shootdown of the malaysia airlines plane in ukraine. the state department says quinn lucas shonston held u.s. and dutch citizenship. he was living in amsterdam and akepedding business -- attending business school. there are reports that his father works in silicon valley and new york. president obama called the plane crash and outage of unspeakable proportions but he also warned about jumping to conclusions about where blame lies for shooting down malaysia airlines flight 17. justin gray is live from our washington, d.c. bureau to explain the action the president announced just this morning. justin? >> reporter: president obama warned russians and pro-russian separatists not to collect or remove any evidence from the crash site. a team of international investigators son the way there. i spoke to the ntsb where a spokesman confirms they are

employing one investigator to ukraine. president obama says evidence shows it was a surface surface- to-air missile this brought down the plane and fired from anarea controlled by rebel forces. he said the separatists have shot down other aircraft saying it requires very sophisticated technology that those separatists are getting from russia. >> no one can deny the truth that's revealed in the awful images we've all seen. the eyes of the world are on eastern ukraine. we're gonna make sure that the truth is out. >> reporter: the faa has expanded no-fly zone in southern ukraine for commercial flights. before the president spoke, the u.s. ambassador to the united nations revealed more information about the crash. she said rebels initially boasted about shooting down a military transport plane on social media, then very quickly deleted those posts. both the ambassador and president obama said said that russia and vladimir putin have the ability to end the fighting

but have been unwomenning to do that so -- unwilling to do that so far. justin gray, ktvu channel 2 news. >> thank you. today, the president of indiana university confirmed that a doctoral students is among the victims on flight 17. 25-year-old karlija keijzer was studying chemistry. she was on the rowing team at iu. the school said she earned her mast ter's degree at the university and although she was from the netherlands, she loved the school so much she decided to stay in the u.s. to do her doctoral work. the downing of this plane is affecting the a.i.d.s. research community in the bay area and across the world. nearly 100 of the passengers were headed to this weekend's international a.i.d.s. conference in melbourne, australia. one of the main speakers of the event is former president bill clinton who knew some of those researchers on flight 17. >> it's awful. i mean, the -- those people are

-- they are in a way martyrs to the cause that we're going to australia to talk about. >> 14,000 people are expected at the a.i.d.s. conference. it will go ahead as planned to honor the victims' memories. we will continue to follow all of the developmentsen on the malaysia incident. and -- developments on the malaysia airlines incident. and you can go to ktvu.com where we have more video and photos. developing news in washington state. firefighters say up to 100 homes have been destroyed in the raging wildfire. the fire has burned more than 7,000 acres and nearly 900 people have been forced to evacuate. >> mine is right up there. it's under attack, too. so i had to leave. i'm just trying to get these kids out of here. >> it's really something. even last night -- it's way worse now but last night, it really looked like, you know,

the calderon of hell. you could see flames everywhere you looked. >> this fire is one of a dozen burning there. the governor has issued a state of emergency in 20 counties. here in california, an investigation is underway into the death of a person whose bush body was found near the origin of the wildfire burning in shasta county. investigators say it appears the person died trying to escape the fire but they don't know the exact cause of death. the death could mean extra charges against the man accused of starting the wildfire. investigators say he sparked the wildfire while driving to his illegal marijuana farm. so far the fire has burned 11,700 acres and is 51% contained. there's good news for the city of oakland when this comes to handling emergencies. now that more than two dozen firefighters are joining the front lines of the city's fire department. in about an hour, the

department is set to graduate 25 new recruits. alex savidge to live to tell us why this graduation is so important. >> reporter: good afternoon. this department is short staffed because of budget cuts. that'sial of these firefighter -- that's why all of these firefighters are desperately needed. they will graduate in less than an hour. this is the first class of new recruits in four years. it's a great sign for the department. these 25 new recruits marched into city hall this morning where they were officially sworn in as oakland firefighters. >> i do. >> reporter: this diverse class went through four months of difficult training and making it to graduation day is a big deal. >> it takes a lot to deal with, between the written test, the training to go through to get here to qualify. >> reporter: they will help ease the burden on their colleagues. right now the department is down 60 firefighters and lieutenant anthony sanders

tells me that means forcing people to work overtime. >> when we don't have people to fill those spots, we have to force members to work to make sure we have the staffing needed. >> reporter: the last class of new recruits graduated back in 2010. since then, the department has been held back by a dwindling budget. >> with the staffing and budget constraints, there frankly wasn't money to hire new firefighters. >> reporter: marlin quintana says he always wanted to be an oakland firefighter because he knows how badly he's needed in this city. >> everybody here wanted to be part of oakland specifically, and for myself, it was a big deal because i know -- i know how bad oakland needed new firefighters. >> reporter: and these graduates won't waste any time getting to work. many of them will be on the job responding to emergency calls starting tomorrow. looking ahead, the next class of new firefighters is expected

to graduate from the academy this september. the department is hoping to return to normal staffing levels within the next couple years. alex savidge, ktvu channel 2 news. >> all right. thank you, alex. one man was taken into custody after an early-morning fire in san francisco. our cameras caught the man being led away in handcuffs from the home on may flower streets. the fire began at 4:00 a.m. when firefighters arrived, they found a marijuana growing operation on the second floor of the home. >> could see indications that there was possibly a grow operation going on. >> so for instance -- >> you know, pots of -- plant growing and lights and things like that. >> one firefighter was injured in the one-alarm fire. the cause remains under investigation. dozens of pot clubs in san jose are facing strict new rules that would force them to close but as brian flores explains, joining us live, there is a last-ditch effort

going on right now that could save some of those businesses. good afternoon, brian. >> reporter: good afternoon, tori. supporters of medical marijuana pot shops are sifting through and validating more than 60,000 plus signatures that have been gathered to make sure they are legit and ready to be turned into the city sometime later today. from what we understand, about 20 pot clubs in san jose have closed effective today because they did not meet the recently approved zoning regulations for pot clubs. about 50 more are waiting to hear if there's been enough signatures for a referendum. the city recently approved new zoning and regulations to mainly industrialized parts of the city and policy regulations including shops having to grow their own pot. >> restricting the building for patients to get the medicine they need, each club would have to grow their own medicine, manufacturer their own edibles. there's restrictions who can access the club. no one under 21 will be able to

access the clubs. >> reporter: many pot club owners these regulations will make it harder for patients to receive their medical marijuana also. a concern, this would open up the gates for black market sales of pot because access to dispensaries would make it virtually impossible for those without transportation. we saw this with this patients stocking up with pot because they didn't know what was gonna happen next. >> i don't like the fact that the california voters voted and it doesn't seem like our vote counted for anything because they are still trying to throw a monkey wrench into something that's operating adequate and following all of the policies that the city has already set. >> reporter: many city officials and the mayor have a different take on this. they say passing these new regulations will cut down on marijuana-related crime and sales of underaged people. many other people say this drives away customers and

a birthday celebration turned deadly following a tragic accident on highway 101 in the south bay early this morning. at this hour, the other passengers are hospitalize and the driver is under arrest. ktvu's janine de la vega tell us why this california -- tells us why this california highway patrol says this was preventable. >> reporter: a night changed for certain people. the 34-year-old driver lost control on the northbound offramp of lawrence expressway and the sedan flipped upside

down in a ditch. some crawled out. others were trapped. a 30-year-old female was partially ejected. she died at the scene. >> when she showed up, there was an overwhelming odor of alcoholic beverage. we also assumed that the female passenger that survived, it was her birthday, based upon how they were dressed, we are assuming they were coming from a celebration zblfermg the exit was closed for five hours so officers could investigate. they are trying to determine how fast the car was traveling but it appears the driver was traveling at a fast rate and under the influence of alcohol. he's under arrest. police say he's relayed to the desessed and her husband also a passenger in the car. everyone is in from san jose. >> this is a tricky offramp. i've taken it at high speeds. it does speak up on you. we have crashes here all the time. what was the main factor no one had their seat belts on.

>> reporter: at least two of the passengers are in critical condition at a local hospital. the chp says this crash should serve as a reminder to never drink and drive. reporting from san jose, janine de la vega, ktvu channel 2 news. santa clara police hope newly-released surveillance video will help them track down the teenager who stole an 11- year-old boy's bike at knifepoint. you can see him riding off on a stolen bike. it was taken last week while the child was playing at washington elementary school. police say the suspect and his friends were at a nearby 7- eleven store shortly before the robbery. he's wearing a chicago bulls cap and plu jeans with a dis-- blue jeans with a distinctive pattern. san francisco police arrested a man today. investigators say german woods carried out the crimes in the city's chinatown and japantown neighborhoods. they say the robberies and

burglaries go back as far as april. a number of investigative leads resulted in woods's arrest earlier this week. he was booked on charges, including robbery, burglary, and elderly abuse. we're learning more about a domestic violence call that ended in a deadly officer- involved shooting in alameda county. it happened late yesterday afternoon on busy east 14th street in san leandro. investigators say sheriff's deputies were forced to shoot and kill a man trying to run down an officer in his car. just minutes earlier, officers say the same man was viciously beating a woman in front of several horrified witnesses. >> he was smashing her head off the side of the car violently according to our witnesses and he was dragging her up and down the sidewalk and repeatedly beating her. >> investigators say the woman suffered severe head injuries but is expected to survive. ktvu news has learned the man killed was a 37-year-old parolee with a rap sheet for drug and weapons convictions. law enforcement officials

and public works crews in berkeley began clearing out a controversial homeless encampment in morning. we are talking about the area under the guillen street onramp under 880. earlier, city leaders called the area a public nuisance and ordered the occupants to leave. the residents of this camp moved here after being cleared out of a previous camp in albany. dozens of law enforcement and other emergency officials from across san mateo county are taking part in a drill that simulates having an active shooter on a college campus. the training exercise at canada college is designed to be as realistic as possible. sheriff officials say they are using rounds similar to paint ball pellets that does hurt if you get hit. people acting as victims are painted with red makeup to look like blood. police, sheriffs and fire officials as well as emergency medical technicians are all part of the drill. >> we have days like today so

up 20. ♪ and this morning brett wilson, the ceo of emeryville based tool mobile. this is a digital video ad. right now it's up 64% trading at 1148. the unemployment rate in california has hit a six-year low. the u.s. bureau of labor statistics said california added 24,000 jobs in june putting the statewide job les rate at 7 hoey -- jobless rate at 7.4%. that's down from 7.6% in may and the lowest number since july of 2008. however, the state's unemployment rate remains above the national average which is now at 6.1%. some visitors from ohio put on quite a show in san francisco this morning. a pair of wolverines just arrived at the san francisco do from the columbus zoo. they seem to have a lot of fun
