as you can see the traffic backing up and this comes at the height of the commute. across the bay, there are major problems after a tanker truck crashed this morning and tonight we are learning the kajso bad it -- damage is so bad it may not reopen till tomorrow morning. good evening. hello. i am frank somerville. >> and i am julie haener. >> the crash happened at 7:00 a.m. on sir francis drake boulevard. it is a road many drivers use. it is now 6:00 p.m. and chp says the road is so damaged crews have to repave over night and that means the road won't reopen till the morning even though all day we heard it would reopen tonight. ktvu's tom vacar is live now where he has been talking with experts about how the road conditions may have played a part in the crash. if you look over here you will see sir francis drake boulevard remain as parking lot.

a few minutes ago a large tractor-trailer tow truck moved in to right the vehicle. it is hard to imagine how such a small road would wreak havoc on the north bay community. >> the california highway patrol says this truck ended up on its side because the gas inside shifted its position by sloshing around. >> in order to make that -- those tanks turn over it had to have been some quick movement. >> that may or may not have been the driver's fault. >> someone got in his way. speed. of course it could be another one. the same thing would happen. flip it. the shifting of the liquid, even a low -- dry load could

make a difference and that gravity wild pull it over. >> the driver christopher knight did not appear to be injured or impaired. >> i am not sure what the reason was. that is under investigation. >> reporter: the gas under mined the integrity of the road, a section will have to be replaced before traffic can resume tomorrow. but it could have been a lot worse. >> thank god it didn't go up in flames. >> reporter: here in the west gate of san quentin state prison a number of large construction vehicles went through. if you go over here to the left you will see a large flatbed truck and that truck is here for one reason, and that is to pick up part of this truck, the tractor or one of the tanks or

both of them. we will find that out shortly. debora villalon will be here for the 10:00 p.m. news. this is tom vacar,. >> reporter: tom vacar ktvu channel 2 news. the scene is on interstate 80 near the travis boulevard exit. a tanker drove off on to the shoulder, tipped over and caught fire about 3:20 p.m. the driver was unharmed. there is no word of other injuries. initially all lanes were shut down. currently the right lanes on eastbound 80 are still blocked. and it could be a few more days before four water damaged stores at san francisco's union square will reopen. crews pumped out water and tried to make repairs. they are among 7 where basements were flooded after a water main was broke.

authorities are still trying to total up the cost of all the damage. frightening scene inside a restaurant as a customer and employees tackled a man wielding a knife. ktvu's cristina rendon is live where she talked with people who saw the whole thing happen. >> reporter: we know one employee who helped out in this incident just started his shift but management doesn't want to talk while there is an ongoing investigation but police say the employees and a good samaritan are responsible for taking this man off the streets. >> i hear commotion. and someone screamed get him. >> reporter: a man wielding a large knife inside this mexican restaurant had customers calling 911. >> when i turned the corner he had his hand up like he was getting ready to stab someone. no doubt in my mind he would create harm to someone.

>> reporter: he was eating when he made the decision to join two employees to stop the man from hurting anyone. >> he was trying to stab at us. >> they wrestled the man to the ground, stripping him of the knife and restraining him. >> someone gave me handcuffs and said do you think this will help? >> reporter: police say the 26- year-old was intoxicated and walking through had restaurant with a knife because he thought someone -- through the restaurant with a knife because he thought someone stole his cell phone. >> it could injure several people. >> reporter: they prevented a very violent situation from unfolding. he doesn't consider himself a hero. he is just glad to be alive. >> i didn't think about much. got to get the knife away from him. >> reporter: he is now in the county jail. other customers say they are

very grateful for the employees and to the good samaritan for stopping a very scary situation. cristina rendon, ktvu channel 2 news. police are warning residents to keep an eye on their alarm systems after a home burglary this weekend. police say it happened sunday afternoon on cloud view road. officers found the home's windows smashed. police say the suspect disabled the alarm system and telephone line before entry so police weren't notified. the suspect took off with jewelry, a laptop and alcohol. police are advising people to check their alarms for any tampering. there is a new development tonight to a story we brought you last week about a pension change leading to retirements. we are learning about hazmat workers in contra costa county who are among the latest to call it quits following the change.

3 hazmat employees are retiring. county employees will no longer be able to count unused vacation and sick leave towards their pension. at least 2-3 are retiring because of the change. he says remaining employees are filling the gap. >> we stepped in to fill the void that has been left. while we are in the process of hiring new people, and train them so they could respond. >> in addition to that one hazmat officer was promoted and another is moving. meaning the county will have 14 hazmat specialists instead of 19. ktvu channel 2 news sources tell us 100 employees put in for retirement in contra costa county and alameda counties. a law maker is part of a delegation of politician who left for central america.

planning to meet with dignitaries to discuss trade and immigration issues and darrel steinburg says they will better understand the crisis involving unaccompanied children into the united states. and to figure out what california can do to help. >> we want to see what we can do to inform the debate and come back and make recommendations to our state government and national government. >> an estimated 57,000 illegal immigrant children crossed the boarder since october. they are expected to return home on july 23. new at 6:00 p.m. a bay area police chief is asking for help from law enforcement agencies tomake an immediate impact on crime. ktvu's paul chambers is live now in antioch where he learned the city authorized the additional funding but some people say it is not enough.

paul? >> that's correct. the police department didn't make anyone available to talk us to but the police chief took to facebook, he says weapons, illocal drugs and gangs are his top priority. >> reporter: antioch is experiencing a spike in crime. there have been 14 shootings. today one local pastor said it is time people reclaim their streets. >> we have to partner, i believe,s the community resources and -- believe, the community resources and programs, we have it connect with these people. >> reporter: current staffing levels make it hard to fight crimes. he took to facebook telling people his plan. she asking the contra costa county -- he is asking the contra costa county offense to provide officers -- to provide officers. and the fbi to help with cases involving illegal weapons.

>> i think it will help make certain people feel maybe more safe but i don't think it will help make an impact in the gang problem. >> they are searching for something on the streets that -- that -- that -- searching for love. >> reporter: they know first hand all are former gang members who have done time in prison. once they joined the church they left the gang life behind. >> we made a priority to when we hit the streets we target specific areas where we know that those spots are hot. so we are on a mission. >> reporter: the church will told a stop the violence march and rally saturday. additional funds will be used for weekly suppression and live paul chambers, ktvu channel 2

news. police in san francisco arrested a fifth person connected to a food stamp fraud ring. he is suspected of being part 7ç ?re@pí.pmw say was run out of a china town store. she facing a slew -- he is facing a slew of charges. she due in court tomorrow. b.a.r.t. is getting back lash from one councilman for not public sizing -- he believes b.a.r.t. is going out of its way to conceal information from the public. he says over the past year the current board shown mismanagement, specifically during the strike and he believes b.a.r.t. is hiding the elections so board members can run unopposed. >> they have 5300 posters on trains. i can't find any.

investigators released a sketch of a man who harassed a woman. the panel followed the woman to her car last -- the man followed the woman to her car last week and the woman found a suspicious liquid inside her car. investigators say the man may have followed other women in the area. he is between 19 and 25 years old. new at 6:00 p.m. san francisco police are celebrating the clean up of a park that has long been plagued with violence. the park is the target of a first of its kind police unit created to add security and new programs so families could have a safe place to play. it is in the mission district. ktvu's david stevenson takes a look at the program that families say has changed things for the better. >> reporter: a sunny summer morning brings dozens of kids

and adults to garfield square park in san francisco's mission district. >> more to do here. >> reporter: a big change from 10 months ago. >> there is more kids playing since it is safer. >> ready, go! >> safer kids and parents say since the san francisco police department partnered with the ymca. bringing programs and four police officers to the park. >> there were gangs here, narcotics, alcohol. >> reporter: and violence. including a homicide near the steps of the park. the additional officers give visitors a sense of safety as they engage with neighborhood kids. outside agencies come into repair and clean up park grounds. >> weeding. pulling out anything they need  us to. clean up around the park.

>> stuff including flag football, free food and film nights and the snow carnival. >> there are still kids that parents -- because of the perception of the park, still don't want their kids coming out into the park but that is changing. >> reporter: they hope to expand to other city parks to keep kids and parents engaged. david stevenson, ktvu channel 2 news. relatives of a teenager who was killed by a train are upset that someone posted updates on instagram as if she was still alive. this is her instagram account. back in march she was struck and killed by a train. many community members are outraged and posted comments requesting the account be deleted. >> somebody's name is there and

they are no longer with us. >> we contacted instagram and around 2:00 p.m. this afternoon the account was taken down. california's drought situation has water agencies and farmers turning their focus to recycled water. two million acres are going without state or federal water allegations but waste water could offer relief. it is water that has been used and treated to be reused. governor jerry brown is accepting grand applications looking to build water conversation systems. $200million will be awarded and our coverage continues on www.ktvu.com. we have a section that is dedicated to the california drought including information on how ta-curve.

-- to conserve. hot out there. humid towards the afternoon. high clouds moved in after lunchtime and moistened the atmosphere. it was hot today. temperatures cooled off with the cloud cover and with the strong push of onshore winds. here is the moisture from the southwest. that is moist. spawning showers and thundershowers east of here. i had reports of showers by san francisco and pacifica. redwood city had showers. you can see showers showing up towards stenson beach. it has been very light. and scattered. not a real issue for us right now. there is always that chance for a thundershower. that is something you worry about. this type of pattern could produce that. right now all the thundershowers are east of the area. i will update the forecast at 10:00 p.m. here are the current

temperatures. temperatures cooled with the strong onshore wind. winds are blowing. winds in fairfield 26. strong winds in concord, in san francisco, airport, livermore valley. it is cooling the service but aloft we are getting moisture from the gulf of california and that is adding to the humidity and the mugginess you feel tonight. that is tomorrow morning. cloudy. and then it warms up tomorrow. cooler tomorrow than it was today. but it will feel the same. instead of 100 degrees, 80s and low 90s in the hot spots. vacaville 94. down 6 degrees. antioch 93. instead of 100. cloudy all morning and clears in the afternoon and temperatures look like these. warm, mild temperatures over night and a sticky deal tomorrow and then it should go.

one of the slowest sports days of the year. the rain let up in minneapolis and they are just underway. this is last year's activity since we haven't started this year's stuff. yoenis cespedes of the a's won it all and this year he will not only be back to defend his crown but he will be joined by that man, josh donaldson, got himself 20 home runs this season and the a's had concern about these guys getting hurt or messing up their swing and he was just slightly under joyed when he heard the news both would be participating.
