what to expect with this report. >> reporter: the report comes out tomorrow in washington 6:30 our time. it's expected to be comprehensive several hundred pages long. detailed to detail more of the crash. the plane was flying lower and slower than it was supposed to be we -- to be when it clipped. >> you have the pilots, and you also have corroborating information. >> reporter: a primary cause of the accident is expected to be the flight crew's over reliance on the automatic throttle control that maintains flight speed. >> by the time they reacted it was too late. they had lost too much air speed and they could not recover. >> reporter: tomorrow's report will likely recommend changes to the plane's design. the airplane's design and lay out. >> we will look at pilot

go to court today. a cousin told us it wouldn't change anything. jurors found lawrence denard and willie torrence guilty in all counts including first degree murder. nava with was -- nava was with his mother and brother in a toy car when a stray bullet killed him. >> nobody deserves to die. >> reporter: denard and torrence are due back in court. they face life in prison. new information tonight on the identity of a 15-year-old boy who was shot and killed at a birthday party. nay tan -- nathan torrence was shot in the face. witnesses say the shooter left the scene in a blue compact

nissan driven by a female. also today, we learned the name of a man who was killed by a vta train in san jose. it happened last night at the south expressway and stokes street. 59-year-old michael felter was walking his neighbor's car when the dog got lose. felter chased after the dog and he got hit. it's the second time someone has been hit by a train at this same section. the system features a stainless steel wire net 20 feet below the pedestrian walk way and stretching 20 feet out from the sides of the bridge. the barrier was approved six years ago but never funded. the district says 46 people jumped from the span just last year. on friday, officials will work on the funding which includes $20 million from district

reserves. meantime plans of installation of a barrier are in place to replace those yellow plastic divider tubes. it'll be the first time the bridge will be closed for construction work. the san francisco city attorney has issued a seize and assist order against mobile app company monkey parking. the apple asks drivers to sell or auction off a public parking space starting at $5. city attorney dennis herr era says that's a violation of the law which prohibits anyone from buying, selling or leasing public street parking. two other start ups that do the same thing can expect to hear from him next week as well. handicap plaquers you see them everywhere on parked cars. two investigates found able- bodied drivers are abusing the privilege. what the state should do to crack down on the crime here at 10:30. dogs in one south bay city ran free today for the first

time their owners won't be facing a fine. ktvu's maureen naylor is live in mountain view where a pilot program to expand off leash is under way. >> reporter: while many dog owners say they're thrilled, some park patrons tell us that the move makes them uncomfortable. at 5:00 tonight -- >> right now off leash park. >> reporter: pugs coby and fisher got to do what was illegal before today. roam free in a portion of the park. the new off leash trial is within designated areas and only during specific hours. it started at 6:00 this morning at wizmond, eagle, cooper and bub parks. >> well no complaints. we've had a lot of positive feed back. it's almost been a little hard for us to find people who

it would require judges to sentence on those who prey on minors. the bill is facing stiff oppositions for those who favor rehabilitation of minors over incarceration. ktvu got some insight into the possible defense of that school security guard seen on a surveillance camera apparently attacking a disabled student. that student francisco martinez was in a wheelchair when the confrontation occurred at oakland high school last month. the security guard marchell mitchell was fired and charged with child abuse. his attorney tells us he may argue self-defense. >> it is conceivable that if my client was acting in self-

defense his actions may have been maybe not morally acceptable but however they may have been justified. >> marchell is free on bond. new developments tonight involving an effort to keep for profit corinthian college at float. today the u.s. of education announced the tentative deal that would give corinthian $16 million. as part of the deal, corinthian will be required to sell some schools or phase out programs. last week the education department announced falsified data and grade altering. a development debate tonight in oakland. protesters voice their concern about moving a high school and

building a residential high rise in its place. ktvu's jana katsuyama is live in oakland where school district officials say they face a tight deadline and the clock is ticking, jana. >> reporter: ken, that behind me is duey academy. it's a school that helps high schoolers graduate. it's right next to the old administration building and they don't want it closed even temporarily while this building is constructed. the school district says tomorrow they will go ahead though and ask for bids for rebuilding. >> they met outside to make their signs. teachers, students and community activists say they do not want duey academy to be moved. >> duey does not need to be relocated for condos. >> reporter: protesters filled the room for the meeting of this 7/11 committee an 11 member group that passes the best options to the school district. insurance money that's paying for rented office space will

run out in about two years. duey academy is next door and adjacent to a parcel of land where the city is allowing construction of a 24 story residential high rise. the development core offered a deal. they would rebuild the administration building and dewey on one acre of the land in exchange for building another 700 to 800 units where dewey academy now stands. >> this should be something that should be opposed. should be fought, not an inch of public land to private developers. >> we do not have two members of the committee presents today. >> reporter: the superintendent says nothing has been set in stone and they're still moving on the change.

the committee did not have a meeting in in july, the next time this will be discussed is in august. and there have been numerous aftershocks. it hit at 2:00 p.m. pacific time in alaska. the quake was very deep and there are no reports of damage or injuries. people on some islands headed for higher ground. then the all clear was given. temperatured warmed up just a bit today. temperatures as we head in tomorrow are going to be warmer still. we're noticing some of the radar that's coming on shore in southern california. rain showing up in the pacific northwest. we're between the activity which means we're going to stay dry at least for a little while. about 80 miles offshore.

the 32-year-old caused visible injuries. officers say she was upset and had been drinking when they took her into custody. she is due back in court on august 11. authorities are trying to return dozens of stolen items back to their owners after arresting a suspected burglar. they recovered silverware, laptops, current currency. figurines and other items inside the garage of ryan perediso. they were tipped off after he used a stolen apple computer to make online purchases. perediso's girlfriend had this explanation. >> he got them off his facebook. and then we didn't know that they were stolen. so i mean we buy and sell things all the time. >> we're very confident on the investigation and confident to file charges. >> reporter: perediso is being

held without bail. anyone who recognizes the suspect is asked to contact the sheriff's office. and it happened at about 11:15, residents say the man handed the teller a note then took off with an undisclosed amount of cash. the suspect is described as a white man between 30 to 45 years old. 5'8" to 6'tall with a thin build. police say the man may have been carrying a black handgun but he didn't point it at anyone. police in danville are asking for the public's help tonight in nabbing a bicycle thief who was caught in the act. take a look at this surveillance video shot outside a home on harper lane. you can see the thieves wearing a head lamp and making his way into the garage. investigators say he made off with a valuable umbrella bicycle. anyone with information on this case is asked to contact danville police. a moratorium could soon be placed on some pop dispensaries in santa clara county. the board of supervisors is set to discuss passing an ordnance

that would place a temporary moratorium in unincorporated areas. the move would keep any pot shops from opening. at least four of the five supervisors would have to vote for the moratorium to be enacted. changes ahead in our weather, chief meteorologist bill martin has his complete bay area forecast. it even includes a slight chance of a shower. >> newly built homes should be more efficient but the difference is dramatic.

a bill california democrats say will improve the state's

water supply. the measure is not dead in the water just yet. the bill is slated to be reconsidered later this summer. california is making great strides and saving water when it comes to building new homes that's according to a report that shows new homes save tens of thousands of gallons of water a year over homes built less than a decade ago. new at 10:00, ken pritchett is live now in hayward with the numbers and how upgrading an older home can save too. ken. >> reporter: the best way to save on your water bill may to simply go out and buy a new home. that's easier said than done but the savings a difference between new and old homes according to this report are dramatic. when new homes are built they must meet new water conservation standards. low flow toilets. shower heads and modern plumbing. they're huge water savers.

>> it's definitely a jump. >> reporter: this homeowners's home was built in 1978. >> i put the low flow water head. >> reporter: new homes have the new technology and a new report shows that a new three bedroom home with four occupants saves 39,000-gallon as year over a home built in 2005. it's 46,000-gallons a year in a home built before 1980s. if all homes were retrofitted the state would save 300 billion-gallons of water a year. the main retrofit, low flow toilets and shower heads and many water districts offer incentives to make the changes. >> we offer up to $50 to their toilets to a low flush version as well as up to $200 to update their washing machine to a high

efficiency version. >> reporter: now is a good time to make those changes to older homes. east bay mud is asking if customers to conserve by 10% and so far customers are doing it. in hayward, ken pritchett, ktvu channel 2 news. the state's minimum wage is going up. it increases by a dollar next week to $9 an hour. still several bay area cities say that raise isn't enough. berkeley major tom bates wants four other cities to band together. mayor bates wants to increase their rates to $12.50 an hour. >> minimum wage should be raised everywhere to be an

actual living wage. >> mayor bates says he would model his increase on -- it lack it is authority in some cases to force companies to find ways to reduce carbon dioxide emissions. wall street started the week flat. the dow dropped five points. nasdaq was down a fraction. economic data released today was positive but not enough to lead the markets after six consecutive sessions of modest gains. lawyers have the go ahead to check out jurors on social media websites. they decided it is okay to check out a juror's public postings during jury selection and during a trial. but the bar association warns

see fog all over the place but that's not the case. it'll be the case as we head into the next 36 hours. fog will be back in the morning and we'll see more of a push nights and mornings. the current temperatures you can see the cool on shore wind. everyone though you don't -- even though you have the fog you will see the winds at 7 miles per hour: notice how it hasn 't pushed well inland. so it's just lingering at the coast. at 3:00 tomorrow afternoon, you see the clouds start to move in late in the day. you see those high clouds moving in out over livermore. highs tomorrow warmer than they've been all week. san jose will make it up to 78 degrees for a daytime high in
