breaking new tonight. san francisco police arrest a man seen in these two surveillance photos. he is a suspect in a series of arsons. good evening, i'm ken wayne. frank somerville is off tonight. >> and i'm julie haener. late word of an arrest in the last 40 minutes in san francisco with a series of arsons south of market. heather holmes broke this story about the search for a firebug exactly one week ago tonight, and she's live in the city with the word of the arrest. >> reporter: the suspect has been arrested. he is the man seen in those surveillance videos, and pictures we showed right here on the 10:00 news just last

night. he has yet to be identified, but i'm told police will be giving more details sometime tomorrow. as we were first to report last week on this string of arsons, this suspect has been connected to at least a dozen fires. occupy buildings and dumpsters. julie, this has obviously kept the san francisco fire department's arson unit extremely busy over the past few weeks. this has been their top priority. during my reporting, i have learned this has been a unit that has all but been eliminated. efforts are underway to try to bring back this unit to full force. >> restoring funding for the arson positions. >> reporter: she pleaded with supervisors to bring back the investigators's cut. >> it use to be a two person per shift unit, and that funding was defunded in 2009.

>> reporter: that's when the department shedded units, from 11 to 4. one person per shift. it created adverse operational impacts. >> we need to get it beefed back up to full staffing, or at least somewhere close to that. >> reporter: supervisor scott wiener supports the additional funding, especially as another firebug lights up the city. >> it may not be 100% of what the department is seeking, but we're going to do the best that we can, because this is a very important public safety issue. >> reporter: but again, the headline tonight is that the suspected arsonist targeting the city's south of market neighborhood that was seen in those surveillance videos and photos has been arrested. again, san francisco police expecting to fill us in on how this arrest was made, who this firebug is and his possible motive sometime tomorrow. as for that funding for the san

francisco fire department's arson unit, that is said to be from 3,000 to $8,000. the fire department is keeping its fingers crossed that will be restored next month. new at 10:00, police have uc berkely and the city of berkely say they are stepping up patrols near campus following a sexual assault. police say a woman in her early 30s was attacked from behind about 2:00 a.m. on sunday. police described the man as mixed race, about 6 feet tall and muscular with short air. uc police are warning students to be vigilant, and keep aware of their surroundings. continuing coverage of the u.s. supreme court decision involving cell phones. the ruling limits police searches of your digital device. it is a unanimous ruling. the nation's highest court has decided law enforcement

arrested a man today for stealing a stroller from someone's porch. but ktvu's eric rasmussen has surveillance video that could help investigators connect the same man to at least one other theft. >> reporter: police now say the man caught on this surveillance video in berkely is 63-year-old terrace franks. a convicted criminal with a long rap sheet. three days earlier, a mile and a half away, cameras recorded someone with the same two toned ball cap, and bike, with baby trailer on the back. he first appeared with a package under his arm, minutes after this mail woman delivered it to a doorstep. but it's what happened next. >> i said why would he do something like that? >> reporter: that has this woman so upset. he rips open the box. he took an african wedding dress, custom made in ethiopia. >> what do you think to see that guy opening that box right

on camera? >> i think he's an idiot first. dumb criminal. >> reporter: 2 investigates showed the video. after a man matching the same description stole a $250 stroller from her front porch on saturday. police picked up their suspect, terrace franks this morning. officers say he's charged with theft, and a parole violation. and because of this video, there could be more charges to come. >> we've now shared our information on our arrest to oakland. >> reporter: stealing mail can get you up to five years in prison. 2 investigates found 15 felony convictions, mostly for theft, dating back to 1970. the mountain view police department is turning to social media in hopes of returning a large amount of jewelry, and other stolen items to their rightful owners. investigators posted the photos

a state assembly committee heard emotional testimony about a bill that would mandate how much insurance is carried by rideshare companies, such as uber. the debate comes after the death of 6-year-old sophia lu. she was hit while crossing a street in san francisco. her mother spoke about her loss before testifying. >> i'm just so upset. we have beautiful family, you know, and we had a boy and a girl. >> cab drivers staged a noisy demonstration in support of the bill in sacramento. they want rideshare companying to carry $1 million in liability insurance, the same as taxi cabs. an uber spokesperson says that's too much, because uber doesn't own the vehicles. some 130 american special forces are now on the ground in iraq, to help battle sunni

new at 10:00, a group of teachers and students rallied outside an oakland school board meeting tonight, in support of a teacher who was fired. she was told she was being dismissed from her job. she claims the firing was in retaliation she raised at a faculty meeting over computers at the school. >> i was told the comments i made had a negative tone. >> there's a difference of agreement or opinion in terms of what the administrators are looking for in a teacher, and what the parents or the students are seeing, and that's the result of this conflict. >> she worked at the school for two years on a probationary basis. the district says it's within its rights to dismiss teachers

without reason before they have tenure. governor brown today signed a new law that makes it easier to fire abusive teachers. it also accelerates the appeal's process. it establishes an expedited process. some school administrators say it doesn't do enough to protect students. a bill to extend millions of dollars in tax credits to motion picture and tv companies, cleared a key state senate committee today. it's still not clear if it will increase the amount of the tax breaks. the aim is to keep productions from moving outside the golden state. new figures from los angeles suggest only 44% of recent tv pilots were made in the l.a. area. that's down from 52% the year before. the stunning news came five years ago tonight. michael jackson, the self proclaimed king of pop had died. it was just as he was preparing

the policy shift is reigniting controversy over an unused oil terminal in pittsburgh. >> the oil trains already are going through our town. the increase in volume is mind boggling. >> california could receive a quarter of its petroleum supplied by train within several years. that could mean hundreds of tank cars every day. a strong onshore flow today dropped temperatures a good 5 and 10 degrees. we even had a little drizzle. up to .02 of an inch in some places like daly city. yesterday, these areas like antioch, they were in the low 90s. a good 10-degree drop today. temperatures tomorrow are going to look a lot like these, perhaps just a bit cooler. rain totals really light. but rain nonetheless. sprinkles if you will. that could continue into the evening hours. you see the main dynamics up

sunday, and into monday. the monday deal, maybe upper 90s, or lower 100s. boom it just goes away. temperatures try to warm, but there's no 90s. sacramento is in the 80s. we're in the 70s, and 60s and 50s along the coast. as it moves out, high pressure builds back in, and temperatures come back up. sunday and monday going to be real warm around here. that's kind of the weather headline. that's going to induce fire danger, which will be kind of a big deal as we get into the weekend. the kind of day, with 100- degree temperatures, we'll see brush fires. we'll be talking about them on the news. the five-day forecast, with your bay area weekend in view, no high fire danger here. but as we get into these days, especially sunday and monday, things really increase. a chance of drizzle continues into tonight. i wouldn't change my plans, other than know you might have a little bit of slick pavement

in your morning commute. an update on tonight's two alarm fire near stanford. we have learned the fire is now out. it started just before 10:00. the menlo park fire department tells us it was a transformer attached to the accelerator that caught fire underneath interstate 280. traffic in the area was affected, but it has now dissipated. >> mark joins us now with more on the freak out there at at&t park today. big time tim is back. hopefully for the long run. two world series rings, a couple of cy youngs, and now a pair of no-hitters. tim lincecum in elite company. 113 pitches today. very concise. 6 strike outs, only 1 walk. total command. he didn't even need any great defensive plays like you see in a lot of no-hitters. you've got to have offense though. he did get that. buster posey, 4 for 4,
