usually busy area you will want to avoid if you are in the city. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve is off today. rosemary is over there. >> our interesting weather pattern continues for our tuesday. giving you a live look at the satellite and radar, low clouds, mid and high level clouds, once again, from the coast across the bay and inland. yesterday, we had a few reports of sprinkles over parts of the east bay. subtropical moisture still overhead. won't rule out the possibility of maybe a hit or miss sprinkle. this will continue to move towards the north. i want to show you again the subtropical moisture pulling in from the desert southwest. 63 in walnut creek. 57 name. mid-50s in santa rosa. upper 50s to low 60s redwood city into mountain view.

60 in san jose. as we get into the second half of your day, additional cooling for our inland communities. by lunchtime, 60 degrees with mostly cloudy skies at the coast. 80 for the warmer locations. the afternoon highs, some of these areas like livermore and antioch warmed into the mid- to upper 90s over the course of the weekend and into monday but that is now changing. mid- to upper 80s in the forecast for today. 72 in oakland. 78 redwood city. cloudy and cool at pacifica. 63 expected this morning -- this afternoon. this monsoonal moisture is heading out of the area. i will have a look at your extended forecast coming up. good morning, sal. >> good morning. a person has been hurt after a car crashed into a bank of america on mission near geneva. this branch has been here for a long time. this car crashed into it within the last hour. you can see san francisco police officers are on the scene. this is at the bus stop there. it's lucky more people were not hurt. but again, the driver of the car was taken to the hospital

and the car has damage. the front of the bank and just as you know, if you know this bank, it has a lot of the old murals that have been -- that were put up sometime in the '70s and those look like they are pretty much goners as well. this bank is gonna have to have some major work done. police are still investigating. one person was hurt. mission, the 14 mission runs along this street. that may be delayed. you won't be able to take it there. it is a hub from muni. you might want to think about getting to work a different way if you wait for the buses along this area. that bus is not going. this is mission. you can see traffic is moving along okay. there was the 14 mission bus, which is one of san francisco's busiest bus lines. let's take a look at the bay bridge toll plaza, backed up from the macarthur maze. metering lights are on. this is about a 25-minute drive into san francisco. the heaviest traffic in the bay

area is 580 from the altamont pass to dublin. most of it is stop-and-go traffic. southbound 68 on the a bernal, there is a -- 680 at bernal, there is a crash there. back to the desk. san francisco police are searching for three men wanted in connection with a violent attack near the usf campus. alex savidge joins us with new information that we learned within the past hour. good morning, alex. >> reporter: good morning. this all started with a minor accident between a delivery truck and a car but police say when the two drivers got out to exchange information the truck driver was attacked. and that injured man was found here bleeding on the usf campus inside one of the buildings last night. this happened after 9:30. the crash was on golden gate near masonic. right after the accident, the delivery truck driver got into some kind of an argument with the men in the other car.

police believe one of those men punched the truck driver and stabbed him in the back. the victim was found here on the campus and rushed to the hospital. police are telling us this morning that the victim now is in stable condition and expected to survive. this morning, police are continuing to search for the delete men behind the attack. police believe that they all drove away in a four-door white chrysler 300, although police thus far have not put out a detailed description of those three men they are looking for. they are involved in a minor car accident that ultimately led to a vicious attack last night. but the victim is expected to live. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> thank you, alex. san francisco police are searching for a robbery suspect who used a unique way to get inside a house. it happened around 1:30 this morning on 19th street in the castro. investigators tell ktvu while the homeowner was sleeping, the

suspect removed the mailbox slot, reached in and unlocked the front door. the suspect who police believe was armed was able to get away with a suitcase full of electronics. 7:06. emotions running high in santa rosa after the district attorney announced she will not seek charges against sheriff's deputy erik gelhaus in the shooting death of 13-year-old andy lopez. ktvu's brian flores in our newsroom now to tell us what's planned today and what led up to that decision. >> tensions are running high, dc. no question about that. the d.a.'s critical decision not to charge a sheriff's deputy is adding to the distrust of law enforcement from many seeking justice for andy lopez. >> justice and i will! >> and -- justice for andy. >> this was the scene yesterday as people expressed their outrage over the d.a.'s

decision. many carried signs and wore t- shirts reading "jailhouse for gelhaus." this is spilling over not because of andy's death but because of previous officers' interaction. >> i don't trust them whatsoever. if i'm dying, i won't call them. i have no respect whatsoever for them. i don't like them at all. i don't respect them. >> well, the sheriff's office knows of the tension and are preparing for the protest. it has put barricades around the courthouse and the decision was not an easy one, the district attorney says. >> he believed honestly and reasonably that he was faced with a do-or-die dilemma. >> the announcement came yesterday during a news conference. the use of lethal force by the

deputy was because of him thinking he had a gun, the district attorney said. another protest is scheduled for saturday as well. meantime, the lopez family is calling for peaceful demonstrations. brian flores, ktvu channel 2 news. >> the district attorney released new information. documents show a doctor hired by the d.a. determined that andy lopez used marijuana 60 to 75 minutes before his death. the doctor concluded lopez was probably feeling the effects of the marijuana at the time of his deadly encounter with the sheriff's deputies. the d.a. also released this cell phone photo taken by a witness. it shows the deputies were behind the open doors of their marked patrol car when deputy fell haas opened fire -- gem haas opened fire -- gel house -- gelhaus opened fire.

the lopez family released a statement shortly after the d.a. tea announcement. it says "this disheartening decision leaves the family feeling as those andy had been killed again today. the family is asking the community to say peaceful." we've posted the entire report at ktvu.com. you can see video of the district attorney's announcement. look for it on the home page. 7:10. vallejo police are looking for suspects in a deadly shooting. officers say the male victim died last night shortly after they found him near sutter and york streets. dozens of bullet casings were on the street. a silver lexus appeared to have been hit by the gunfire. last night's shooting marks the 6th homicide in vallejo this year. several hours earlier, three people were wounded in another part of vallejo in an unrelated shooting. we have new information related to that big fire yesterday morning at a renowned

los gatos restaurant. despite the damage, the owner of men res -- manresa will rebuild. the kitchen is fine. it will take time to clean up the rest of the building. investigators are still trying to determine how the fire started. san bruno police are investigating an apartment fire that may have been sparked by a drug lab. firefighters and police were called to an apartment on lynnden avenue after 10:00 yesterday morning. a 51-year-old woman was taken to the hospital with burn injuries. police say the fire may have been caused by the illegal creation of narcotics inside the apartment. investigators reportedly found hash oil and marijuana along with other drug paraphernalia. 7:11. giving jobs to the homeless. coming up for you in 20 minutes, a new program in the

bay area's biggest city that deals with two big problems. i'm staring at the computer and i'm like has this really happened? >> what was stolen from a front lawn in broad daylight in a not so sneaky move. why this video has so many people talking. we have slow traffic in the east bay. highway 4 doesn't look all that bad. a little bit of slowing into concord. we'll tell you more about the slow traffic on 580 which is really slow. clouds and subtropical moisture continue around parts of the bay area this morning. i will talk about how long the pattern will continue and into the afternoon a cooler pattern shaping up. i'll have a look at the numbers -- coming up.

strip as part of a new offensive to stop rocket attacks against israel. the escalation of violence knolls the abduction and killings of three -- follows the abduction and killings of three and a teen. president obama wrote piece calling for both israelis and palestinians to exercise restraint. 7:15. police in new york arrested a 20-year-old woman accused of abandoning a baby in a stroller on a subway platform. a witness told police the mother pushed the stroller off the subway car when the doors open but never got off the train and let the doors close. after witnesses waited there on the subway platform 20 minutes with that baby to see if the mother would come back, the police were called. about 1 hours later, someone -- 12 hours later, someone told police they spotted the mother at a starbucks and she was arrested. that 7-month-old baby was taken to the hospital and is said to be doing okay. a scary time yesterday at

the six flags magic mountain amusement park near los angeles for people on one of the rides. four people were hurt when a tree branch fell down onto the tracks of the ninja roller coaster causing the cars to dangle off the ride. riders were left hanging 20 feet off the ground. 22 people had to be rescued. it took the crews out there more than two hours to get everyone down to safety. >> scary because it could have been -- it could have been us. it was a lot of leaf noises and cracking noises and crashing noises. a lot of screaming. >> that ride is expected to be closed during a park investigation. the derailment is the latest in a series of high-profile roller coaster accidents. last year, a woman was ejected from her seat and died on a roller coaster in texas. more californians than ever

are helping the state find license plate cheaters. those are car owners who have avoided registering their cars in california and instead keep their out of state plates on their cars. california could be losing as much as $10 million a year in revenue because of them. legally, drivers have 20 days to register their cars when they move here. but the website that helps catch the cheaters, it's drawing mixed reviews. i can understand why because i know the registration fees are higher. >> they should pay the same amount i'm paying. >> the public is invited to go to the state's cheater's website and fill out basic information on the vehicle with the out-of-state license plate. the chp sends the car owner a letter demanding the fees. so far, california has recovered more than a million dollars from the cheaters program this year. 7:17. hey, sal, i know you are watching everything but that bizarre crash in san francisco, you still on that, right? >> we're still on that.

as a matter of fact, we have a car that ran into a -- in case you are just joining us, we have a car run into a bank building. the police tell us the person inside the car was taken to the hospital and you are seeing that traffic is -- might be affected in the area. this bank san francisco police have told us is gonna be closed for the rest of the day. again, this may affect the 14 mission line. it's not stopping because the car went through near the bus stop. it's amazing nobody else was injured. this is usually a very busy bus stop and corner. so people must have scattered. it was early in the morning when this happened at mission and geneva. our crew is there. we'll have another live report from the scene coming up soon. this is the westbound bay bridge. the traffic is moving okay if you are driving unto the toll plaza. you can see it's about a 25, 30-

minute delay getting into san francisco. i want to mention a pretty serious problem on highway 92. highway 92, there's a pole that came down and is blocking both directions of highway 92 at pillar creek here. i'm circling the area. if you are trying to get out of half moon bay, both directions of 92 are blocked. this is a huge problem for people who live in half moon bay osh the area trying to get up and over the hill. the alternate, go up pacifica or highway 84. don't use highway 82 until we sort it out for you. there's a big rig that's overturn on the way up to tahoe in aprillegate. eastbound 80 -- applegate. eastbound 80. this big rig has turned over. you will have major delays. i would recommend not using highway 80. use highway 50 getting up the hill there. we'll can keep you posted on this, this chopper video is not

painting a very good picture. still all lanes blocked in the eastbound direction. let's go to rosemary. our interesting pattern continues for today. giving you a live look at the east bay hills. you can see the mid and high level moisture, subtropical moisture in the neighborhood and continuing for today. let's take a look at the radar. it gives us a good look. the notice the moisture is moving in farther north. it's beginning in the fn -- in the afternoon. the ridge of high pressure will be weakening over the course of today and into tonight. the onshore breeze is strengthening. fairfield, 23 miles an hour at this hour. i think that onshore preez will continue for the -- breeze will continue for the afternoon.

7:24. san francisco police are hoping surveillance video will help them find the man who stole a city truck and caused a lot of damage inside a department of public works parking lot. in the video you can see a public works employee running from the truck while the employee's on the phone with police. the driver backs into a wood chipper truck. when he leaves, he hits a pickup truck and pushes it into the guard shack. the driver faces felony charges, including attempted murder. if you have any information, you are asked to call police. all right. 7:25. people who enjoyed the long holiday weekend at lake tahoe sure left a mess behide. volunteers picked up more than a ton of trash, there were cans, bottles, dirty diapers and more than 1500 cigarette butts. >> shocking really. overwhelming. we had no idea. it looked like someone dumped a dumpster. >> unfortunately, we've been dealing with this for years.

>> they say the crowd appeared to be bigger this year than last year. and they left behind more trash. organizers of the volunteer cleanup are asking visitors please pick up your trash and pack up anything you bring with you. a heartbreaking discovery a happy ending after a dog was dumped on a downtown street in benicia over the 4th of july holiday. shannon betancourt was headed home from work when she found the dog next to a free with the words free and i need a home written on the dog's body with the owner. she took the dog home and posted some foe foes of him on -- photos of him on facebook and said there was a huge outpouring of support from the community. >> i was so bad. my heart just like broke. >> somebody's trash was my treasure. it actually was kind of a blessing in disguise. >> the dog was augusted on the same day benicia was having a 4th of july celebration. that's why she named the dog libby, short for liberty. she said a lot of people came

hurt. the tow truck has showed up to the scene. this bank of america that's been there for years and years looks like it's damaged. we heard from police that this branch won't open today. we have a reporter on the way to find out more about what happened. we don't know the exact condition of the driver but we do know that driver was taken to the hospital. let's take a look at the bay bridge. you can see traffic here is going to be busy as you drive, 25 to 30-minute delay. i do want to mention the traffic is slow in san jose. 280 and 101 and also 85 are getting into a lot of slow traffic getting in the valley. i want to bring up a map if i can. this is because of the traffic on the half moon bay approach. there's a pole that is down and this is affecting highway 92 getting out and in of half moon bay. do not use it. it's blocked in both

directions. you have to use highway 1 as an alternate to get out of the half moon bay area until further notice. back to the desk. >> all right, sal. in san jose, some people are calling a new program there a win-win for the city. this program helps the homeless. it's aimed at getting them off the streets while at the same time cleaning up those streets. ktvu's janine de la vega joining us live now from san jose to explain how all of this would work. good morning, janine. >> reporter: good morning. you can find a lot of homeless people here in downtown san jose. a lot of them live near the creeks but there's not enough affordable housing in the city. but this program is aimed at giving those who want to work a chance to improve their situation. the new program kicked off on july 1st and has people who are living on the streets cleaning downtown and other areas of the city in exchange for help with food and housing. late yesterday, we found a group cleaning up discovery meadows because a lot of trash was left behind from the 4th of

july celebrations. here's what one homelessman told us. >> now things are coming together. the they are working with ground works. >> reporter: the program is made possible through a partnership with the san jose downtown streets teams, the city's housing department and the crews that clean the streets. the homeless chosen for the program are paid in vouchers for grocery and housing assistance. those who live downtown and see people living in the streets share their thoughtses this morning -- thoughts this morning. >> if they can get a job, that would be good to get them off the streets. i think it's a very good start. >> reporter: the homeless men and women who are part of the program help do debris removal, sidewalk sweeping and land scrape landscaping. this program that pays the

homeless to work is new for san jose and is being tested for a year. janine de la vega, ktvu channel 2 news. >> all right. police arrested a man accused of breaking into a house in kensington and climbing into the bed of an 11- year-old girl. police say 22-year-old brian hubbard broke into the house about 1:00 yesterday morning. he ran out of the house after the girl woke up and started screaming. police searched the area but they couldn't find the suspect. but then just after 4:00 a.m., police in berkeley responded to a report of a possible prowler looking into the window of another house. police stopped hubbard nearby and they identified him as the suspect in both cases. he was booked on suspicious of lewd an lascivious acts against a child as well as burglary. a man accused of trying to lure young women at the alameda fare into the pornography industry will be in court later

today. aaron gimbert was a contract worker at the county fair. he was arrested and booked on suspicion of pandering. a 16-year-old girl told ktvu she was at the fair when gimbert approached her. she said he gave her a business card with the words "big pimpin, incorporated" and gave her a phone number and photos of topless women. she told her mother. the mother called police. we've also learned that he already has a long criminal record that includes drug and theft charges. 7:37. corinthian colleges plan to sell 97 schools and close 12 others. the campuses up for sale include four bay area heald colleges in san francisco, san jose, concord and hayward and one wyo-tech school in fremont. they are struggling financially after a freeze on federal funding due to allegations of deceptive marketing practices. students were reluctant to talk. but an attorney says students

and tax payers will be the ones who pay. >> the student is obligated to repay the loan. if the student can't repay the loan, tax payers repay it. the only party that gets the money free and clear without any obligation at all is the school. >> they are under investigation for allegedly lying to perspective students and falsifying attendance and job placement records. now, in terms of college graduates future earning potential, it may matter more what they study than where they go to school. a new study by the department of education looked at the class of 2008 four years of a they received their bachelor's degrees. the graduates from private four- year schools earned about the same as those from public four- year schools. about $50,000 a year. but those with degrees in science, technology, engineering or math averaged $65,000 a year. 7:38.

happening today, the first retail marijuana stores in washington state, they will be allowed to open for business in less than 30 minutes from now. 24 state regulated stores got interest marijuana retailer licenses yesterday. you are looking at video of a store in bellingham, washington state. workers were given a last- minute briefing from a state liquor control board representative. people can buy up to one ounce of pot at a time. they have to be at least 21 years old. this may apply to you. a new survey shows an increasing number of americans are getting rid of land line telephones and depending completely on cell phones. according to the cdc, 40% of american households have cell phones but not land lines. that's twice as high as the percentage five years ago. 48% have both. 9% of u.s. homes only have land lines. and then 3% don't have a phone

at all. it is 7:39. two east bay counties are bracing this morning for a potential flood of retiring county workers. hundreds of workers in alameda and contra costa county say they are leaving their jobs because of a major change to their benefit plan. they used to be able to count unused vacation and sick days towards their pensions but very soon, they will no longer be able to do that. in fact, the change takes effect at one minute after midnight this friday morning. >> i'm losing a drastic amount of vacation and sick leave, i was never sick. >> i had a plan set for my life. the rug's been pulled out from me. >> they are losing 12 sheriff deputies. 11 deputies and five civilians are leaving the department. four high ranking department and assistant chiefs have also retired in the last months. minimum wage workers and their supporters will be in the

i agree. tomorrow and the next day, those games will be played in san francisco. let's take a look at westbound bay bridge. speaking of san francisco, getting to the city is about a 30-minute drive across that span. no accidents or stalled vehicles on the span but that's your wait time. no problems, by the way, driving from san francisco to oakland in the noncommute direction. i have better news for you if you are driving on the coast. now, the pole that was down was a telephone pole. they picked it up and the lanes have reopened on highway 1 out of half moon bay. but it's a terrible traffic mess. i would still recommend using an alternate route, highway 1 over to 280 and heading down the peninsula that way or down to 84 which is kind of a long way around but 92 into and out of half moon bay is still terrible. and one more live picture. this is 280, 101 and 85 are all slow getting into the valley, we've had a couple of reasons for that. but it's slower than yesterday

we have new information about one of the wildfires burning near lake berryessa right now. in the past hour, fire officials announced the monticello fire near highway 128 is now 55% contained. evacuations have been lifted and highway 128 is opened again. the butts fire is expected to be fully contained sometime today. now, this one started last tuesday in pope valley in napa county.

out there. the bay bridge is one area where you won't get through without a long wait as we start there on the westbound bay bridge backed up for 30 minutes into san francisco with no major problems. this is one of the bridges that's slow. i want to mention that we have slow traffic on san mateo on the dumbarton bridge. as we move it now to 880, northbound traffic is slowing down here as you pass the coliseum. you can see the dumbarton bridge and the san mateo bridge are very slow. traffic getting out of half moon bay on highway 1 is improving after a pole was righted and they got the wires out of the way. traffic is still very slow getting over the hill. we're following developing news in san francisco. a car has smashed into a bank of america building at mission and geneva. that's one of the busiest intersections in the city. ktvu's alex savidge joins us from the crash scene.

alex? >> reporter: yes, san francisco police still trying to figure out exactly what led up to this accident here this morning. but we can show you here quickly. there is a tremendous amount of damage to the front of this bank of america branch. you can see that this mosaic tile work that was on the front of this building, much of it has been destroyed. let me show you some video briefly from a short time ago. the white maus za involved in the crash was towed away from the scene. this happened before 6:00 this morning at this branch on mission street just off geneva. we understand it was an elderly woman who was behind the wheel of that car. we do understand she was hurt suffered injuries. i want to bring an officer in who just arrived here at the scene. how bad are the injuries of the driver? >> the driver is at the hospital with life-threatening injuries. from the preliminary investigation from witnesses and, of course, the investigation, we determined that the vehicle was traveling southbound mission street at a high rate of speed. the vehicle did lose control, hopped onto the curb behind me,

smashing into the bank of america right behind us. it does appear to be a dui investigation. at -- right now, it's a so low vehicle accident and the driver is in the hospital with life- threatening injuries. >> reporter: when you say a doif investigation, do you think she -- dui investigation, do you think she was under the influence of alcohol or drugs? >> possibly under the influence of alcohol. there was some symptoms when we made contact with the driver and so that's why it led to us believe it's a possible dui. it's very preliminary. but at this point, the driver is in the hospital. >> reporter: given the amount of damage, she clearly was going at a pretty good rate of speed. a lot of people probably walking up and down the sidewalk. you must feel thankful that no other bystanders were injured. >> it happened a little bit before 6:00 a.m. before people were going to work. this is a busy street. thankfully no passengers were

waiting in the street when the vehicle lost control. hopefully the driver makes it. my understanding is the driver almost did strike a muni bus that was traveling on the street at the time. >> reporter: all right. thank you, officer. appreciate you taking the time. again we're lead to believe, the new information you just heard from the officer is that the driver is being investigated for dui. they believe she may have been under the influence when she lost control and slammed into this bank of america this morning. we'll, of course, try to learn more information from san francisco police. we'll have another update on "mornings on 2" later on this hour. for now we're live in san francisco, alex savidge, ktvu channel 2 news. >> thank you. this morning, san francisco police are also looking for three men wanted in connection with a stabbing near the usf campus. it happened at 9:po on thurk street -- 9:30 last night on turk street. it started with a minor crash between a deliver young and

other vehicle occupied by three men. the delivery truck driver was stabbed. he went into a school building to get help. he was taken to the hospital and is said to be in stable condition. the suspects drove away in a four door white chrysler. police are searching for a suspect who used a unique way to get into a home. it happened on 19th street in the castro. while the homeowner was sleeping, the suspect removed the mailbox slot, reached in and unlock the the front door. the -- unlocked the front door. the suspect was able to get away with a suitcase full of electronics. emotions running high in santa rosa after the district attorney announced she will not seek charges against deputy erik gelhaus in the shooting death of 13-year-old andy lopez. ktvu's brian flores in the newsroom to tell us what's planned for later today and

what led up to the decision. >> emotions and tensions are running high this morning, dave, no question about that. the d.a.'s critical decision was not to charge erik gelhaus. >> rise up for andy! >> this was the scene yesterday as dozens of people marched through the roseland neighborhood to express their outage over the -- outrage over the decision many carried signs and t-shirts that read jailhouse for gelhaus. this has not just boil the over because of -- boiled over because of andy's death but because of law enforcement in general. >> i don't trust them, period. if i'm dying, i won't call them. i have no respect. i don't like them at all.

i won't respect them. >> the sheriff's office knows of the tension and are preparing for today's protest scheduled for 1:00. it's put barricades around the department's headquarters in santa rosa and placed deputies outside of the building. the decision by the d.a. not to charge gelhaus was not an easy one, she said combing over to a 1,000 pages in her report, and and analyzing -- and analyzing items booked in evidence. >> while people may not agree with my decision, they may come to understand the basis for it and we can have meaningful dialogue in that respect. >> that announcement came yesterday. the d.a. said she would like to be part of the community dialogue. the d.a. says the use of lethal force by deputy gelhaus was a reasonable response to what he thought was a very drugs decision. the deputy shot and killed the taker after the boy raised what looked to be an assault rifle but was a bb gun. the d.a.

attorney's announcement -- district attorney's announcement. it's on the home page. officers say a male victim died last night shortly after they found him near sutter and york streets. dozens of bullet casings were on street and a silver lexus appeared to have been hit by the gunfire. last night's shooting marks the sixth homicide in vallejo this year. several hours earlier, three people were also wounded in another part of vallejo in an unrelated shooting. we have new information related to that big fire we told you about yesterday morning at a renowned los gatos restaurant. despite all of the damage, the owner of manresa promises it will reopen as soon as possible. manresa originally opened 12 years ago and has won two michelin stars for the past eight years. investigators say the fire started outside of the restaurant and the kitchen is fine but it will take time to clean up the rest of the building. investigators are still trying to determine exactly how the

latest in several high-profile accidents. last july, six flags over texas had to shut down one of its giant coasters after a woman was i jecketted from her seat and -- ejected from her seat and died. manhattan beach is extending their ban on fishing from the pier after a shark bite. a man was hit on on saturday -- a man was bit on saturday. fishing was only supposed to be banned until today. but city officials extended that to 60 days. during that time, the city will evaluate public safety. governor jerry brown has signed new legislation replacing language in the state

police in new york arrested a woman accused of abandoning a baby on a subway platform. the woman let the doors close and never got off the train. the police were called after the woman did not come back. about 12 hours later, someone told police they spotted the mother at a starbucks. the baby was taken to the hospital, checked out and is said to be doing okay. it's a heartbreaking discovery with a happy ending after a dog was dumped in downtown benicia after the 4th of july holiday. shannon was headed home from work when she found the dog next to a tree with the words free and i need a home written on the dog's body with a

job skills, it's more difficult to get off the streets. a new program offers some a chance to improve their situation. the new program kicked off on july 1st and has people who are living on the streets cleaning downtown and other areas of the city. >> the employees -- they are learning job kills. they learn how to clean and other duties. >> the program is made possible through a partnership with the san jose downtown streets team. downtown association and the housing department. the homeless chosen for the program are paid in vouchers for groceries and housing assistance. here's what one homeless man told us about his experience. >> it caught me a lot about

pandering. a 16-year-old told ktvu. she was at the fair when he approached her. she said he gave her a business card with the words big pimpin incorporated. she told her mom about the whole thing who contacted police. we've also learned he already has a long criminal record that includes drug and theft charges. 8:38. corinthian colleges will sell 97 of the schools and close 12 others. the campuses up for sale include four bay area heald colleges in san francisco, san jose, concord and hayward. one wyo tech school in fremont. now, they are struggling financially after a freeze on federal funding because of allegations of deceptive marketing practices. some students were reluctant to talk, however, a lawyer says students and tax payers they will be the ones who pay. >> the student is obligated to repay the loan. if the student can't pay the

loan. tax payers do. the only party that gets the money free and clear without any obligation is the school. >> they are under investigation for allegedly lying to perspective students and also falsifying attendance and job placement records. we have new information about one of the wildfires burning lake berryessa right now. in the last hour, fire officials announce the monticello fire near highway 128 is 55% contained. that's up 10% since last night. the fire has burned nearly 6500 acres and starting on the 4th of july. all evacuations have now been lifted and highway 128 is back open. the butts fire is expected to be fully contained. it started last tuesday in pope valley in napa county. 4300 acres have burned. but it's 95% contained this morning. two homes were destroyed and four people were hurt. all evacuation orders had been

lifted an fire officials are still looking into how both of those fires started. 8:39. we're finding out this morning. president obama and pick rememberry now -- rick perry now trying to schedule a meeting to talk about border problems when the president goes there to talk about campaign fund-raisers. in about a half-hour, president obama will release details about his plan to deal with the flood of unaccompanied minors entering the u.s. illegally. in the past 15 minutes we learned that the president is expected to push congress to approve more than $3.8 billion in emergency spending. that's a lot more money than the 2 billion he initially asked for. the money will be used for more immigration judges, detention facilities as well as legal aid. the white house says the extra support will help speed up the process of the undocumenting immigrants. >> they've got the best record

wanted in connection with a stabbing last night near the usf campus. it hatched around 9:30 on turk street. police say it all started with a minor crash between the dliby truck and another car occupied by three men. we're still following developing news from san francisco. police say a suspected drunk driver crashed right into the bank of america building at mission and geneva this morning after a very close call with a muni bus. ktvu's alex savidge joining us live now. alex, you have new information from the police. what are they saying? >> reporter: well, san francisco police say the driver may have been drinking before this crash this morning and that woman is in the hospital with life-threatening injuries. investigators say she was in her car speeding up mission street this morning when for some reason she lost control, jumped the curb and plowed right into the front of this bank of america. as you can see, she did quite a

bit of damage to this tile mosaic on the front of the building and left behind a huge mess that has to be cleaned up. here's video from a short thyme ago as this -- time ago as this white mazda was toed away. the -- towed away. the crash happened at this bank of america on mission street off geneva. police say the out-of-control car nearly hit a muni bus before it jumped the curb and slammed into the bank. officers say when they got here it appeared likely the driver was under the influence. >> when the officers made contact with the driver, there

was some objective symptoms of alcohol. thankfully, nobody was hurt. it could have been a lot worse. >> reporter: now, police say the driver in this case is not being identified at this point, but she does remain at san francisco general hospital. she does have have life- threatening injuries. it's unclear what if any charges she may face in connection with the crash. we bring you out here to a live picture. you can see quite a bit of damage to the bank of america? we're told the branch could be closed for some time. that's because this crash compromised the structural integrity of this building. again, a woman possibly under the influence lost control of her car and slammed into the front of this bank of america here on mission street. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> thank you. 8 8:47. will -- 8:47 will they stay or go? the ongoing battle over the as continues after they went behind closed doors last night. pam cook joins us in the studio with the new questions being raised over the team. >> good morning. there's new evidence the as are ready to move out of oakland if they don't get that ten-year lease extension at the coliseum. today's chronicle reports they may move to contreial, canada or san antonio, texas.

that information came through larry reed. he says the coliseum authority negotiators who have been working for the past year and a half on a lease mentioned those two cities as possibilities. the entire city council met in a closed-door session to discuss the bess dispute with the city attorney that emerged without a decision. >> i'm pretty optimistic. our goal is to keep the as in oakland. the council needs more information and we'll be having some meetings with the as. >> reporter: later this month, the oakland city council is set to vote on a new ten hef year lease. the terms of the deal are still being worked out. one of the sticking points apparently the team wants a $10 million scoreboard. now, a spokesman for the as didn't confirm or deny a move. tells the chronicle the team is sitting back and hoping for the best. >> thank you. let's bring sal back. hoping for the best in our

commute. you are watching all kinds of stuff out there. >> yes. we were just talking about oakland. we're talking about the oakland coliseum. there's slow traffic heading in for the morning commute to downtown oakland as is normally the case. and the as are adding the best way to get to the stadium for game number two of giants verses the as, is to take b.a.r.t. that way you don't have to talk about all of the heavy traffic associated with the games. tomorrow and the next day, the games will be played at at&t park. bay bridge toll plaza, you can see traffic is backed up for a 20-minute drive time into san francisco. that's settled down a little bit. speaking of settling down, the san mateo bridge has become better. i want to point something out. let's go to the maps. a lot of people are on 280 this morning because they were avoiding highway 92 because of earlier issues. there was a crash at bufnler hill road. that's clear. but traffic is still very slow. a major delay out of san francisco and san bruno heading down to highway 92. 8:49. let's go to rosemary.

the clouds beginning to clear where it's sorked in this morning -- socked in. even patchy drizzle reported along west side. we have the coast. not really expected to clear. in fact, the marine layer has grown over the last 24 hours. yesterday, it was about 1,000 feet. this morning, it's about 1500 feet. that in addition to an onshore breeze that's strenned over the course -- strengthened over the course of the morning. fairfield a breeze. those two items will add to a cooling trend for the inland areas. meanwhile, the monsoonal moisture that brought us a very interesting afternoon slowly beginning to shift out of the way. i'm gonna pull it back here. if you hadn't had a chance to see it just yet, this moisture coming all the way from the desert southwest all the way into the bay area. northern california scattered showers, the sierra has seen scattered showers and we'll even have the possibility of thundershowers last throughout

8:55. happening now, the first retail marijuana stores in washington state are now open for business. 24 state regulated stores got their marijuana retailer licenses yesterday. this is video of a store in bellingham where workers were given a last-minute briefing yesterday from a state liquor control board representative. people can buy up to 1 ounce of pot at a time. they have to be at least 21 years old. washington is the second state to legalize the recreational use of marijuana. colorado allowed sales starting january 1st. people enjoyed the long holiday weekend in lake tahoe

a lot to talk about in traffic. we do have a lot to talk about. that would be a lot of slow traffic still as we start off in the east bay. i'm sorry. in the south bay, northbound 280 very slow getting up to highway 17 but it's improving. speaking of other commutes. let's take a look at the east bay westbound, that's improving into san francisco about a 15- minute drive time. we also have very slow traffic if you are leaving san francisco heading down to 92, 280 is a mess. i would still use 101 even though 101 is getting slow as well. now let's go to rosemary. muggy weather pattern will be working its way out of the bay area as we move through the course of the second half of today. i'm noticing an onshore breeze. a stronger -- i should say fatter marine layer this morning. that will lead to additional cooling for our inland areas for today. temperatures will take an additional slide on wednesday and then we level off for the second half of the business week. widespread 60s along the coast. upper 60s to low 70s around the
