two people are dead after a fiery crash at a san francisco offramp. it all started with a chase from oakland across the bay bridge at speeds up to 130 miles an hour. good afternoon. i'm tori campbell. tara moriarty just spoke to an eyewitness and joins us live from the scene of the crash. tara? >> reporter: well, things are back to normal here at the fifth street offramp but that's only after the chp had to shut it down for six hours because of that fiery crash. flames could be seen from the freeway above when the speeding convertible flipped and landed before fifth and harrison street. the two people inside were instantly killed. and this all began as the chp chase around 3:00 this morning in oakland. officers noticed the stolen bmw out of san francisco heading northbound on 880 before the macarthur maze.

a witness shared her cell phone video of the pursuit across the bay bridge which reached excessive speeds. >> they were probably going 100. i actually saw the flames and smelt them. it -- i was over the freeway where it caught on fire. >> reporter: the chp says the officers are trained to handle high-speed chases and even practice on a racetrack. >> a pursuit is -- it's very intense. it's a risk verses gain issue. in this case, it was late at night. there wasn't a lot of traffic. we take all of those conditions into consideration during a pursuit. >> reporter: traffic across the bay bridge ended with the traffic being tied up. they've not identified the two people. that may take some time. tara moriarty, ktvu channel 2 news. >> thank you, tara. new developments in the arson investigation underway in san francisco. now the fire department says

there have been three more arsons in the last 48 hours. they occurred in different parts of the city, including market street and the tenderloin. investigators have not announced whether the cases are connected to a string of arsons in the city's south of market neighborhood. in that case, investigators are looking for a man seen in surveillance pictures loitering in an area where several dumpster fires recently occurred. >> new details about an oakland firefighter critically injured yesterday when his fire truck flipped over at the airport. we received an update that mitchell ow is awake an breathing on his own. the 28-year veteran was driving the fire truck as part of a monthly drill. it was an aircraft rescue firefighting rig equipped to carry 3,000 gallons of road and 420 gallons of foam. it rolled as ow was making a turn. he was rushed to highland hospital with life-threatening injuries. >> right now, the department is

in shock. like i said, this firefighter was very well known and liked with all of the members within the organization. >> a source tells us he's married with no children. we don't know how fast he was driving at the time of the crash but chp and cal/osha are now investigating. more than a dozen people are looking for another place to live this afternoon afternoon a huge fire tore through this apartment building in oakland this morning. alex savidge explain how a dog may have helped save lives. >> reporter: of was sleeping when flames -- everyone was sleeping when flames raced through this apartment in oakland in the fruitvale district just about 3:00. 17 people, including five kids, managed to escape the fire. and julio cruz believes he's alive because of his new best friend. >> she loves me. >> reporter: his pit bull mix who woke hick up as his unit filled with flames and smoke. >> she started jumping on top

of my bed and back barking -- and barking. she saved my life. i rescued her a few months ago and now she rescued me. >> reporter: it was several months ago when they found her behind the building. she had not been fed and was not doing well. they nursed her back to health and this morning, they returned the favor. cruz and his roommate lost everything in the fire. they are not sure where they are gonna live. they are grateful they survived. >> she's very smart. >> reporter: and cruz credits this four-legged hero. alex savidge, ktvu channel 2 news. police are investigating a string of burglaries in one of the bay area's most affluent cities. investigators are looking into three residential burglaries in hillsborough yesterday. there were break-ins at a home on marlboro and avondale road, another on church hill drive and the third at calaveras court and lakeview drive. it's unclear if the burglaries

are connected. officers hope neighbors have surveillance video that might help in their investigation. in an effort to reduce the amount of pedestrian deaths on city streets, san francisco is looking into ways to reduce the speed limit in certain parts of the city. according to reports, the city plans to conduct a study to examine reducing the city's speed limit by five to ten miles per hour. already this year, 21 pedestrians have been killed in san francisco and one of the most dangerous intersections in the city is yorba and sunset. this morning sfpd was at that intersection looking for speeders. but some people in the area say more needs to be done. >> i've almost gotten hit even when i'm walking and other cars are stopped. the cars behind them don't notice this stop and rear end them. >> happens all of the time. >> the stoplight will be built at yorba and sunset in the coming weeks. as for the study, it's expected to be completed by the fall.

the city's goal is to have zero pedestrian families in the next decade. a dire warning today from senator barbara boxer who says the countdown is on for a transportation government shutdown. that's because the highway trust fund is running on fumes. ktvu's kyla campbell is live in washington to explain how senator boxer wants to fix the problem. kyla? >> reporter: tori, i asked senator boxer how this impacts the b.a.r.t. system and roads and highways in the bay area. >> it's huge. i mean, really almost every single project we do be it a bridge or a road or a transit system. we know from the formula alone california gets $4 billion. >> reporter: but starting in october, there's no guarantee states like california will promptly receive federal funding that they are counting on for projects. boxer says projects will be delayed likely and nixed and construction workers will lose

their jobs. she supports a new job from the senate finance committee chairman. that bill would provide $9 billion worth of federal funding for projects nationwide for december. it would be paid for by closing tax loop holes but house republicans say that means increasing taxes and they won't agree to it. >> let them come up with their plan. let's look at it. let's work together. don't just stand there and throw a hand grenade at someone who is doing their job. they are sleeping over there. >> reporter: i did speak with the senate finance committee today and officials there tell me both republicans and democrats are gonna sit down tomorrow and try to hammer out a compromise. they hope to have a final bill in place and vote on it by next month. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. a huge tv deal is really hitting home for all of us here at channel 2. >> there are 2 and there are 2. about there's only one 2.

police are searching for gunmen who shot two people in east oakland last night leaving a woman dead. investigators say it happened on douglas avenue not far from the oakland coliseum. about 6:45 last night. the 49-year-old woman was pronounced dead at the scene. a man who was also shot took himself to the hospital. his injuries were not life- threatening. in morgan hill, police are searching for these three people wanted for attempted murder in a drive-by shooting. investigators believe an argument between 22-year-old francisco diaz and 21-year-old nicholas young led up to the shooting. deja marie is believed to be the driver. one person was wounded in the shooting but is expected to survive. police say the three suspects are considered armed and dangerous. today, the u.s. supreme court said in a unanimous ruling that a warrant is required for police to search the cell phone of a criminal

suspect. the justices said smartphones are different from other items such as the suspect's wallet or car. police can generally search those other items if they can probable cause of a crime. but the justices said that digital devices require stricter privacy litigation. >> if for some reason they want to pull you for something, they would be to be like oh, you were texting and driving. let me look at your phone and then try to pin you with that. >> one of the cases in the ruling involved a san diego college student who was detained for driving with a suspended license. a search of his smartphone linked him to organized crime. he was later sentenced to 15 years in prison. a bold announcement from the speaker of the house about plans to sue the president. john boehner announced today the house of representatives will sue president obama for

night -- shot down last night. the meeting was so loud, it spilled out of city hall. people are worried about safety, disease and property value in escondido. the company working with the government to open the facility said it would install a tall fence around the property and tried to convince the city it would be safe. >> none of the children that have ever left the facility in the 20 years that have been run have ever committed a crime. >> immigration is wonderful but legal immigration and not coming and taking from our families and our children.
