"mornings on 2" starts now. you are looking live at highway 101 in sunnyvale, the scene of a deadly car crash. the offramp reopened just 20 minutes ago. four people were hurt and one person was killed. ktvu's janine de la vega has been on the scene since 4:30 this morning. coming up in two minutes, she will tell us what we're learning about the driver and also the victim. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning, tc. >> good morning, dave. i'm dave clark. let's talk about weather and traffic and steve has a lot to tell you. >> i do. we do have a lot of fog here and some drizzle by the coast. parts of san mateo coast, i know up to pacifica and half moon bay. the sierra nevada, the big story here today. it was yesterday. if you are not up there, it's not a big story. but if you are heading up there, it will be. flash flood watches are out. things are quiet now.

everything collapses when you lose the afternoon heating. they will pick up later this afternoon. that flash flood watch goes out until 9:00 tomorrow. plenty of low clouds even though water temperatures have warmed up 57, 16. the fog has no problem forming. 50s, 60s. that's one of the reasons the lows are running lower. for most temperatures are on the cool to mild side. but still a lot of 60s here. typical july pattern. coast, drizzle here. fog, sun, briz. 70s, 80s inland. 60s 70s, coast and bay. here's sal. we're still looking at a commute that's pretty good especially compared to the other days this week as we look at the bay bridge toll plaza. there is a backup here and those middle fast track lanes. it's only a 10, 15-minute drive across the entire bridge. traffic is very good on some of the approaches. 880 looks good. now, this commute usually doesn't slow down until 8:00 but on fridays, we might have a

lighter-than-usual commute. let's take a look at livermore. westbound 580, we have a little bit of slow traffic in livermore. i do mention that southbound 880, i want to take a look at this, southbound 880 as you drive to fremont, there is slow traffic because of an earlier accident in the corridor near stevenson. unfortunately, we've not been able to get rid of all of the traffic. it slows from tennyson to the main part of fremont. topping our news, a birthday celebration turned into a highway tragedy in sunnyvale this morning. one person was killed. four others were hurt in a crash on highway 101 near the lawrence expressway. the offramp just reopened 20 minutes ago. ktvu's janine de la vega joins us from the crash scene with what she's learned from investigators. >> reporter: well, all morning, sal, the chp had been telling us that the male driver in this accident was the husband of the female passenger that was killed in this accident. but now they are saying the

story is changing and that they are seeing chatter on facebook that they were not husband and wife, that everything in the car was related and -- so they can't confirm it was the husband and wife -- the husband that was responsible for causing this accident that killed his wife. we do know, though, that the chp is telling us that the driver had been drinking. when chp officers arrived, they found this honda accord overturned in a ditch near the lawrence expressway offramp from northbound 101. authorities say the male driver of the honda was speeding and lost control while turning on the offramp and flip it over -- flipped it over. four passengers were inside. one woman was partially ejected. the emergency crews rushed to the scene. her injuries were so severe she died. the driver and remaining three passengers are at the hospital. they have moderate to major injuries. they are expected to survive.

authorities say noun of them were wearing seat belts and appeared to have been intoxicated. >> i wish i could say that this is my first time having this happen. however, unfortunately, it happens all of the time. people have to slow down, put their seat belt on and don't drink and drive. >> reporter: the chp says after interviewing the people in the vehicle, they told the officers that they had been celebrating the 23rd birthday of the surviving female passenger. the woman who died is the registered owner of the car. we were told by the chp that she as well as the male driver were from san jose. the male driver has been arrested for dui and vehicular manslaughter. their identities have not been released. they are trying to sort out, who they are, what the relationship was between them. but very horrific and tragic accident that happened this morning. reporting live from sunnyvale,

janine de la vega, ktvu channel 2 news. >> thank you. now to our continuing coverage of the malaysian airline blown out of the sky. cnn quotes an official who says that it appears that russian separatists shot down the aircraft from inside eastern ukraine because many passengers came from europe, asia and north america, the united nations is holding an emergency meeting in new york right now in hopes of easing international anger. the plane was flying from amsterdam to kuala lumpur. it went down in eastern ukraine just about 30 miles from the russian boarder. pro-russian separatists and ukrainian forces have been fighting over the area for the past three months. but this morning, russian president, vladimir putin, asked both sides to lay down their weapons and negotiate a peaceful end. right now fighting apparently continues near the crash site.

also a spokeswoman for ukraine's emergency services says rebel militiamen are interfering with the recovery operation at the crash site. alex savidge has been monitoring the story from the newsroom and has an update. >> good morning to you, tori. airline officials this morning did release a more detailed breakdown of who was on board that plane that went down in ukraine. so far, no american passengers have been identified. still, we do understand u.s. officials will play a role in this complex investigation. this morning a number of news outlets report that ukrainian rebels will allow the ntsb and the fbi into that country to examine the crash site and they will work in an advisory role. this is video from the debris area this morning. now, tracking data from spy satellites and rayar show the jetliner was hit by a missile while flying at 33,000 feet in the air. officials say they've recovered 181 bodies so far but there are still more than 100 people

unaccounted for. malaysia airlines has faced some tough questions about the decision to fly over ukraine, much of which is controlled by pro-russian separatists. recently, airlines have chosen to fly around the troubled airspace. but this morning an airline official pointed out this flight path had been approved by the international civil aviation organization. >> other airlines would fly through. [inaudible ] this is a tragic incident. it could have happened to any of us. >> there were a total of 298 people on board that flight. malaysia airlines says 173 of them were dutch. mourners have created a shrine outside of the dutch embassy in kiev. other passengers on board came from australia, belgium, canada, germany, new zealand, southeast asia and the united

kingdom. this was the scene in kuala lumpur as relatives of some of those on bord arrived at the airport there, many in tears. a short time ago a representative from malaysia airlines said the company will be giving the families of each passenger an additional $5,000 payment to help them during this difficult time. alex savidge, ktvu channel 2 news. >> thank you. the downing of this plane is deeply's affecting the a.i.d.s. research community in the bay area and across the world. many of the passengers were headed to this weekend's international a.i.d.s. conference in melbourne, australia. one of the speakers of the event, former president bill clinton who personally knew some of those researchers on flight 17. >> it's awful. i mean, the -- those people are -- they are in a way martyrs to

the cause that we're going to australia to talk about. >> 14,000 people are expected at the a.i.d.s. conference. it will go ahead as planned to honor the victims' memories. a special notice from the faa has been issued banning all american air carriers from flying into eastern ukrainian airspace until further notice. overseas travelers are understandably nervous about this latest disaster, wondering if there's danger where they will be flying. we talked to a woman at sfo who is traveling to the former yugoslavia. >> this is making me more nervous. i stop. we land in munich. >> now, the aviation expert says the russian/ukrainian border is so unstable, that back in april, u.s. carriers were told not to fly within 200 miles of where that flight has was shot down yesterday. that ban has been expanded to include all of eastern ukraine.

time is 7:15. we're following developing news from san francisco where a man was arrested in connection with an early-morning fire. just about an hour ago, our cameras caught the man being led away from the home on may flower street in bernal heights in handcuffs. the fire began just before 4:00 a.m. when firefighters arrived, they found a suspected marijuana growing operation on the second floor of the home. >> they could see indications that there was possibly a grow operation going on. >> so, for instance -- >> you know, plant growing and lights and things like that.

>> fire crews say no one was hurt. the cause of the fire remains under investigation. we're learning more about the woman who was held hostage and later killed during wednesday's bank robbery in stockton. family members and friends of 41-year-old misty holt-singh say she was a devoted wife and mother. she had a 19-year-old son and a 12-year-old daughter. the family's really worried about the long-term effects on her daughter since she went with her mother to that bank. >> my understanding is she was reading in the car while her mother went in to get money for a haircut. and that's why she stopped at the bank. they are literally taking it not even one day at a time. >> now, holt-singh's facebook page has become a memorial. she worked at a dentist's office. she was married for 14 years. the police don't know if she was killed by the bank robbers or was accidentally shot by the

police officers. 7:16 a man who used to live in daly city is back and facing new criminal charges after disappearing in 1993. francisco ligasi was supposed to be sentenced for filing false tax returns 21 years ago but went to mexico. the irs couldn't find him until agents tracked him down in canada through his facebook page. canada extradited him. he's entered a guilty plea to the original tax charge and for failing to appear in court. he faces up to ten years in prison and a $1 million fine. fed-ex is under indictment from a grand jury in san francisco. prosecutors say the shipping company has been transporting prescription drugs for illegal pharmacies. they say fed-ex has ignored warnings from several federal agencies for several years. the prosecutors add fed-ex stopped using the usual

35 homes and is threatening hundreds more. it's burning outside of north central washington. the wildfire has grown to more than 7,000 acres and is forcing hundred of people to pack up and leave their homes. >> mine is up there. it's under attack, too. i had to leash. i'm just trying to get these kids out of here. >> it's really something. even last night, i mean, it's way worse now. but last night, it really looked like, you know, the calderon of hell. you could see flames everywhere you looked. >> this fire is one of more than a dozen burning in washington and oregon. the thousands of firefighters battling the huge flames are dealing with hot weather, strong winds and also lightning strikes. the main routes for washington remain closed this morning because of the heavy smoke from the fires. police say that smoke played a big role in a multi-car crash on interstate 90 near the city of vantage yesterday. more than a dozen people were hurt in the crash involving 15

cars and nine big rigs. 7:25. the shasta county sheriff's department investigating the death of a person whose burned body was found near the origin of the bully fire. investigators say it appears the victim died trying to escape the fire but they still don't know exactly how the person died. that death could mean extra charges filed against the man who started the fire. investigators say he started the fire while driving to his illegal marijuana farm over dry grass and his truck's exhaust sparked the fire. the flames have burned 11,000 acres. it's 49% contained. 7:26. struck twice by tragedy. both times involving malaysia airlines. after the break, the story of a woman who lost relatives on both malaysia airlines air disasters. >> reporter: we're live in redwood city where several

spots. the carquinez bridge to the macarthur maze. the speeds are up. it looks pretty good from the carquinez bridge to the maze. 65 miles an hour. 18-minute drive time. when you get to the bay bridge toll plaza, things have become lighter. there's only a little bit of bunching up in the middle lanes. it looks good for the most part. if you are leaving oakland from 880 and continuing on to the toll plaza, that's really a good route to get there. there are no major problems on the bridge in either direction really. as we look at contra costa county, this is where we see some slow traffic. we're not seeing anything right now. 580 has a little bit of slow traffic westbound as you drive through the livermore valley. you are also gonna see some slow traffic on 880 southbound as you drive out of hayward an union city into fremont. that's because of earlier problems. 7:32. let's go back to the desk. >> thank you, sal. we begin this half-hour of "mornings on 2" with an update on all of the latest developments surrounding malaysia flight 17. reporters and photographers

took these new pictures from the debris site in eastern ukraine this morning. cnn quotes a u.s. defense official who says it appears that russian separatists shot down the aircraft and the 298 people on board. a rebel leader, though, is disputing earlier reports that separatists had recovered some black box recorders and sent them onto moscow. the rebel leader says no boxes have been found but the search for them continues. meanwhile, there is a report that the ntsb and the fbi will send teams to ukraine to assist in the investigation. this is complicated because this is technically a war zone. the jet went down 30 miles from the russian border, an area that's seen intense fighting between russian separatists and ukrainian forces. there are reports that fighting continues right now not far from the crash site. there were 283 passengers and 15 crew members on flight 17.

189% were dutch. there -- 189 passengers were dutch. there are reports that 80 were children. others came from australia, belgium, canada, germany, new zee lan, southeast asia and the -- new zealand, southeast asia and the u.k. happening right now, the united nations security council is holding an emergency meeting about the malaysia flight shot down over eastern ukraine. a moment ago, they released a statement, they promised a full and thorough investigation and also they expressed their deep concern and condolences for the victims. and president obama is scheduled to make a statement from the white house in about an hour from right now. ktvu's kyla campbell, live in washington, d.c. with details from both the white house and the u.n. meeting. kyla? >> reporter: while we're waiting for president obama to make that statement next hour,

intercepted. kyla campbell, ktvu channel 2 news. the latest airline tragedy in ukraine means double the heartache and suffering for a family in suffering. here is a photo of kaylene mann. she lost her brother and sister- in-law in the disappearance of malaysia flight in march. and then she found out another family member was lost in that latest tragedy. the family is devastated. they are struggling to understand how they could be struck by such horrible tragedies. despite what happened, they are not blaming, they say, malaysia airlines. industry analysts suggest that malaysia may go bankrupt. this tragedy comes four months

after the malaysia plane vanished on march 8th flying from kuala lumpur to beijing. it's bleached the aircraft -- believed the aircraft crashed into the indian ocean but despite extensive searches, the plane has not been recovered. even before the ukrainian disaster, one anlift says malaysia airlines was losing $1.6 million a day and he did not think the company could survive beyond one year. we'll font to follow the developments on the incident throughout the morning and at ktvu.com. you can see more video and photos of the crash scene. this morning, four people in contra costa county looking for a place to live. firefighters are trying to figure out what sparked a fire that damaged two houses. it started yesterday evening at a home in baypoint. within minutes, the fire spread to a neighboring house. that house where the fire

started was destroyed. the home next door suffered moderate damage. we're learning more about a domestic violence call that ended in a deadly officer- involved shooting in alameda county. it happened on busy east 14th street near san leandro. investigators say sheriff's deputies were forced to shoot and kill a man who was trying to run down an officer in his car. just minutes earlier, officers say the same man was vish shusly -- vash shisly beating a woman in front of several horrified witnesses. >> he was smashing her head off the side of the car violently according to our witnesses. he was dragging her up and down the sidewalk and repeatedly beating her. >> investigators say the woman suffered severe head injuries but is expected to survive. ktvu news has learned the man killed was a 37 ymed parolee with a rap sheet for drug and weapons convictions. 7:38. the mother accused of attacking

a young boy who she claimed was bullying her daughter say delays in the court case are ruining her life. the judge delayed the case at the request of the d.a. she will have to wait until late august to find out if she will face criminal charges. sheriff's officials say she put her hands around the throat of a 12-year-old boy at santa rosa's olivet charter school. but her lawyer says witnesses claim she never urtouched the boy. >> all they need to do is call the witnesses that my own investigator did and this matter can be put to rest. >> now, she was visibly upset after the court hearing. by the way, she's the mother of six children. 7:39. happening now -- a major drill at a college on the peninsula with law enforcement officers from all over the country.

brian flores joins us live from redwood city to tell us about the important goal of this morning's drill. >> reporter: good morning. very important drill in deed. we're live at la canada college. several are here to converge on an active shooter drill that will be taking place at the college. talk about -- with all of these recent events happening, the importance of this cannot be understated. >> this is training that we say we want to prepare for and have to never use. ultimately, the focus of today's event is for law enforcement personnel, fire personnel, ems, county dispatch to come together near at the college today and basically mimic as real as we can a scenario that may one day we may be faced with to figure out

the best way to handle a scenario of a person or persons intending violence on a college campus. >> reporter: as we were talking, one of the things you will be focusing on is putting in paramedic crumes earlier -- crews earlier. how do you do that? >> getting people to think outside of the box, push them outside of their comfort zone. law enforcement is familiar with handling things like this. fire personnel, maybe not so much. not all of them that the training. today will be an opportunity for law enforcement to work with ems and fire personnel getting them safely in these senator joes and getting them -- scenarios and getting them to do what they need to do to get them safe and get law enforcement to consider both i fiing threats, help -- identifying threats, helping victims. >> reporter: and you want to make this as real as you can in terms of a drill.

talk about the volunteers and the people who are putting on makeup to make it look like it's a real thing. >> we're using rounds similar to paint baum. it will hurt if you get hit. we have members with tactical training. they are acting as suspects. they are in there. we have law enforcement personnel working through the scenarios, locating these people, trying to find the victims trying to find the suspect and victims have been -- they've had paint put on them very realistically to make it look like they are injured. so as close as reality as we can. >> reporter: the crews that go in there, they don't know the scenario that they are going into. it's been a reaction type atmosphere when you go inside the theater here at the college. if you are go nab in the area between now and -- gonna be in the area between now and 5:30, don't be alarmed. it's only a drill, but a very

7:a. happening today -- most medical marijuana dispensaries in san jose will have to shut down. ktvu's pam cook is in the newsroom with the reason for closures and the actions protesters are taking right now. good morning, pam. >> new regulations go into effect in san jose today that some say basically amount to a ban on pot clubs. want to take you out live to city hall in san jose this morning. you can see some supporters still out there pitching their tents. they have been camping out and protesting right in front of city hall all week and collecting signatures for ta petition -- for a petition. about 80 medical marijuana dispensaries in san jose received letters about the new rules. they are supposed to close their doors at 9:00 this morning. some say the new rules are too strict and they are not going down without a fight.

water temperatures actually kind of warm. but so are the temperatures here. mid-60s for many. all sorts of reports of drizzle this morning and it's a good reason. there's so much fog out there. fog, sun, breezy. a typical july pattern even though the water temperatures have come up. and the lows are running lower than average. 70s, 80s inland. 60s, 70s by the coast and bay. here's sal. we just got good news from the north bay. northbound 101 at baker. all of the lanes have just reopened even though they were closed for quite some time. for almost all of the 7:00 hour they've just cleared the lanes. traffic is slow through santa rosa, especially in the northbound direction trying to get up to downtown and this is not usually the case. if you are listening to this and you normally see traffic that's clear through there. just not the case right now. clear traffic on the eastshore freeway if you are driving from the carquinez bridge to the macarthur maze. that traffic looks good. it has been pretty steady at about 60 miles an hour. this morning's commute is going

to be okay at the bay bridge toll plaza westbound. you will see maybe about an eight-minute delay, no major problems there. let's take a look at 580 westbound through livermore. you can see that traffic is looking good. things are definitely beginning to clear up for the morning drive. it's 8:01. back to the desk. we begin with continue coverage of malaysia flight 17. a social news website is sighting internal obama administration e-mails that none of the 298 people on board the plane used an american passport to check in. people who live near the debris site in ukraine are describing horrific scenes of explosions and plane parents raining down on their village. chunks of metal, pieces of luggage and debris are scattered over ten miles. and during a united nations emergency meeting in new york, the american envoy said the missile that brought down the plane likely came from a

separatist stronghold in east ukraine. ktvu's alex savidge has been following all of the developments in our newsroom. alex, what have you learned? >> good morning to you. malaysia airlines representative did say that no american passengers have been identified so far as being on board that flight. officials say they've recovered 181 bodies thus far. still more than 100 remain unaccounted for. the 298 people on board that flight, malaysia airlines says 173 of them were dutch. mourners have created a shrine outside of the dutch embassy in kiev. that's the scene there with flowers and candles. other passengers on the flight came from australia, belgium, canada, germany, new zealand, southeast asia and the united kingdom. and many of those passengers were headed to this weekend's international a.i.d.s. conference in melbourne, australia. the downing of this plane is deeply affecting the a.i.d.s.

research community here in the bay area and across the world. one of the speakers at that event is former president bill clinton who personally knew some of the researchers on board flight 17. >> they were doing so much good, thinking about those people being knocked out of the sky is pretty tough. >> tracking data shows the jetliner was hit by a missile while flying at 33,000 feet in the air. it's unclear still exactly who fired that missile. and malaysia airplanes has been facing tough questions about the decision to fly over what is a war zone in ukraine, controlled by pro-russian separatists. the faa had prohibited u.s. flight operations over that area. but this morning, a malaysia airlines official pointed out this particular flight path had been approved by the international civil aviation organization. >> other airlines were flying

through that area [inaudible] >> we view this as a tragic incident and it could have happened to any of us. >> malaysia airlines says it will be giving the family members of each passenger an initial $5,000 payment to help them during this difficult time with their immediate needs right now after this crash. u.s. officials will be playing a role, we understand, in this complex investigation. the number of news outlets report that ukrainian rebels will be allowing the ntsb and the fbi into the country to examine the crash site and those investigators will work in an advisory role. we also do understand that president obama is expected to discuss the downing of that jetliner. he will be speaking from the white house at 8:30. so coming up here in a half- hour, we'll monitor what the president has to say and bring that to you later on "mornings

the lawrence expressway offramp from northbound 101. the five people in the car had been celebrating the 23rd birthday of one of the passengers. authorities say jaime was speeding and lost control while turning on the offramp and flipped it over. one of the female passengers was partially ejected. crews rushed to the scene. her injuries were so severe, she died. the driver and the remaining three passengers are at the hospital with moderate injuries. authorities say they could smell alcohol on their breath. >> this is a tricky offramp. i have taken it at high speeds. it does sneak up on you. we have crashes here all of the time. what was the main factor was that no one had their seat belts on. >> reporter: the chp says they originally thought the driver was the husband of the female passengers who died. but have learned that that's not true. a spokesman says the deceased woman's spouse was a passenger

in the car and there are others in the car that were related to one another. jaime is at the hospital and is under arrest for driving under the influence and vehicular manslaughter. reporting live from sunnyvale, janine de la vega, ktvu channel 2 news. 8:08. we're following developing news from san francisco. a man was arrested in connection with an early- morning fire just about an hour ago. our cameras captured the man being led away in handcuffs from a home on may flower street in bempal heights. the -- bernal heights. the fire started around 4:00 a.m. when the firefighters got there, they found a suspected marijuana grow operation on the second floor of the house. >> they could see indications that there was possibly a grow operation going on. >> so, for instance -- >> you know, pots -- plant growing, lights, things like that. >> fire crews say no one was hurt. the cause of the fire is still under investigation.

8:09. we're learning more about the woman held hostage and later killed during wednesday's bank robbery in stockton. friends and family of 41-year- old misty holt-singh say she was a devoted wife and mother. she had a 19-year-old son and a 1-year-old daughter. the family is -- 12-year-old daughter. the family is worried about the long-term effects on her daughter since she went with her mom to the bank. >> my understanding is she was waiting in the car while her mother went in to get some money for a haircut. that's why she stopped at the bank. >> they are literally taking it not even one day at a time. >> holt-singh's facebook page has become a memorial with tributes to her. she worked at a dentist's office and was married for 14 years. a team of investigators including stockton police officers now investigating that bank robbery. police say three heavily armed men tried to rob the bank of the west. the lone surviving suspect is

19-year-old jaime ramos. the two other suspects who were shot and killed were a 30-year- old and a 27-year-old. both belonged to a notorious gang. police radio communications revealed the chaos during that robbery attempt. >> shooting at us with a rifle. we're taking rounds. we're taking rounds. just dropped a hostage on the ground. >> police say the suspects shot 14 police cars, an armored vehicle, civilian cars, houses and other buildings. one of the questions investigators still want to answer is whether the bank robbers or the police shot and killed miss holt-singh. law enforcement officers from all over the country are gathered in redwood city. coming up in 20 minutes, the drill designed to push the officers out of their comfort zone. also, controversy over a campaign to split up california into smaller states. who is now claiming fraud over

new this morning, another mountain lion sighting in the bay area. this time along the peninsula in millbrae. sheriff's deputies say several people spotted the mountain lion on richmond drive about 10:30 last night. they think the mountain lion has left that residential area now and moved towards a more remote part of the san mateo county hills. well, opponents of a ballot initiative this calls for california to be broken up into six states, well, now they are claiming fraud. the goal of the initiative is to break up california into smaller states. earlier this week, silicon valley venture capitalist tim draper dropped off petitions to the secretary of state hoping to get the measure on the 2016 ballot. but hospitals say some of the people who -- opponents say some of the people who signed this say they were misled about the true insent. now they want the secretary of state to investigate. 8:15. police and the boys and girls clubs of san francisco are warning the public about a scam that seems to be growing in the

city. young people are standing outside stores and talking to people in parks about making donations. the scammers often show a letter on boys and girls club stationary to appear legitimate. the head of the san francisco boys and girls club says he's heard of 20 incidents in the last three weeks. >> these folks are just misrepresenting our kids, you know, and they are duping our donors. >> the boys and girls club of san francisco says it never has young people go out and ask for donations. it says people who want to help should make donations through its website. 8:16. a new title for hewlett- packard's president and ceo, meg whitman will become chairman of the board at hp. that goes against a trend of companies separating the ceo and the chair leadership jobs. the company says the chair can most effectively continue to build value for shareholders.

macarthur maze heading westbound, that traffic is taking 20 minutes and about 57- mile-an-hour average speed throughout that stretch. when you get to the bay bridge, the metering lights have been switched off. traffic continues to look very good. even 580 where we usually have a lot of slow traffic, 580 is one of the worst commutes in the bay. not bad, i do want to show you that traffic here on 880 is slow. a little bit of slow traffic in palo alto. both directions of 101. so a good alternate is 280 instead. 8:32. back to the desk. sal, thank you. a short time ago at the united nations in new york city, the obama administration announced the missile that shot down malaysia flight 17 was fired from a separatist stronghold in eastern ukraine. now, ukraine has blamed russian rebels for downing that plane ever since it happened yesterday. to back up its claim, ukraine's intelligence unit took this video of what it says shows rebels driving a vehicle roaded

with a rocket launcher. we've frozen that video to show you two missiles on top of the launcher. ukraine says a third missile which should be in the middle is missing. and presumed to have been used to take down that plane. now, the jet went down in eastern ukraine about 30 miles from the russian border. russian separatists and ukrainian forces have fought for that land for the past three months. this morning, we're also learning about the people who were on that plane. there were 283 passengers and 15 crew members. 189 passengers came from the netherlands. there are reports that 80 children were on the flight. other passengers came from australia, belgium, canada, germany, new zealand, southeast asia, and the unite the kingdom -- united kingdom. we're now hearing that president obama's statement

personnel helped down the plane. russian president vladimir putin did not say who was too blame for shooting down the -- to blame for shooting down the commercial jet but did blame ukraine for unrest in the region. ukraine suggests that separatists shot down the plane and released this intercepted call. the militant said it turned out to be a passenger plane suggesting separatists shot it down believing it was a ukrainian military plane. officials between the united states and united nations are calling for investigators to lead that area. a family from scotland says they are lucky to be alive because of a miracle. a woman, her husband and young child planned to be on that flight 17. but they were turned away because of a lack of seats.

house. the officials say the downed power lines made it hard to put out the flames. 8:36. we're learning more about a domestic violence call that ended in a deadly officer- involved shooting in alameda county. it happened late yesterday afternoon on busy east 14th street near san leandro. investigators say sheriff's deputies were forced to shoot and kill a man who was trying to run down an officer in his car. minutes earlier, officers say the same man was viciously beating a woman in front of several horrified witnesses. >> he was smashing her head off the side of the car, violently according to our witnesses and he was dragging her up and down the sidewalk and repeatedly beating her. >> investigators say the woman suffered severe head injuries but is expected to survive. ktvu news has learned the man killed was a 37-year-old

parolee with a rap sheet for drug and weapons convictions. 8:37. the mother accused of attacking a young boy who she claimed bullied her daughter says delays in the court case are ruining her life. yesterday, a judge again postponed the case at the request of the d.a. who says he needs more time to investigate. delia garcia will have to wait until late august to find out if she will face criminal charges. sheriff's officials say she put her hands around the throat of a 12-year-old boy at santa rosa's olivet charter school. but her lawyer says witnesses claim she never touched the boy. >> all they need to do is call the witnesses that my own investigator did and this matter can be put to rest. i don't know why that takes months. >> now, garcia was visibly upset after the court hearing. her lawyer said he hoped to wrap up the case before the start of the new year. she has six children. the arrest of a mother for letting her 9-year-old daughter play alone in a park has

sparked a national controversy. debra harrall of south carolina was arrested and charged with leaving her daughter at the park unsupervised. the state has taken the girl into custody. according to reports, she works at the mcdonald's near the park and gave her daughter a cell phone and allowed her to play there while she worked. someone called police after shing the girl there alone three days in a row. supporters of harrell say her daughter was not in any danger. and now there is an effort to get the state to return custody of the little girl to her mother. happening right now in berkeley, law enforcement officials and public works crews are clearing out a controversial homeless encampment. these are live pictures. you are seeing what we're seeing. this is the gilman street onramp under interstate 80. a lot of trucks and vehicles going by. but under the ramp there, there are homeless people that camped out. earlier this month, city leaders called that area a public nuisance. they told the people who were

camping there they had to leave. the city gave them a couple of weeks to find alternate housing but early this morning they started the process of clearing out and cleaning up that encampment. the residents of that camp moved here after being cleared out of a previous camp in albany. happening today -- a major drill at a college on the peninsula with law enforcement officers from all over the country. ktvu's brian flores joins us live to tell us about the drill and how it's designed to push officers outside of their comfort zones. good morning, brian. >> reporter: yes, it's a drill. if you are in this area, you will see a lot of police cars, a lot of fire trucks, a lot of ambulance crews. again, it's a drill. it's an active shooter drill. don't be alarmed. that's gonna be happening all day here at the college here in redwood city. to talk more about the drill, again, we're joined with rebecca from the san mateo county sheriffs. can you give us an idea of what a police officer goes through when they go through a drill

like if. >> right, you know what, we have -- we do training like we're doing today to as much as we can mimic what law enforcement, what fire personnel, what ems will experience in a real situation. we hope it will never, evhappen but if it dash deaver happen, but if it does, we want to make sure we're solid if it does happen. the idea is to mimic a real- live situation having law enforcement, ems all work together to get an idea what every group is trying to do to work together effectively to help the victims and secure the suspects. >> reporter: we're looking at video of the actual drill taking place inside the theater at the college. can you talk about how important communication is for something like this. >> communication is extremely important. that's one of those things we want to work out ahead of time. obviously, fire personnel is very familiar with speaking with people who do their job. law enforcement the same.

8:47. happening today -- the debate over medical marijuana heats up in san jose. pam cook is in the newsroom with the actions being taken today. >> good morning. new regulations go into effect today in san jose. some say basically they amount to a ban on pot clubs. now we're live in front of san jose city hall where you can see supporters of medical marijuana dispensaries have been camping out and protesting the new regulations that restrict the location of the clubs, require the marijuana to be grown locally, and require

added security measures. about 80 medical marijuana dispensaries in san jose received letters about the new rules and are supposed to close their doors at 9:00 this morning. most city council members say the ordinance will cut down on marijuana-related crime and sales to underaged people. many business owners in san jose say the collectives drive away customers and employees but opponents say the clubs provide an important service for people who need it for medical conditions. they say the rules are too strict and that they are gonna make it hard for most of them to stay in business. they are suppose were -- they were supposed to have 100,000 signatures on a petition in order to get a referendum to the city ordinances on the november ballot. they said they were confident they would be cliveing the signatures this morning. we'll follow the developments in san jose throughout the day. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right. 8:48. let's brick sal back. you've been showing us pretty good pictures from the toll plaza all morning. >> that's right.

and prayers are with all of the families and that the american people stand with them during this difficult time. later today, i will be speaking with prime minister abbott of australia which also suffered a terrible loss. by far, the country that lost the most people on board the plane was the netherlands. from the days of our founding, the dutch have been close friends and i want the dutch people to know we stand with you shoulder to shoulder in our grief and in our absolute determination to get to the bottom of what happened. here's what we know so far -- evidence indicates that the plane was shot down by a surface-to-air missile that was launched from an area controlled by russian-backed separatists inside of ukraine. we also know that this is not the first time a plane has been shot down. in eastern ukraine. over the last several weeks,

separatists have shut down a ukrainian transport plane, a ukraine helicopter and claimed responsibility for shooting down a ukraine fighter jet. moreover, we know that these separatists have received a steady flow of support from russia. this includes arms and training. it includes heavy weapons and it includes anti-aircraft weapons. here's what must happen now -- this was a global tragedy. an asian ailer was destroyed in europe skies filled with citizens from many currents. so there has to be a credible international investigation into what happened. the u.n. security council has endorsed this investigation and we will hold all of its members, including russia, to their work in order to facility the investigation.

russia, proprawn separatists and ukraine must adhere to to an immediate cease fire. evidence must not be tampered with. investigators need to access the crash site and the solemn task of returning those lost on board the plane to their loved ones needs to go forward immediately. the united states stands ready to provide any assistance that's necessary. we've already offered the support of the fbi and the national transportation safety board, which has experience in working with international partners on these types of investigations. they are on their way. personnel from the fbi and the ntsb. in the coming hours and days, i will continue to be in close contact with leaders from around the world as we respond to this catastrophe. our immediate focus will be on recovering those who were lost, investigating exactly what happened and putting forward the facts. i want to point out there will likely be misinformation as well. i think it's very important for folks to sift through what has

factually -- what is factually based and what is simpy speculation. no one can deny the truth that's revealed in the awful images that we've seen. the eyes of the world are on eastern ukraine and we're make sure the truth is out. more broadly, i think it's important for us to recognize that this outrageous event underscores that it's time for peace and security to be restored in ukraine. for months, we've supported a pathway to peace and the ukrainian government has reached out to the all ukrainians, put forward a peace plan and lived up to a cease- fire despite releeted violation -- repeated violations. moreover, time and again russia has refused to take the concrete steps necessary to de- escalate the situation. i spoke to president putin

yesterday in the wake of additional sanctions that we had imposed. he said he wasn't happy with them and i told him that we've been very clear from the outset, that we want russia to take the path that would result in peace in ukraine but so far russia has failed to take that path. instead, it's continued to violate the ukrainian sovereignty and to support violent separatists. it's failed to use its influence to separatists to abide by a cease-fire. that's why together with our allies, we've imposed growing costs on russia. so now, i think it's a somber and appropriate time for all of us to step back and take a hard look at what's happened. violence and conflict lead to unforeseen consequences. russia, the separatists, and ukraine all have the capacity to put an end to the fighting.

meanwhile, the united states is gonna continue to lead efforts within the world's community to de-escalate the situation, to stand up for the sovereignty and territorial integrity of ukraine and to support the people of ukraine as they work to strengthen their democracy and make their own decisions about how they should move forward. before i take just a couple of questions, let me remark on one other issue. this morning, i spoke with benjamin netanyahu about the situation in gaza. we discussed israel's military option in gaza, including the efforts to stop the threats of terrorist infittation through tunnels into israel -- infiltration through tunnels into israel. no nation saud accept rockets being fired into their borders or terrorists going into tunnels. while i was having the conversation with benjamin netanyahu, sirens went off in tel aviv. i also made clear that the

united states and our friends and allies are deeply concerned about the risk of loss of more innocent life. and that's why we have indicated although we support military efforts by the israelis to make sure that rockets are not being fired into their territory, we also have said that our understanding as the current military ground operations are designed to deal with the tunnels and we are hopeful that israel will continue to approach this process in a way that minimizes civilian casualties and that all of us are working hard to return to the cease fire that was reached in november of 201. secretary kerry is working to support egypt's initiative to pursue the outcome. i told prime minister benjamin netanyahu that john is prepared to follow to the region
