this deadly crash in the south bay shut down part of highway 101. ktvu's christien kafton is out there where the lanes are now back open. coming up in two minutes, he will have more on what other drivers witnessed early this morning. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning, tc. >> good morning, dave. let's talk about weather and traffic of the anything going on in the -- traffic. anything going on in the weather. >> i will say something is going on. our unusual july produced lightning and thunder early this morning mainly over the san francisco peninsula, daly city into marin county. otherwise we've had general rain. it's raining in willow glen. a little bit heading towards

cordelia. if you are out in that direction, not much. also just kind of scattered around pleasanton, livermore, altamont pass. san jose also towards cambria park. this is light. 60s on the temperatures for almost everybody. sfo is 66 balmy degrees. that's the line right there. i think marin county and along the coast in san francisco, the best opportunity for more thunderstorm possibility today. a lot of clouds. some off-and-on showers. kind of muggy and humid. 70s and 80s inland. 70s near the bay. here's sal. we are looking at a rather large backup this morning at the bay bridge toll plaza. if you drive from oakland to san francisco, even if you are in the carpool lane, you will have to wait along to get along the toll plaza. we have a look at the eastshore freeway that may be effected. this is the nimitz freeway. we'll show you the drive between the carquinez bridge and the macarthur maze. 25 minutes. some of that time i dare say is approaching the bay bridge near the maze and we can go to the bay bridge now and traffic is

going to be backed up for a bigger-than-usual delay. i would say five minutes more than you are used to seeing, which, you know, five minutes in the morning can mean a lot. back to the livermore valley. westbound 580. slow traffic here. most of it is slow. i realize this is a construction zone. i get a lot of complaints about this commute all of the time. the drive time is approaching an hour as you drive through. as a matter of fact, if you are driving from grant line road to the 680 interchange, you can expect to spend 51 minutes. that's the drive time. and then moving onto the southbound 880 from 238 down to hayward and fremont is slow. 7:03. investigation is underway this morning into a deadly crash between a motorcycle and a big rig. ktvu's christien kafton is where it happened on northbound 101 in santa clara. >> reporter: we've been reporting on this since 4:30 this morning. traffic seems to be back to normal along northbound 101 north of get america parkway. traffic seems to be moving

along at the limit, this after this morning's deadly motorcycle accident that shut down two lanes. investigators had to try to determine the cause of that deadly motorcycle accident. it now appears that speed was the significant factor. >> preliminary report is showing that the motorcycle collided with the rear of the big rig. we have several witnesses that placed the motorcycle at speeds at over 100 miles an hour. >> reporter: that accident happened at about 2:40 this morning. that red motorcycle slamming into the back of the rig-- big rig. chp says following the motorcycle accident, the driver was thrown from the bike into the roadway. there was no way for drivers to avoid him. those drivers did stop to tell officers what happened. >> with the rider of the motorcycle being left in the roadway, there were several vehicles inadvertently came in contact with the body. whether or not that contributed

to his death, we don't know that. >> reporter: chp also tells me that another big rig driver witnessed that collision and says it appears the motorcycle driver may have been trying to pass the big rig on the right and couldn't make it. investigators say they are working on identifying that motorcycle driver and say the identity may be released by the coroner's office as early as today. they will be looking to see if drugs and alcohol was a factor in the accident. they do say at this point it seems that speed was the significant factor. at this point, though, the morning commute, back to normal here along northbound 101. again, just north of great america parkway. we're live in santa clara, christien kafton, ktvu channel 2 news. >> thank you. 7:05. the chp is also investigating a deadly crash in pittsburg this morning. a single car crash was reported around 3:00 a.m. at bailey road and left leland road. bailey was shut down for two hours. it has since reopened. so far, no word on a cause of

the crash. 7:05. san francisco police trying to figure out who is breaking into startup companies and stealing expensive electronics. alex savidge live now to show us the surveillance video that's helping the investigation. good morning, alex. >> reporter: good morning to you. at least two startups here in san francisco may have been broken into on a number of occasions by the same woman. san francisco police piecing it all together. many of these crimes were captured by surveillance cameras. we're here at a company called bill zoom in the south of market. the founder of this place believes the woman behind these crimes may have somehow found a way -- has a key to reset the entry codes at the front door and that's how she may be getting inside. let me show you the video here on mission street in the south of market. employees say it shows a woman entering the building numerous times and on july 6th, she stole a number of laptops from

this startup, then came back a week later and broke in with an accomplice. employees at another startup called demand local say their company has surveillance video showing that same woman breaking into that building. demand local was broken into several times in april and then recently a woman blarlized -- burglarized building last week. they are offering a reward to identify the woman in the video. alex savidge, ktvu channel 2 news. a woman charged with murder for be the stabbing of a man in a san francisco hotel room is due back in court today. prosecutors say 30-year-old lisa hang killed 40-year-old matt chien during a heated argument. it happened at geary and poling at a hotel. chien was taken to the hospital where he later died.

heng is scheduled to be arraigned on murder charges this afternoon. we have continuing coverage of the malaysian airlines flight shot down over eastern crane. earlier today, a train carrying some of those killed arrived in the second largest city in ukraine. this is where ukrainian authorities have set up their crash investigation center. pro-russian rebels have handed over the black boxes to malaysian officials. but experts say that may not be enough to determine who is responsible. >> not everyone has been supporting a real investigation into this time. if they were, international experts would have had unimpeded access to the crime scene. >> investigators say they've been prevented from accessing the crash site because of the rebel groups. now, a short time ago, the dutch prime minister says his government aims to have the first bodies of victims back in the netherlands back by tomorrow. he says that identification of some bodies will be quick but

he's warned the identification could take weeks or months. happening today, president obama due to arrive here in the bay area tonight for a quick fund-raising visit. the president is due to land at sfo about 9:00 tonight. le spend the night here -- he will spend the night here and then go to los altos hills for a fund-raising event. the tickets range from $10,000 to $32,000. former secretary of state hillary clinton made a social media swing through the bay area. >> secretary clinton, a huge round of applause for her one- year anniversary on twitter. immigrants from central america while pretending to be a police officer. 35-year-old jeffrey bugai is facing felony charges, including kidnapping with the intent to commit sexual assaults. police say he misled his victims into thinking he was a police officer and would threaten them with deportation if they didn't comply. >> this type of incident does put up a barrier essentially in the communities that we serve as far as trust goes. >> now, the two cases he's charged with date back to 2008. but officials say he's got an expensive criminal past. prosecutors say he's also the suspect in a separate case of impersonating an officer from earlier this year. court documents obtained by ktvu also show he was prosecuted in mish twin for criminal sexual misconduct and im-- michigan for criminal sexual misconduct and impersonating a health official. the owners of hot clubs and

supporters have come up short in their petition drive. they've been trying to get enough signatures to overturns tough, new restrictions at the city's medical marijuana dispensaries. the rules will likely force the vast majority of san jose's 80 pot clubs to close over the next year. supporters came up 10,000 signatures short of the 30,000 required to put their measure on the ballot. san francisco supervisors will decide today if a soda tax should be on the ballot in november. the proposal calls for a 2 cent per ounce tax on all sugary drinks. sport drinks and juice drinks could be taxed. 8 of the 11 supervisors said they will back the proposal if it passes. it could raise $30 million a year for nutrition and physical education programs. the red cross making an urgent plea for blood donations. officials say there have been about 80,000 fewer donations than expected in recent weeks.

starter campaign called barry bronds. according to the -- barry bronze. according to the chronicle, it's supposed to go up on his 50th birthday. 7:18. sal is coming back. you've been busy all morning. you are still busy now. >> i am busy. as a matter of fact, trying to get into san francisco today has been busier than normal. we've been looking at the eastshore freeway. it takes a little bit more time to drive from, let's say, the carquinez bridge in the vallejo area all the way down to the macarthur maze and the traffic, in fact, i want to put it back up here on the east shore. the traffic is going to be busy from the carquinez bridge to the maze. 25 minutes. just a little bit more than norm a when you get to the bay bridge toll plaza, you will see the traffic is backed up for at least a 30-minute plus delay.

it's slighter better than it was a while ago. i want to mention the traffic on the livermore commute is still very slow as it normally is and then 880 will be slow. on the peninsula, 101 and 280 still look good. we did have a little bit of wet weather over there and that may slow some commutes down as you drive through. 7:18. steve, wishing mike krukow well. >> i agree with that. 100%. most of the thunderstorm activity was this morning. san mateo coast, el granada, half moon bay, daly city and san francisco. some of the rainfall was pretty good, too. twin peaks .08. 19th and folsom. pacific heights .06. kite hill park .05. mint hill .05. a weird pattern here in july. still getting some rain. the thunderstorms have tailed off at least for now.

i heard good rain out towards guerneville, windsor, healdsburg, heading up into county. had light rain in napa county. a line continues to stretch from mount tam. novato pretty good rain there. the observer said he's lived there his whole life can't remember this. this is unusual, i agree. even out towards antioch, looks like light rain, brentwood, oakley, possibility of light rain. but san jose, i will get to that in a second. pleasanton to the sunol grade, highway 84 looks like light rain or drizzle. san jose, women low glen looks steady. that is definitely rain about the last ten minutes or so. stretching back towards cambrian park and also into the santa cruz mountains. not too bad. the key though is all of this moisture is coming up. there's still plenty offshore. i think the best opportunity, we get some breaks in the clouds. you get afternoon heating. that would definitely provide the lift to get maybe some more thunderstorm activity. mainly 60s on the temperatures.

they are very mild, high clouds and all of this moisture coming up from the south. so far things seem to be rainers. there's nothing embedded. could get pretty good rain out of that. really strong system up off vancouver is drawing up. it's taking up this low which is southwest of us. it looks like there is an edge to this. some of this cloud cover should start to push east later on. we still have some morning showers, possibility of lngs and thunder again. very muggy, humid a lot of clouds out there. temperatures, 60s, 70s and 80s. coast and bay are near average to above on the high temperatures. inland temperatures are definitely way below, the lows have been above by 5, 10 degrees. the tropical clouds will clear out. fog will be with us on wednesday. it looks like high pressure builds in. warmer pattern takes us into the weekend. a special electric wheelchair stolen from a woman with cerebral palsy. >> that breaks my heart.

a man with a history of reckless driving has been arrested on dui charges following a crash that killed a passenger in his car. this is video of 23-year-old corey mcdonogh in april. that's when a highway patrol plane caught him racing on his motorcycle on interstate 580 in oakland. investigators say he was going between 100 and 120 miles per hour. and doing wheelies. he was arrested shortly thereafter and charged with reckless driving. he was driving a corvette, the chp says he hit a light pole on 580 near park boulevard in oakland early friday. the car rolled over and both

mcdonogh and a passenger were ejected. the passenger later died. mcdonogh suffered major injuries. the chp says he showed signs of being under the influence of alcohol. 7:24. bay area firefighters are helping to fight several major wildfires in washington state. almost 50 fires have burned 379 square miles so far. the biggest wildfire in washington state's history. 150 homes have been destroyed. the cooler temperatures and calmer wind that's helping the firefighters. firefighters from silicon valley are helping people who were forced out of their homes. a retired washington state highway patrol officer is being remembered. he died fighting the fire. robert and his wife, they built fire lines and they used hoses to protect their home and their neighbors' homes from the plane. but officials say the excessive heat and robert's declining health was a deadly combination. 7:25. the mother who died along with

her 3-year-old son in a fire in their san francisco public housing unit had requested her smeckets be fixed -- smeckets smoke detecters be fixed earlier. a private attorney for the housing authority says an electrics tried to come fix the smoke detecters three different times but was "rebuffed by an unknown woman." the attorney says the smoke detectors were found disassembled and stabbed in the drawer. 7:26. a hundred times smaller than a human hair. coming up in 20 minutes, the new invention by bay area researchers and how it could dramatically change airport security. no more sleeping or laying down at b.a.r.t. stations. we'll tell you why police are doing the crackdown and why one homeless woman says this move

freeway will make it slightly better for you at the bay bridge. let's take a look at that. westbound bay bridge traffic seems to have a little more room than we saw it last time, on my right, your left as you are approaching the toll plaza. we'll see what happens. we've been looking at a lot of slow east bay traffic here. i want to go right to the maps and show you the traffic here on 880 is still very slow. if you are driving on 880 south, let's say from 238 all the way down to the fremont stevenson road exit, we have slow traffic there. on the peninsula we're seeing slow traffic on 101 right here as you come through the area. there are no major problems. 280 looks pretty good heading down the peninsula and in the south bay, 101 is the slowest freeway, especially from 280 all the way up to sunnyvale. it is 7:32. back to the desk. >> thank you, sal. we're following breaking news right now in san francisco. police are investigating a homicide. officers responded to a 911 call at 6th and harry ston

streets just before -- harrison streets just before 5:15 this morning. when officers arrived, there was no one there but a gunshot victim later showed up at san francisco hospital and was pronounced dead. they are looking into what led up to the shooting. as we get more information, we'll bring it to you. you cannot lie down inside of a b.a.r.t. station. b.a.r.t. police are starting a new crackdown at the b.a.r.t. station. tara moriarty has more. >> reporter: b.a.r.t. knows this crackdown isn't going to be popular. but it says this is not about popularity. this comes down to safety and the need to evacuate everyone in case of an emergency from the station. we did notice dozens of people sleeping or sitting with their legs stretched out inside the station. officers point to a chaotic incident two years ago that they say shows why a crackdown

is necessary. smoke filled the civic center station and police say the people laying down made it difficult to evacuate quickly. >> some place to go for safety, i guess it's understandable but i mean what -- what are you gonna deep them out in the rain -- keep them out in the rain or cold? they need to figure out something. >> we would probably be the first ones out of here and probably help people. i would get up and go. i have leg issues and everything. but if there's something going on where i'm in danger, i'm gonna survive and i'm gonna help as many people as i can to survive, too. that's crazy. >> reporter: now, the enforcement started yesterday. according to the san francisco chronicle, it involved as many as nine officers. 17 people were approached, one was arrested for an outstanding warrant but the rest did comply. b.a.r.t. officials decided to crackdown on this station first because it says it has the biggest

problem but officers will be targeting all stations. tara moriarty, ktvu channel 2 news. new information about an overnight shooting of a teenaged boy in hayward. we told you about this this morning. police say the 17-year-old is being treated for a gunshot wound after being shot around midnight on patrick avenue. he's expected to survive. now, investigators say the boy claims he was the victim of a drive-by shooting. but police doubt his story. they say the evidence indicates the gunfire was probably self- inflicted and an accidental shooting. at this point, police don't plan to file charges against the teenager. 7:35. the only -- the surviving suspect of last week's bank robbery and shootout in stockton is due back in court next month to enter a plea. yesterday, 19-year-old jaime ramos made his first court appearance. he stood before a judge who

held the 45-page criminal complaint listing the dozens of charges that could lead to the death penalty if ramos is convicted. >> count 15 is the same charge, attempted murder upon a peace officer, allege occurred on the same date. >> prosecutors say ramos and two other men robbed the bank of the west in stockton, took three hostages and led police on a running gun battle through the streets of stockton. investigators say he used 41- year-old misty holt-singh as a human shield. she died during that chase and shootout along with his two accomplices. police are offering a $10,000 reward in the search for a fourth suspect who dropped the other three off at the bank. police recovered this vehicle from the bank on friday. it was captured on surveillance video near the bank. police don't know who was behind the wheel and hope someone will step forward. the san jose city council

reportedly is ready to settle an excessive force lawsuit. it stems from a deadly officer- involved shooting three years ago. the san jose mercury news reports the city is poised to pay $900,000 to the children of suspected gang member galindo. police claim they were forced to shoot go ga -- shoot galindo after he pointed a gun at them. however, his prints and dna were never found on the gun police say he was holding during the confrontation. a team of uc berkeley researchers is working on a laser center that could completely change airport security. researchers say it works bike a smoke detector. but for explosive materials. the laser beam is 100 times smaller than a human hair and ten times more powerful than current bomb-detection technology. >> they are so tiny. they can be scattered into a

big structure and other places. >> they are easier to place in wide open spaces like airports. researchers say it's likely to take at least three years before the sensors would be available to use in public places. 7:37. chevron, agreeing to new conditions for modernizing its richmond refinery. they will accept a lower cap on greenhouse gaks emissions. it's also increasing ininvestment in green jobs and community groups. they need approval from the city to start upgrading. the city college of san francisco has lost another round in the fight to hang onto accreditation. an appeals council found that the school still has not complied with required standards. city college now has the option of meeting a july 31st deadline to apply for two more years to reach full compliance. and in any case, the full

cannot be stripped of its accreditation before a lawsuit begins on october 27th brought by the city of san francisco against the accrediting commission. a of 2-year-old san francisco -- a 62-year-old san francisco woman wither is brie ball palsy doesn't know what she is gonna do after someone stole her electric wheelchair. she parked the wheelchair outside of her boyfriend's house since someone was blocking the driveway. a couple of hours later, the wheelchair was gone. >> he was crying. i was crying. both of us were crying. crying to each other. >> right now, maggie frazier is spending hundred of dollars to rent a wheelchair. it's very difficult because she lives on a fixed income. 7:39. researchers at uc davis are hoping a new study could lead to the early detection of alzheimer's and adhd.

the infant cybill ling study at the mine institute at uc davis is a one-of-a-kind. they are taking the approach for testing for autism by using interactive videos. previously they would use paper and pencil questionnaires and parent was read about a behavior and describe whether it impacts their children. >> our hope providing them with video of actual children rather than writ enwords, they will be able to -- written words, they will be able to better understand what we're asking. >> researchers are looking for babies from birth to 9 months old who have an older sibling with autism or adhd. the drought is playing a big role in our record-breaking heat. the first six months of this year, they were the hottest in california since recordkeeping started 80 years ago. now, this comes hot on the wheels of 2013, california's warmest entire year ever. the experts believe the drought is directly affecting the heat.

possible cyber attacks. the authors of the 911 commission report says the country cannot drop its guard and that congress should make changes in oversight for homeland security and intelligence. 7:45. despite the little bit of rain this morning, the drought is creating very serious conditions. pam cook is in the newsroom with the drastic action more communities are taking to go after those water wasters. >> today, the santa clara county water district will vote on hiring water cops. for new they are considered outreach person. they will follow up on complaints about wasting water and talk with people about the rules against overwatering, washing stars and broken sprinklers. they will join other districts that do free water audits and homes and businesses to look for leaks and other violations. the water cops could hand out fines if people do not comply. many districts have asked waters to cut use by 20%.

but santa clara valley says water use is only down about 12% during the drought. sacramento, santa cruz and other communities outside of the bay area are already issuing fines for blatant water wasting. reporting live in the newsroom, pam cook, ktvu channel 2 news. hundred of people at a pleasanton apartment complex are still without water this morning. it's now been five days since a water main break cut off the supply to people living at the springhouse apartments near stoneridge drive. and tensions have been boiling over ever since the water stopped running friday afternoon. some people are filling jugs from an almost-empty hot tub to fill toilets. others are using portable toilets. >> that's not an option. i don't pay $2200 a month to use a porta-potty. >> it's been very tough to take showers and clean dishes. so far management's only response has been to hand out fliers saying it hopes to have

stretch -- willow glen and stretching. the main source of this is just off the coast speaking of san francisco, some of the rainfall has pretty good for july. twin peaks .08. 19th and folsom, .07. kite hill park .05 and mint hill, also .0 a. the lows are really filed. they are way above average. we should be 52, 59. we're 60 to 66. cloud cover continues to come up from the south. it's helped along this time by a little low. that's kind of the key that provide the lift needed to kind of generate some of these thunderstorms. they are popping up. i think marin county, san mateo coast, best in line for any thunderstorm activity today but with some afternoon heating anything goes later on. really strong low for this time of the year churning off vancouver. but there's a weak low off of us. and that big low to the north is taking this low and drawing it upwards with the cloud cover. that's really the key to this

a problem on city streets at folsom. there is a water hydrant that was hit by a car and sheared off. a lot of water is gushing all over the place. and then just up the road there is a police investigation of a homicide. so 6th street is one to avoid getting in order market or even the other way around, for that matter. avoid the area. you might want to use 101 which looks better at this time. let's move along and take a look at the bay bridge toll plaza. it's improving. every minute see we imimprovement -- improvement. 25 minutes into the city. no major problems but the typical delay is there. we also want to look at the east bay where 88 traffic has been very slow -- 880 traffic has been very slow driving from 238 to fremont. nothing unusual about that. we're not getting any sort of a break. on the peninsula, it's moderate. heavy traffic especially on the bum tar done bridge. let's go back to the desk. welcome back at 8:02.

we're following breaking news in the south of market neighborhood of san francisco. you see police officers, they are investigating a deadly shooting. police got a call about gunshots at 6th and harrison streets after 5:00 a.m. when they arrived. they couldn't find a victim. shortly afterwards, the victim showed up at sf general and died. police have one car taped off that may be part of the investigation. no arrests have been made yet. we're still waiting to hear back about the name of the shooting victim. about 30 minutes ago, we received new information about a deadly crash in the south bay between a big rig and a motorcycle. chris tan kafton is -- chris tan kafton is live with more details. >> reporter: we do have more information. they say the motorcycle driver was 23 years old, from san

jose. they are still not releasing his name. traffic moving along northbound 101 just north of great american parkway. you can see a speeding motorcycle in the area. obviously a major concern for chp because it's just such a dangerous situation. early this morning, investigators shut down two lanes of northbound to determine the cause of the deadly motorcycle accident and they say it appears that speed was the most significant factor. >> preliminary report is showing that the make collided with the rear of the big rig. we have several witnesses that placed the motorcycle at speeds at over 100 miles an hour. >> that accident happened around 2:40 this morning. the red motorcycle slamming into the back of the big rig. the chp says following that accident. the motorcycle driver was thrown from the bike to the roadway. there was no way for passing drivers to avoid him. >> with the rider of the motorcycle being left in the

roadway, there were several vehicles inadvertently came in contact with the body. whether or not that contributed to his death, we don't know that. >> reporter: the other drivers did stop to tell the chp what had happened. the chp tells me that another big rig driver traveling behind this accident actually witnessed the collision and tells officers that it appears that the motorcycle was trying to pass the big rig on the right and didn't make it. investigators say the santa clara county medical examiner's office may release the identity of the victim of this motorcycle rider a little bit later on today. also trying to determine if drugs or alcohol were a factor in this stent. but again -- in this accident. but again, the chp say it appears that speed was the major determining factor in this motorcycle accident. as for the morning commute, it did not have a significant impact on the morning commute since it had been cleared by around 5:00 this morning. as you can see, traffic now

progressing normally here on northbound 101, again, north of great america parkway. cyst back to -- now back to you. police say a 17-year-old is being treated for a gunshot wound after a midnight shooting on patrick avenue. he's expected to survive. investigators say the teenager told them he was a victim of a drive-by shooting. police doubt his story. they say the evidence shows that gunfire was probably self- inflicted and an accident. at this point, police don't plan to file charges against the teenager. 8:06. san francisco police believe -- say they believe the same people are breaking in and stealing from startup companies. now there's video police hope will lead to an arrest. this is surveillance video from the corporate officer of build zoom on mission street. employees say it shows a woman entering the building numerous

times. at one point she's shown with the man. on july 6th she returned and stole a number of laptops. employees say video shows the same woman breaking into the building. investigators have released the causes of death for the ten people killed in april's horrific head-on crash between a bus and a fed-ex track in glen county. the coroner says seven victims died from smoke inhalation. two more died from multiple traumas. the 10th victim died at a hospital burn unit in sacramento. the bus was carrying 44 students. a fed-ex truck crossed the median and slammed into the bus. a thousand pounds of trash. that's what public works crews in berkeley say they collected after hearing out a homeless camp under 880 in berkeley. it was on gilman street.

they cleared it out citing health and safety concerns. among the items they removed, hypodermic needles and rotting food that atwacketted rodents. no one was -- attracted rodents. no one was arrested. people living there have dispersed. there's a in nationwide recall of some fruit that could be contaminated with a potentially deadly bacteria. the processing plant in tulare county is voluntary recalling plums, peaches and neck ka can reasons. the fruit was sent to trader joe's costco, sam's club. customers say they are concerned about the listeria bacteria. >> that's quite scary to think you might have eaten something from your local grocer and possibly, you know, die. >> this can cause flu-like symptoms and can be life- threatening for the very old, very young and people with weak

of 4.2 million. it includes a guesthouse, pool, water fall and the putting green. the white house denies the report but realtors say they could own the property by the end of the month. san francisco prosecutors say a security guard preyed on immigrants from central america while impersonating a police officer. he faces kidnapping charges with the intent -- and deportation charges. >> this puts up a bay area in the communities we serve as far as trust goes. >> the two cases he's charged with date back to 2008. but he has an extensive criminal past. prosecutors say he is also the suspect in a separate case of impersonating an officer from earlier this year and court documents obtained by ktvu also show that he was prosecuted in

michigan for criminal sexual conduct and impersonating a healthcare official. he's being held on $21 million bail. also go back to a rescue this morning of a man trapped in a dumpster. alex savidge you are in the sunset district. what's happening out there? >> reporter: san francisco pulled off an amazing rescue a short time ago. this began with the homeless man who was sleeping inside of a dumpster earlier this morning when a cardboard recycling truck came along and picked up the dmpster and dumped the man inside the trunk. this happened around 6:30 this morning. let me show you video of what this scene looked like. the driver of that recology truck heard the man banging from the inside and asking for help. he drove right away a couple of blocks to the closest fire station. station 22 which is here at 16th avenue and irving. that's where firefighters moved in and used ladders to get

inside that recology truck and they were able to rescue the man inside amid all of the cardboard. he was injured. he had what we understand was a fairly minor injury. he was taken to san francisco general hospital. he's expected to survive. it's incredible especially given the fact that this truck, the contents of the truck were actually compacted at some point. it's unclear if that's how he suffered his injuries. but i want to bring in robert reed with recology. first of all, do you believe the actions of this driver involved here this morning may have saved this man's life? >> the driver's name is mike jones. he's a 20-year recycling collector for recology. he was very heads up to drive immediately to a fire station where they had all of this great training and they could rescue the gentleman out of the truck. >> reporter: how is the driver doing and do we know how the gentleman who was inside the back of the truck is doing?

they obviously both went through an ordeal. >> it's a very unusual situation. >> reporter: we're very glad that the gentleman survived this situation and was rescued. the driver was very alert. very heads up to hear, you know, these trucks make some noise -- you know, these trucks make noise and he was able to hear pounding in the truck. there was a small amount of verbal communication briefly at that point. the driver drove immediately to the fire station. and the driver just did a heck of a job. he's taking it all in stride. we did a debrief with him. we've got a very thorough safety department and then the driver went back to complete his cardboard collection route. so the driver is out on the street right now, servicing his customers get all of the cardboard recycled. >> reporter: is this something that you train for? >> we train for a lot of safety situations. there is a lot of people in san francisco. it's tight quarters.

take a look at this video from april of 23-year-old corey mcdonogh. that's when the chp plane caught him racing in oakland. investigators say he was going about 120 miles an hour and doing wheelies. he was arrested shortly after charged with reckless driving. during the most recent incident he was driving a corvette and hit a light pole on 580 near park boulevard in oakland early friday. the car rolled over and mcdonogh and the passenger why ejected. the passenger later died. mcdonogh suffered major injuries. the chp says there were signs that he was under the influence of alcohol. it's the biggest water outage one bay area city has ever seen. people have been without water with water for almost a week. after the break, the extreme measures they are trying to do just to get by. we're live in san francisco

280, 101, 85. for example, 101 is slow from day down here near yerba buena. it stays slow up to mountain view. there's a couple of breaks. for most part, it's slow. 280 is a little better and 85 is the best view. let's take a live look at 280. 280 is not that bad as you drive up to highway 17. it will slow down. again, 101 is the worst. 85 is the best and 280 is somewhere in between. let's go to the bay bridge toll plaza. traffic is backed up for about a 20-minute drive time into san francisco. some of the lanes have cleared out. your approach is your best approach. we're following developing news in san francisco. a truck sheared off a fire hydrant sending water shooting into the air. tara moriarty is on 6th street in san francisco where a large puddle remains. tara? >> reporter: yeah, 6th street is pretty much a nightmare in the northbound direction as you are getting off 280 all the way up to market street. if you take a look behind me, you can see just how bad the

gridlock is and there were police out here directing traffic but it looks like it's slowly starting to get back to normal. if we swing around to the right, if you follow me over here, i can show you exactly where the fire hydrant was. take a look right here. the hole is right there and that is where witnesses say that a truck driver was backing up his 18-wheeler and sheared that hydrant right off the sidewalk sending water spewing everywhere. we arrived before 8:00 just as fire crews were leaving. they put the fire hydrant on the back of the rig. that will obviously need to be replaced. we know that fire hydrants in order to get the parts and labor runs upwards of i think about 7,000. police are interviewing the driver of the 18-wheeler. they were interviewing him. they let him go. city workers were able to cap off the shooting water. now there's just a puddle. they have blocked off this alleyway here clara street because of the water being so deep that the cars are creating

such a splash and all of that. but the big story is the fact that traffic has definitely been impacted. if we flip around, you can see that it's just like a parking lot and you can see all of the way to 280. that's the offramp as you are coming off. give yourself extra time if you have to come this way. but i would definitely try to avoid it at all costs. live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> thank you. meantime in the very same neighborhood, a homicide investigation is adding to the traffic problems in the south of market area. police say a man was shot and killed a couple of hours ago at 6th and harrison street, a few blocks away from the fire hydrant crash. the man's friends rushed him to san francisco general hospital. that's where he died. homicide investigators still searching for suspects. it's not clear what led up to that deadly gunfire. 8:35. new this morning, a federal appeals court has delivered a

potentially serious setback to president obama's healthcare law ruling that people who bought policies in some states cannot receive tax subsidies. the court ruled that the federal government may not subsidize health insurance plans bought by people in states that decided not to set up their own marketplaces under the new healthcare law. and california has its own exchange called covered california. so it would seem people who enrolled here would not be affected by this morning's ruling and they would be covered. also minutes ago, the obama administration responded to the this morning's ruling saying healthcare subsidies will continue despite the court's decision. this is obviously a complicated development. we'll keep you updated as we get more clarity on exactly what this morning's ruling means. b.a.r.t. is enforcing rules that ban people from sleeping or lying down at b.a.r.t. stations. b.a.r.t. police say a chaotic ings dent two years ago -- incident two years ago clearly shows why the

crackdown is needed. smoke from an electrical arc filled the station in san francisco. police say the people lying down made it difficult to evacuate everyone at the station. right now, police are cons straighting -- concentrating their efforts on the powell street station to enforce the rule but they plan to expand it systemwide. 8:37. hundred of people at an apartment complex in pleasanton, still without water this morning. it's been five days since a water main brach. it cut off the water supply to people living at the springhouse apartments. tensions have been boiling since the water stopped running friday afternoon. some people filling water jugs from an empty hot tub to fill up their toilets. others are using portable toilets. that's not an option. i didn't pay $2200 a month to use a porta-potty. >> it's been hard to take a shower and clean dishes and

things like that. so far, the management is only responding by saying they are handing out fliers, saying they hope -- by saying -- by handing out fliers saying they hope to have the water running this week. yesterday, 19-year-old jaime ramos made his first court appearance. he stood in the courtroom with the dozens of charges against him that could bring the death penalty if convicted. the judge read the charges one by one. >> count 15 is the same charge, attempted murder on a peace officer alleged to have occurred on the same date with the same sentencing enhancements. >> prosecutors say he and two other men robbed the bank of the west in stockton, took three hostages and then led police on a running gun battle through the streets of stockton. investigators say ramos used 41-

year-old misty holt-singh as a human shield. she died during the chase and shootout along with his two accomplices. stockton police are offering a $10,000 reward in their search for a fourth suspect who dropped the other three off at the bank. police recovered the dark colored four door sedan about two miles from the bank last friday. it was captured on surveillance video near the bank. police still don't know who was behind the wheel. they hope someone with answers will step forward. a 62-year-old san francisco woman with cerebral palsy is not sure what she's going to do now that someone has stolen her electric wheel chal. maggie frazier drove it to her boyfriend's house in the sunset district on the 4th of july and parked it outside since swuns was blocking the driveway -- someone was blocking the driveway. when she went to leave, the wheelchair was gone. >> he was crying. i was crying. both of us were crying.

>> right now, she's spending hundreds of dollars to rent a wheelchair, which is very difficult, because she's on a fixed income. california has a new law that says college students under the age of 21 will now be allowed to drink alcohol in class as long as they enrom in programs for -- enroll in programs for beer brewing or wine making. the sip and spit takes affect next year. students can only sip the alcohol but then they have to spit it out. while several states allow minors to sample their alcoholic course work, california does not, even though the state stand at one of the top's world producers of beer and wine. 8:40. filming for dwayne the rock johnson's latest movie continues in the russian hill neighborhood. scenes for san andrape just will be shotted a hyde and lombard. here are a couple of photos from yesterday's shoot at at&t park. in the movie, johnson reportedly plays a helicopter pilot who scours the state

following for you -- police in sunnyvale say a man on a motorcycle was speeding on northbound 101 early this morning when he slammed into the back of a big rig and was thrown from this motorcycle. police say he landed in the slow lane of traffic, then he was run over by several other cars. that cyclists is identified as a 23-year-old man from san jose. the driver of the big rig was not injured. we have an update for you now of an incredible story from san francisco. we've told you about this earlier this hour. it involves the rescue of a man who was trapped inside of a trash dumpster. that one right there. ktvu's alex savidge joining us live in the city's sunset district. so what happened out there? >> well, dave, good morning to you. san francisco firefighters pulled off an amazing rescue here this morning. they were able to pull a homeless man from the back of a recology cardboard recycling truck. this man wound up inside the truck because he was sleeping

in a dumpster earlier this morning and the truck came around and picked up the dumpster and dumped the contents in the back of the truck, that included the gentleman and he went in the back of the truck. the driver of the recology truck heard the man baking from the back of the truck and -- banging from the back of the truck and so he drove it to the nearest fire station here, station 22 and 16th and irving. this is where firefighters used ladders to get inside of the truck and they were able to rescue this man amid all of that cardboard. he was injured. he had minor injuries. he was taken to the hospital. but he's expected to survive. it's amazing, especially given the fact that this man was inside the back of that truck when the cardboard was compacted. >> the good news, cardboard can kind of be cushiony. the cardboard did partially compact but obviously not enough to injure the man in a

really serious way. >> reporter: and a representative from recology told me this is a very unusual situation. this is not something that happens very afternoon with recology trucks. he says that the driver this morning, a man by the name of mike jones has been with with rekolry for 20 years. did all of the right things this morning. he was alert. he heard the man at the back of the truck. and then he didn't panic and drove right away to the fire station and the spokesperson told me in all likelihood this driver may have saved this man's life. we're live in san francisco, alex savidge, ktvu channel 2 news. water wasters will face water cops. pam cook is in the newsroom with more. >> good morning. today the santa clara water district is expected to vote for hiring temporary employees who will act as water cops. now, for now, they are considered outreach personnel. they will follow up on complaints about wasting water and they will talk with people

second. there's lane rain in lake county. that thunderstorm that rocked marin county, still getting reports on that. lakeport, also around clearlake, maybe kelseyville. one little cell still is right there. might produce some thunder lightning and some hail. the main one, though looks to be out near oakley. bethel island, brentwood. that seems to be the focus of the line that's forming. the colder tops, the wider tops look to be pushing towards solano, and santa clara county. there's still some rain coming up from the south bay but not nearly the coverage we had earlier. seems to be thinning out around san jose. been decent as around the coast. that looks to be drying up. the line is pushing inland. but any breaks in the cloud definitely, you get afternoon heating that could definitely fire up some more activity later on. it's really mild. a couple of reasons because of the tropical cloud. the sea surface temperatures will very, very warm. it's not el nino. we've not had a northwest

breeze. water temperatures have gone up which is why the lows have not been dropping. the breeze has picked up. i think we'll get a decent westerly breeze. clouds here in the morning. maybe a few showers. they could easily pop up later on. right now that line of tropical clouds is pushing out. really strong low here. i think it's strong enough that it may play into our weather longer. a lot of clouds here. some sunbreaks. morning showers. lightning later on. a lot of moisture in the air. 60s, 70s. coast and bay running average to above on the highs. everyone is running way above on the lows. inland temperatures are cooler. we'll have light and morning fog. the tropical clouds will be gone on wednesday. it looks warmer on thursday. the forecast models are backing off on all of this. i'm not surprised as the high tries to build in from the four four corners. i will ease into it going into the weekend. the drought is playing a big role in our record-breaking heat. new government figures show the

welcome back. 8 oosm 54. now to our continuing coverage of the malaysian plane shot down over eastern ukraine. right now, president obama is at the embassy of the netherlands in washington, d.c. this is an unscheduled trip. the president is signing a condolence book for the people who died when that plane was shot down. now, early this morning, a train carrying the bodies of some of the 298 people who were killed, it arrived in the second largest city in ukraine. ukrainian authorities have set up their crash investigator center there. the bodies will be taken to the netherlands. they will be examined and

identified. pro-russian rebels are starting to cooperate with the investigation. but authorities say it might have come too late. >> not everyone has been supporting a real investigation into this crime. if they were, international experts would have had unimpeepedded access to the crime scene. now, the bodies of 16 of the passengers they are still missing. the malaysian prime minister says he will do everything possible to bring closure for the family. pro-russian rebels have also handed over the black boxes to malaysian officials. the prime minister says for the past few days, the country has been working to establish contact with the people controlling that crash site. there's concern the plane's black boxes may have been tampered with. but experts say that's highly unlikely. they say investigators will be able to tell if those boxes have been altered in any way. all right. changing up the topic quite a bit here. the royal family is celebrating a very special birthday this
