[ indiscernible ] >> reporter: it involved two groups and a stray bullet struck her. there have been no arrests. >> these individuals have no regard for life.

>> reporter: police stepped up patrols. there were no children in the park at all today. for the family they have this message. >> i hope you get caught. i hope you get caught. taken off the streets. hopefully you get help. because something within you ain't right. to shoot up a park full of kids, that is not okay. >> reporter: she doesn't want to go to the park ever again. >> um, i feel like it is not a safe place for kids to go and play. >> reporter: rob roth, ktvu channel 2 news. a san francisco security guard is behind bars tonight accused of impersonating a police officer. he sexually assaulted immigrants from central america. the 35-year-old faces felony charges, including kidnapping with the intent to commit sexual assault. he acted as a police officer and threatened victims with deportations. prosecutors say the suspect

would bring his victims to his home, get them drunk and sexual assault them. >> this type of incident does put opbarrier in the communities we -- up a barrier in the communities we serve. >> investigators say he targeted immigrants from central america with limited english skills and he drove a car similar to what real officers use. he is held on $2 million bail. this isn't his first brush with the law. ktvu channel 2 news obtained documents from michigan. he was prosecuted in 1998 for criminal sexual conduct and 1999 for impersonating a professional. a judge will decide soon whether to send a man to a mental health facility for having a bomb. defense attorneys asked that he

be admitted to a mental health facility. tonight he is behind bars without bail and plead not to charges of possessing weapons and a bomb. the only bank robber who survived a shoot out with police and today 19-year-old jaime ramos faced a judge and family members of the hostage who was used as a human shield. ktvu's noelle walker was in the courtroom and tells us how the victim's family and struggling to cope with what happened. >> jaime ramos. >> shacked to a bench, holding 45 pagles against him. jaime ramos made his first court appearance today. >> felony. >> reporter: jaime ramos is one of three suspects robbed the bank of the west on july 16. taking three hostagesages and

leading police on a hour long gun battle through the streets of stockton. the district attorney released this picture of the guns used. including an ak-47. misty holt-sing died in the shoot out. police say the suspects may have used her as a human shield. >> these officers were involved in a very unusual, highly adrenaline pumping situation. there was no way around getting what they had to do. >> attempted murder on a peace officer. driving a 1999 corvette that hit a light pole before rolling over on highway 580 about 3:00 a.m. last friday. both he and a passenger were injured in the crash. we are told the passenger is in critical condition. today b.a.r.t. larched a new effort to ensure -- launched a new effort to ensure the stations could be evacuated if an emergency. two years ago an issue caused smoke to fill the platform. b.a.r.t. cleared everyone in 90 minutes. but concerns were raised about getting around people who were sleeping or sitting on the grounds. b.a.r.t. officers are issuing warnings to make sure the platforms stay clear. new law will reduce the number of illegal immigrant deported for lesser crimes. governor jerry brown signed a law that reduces the penalty

for misdemeanors to 364 days. and by reducing the penalty to one day less than a year, immigrants avoid a federal law that says people with a year long sentence could be deported without a hearing and with no chance of appeal. the new law is set to take effect on january 1. new bill can help california homeowners who are being drought conscious. it forbids fines from homeowners association against people who stop watering during the drought. governor jerry brown signed it into law today and goes into effect immediately. it will effect cando owners and apartment projects -- condo owners and apartment projects. hundreds of people living in a apartment complex have gone four days without water and tonight the city is stepping in. over the weekend a broken pipe forced residents to take water from pools to flush their toilets. ktvu's john fowler is in

pleasanton where frustrations are boiling over. john? >> reporter: people who live in the area tell me this came as no surprise to them with the drought and with the excess water pump from under the ground here the soil settled 3 feet in spots and they have seen many pipe breaks. >> reporter: 350 units at the apartment complex lost water friday an a pipe burst. >> it has been four days. all they can say is sorry. >> we got a baby in the house, this is not working out well. >> presidents are using pails for hand washing and showers. we found her hauling a bucket of water for her toilet. >> i know it is not their fault but it is frustrating. very frustrating. >> reporter: officials insisted today management make offers to residents of free hotel stays. a water main failed leaving them without water. a fire engine on site is

providing fire protection. this is their biggest ever water outage. >> time to take a shower. i >> reporter: he also has a dog. >> we stink, but we will get through it. >> reporter: residents say they have yet to hear about the hotel stays. the building inspector say this could take another day or more to repair. anyone who continues to stay here to expect to be without water for at least another 30 hours. john fowler, ktvu channel 2 news. a thousand pounds of trash was hauled away from the site of a former homeless site in berkeley. a buzzen people were living -- a dozen people were living there. friday the city moved in. needles and rotting food were among the trash that public works crews removed.

former school teacher. a former teacher who worked with him testified she saw something strange in his classroom in 2003. >> she walked in to his classroom, found both he and a young student behind a closet door, they were in their -- [ indiscernible ] >> his attorney said no one saw inappropriate touching and the testimony was motivated by jealousy because her romantic advances were rejected. police are reporting the arrest of a teenager in a bike theft thanks to social media. surveillance video shows the suspect riding the bike on july 7. it was stolen at knifepoint from an 11-year-old boy. the suspect was seen at a 7- eleven store before the

robbery. investigators say they received a number of tips after posting the video on facebook. a nationwide recall is underway for fruit packed by a california company and shipped to costco, trader joe's and other stores. the company issued recall for fresh peaches, nectarines, plums and pluots due to possible listeria contamination. the fruit was packed between june 1 and july 12. the bacteria could be life threatening potentially for people with weak immune systems. you will find a link to the recall page on www.ktvu.com under web links. new at 6:00 p.m. two counties are reaching out to the gay dating community in a few why. while it is proving effective it is not the most straightforward approach. when the workers first make contact it is through a fake
