one of those women was also killed. we will hear from a witness in a moment. first, though, to the scene. >> reporter: this is where it came to an end. the suspect vehicle and all this. a blue suv, covered up, there are still dead bodies inside or next to it. we can see a mobile command unit. they shut this intersection down. and all the police cars behind that, according it onces were the vehicles that fired on -- witnesses were the vehicles that fired on the suv. witnesses said it was a shoot out through the neighborhood that went in a loop. we talked to one person who saw the suspects firing on a police car. as the chase went through the neighborhood and came back around a second time, there were more officers. this is where it came to an end. a lot of people were scared. some people had to duck to avoid the fire. they saw police officers

returning fire. and that blue suv has dozens of bullets holes inside it. some people were taken from that, suspects, to the hospital for treatment and at this point they have everything locked down and we have seen the district attorneys making sure everything is investigated thoroughly and to make sure what happened, who was inside the vehicle and where to go from here. this intersection will be closed for a while as they try to figure out where the bullets are, some may have hit houses as well. ktvu channel 2 news. >> this started at 2:30 p.m. this afternoon when police say three men robbed a bank of the west in stockton. they took off in a stolen suv with hostages inside on a high- speed high-speed chase. that went on for an hour. witnesses say the hostages were terrified and crying as they left the bank.

>> three bank robbers with guns pointed to the women. they had them to their head. >> witnesses say they heard police fire 100 shots at the vehicle, no officers were injured. and we are continuing to follow this breaking news and getting the latest. another live update at 6:15 p.m. tonight 2 investigates the long wait times for ambulances to arrive. when san francisco firefighters call for a ambulance help is supposed to arrive within 10 minutes but there is concern about increasing wait times during emergencies. 2 investigates and ktvu's tara moriarty discovered response times are getting longer and firefighters fear lives are at stake. >> reporter: san francisco is facing a rise in the number of 911 calls and the majority are for medical emergency.

>> reporter: firefighters tell 2 investigates that over the past four months wait times spiked. >> 30, 35, 40 minute waits are longer. >> reporter: it got so critical he sent a memo to the chief on may 12 saying this current situation is unacceptable. and needs to be addressed as soon as possible. >> what is happening to fix that? >> i share his concern. everything he wrote. >> she is aware of the trend and taking steps to fix it. >> always been challenging to get to the 10 minutes but we have been in that percentage basis. now we are seeing excessive 12, 13, 14, 15 minutes. >> we obtained memsuppose dispatch reports showing many incidents where ambulances took longer. a patient was trapped after a car slammed into pole. the ambulance took half hour to

arrive. another patient waited 25 minutes and patient who was not breathe, 1 hour and 20 minutes. >> we were serious when we asked for $10 million into our ems division. we got 3 million. i think it is steps forward. >> i think part of it is excuses, excuses, excuses. >> the city gave the fire department millions in 2012 to purchase ambulances but an audit revealed not a single new ambulance arrived. >> a big part of my job is to make sure the money is there. when it is not used, why? >> it shouldn't take 2, 3 years to get new balances out there. >> doing business in the city could be challenging. there is the process -- the process can be slow.

>> the delays were partially due to ambulance design changes. >> reporter: an order was placed and 14 new ambulances are expected at the end of the year. many however will only replace warn out vehicles. >> 175, 200,000 miles on them. >> we need a more reliable fleet as opposed to a bigger fleet. >> reporter: firefighters tell us they can't wait months. quentin state prison. rob? >> reporter: there are 748 inmates on california's death row here at san quentin state prison. it appears none of them will be executed for some time, if ever. >> this ruling is huge. >> an organization aimed at doing away with capital punishment wasn't surprised with the judge's ruling. >> the system is dysfunctional. it is expensive and there is no prospects of anyone who has been sentenced to death actually being executed. >> reporter: he waited 20 years for the killer of his daughter to be executed. >> another slap in the face to the victims of the state of california. >> california voters favored the death penalty, and he hopes the ruling will serve as a wake up call to fix the broken system. >> it is not about anything

tichelman's attorneys who says she not to play for forrest hayes' death. ktvu's azenith smith spoke with the santa cruz district attorney about the case. >> we are confident it is clearly not a murder case. >> reporter: the attorneys for alix tichelman are speaking to the media. >> there are five kids without a father today. but to blame alix tichelman for his death is unfair and wrong. >> reporter: the attorneys say the u.s. embassy -- the high- end escort was not to blame for forrest hayes' death. >> he was a lucrative source of income to her. she appreciated his generosity and she had a motive if any to elongate the relationship.

unit. there was no community alert issues and they had fire under control quickly. >> under quite a bit of pressure. the concern was get the fire knocked down and the secondary concern was to get the processing line shut down. >> chevron says the fire did not happen in a pipe or crude oil processing line. the company says a hose failed in a non-operational area of the plant. the hose contained parsley refined hydro carbon that caught fire. in 2012 a pipe failure caused a explosion and fire that released a giant plume of smoke. thousands of people were hospitalized with breathing problems. next week the city counsel will debate whether to approve a permit for the effort to upgrade the refinery. one condition to be debated

whether to allow them to replace just some of the pipes. some officials say they want to see the entire refinery upgraded. police say it appear as 9- year-old girl who drowned in a swimming pool was reaching for a ball when she fell into the water. this morning children's sures were next to the pool. an 11-year-old girl who lives there was among the first to find lahee hong at the bottom of the pool yesterday evening. >> it looked like we saw them swimming and i didn't say the girl before and we were bout to get in the holo-- about to get in the pool. >> an employee pulled the child out of the water and began cpr. the girl was rushed to the hospital where she died. proposal is moving forward that would place a tax on soda in san francisco. the committee voted to forward

a soda tax measure to the full board with a recommendation of placing it on the november ballot. if passed a 2-cent per ounce tax would be tacked on. the full board will take a voted next tuesday. a special meeting is happening right now that could determine the fate of the a's. the city counsel will voteoon 10 year -- vote on a 10 year lease expension. it is a result -- expansion. it is a result of a 10 month negotiations. mayor jean quan is asking them to hold off on voting so the administrator could negotiate more details with a's owner. >> i am hoping we keep the a's here in the city of oakland. [ indiscernible ] >> the agreement must be approved by the city counsel and the board of supervisors

which is set to vote july 29. new at 6:00 p.m. some of the harshest  restrictions for fines for excessive water use is right here in the bay area. it turns out there is a simple way to find out who is wasting water. this comes after the state imposing water waster fines yesterday. john fowler shows us how electronic monitors are watching every drop of water that is being used. >> reporter: 70,000 people are under the toughest water restrictions. [ indiscernible ] >> i don't flush every time i use. i am sorry. >> reporter: no car washing. only twice a week water and a limit of 150 gallons a day. the last two months 86 customers have beenified for violations -- been fined for violations. >> we are looking for the

people ignoring us or violating. >> reporter: each meter box has radio transmitter reading the meter. the system tracks every customer's individual water use by the gallon hour by hour. >> something happened at 10:00 a.m. and the water is on,. forecast or leaving the forecast. there have been thundershowers in northern california and that is the last thing we needed. we didn't get them. we had sprinkles last night. san francisco, pleasanton, 81 fairfield. 85 antioch. highs today were cooler than yesterday. highs tomorrow because of the stretch of marine layer will be -- are going to be -- about the same or cooler. it will get over the coastal hills. that pushes cool moist air in our direction. mammoth lakes, this area. a lot of rain but dangerous this time of year. it clears out and we clear out. more sunshine tomorrow but despite that we will be on the cool side. now we are seeing a strong onshore flow of wind. fairfield gusting to 40 miles per hour. 40 miles per hour. this is cool moist air.

everybody is cooling off. concord gusting to 24. pass winds gusting to 35 miles per hour. san francisco airport 25 miles per hour. westerly. it will keep fire danger low and keep temperaturing down -- temperatures down. friday looks similar and the weekend warms up. here is what is happening. high pressure move offs. this is the maker of the moisture. as it moves out of here high clouds clear away and the fog reestablishes itself. the low pushes the fog inland. that is where we are now. tomorrow this low dominates. tomorrow a lot like today. here is the deal. friday like today too. so, i said it. into the bay area weekend, there are changes. stick around for those. highs tomorrow, then, 70s. 90s to the east.

suspects opening fire on police. police say one hostage was shot and thrown out of the suv. another woman was thrown from the vehicle when the chase dime an -- came to an end. one of the women was killed and one of the robbers was killed. no offenses were hurt. -- officers were hurt. more coming up at 10:00 p.m. in the mean time, more nba free agent signings today as summer league basketball is still being played. >> and the warriors make another move, this one to bring back a former warrior. mark is up next with all the details.
