the city of antioch is struggling to control a recent surge in violent crime, including a deadly shooting that happened just yesterday. we'll tell you the action the city is taking in response. a deadly crash in the south bay early this morning. how this crash led to a second accident involving a patrol car. water your lawn, pay $500 a day. the controversial regulation being considered by the state. plus an alleged prostitute arrested in the case that sounds like something out of a fiction novel. the connection police say she has to the death of a father of

over the place i'm gonna start out with the 280 freeway southbound getting up to highway 17. you can see traffic is a little bit of slow here but i would say this is a better route than 101. as we look at the map, 101 is slow to the capitol expressway and slows into sunnyvale. 280 and 85 are doing much better. there's slow traffic on both of those other freeways they are better than 101. bay bridge toll plaza, 25- minute drive into san francisco. once you get on the san francisco side, things improve on san francisco freeways. 7:03. let's go back to the desk. all right. thank you, sal. the city of antioch is on edge after 14 people were shot over a two-week period. the latest violence happened yesterday, a double shooting at an apartment complex off delta fair boulevard near highway 4. alex savidge is in antioch where city leaders are -- are

promising change. what are the change? >> reporter: officers will potentially be working overtime to deal with this spike in crime. a total of 14 people shot in the past two weeks. the latest shooting happened here at this apartment complex just across the street from us here on delta fair boulevard off summersville road. this is where a 23-year-old man was shot to death yesterday afternoon and a second man who was -- who is 28 years old was wounded by that gunfire. it's unclear why those young men were targeted. but this shooting was the latest in the series of violent crimes in antioch. last week an 11-year-old boy was wounded in a shooting. before that, in late june, seven people were injured when someone opened fire at a house party. five people have been killed in the city so far this year. in response police are planning to launch a violent crime suppression team. many are concerned about the ongoing violence but they know the police department is short

handed. >> honestly, i think it's really sad. the cops are so overwhelmed. they do the best they can with the resources they have. >> reporter: and the lack of resources, the chief says, is hampering the efforts to control the wave of violence. the city has fewer officers than other cities of similar size. in a recent facebook message to the community about the wave of violence, the chief said many of the shootings recently are either gang or drug-related and oftentimes the victims are uncooperative. even more frustrating for the chief, violent crime was down almost 20% during the first half of this year and then over the past couple of weeks, the city saw this surge in shootings. there is a possibility the city of antioch will look for help from outside law enforcement agencies. we're live this morning in antioch, alex savidge, ktvu channel 2 news. >> thank you, alex. a suspected prostitute in santa cruz is behind bars

accused of murder. police call the suspect a high- end prostitute who may have drugged and killed two men in two different states. one of the alleged victims was a silicon valley engineer who was a married father of five. coming up at 7:45, the criminal case investigators are comparing to a crime novel. 7:06. san francisco police searching for a group of men who robbed a teenager at a popular tourist attraction. it happened just outside of coit tower monday afternoon. police say six men confronted a 16-year-old boy shoving him to the ground and stealing his cell phone and wallet. now, coit tower was open for business at the time. the police hope witnesses will come forward. >> maybe somebody captured something on their cell phone and they aren't aware of it. so we would definitely like to hear from the public. >> police say the victim tried to grab one of the suspecters he was punched in the head. but was not seriously hurt. so far, there's no description

of those suspects. demonstrate. demonstrators in sonoma county protesting about the andy lopez case are planning their next protest. [chanting] >> yesterday a march and rally was held outside of the district attorney general. many demanded she resign when she announced she would not file charges against the deputy who shot and killed andy lopez, carrying a bb gun that looked like an assault rifle. the deputy said lopes ignored -- lopez ignored orders to put the gun down. >> i think he should have been guilty. but they are trying to take it off gelhaus and put it off on andy. >> it's very violating when you live in a city where you cannot trust your police officers. >> the next rally, saturday afternoon in santa rosa. they still have not reached

a verdict but jurors in the bryan stow trial did send a question to the judge in los angeles. the judge is refusing to reveal exactly what the jury asked him yesterday. the judge ordered the lawyers not to say anything about the question to the news media. the jury is trying to determine whether the dodgers are responsible for the beating of bryan stow outside of dodger stadium in 2011. stow's lawyers contend poor stadium security played a role in the brutal attack. the planned bart extension to the south bay has caused a rif between the city of milpitas and the transportation authority. milpitas says it's unclear for the vta to blame the city for construction delays following a court ruling sighting with milpitas -- siding with milpitas. the city opposed closing down all traffic at dixon landing road for eight months to allow the work on the b.a.r.t. extension. the vta first announced the opposition would delay completion of the san jose

extension by a year. but the vta has backtracked saying the project will still be finished on time by 2017. well, there may be new hope for low income families in palo alto who want to keep living at a mobile park. the developer has withdrawn from wanting to turn that park into luxury apartments. a group says now there is a chance to save the mobile home park and possibly buy the property. however, an assistant city attorney says he thinks the process to close that mobile home park will continue. a $500 penalty a day penalty for people who waste water. that's what state water officials are considering during the drought. ktvu's brian flores joining us live in alameda. tell us why is the state acting now. >> reporter: well, the according to the state, dave, that local water agency and consumers are not doing enough

to conserve. we're live where this homeowner has decided to water their lawn. if the regulations go in place, they can do that. but it's going to cost hundreds of dollars if these regulations are approved. now, next week, state water resources control board will consider issuing fines up to $500 a day for outdoor water wasters. this would only affect washing your car without a nozzle, overwatering your lawn or hosing down your sidewalk. in the past, they would be considered infractions and law enforcement could cite you. this all comes about because the state feels -- what they are saying it's not enough, people who have volunteering. others remember the drought back in the '90s and say this is cyclical but many are keeping an eye on water wasting. >> i live across the street from multiunits. i know the sprinklerheads are

broken. so there's water spraying out on the sidewalk. i haven't called anybody but it but it is the kind of think you look at and there's water pouring out on the sidewalk. that's not okay. >> reporter: talking about that, the boston globe reports this morning that the state has fielded 6,000 reports of water wasting. that's actually up 20 times in the last year. just a couple of days ago, we reported that east bay m.u.d. has seen an increase in calls also. they used to get two or three calls of water wasters per quarter, now it's two or three a day. governor brown calling for 20% reduction in water usage. at this point, the state has conserved 5%. if the proposal is approved, it would take affect immediately and would last for nine months. brian flores, ktvu channel 2 news. >> wow. all right. some avocado growers taking drastic action because of the drought. one farmer in san luis obispo county is putting back his trees. he's painting what's left of them white to protect them from

7:15. israel says it's now preparing for a possible ground invasion of gaza. the israeli military already has carried out more than 150 air strikes on gaza. palestinian authorities say at least 25 people have been killed in those air strikes. the israeli government says it will do whatever is necessary to stop continuing rocket attacks coming from gaza. the escalation of violence started with the killing of three israeli teens and the apparent retaliation killing of a palestinian teen. the head of the california highway patrol says he's deeply concerned and is promising swift action in response to a

video showing an officer repeatedly punching a woman on the side of a los angeles freeway. the graphic cell phone video has prompted outrage. the chp commissioner says it has wounded the agency and he's pledging a comprehensive investigation. the chp summary ofs incident said the officer was trying to restrain the woman because she was endangering herself and drivers. 7:16. a man who is a repeat drunk driving offender is back in jail. the bail set at $250,000. a former victim says she's angry that the man still has not learned his lesson. ashley nelson said she's permanently injured after being hit by a car driven by 74-year- old robert shiro five years ago. now, he was released from prison in january afterrer is offing 18 months in connection -- after serving 18 months in connection with that case. he was ordered not to drink and drive but was rearrested two

welcome back. 7:25. boy, there was a dramatic water rescue at a southern california beach and it was all caught on a go pro camera. a group of friends planned a quiet day at the beach in rancho palos verdes. that's when they saw a teen trapped in a rip current. >> he's right there! >> gary coleman tried to grab the boy. but he was swept out to sea himself. that's when rob mcnulty saw a lull in the current. he jumped into the water. >> i thought this is his only chance. next thing i knew my feet left

the rocks. in i went and i grabbed him. >> now, mcnulty said he hasn't done cpr since he took a class 20 years ago but he said the training kicked in. he was able to revive the teenager who is still in the hospital this morning. mcnulty's friend, gary goldman, he was able to make it back to shore on his own. in the meantime, a bay area surfer is recovering from lands end. witnesses say strong waves separated the suffer from his -- surfer from his surfboard. a fire department rescuer made it down to the man. a 911 dispatcher in northern california is being praised for keeping her cool while handling an emergency call that came from her home. >> can you respond to my child

i will have a look at that forecast for you and your weekend -- coming up. good morning, sal. >> rosemary, good morning. we're looking at a decent commute on 280. it's getting slower now that people have realized that 280 is better for 101 for getting into sunnyvale and san jose. i want to show you the map of the area. 101 is still by far the slowest traffic if you can see 280 is trying to play second fiddle here coming into cupertino. 85 is the best. but a lot of people are past that trying to get into the valley. i want to mention that 5le 0 is still slow in -- 580 is slow in livermore. 680 still slow in concord as you drive through. no major problems on the eastshore freeway here. 25 minutes from the carquinez to the macarthur maze. the bay bridge toll plaza, about a 25-minute delay. there's not really any major problem on the bridge, just the typical commute. if you are driving in the carpool lane, it should be fine. the investigation continues into a deadly crash on a busy san jose street.

that collision this morning led to a second crash involving a police patrol car. janine de la vega joining us to tell us how these crashes are affecting the commute. janine? >> reporter: sal, in the last 30 minutes, police opened back up the northbound lanes of santa teresa boulevard. the southbound lanes are still closed for one block from miuki to the light rail station. that's because police are investigating what caused the driver of that car over there to crash into a tree. police say they received a 911 call just before 2:00 a.m. that a car had plowed into a tree on a center median at santa teresa. emergency crews rushed to the scene but the man inside could not be saved. he was pronounced dead. it's unknown what caused him to veer off the road into the trip. investigators will look at speed. and if another vehicle was involved or not. if drugs or alcohol played a factor. we spoke to people who live near the crash site.

>> my wife heard a large crash or very loud crash. and i didn't hear it. i slept through it. but she said that right away she knew it was something bad. >> reporter: now seeing it, with your own eyes -- >> i haven't been able to get up that close but it does look like the car was very demolished. >> reporter: while police were blocking traffic from getting near the accident, a man delivering newspapers hit the patrol car causing damage to both vehicles. the man was transported to the hospital with minor injuries. so was the officer who did complain of some pain. we're told he may have whiplash. in regard to the first accident, the body has not been moved just yet but the coroner just arrived on scene moments ago. we don't know who the deceased if, they are from the area. but we're told by police he's white between 30 to 40 years old. we were told by the vta that because of this accident investigation, they did have to

do a slight reroute of line 68. as far as the southbound lanes reopening on santa teresa boulevard, we're told by police that they should be back open by 8:30. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. we're following developing news from solano county. crews battling an early-morning fire at a vacaville plante nursery found -- plant nursery found a body at the scene. this just came in within the past hour. the grim discovery came from the grapevine nursery on pleasant valley road. fire crews are still on the scene putting out hot spots. it's not clear how the person died. stay with ktvu news for updates. police are looking for suspects in a deadly shooting. it happened near hilltop park in the city's bayview district. officers say a man was shot in the head and pronounced dead at the scene. at this point there's no word on what led up to the shooting

or any information about possible suspects. two brothers are in jail this morning facing murder charges in two separate shootings in san francisco. both deadly shootings happened monday morning just six hours apart. police have identified the suspects as 22-year-old kenyan no rbert and his brother. the first shooting was in the visitacion valley neighborhood. the other was in the bayview district. 7:37. the oakland police department may soon join a region am emergency radio system -- regional emergency radio system. next week the city council is to approve a plan proposed several years ago. it allows the police to join a radio station used by other agencies. police have complained the current system is old, outdated and it's not reliable. there was even a very embarrassing police radio breakdown during president obama's visit to oakland twor

years -- two years ago. the development team working to build a new football stadium for the raidars is weighing in on the as extension battle. the developers are urging the oakland city council to reject a ten-year lease extension for the as. the raidars group says this bides them more time. the raidars want to build a new stadium at the so-called coliseum city sports complex. happening right now, obama administration officials are defending their response to that border crisis in front of the senate homeland security committee. the congressional hearing comes as president obama plans to meet with one of his biggest critics in texas. kyla campbell joining us live in washington. you are breaking down all of the details this morning.

kyla? >> reporter: good morning, dave. president obama is supposed to meet with texas governor rick perry after he arrives in dallas this afternoon. but right now, we are taking a live look at the senate hearing on the border crisis. federal officials the justice department and hhs are testifying. the head of fema and customs and border protection argue the@-- thard the administration is acting aggressively. they requested $3.7 billion in emergency funding. much of that money would go for caring for unaccompanied children and detaining and deporting undocumented immigrants. >> we've known about this problem escalating since january, yet there was no mention of it or any request for it in the president's budget. >> president obama also tacked onto the border crisis bill an extra $615 million to fight wildfires. san francisco congresswoman

nancy pelosi said that will help fight fires in the west, but republicans, of course, not happy with the add-on. they say had has nothing to do with the more pressing border crisis. live in washington, kyla campbell, ktvu channel 2 news. >> more now on the $615 million add-onto the immigration bill that would go to fight wildfires. president obama is asking congress to add wildfires to the list of natural disasters eligible for emergency assistance. the white house says bigger wildfires are a bigger, growing problem particularly outside. the white house says they should be on equal footing with hurricanes, and other disasters. uber is making an unusual promise to new york. the ride sharing company will set a cap on its fares during emergencies and natural daferpters. the san francisco-based startup signed an agreement with the new york state attorney general. the company says it's implementing a similar policy

injecting a lethal use of heroin into his body. they believe she may have killed another man the same way in another state. detectives lured her back to santa cruz posing as a potential client. let's go back to the live picture of the courthouse. she's jailed on $1.5 million bail. she reportedly boasted to investigators that she had more than 200 clients. police decided to arrest her now because she had posted on facebook she was planning to return to her home state of georgia this week. 7:45. more problems for nadia lockyer. over the weekend, lockyer fell down and broke her back at her home in the east bay. now, lockyer posted this note on facebook. "can't believe it myself. thought the stars were going to let up on me." but she did add "i'll make it through again." she's the wife of bill lockyer.

two years ago she resigned following a drug and sex scandal. a nurse at oakland's highland hospital may be disciplined because of her clothing. felicia says she was sent home twice in one week because she wore a dress that her boss called inappropriate. now, she claims the dress code policy in her employee hand book bans clothing that is overly casual, revealing, dirty or torn. but it doesn't mention a preference for traditional scrubs over a dress. she now believes her job may be in jeopardy. >> they are escalating this charge up to insubordination, i could be terminated. >> she believes she's being treated unfairly because others have worn dress uniforms to work without being disciplined. the hospital's director says supervisors have the authority to enforce dress codes that said she couldn't comment on her specific case because she didn't have all of the details.

7:46. a young mother and her newborn baby are doing well after a harrowing burst right in the middle of a street in palo alto. two women are being credited for coming to her aid. >> i heard two extremely loud screams for help. >> so she and her friend looked around the corner where they saw a woman they didn't recognize standing near a telephone pole in the middle of the street holding something between her legs. the woman told them she was having a baby and asked them to call 911. she's a trained counselor and comforted the mother while they waited for paramedics to arrive. >> i thought i need to address the baby. that's when she started to communicate with me. so i asked her, is it a boy or a girl? does it have a name? >> duncan said she still doesn't know the mother's name but is trying to help again. she has asked her nearby yoga studio to start collecting baby clothes to donate.

a state of emergency has been declared for the city of east syracuse, new york. a summer rain and wind storm killed four people and damaged some homes. one house was ripped from its foundation. the east coast storms also killed a young boy at a summer camp in maryland. he was crushed by a falling tree. eight other kids suffered minor injuries. the campus for children ages 7 to 12, the kids were hiking when the fast-morning storm hit. camp counselors tried to get the children to a secure building but could not make it in time.

some disturbing information about a parolee accused of breaking into a house in san jose and a mother and three kids were inside. police believe 33-year-old victor manzaneras came in through a back door in broad daylight yesterday. someone spotted him. they called the police. investigators believe the suspect touched two of the girls inappropriately and kissed one of them who was asleep at the time. >> he came inned a he's naked. walked that day and licked her face. >> the kids were able to escape. a police standoff then lasted for almost an hour before the man surrendered. the homeowners believe he turned on the stove and planned to burn the place down. he's now facing charges that include peculiarry, resist -- burglary, resisting arrest and inproemp yurtly touching -- inappropriately touching children. san francisco supervisors adopted laura's law, legislation for mentally ill people to get help named after

laura wilcox. she was shot to death by a mentally ill man who resisted efforts to force him to get treatment. laura's law allows family members and others to petition the department of public health to bring an individual before a judge to get treatment. critics say it still doesn't address funding for mental health services. senate democrats are fast tracking legislation to override the supreme court's decision in the hobby lobby case. the bill would ban for-profit companies from refusing to cover any federally guaranteed health benefits for religious reasons. including all contraceptions detailed in the affordable care act. the legislation will be introduced this morning and is expected to go to the senate floor as early as next week. california's largest health insurance company faces a class-

action lawsuit by the people it is supposed to serve. the lawsuit claims anthem bluecross misled millions of policyholders about whether their doctors and hospitals are participating in the new obamacare plans. the suit also claims anthem did not tell customers that many of its policies do not cover medical care outside its provider network. the lawsuit says that means many consumers have not been able to see their regular doctors and must unexpectedly pay thousands of dollars in medical bills. 7:57. there is a warning if you are wasting water during this record-breaking drought, the violations that may soon mean fines of $500 a day. >> reporter: city the antioch is it struggling to deal -- is struggling to deal with a recent wave of violence. weeferl tell -- we'll tell you how police are taking action?

after 14 people were shot over a two-week period. it's the latest violence happening yesterday when two men were shot at an apartment complex off delta fair boulevard. one of them died. alex savidge is in antioch where city leaders are promising some changes. so alex, what are their plans? >> well, tori, good morning to you. police are planning to increase patrols in key areas of the city. they are hoping that will make a difference. the move comes after a string of shootings. at least 14 people have been shot in the past two weeks. as you mentioned, the latest crime scene. it was just across the street from us here at these apartments on delta fair boulevard just off summersville road. this is where a 23-year-old man was shot to death yesterday afternoon. a second man, 28 years old was wounded by the gunfire. it's unclear why they were targeted. but this shooting was the latest in a series of violent crimes in this city. just last week an 11-year-old boy was wounded in a shooting

and before that, there were seven people injured when someone opened fire at a house party. five people have been killed so far this year in antioch. in response, police are planning to launch what they call a violent crime suppression team. one woman who has lived here in the city for 30 years says things have gotten out of hand. >> my concerns are, i'm just scared and like i said, i feel more comfortable in oakland these days and antioch since i worked there. i'm just hoping that the cops or somebody can do something about the violence. it's getting scary out here. a little much. >> reporter: but antioch's police chief said the department is facing a huge hurdle and that would be a serious lack of resources. in a recent facebook message to the community about this wave of violence, the chief said that many of the shootings have been gang or drug-related and oftentimes the victims are

uncooperative. violent crime was down almost 20% during the first half of the year here in antioch. but then they saw this surge in shootings over the past few weeks. it's possible that the city of antioch may get some help from some outside law enforcement agencies to deal with this ongoing problem. we're live this morning in antioch, alex savidge, ktvu channel 2 news. san francisco, police busy searching for a group of men who robbed a teenager at a popular tourist attraction. it happened monday afternoon just outside of coit tower. police say six men shoved a 16- year-old boy to the ground and stole his cell phone and his wallet. coit tower was opened for business at the time and police hope witnesses will come forward. >> maybe somebody captured something on their cell phone and they aren't aware of it. we would definitely like to hear from the public. >> police say the young victim actually tried to grab one of the attackers but he was punched in the head. he was not seriously hurt.

so far, there's no description of the suspects. 8:05. demonstrators outraged over the district attorney's decision in the andy lopez case are now planning their next protest. [chanting] >> yesterday, they held a march and rally outside of the offices of the sonoma county district attorney in santa rosa. many are demanding her resignation. on monday, the d.a. announced she would not file criminal charges against sheriff deputy erik gelhaus. last year, the deputy shot and killed 13-year-old lopez while the boy was carrying a bb gun that looked like an assault rifle. >> i think he should have been guilty. but they are trying to take it off gelhaus and put it on andy. >> it's very violating when you live in a community and you cannot trust your police officers. >> the next rally, saturday afternoon in santa rosa. supporters of the san jose

pot clubs are planning a protest. they are sending out messages on social media, urging supporters of dispensaries to gather on the steps of city hall tomorrow. the demonstration is part of the organized protest and petition drive against the new ordinance approved by the city council last month. critics say it amounts to an outright ban on pot clubs in san jose. those new rules are set to take effect next week. the planned b.a.r.t. extension to the south bay is causing a rift between the city of milpitas and the santa clara valley transportation authority. milpitas says it's not fair for the vta to blame the city for construction delays following a court ruling that sided with milpitas. the city opposed closing down traffic on dixon landing road forrate months to allow construction work. the vta first said the opposition would delay exeetion of the san jose ex -- extension of the san jose ex -- would

delay the extension r for a year but now they say it will be completed in 2017. the daily news reports a developer has withdrawn from an agreement to convert the ba wayne you na vista -- buena vista mobile home park from apartments. an assistant city attorney says he thinks the process to close that mobile home park will continue. it is 8:08. a major candidate for mayor of richmond is pulling out of the race. west contra costa cool board trustee, charles ramsey, will run for city council instead. there are three remaining candidates for mayor. current mayor gail mclaufen is being termed out.

you know the drought in california is serious. the state wants to show how serious it is in enforcing water restrictions. a regulation being considered next week could have you paying the hundreds of dollars in fines, especially if you are caught wasting water. brian flores joining us live now. brian you are in alameda. tell us why the state is acting now. by the way, good morning. >> reporter: good morning to you dc. the state says that local water agencies and consumers are not doing enough to consive water. if you water your grass consistently, you might want to be ready because they could possibly face severe fines if the state regulation is passed. this is exactly what the state is hoping to stop. this was actually in front of a home here in alameda about half an hour ago where the sprinklerhead obviously missed the grass and hit the street. water wasting, in other words. next week the state water resources control board will consider issuing fines of get this up to $500 a day for

outdoor water wasters. things like washing your car without a nozzle. overwatering your lawn, missing your lawn like we saw or hosing down your sidewalk. this does not include inner to water use. now, past the restrictions would be considered infractions and any law enforcement agency to write tickets. this all comes about because current water restrictions overall, it's simply not enough they say. some here are water conscious. people are keeping a mindful eye on water wasting. >> i live across the street from some multiunits and i notice the sprinkler heads will broken and there will be water playing on the sidewalk. i haven't called but there's water literally pouring on the sidewalk. that's not okay. >> reporter: it's being reported that the state has fielded 6,000 reports of water

wasting, up 20 times than last year. we reported that east bay m.u.d. has seen an increase in walls of water wasters. they used to get a few a quarter of these calls. now it's twor or three a -- two or three a day. we're live here in alameda, brian flores, ktvu channel 2 news. >> thank you. 8:11. you may not be able to eat at manresa any time soon but you can still enjoy the restaurant's produce. the los gatos restaurant was damaged by a fire monday morning and the owner has promised to reopen. but until then, a farm exclusively used by manresa will sell its produce to the public. the farm says selling to other restaurants is not an option

a repeat drunk driver is back in jail. ashley nelson suffers from permanent injuries after being hit by 74-year-old robert shiro five years ago. shiro was released from prison in january after serving 18 months of a -- of a three-year sentence in the case. he was under a court order not to drink or drive but he was

rearrested about two weeks ago. >> it's a shame we have to be here again. no remorse. he didn't learn anything from being in prison. >> shiro is in jail. the head chp promising action. this graphic cell phone video of a deputy punching a woman has prompted outrage across the country. farrow says the incident has wounded the chp. he's pledging a comprehensive investigation. a chp summary says that officer was trying to restrain the woman because she was endangeringer is hef and drivers. the -- herself and drivers. danville taking steps to ban plastic bags. the first set of meetings take

place this afternoon. the plan would ban restaurants and retailers from giving customers plastic bags. more than 100 cities and counties around the state already have similar laws against plastic bags. the meeting today will be held at the veterans memorial building on prospect. it will start at 2:00 this afternoon. spirit airlines wants to hear exactly what travelers hate about the business. the airline will credit passengers with 8,000 miles just for complaining at hate thousand miles.com. they are offering 8,000 frequent fly miles for doing this. spirit is routinely among the lowest ranking airlines in nearly all customer satisfaction surveys. well, passengers on bard a flight headed -- board a flight headed for denver are not complaining even though their flight landed five hours late.

high. just in case he's watching, happy birthday. he used to live in oakland. let's see what we have for the traffic, speaking of oakland and the bay area. we're gonna start off and take a look at the freeways. no mang on problems on 6 -- no major problems on 680. the south bay commute is going to be a little bit slow as you drive through. let me get rid of it and go to the pullback. you can see the traffic on 101 and 280 still slow. 85 has been the best freeway. 580 through the pass has cleared out. a lot of that traffic has cleared out on the livermore to dublin commute. let's go to the bay bridge toll plaza. you can see traffic is going to be okay as you drive through. in fact, it has cleared up quite a bit come out to the toll plaza. if you are still driving to the macarthur maze, we have a backup there that's only about -- or the drive time is only 28 minutes for that stretch.

a dramatic water rescue at a southern california beach. it was all caught on a go pro camera. a group of friends planned a quiet day at the beach in rancho palos verdes. that's when they saw a teen caught in a rip current. >> he's right there! he's right there! >> gary goldman tried to grab the boy. he was swept out himself. that's when rob mcnulty used the opportunity to drive right into the water. >> i thought this is his only chance. next thing i knew my feet left

the rocks and in i went and i grabbed him. >> the teenager is still hospitalized. mcnulty's friend was able to make it back to shore on his own. a bay area surfer is recovering after being rescued near lands end in san francisco. witnesses tell us strong waves separated the suffer from his board and it took some time before he made it to the rocks below the cliffhouse. a fire department rescuers made it down to the man and the rest of the team used ropes to haul both of them to safety. all right. 8:26. we're still following developing news from vacaville. a fire at a plant nursery. the very disturbing discovery made after the claims were put out. two separate accidents on the same stretch of road in san jose and two injuries. a police car was involved. we'll tell you how it unfolded and if traffic is back to normal.

mid-80s for the warmer locations. because of the low clouds and because of the cooler air it will be a pleasant afternoon. cloudy and cool remaining at the coast with mostly cloudy skies and low 60s in pacifica for the afternoon. i will show you how long this pleasant pattern will stick around coming up. we're still looking at a commute that has a pretty decent drive in many areas. for example, the east shore freeway, one of the busiest in the bay area, only about 28 minutes. it's not exactly at its lowest point. but still carquinez bridge and the macarthur maze at this time of the morning, some speeds are low. some of the speeds -- i can go back and show you where the slow traffic is on the map. most of it is in el cerrito richmond and berkeley. let's go to the bay bridge toll plaza, you can see traffic has cleared out. this is a very nice-looking commute as you drive through. i want to mention that unfortunately, 580 has not cleared out as we go back to the maps. i wanted to show you the traffic is slow there.

it is also slow getting into the south bay on 880 driving down through union city and fremont. let's go back to the desk. an investigation continues into san jose into a deadly crash on a very busy san jose street. that collision early this morning led to a second crash involving a police car. ktvu's janine de la vega has been out there all morning, you are back now to tell us how those accidents are affecting traffic in the area. good morning, janine. >> reporter: good morning, dave. well, as you just mentioned a couple of minutes ago, we just saw the southbound lanes of santa teresa boulevard just opened back up to traffic. they've been closed for about six and a half hours from miuki to the light rail station so police could investigate what caused a driver to crash into a tree that was in there in the center median. now just before 2:00 a.m., a car plowed into the tree in this on santa teresa boulevard near page park. emergency crews rushed to the

scene but the man inside that vehicle could not be saved. he was pronounced dead. it's unknown what caused him to veer off the road into the tree. investigators will look into the speed, he was traveling, whether or not another vehicle was involved and whether drugs and alcohol played a factor. some people say the crash woke them up. >> this is not the first time i've seen a bad crash in the same general vicinity. i think people just send -- this is a wide open street. early in the morning, people tend to speed. i don't know what happened. but it is a curve. >> reporter: while police were blocking traffic from getting near the accident, a man delivering newspapers hit a patrol car that had an officer inside it. that driver was transported to the hospital with minor injuries. so was the officer who did complain of pain. we're told that he may have

suffered whiplash. in regards to the first accident, the deceased has not been identified. the coroner now has the body. police told us he was a white man who appeared to be between 30 and 40 years old. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 8:33. we're still following developing news from solano county. a fire scene has become a crime scene. fire crews battling an early- morning fire at a vacaville plant nursery. , they found a body at the scene. that grim discostsry came shortly after 3:00 a.m. at the grapevine nursery on pleasant's valley road. fire crews are still out there. they are putting out hot spots. it's still not clear how the person died. san francisco police are searching for suspects in a deadly shooting. it happened late last night near hilltop park in the bayview district. police say a man was shot in  the head and was pronounced dead at the scene.

right now no word on what led up to the shooting or any information about possible suspects. two brothers are in jail this morning. they are facing murder charges in two separate shootings in san francisco. both deadly shootings happened monday morning about six hours apart. police have identified the suspects as 22-year-old kenyan norbert and his brother 21-year- old kashawn norbert. first shooting was in the visitacion valley neighborhood. the other in the bayview district. the oakland police department may soon join regional emergency radio systems. next week, the city council is expected to approve a plan first proposed several years ago. it allows oakland police to join a radio station used by other law enforcement agencies. oakland polices have have complained that -- have -- oakland police officers have complained that the system now is updated and unreliable. there was a breakdown of this

system during president's visit to the bay area two years ago. the officers that responded first to the asiana crash last year, they were honored publicly for the first time. the san francisco board of supervisors took time during its meeting yeald to recognize the -- meeting yesterday to recognize the crew for the bravery. the five men were at the crash scene before first responders got there. they risked their lives to comfort the injured victims. >> understand there is a burning airplane going right by them so that they are risking their lives hoping that the plane does not blow up as they are saving others. >> now, the recognition comes just days after the july 6th anniversary of the crash. three passengers died, 180 others were hurt. 8:36. alameda county voters will be asked to increase the county's transportation sales tax by a half cent. the board of supervisors

unanimously approved putting the measure on the ballot. it would raise $8 billion for bus, ferry, commuter train and b.a.r.t. service improvements. it would also pay for traffic projects including improvements at the interchange at 880. some people say that's a confusing and dangerous intersection where many collisions happen. >> when i see things like that 245 are dangerous, that's -- that are dangerous, clear and present danger, i'm willing to pay it. >> another tax for people is a hard thing but we need to pay to have systems that support pour economy and support our communities. >> alameda county voters narrowly rejected a similar measure two years ago. that tax had no time limit on it. this version is scheduled to expire in 30 years. here are more details. alameda county sales tax is now 9%. that makes it one of the highest tax rates in the bay area. the only other county is san

mateo. san francisco and santa clara have sales tax rates at 8.75%. contra costa county is 8.50%. 8:37. the development team working on building a new football stadium for the raiders are talking about the as lease extension battle at the coliseum. the tribune reports the developers are urging the oakland city council to reject a ten-year lease extension for the as. the raiders group claims the current proposal simply bides the as more time. the raiders want to tear down the oakland coliseum and build a new stadium at the so-called coliseum city sports complex. the contra costa county board of supervisors is now endorsing two state bills that provide more oversight of trains transporting crude oil across the state.

the vote comes over concern over the increase of crude oil moving on trains throughout the bay area. if these bills pass the state legislature, railroad would have to disclose routes and cargo information. emergency responders would have increased training to prepare for a possible spill. some you a co vau doe grow -- avocado growers are taking drastic action by cutting back trees and painting what's left of them white to protect them from the sun. the process is called stumping. the trees are still alive but need a lot less water to survive for the next knew months. the -- few months. the trees will be able to produce avocados in one or two years. the grower said he's trucked in water to support his grove the last few years but he cannot afford to do it again. happening today, you have a chance today to see famous military vehicles before they

welcome back. 8:43. let's bring you up to date on some of the top stories we're following for right now. supporters of the pot clubs plan a protest outside of city hall tomorrow. a demonstration is part of the organized protest and petition drive against a new ordinance approved by city council last month. critics say it is literally a ban on pot clubs in san jose. water wasters here in california you may soon face some pretty heavy fines. next week, a state water agency will consider tough penalties for people who waste water  during the state's record breaking drought. violaters could hit be hit with fines up to $500 a day. and police in antioch planning to hire more experienced officers and also

increase patrols and community outreach after a spike in crime in antioch. there were at least 14 shootings in the past two weeks. two men were shot just yesterday. one of them died. ktvu's alex savidge is in antioch this morning. you are talking to people and getting reaction to the dangers they face every day. >> good morning to you. antioch police are planning to do targeted patrols in key areas of the city in response to this restrength string of shootings, a total of 14 people have been shot over just the past two weeks. the latest crime scene was where we are this morning. right across the street inside this apartment complex on delta fair boulevard. right off summersville road. this was the scene yesterday, where a 23-year-old man was shot to death in the middle of the afternoon. a second man, who was 28 years old, was wounded by the gunfire. it's unclear why those two men were targeted. but this shooting was the latest in the series of violent crimes in antioch.

just last week, there was an 11- year-old boy wounded in a shooting. before that, there was a shooting at a house party that left seven people injured. so far this year, there have been five homicides in the city. in response tonight violence, police are planning to launching a violent crime sprergs team. people are hoping this kind of enforcement will make a difference. >> this is ridiculous. i mean, i've never seen anything like this. this is crazy. it's scary. >> reporter: but antioch's police chief says his department is facing a major hurdle. that would be a serious lack of resources. he says the city has fewer officers than other cities of similar size and the chief put out a facebook message to the community in response to this recent wave of violence and he said that many of the shootings are either gang or drug related and he also says that investigators are having troubles that many of the

victims are uncooperative. during the first half of the year in antioch, violent crime was down 20%. over the past few weeks, the city saw this surge in shootings and there is the possibility that the antioch police department may get some help from outside law enforcement agencies to deal with the ongoing problem here. we're live in antioch, alex savidge, ktvu channel 2 news. >> thank you. 8:47. a woman police say is a high- end prostitute is due in court this morning in santa cruz to face charges of murdering a google executive by pumping him with heroin. 26-year-old alex tishliman is accused of killing one of her clients, a married man with five children. investigators compared the case to a crime novel. they say she killed 51-year-old forest timothy hayes on his yacht last november by injecting a leetal doth of heroin into his -- lethal dose of heroin into his body. they believe she may have killed another man the same way

in another state. she's being held on $1.5 million bail. let's quickly go to sal. 280 in san jose? >> it's a mess. not good. we had an earlier crash northbound 280 still there at lawrence expressway. 280 had been the nice freeway. i will show you the crash here. northbound 280 at the lawrence expressway. traffic is backed up big time out of downtown san jose. 85 is getting more use. one of the things i want to show you, 280 commute here in downtown san jose, look at how ridiculous that is trying to get up to highway 17. it's very, very slow. i would not do it if i didn't have to. i know -- you don't have a choice as to when you have to be at work. call your boss and say you are running late. let's go to 880 in oakland northbound. you can see traffic in oakland is a little better although it's a little slow here as you pass the coliseum. it gets better by the time you reach the brick wall.

bay bridge toll plaza has cleared out for the most part. nice ten-minute drive into san francisco. the sun was shining over san jose. it's shining over the far inland east bay but many of us waking up with overcast skies into areas over the east bay areas like concord. livermore is mostly sunny. orin daup la fayette woke up with low clouds fug hugging the coastline. that's not changed. even patchy drizzle reported inside the bay. it will burn away and we'll be left with mostly sunny skies. here's sort of a look at what has changed. the ridge of high pressure to the east of us brought us that warmer weather over the weekend earlier in the week. even brought us the monsoonal moisture as it wrapped around the high pressure and moved into the bay area. now shifting out of the way has weakened some. there's low pressure off the coastline. that's strengthening. that's brought back the onshore breeze. it's brought back the low clouds and the marine layer thicker this morning than it

was 24 hours ago. all in all, we just have a cooler pattern settling into the bay area. low clouds, fog remaining along the coastline for today. around the bay, we have mostly cloudy skies this morning but we're mostly sunny for the afternoon and temperatures will be quite mild tonight. inland areas we will be warm but areas at the warmest expected to hit maybe mid- to upper 80s not bad. 70 degrees in antioch right now. a nice mild warmup. 63 in livermore. 64 in hayward. a lot of us sort of stuck in morning. this has to to with the -- has to do with the cloud deck. 75 in novato as well as petaluma, san rafael. low 70s, san leandro, low to mid-80s. areas like walnut creek, livermore into the afternoon. 80 degrees for you san jose, 80 degrees for cupertino. it's just a beautiful day for most. 77 in redwood city. 70 san bruno. 64 san francisco. along the coast, not a lot of change going on.

welcome back. 8:53. san francisco supervisors adopted laura's law legislation aimed at compelling mentally ill people to get people. the same for 19-year-old mental health worker laura wilcox. she was shot to death by a mentally ill man who resisted efforts to force him into treatment. laura's law allows family members and others to petition the department of public health to bring an individual before a judge to compel treatment. supporters say similar ordinances around the country have helped formerly homeless people stable enough to get housing. critics say it still doesn't address funding for mental health services. california's biggest insurance cup is being sewell -- company is being sued. the lawsuit claims anthem

bluecross misled millions of pollty holders about whether -- policyholders about whether their doctors and hospitals are participating in the new obamacare plans. this lawsuit claims anthem did not tell customers that many policies don't cover medical care outside of its provider network. that means many consumers have not been able to see their regular doctors and must unexpectedly pay thousands of dollars in medical bills. a young mother and her newborn baby boy are doing well this morning after a harrowing birth right in the middle of a street in palo alto. and two women are being credited for coming to her aid. >> i heard two extremely loud screams for help. >> so elizabeth duncan and her friend looked around the corner where they saw a woman standing near a tell -- telephone pole holding something between her legs. she said she was having a baby and asked them to call 911.

one is a trained counselor and tried to comfort the mother while they waited for paramedics to arrive. >> i thought i need to address the baby. that's when she started to really communicate with me. i asked her is it a boy or a girl? does it have a name? >> duncan said she still doesn't know the mother's name but was trying to help. she's asked her nearby yoga studio to start collecting baby clothes to donate to the children. a nurse at highland hospital may be disciplined because of her clothing. she said she was sent home twice in one week because she wore a dress that her boss called inappropriate. now, she claims the dress code policy in her employee hand book bans clothing that's overly casual revealing dirtby or torn but doesn't mention a preference with scrubs over a dress. >> i could be facing termination. >> she said she's being treated
