reporting. >> reporter: a family member first contacted us when someone stole a custom made wedding dress off a neighbor's porch. we recognize what appears to be the same suspect when he popped up in another case just days later. >> reporter: police now say the man caught on this surveillance video in berkeley is 63-year-old derek france. cameras recorded someone with the same two tone ball cap and bike with baby trailer on the back. he first appeared with a package under his arm, minutes after this mail woman delivered it to a doorstep. but it's what happened next. >> i said why would he do something like that. >> reporter: that has this woman so upset. oblivious to the camera right in front of him the man rips open the box, he took an african wedding dress custom made in ethiopia. the future mother-in-law says it was similar to one she wore not easy to replace. >> reporter: what do you think of seeing that guy opening that box right on camera?

>> i think he's an idiot first and dumb criminal. >> reporter: two investigates showed the video to this homeowner in berkeley. >> very, very similar. >> reporter: after a man watching the same description stole a $250 stroller from her porch on saturday. police picked up their suspect terrance franks around 12:30 this morning, officers say he's charged with theft and a parol violation and because of this video, there could be more charges to come. >> based on the information we've learned from you as well is we've now shared our information on our arrests to oakland. >> reporter: now the u.s. postal inspector is also investigating the case. stealing mail can get you up to five years in federal prison. two investigates looked into terrance frank's record. they found several convictions and arrests going back to the 1970s. it's a major win the irs and fbi arrested a man today.

my redbook.com has been shut down and the man who runs it. >> reporter: the man who owns this home operated that website. and we learn this is part of a four year investigation. authorities were led here after last year's operation cross country where they arrested minors allegedly prostitutes who posted on my redbook.com. >> the fbi hit the door and pounded on it and said fbi open up. >> reporter: people who live in a suburban middle class neighborhood watched as the fbi arrested a long time neighbor erik amaro. >> reporter: authorities say amaro operated my redbook.com an escort service reportedly linked to prostitution. >> today federal agents from the fbi and the irs criminal

news. a san francisco husband and wife appeared in court this afternoon to face charges of running a brothel. chee and his wife wang are accused of running a house of prostitution in city sunset district. the couple is arraigned in superior court. their arrests follow a two month investigation. >> this is a third brothel that we're prosecuting in the last couple of months and we'll continue to do this work. i think it's really important to send a very clear message that san francisco is not a place where people to do human trafficking. >> reporter: the judge set bail at $200,000 for each defendant. a preliminary hearing is set for july 9. it looks as though he's done it again. a no hit. continuing coverage of tim lincecum's no hitter. his second against the san

all the reaction from the giant's dug out. and the fire was reported around 11:25 this morning it was fanned by strong winds. at one point firefighters say several homes were threatened but no homes were lost and no one was hurt. a few cars and a boat burned. the cause of the fire is unknown. a man and woman found dead in a milpitas park have now been identified. but we still don't know their relationship. the medical examiner says jim pruitt committed suicide but the cause for gwen pruitt's is unknown. sources tell ktvu they were not married and were not siblings. in the past hour a california senate committee passed a proposal to expand insurance coverage for ride sharing companies. at the heart of the issue is the mother of a young san francisco girl who was struck and killed by an off duty uber

it appears the oakland a's will be staying put for the time being. but it may not be a done deal just yet. this morning lou wolf and major league baseball announced they reached a deal on the coliseum. once it is finalized it'll have to be approved by the oak lands city council and board of supervisors all of which have veto power. >> we were all surprised to read the comments that were made by mr. wolf and certainly by commissioner sealy because we're still in negotiations with the a's. >> we're told the a's and joint powers authority are set to negotiation again tomorrow to try to iron out details with the vote on friday.

highway patrol on a high speed chase over the bay bridge. cell phone video shows just how fast they were going across the new eastern span of the bridge. witnesses say the chase reached speeds of up to 130 miles per hour. when the driver took the fifth street off ramp in downtown san francisco the car slammed into a concrete barrier, flipped over and burst into flames. the off ramp was closed for six hours while police collected evidence and removed the bodies. the two people killed have not yet been identified. this comes nine days after another deadly crash on the fifth street off ramp. a man known as pops to his friends was struck and killed. police say a driver missed that turn about 1:00 in the morning and plowed through a homeless encamp. the driver of an suv was booked for driving under the influence. the people who live in the area say that wasn't the first time a driver has crashed through their encampment. new at 6:00, san francisco police are tabbing the arrests of four men who are accused of stealing and selling stolen bicycles.

this all comes in the wake of the police new bike task force. allie rasmus is in san francisco to tell us how police are using this program and how police are warning people who may be buying stolen bikes without even knowing it. >> reporter: the officer we talked to called it craigslist in reverse. he's using it as a way to get out information to warn shoppers and discourage thieves. >> reporter: look on craigslist under bikes for sale by owner and you will find hundreds of listings in san francisco. click on this one and instead of a picture of a bike you will see a mug shot. >> it's important to know as people living in san francisco who are these people, these people are breaking into their homes and they're stealing their bike. >> reporter: matt freedman posted an alert on craigslist about the recent arrest of four people. he includes the details of

where and how they stole the bikes. it's a warning to people who are buying bikes. >> we want people to know for people who are selling bikes, the next one you make may be one that we're showing up instead. >> there's one bike stolen every three hours it is a huge problem in this city. >> reporter: morgan st. clair helps run the city's bike bait program. she and city police are trying to convince craigslist for everyone who is selling a bike to list the serial number. >> every time the criminals will try to scrape off the serial number found on the bottom of the bike. they try to engrave a different number or just take it off entirely. >> reporter: st. clair says being forced to list a serial number could be a deterrent for thieves. freedman and st. clair are trying to teach people how to lock their bike properly to

sand. it happened on cowel beach. discarded needles are a big problem at beaches. the city has been trying to manage the problem. >> i think it's probably fair to say that over the year there's been a consistent problem all over the city with needles found not just in the beaches but also in parks. >> reporter: parks and recreation fishes say the group take back santa cruz cruz that beaches are chrom combed two or three times a week and that people are planning to install cameras to keep an eye on trouble spots on cowel beach. a cig -- significant cool down. look at the highs today inland. just 80 degrees in the antioch, 80 degrees in morgan hill. fire danger taking a little bit of a vacation. you can see pushing on shore. tell you what if this was march or january or february it would be raining. it would be stphoeg.

get into monday. we'll be talking about fire danger, i was saying at 5:00 this is the driest year on record in the state of california. we got a break from that. by the weekend we'll be talking fires again. >> bill, thank you. california lawmakers are rethinking a new food handling glove law. under that law restaurant employees must wear single use gloves when handling ready to eat foods. it's not a good solution because people wearing gloves also touch dirty surfaces. the writer of that law is hoping to get it repealed before it goes into effect july 1st. >> we want it to roll it back before any restaurants got punished for not following the new law since we're planning to roll it back. >> reporter: they want to find a solution that really does improve food safety. restaurants will go back to previous hand washing rules. you've heard from the fans about timmy's no no today.
