with breaking news. >> good afternoon. i'm tori campbell. we start with breaking news. a verdict in the bryan stow negligence case has been reached. we're told the verdict will be read in the l.a. courtroom at 1:30 today. the lawsuit seeks millions of dollars for stow from the dodgers and former owner frank mccourt. stow was left with severe brain damage following an attack on the dodgers stadium parking lot after the 2011 opening day game between the giants and dodgers. his attorneys say the dodgers' owners are responsible for the beating because of a lack of security in and around the ballpark. the dodgers' attorney said the blame is solely on the two men who beat stow. we will tweet out the verdict as soon as it's read so follow us on twitter, and we'll have live coverage on the verdict tonight at 5:00 and 6:00. the suspected prostitute accused of killing a google executive on his own yacht made her first court appearance

today in santa cruz. jeanine dela vega joins with us the charges the woman faces in this rather dramatic case. good afternoon. >> reporter: good afternoon, tori. the suspect was in court today but not arraigned because they still need to assign a public defender to her. she's not facing a murder charge. instead, the charge is manslaughter. 26-year-old tickleman faces seven different charges including administering heroin, causing great bodily harm, and destroying evidence. santa cruz police said she's a high-priced call-out prostitute and had a relationship with the victim, forest hayes. he was found dead of a heroin overdose on his yacht in the santa cruz small craft harbor last november. tickleman injected heroin in him and failed to render aid. police said surveillance video on the boat shows hayes suffering and tickleman stepping his body several

times, drawing the blinds, gathering her belongings, and leaving the boat. the yacht has been taken for evidence, but those on the harbor today remember hayes and shuddered at hearing the details. >> it makes me sad. you know, it makes me sad to see things like this happen. you know, she may not have -- she did something wrong by not calling 911 and looking as callous as she did on the videos so that's too bad. >> that's what the evidence demonstrates right now at this time. they have evidence they can demonstrate that shows beyond a reasonable doubt murder can be proven, we'll certainly evaluate when that's presented. the investigation is ongoing right now. >> reporter: police said they were able to catch tickleman by posing as a client, offering $1,000 for her services. she was arrested last friday. investigators say she may be involved in another death investigation in another state with similar circumstances so they are looking into that. hayes' memorial page online was taken off the internet this

morning. he was 51 years old and left behind a wife and five children. my colleague ann reuben will have more on the story on our later newscast at 5:00 and 6:00. live from santa cruz, jeanine dela vega, ktvu, channel 2 news. >> thank you. a short time ago, the san francisco d.a.'s office announced four people have been arrested and charged with defrauding the cal fresh program. the program was formerly known as food stamps. it's estimated the defendants defrauded the program of over $480,000 over the last two years. those charged include the owners of san francisco's ivy's food company. they allegedly used card numbers and pins from recipients to make false food purchases to the program. fire investigators are still on the scene of a suspicious vineyard fire after a body was discovered among the burnt debris. brian flores has the new information we just received.

good afternoon, brian. >> reporter: tori, good afternoon to you. we are near the messenger grape vines nursery in vacaville where a crew is on scene. they will continue their investigation as well as putting out hot spots. there's a mystery who the body is that was recovered this morning. the fire was reported around 3:00 off the 6700 block of pleasant valley road. a manager who lives nearby was one of the first to call 911. officials said it didn't take long for crew from vaca i'llville, cal fire and other agents to have a handle on the fire, but hot spots remained throughout the morning. it's unclear on the age, gender, and identity of the person found, but i spokes to the production manager off- camera. he said they did a head count of 15 employees and all are account for. homicide and arson investigators continue to work the scene. >> they're preparing for a long day, as well as our investigators are. you have to understand, they're

going to sift through this to determine the cause of the fire. our homicide investigators will have to determine if there's injuries to the body, if they can tell, when, in fact, the body can be move. the sheriff's office and coroner's office, obviously, will take possession of the body. >> reporter: officials said the fire started in a tractor shed in the back of the nursery. it's still unclear what sparked the fire, however. the tractor was removed last night so that wasn't damaged, but 200,000 pallets, pots and trace used for transporting grape vines were. there was no damage to the building. production manager tells ktvu everything was blocked and workers don't show up until 5:00. that raises question of who was on the property at 3:00. >> the cause of death and the fire, we don't know. it could have been accidental or medical condition. we just don't know at this point. >> reporter: mercier grapevine

nursery has been in since 2006. the company that owns it transports grapevines world wired. we'll provide updates on ktvu.com, twitter, facebook, and on the news at 5:00 and 6:00. brian floor remember, ktvu, channel 2 news. >> thank you, brian. in san leandro, firefighters are trying to find out what sparked a house fire this morning. a viewer sent this video. the one-alarm fire broke out before 9:00 a.m. on alvarado street. firefighters were able to quickly knock down the flames. no injuries were reported. san francisco police are now investigating yet another deadly shooting in the city's bayview district but said this is not linked to the four other killings that happened since last weekend. this latest killing happened late last night near hilltop park. a man was shot in the head and pronounced dead at the scene. the victim was in his 30s but his identity hasn't been

released. police said it's not believed to be gang-related. meanwhile, two brothers are in jail, facing murder charges in two separate shootings that happened around six hours apart on monday morning. police said identified the suspects as 22 kenyon norbert and his 21-year-old bank robbery tishjuan. the first was in the visitation neighborhood and the other was in the bayview districts. a police chase in oakland ends with the suspect in custody and several cars damaged. it happened around 10:00 a.m. near 31st street and market. that's where officers spotted a lexus that was suspected to have been stolen. when officers tried to make contact with the two people inside, they gave chase. the driver plowed into at least two cars before coming to a stop a few blocks away. one man is dead and two people injured including a police officer from two related traffic accidents in san jose this morning. the first accident happened around 2:00 a.m.

on santa teresa boulevard. police said a man plow into a tree in the center median and died at the scene. police closed the southbound side of the road to investigate, and that's when the second crash occurred. a man delivers newspaper hit the car. >> this is not the first time i have seen a crash in this general vicinity. i think people tend to -- this is a wide-open street and early in the mornings, people tend to speed and i don't know what happened, but it is a curve. >> police will investigate speed, drugs, and alcohol as possible factors in the first crash. they said the victim was in his 30s or 40s. the southbound lanes of santa teresa boulevard were open by 8:00. mandatory outdoor restrictions could be in place

next tuesday. there are too many water wasters doing things like overwatering lawns and the threat of hefty fines could remind people to conserve. water officials said conservation is 5% of normal, not 20% called for by governor jerry brown. one woman pointed out this morning that it's not too difficult to spot a water waster. >> i live across the street from some multiunits, and i notice their sprinkler heads are broken quite often and will be water spraying onto the sidewalk. i haven't gone as far as to call anybody but you look at it and water literally pours on the sidewalk and that's not okay. >> prohibitive activities include overwatering lawns, washing sidewalks and driveways with water, washing a car without a shut-off nozzle, and running a fountain that does not recirculate the water. fines could go as high as 500 $500 a day and would take

the city of antioch is taking action to help control a recent wave of violence after more than a dozen people were shot in just the past couple of weeks. the latest shooting happened yesterday afternoon at this apartment complex on delta fair boulevard. a 23-year-old man was shot to death and a 28-year-old man was wounded by the gunfire. last week, an 11-year-old boy was wounded in a shooting.

before that, seven people were injured when someone opened fire at a house party. in response, police are planning to launch a violent crime suppression team with officers increasing patrols in key areas of the city. people who lived in antioch a long time say things have gotten out of hand. >> i'm just hoping that -- the cops or somebody can do something about the violence. it's just getting a little scary out here, a little much. >> five people have been killed in antioch so far this year, but antioch's police chief said his department is struggling to deal with lack of resources. the city has fewer officers than other cities of similar size. according to one report, it's possible the city may look for help from outside law enforcement agencies. a new report finds colleges are not protecting students when it comes to rape and sexual assault on campus. jacqueline fell is live in our washington, d.c., bureau to let us know why one senator said change is needed. jack lynn?

>> reporter: tory one in five female students have been a victim of rape or sexual assault during college. that's coming from the cdc. this report said some schools aren't even following the basic rules required of them when it comes to handling these cases. missouri senator mccaskill surveyed 430 colleges and universities. she found one in five schools doesn't provide sexual assault training for faculty and staff. the senator was most alarmed that 41% of institutions had not conducted investigation of alleged assaults over the last five years. >> they're not investigating as many incidents as they're reporting. obviously we've got serious work to do. >> reporter: mccaskill is drafting legislation to combat sexual violence. she said it will be ready in late august. this report comes a week after the department of education announced it's expanding its

investigation to 65 colleges for possible violation on how sexual assault cases are handled. four california institutions are on that list, including university of california- berkeley and the university of southern california. reporting live in washington, jacqueline fell, ktvu. >> thank you, jack lynn. the oakland police department may soon join the regional emergency radio system. the city council will approve a plan proposed several year ago, allowing oakland police to join a radio system use by other east bay law enforcement agencies. oakland police officers have complained the department's current radio system is old, outdated, and unreliable. there was even an embarrassing police radio breakdown during president obama's visit to oakland two years ago. san francisco police dogs were given protective vest business a generous donor on treasure island. >> this is your last chance!

come by. >> this police dog is showing her new vest and kind of work she's asked to do. she's apprehending a man impersonating a suspect who's pretending to beat her with a stick. an organization called "cover your k-9 "is covering san francisco police dogs vests to help keep them safe. >> we love our dogs, but they're tool. we will send them to do whatever we need them to do. if they get injured -- well, that's a shame, but it's better for a dog to get injured than a police officer. having said that, i don't want my dog getting hurt. >> petsmart raises money for the vests through dog wash events and donates the money to cover your k-9. they include emergency supplies including pads to stop bleeding. they cost about $1,500 each. new details about the fire that damaged award-winning restaurant in los gatos. the fire apparently started

near garbage cans outside the building, although the official cause is still under investigation. the estimated damage is valued at $240,000. the structure, including the roof and attic, were badly damaged. the restaurant's owner has vowed to reopen the restaurant, but there's no estimate on when that will happen. ♪ a minor drop in temperatures for some today as we settle into the a fairly- comfortable pattern. giving you a look outside, widespread low clouds and patchy drizzle on the coast this morning, but most of us are clear at this point. parts of the coast enjoying sunshine. the ridge of high pressure east of us that brought us the warmer weather earlier in the week and sent monsoonal moisture monday and tuesday is out of our way for now. off the coastline, we have a cooler weather pattern that moved in and that brought back

highest price since 2008. but now prices are starting to ease back. according to aaa, the current u.s. average for regular gas is $3.65 a gallon. experts said prices at the pump should inch down, thanks to falling oil prices. and the prices are higher in san francisco. the average price is $4.23 and oakland, $4.13. it's $4.12 in san jose. justin bieber in trouble again. the new details we've just learned about charges he will face, stemming from an egging incident back in january.

minute from the last federal reserve meeting showed the central bank detailed easing its monetary policy. taking a look at the big board, the dow is up 75 and nasdaq up 24 and s&p up 8. a company is facing a class- action lawsuit. anthem blue cross is accused of misleading policyholders on whether their doctors and hospitals are participating in its obamacare plans and many of the insurance companys' policies do not cover medical care outside the provider network. justin bieber will now be charged with a misdemeanor count of vandalism. the l.a. district attorney made the

announcement today, stemming from an incident in january when police said he tossed eggs at his neighbor's mansion in calabasas. the prosecutor decided against the more serious felony count that investigators suggested. the eggs caused $20,000 of damage. bieber doesn't have to appear in court since it's a misdemeanor. it won't be like when the u.s. plays, but soccer fans will gather to watch world cup soccer. in 30 minutes, the semifinal match between argentina and netherlands will be shown. the recreation and parks department plans to show sunday's final between germany, who embarrassed brazil 7-1 yesterday and the winner of today's match. as we told you at the top of the newscast, we are expecting the jury to read a verdict in the bryan stow case this afternoon. stow is a giants fan suing for damages after he was nearly beaten to death outside dodger stadium. we will have coverage online and on social media as the verdict is read this afternoon.
