we're live in napa valley where the crews are still battling a massive wildfire. we'll tell you how many acres it has seen since yesterday. fire conditions have been okay. there's been fog and not that hot of temperatures. there are signs of a warmup over the holiday weekend. >> reporter: the power is back

on at the south bay emergency dispatch center that handles 911 calls. we're live in san jose, we'll share how crews worked through it all. also a stretch of 280 in san francisco is now closed for the long holiday weekend. the best way to avoid the expected gridlock. "mornings on 2" starts now. we're live in napa county. you can see in this picture still some plumes of smoke as we continue our coverage of the wildfire still burning out of control. evacuations still in place. ktvu's tara moriarty has been touring the burned area and in two minutes, she will tell us about a serious issue she notice noticed this morning that's adding to the challenging conditions. and we have j just received new updated numbers. good morning. i'm tori campbell. >> i'm brian flores.

let's get your day started with weather and traffic. steve, what is the weather like? >> well, they had fog yesterday. that bushed -- burned off. they did not today. the humidity is high. the wind is light out of the south southwest. the high will be 91. humidity will go dune 30, 35%. the breeze should stay westerly. lake county said the smoke has turned more southeast. so we'll see if that holds. there's fog. but there was a lot more yesterday. sheas -- that's for sure. a breeze is still in place. even down to the santa clara valley. gilroy is 56. los gatos, 49. saratoga, 54. san jose state at 56. a breeze in place. but it's coming down gradually out to the delta, not at concord where it's been howling. west oakland and west-southwest napa airport. you get farther up in the valley, it's not as strong. fog will give way to sunshine.

a little sooner. morning fog, then sunny, breezy at times. 60s, 70s, 80s to a few near 90. here's sal. we're looking at a commute that's busy in some areas and lighter in others. start with the busy. 58 westbound as you drive from livermore into dublin, it will be slow, as it normally is. it's a little bit better than it normally is at 580 at 205. a lot of the slow traffic is on westbound 580 as you come through the main part of livermore. let's go to the bay bridge toll plaza. you can see traffic is about a ten-minute delay getting into san francisco. not a full-strength commute but definitely some waiting. and in the santa clara valley, silicon valley, northbound 280 traffic is looking good. it looks like traffic is moving very nicely getting up to highway 17. a normally busy stretch of 280 in san francisco is now closed for the long holiday weekend. last night, caltrans shut down

all northbound lanes of 280 between the 101 interchange all the way to king street near at&t park. the southbound lanes will remain open. the freeway closure began right on schedule at 9:00 last night. the northbound lanes of 280 are scheduled to remain closed until 5:00 monday morning. crews will replace a section of the freeway built 50 years ago. the freeway closure is certain to cause delays. it's already causing delays for many people driving in and out of san francisco. caltrans is urges drivers to take mass transit. alex savidge is getting a first- hand look at this big freeway project. he'll have a live update coming up at 7:30. the time 7:04. back to the desk. >> thank you, sal. now to our continuing coverage of the wildfire burning in napa and lake counties. minutes ago, a firefighting team from alameda county started to head up there. also moments ago calfire just

announced the fire has grown by another 500 acres. it's burn 4300 acres. that's six square miles. it's still only 30% contained at this hour. 380 structures are threatened with nine already destroyed. ktvu's tara moriarty is live in napa county with the fire danger that still exists this morning. good morning, tara. >> reporter: good morning. we're sort of in the area where the smoke has greatly dissipated. when we first arrived at 5:30, we could see a lot more smoke than we're seeing now. there's still a little bit of smoke coming out of butts canyon road. this is a picture we took. the road is windy. it's narrow, tucked in the canyon. crews said the only other visible flames are out of sight. it's warmer. authorities say we are two months dry than normal with

rainfall totals at historic lows over the past year. so officials are concerned this could be one of the worse fire season in decades. this fire has scorched nine buildings, two of them homes. mostly in berryessa estates. >> a policeman took me up there. it was devastating driving through there to see everything just -- you leave in the morning to go to work and you come back and it's all gone. it's all gone. >> reporter: now, again, as tori mentioned, the fire has grown by another 500 acres overnight. and then yesterday it had grown 600 acres. see far 4300 acres blackened. calfire expected this fire to calm down overnight. it looks like it did. but with the heat picking up later, it's all right warmer than this time -- it's already warmer than this time yesterday, that could definitely be a concern for fire crews. i'm tara moriarty, ktvu channel 2 news. >> thank you, tara. the group of alameda county

firefighters heading to the fire zone tweeted this photo as they prepared to leave. they come from several fire districts including hayward, fremont, oakland and livermore pleasanton, the menlo park district sent a paramedic last night. bone-dry conditions, fireworks are raising fire concerns in the entire bay area this weekend. the city of oakland wants to prevent more fires like this one that we covered yesterday morning. the city will host a fire prevention town hall meeting tonight. residents will learn about the fireworks threat this independence day holiday. and fire prevention strategies. the town hall starts at 6:00 p.m. at the diamond recreation center on hanley road in oakland. some parts of the bay area could see temperatures in the 90s. the spca has reminder for pet owners. make sure dogs and cat have plenty -- cats have plenty of water and access to shade. also try not to walk dogs on hot pavement and never leave an

animal unattended in a car. pets are already likely to be frightened by fireworks and may try to run away. 7:07. fire investigators are trying to determine what caused a barbecue pit explosion in campbell that injured two cars. it happened last night in the backyard of a home on brierwood way. they say the barbecue pit was running on natural gas. six girls were sitting nearby. two were taken to the hospital with minor injuries. the explosion did not cause any fires. power has been restored at the 911 communication center after an overnight outage. janine de la vega is live with how long the outage lasted and how emergency service was affected. good morning, janine. >> reporter: good morning, brian. it took a couple of hours for power to be restored at the county's communication center. dispatchers here already work at a fast pace, so any glitch, of course, slows things down. we were told by the emergency service director that they

worked quickly by using a backup plan. the outage affected 911 calls. it wasn't a complete loss. it did take down the emergency services, fire departments and law enforcement agencies. this forced them to set up a communication center outside of the building. many 911 calls were rerouted through san jose police and fire dispatch centers. the ems directors said they didn't have any major problems during the power failure. >> we had communications personnel here, we had ems command staff here and we worked closely with the other departments to make sure every call was handled promptly. >> reporter: the county's 911 system was back up and running normally at around midnight. the ems director said they haven't had this type of thing happen before but says they were able to adapt. they are not sure what caused the power loss but they will be

investigating that today because they know that this is critical infrastructure in santa clara county. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you, janine. voters in san jose could soon have their say on changes to pensions and benefits for city workers. the san jose city council has announced plans for a ballot initiative to let voters decide on changes to measure b. voters overwhelmingly approved measure b in 2012, leading to cuts in benefits for 5500 city employees including police and firefighters. police say those cuts caused officers to leave the department in droves. if language for the initiative is approved by august, it could appear on the november ballot. the city of oakland is celebrating the graduation of a new class from the police academy. this morning's ceremony will include 34 graduates. police hope the new recruits will help address a shortage of

officers. oakland police would like to hire 100 new officers by the end of the year. 7:10. in san francisco, police are asking for the public's help finding nancy jewel cross. police say the 94-year-old was last seen friday. now, cross is homeless and is known to frequent the berkeley law library and had appointments scheduled at hospitals in alameda and oakland. she's also well-known for her work with a.c. transit until 2002 and and for the number of lawsuits she's filed. she was declared a legal nuisance to the legal system back in 1992. she's also previously been accused of biting her hayward landlord and throwing a glass -- and throwing glass at another landlord in fremont. san francisco city officials spent millions of dollars in public funds on unnecessary repairs to private sewer lines. it's all according to the center for investigative

reporting. the organization says employees in dennis herrera's office are accused of spending $10 million on unneeded repairs based on false and inflated bills. an attorney who came in was also reportedly fired. that attorney has filed a wrongful termination claim with the city. a new dating site that targets married people looking to have affairs finds some of san francisco's most expensive neighborhoods actually have the most cheaters. the website ashleymadison.com analyzed data from the 52,000 users in the bay area and found they were most likely to live in pacific heights and the marina. the site found user who live in the sea cliff neighborhood have the most partners. the controversial dating site allows people who are married or in a committed relationship to advertise for additional partners. kind of interesting, the connection there, i guess you could say.

target lgbt individuals. >> police are also investigating an attack on two women near 9th and mission as a hate crime. both women were targeted as they headed home from the civic center pride celebration on saturday. police are asking witnesses to either attack to come forward. 7:18. we want to check in now with sal and traffic still pretty light day before the 4th of july? >> it is in some areas. we have a problem in san francisco. northbound 101, the closure is affecting traffic on 101 because people are coming up on it and they obviously can't take 280. some of this confusion may have led to a crash in this general area, northbound 101 right at the 280 interchange here. there is an injury accident there as well. so now traffic is slowing down on northbound 101 from at least third street. 280, you can't continue to the extension, so you have to take 101. it's becoming a little bit of a bottleneck. if you are driving to san

francisco, especially if you are an insider, if you have to drive, use some of your favorite city streets. if you can just forget driving into the city, use public transportation. it will be much easier for you. let's go out to the bay bridge toll plaza, that's lighter. in fact, now it's a lot lighter than usual getting into the city. 12:45 baseball game today at at&t park and 237 normally we have stop-and-go traffic here. it's not there driving into the valley today, it looks good. let's go to steve. some fog out there. some drizzle, thank you antonio from daly city, heavy drizzle and a strong sea breeze. there's plenty of low clouds around. a lot more yesterday. fire conditions so far, it's warming up quicker. so far the breeze has not been that bad. everybody near there saying calm. probably pick up later. 56 right now. we're going for a high of 93 today. humidity is 90%. but that's going to go down. low clouds made it yesterday. did not make it today according to tara. i believe that. and the wind is going to be

mainly southerly, westerly southwesterly but hopefully not that strong. they are getting a break at least hon the conditions -- on the conditions. temperatures will start to warm up. hurricane arthur right off cape hatteras. that will be going right along if the path is correct parallel to the east coast and then out into the atlantic, we hope, by saturday and then sunday looks dry. but that's the path and about 85 miles per hour. right now it's at 80. some of the fog, definitely more of a break along the snow na/marin -- sonoma/marin coast. inland areas that had it yesterday probably don't today. 58 fairfield. concord is in there, walnut creek and livermore. the breeze is howling at concord. 63 lakeport. sebastopol and petaluma, 51. heeldsburg, 54. it's not often that the sea breeze or breeze is stronger at concord than it is at travis this time of year.

but it is today. gusts to 28 at buchanan. westerly at napa, also oakland there is a component of a westerly breeze at sfo as well. a lot of fog. it will start to get chewed up sooner today. some of the higher elevations are running warmer. that's a sign of things to come. today will be the push day or the tweener day and then tomorrow inland temperatures will warm up and the four corners begin to build back in. it might draw up from this tropical storm douglas. it would not be for today, saturday or sunday i think in the san joaquin valley and the sierra nevada. if you are heading up in that direction, something to keep an eye on. breezy at times. cool for some. 60s, 70s, 80s to near 90. these are pretty close to seasonal averages within a degree or two for most. the forecast for friday night, inland is not a problem. the fog will not be an issue. by the coast, we have to deal with fog. i think we'll make it, though, and not have the colored low clouds as we've seen in the past. your extended outlook does have

a warmup, especially as we go inland by the weekend. >> all right. thank you, steve. well, this morning, the labor department reported the unemployment rate fell in june the it dropped to 6.1%, down 2/10 from may. it's now at its lowest point in nearly six years. also, the u.s. economy created 288,000 new jobs last month. most economists had expected an increase of 215,000 jobs. now, investors like this news and this morning, the dow has crossed 17,000 for the first time. >> important report there. 7:23. coming up -- it's turning up big waves and bearing down on the eastern seaboard. we'll go live to communities bracing for the first hurricane of the season. too close for comfort. a mountain lion in a prayer neighborhood spotted twice in the past couple of days. what experts say residents are doing that could be the reason the lion keeps coming back.

welcome back to "mornings on 2." wildlife experts say they may have figured out what's luring a mountain lion into a residential neighborhood in san mateo. the big cat was spotted twice in a canyon off fernwood street near alameda just this week. one man says he saw it killing a teer and then attacking another -- dear and then attacking -- deer and then attacking another behind his home. >> no more than 15, 20 feet away, the cat steps up off a dead little fawn and darts up the hill. >> now, officials say the problem appears to be with neighbors leaving out food for deer in their backyards. fish and wildlife officials say that could attract mountain lions since the big cats feed on deer. a texas tech cheerleader says she's receiving death threats after posting controversial hunting photos on facebook. 19-year-old kendall jones posted photos of a number of animals she said she's killed,

including a rhino, and a leopard and others. a normally busy stretch of freeway closed this morning. reason it's shut down and the potential problems commuters may face this weekend. and a potential problem brewing right here at the coliseum. will they stay or will they go? the big vote set for this morning that could play a role in the future of professional baseball right here in oakland. right now, we do have a lot of slow traffic getting into san francisco but other areas of the bay are looking better than normal like highway 4. we'll run down the differences straight ahead. we had a rather extensive fog bank yesterday. there's still plenty today but a lot less, especially along the marin sonoma coast. i think it's the sign of a warmer forecast. we'll show you how much warmer -- coming up.

the july 4th fireworks tomorrow. welcome back to "mornings on 2." i'm tori campbell. >> i'm brian flores. dave clark has the day off. let's get a look at the forecast with steve. it's 57 degrees. it's warming up quickler. we are -- quicker. we're going 93 for a high. the humidity will go down. so far the wind is staying light and variable from the south-southwest. keep's keep an eye on that -- we'll key an eye on that -- we'll keep an eye on that. we have a hurricane, hurricane arthur, up to 80 miles an hour. the track takes it along the coast. it's across the outer banks of north carolina. we have fog. it will burn off sooner. it's already retreating north to south along the coast. 50s on the temperatures. the breeze is good for some. 17 gusting to 28 miles an hour. generally, out of the west, the fog, though, i think will bush off most locations -- burn off. most locations did not get much

today if at all. morning sun, breezy. 60s to near 90. here's sal. we're looking a commute on the eastshore freeway that looks a little bit normal, maybe better as you drive on 80 between the car keen niz bridge and the macarthur maze -- carquinez bridge and the macarthur maze. we haven't seen the drive times into the 20s. it's 19 minutes between the carquinez and the macarthur maze. at the beb toll plaza -- at the bay bridge toll plaza, it's lighter. if you are trying to get into san francisco that way, there's no major problems. traffic continues to move along well. we have improvement in the east bay which i'm happy to say 580 through the livermore valley is finally getting better. we have a little bit of slow traffic. on a normal day, it would be much worse. your drive time is down. a busy stretch of 280 in san francisco is closed as you probably know for the long holiday weekend. alex savidge joins us live to tell us about the delays and the detours drivers can expect.

alex? >> reporter: sal, good morning to you. crews out here are making pretty good progress on the demolition portion of this project. let meet give you a look at what's going on behind us. these are the northbound lanes of 280 and crews are using jack hammers right now to tear apart a 24-foot wide section of the freeway and then once they remove all of the concrete in this area, workers will replace an important seismic safety hitch. this is critical work, but, of course, as we know this could cause a traffic mess during the long 4th of july weekend. caltrans says to prepare for drays up to an hour -- delays up to an hour. it's best to avoid this area or to use public transportation. the freeway closure began last night at 9:00. the work goes until monday morning. no cars will be allowed on the northbound lanes of 280. that will likely mean a lot more drivers using 101 to get into the downtown area. caltrans says this work needs to get done now. 280 has been beat up.

it handles about 130,000 cars a day. so far, this morning, things have been going as planned. but a caltrans spokesman told me crews are always worried about unexpected issues on a big project like this one. >> you would never know, yeah. this is kind of uncharted territory. we're replacing hinges, embedded in the concrete. so we have to demolish quite a large section of freeway to get access to the hinge. that hinge will be replaced and we'll pour the now road surface. >> reporter: this closure is happening on a holiday weekend. so it's anticipated that quite a few people will be out of town for the weekend. but there will be 4th of july festivities. on top of that this afternoon, there could be real problems because the giants play a home game at at&t park at 12:45 and a lot of fans use 280 to get and from the paul back. so you can expect -- ballpark. so you can expect gridlock in

that part of the city this afternoon. we bring you back out to a live picture. you are looking at traffic flowing southbound. keep in mind, all of the southbound lanes of 280 will remain closed throughout the weekend. it's the northbound lanes that will be closed and once this construction project is finished, they expect to have all of the lanes reopened northbound to traffic 5:00 a.m. monday morning. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> thank you, alex. 7:35. this morning, san francisco police are looking for suspects in the shooting in the city's mission district. investigators say a 19-year-old man was shot and wounded while he was walking near a mcdonald's restaurant at 24th and mission last night. police say the victim was shot in the leg and is expected to survive. it's still not clear what led up to the gunfire. 7:35. happening today, a special meeting that could affect the future of the as in oakland gets underway in an hour from now. mike mibach joins us live from oakland with what is at stake in the negotiations over the

coliseum lease. here we go again, mike. >> reporter: exactly. the as want a deal but not getting a deal done means that the team could get out of town in a year and a half. at issue a number of things. one is money. some members of the coliseum board want the rent to go up, while the as want it to go down. why? the team has not been shy about trying to leave oakland because of the aging coliseum. some of the more recent and visible problems include the aging sewage problem. despite that, ownership is reportedly ready to sign the ten-year lease on the table. but the board led by a couple of city council members in oakland is set to reject it. instead, they are expected to propose a revised one today. that one would benefit oakland a little bit more, including a clause that states if the team moves to another city, it would have to continue paying a minimum $1.25 million annual rent to the coliseum. one fan we spoke to said enough

of the bickering. he said both sides need to be professional and get it signed now. >> i think it's something that they should negotiate. i would extend the lease. i think they alameda county and city need to upgrade it. at the same time, the team has an obligation to work to make things come together. >> reporter: according to reports, the as co-owner lew wolff said he would not consider a revised lease. if this deal collapses, the as can stay in oakland for 18 months but then the team would be free to go. this morning's meeting is set for 8:30. live in oakland, mike mibach, cut kult -- ktvu channel 2 news. >> to you think coliseum officials should give the as what they want or ask for more? join the conversation and leave your comments on our ktvu

facebook page. we have an update on the future of a newark motel that's been called a magnet for crime. there have been 2400 emergency calls and more than 700 arrests at the ez 8 motel in the last five years. city leaders say it's a public nuisance and they want the planning commission to shut down the motel. some people who live there, pleaded with commissioners to let it stay open saying they really have no place to go. >> we would go to sleeping in a car with my husband, my daughter and my dog. >> please take that into consideration from someone who sees the neighborhood every day that it scares me. i shouldn't be scared. >> the commission decided to let the motel stay open for another 60 days but it is being ordered to upgrade security. if crime at the motel decreases, it could be allowed to stay in business permanently. the judge in bryan stow's civil case against the dodgers has ordered the jury to keep

deliberating. >> jurors said they are deadlocked over whether the team was responsible for injuries suffered by the giants' fans. stow suffered a severe brain injury after two dodgers' fans beat him in a parking lot after opening day in 2011. stow's family says the dogers failed to provide -- dodgers failed to provide adequate jury. time is running out for dozens of pot clubs in san jose. last month, the city council approved tough new restrictions that are expected to sharply reduce the number of medical marijuana dispensaries. hundreds of pot club employees across the city will be out of work when those new restrictions take effect in a few weeks. >> we're worried i want to know how i'm gonna make my mortgage and how my children will make their rent and how my sister will feed her kids. >> it's unfortunate to hear people are losing their jobs because of this. >> it's unfortunate but there will be places that do stay in

business that will comply and they will probably be hiring. >> san jose pot club workers and their supporters have gathered 10,000 signatures for a petition to fight the new regulations. but that's nowhere near the 100,000 signatures needed before the deadline in just two weeks. 7:39. and the u.s. marshal service has announced it has arrested more than 100 violent fugitives and gang members in sacramento and oakland. the operation was a joint effort involving a number of bay area police agencies. the highest priority was to catch suspects accused of committing violent crimes and gang members. they focused on relationship between sacramento and oakland and the i- 80 corridor in between. >> bad guys who will commit cirms in the sacramento region -- crimes in the sacramento region will go out to the bay area to hide out. >> police say it's a way for fugitives to stay hidden without being too far away. they say 27 of the suspects

arrested are known gang members. nine suspected of murder or attempted murder. home depot is suspending its plans to build a new store in san francisco's bayview neighborhood. the home improvement chain had been working for two years to build a store on marin street near evans and cesar chavez streets. this was the third time home depot tried to build a store in san francisco. home depot says it's now reconsidering building plans after the costs for the project dramatically increased. target stores are getting praise and criticism after asking customer to leave their guns at hole. the company's -- home. the company's acting chief executive is asking shoppers not to bring weapons into stores even in places where they are allowed to openly carry them. he says guns in stores create an environment that is at odds with family-friendly shopping. gun safety groups praise the measure but many advocates say they will take their business

it is 7:44. this morning, we are following the developing news along the atlantic seaboard and the path of hurricane arthur. while it's still offshore, it's creating large and dangerous waves at north carolina beaches. and dark ominous clouds have also moved in. arthur is expected to make landfall later today. our reporter is live from the northeastern corner of north carolina in kill devil hills. it's clear but it looks like the wind is picking up. >> reporter: good morning, tori. yeah, the wind is starting to pick up a little bit. but so far, a beautiful day. a lot of people out here on the beaches enjoying the weather and enjoying the turf, tanning, lay out, try to get the extra sun before arthur arrives.

arthur is churning offshore and heading to the tar heel state. the outer banks is in the storm's path where people are preparing for its arrival. the popular seaside area is prone to flooding. officials have ordered an evacuation of hatteras island. >> if it's mandatory you have to go so there's no decision to make. >> reporter: 250,000 people are expected to visit the outer banks for the 4th of july weekend. many of those vacationers are choosing to ride out the storm, braving high winds to enjoy the beach before the weather takes a turn for the worst. >> we're hoping it stays out in the ocean. we've never been down here when it's gotten bad like a hurricane. we've never been through one. don't know what to expect. >> be really disappointed if our weekend is washed out. we'll wait it out and see what happens. >> reporter: the state's governor is warning people to take the storm seriously. >> usually most injuries occur while before a storm or right after a storm. so especially on the coastal area we want to make sure people don't try out the great waves right before the storm

workers in a nearby town and there were intermittent power outages across the state. >> like a movie. >> yeah. four bay area men who survived the sinking of their fishing boat in mexico three years ago today are planning a return trip to the site of the tragedy. on the night of july 3th, 2011 a fishing boat in the sea of cortez with 26 men aboard capsized in a storm. seven men died. on july 13th, the four bay area men plan to lay a wreath where the boat safnl. mexican authorities have charged the ship's captain and owner with involuntary manslaughter. we want to check in with sal keeping a close eye on the commute. i'm sure things are dicht with the 280 -- different with the 280 closure and the holiday. >> i've noticed the traffic in san francisco is busy because of an earlier crash and also because of the closure. i want to put it on a map for you. northbound 101 getting up to the city is now backed up beyond candle stick.

silicon valley has been lighter than usual on 101, 280 and 85. now a normally busy stretch of 280 in san francisco is now closed for the long holiday weekend. last night, caltrans shut down all northbound lanes of 280 between the 101 interchange all the way to king street near at&t park. the southbound lanes will remain open. the frisch closure began -- freeway closure began at 9:00 last night. the two lanes are scheduled to remain closed until 5:00 a.m. monday morning. crews will spend the entire holiday weekend replacing a section of the freeway built 50 years ago. you can see they are doing that now. this is a live picture. ktvu's alex savidge will have an update. i want to mention that northbound 101 coming into the city is slower than usual. it's backed up beyond candlestick park to the sierra park area. back to the desk. we begin with the developing news on the wildfire

in napa and lake kowg county -- lake counties. caltrans announced the fire has grown to 4300 acres or six square miles. far worse is what the fire may signal ahead for northern california. tara moriarty is live in napa county where she's getting a better look at the damage. tara? >> reporter: we just spoke to calfire, a lot of their hand crews will be coming out. the staging areas are to the right. you can see smoke rising in the hills. we did take a drive along butts canyon road. we want to share what we saw. the fire that had raced up the hill in a line had been put out. there were a bunch of hot spots. the enormity of the destruction is very clear. black trees and brush dots of landscape. in some areas there's nothing but soot. most flames are in the hills out of sight. it's warmer than it was yesterday. there's virtually no clouds. the authorities say we are two

district also deployed a firefighter who is also a paramedic. dry conditions, warm temperatures and fireworks are raising fire concerns in the bay area this weekend. the city of oakland wants to prevent more fires like this one yesterday morning. the city will host a fire prevention meeting tonight. the town hall starts at 6:00 p.m. at the diamond recreational center on hanley road. as steve has been telling us, some parts of the bay area could see temperatures in the 90s this 4th of july. and the spca has reminder for pet owners. they want you to know that -- to make sure that dogs and cats have plenty of water and access to shade. try not to walk dogs on hot pavement and never leave an animal in the car unattended. pets are likely to be frightened by fireworks and may try to run away. if you will be heading to the marin county shoreline, be aware of a beach closure. a small stretch of point reyes

>> both deflts are set to return -- depths are set to return to court next thursday. voters in san jose could have their say on changes to pensions and benefits for city workers. the san jose city council has announced plans for a ballot initiative for measure b. voters overwhelmingly approved it in 2012 leading to cuts and benefitses for 5500 city employees, including police and firefighters. police say those cuts caused officers to leave the department in droves. if lavl for the initiative -- language for the initiative is approved by august, it could appear on the november ballot. oakland is celebrating the graduation of a new crash from the police academy. this morning's ceremony will include 34 graduates. police hope the new recruits will help address a shortage of officers. oakland police would like to hire 100 new officers by the end of the year. this morning power has been restored at santa clara county's 911 dispatch center

after an overnight outage. ktvu channel 2 reporter, janine de la vega, live with how crews handled the outage and the investigation into what caused it. janine, good morning. >> reporter: good morning, brian. the county's communication's center sits up on the hill. this is a view that dispatchers see while they come into work. they know they are being counted on by everyone down below. you can bet that administrators will launch an investigation into why there was a power failure here. emergency crews say the power was lost at around 10:30 last night and immediately affected 911 calls. it took down the commuter aided dispatch and other systems that involved emergency services, fire departments and law enforcement agencies. this forced dispatchers to set up a communications center outside of the building and many of the 911 calls were rerouted through san jose police and fire dispatch centers. the emergency services director says they still handled calls promptly and didn't have any major problems during the power

welcome back. this morning, the labor department reported the unemployment rate fell in june. it's at its lowest point in nearly six years. the u.s. economy created 288,000 new jobs last month. most economists had expected an increase of 215,000 jobs. the unemployment rate dropped to 6.1%. that's down 2/10 of a percent from may. it suggests the economy is gaining momentum which could force the federal reserve to raise interest rates sooner than expected. san francisco city officials spent millions of dollars in public funds on

unnecessary repairs to private sewer lines. it's all according to the center for investigative reporting. the organization says employees in dennis herrera's office are accused of spending $10 million on unneeded repairs based on false bills. an attorney who investigated was also reportedly fire. that attorney has filed a wrongful termination claim with the city. 8:14. two would-be armed robbers ran out of a jewelry store after the owner pulled his own gun on them. it happened last friday in fresno. surveillance video shows the two young men posing as customers, one pulls a handgun and demands money and gold. at one point, the other suspect on his cell phone tries to hop over the counter but can't fight make it. then the storeowner who you cannot see in the video, walked out with his shot gun and told him to back up. >> he has kids at their age. nervous kids. they didn't know what they were

doing. he pretty much let them get away. >> fresno police are still looking for those suspects. they hope someone will recognize them from this surveillance video. members of the group the sisters of perpetual intull gent are speaking out against hate crimes that took place during gay pride weekend. three men and two women attacked members of the group on saturday. the attackers reportedly made antigay slurs while kicking and punching the couple. >> i think it's something that's becoming more and more, i hate to say it, but a sport for individuals who want to target lgbt individuals. >> police are also investigating an attack on two women near 9th and mission also as a hate crime. both women were targeted as they headed home from the civic center pride celebration on saturday. police are asking witnesses to either attack to come forward.

8:15. a massive explosion at a food truck in pennsylvania is prompting concerns about the safety of trucks here in the bay area. more than a dozen people were hurt when a propane tank at a philadelphia food truck exploded tuesday afternoon. that has some people who live near the soma food street park concerned. most food trucks in that park rely on propane as a fuel source. >> sometimes it's the wind blowing and you smell it right away. >> open up the ventilation and clear everything out. in case we turn up the propane, there's no extra propane lingering around. >> san francisco has some of the strictest safety rules in the country and food trucks undergo regular health inspections. the fire department checks them before issuing or renewing permits. a new dating site that targets married people looking to find affairs finds some of san francisco's most expensive neighborhood have the most

everyone is on 101. you know what city streets to use. if you are coming to the city and you are not going to that section, just use 280 to 19th avenue. let's take a look at the other commutes. getting into the city, via the bay bridge, that looks good with no major problems. i want to mention another live picture, 237 westbound, you can see what would normally be stop and go getting into sunnyvale today just isn't. we have a light commute in the valley. 8:18. back to steve. thank you, sir. a lot less fog. most of the sonoma coast is about fog free and a northerly breeze taking care of most of that. there was a lot more. it was persisting well into the morning. still breezy to blustery conditions. it's warming up at the fire zone. i don't think this was in the 60s. if it was, it whats at 66 -- it was at 60. it's already 66. light south-southeast only 2 miles an hour. that's good. let's keep that down there. but temperatures are noticeably warmer than yesterday. hurricane arthur, 80 miles an hour right off charleston but

heading towards the outer banks. it's expected to go along the carolina coast. 90 miles an our north-northeast at 10. takes it along the carolina coast and tracks it a little bit out to the atlantic. by saturday night, sunday it should be long gone for most. there is a little northerly breeze off the coast. some of that fog is getting chewed up. 50s, 60s. temperatures about the same as yesterday. it was 51 to 50 around sebossty poll and -- sebastopol. as far as the breeze goes, the strongest one is out towards concord, buchanan. gusts to 25. there is a westerly component to most of the breeze. a little southerly for some. still plenty of fog and low clouds from about the marin headlunds south. it looks like that's going to win out.

but northbound interstate 280 is closed this morning from the 101 interchange all the way to king street near at&t park. 101 is taking all of the traffic right now. so it's slower this morning. ktvu's alex savidge is following the closure and coming up in two minutes, he will tell us how it could cause some serious commuter headaches and the best way to avoid the pain. good morning. i'm brian flores. let's start with weather and traffic. steve is keeping a watchful eye of the weather for our firefighters. >> a lot going on. that's for sure. fire conditions warming up in pope valley. 66 already. humidity is going down pretty fast. it's 74%. expect that to be about 30, 35 later on. light south-southeast breeze about 2 miles per hour. let's hope the breeze stays down. that's the key factor. what is looking like a category 2 hurricane by tonight. it's already ramping up pretty well with 74 miles an hour, now 90 miles per hour hurricane arthur expected to go right up the coast. this is already intensifying. already an update there.

now 105 by tomorrow. that's a big increase from what we saw about two hours ago. there will be a decrease in the fog coverage sooner today. there's already a northerly breeze coming down. 50s and 60s on the temperatures. some areas are warming up quick. a little warmer than yesterday. especially owl towards pittsburg, brentwood, antioch and for us, breezy to windy. a decent south breeze keeping some of the lows on the mild side. the fog is there. there was a lot more than yesterday. morning fog favoring the san mateo coast. a little breezy at times. cool to warm but a little bit warmer than yesterday for most. here's sam. >> steve, good morning. right now we're looking at 80 westbound and the traffic here is -- well, it's pretty steady on the eastshore freeway between the carquinez bridge and the macarthur maze. it's only about 20 minutes and has not risen past that. on a normal weekday when there's no holiday at the end of the week, we have more traffic than this. now, when up get to the bay bridge toll plaza, you will see

it's completely light getting into san francisco with no major delays. in fact, for the rest of the morning commute. for all intents and purposes most of it is over, except that's northbound 101. let's go right to the map. northbound 101 and the 280 clesh ure. northbound 101 is backed up from south san francisco. however, i got a tweet from bob love who tweets me on a reck basis. he said it only took him an extra 20 minutes to drive through interchange and that was because of people cutting in line at the last minute. the 280 closure continues for the weekend. alex savidge joins us live to tell us about that work and what drivers can expect for the next few days. alex. >> reporter: good morning, to you. crews are making pretty good progress on the demolition phase of this project. you can take a look and see construction workers. they've been busy since last night. they are tearing apart a 20- foot wide section of the freeway. you can probably see that gap

right there where the freeway used to be. now they have to tear out concrete and some of that rebar so they can replace a critical seismic safety hinge. this is important work but it could cause a traffic mess during the long 4th of july weekend in san francisco. caltrans says to prepare for delays up to an hour if you are driving in this area over the next couple of days. it may be best to just stay at home or to use public transportation. this freeway closure began last night at 9:00 and the work goes until monday morning. no cars allowed on the northbound lanes of 280. that will likely mean a lot more drivers switching over to use 101 as you get into the downtown area. while this long weekend closure will be a hassle for drivers, caltrans says the work needs to get done now and this is the best way to do it. >> their safety is our primary concern and we're gonna take care of it. it's best to do it this way as

opposed to having a longer delay by going one lane at a time. if we attempted to do that, this traffic would probably back up to candlestick project and the project would take a long time. we're just going to get in, get it done and get out. >> reporter: caltrans says 280 has been cleat up over the years -- beat up over the years and the freeway handles about 130,000 cars a day and those seismic safety hinges being replaced are more than 40 years old. as we bring you back out to a live picture, keep in mind, all of the southbound lanes of 280 will remain open throughout the 4th of july weekend. oits only the northbound lanes that are closed. once this work wraps up, caltrans expects to have the lanes back open to traffic by 5:00 a.m. on monday morning. we're live in san francisco, alex savidge, ktvu channel 2 news. >> all right. thank you. this morning, san francisco police are looking for suspects in a shooting in the city's mission district. investigators say a 19-year-old

man was shot and wounded while he was walking near a mcdonald's restaurant near 24th and mission street last night. police say the victim suffered a gunshot wound to his leg and is expected to survive. it's still not clear what led up to the gunfire. and fire investigators are trying to determine what caused a barbecue pit explosion in campbell that injured two girls. it happened last night in the backyard of a home on brierwood way. firefighters say the built-in pit was running on natural gas at the time. six girls were sitting nearby. two of them were taken to the hospital with minor injuries. the explosion did not start any fires. 8:34. we have an update on the future of a newark hotel that's been called a magnet for crime. there have been 2400 emergency calls and more than 700 arrests in the last five years at the ez 8 motel. city leaders say it's a public nuisance and wanted the planning commission to shut down the motel. but some people who live at the

ez 8 pleaded with commissioners to let it stay open saying they have nowhere else to go. >> we would go to sleeping in a car with my husband, my daughter and my dog. >> please take that into consideration from someone who sees the neighborhood every day, that it scares me. i shouldn't be scared. >> the commission decided to let the motel stay open for another 60 days. but it is being ordered to upgrade security. if crime at the motel decreases, it could be allowed to stay in business permanently. 8:35. time is running out for dozens of pot clubs in san jose. last month, the city council approved tough, new restrictions that are expected to sharply reduce the number of medical marijuana dispensaries. hundreds of pot club employees across the city will be out of work when those new restrictions take affect in a few weeks. >> we're worried. i want to know how i'm gonna make my mortgage. how my children will make their rent, how my sister will be

able to feed her kids. >> you have to admit, it's unfortunate to hear people are losing their jobs because of this. >> it's unfortunate but there will be places that do stay in business that will comply and they will probably be hiring. >> san jose pot club workers and their supporters have gathered 10,000 signatures for a petition to fight the new regulations. however, that is nowhere near the 100,000 signatures needed before the deadline in two weeks. happening today, a special meeting that could affect the 235u chur of the -- future of the as in oakland. it began a few minutes ago. mike mibach joins us live from oakland with what is at stake in the negotiations over the coliseum lease. the ongoing saga. good morning, mike. >> reporter: good morning, tori. a year of negotiations kind of coming down to this moment. some coliseum board members don't want to lose the as but they don't want to get ripped off. that's one reason it is expected to reject the multiyear lease. at issue a number of items, but

the age of the coliseum and money two of the big ones. the city wants the annual payments to increase. but the as would like them to decrease. why the drop? some of the recent problems including the suage flooding at the stadium, specifically there in the clubhouse. according to one report, the co- owner said he wants the board to vote with what's out there on the table and would not consider a revised lease. at the meeting, the board is expected to do just that, and offer up a revised lease that would benefit oakland a little bit more than the one that's out there including a clause that states if the team would move to another city, it would have to pay a minimum $1.2 million annual rent to the coliseum. fan'sfan reaction a little mixed. >> the teams make a lot of

money. they should be renovating. there's issues that need to be addressed. so for the fans point of view, they are paying a lot of money to see a game. they should be afforded some reasonable amenities and the tax payers i don't think should be footing the bill. >> i think it's something they should negotiate. i would extend the lease and i think both sides need to brick something that's maybe alameda -- bring something that's -- maybe upgrade it. at the same time, the team has the obligation to work with the city to make things come together. >> reporter: this is a pretty hot topic on the facebook page as well with most people supporting the as. mike of san bruno saying i don't see how the coliseum could justify a rent increase given the sewage issues. some urge patience. one says i want to hear what the new plan is. the team deserves better but i would like to see them stay in oakland. if the deal chances, the as can stay in oakland for 18 months. after that, the as are free to

officials say calls were still handled promptly and no major problems were reported during the outage. a normally busy stretch of interstate 280 in san francisco is now closed for the hong holiday weekend -- long holiday weekend. caltrans shut down all northbound lanes of 280 between the 101 all the way to king street near at&t park. the southbound lanes will remain open. we're continuing to following developing news from napa and lake counties. calfire announced that the butts canyon fire has burned 4300 acres or six square miles. tara moriarty has been covering the fire for the past two days. we go back to tara now with how this fire season is shaping to become one of the largest in recent memory. >> reporter: good morning. we just spoke to calfire and they gave us some very interesting statistics. on an average year from january to june, the state will see about 1800 wildfires. so far this year, they have seen more than 2700.

that's 900 more fires. about a 50% increase. so a huge undertaking that these crews are trying to put on the the fire right now. as we understand it right now where we're standing, the fire isn't really that bad. they've set up this base camp. it's more north of here where they are having the difficulty. now, there are a lot of hot spots flaring up and the enormity of the destruction is clear. black trees and brush dot the landscape. in some areas, there's nothing but ash. it's warmer than yesterday. there's virtually no fog or clouds. authorities say that we're two months drier than normal with rainfall totals near historic lows over the past year. >> it's been really challenging to make access with our dozers and hand crews. it's kind of like connecting the dots. we've been able to put line in where we could and now we're just trying to piece it all

together. >> reporter: the fire has scorched nine buildings. two of them homes. about two houses were directly in the fire's path. most of them in berryessa estates. overnight, the fire did grow by 500 acres. it's grown more than a,000 acres since this time yesterday. so far, again, 4300 acres have blackened and the heat is definitely picking up. so crews will probably most likely have a difficult rough ride today. we're live in napa county, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you. new this morning, detectives with the sonoma county sheriff's department say they are searching for three teens they believe were involved in a deadly shooting last month. detective says the 17-year-old, the 16-year-old and the other 16-year-old are wanted in connection for a killing of a teenager and attempted murder of three other victims. deputies say all three are from santa rosa and should be considered armed and dangerous. according to the press democrat, the victim from the june shooting, torres was 15 years old and played football

for the winder high school freshmen football tale. detectives believe this was a gang-related crime. the sheriff's office also says it's arrested one man for being an accessory to the killing. witnesses say the shooter left the scene in a blue compact nissan. now to the developing news of hurricane arthur. the storm is currently just off the shore but is expected to make landfill later today -- landfall later today. forecasters expect arthur will hit the carolinas and then head back to the atlantic ocean this weekend. curiosity is causing some people to ignore evacuation warnings and advisories. they are going to the beaches to get a closeup look at the large and deadly rip currents. that's prompted north carolina's governor to warn people that it's no time to put your stupid hat on. our reporter joins us live again from the northeastern corner of north carolina in the community of kill devil hills.

have a hurricane. we have a hurricane. it's right off -- you can see between south carolina and north carolina heading towards the outer banks. the intensity has gone up, up, up. expected to be a category 2. it's gone from 74 to 90. it's moving north -- north- northeast and is expected to reach 105 miles an hour. and then expected to accelerate into the atlantic. we hope it stays the course. a lot of low clouds and fog. yesterday was more fog. 60s on the temperatures. pretsty close to -- pretty close to what we saw yesterday. i know calistoga was down to 52, 51. they are 62. some areas warming up up quick. sebastopol is in there. lake hort is 75 -- lakeport is 75. low 60s for some.
