now at noon -- we are learning new details about a man arrested after an hours' long standoff yesterday. four homicides in just four days. what san francisco police are now saying about the recent spike in violence. and president obama unveils his multibillion-dollar plan to deal with the immigration crisis. good afternoon. i'm tori campbell. a man in san jose is now behind bars accused of molesting young

children. ktvu's janine de la vega joins us live to explain how he was caught and the charges he faces. good afternoon, janine. >> reporter: good afternoon, tori. police had the mobile home park marked off with crime tape yesterday because they say a man broke into one of the homes here on lewis road, which is right off center road, there was a family with children who were inside who were able to escape. now, this is the suspect that san jose police took in custody. they say after 35-year-old victor monzaneres forced his way into the home, he barricaded himself in the house. officers were able to convince him to come out. there were no weapons in his possession but they ended up arresting him for annoying or molesting a child under the age of 18, one count of lewd acts with a child under 14. burglary, resisting arrest and under the influence of a

controlled substance. police say the suspect was not known to the family. they are staying very tight- lipped about how the alleged sexual acts against the children occurred. he's scheduled to be arraigned at 1:30 this afternoon. we're told that when he allegedly committed these crimes that he was on probation. my colleague, claudine wong, will have more on this story in our later newscast at 5:00 and 6:00. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. san francisco police are looking for three men wanted in connection with the stabbing near the usf campus around 9:30 last night. police say it all started with a minor crash between a delivery truck and another car occupied by the three men. the two drivers got into an argument. that's when police say the delivery truck driver was stabbed in the back. the driver went inside one of the school buildings to get

help and was taken to a hospital where he's listed in stable condition. and san francisco police are searching for a robbery suspect who used a unique way to get inside a house. it happened around 1:30 on 19th street in the castro. investigators tell ktvu that while the homeowner was sleeping, the suspect removed the mailbox slot, reached in an unlocked the front door. the suspect was able to get away with a suitcase full of electronics. recently there's been a spike in homicides in one particular neighborhood in san francisco. ktvu's sal castanedo joins us live to let us know what police are doing to try to reverse the trend. good afternoon, sal. >> reporter: good afternoon, tori. the neighborhood is here. the bayview district, there have been a lot of shootings, violence. san francisco police from the bayview station on a mission to suppress what has been a few weeks of violent activity including four murders just this past weekend. now, police say the latest spike in killings in violence

started two weeks ago when 32- year-old alan cal lowway was shot here. the shooting sparked a lot of emotion since police say he was shot in front of a group of children. since then, there have been four homicides, two of which occurred yesterday. police say this increase in violence is leading to more officers in cars, on motorcycles, uniform, plain clothes and undercover. >> what the department does any time you see a violent outburst, that's not just homicides -- we've had shootings where people have not died of those injuries. any time there's any kind of violence in a certain part of the city, the department will redeploy units out to the areas where we're seeing an increase in violence. >> reporter: ktvu was on the scene after this deadly shooting near brakedale and sunnyvale in the sunnyvale district early yesterday

morning. and later at another homicide near the intersection of ironwood and catalina streets in the bayview district. investigators say it's too early to tell if the homicides are related. police say having more officers is the best deterrent to this criminal activist. >> criminal activity is spontaneous. basically with the increased presence of uniformed personnel and vehicles, criminals are not going to conduct their criminal activity while there's units in the area. >> reporter: police have not released the specific identities of the two people killed only to say they are men. they also have not released any suspect information. they say this -- these homicides lead to 18 so far for the year 2014. live in san francisco, sal castanedo, ktvu channel 2 news. >> all right. thank you, sal. richmond homicide detectives are investigating

the stabbing death of a 36 dead in his point richmond home. paramedics were called to the home and found the victim unresponsive. he was later pronounced dead at the scene. emergency officials noticed the man had suffered a stab wound to his abdomen. homicide detectives are now questioning a woman who investigators say initially made the 911 call. she is believed to be the victim's girlfriend or wife. tensions remain high in sonoma county after the d.a.'s decision not to charge a sheriff's deputy for the fatal shooting of a teenager. the district attorney made the announcement yesterday afternoon that she will not charge erik gelhaus for the shooting of 13-year-old andy lopez last year. after the announcement several protesters who were upset with the decision took to the streets and there will be another protest scheduled to start in just under an hour with the march and rally at the d.a.'s office.

>> what i encourage the community to do going forward is to use this as a tool to improve not only community relations but how we interface with members of our law enforcement community. >> today's protest is scheduled for 1:00 p.m. another protest is scheduled for saturday afternoon. the lopez family issued a statement calling for peaceful demonstrations. vallejo police are looking for suspects in a deadly shooting. officers say a man died last night shortly after they found him near sutter and new york streets. dozen -- york streets. dozens of casings were on the street and a silver lexus appeared to have been hit by the gunfire. last night eight shooting marks the sixth homicide in vallejo this year. several hours earlier, three people were wounded in another part of vallejo in an unrelated shooting. pleasant hill police say a man was attacked and robbed last last night while walking through a residential neighborhood. the man says the attacker jumped him from behind on

camelback road off the parkway around 11:00 p.m. he was thrown to the ground and punched several times. the attacker left the scene in a car driven by someone else. despite the attack, according to police, the victim is okay and did not lose anything of value. happening now -- minimum workers and their supporters -- minimum wage workers and their supporters plan to move to city hall to testify before the economic development committee. they will testify what it is like to work for only $9 an hour and not have sick days. a new program is underway to have the homeless clean up the streets. the programs offers vouches for groceries and housing assistance. the program is made possible through the downtown streets stream team, the housing

department and the street team association. >> they need help. might even get a job. that's pretty good to help them out with that and get them starting to work and off the streets. i think it's a very good start. >> the san jose program is being tested for a year. similar programs are operating in palo alto, sunnyvale, san rafael and gilroy. a heartbreaking discovery with a happy ending after a dog was dumped on a downtown street in benicia. shannon betancourt was headed home from home last week when we found the dog next to a tree with the words free and i need a home written on the dog's body with a marker. she took the dog home and posted photos on facebook. she said that resulted in a huge outpouring of support. >> i was so sad. my heart break. she ended up being my treasure.

a woman is now in the hospital after losing control of her car and slamming into a bank of america branch. this happened just before 6:00 this morning on mission street near geneva in san francisco. san francisco police believe the driver may have been drinking before the crash and they add she came close to hitting a muni bus. while the driver now has life- threatening injuries. , police say it's amazing no one else was hurt. >> thankfully, no one was else

was hurt. this is a very busy street on a weekday at a bus stop. it could have been a lot worse. >> the force of the crash destroyed part of an iconic tile mosaic on the bank. they will be making sure the building is structurally safe before the branch can reopen. the white house is detailing its $3.75 million plan for the border process. ktvu's kyla campbell joins you live from our d.c. bureau to explain what this plan would do. kyla? >> reporter: the white house sent me this four-page outline detailing the plan, pardon me. the emergency funding would cover the cost for border agents' overtime work, detaining immigrants and deporting they. the administration wants to hire additional judges and attorneys to speed up the process. funding would also go too

increased surveillance. the gop says too many undocumented kids are being released to guardians and they are not returning for their court dates. white house officials said today they are going to increase their use of ankle bracelets to track them. >> if it's found that those individuals do not have a legal basis for remaining in the country, they will be removed. >> the white house says without bipartisan support from capitol hill, officials won't have the resources to detain or deport the undocumentmented immigrants -- undocumented immigrants. kyla campbell, ktvu channel 2 news. >> in addition to a funding request, president obama asked for $615 million in emergency cash to fight wildfires. the president also requested that wildfire funds are distributed as disaster relief funds. one republican member of the house appropriations committee was reportedly open to this request, acknowledging that it's apparent that additional

funding is needed for wildfires, especially in the west. one of the wildfires burning near lake berryessa is expected to be fully contained later today. the fire has already burned 4300 acres since it broke out last tuesday in napa county's pope valley. right now, the fire is 95% contained. the fire destroyed twop homes, seven outbuildings and injured four people. all evacuation orders have been lifted. and the monticello fire burning on the other side is now 55% contained. so far, that fire has burned nearly 6500 acres. all evacuations have been lifted and highway 128 is back open. fire officials are still looking into how both of those fires started. >> now firefighters from across the bay area have been helping out on the fire lines in the lake berryessa area. but that's added to a critical problem as we move into the peak of fire season. many bay area fire departments are already stretched thin in

what is proven to be one of the worst fire seasons ever. contra costa county, in fact, is dealing with a critical staffing problem due to recent budget cuts. >> i've been doing this for 22 years. i can't recall any time this early that we've been sending out resources like this. >> firefighters are strained to the end degree and are doing the best job they can. but there are limited resources available. >> calfire says it responded to 275 different wildfires last week alone. ktvu.com has a special wildfire section including information on how to protect your home and family. it's under hot topics on the home page. thousands of people who are affected by california's drought are now getting extra help with food. last month, the governor declared $687 million in an emergency drought legislation. it includes $25 million in food assistance for counties mostism packed by the -- most impacted

by the drought. they are now distributing thousands of boxes that contain enough food to feed a family of four for a week. >> it's for community members who are impacted by employment related to the drought. it could be seasonal workers, it could be a truck driver and now they are not transporting goods. >> the amount of boxes each county receives is based upon unemployment rates and the number of workers in agricultural fields. there were big crowds up at lake tahoe over the long recent holiday weekend. that translated into nearly 2300 pounds of trash left behind on the lake's beaches. volunteers have been picking up some of the garbage from five beaches after the 4th, including can, bottles, dirty diapers and more than 1500 cigarette butts. >> shocking, really. overwhelming. we had no idea. it looks like someone dumped a dumpster. >> it's not atypical. we've been deeming with this for years. >> the forest service said the crowd appeared to be larger

this year than last year and left more trash. organizers are asking visitors to pick up and carry out anything they bring in with them. mostly cloudy, muggy weather is exiting the area. most of us are left with a fairly nice day. giving you a live look over downtown oakland, yesterday at this time, mostly cloudy. it even looked like it was gonna rain. a few scattered showers fell and actually hit the ground yesterday afternoon. giving you a look here at the satellite and radar views, the ridge of high pressure shifting a little bit. so much so, that that moisture moving into the bay area is now shifting to the north. if i slide in a little bit, you can see primarily over northern california, north of mendocino county, and into areas along the sierra and that will remain for today. but for those of us here at home, clearer skies, at least away from the coast. the low clouds along the coast

the last seven years. and more americans have quit their jobs. that usually occurs when workers find higher paying work and that opens up more opportunities. the nasdaq is down 108. the nasdaq down 68. the s&p down 13. more housing is coming to san jose state university. construction is about to get underway at phase 2. it will add 850 dorm beds to the campus. the $126 million will be ten stories tall. it will be on campus just acoz from the phase 1 complex. construction is set to be completed in the summer of 2016. there is new evidence the oakland as are ready to move out of the city if they don't get a ten-year lease extension at the coliseum. the croppicle reports that the as may move to montreal and san antonio if they cannot settle the ongoing lease dispute in oakland.
