complete bay area news coverage starts right now. this is ktvu mornings on 2. you're looking live at the oakland international airport where a man was detained after a fire broke out near the baggage claim area in terminal 1. ktvu's alex savidge was first on the scene and coming up in 2 minutes he'll tell us what he's learned from airport workers and sheriff's deputies and about the unusual way the man tried to get away from police. good morning, welcome to mornings on 2. i'm tori campbell. >> good morning t. c. >> good morning dave. let's talk about weather and traffic. steve, you've got some weather changes throughout our area. all right. it looks like we're having a little trouble with steve's mic so i'll go ahead and step in here. your commute is actually looking pretty good if you are driving on most area commutes. look at 880, it looks very

nice. usually this commute doesn't start getting heavy until about 8:00. we'll see what happens then. on fridays it's usually lighter and that's what we're hoping for. 580 looks good all the way out to the macarthur macarthur maze. when you get to the toll plaza, there is a backwrap. it's not -- a backup. it's not big but about a 15 minute drive time into san francisco. northbound 101 at 280 there was a minor crash. the peninsula ride getting there has been better than normal. 580 that's beginning to wind down believe it or not in the altamont pass, that's a nice looking drive and your drive times are lower or less than normal. let me take a look at these drive times, 24 westbound from pleasant hill road to the cal da cot 8 minutes. and 580 grant line road to 680 only 29 minutes. sometimes it's double that. 7:02 let's go to steve. thank you sal. there we go, good morning.

thanks to all the great twitter pictures and facebook information today. really good pictures coming in. a couple of rainbow pictures. we've had a lot of reports of drizzle. mainly santa cruz. also rain in the northern sacramento valley in the sierra. that i think will develop later today. tahoe and truckee, if you're out there driving, keep an eye on the sky. things could pop. the low clouds are here and very mild conditions for many. 60s on the lows. why? because of the cloud cover and a south, southeast breeze. 60 in gilroy, 61 san jose state. sunnyvale 62. that sound wind continues for the peninsula and the south bay santa clara valley. hair ward -- hayward has turned south. they were west. the westerly breeze is in place. gusts to 22 in oakland. that's cool for some and mild for others. these tropical clouds are pushing north. makes for a spectacular sunrise.

overall fog, higher clouds, fair, little breezy here. drizzle, high clouds, mild to warm, especially in the south bay and also the peninsula. inland temps are below average. thank you, steve. 7:03. new this morning, a fire at oakland international airport bears a large burn spot near the baggage claim area of terminal 1. news news -- ktvu reported the fire this morning. good morning alex. >> well, tori, good morning. this is not impacting flight operations at this point. we should point that out here, but we can tell you some anxious moments here for people at oakland airport after a small fire started at terminal 1, inside terminal 1. let me show you what was burning. it was this pile of wood and cardboard that you see just outside the door. originally all of this construction material was right inside of the terminal in the baggage claim area, and that is

where investigators do believe that a man set these materials on fire early this morning. the fire was quickly contained. this is video we shot this morning, one man detailed in connection with this fire. we saw him in the back of a sheriff's patrol car. a sergeant out here at the scene told me that man will be questioned about this fire and how it started. now a witness who was here at the time told me the man in custody appeared to be homeless and tried to board a bus to escape, but sheriff's deputies were able to stop him. again he's now being questioned. that witness also told me the fire alarms did go off inside terminal 1 and the terminal was evacuated. we're working to get more information from the sheriff's office about the person who was taken into custody and exactly what took place here this morning. we did, again, reach out to the officials here with oakland airport and they're telling us that, again, this small fire was quickly contained and did not impact any of the flight operations here at the airport. live this morning in oakland,

alex savidge ktvu channel 2 news. 7:05. an early morning fire near san leandro injured two people with one suffering severe burns. it happened before 1 a.m. at an apartment building on 159th 159th avenue not far from interstate 580. investigators believe a cooking accident on the stove started the fire. damage was mainly contained to the kitchen. the burn victim was taken to a hospital in san francisco with first, second and third degree burns. >> one of the victims was a male that had severe burns on the front of his face and body. >> the sec person suffered smoke inhalation. two animals in the apartment, a cat and a dog, were also injured and taken to a local vet. people living in two other apartments were allowed back into their homes. time is 7:06. in oakland, one woman is dead, two others are hurt after two separate shootings within an hour. the first one happened about

8:45 last night on international boulevard near fruitvale avenue. a man and a woman were shot. the woman died at the hospital. about 9:35 there was another shooting reported on 32nd street near west street. a young man was shot there. he's now in stable condition at the hospital. so far no arrests have been made in either shooting. tonight the city of oakland begins its annual summertime program designed to prevent street violence. it's the friday summer nights program including free food, games and entertainment at three different locations. carter, gilmore park on 66th 66th avenue, willy wilkins park on 98th avenue and the 3200 block of market street in west oakland. all of the events begin at 6 p.m. time is 7:07. happening right now, people are lined up outside of a san jose charity to get backpacks full of school supplies for needy children. ktvu's janine de la vega is out there right now. you're saying the backpacks are a real help to families that

need it. good morning. >> good morning. they are moms, dads and kids have been camped out here overnight. the first person in line i'm told came here at 10:30 last night. see this line wraps around the actual building here at sacred heart community services. they are huddled together with their blankets. some of them slept on the sidewalk. it's a sacrifice but worth it because of what they're getting. here's video from last year's backpack give away. this year sacred heart community service wants to collect 2800 backpacks. that's 300 more than last year, but the need is great. the economy is stronger, but here in the bay area there's a great divide between low income and middle class families and affluent families. the families in need we're told are priced out of the neighborhoods considered to have the best school districts and the nonprofit says that's why it's so important to try to balance the economic inequality by making sure these children

are prepared for school. here's what one mother-in-law told us about the need for her children. >> and i need to -- it's easy for me to get all the stuff and everything for this year i already five months with no job and other stuff, and it's difficult. >> reporter: and back out here live, i want to show you what sacred heart needs, a basic backpack. they're not taking red or blue. any other color than that, and here's the supplies. they want to fill the backpacks with the supplies 3 ring binders, paper, folders, scientific calculators, things like colored pencils, there's erasers and glue sticks, basically anything that

children, pencil sharpeners, anything that children from grades k through 12 will use. things like flash drives, again, they also want to fill each of these backpacks with a $20 gift card so that children here can buy shoes and have a new pair of shoes. you know, a lot of these parents that i spoke to out here talked about how they always get anxious when it's back to school time because they know they also have to spend money on new clothes because their children grow so fast. right now this line we're told is about 150 people, and it's going to keep on growing, so sacred heart community services really depending on donations. the give away is on august 8th august 8th. from now until then they need to collect the donations. come down from 1st and alma. drop something off or donate online. reporting live, janine de la vega ktvu channel 2 news. time is 7:10. people living in a homeless camp under a berkeley freeway overpass will be able to stay

there longer. the city declared that location a public nuisance, and originally gave them until tuesday to clear out. that notice was rescinded to give them more time to find housing. that decision came after city officials found out that the people living in the camp they're already working with city agencies to find places to go.

separate death investigation in georgia. >> why do you think there's an overdose? >> because there's nothing else it could be. >> okay. accidental or intentional? >> i think definitely accidental, accidental. >> alex tickleman called 9-1-1 last september in georgia to report that her boyfriend overdosed on heroin. 53-year-old dean riapel died from a mixture of heroin, oxycodone and alcohol. heroin also killed google executive forest hayes on his yacht last november. tickleman is linked to that death. georgia police are reopening their case because of the similarities. >> we're going to go back and look at it and make sure that everything that we determined to be correct almost a year ago is still factual and still accurate. >> the california investigators say tickleman searched online for information on how to legally defend herself after

giving a lethal dose of heroin. tickleman is charged right now with manslaughter in santa cruz. prosecutors may elevate the charge to second degree murder. tickleman and the google executive met through the online dating website seekingarrangement.com, and she told investigators she's a prostitute. that website released a statement saying it does not allow prostitution and that and i'm quoting "we're shock today learn of this tragedy and we would like to convey our deepest sympathies to mr. hayes' family." investigators say it's the latest example of the growing sex industry in silicon valley. last month the fbi shut down a website run by a mountain view man and his girlfriend who were accused of online prostitution and money laundering. police say the sex trade is booming in silicon valley because of the large number of young, highly paid men employed there. and they say the internet

allows anonymous websites to pop up discreetly pairing sex workers with customers. 7:16. deciding whether to designate the surge of central americans illegally entering the u.s. as refugees, is the focus of a high level meeting today in nicaragua. the united nations scheduled today's meeting before the current immigration crisis on the u.s. border. officials from the u.s., mexico and central america are attending. the un high commissioner for refugeed called the meeting to update a 30-year-old declaration on the obligations that nations have to aid refugees. the un is encouraging the u.s. to look at at least some of the central american immigrants as refugees because of the violence in their home countries. meanwhile the u.s. border patrol says it will no longer fly plane loads of immigrants from texas to san diego to be processed. the border patrol says recent antiimmigrant protests had nothing to do with the

decision. instead the agency says it has reduced the backlog of immigrants in texas and therefore will be able to process them at facilities in that state. time is 7:17. san francisco is upgrading parking meters, and the changes could help drivers avoid tickets. the new smart meters have bigger screens, you can see it right there, and they take credit and parking cards as well as coins. both the drivers and business owners like it. >> it costs so much and having to come up with a pocket full of change and having to have $3, $4 worth of quarters can be hard to do. >> another major upgrade if you pay by phone, the new meters will update your transaction right there on the screen. with the old meters, the screen would still show it's expired. the transit agency will be swapping out all 27,000 meters city wide by early next year. it will cost about $15 million. >> i like the bigger screens. a lot of times if the sun's

glaring it's hard to see. >> you can't really see. it is 7:18. we want to check in with sal. i thought e i heard you say earlier things might be friday light. >> in some areas they are, some commutes are definitely lighter. let's start with highway 24. it has been a nice drive. the drive time there has been very nice from pleasant hill to the caldecott tunnel. we haven't seen a lot of slow traffic. when you get to the bay bridge, there was a backup but things are beginning to get better. 10 to 15 minute drive into san francisco. also looking at 580, just a little bit of slow traffic on westbound 580 through livermore which is one of the bay area's slowest commutes. nothing after dublin. 7:19 let's go to steve. just a great cloud observing for low clouds and even some high and tropical clouds. wonderful information from you folks on twitter and facebook today. a couple rainbows because we've had drizzle.

they've had 0.04 and watsonville had 0.02. around santa cruz proper and santa cruz mountain there's been pretty good drizzle. in the sierra nevada they'll get another round of thunderstorm activity and there's been rain in the northern sacramento valley in redding and red bluff. in july, yes, in july. had a few reports of drizzle in san francisco but most of it seems to be favoring the san mateo and santa cruz coast so far. if that's not the case you can always write me, e-mail me and tweet me, sp weather. 60s on the temps. a good south breeze, south southeast, peninsula also south bay, that's why it feels muggy. if you get a west wind, more north bay to east bay, it may feel cooler. don't see this too often, there's a low off the coast responsible for this. south half moon bay, south mountain view, southeast san jose. kind of favoring southwest and livermore. to get towards concord, oakland, more of a westerly gusting at 22. west, southwest, westerly, westerly, westerly, i think you get the idea. there's the tropical moisture

streaming north. that's a red flag warning for lightning strikes. there are a few isolated areas in the northern sacramento valley around redding and red bluff. around mount shasta as well. burr knee basin get getting -- getting a few little showers. look what's happening towards las vegas. they had huge thunderstorms popping up south yesterday. it's cloudy right now. 80 degrees but rain already developing early to the north. something to keep an eye on as that starts to move north. 79 and cloudy, not a good sunday by the pool in las vegas. the low right there will kick out tomorrow. today that's what's pumping in low clouds and the high in the four corners, the two funnels right up here the tropical clouds. drizzle, high clouds, mild to warm. there will be some sun. 70s and 80s, 60s and 70s closer to the coast and bay. this is kind of a tropical feel to the south, more of a westerly or sea breeze feel to the north and east. the fog will burn off sooner on

there's more pressure this morning on the irs in connection with how it treated conservative groups and opponents of president obama. a federal judge has ordered top irs officials to exexplain under oath how the agency lost vast amounts of e-mails relating to the agency's unlawful targeting of conservatives. meanwhile a new e-mail has surfaced showing a former irs official warning co-workers to be careful about what they write in e-mails because they

could be seized for congressional investigations. the owner of a former pizza restaurant in castro valley is being charged with stealing almost $200,000 in payroll taxes. frank jemanani owned the pizanno's pizzeria. during that time he collected $185,000 in federal income tax from workers wages but pocketed that money instead of paying the government. if convicted he could face up to 58 years in prison. time is 7:25. one year after the disappearance of 21-month-old daphne web of oakland police say the case is in the hands of the district attorney. last night daphne's family marked the anniversary of her disappearance by holding this vigil at 79th avenue and international boulevard. that is where john anthony webb reported his daughter missing last july 10. webb told police he went inside

a market and left the 21-month- old child in his suv with his elderly mother who has dementia. police searched all over for daphne. >> how did she disappear so well. that's what i'm angriest the most about. because it's like no trace of her nowhere, like she just vanished. >> john webb was the only person of interest. he was arrested the day after reporting his daughter missing. then he was released after prosecutors decided not to file charges. he died in may. his family says he committed suicide. it is 7:26. a jewelry store owner fights back for the second time in a year. the risky decision he made after two armed men raided his store. >> and we're live in san francisco where a woman was knocked unconscious after the giants a's game yesterday afternoon. coming up an update from police on her condition and the suspects who were involved. >> good morning right now we are still looking at a commute

interstate 880 in oakland, this looks nice as you drive past the toll plaza area. let's go to the maps, webb 580 if you're driving into livermore valley. we never seem to catch a break. due to that construction zone it is stop and go. 7:31 let's go back to the desk. we are following a major new development involving that post-game fight outside of at&t park that ended with a woman being knocked unconscious. it happened late yesterday after the giants a's game. ktvu's brian flores is live outside of at&t park right now. and brian just 15 minuting a san francisco police announced an arrest in this case. >> reporter: we got that e-mail about 15 minutes ago. they say the woman who was knocked unconscious during this fight yesterday evening is responding well to treatment at sf general, and that a suspect involved in this fight has been arrested in the sacramento area.

sfpd goes on to say they will provide more updates after 8:00 this morning. now, again, this fight happened around 5:50 p.m. near 2nd and king streets where we're standing near momo's restaurant and bar. san francisco police say two men got into an argument with a man and a woman. we don't know exactly what they were arguing about. it is unclear whether it was some type of rivalry argument or anything like that. still unclear this morning. one of the men punched another man in the face. he ended up having a broken tooth. he was treated at the scene but this woman was punched in the face and knocked unconscious after she tried to break up the fight. again, police say she was responding well to treatment at sf general this morning. take a listen now as police describe the scene from yesterday. >> i have a female about 30 years old who was knocked unconscious and hasn't regained consciousness. >> reporter: when you hear about fighting at or near a ballpark it just brings up the story of bryan stow, the giants

fan brutally beaten three years ago at dodgers stadium. he's permanently brain damaged. a jury awarded $18 million in damages for bryan stow. and then last year a dodgers fan from fort bragg, jonathan denver was stabbed to death near at&t park around the area of 3rd and harrison. prosecutors did not file charges in this case because they couldn't prove that one of the accused was acting in self- defense. so we take it back out here live. we don't know much about the suspects. again, they were described as 30 to 35 years old. we understand from san francisco police that one of them was arrested in the sacramento area. it's unclear about the other suspect. we are working to gather more information and of course we'll provide more information during the 8:00 hour of mornings on 2. we're live in san francisco, brian flores ktvu channel 2 news. >> i bithe way, the oak -- by the way, the oakland a's beat the giants 6-1. they have bay area bragging rights after winning three of four games

against the giants in the latest series. the a's have the best record in the major leagues while the giants lost for the 19th time in their last 23 home games. they're still in second place behind the dodgers. there's a very important meeting with the a's today about a lease extension at the coliseum. some oakland city council members want to change the agreement and have the a's pay millions of dollars more, but the team says it does not want to renegotiate. the oakland city council is due to publicly discuss the lease extension in a very special meeting next week. 7:35, one suspect is still on the loose, another is in the hospital with life-threatening injuries after a shootout in santa rosa during a jewelry store robbery. it happened just after 1:30 yesterday afternoon at bennett valley jewelers on elupa avenue. two men burst in and shot the store manager in the arm, but the shop owner then chased after the men shooting them.

one was caught and held down by an off duty police officer. but the other man got away. >> i feel bad for everybody in the store that had to experience this. it's horrible. >> the store owner shot at other armed robbers last summer. he believes his shop is targeted because it's the only certified rolex dealer in sonoma county. the store may now install security doors to buzz customers in and out. the wounded store manager will be okay while investigators believe the man who escaped may have left the area. time is 7:36 police in presentwood searching for a 14- year-old boy. he's a student at adams middle school and a felony warrant was issued for his arrest last month. the 14-year-old has not turned himself in. he hasn't been home when police officers went there to arrest him. the warrant is for an incident in march involving students exchanging partially nude photos of themselves. one student allegedly used an incriminating photo of a girl

to force her into sexual acts. we don't know yet if the boy wanted by police is that same student. a march is planned for tonight in antioch about the city's recent wave of violence. in just over two weeks, there have been 14 shootings. tonight at 7:30 community and religious leaders will hold a walk against gun violence. that march will begin at the church of god holy on a street. caltrain says commuters can expect normal train service on the peninsula this morning after a deadly accident in atherton last night. caltrain says a southbound commuter train struck and killed a man who was walking along the tracks near watkins avenue. investigators say the man who died may have intentionally walked in front of the train. caltrain reopened the tracks in both directions early this morning. higher than normal radiation levels have been found under a vacant apartment on treasure island. the u.s. navy began testing

1100 homes last month. the navy says the apartment has been vacant since 2009. the location will be released in a full report that's expected to come out next week. the navy adds this was the only place where it found higher than normal radiation levels. time now 7:37. chevron, a step closer to upgrading and expanding its refinery in richmond. the city planning commission started hearing comments wednesday night about this issue. there was so much interest it continued the hearing until last night. the sheriff wants to make the plant more modern so it can process more crude oil that has higher levels of sulfur. chevron says this will not lead to more pollution. some people who live nearby don't believe that. some people who live in san francisco's russian hill neighborhood are upset about a movie production that's coming to town. movie producers plan to use the neighborhood as a backdrop for their earthquake disaster movie. it starts dwayne the rock

johnson. it's called san andreas. the people who live there say it will mean they can't park on their own streets for several days. the production company says it will pay for people to park elsewhere. 7:38. the city of oakland is unveiling a plan to bring electric street cars back to the heart of oakland. decades ago, oakland had a widespread electric trolley system called the key system that took riders to many bay area cities including san francisco. it was dismantled about 60 years ago. now oakland is looking at an updated version that would run from the amtrak station at jack lennon square, up broadway and to the macarthur b.a.r.t. station. >> that would be clean and green and not use fossil fuels but it would also bring back us to the future. >> the idea is being explored through a $300,000 caltrans grant. if there's federal money available, the street cars could be running again this oakland by 2017. caltrans is speeding up plans for an extension to the

popular hiking and biking trail. this map shows what the trail looks like now and what it would look like once the $30 million project is completed. the construction is now set to begin in 2017 to meet the federal funding deadline. many hikers, joggers and bicyclist often have a tough time getting to the current trail. this extension is designed to make it more accessible. a fascinating story, today a woman from petaluma is giving back in a big way to a man who helped save her son's life. almost ten years ago, william millard's 20-year-old son died and millard donated his son's pancreas to 19-year-old jake mackinnon. today jake's mother is donating one of her kidneys to millard who's suffering from advanced diabetes. >> also giving them back life. >> it's just going to bring us even closer together. >> after that first surgery,

war zone. the 26-year-old man from santa cruz was killed and seven people were taken to the hospital. the truckdriver told ktvu he tried slamming on the brakes but realized he couldn't stop as he barreled towards slowing traffic. >> i feel sorry for the person who lost his life. i'm sorry to the people who were injured during the accident. >> the drivers only been driving trucks for about three months. the owner of the truck showed ktvu paperwork indicating they did a safety check yesterday morning before the crash. the chp is promising a thorough investigation. there is a california connection to that mass killing at a houston suburb. the suspected gunman ron haskell went from his home in orange county to texas to track down his ex-wife. he posed as a fedex man and forced his way into a house belonging to his ex-wife's family. when he didn't find her he tide up everyone inside and shot them execution style. a husband and wife and four of

connection with this fire that investigators believe was intentionally set. we understand that man is being questioned right now. the fire was here at terminal 1 at oakland airport, and this is what was burning this morning. it was this pile of wood and cardboard, and when this fire started initially, these construction materials were just inside the door to determinal -- terminal 1 in the baggage claim area. this fire was small and contained quickly by firefighters. shortly after the fire, alameda county sheriff's deputies took a man into custody here at the scene. we saw him in the become of a patrol car early this morning. a witness told me that man tried to escape after setting the fire. he even boarded a bus here at the airport, but deputies were able to stop him before he got away. this fire was first reported just after 3:00 this morning, and a witness tells me the fire alarms did go off inside the terminal and some people evacuated the terminal. one traveler who was here at the time told me it was a bit

san francisco hospital for treatment of first, second and third degree burns. >> one of the victims was a male that had severe burns on the front of his face and body. >> now the second person suffered smoke inhalation. a dog and a cat in that apartment were also injured. they were taken to a local veterinarian. people in two other apartments, they were allowed to go back into their homes. 8:05, a woman is dead and two others hurt after two separate shootings within an hour in oakland. the first happened around 8:45 last night on international boulevard near fruitvale avenue. police say a man and woman were shot. the woman died at the hospital. at 9:35, another shooting was reported on 32nd street near west street. police say a male juvenile was shot there and is now in stable condition at the hospital. no arrests have been made in either shooting. tonight the city of oakland begins its annual summertime program designed to prevent street violence. the friday summer nights

program includes free food, games, and entertainment at three different locations. carter, gilmore park on 66th 66th avenue, willie wilkins park on 98th avenue and the 3200 block of market street in west oakland. the events begin at 6 p.m. a new controversy in lafayette, it's over the crosses on a hillside in memory of american soldiers who lost their lives in the middle east wars. the 4,000 crosses started going up almost ten years ago. but with american troops no longer fighting in iraq and they're scheduled to be out of afghanistan by the end of the year, there are new questions about what should happen to the crosses. the woman who owned the land she died three years ago. now her six children have to agree on what happens next. they're considering allowing the crosses to either stay up or selling the land to a nonprofit group to maintain or building homes for veterans or senior citizens there. 8:06.

happening now, people are lined up outside a san jose charity to get backpacks full of school supplies for their children. ktvu channel 2 reporter janine de la vega is there, and she says the backpacks with a real help to families in need, even though it feels like school is still a long way away. >> reporter: yeah, but it's a month and a half away. so they really need donations here. i've got to show you this line. we're at the front of it, but it curves around here and see at end of that corner, then it goes all the way down that street. that's monterey road down there. there's at least 400 people in line, and it keeps growing. some them camped out overnight. they're struggling with rent and can't afford extras like school splice. let's go to a shot of what looks like looks -- what it looks like on monterey road. today is the day to register to receive a free backpack and school supplies.

last year the nonprofit had to turn people away. they don't want to do that this year. the goal is to collect 2800 backpacks and they need help from the community. this is the 12th year the charity has been doing this give away and each year the need grows. there's a great divide between affluent homeowners and those strucktology -- struggling to pay rent. the last thing children need is to be stressed out. >> at times i try not to let that hit me that they're more fortunate than me and i'm less fortunate, but there are times where like i get my materials kind of late, a week late from school, and it's just kind of holds me back. i try to like not let that from keep going and trying to succeed in my future. >> reporter: sacred heart says the average cost of a backpack and filling it with school supplies runs about $75 which equates to about a full day's

mosquitoes. as of yesterday, 286 infected birds were confirmed. that's three times the amount found last year. santa clara county is expected to easily surpass last year's record of 13 foggings. the tenth one took place just last night. people in the area are concerned about the added chemicals in their air. county officials there say there hasn't been a documented case of anyone being hurt by fogging in 30 years. they say the chemicals they use are not meant to affect anything bigger than a housefly. 8:10. a challenge to san jose residents to lose weight is getting bigger. last month a councilman proposed that the 1 million people living in san jose lose 1 million pounds. the idea caught on quickly and the mercury news is reporting the channel has been extended across the silicon valley. supporters say it's better to educate than legislate. they've still got a long way to go to meet that 1 million-pound

hard to do. >> another major upgrade if you pay by phone, the meters will update your transaction on the screen. with the old meters the screen still shows it's expired. the transit agency will swap out 27,000 meters city wide by early next week. it will cost about $15 million. the italian company behind the mobile app monkey parking is temporarily suspending its service in san francisco. this comes as a response to threatened legal action by the city of san francisco. the app enables drivers to auction off their parking spot to the highest bidder. city attorney den necessary dennis herrara told the company it's illegal to sell access to a parking space. they argued drivers are merely selling information, not the spaces themselves. we want to check in with sal, keeping a close eye on the situation on the san mateo bridge. this motorcycle crash has been there now for about 25

witness. also there's a major development from the police. and also what he's learned about the condition of the victim. stay tuned for all of that. welcome back, it is friday, it is july 11th, i'm dave clark. now let's talk about weather and traffic, and steve's got a lot to tell you. we just saw the sunshine there at at&t park. that makes sense, yet not far away there's very heavy drizzle. peter sent me twitter information, heavy drizzle on mount sutro, yet a couple miles it's sunny. the santa cruz mountains, a couple people have told me my gutters been running for a couple of days. rain and thundershowers in the sierra down to las vegas and in northern california. we have a lot of low clouds and fog. there's some breaks. if you get the breaks and have a south wind it might feel very tropical. it's a breeze from the south for south bay and peninsula. mainly westerly for the north bay and east bay. there's the rain up north. that will continue to lift north. two areas of low pressure feeding into it. it's eventually going to track

right over northern california on saturday and sunday. high pressure will three and build in. it will be a fight between the two. today drizzle will give away partly sunny, partly cloudy skies, 60s, 70s and low 80s. steve, we have -- well, not we. chp and bridge crews have cleared away that crash on the san mateo bridge. it's out of the lanes and things are improving. you still might want to think about delaying the trips using the dumbarton bridge or giving yourself extra time because of an earlier injury crash. near the top of the hour that closed lanes for a bit. still a little heavier than we'd like to see it. it is improving. i want to mention the bay bridge is not a bad alternate if you're trying get to across the bay. perhaps you're halfway in between one bridge or the other. this would be the one, about a 15 minute drive time across. northbound 280 and dakota ridge onramp there's a crash there. a little slowing remaining in

livermore valley. it's 8:32 let's go back to the desk. thank you. just in the last hour, san francisco police announced ab arrest made in that post-game fight yesterday outside at&t park. it ended up with a woman being inbound unconscious. this happened -- being knocked unconscious. this happened late yesterday after the giants played the a's. tell us where that arrest took place. >> reporter: good morning, before we get into that we want to talk about a witness who spoke to us moments ago who was here during that fight yesterday afternoon near momo's restaurant and bar. he tells us basically there were two groups of people who were drinking quite a bit. they got into a fight yesterday afternoon, and that's when that woman got knocked unconscious. another person from that group was able to chase down the car the two suspects got away in. this information could prove to be crucial as sfp announced they had made an arrest in the sacramento area, one of the suspects involved in this

fight. this fight happened about two hours after the game ended between the giants and a's. that was roughly around 5:50 p.m. at 2nd and king here in san francisco. there were four people involved, two men arguing with a man and a woman. that argument escalated. one man punched another man in the face. that man ended up getting a broken tooth. the woman believed to have been a companion of the male victim. she tried to break up the fight and got knocked unconscious by one of the men. the suspect took off but the witness was able to chase down and remember the license plate of the car the suspects drove away in and that information was crucial to an arrest which police say was in the sacramento area of one of the suspects. here is an audio clip now where police describe the scene. >> i have a female about 30 years old who was knocked unconscious and hasn't regained consciousness. >> reporter: when you hear about fights at or near a ballpark it brings up the story of bryan stow, the giants fan

brutally beaten three years ago when he attended a game at dodgers stadium. he has permanent brain damage. on wednesday a jury awarded $18 million in damages to stow saying poor stadium security was partially responsible for the brutal beating. if you recall from september of last year here in san francisco, a dodgers fan from fort bragg, jonathan denver was stabbed to death near at&t park near the area of 3rd and harrison after him and his dad got into an altercation with fans. prosecutors did not file charges because they couldn't prove it wasn't self-defense. back out here live, at least one suspect has been arrested in this case. the woman who was knocked unconscious is being treated at sf general this morning. she is responding well to treatment. i also asked police through e- mail whether they have found another suspect in this case. they say they did not know. we will learn to track more information on this case throughout the morning on our social media, twitter and facebook as well as ktvu news

at noon. live in san francisco, brian flores ktvu channel 2 news. one year after the disappearance of 21-month-old daphne webb of oakland police say the case has been moved to the district attorney's office. last night daphne's family marked the anniversary of her disappearance by holding a vigil at 79 4th 79th avenue and international boulevard. that's where john webb reported his daughter missing. he said he went inside a market and left the 21-month-old in the suv with his mother who has dementia. police looked extensively for daphne. >> how did she disappear so well. that's what i'm angry the most about. there's no trace of her nowhere. she just vanished. >> john webb was the only person of interest ever named by police. he was arrested the day after reporting his daughter missing, then released after prosecutors declined to file charges. he died in may. family members say he committed

suicide. time is 8:36. a shootout yesterday at a jewelry snore santa rosa sent the store manager and a would be robber. to the hospital. this happened after 1:30 yesterday afternoon at bennett valley jewelers witnesses say two men burst in and shot the store manager in the arm. the shop's owner chased after the men firing shots at them. one of the men fell to the ground after being shot. he was held down by an off-duty police officer. the other man may have been wounded as well, but he got away. >> i feel bad for everybody in the store that had to experience this. it's horrible. >> now the store owner fired shots at other armed robbers just last summer. that store may now install security doors to buzz customers in and out. the wounded store manager will be okay we're told while investigators think the suspect who got away may have left the area. brentwood police are searching for a 14-year-old boy linked to a sexting scandal. he's a student at adams middle

school and a felony warrant was issued for his arrest last month. the 14-year-old has not turned himself in and has not been home when police officers went there to arrest him. the warrant is for an incident in march involving students exchanging partially nude photos of themselves. one student allegedly used an incriminating photo of a girl to force her into sexual acts. we don't know yet if the boy wanted by police is that same student. time is now 8:38. the city of oakland unveiling a plan to bring electric street cars back to the heart of oakland. oakland had a large supply of electric trolley systems called the key system. it took riders to many bay area cities including san francisco, but it was dismantled about 60 years ago. now oakland is looking at an updated version that would run a line from the amtrak station to jack london square, up broadway into the macarthur b.a.r.t.

station. >> and that would be clean and green and not use fossil fuels, but it would also bring back us to the future. >> now this idea is being explored through a $300,000 grant from caltrans. if there's federal money available, the street cars could possibly be running again in oakland by 2017. the oakland a's have bay area bragging rights after taking three of four games from the san francisco giants in the latest bay bridge series. yesterday at at&t park the a's batted around during a four-run 6th inning. that included a 2-run homer by josh donaldson. the a's went on to win 6-1. the a's have the best record in the majors while the giants lost for the 19th time in their last 23 home games and remain in 2nd place behind the dodgers. there's an important meeting today with the a's about a lease extension at the come coliseum. oakland city council members want to change the agreement and have the a's pay millions

welcome back, time's 8:44. let's bring you up to date on some of the top stories we're following. the planes at oakland airport are taking off and landing on schedule despite a small fire earlier this morning at terminal 1. there's some of the burn spots, large burn spot on the wall near the baggage area. authorities detained a man for questioning about this. a witness tells ktvu that man set the fire, then tried to escape by getting on a bus, but he was captured before he got away. also happening today, hundreds of people right now

are in line in san jose to get free school supplies for their children. a local charity there is helping them out and collecting donations. ktvu's janine de la vega joining us live now from san jose. you've been out there all morning. and you have more now on how e we can all help out and also on how great the need is for this. >> reporter: good morning dave. we're here at sacred heart community service where is they just started registering children to receive free backpacks and school supplies. people here have been in line since 10:30 last night. these people say it just costs so much to live here. they can't afford to buy extras. they're worried about paying rent. we want to go to a shot of what it looks like down monterey road in front of sacred heart community services. there are at least 400 people in line and it keeps growing. last year the nonprofit had to turn people away. the goal is to collect 2800 backpacks and they need help

from the community. this is the 12th year the charity has been doing the give away and each year the need grows. there's a great divide in the bay area between affluent homeowners and those struggling to pay rent in low income neighborhoods. the agency says the last thing children need to stress about is being prepared for school. here's what one student told us about her family situation. >> since my dad's the only person working in the family. like he also has to give money for the gas, for the food, for the rent, and for the bills, so it's been kind of like kind of hard to get other extra material we may need. >> reporter: we're told by say credit sacred heart that the average cost to buy a backpack and school supplies is about $75 which is a full day's work for those making minimum wage. donating a backpack, any color but blue and red. they need supplies like school folders, scientific calculators, 3 ring binders,

in richmond. reporting live in the newsroom, pam cook ktvu channel 2 news. time is 8:48. highway 17 in los gatos back open this morning after being shut down yesterday because of a deadly crash involving a big rig and at least ten cars. >> this is the worst wreck i've ever seen. >> looking if my rearview mirror, and i see all of these cars getting hit by the truck, and i'm thinking to myself i've got to brace myself because i'm going to get hit. >> now lieutenant with the chp said this looked like a war zone. a 26-year-old man from santa cruz was killed. seven people were taken to the hospital. the truckdriver told ktvu he tried slamming on the brakes, but realized he couldn't stop as he was barreling towards slowing traffic. >> i feel sorry for the person who lost his life. i'm sorry to the person who got injured during the accident. >> now that truckdriver has only been driving trucks for about three months. the owner of the truck showed

ktvu paperwork indicating they did perform safety check yesterday morning before the crash. the chp promises a thorough investigation. sal gave us excellent coverage on that accident yesterday, and he joins us now to let us know what's going on on 280. >> we are looking at a commute much better than yesterday. 280, 101, 85, we're definitely getting that friday effect. we are still seeing some slow traffic. i don't want to mislead you, but it's certainly not as deep as it has been on a regular weekday. let's go out and take a look at the san mateo bridge. we had an earlier crash at the top of the 8:00 hour. that has been removed and traffic is beginning to recover on the way to foster city. the bay bridge, we've also seen a lot of improvement. it's been steady, 10 minute drive across the span. here's steve. thank you. lots of great reports coming in today. there's drizzle and 2 minutes later the fog is lifting, heavy drizzle in the santa cruz mountains, measurable amounts. my gutter's been flowing for a

couple of days. the low clouds, looks like some areas in the sun. it's very mild to warm, tropical clouds continue to push northward. i expect those to pop up over the sierra later today. i had a report from kelly in bridgeport, 15/100, no lightning, there's a lot of tropical clouds continuing to stream from the southeast. the fog is definitely there but getting maxed out a little bit. it's mild to warm for some. 60s already. it's warmer in mountain view than it is in travis. they have a southeast wind, they have a west wind. that will do it every time. the west wind gusting to 26 miles per hour. southeast, finally turned in mountain view, south at sfo west at hayward, south at half moon bay. that's a muggy direction. you get out towards travis, 21 gusting 26 due west. usually you see west, southwest, due west concord, napa. a south wind in santa rosa is a cool direction for this time of year. kyle sent a nice picture from petaluma. tropical clouds heading north

and the thundershower activity there. partly to mostly sunny skies. if you're heading to the mountains up to shasta or tahoe and truckee, be advised there could be some thunderstorm activity. what's causing it is this low. we call it a double barrel but it's going o'to slide towards northern california and fight the high building in from the four corners over the week. there will be a gradual decrease in fog and slightly warmer inland temps. today the drizzle will give away to most lie sunny skies. could be some higher clouds later. 60s, 70s to low 80s inland temps no doubt running cooler. coast and bay are pretty close to average. again, it looks like warmer inland temps, especially early next week. time is foul noh now 8:522. he locked himself inside a hot car on purpose. >> after the break, what that police officer said it felt like in there in just a couple of minutes. >> i feel like i could bake cookies.

8:556789 happening today dozens of new officers are about to join the california highway patrol. more than 60 cadets will be sworn in during a chp graduation ceremony this morning. the men and women have been through 27 weeks of training. today's ceremony is at 10 a.m. at the chp academy in west sacramento. next month the chp will conduct a special operation aimed at reducing the number of motorcycle crashes on highway

12 in napa and solano counties. extra police officers will be out looking for violations by drivers and motorcyclists. statewide the chp says deadly motorcycle involved crashes dropped 35% from 2008 to 2010, but then they rose 29% by 2012. louisiana police officer getting nationwide attention this morning because he locked himself inside of a hot car for 10 minutes on purpose to show how quickly that heat can turn deadly for children and for pets. >> my undershirt is soaking wet. my socks soaking wet. >> within seconds you can see he was sweating, 9 minutes in he said i can't breathe. the police department is hoping this video will discourage anyone from leaving a child or a pet inside of a car, not everyone for a few minutes -- not even for a few minutes. robert red fordford will
