago. they are just looking around for hot spots, they want to make sure nothing sparks back up here. we'll continue to follow this story throughout the day. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. a stolen car suspect is in custody after a tense search of several back yards in an oakland neighborhood. police say they received a 911 call from a person who said their red suv rental had just been stolen. a short time later, officers spotted it and tried to stop it. but the suspect ran off into a neighborhood on high and masterson streets. they prout in the kib, core doned off -- k-9 and cordoned off the area and located the man and tike him into custody without incident. berkeley police arrested a suspected drunk driver accused of running from the scene of a

a -- of a terrible car crash that seriously injurerd another man on tunnel road. the road was shot down for hours in the eastbound direction. police tell us the 21-year-old driver crashed his corvette into a metal barrier and it ricocheted back on the road. he got out of the mangled car and left the scene but police found him nearby. a passenger in the car, a 24- year-old man, was badly hurt and may not survive. the driver was not on scene when we arrived. the passenger was and was treated by the fire department and taken to the highland hospital in critical condition. >> police say the driver was arrested on suspicion of felony hit-and-run and dui. a redwood city woman with an extensive history of dui appeared in court today. she pleaded not guilty to second-degree murder. she's accused of running over a

menlo couple out for a walk last year. in november, she pleaded not guilty to charges including gross vehicular manslaughter and felony dui. she had been out on probation for a 2012 conviction for drunk driving. she's being held on $2 million bail and is set to return to court in september. jackie speier said she's introduce a bill meant to keep e-cigarettes out of the hands of minors. in a news conference at san francisco general hospital today, she said makers of the cigarettes are luring younger people to start the unhealthy habit of smoking. she said flavors like gummi bear and cotton candy are clearly aimed at young people. and she said manufacturers entice children with aggressive marketing. bejewel, hello kiter

appeals to tweeners, not something like. >> this would require makers to put these in childhood pack packing and ban flavorerrings in e-cigarettes. the board of supervisors approved a budget that includes $3.5 million for more programs and additional public safety officers. the largest single increase in the budget is $851,000 to hund a human -- fund a human traffic you unit and there's a budget for $3,000 for additional crime scene investigators for the crime lab. it also calls for $225,000 for a domestic violence program known as the intimate partner of violence task force. a few hours ago, in san diego, governor jerry brown signed the state's $156.4

new details about tracy morgan. he has now been transferred from the hospital to a rehabilitation center. this transfer comes nearly two weeks after he was seriously injured in a car crash that killed his friend, comedian, james mcnair. morgan broke several ribs, his nose and a leg after a truck slammed into the limo bus he was righting in on the new jersey turnpike. the driver of the truck has pleaded not guilty to charges of death by auto. a new state department report adds four more government to the list of countries doing the least to combat human trafficking.

those e-mails. >> reporter: the house ways and means committee said the irs knew a couple months ago it lost e-mails from former employee lois learner but the agency didn't tell congress until last week. >> why didn't the irs notify congress? >> i thought it was important. it was my decision that we complete the investigation so we could fully advise you what the situation was. >> reporter: the irs says the computer crash in 2011 led to the lost of learnerrary emails. the commissioner testified that they back up e-mails but only for six months. republicans say this is a coverup because not only did learner's e-mails disappear so did employees for a handful of other irs employees accused of giving scrutiny to other groups seeking tax-exempt salt tis. >> i'm sitting -- status. >> i'm sitting here listening to this testimony. i don't believe it. that's your problem. nobody believes you. >> reporter: the commissioner

said the irs is working to recover learner's e-mails by compiling them from people who received e-mails from her or sent e-mails to her. he said congress should have about 67,000 of learner's e- mails by the end of this month. meanwhile, an inspector general's investigation is looking into these missing e- mails. in washington, kyla campbell, ktvu channel 2 news. new jobs figures are out today and they show california's unemployment is continuing its steady klee decline. according to the employment development department, the state's economy added more than 18,000 jobs in may. this helped to push the rate down to 7.6% for the month. that's down 2/10 punish from april. california's drought conditions have worseen ised in the -- worsened in the past week. one-third of the state is now being kat gorized as an exceptional drought, which is the worst classification. that's compared to only a quarter of the state in that
