people in union city, fremont and newark doing such a good job of conserving water they may have to pay more for it. >> you see the brown lawns and dying landscaping, the district imposed mandatory restrictions in march. our customers are rising to the challenge and we're seeing a 20% water saving. >> other areas are greener, bigger homes use more water and some lawns are very well waters, we obtained this list of complaints, more for watering lawns more than allowed. the district sent this violation letter to 5 confirmed repeat offenders but they corrected their violations. >> many may be paying more because they are using less.
