now at noon -- breaking news about the future of major league baseball in oakland. the lease deal just approved a short time ago. the wildfire burning in napa county is continuing to grow. a look at what firefighters are doing today and the conditions they are expected to face. could people be taking off already for the 4th of july weekend. here is a look at the east shore in berkeley as we track the holiday rush. ktvu channel 2 news starts right now with breaking news. >> and we do have breaking news out of oakland. the as will stay at the coliseum after the coliseum board approved a new ten-year

lease. john sasaki was there for the vote and has the story. >> reporter: this was a surprising turnaround even from this morning. 45 minutes ago they voted 6-2 to pass this lease agreement. the meeting had a ten-year lease extension for the as at the coliseum hanging in the balance. before the meeting started, it appeared the vote would end in a 4-4 tie because the officials felt the deal was not in the best interest of the city. it's the same agreement that the as were touting last week and requires the as pay 15.5 million in annual fees. the city wanted 21 million and two extra years in the stadium. but last night, the council received word that they could immediately find a new temporary home if the lease failed to pass. council memorial larry reed opposed the deal until today. >> rob clearly made it clear to

year-old. they are wanted in connection for killing 15-year-old nathaniel torres. detectives believe the shooting was gang-related. a fourth suspect is in custody for being an accessory to the crime. investigators say all three are from santa rosa and should be considered armed and dangerous. there was a grim discovery on the west oakland streets early this morning the a woman was found -- morning. a woman was found dead at 4th and chestnut street before 4:00 a.m. police say she had visible signs of trauma but did not release details of the signs. they are treating the case as a homicide. her name has not been released. now to the wildfire in napa county for a third day in a row. that fire has grown to 4300 acres and is still just 30% contained. two homes and seven outbuildings have been destroyed. ktvu atara moriarty was near the fire -- ktvu's tara moriarty was near the fire lines and reports on the efforts today. >> most of our fire activity is

in this division. >> reporter: fire crews are throwing most of their resources to the north. the enormity of the destruction is clear. black trees and brush dot the smoky landscape. >> it's been really challenging for us to get in there and make access with our dozers, our hand crews. it's kind of like connecting the dots. >> reporter: so far 4300 acres have charred. 380 homes are threatened. hundreds of people have been evacuated. >> it's devastating. it's the first time i heard it was on fire and it was devastating to see everything just -- you know, you leave in the morning to go to work and you come back and it's all gone. it's all gone. >> reporter: calfire shared some interest status ticks. they -- statistics. they say from january through the end of june, on average we'll see about 1800 wildfires. so far this year we've seen more than 2700. that's 900 more wife wildfires. a 50% increase. >> all of the elements are lining up that it could be a

really bad fire season. what we are seeing for this july, the beginning of july and the activity, the fire activity and the intensity that we saw on tuesday is really indicative of what we see much, much later in the season. >> reporter: and with more dry, hot weather in store for today, crews could be in for a rough firefight ahead. in napa county, tara moriarty, ktvu channel 2 news. >> a strike team from alameda just arrived and tweeted this photo. the firefighters come from fire districts, including hayward, fremont, oakland, livermore and pleasanton. there's also a paramedic there. 280 is now closed for the holiday weekend. caltrans shut down all northbound lanes of 280 from the 101 interchange. all the way to king street near at&t park. the closure is to allow work clues to replace aging seismic

safety hayne -- hinges on the freeway. they are more than 40 years old. it's the second of three planned closures as part of the project to make the roadway safer for motorists. >> their safety is our primary concern and we're gonna take care of it. it's best to do it this way as opposed to having a much longer delay by doing one lane at a time. so we're just going to get in, get it done and get out. >> and here is a live look at our traffic map of the area. the giants are playing a ballgame out there today. you can tell by the red heavy traffic in the area. motorists are advised to use highway 101 as an alternative route. northbound 280 expected to reopen by 5:00 a.m. monday morning. fire investigators are trying to determine what caused a barpy cue pit explosion in campbell that injured two girls. it happened last night in the backyard of a home on brierwood way. firefighters say the built in pit was running on natural gas

at the time. six girls were sitting nearby. two of them were taken to the hospital with minor injuries. the explosion did not start any fires. at this hour, there's an investigation going on into why santa clara county's 911 dispatch center lost power overnight. dispatchers were able to still help people by relying on a backup plan but questions still remain. janine de la vega is live from san jose with the story. janine? >> reporter: mike, the dispatch center handles 911 calls for unincorp rampted san jose and other -- unincorporated san jose and other parts of the county. so making sure power doesn't go down is critical because all of those people adds up to 250,000 people that they serve. that's why they have crews inside trying to pinpoint a cause. the building lost partial power at 10:30 last night which took down the 911 phone system, radio system and their computer- aided dispatch which allows them to enter and track calls. they immediately switched to the contingency plan, rerouting

all calls to the city of san jose san jose. crews were from emergency services stood by in the parking lot and responded to calls by radio. the power was prostored by midnight -- restored by midnight and the director said they handled about ten of their calls during the period and did their best to respond promptly and didn't have any complaints during the power failure. >> we practice quite a bit. when we bring systems down for maintenance it's usually during that shift. it's always a good experience because -- lessons learned. from this process we'll figure out how to do it better next time. >> reporter: this picture was snapped in the last hour of operations inside the communications center. now we're told things are running smoothly with the dispatchers. through their investigation, they were able to determine that the breakers on their backup battery system seen here were tripped. the director does not know why

this happened. he called into the company that makes the system and pg&e to help investigate and perform tests. we will have more on this story later on on our newscast. john fowler is following up on that and will have more at 5:00 and 6:00. janine de la vega, ktvu channel 2 news. >> all right, thank you janine. appreciate that report. voters in san jose could soon have their say on changes to pensions and benefits for city workers. the san jose city council announced plans for a ballot initiative to let voters decide on changes to measure b. voters overwhelmingly approved it back in 2012 leading to cuts and benefits for 5500 city employees, including police and firefighters. police say this caused officers to leave the department in droves. one change that would be on the initiative allowing ex-city employees who kit their jobs to come back under interest old benefit plan. if this is approved by august, it could appear on the november

recent uptick in gas prices ahead of this long holiday weekend. all across california, the aaa predicts about 4.6 million people will be taking a road trip. that number is up about 1.5% compared to independence day last year. according to aaa most travelers will drive instead of flying even though fuel prices are on the rise. we're paying the highest 4th of july prices in six years. but for a lot of people that's not gonna keep them at home. >> we're trying to do this every year. yeah. i mean, it's -- i think this year the economy is getting better, you know. so, we try to do it every year. >> reporter: typically fuel prices leading up to the 4th but the crisis in iraq has pushed them a bit higher. in san francisco, drivers are paying 4.26 for a gallon of regular unleaded. in oakland, they are paying $4.14 and in san jose, drivers

are paying $4.12. a aaa spokesperson says the fact that more people are taking trips this year is a sign of consumer confidence. >> people now are willing to spend a little more. they are not so cautious about their budgetary travel expenditures. so we're seeing people spending more money. people are taking shorter trips, traveling less during the summer but taking one official holiday with their family. >> reporter: and the most popular destinations this year for bay area travelers, lake tahoe, southern california, and las vegas and with more people hitting the roads for the long weekend, that will mean a major rush on sunday as people make the return trip home. probably a good idea to leave early if you want to avoid the slowdowns on sunday afternoon into the evening hours. we're live in berkeley. alex savidge, ktvu channel 2 news. >> tahoe sounds like one of those perfect places to be this holiday weekend. thank you for that report. if you are heading to point

reyes this holiday weekend, be aware of a partial beach closure. a small stretch of point reyes beach will be closed from the north beach parking lot to the mouth of abbotts lagoon. the closure was ordered to protect the breeding ground. the point reyes national seashore is one of the few remains nesting grounds for the rare bird. and if you are still looking for things to do this 4th of july, ktvu is here to help. go to ktvu.com and look under our hot topics section for a list of bay area events. some lawns and gardens are likely to look a little bit different in benicia because of new restrictions on watering. the city has banned irrigation of lawns and other plants during the day. and there's now a watering schedule. odd number street addresses can water on monday, wednesday and friday. even number addresses get to water on tuesday, thursday and saturday. no watering allowed on sundays. city leaders are encouraging residents to find other ways to cut back. >> i would prefer that people did not water their lawns.

the lawns will go dormant. they will be brown and to me, it's -- to say that brown is the new green. >> i think it's probably a good idea. we do have the water shortage and, you know, have to take measures to cut back. >> city officials say this month they will educate the public about the new water rules. after that, residents get one warning. then they will face fines as high as $250. hurricane arthur is gaining strength. this is an image taken from the international space station weather watchers. watches and warnings are in threat as arthur threatens north carolina. as our reporter reports, the hurricane is also threatening 4th of july holiday plans. >> reporter: 4th of july celebrations may be rained out as arthur closes in on the east coast. this store here on the outer banks is nearly empty. the owner of trading post beach wear says his shop is usually backed this time of year.

he's blaming the storm for keeping tourists away and hurting his bottom line. >> the biggest weekend of the year and mother nature kind of -- it happens. >> reporter: the sky is ominous. dark clouds rolling in as high winds whip up sand. big waves are not enough to keep everyone out of the water which goes against the advice of craig fugate. >> a lot of people out there in surf conditions that are very dangerous that are not very good at this think they are and we lose people from being out in the water during these storms. >> reporter: forecasters say arthur will travel up the eastern seaboard but isn't expected to make landfall in the u.s. north carolina is predicted to get the worst of the storm on friday. >> listen to your media outlets and local officials for updates in your area. have your emergency supply kits and emergency plan, ready. if you haven't already, reference the ready nc website. >> reporter: even so, many of

the area's visitors refuse to let the weather ruin the weekend. >> we thought we would give it a try. we were coming from another place. we were only a few hours away. so we decided to drive down. >> reporter: the national hurricane center said arthur should move off the coast later and come ashore. back to you. pretty good fog this morning. not as much as yesterday morning. there's some fog kind of holding on a little bit. parts of the marin county coast. some on the san mateo and it pulls off on the santa cruz coast. it's hit and miss. department take long. a northerly breeze. san jose looking good with a lot of sunshine and temperatures about the same as yesterday. a little bit of a breeze is saving us. fire conditions, it's getting hot really fast. yesterday we had a gradual warmup. it's already 88 degrees. humidity is going down. 39% as long as it stays in that

30 plus that's positive. light south-southeast wind at 6 miles per hour. the high today will be very, very toasty. the wind is so far behaving. that's good. all over the place as far as direction, generally a westerly component to it but some areas still have a southerly. at least we're not seeing 15, 20 miles an hour winds. the winds south-southeast but it should stay around 2, 10 miles an hour. there are good signs there. at least the humidity is up. temperature is starting to warm up pretty fast. what was kind of a marginal hurricane has really accelerated and intensified. that's the bad news. it's skirting the carolina coast. 90 is expected to get up to 105 miles per hour. tomorrow it's accelerating north-northeast. but now 105 miles per hour. but look at the track. it takes it off the coast and at its current track. that would not be a huge deal. we'll keep an eye on things. right now it's impacting the carolina coast but all signs point towards heading it out.

there's the fog. some of that a little ribbon of that holding on, parts of the san mateo. 70s for many here. about the same as yesterday. maybe a little bit warmer coast and bay dealing with 50s and 60s. there is a westerly component. the wind was howling in concord westerly southlerly at oakland. 24 gusts at travis. sfo gusting westerly. livermore also northwest. so the sea breeze is definitely in place. fog and low clouds, be back tonight. 86 in ukiah. 88 up in reno. 78 sacramento. monterey is only 62 because they are dealing with the low cloud deck and the fog. one little system is moving into the north. after that we'll see some clearing to the coast. we had the morning fog, then fg says high pressure. the inland temperatures will come up. might be some tropical clouds from tropical storm douglas sunday monday. that would be in the southern sierra and the san joaquin

valley. probably just high clouds. we had the morning fog. it will be back. 60s, 70ss, 80s to near 90. the fireworks, i think we're good to go. the forecast for tomorrow shows warmer conditions, especially inland. 60s, 70s by the coast. there will be 90s popping up but i think inland it will be just fine for the fireworks. the bay will be fine. the coast, always a tough, tricky call, especially san francisco but i think we'll make it here and we'll get the extended outlook, there will be hot temperatures inland but not so bad by the coast. fog so unpredictable. louie zamporini has lost his battle with pneumonia. he's best known for surviving 47 days without food or water after his bomber crashed in the pacific. he spent the next two years in a japanese prison camp. before joining the military, he ran track in berlin, placing
