a.m. on brook dale. the victim was willie cane. about six hours later the second homicide happened on iron wood. that victim was kit l in. the two victims did not know each other or the suspects. both just happened to be at the wrong place at the wrong time. as yet investigators have not determined the motive for the two killings. >> and again, they are not gang related. the victim at this point preliminary have no ties to the two brothers that committed the crime. it was not gang induced that caused these crimes. there was no reason for these crimes to occur at this point. we are still investigating so all of those things will be determined. >> reporter: this was the crime scene on iron wood. the two norbert brothers were arrested early this morning. both men are each facing two counts of murder. live in san francisco, i'm john

sasaki, ktvu channel 2 news. also in san francisco, police are looking for a group of people who investigators say beat and robbed a teenager at one of the city's most famous landmarks. police say the victim was at coit tower around 5:30 last night. one of them told the teen he had a gun and demanded the teenager hand over his belongings. when the victim refused they threw him to the ground and took his wallet and cell phone. investigators also say the victim was punched when he attempted to grab one of the attackers leg. people we spoke with today were spried to hear about the crime and -- were surprised to hear ant the -- hear about the crime and said they would not expect such a brazen crime at a tourist site. >> usually not during the dale with so many people around, with so many tourists. >> reporter: anyone with information about the case is asked to contact san francisco police. the jury in the civil case of bryan stow has gone home for the day without reaching a verdict. this was their eighth day of deliberations.

today the panel of six men and six women sent a question to the judge but the judge refused to make that question public. the jury is trying to decide whether the l.a. dodgers should have to pay for stow's medical expenses. stow suffer add traumatic brain injury when two fans attacked him in the parking lot of the stadium. stow's attorney says the dodgers did not provide adequate security. and protesters are calling for justice in the death of a is -- of a sonoma county teenagers. paul chambers was at the rally and spoke to several of lopez' friends today. paul. >> reporter: let me first tell you we were here at 5:00 we showed you there was some graffiti on the wall. you can see there's crews out here cleaning that up. there was a lot of things saying they wanted justice for lopez. rest and peace andy lopez. i spoke to some people who knew him they say it's very difficult not having their friend here anymore. some even say they no longer

trust the police. >> reporter: antonio guerra was one of 60 people that attended the jus at -- justice for andy rally. >> i think he should have been found guilty. but they're taking it off of police and putting it on andy again. >> reporter: that's why it's important their voices are heard. their wish. >> to get justice for him and to make the person pay for what he did. >> reporter: what would that be? >> go to jail for life. >> reporter: sheriff deputies kept a watchful eye on the crowd through the windows. but there was no need for deputies to step in because the rally followed lopez' family request to stay peaceful.

some people here say the officer claiming to be a weapons expert he should have been able to tell the difference between a real and toy weapon. they say unfortunately he died in vane and they believe it's only a matter of time before the next person is killed by police. >> to get justice for andy and the next victim. >> reporter: the group plans to hold one more protest this saturday afternoon. paul chambers, ktvu channel 2 news. about a dozen protesters who disrupted the san francisco board of supervisors meeting this afternoon were escorted out in handcuffs. >> reporter: the protesters who were detained were part of a larger group of union supporters from esiu local 1021. they are angry about city contracts.

the city is offering contractors who work for nonprofits a much lower pay increase than those who work at for profit corporations. union officials say the issue affects dozens of people who work in the health care field. >> we just find it atrocious that this board of supervisors given the economic boom wouldn't even get his workers at least the cost of living that keeps them from falling farther behind. >> the council meeting began shortly after police removed protesters from the meeting. this is a stretch of abandoned railroad track in wilton sacramento county. the central valley rail to trails foundation would like to convert it to a 27-mile trail. but it's also being considered for the high speed rail train. the foundation has been eyeing the tracks for some 14 years. >> a lot of the lodi wineries are very excited about having a

trail that people could possibly cycle from sacramento. >> reporter: authorities say they need the old tracks as an option. but they will not make a decision until the san francisco line is done and that's not expected to happen until 2029. >> the search continues for a man. the 17-year-old suspect ran into the building after police spotted him and another man in a stolen vehicle. the other suspect ran off through near by backyards. the building was evacuated while the teenager was held inside. hostage negotiators were able to talk him down without incident. allie rasmus was in that neighborhood today talking to a neighbor who said the last time police searched there she was stunned to see them using their cell phones in order to communicate with each other. the plea this woman and others

are making at city hall to get police radios up and running. new information tonight about a man who barricaded himself inside of a san jose home. it happened yesterday and today ktvu's claudine wong spoke to the parents who say it all began with the man invaded their home and harassed their young children. >> somebody with a gun inside so you have to leave. >> reporter: allen lee said he had just come back from grabbing lunch for his children when he saw police outside of his home. >> i said my family is inside i can't leave. i have to go inside. he said that's not an option. >> reporter: for a few desperate moments he had no idea if his three children and wife were okay. >> he went through everything. all the clothes. so i tried to put -- everything the books are all down. he went to the bedroom, everything. i don't know what he was searching for. >> reporter: police say this man 33-year-old victor mansenares broke into the home. lee says he believes that he came through the back door of a

back room that he rents out. a neighbor called police but the children were inside. >> i have three kids in the house. >> he came in, he walked that way and he licked her face. >> reporter: lee says mansenares kissed one of his sleeping daughters and inappropriately touched both of his daughters. mansenares believes he tried to destroy the house. >> he turned the gas in here. >> reporter: and you don't know him at all? >> i have no clue who that guy is. >> reporter: mansenares was arrested and is being held in jail. in san jose, claudine wong, channel 2. a richland woman is in jail in the connection of the

killing of her boyfriend. police and paramedics responded but were unable to save the 37- year-old man. the woman is the victim's girlfriend and they live together. a 66-year-old exconvict pled no contest to second degree murder today for the rape and killing of an oakland girl. he was arrested two years ago for the killing in 1974 of 13- year-old julie mcleney. the case was unsolved until dna evidence linked tucker to the killing. due to the law at the time of the crime, he faces a five to seven year sentence for second degree murder. sentencing is set for december 12th. a repeat drunk driving offenders was back in court today in the south bay. and a former victim says she is outraged that she hasn 't learned from his mistake. ashley nelson says she suffers

of permanent injuries. schiro was released from prison after serving 18 months of a three year sentence in connection with that case. he was under a court order not to drink and not to drive but he was rearrested about two weeks ago. >> it's a shame that we have to be here again. that there's no remorse that he didn't learn anything from going to prison. >> schiro's attorney declined to comment on the case. schiro is being held in lieu of $250,000 jail. president obama is asking congress for an additional $31 million to fight wildfires. the president wants to treat that money like natural disaster funding. the agriculture department expects that with increased wildfire activity it will cost $1.8 billion to fight wildfires this year and right now the department is $470 million short of that figure. firefighters to the east of lake beriesa are making progress. it's now 55% contained. the fire started on friday and

breaking news here affecting many commuters, b.a.r.t. is reporting some major delays on daly city bound trains heading to the east bay. that train has been taken out of service so trains should be getting back on schedule soon here. but as of right now there are delays to report for east bay commuters taking a daly city train west through san francisco. new at 6:00, the city of oakland is the only major city in alameda county with its own emergency radio system. that means oakland police and fire can't talk to emergency responders in other cities when they cross the oakland border. supporters say the system meets

federal standards and works just fine. but today at a heated city council meeting, critics called it a money pit. allie rasmus explains what the city did to pull the switch. >> reporter: it's not uncommon for james to hear the roar of a police helicopter. >> a little too normal. that's kind of life. >> reporter: she lives on east 27th street in oak land. she remembers when police came down her street searching for several armed suspects. >> it was hurtful for me to see. >> reporter: james says she was hurt by what she saw. >> the officers were on cell phones. come to find out the radios were down. they were looking quite frantic. and they kept talking down like this and grabbing out their cell phones. >> reporter: that was two years ago. at the city council finance committee meeting today the city's it department defended the system saying they've made

improvements since then. critics weren't convinced. >> oakland police officers have zero confident in the raid yes system. >> reporter: officers use an ep35 radio system. they're the only city in alameda that does. that means they can't communicate with officers outside of oakland. >> we cannot communicate with opd. >> reporter: berkeley and 42 other communities use the regional communications system. today the oakland city council's commission voted to switch to that network. the switch isn't a done deal yet. the whole city council still has to vote on it which could happen next week. >> frankly for us the residents we're not only worried about the safety of our officers. they are few and far in between is our safety as well. >> reporter: she just wants oakland police to be able to

communicate next time this chopper circles ahead. the ongoing problem with opds radio gained a lot of attention after a failure during president obama's visit to the city in june of 2012. a portion of the oakland officers assigned to handle security were unable to communicate with the police department's dispatch center during a presidential fundraiser at the fox theater. the radios then failed all together shortly after the president left. as of today it's legal to sample wine at farmers market here in california. governor brown signed a measure enabling wine producers to have tastings. wine sellers had complained that selling wine was difficult because they could not give their clients a taste. the state water resources board says the drought conditions are getting worse particularly in southern california. authorities are urging everyone to conserve what little water

we have as the rainy season is still months away. they have advice for where homeowners should use their water. >> your trees, those are the most important plants in your landscape. they represent a long term investment in time and money. >> the biggest water use reduction can come from using less for landscaping more than taking shorter showers. high temperatures today were a bit like yesterday. still hot inland very cool on the coast. and mild around the bay. stop me if you've heard it before. that's exactly what you expect this time of year. temperatures are not going to be above the average. they're going to be mid-80s and upper 80s and some low 90s as we head through the week. not as hot as it was a few days ago and that's good news for

firefighters. fog along the coast right now, this doesn't pick up a -- the model is not doing a good job picking it up. we have fog on the mission street and mountain view district. big push inland tonight and that will start us mostly cloudy and these are the thunderstorms that i was referring to. lots of folks up in the lake tahoe area right now. on summer vacation. you see storms erupting right here. pretty strong thunderstorms and they're getting rain so they're not dry thunderstorms. but still something you don't like to see this time of year in one of the driest not one of the driest, the driest year we've had on recorded h -- history in the bay area in california in general. the forecast for tomorrow, this is after midnight but there's a lot of it. it's going to be pushed inland. that helps our fire danger because it increases humidity greatly in nine bay area counties. and it sets us up for a cooler

day tomorrow. look at that out toward concord and antioch. not quite antioch but livermore valley. down toward fremont, hayward, san mateo. then it clears, temperatures warm inland right around the coast the fog hangs. it's not going any where. forecast high throughout the bay area microclimates tomorrow. mid-through upper 60s. and you get the low 70s out toward berkeley and san carlos. 80 as you head out toward walnut creek. mid-80s and maybe some low 90s you have to go real far inland to get those. most of the inland bay valleys. that's where temperatures are going to hover. 81 in san helena. these are where they were mid- 90s the last couple of days. good for air quality, it's a good pattern actually. fire danger is always high but it's not extreme right now. which is good. then along the coast it stays cool. the five day forecast with the bay area weekend clearly in view. look at that. day after day. about the same deal.
