fire investigators on the scene after a home goes up in a blaze. tonight what we learned from neighbors. good evening i'm frank somerville. >> i'm gasia mikaelian in tonight for julie haener. neighbors say they heard an explosion before the home caught fire. amber lee is live with what she learned. >> reporter: it's been quite an emotional scene. the home that burned is just up the street from me. it happened shortly after 8:00 as i said and causing quite a scare. the battalion chief tells me the fire broke out in the

bathroom of the first floor unit. there were five adults and one child in the building all got out safely. but neighbors say what they heard and saw was frightening. >> the whole house shook on the foundation. it was one hell of a blast. >> and it just was completely engulfed in flames. black smoke. there were a few parents who had to run out with their babies. no clothes on. we went and brought them blankets and things like that. really heard people screaming and crying because they didn't know what was going on. >> reporter: this man who lives in the unit that burned became extremely upset about nothing being allowed back inside his home to save his pet cat named chipmunk. but the battalion chief went into the home and found the cat under a sofa. they brought him out and gave him asthma medication.

i'm told he's fire. >> reporter: fire crews were able to put out the fire in about 30 minutes but are still looking into what caused this fire. someone inside the home may have been using a propane torch to kill termites. they say there may have been propane tanks inside the home but it's too early to tell. amber lee, ktvu news. now to the latest on that wildfire that's burning in napa. firefighters continue to make progress on the fire and here are the updated numbers tonight from calfire. so far 4,300 acres have burned and fire is 30% contained. we have live team coverage tonight. meteorologist mark tamayo reporting on the conditions

tonight. but we begin with debora villalon. >> reporter: the roads are reopening and everyone of course is very thankful to firefighters. there are almost 3,000 of them here now and they along with the approved conditions are making all the difference. >> most important papers, laptop, food. >> reporter: petra hartman evacuated monday grabbing what she could in 20 minutes. today she waited 20 minutes at a check point to get back in. >> so now we just want to go home, right. >> reporter: 90-degree heat, three dogs in her car, life on hold. >> i thought maybe a day or two, no more than that. >> reporter: it has taken most of the week to turn the corner on the butts fire. burning an extremely dry dense brush and in swirling winds that finally settled down today even as more muscle arrived. >> we brought in 30 fire crews, that's what we needed to do to

be able to extinguish this fire. >> reporter: set to burn out the vegetation to the containment line and remove fuel. for the pope valley residents who feared the worse when they fled it's been a scary stressful experience but only two homes were lost. >> the people are amazing. they're so grateful. >> reporter: as the crisis eased and the fire burned in a remote ridge. >> some people were on the ridge and they found out they lost their house. that was very traumatic, at least they knew people care. this community cares. >> i didn't expect that much damage. no wonder we had to get out. we made it. >> reporter: petra felt such relief. >> let's get in there you guys, come on. >> reporter: the weight of four days lifted.

recall for 170 different chicken products from its facilities in fresno. they have use or freeze by dates from march 21st to march 29th. they were sold in many west coast states including california, washington and oregon. the outbreak. the shooting happened around 3:30 this afternoon near connecticut and 26th street. the gunman was firing a gunshot from some bushes about 150 yards. one of the victims was young but there's conflicting information as to whether he was 10 or 14 years old. one witness who didn't want to be identified told us it looked like the boy was hit in the head and taken to the hospital. >> they don't call police, they just take him to the van like this and take him to the hospital. >> reporter: that witness also said he saw the gunman

shooting. the other victim was an adult who also reported he was transported to if hospital for a nonlife threatening injury. an 11-year-old was rushed to a sacramento hospital before being shot in the chest. police have released little information but neighbors say they saw the boy run to his aunt's unit for help after being shot. the boy's mother and aunt applied pressure to the wound. police say its unclear on who had the gun. the jury in the brian stow case has gone home without reaching a verdict. the panel will return on monday to continue deliberating on whether the l.a. dodgers should be held financially responsible for bryan stow's severe injuries. stow is from santa cruz, he's a die-hard giant fan. but he suffered severe injuries

after two dodger fans attacked him in the parking lot. jurors cannot agree on fundamental issues in the case. stow's attorneys argued the dodgers and former team owner frank mccort didn't provide adequate security. they're asking the dodgers for coverage of medical bills. the oakland a's are at home tonight against the blue jays and since this morning's vote by the coliseum's joint authority, the word home may have a new ring to it. just ask a's infielder nick punto. >> the fans deserve this. they've been so good for so many years. >> this deal gets us closer to

at this late hour, people a lot of people are out on the roads. we've learned there are more people taking a drive for this fourth of july holiday than last year. ken pritchett spent really the day in traffic and he joins us live now from yerba buena island, ken. >> reporter: you can see traffic behind me moving at a pretty good clip. that's the story today between the regular trip, construction and a major accident, getting out of the city today was slow going. >> reporter: in the honking, you can hear the frustration. eastbound interstate 880 at a crawl this afternoon. this is what faced the

ravinivich family. >> where are you headed to -- the congestion seen today is not just because of the sheer number of drivers. there's the northbound 280 closure in the city. retrofit repairs are under way just as we saw for southbound 280 back on memorial day. >> traffic is probably going to be a lot greater because it is a longer holiday, and the holiday falls on a friday. >> reporter: beyond the 280 closure there was also this accident involving a chp car in berkeley. it shutdown two lanes backing up traffic all the way into the city. the ravinicivhes stuck in the middle of what they thought was

going to be a three hour drive to sacramento. getting into the city you can still see some back up due to that 280 traffic. caltrans is recommending anybody headed into the city if they can to take the train or b.a.r.t. on yerba buena island, ken pritchett. two cities in the east bay are concerned about fireworks. last year those fireworks started 28 fires. the contra costa fire district told us they didn't have enough resources to respond to all of them which meant that some homeowners had to deal with the flames themselves. with the drought, one person who lives in the area wants more police patrols. >> the police department, you don't see them out and patrolling. last year i didn't see any. last year it was really bad.

>> reporter: pittsburg had its own fireworks show. it happened in unincorporated santa clara county about 10:30 at night. for about 2-1/2 hours, emergency dispatchers had no phone service and no computer map. dispatchers had to rout calls to san jose pd and talked to the sheriff department and ambulances through portable radios. they said they had never done that for real but training did pay off. the county communications director told us even during the outage anyone who called 911 got a quick response. >> we'll do a debriefing probably late next week is our goal. to get everybody back together, figure out what they observed. what went wrong, what went right and what we can do better next time. the release of the men known as the pillow case rapist is being delayed now due to a

quarantine in the hospital. that date has now been pushed back to the 21st because of an outbreak of norovirus. he assaulted 70 women back in the 70s and 80s. developing news from the east coast where hurricane arthur has made land fall on north carolina's outer banks. you can see waves pounding a pier in kill devil hills just about an hour ago. arthur is now a category 2 storm. arthur is ruining the fourth of july holiday plans for many in the east coast. authorities warn people to be prepared. reporter sandoval joining us live from kill devil hill where they're riding out the storm, polo. >> reporter: hey guys good evening, as predicted the

situation now getting word shortly at midnight. arthur made land fall about 35 to 40 miles south of the location here. the storm now making its way up the eastern seaboard according to the latest forecast. we're expecting the actual eye of the storm to move past us here in the outer banks. i can tell you earlier tonight, there were plenty of people out walking around just shortly after sunset ready to see the storm move in. most of those individuals are indoors hunkered down. authorities want them to stay that way. i can tell you a lot of people decided to stay put ahead of hurricane arthur's arrival. >> reporter: arthur is advancing, bigger and stronger than expected. the hurricane already bringing heavy rain to the north carolina coast where emergency officials are taking no chances. >> we strongly occur that we stay inside and wait for this storm to leave for a long period of time before you venn

those outer band from the hurricane that actually went past us. we've seen some rain, we've seen some wind. and the situation expected to get worse. now the main concern is going to be the potential for flooding. this region here saw some major flooding. tonight the concern is that as that storm continues to move through it'll dump several inches of rain. that could create problems. a lot of people are indoors hunkered down. waiting to see what they'll wake up to tomorrow morning. guys. and here's a satellite and radar perspective with this category two hurricane as you can see moving up the eastern seaboard during the past six hours. some of the wind reports showing you sustained wind speeds. look at the gusts out toward hatteras, 72 miles per hour. that's the most recent gust.

immigrant groups rallied to ask for refugee status. a congressional homeland security committee held an emergency hearing today in texas and they talked about the increasing crisis on the border of the u.s. and mexico. >> jana katsuyama is here and you spoke to the senator. >> reporter: i talked to him right before he boarded a plane to washington. about 75% coming from el salvador, guatemala and honduras. >> reporter: immigrant right groups say they should be

allowed to stay others demanded that they be deported immediately. >> it's a horrible situation. one that breaks your heart when you see the children. >> reporter: at today's hearing texas governor rick perry told the committee the crisis is a federal problem and said texas should be reimbursed for $500 million which he say it is state spent on border security. he says the children should be deported. >> allowing them to remain here will only encourage the next group of individuals to undertake this very, very dangerous and life threatening

journey. right now immediate deportation is not an option. right now the law says that any child should be handed over within 72 hours to the department of health and human services. >> we don't have the resources to take on that many children every single day. it's a challenge for our security, our borders, agents. >> reporter: and governor perry has invited president obama to visit the border when he's in texas next week for fund raising. jana katsuyama, ktvu channel 2 tuesday. jobs market is showing its strongest growth in years in the latest report from the budget department. he noted that 288,000 jobs were added in june and that was more than experts anticipated. the unemployment rate also fell to 6.1%. that is the lowest rate since the start of the recession. the news on jobs sent the dow jones over the 17,000 mark for the first time with a gain

of 92 points. most wall street professionals don't put a lot of stock in that threshold. but even so it still felt good. the nasdaq added 28. a privacy group has filed a complaint with federal regulators over a facebook study that manipulated facebook's news feed. the study in 2012 tried to see whether seeing more positive or negative posts would affect a users own post. today the academic journal who made the postsays they also were concerned that facebook did not have the users consent. i will tell you the high fire danger concerns here and what neighbors say may have started that first fire. plus a dream come true in oakland. the graduation ceremony that took on new meaning because of one little boy and a very special badge.

looking into all the possibilities. >> there's a lot of young folks around here. something might happen if they're not taking care with the fire, with the homeless, with all the madness down there. san jose fire is increasing staff this 4th of july weekend should more fires occur in the city. azenith smith, ktvu channel 2 news. a santa cruz toddler had a close call when he used a hypodermic needle in the sand. 21-month-old fin was building a sand castle when he came across a needle. he didn't touch the needle but his mother says the thought is upsetting. >> it's upsetting. it makes me angry. it's something a parent shouldn't have to worry about, it's something nobody should

worry about. running in the sand and getting stung. >> a man stepped on a needle two weeks ago. and since then dozens of needles have been found. the next story about this little boy is really something. he's seriously ill but today he fulfilled one of his dreams thanks to the oakland police department. rob roth tells us the police academy graduation ceremony was held today where adults who wear a badge learned a whole lot about bravery from that little boy. >> reporter: this 8-year-old boy is living his dream today. emilio penn has always wanted to be an oakland police officer, chase down the bad guys and keep the city safe. >> because i love oakland. >> reporter: but emilio is gravely ill, still this one wish came true. here inside this packed auditorium today, oakland police graduated 34 new officers into the department.

for oakland police officer emilio penn. today's police academy graduation puts 34 more officers on the street. it's a diverse group with many of them speaking another language including spanish, burmese, german and french. lilly berinette is stopping throughout the country to collect signs from the homeless. he says he collected four signs this morning with people who were glad to share their story. >> they seem to be excited about contributing to this project and they're of course happy to make money. >> reporter: he uses the signs

confrontation in downtown san francisco after last week's pride parade has now gone viral. the video from world star hip hop.com begins with a man on the hood of a pickup truck. then the driver gets out with something in his hand and starts chasing people away. the taunting and running back and forth goes on and the driver is kicked and hit several types. police tell us the incident wasn't reported to them and that someone should have called 911. >> it's one thing to protect yourself and then chase after somebody with a web as we saw on this video. both parties were certainly in the wrong. >> reporter: what the video doesn't show is what led up to the confrontation. but police say a crime was committed at the very least assault. san francisco police say they've arrested three people now in connection with a shooting after the pride parade. this is cell phone video of people running from the gunfire. a 22-year-old woman suffered a gunshot wound to her wrist.

police say robert smith of hayward has been booked on attempted murder and several weapons charges. similar charges have been filed against 18-year-old williams of oak land. and a 15-year-old male from antioch has been booked on several firearm charges as well. an acting chief has been named to the state park's department following the abrupt oust of the last director. lisa mangat will take over the position. continuing coverage of the wildfire that is burning in wine country. tonight crews are making progress and they say that fire is now 45% contained. the long holiday weekend started today and some businesses in the area are worried that the flames and smoke will scare tourists off. as ktvu's cristina rendon found
