a gang member. >> no but thank you for asking okay. >> reporter: it essentially ended up being continued. >> tomorrow we'll see what happens. >> reporter: the courtroom was packed with family and friends of the two convicted men. lawrence den ard and willey torrence. carlos nava was three years old when he was shot and killed on international boulevard just blocks away from his home. the boy was on a toy car stroller when he was shot by the drive by shooting. the intended targets were gang members. both are facing life in prison for the life of carlos nava. no one from the nava family was

in court today to hear any of these proceedings and no one from the nava family was in court last month when those two men were convicted. he even called them walking billboards with tattoos for their gang. something that one of the defense attorneys objected to strenuously. again the sentencing has been continued now to tomorrow morning. both face life in prison. a 26-year-old man was killed during a day of fun at the beach in half-moon bay when a sand tunnel collapsed and buried him. several agencies helped with the rescue of samuel pies. by that point it was too late and he died from his injuries. there are condolences on his facebook page today.

pies was from san leandro. we've seen pretty wild swings in the weather over the last 24 hours including thunder and lightning. more than two dozen strikes. and by this afternoon clouds gave way to sun. our chief meteorologist bill martin has perspective on how unusual this weather is for this time of year. >> let's begin with tom vacar and the problems some of this weather caused tom. >> reporter: a lot of people's nerves and part of the power grid. >> it all began in the wee hours of the morning around 4:00 a.m. when lightning lit up the skies over the greater bay area. to say the least, kenfield got a rude and scary awakening.

>> i was fast asleep having a wonderful dream when this immense boom awakened me. >> reporter: bill o'brien was already up. >> i was getting ready to get in the shower it was around 7:30 this morning. and so i looked down in the shower there was a flash that came out of the spout in the shower in the bathtub. then we heard the big boom. and we didn't know what it was. >> reporter: the energy that caused that boom landed just outside his home. >> there was debris flying all over the place. i didn't know if someone had blown up or what the situation was. then discovered that lightning had struck. >> lightning also hit kpbs power grid knocking the station off for some time. a lightning streak on a power pole just a few blocks away briefly disrupted power there. a little later marin firefighters and u.s. park service police were not looking for gold at the end of this

point bays rainbow but for lightning lit -- >> he pointed out where the smoke was. we tried to figure out a way to get into this. >> reporter: getting to it is critical. because trees may smolder for hours before erupting into flames. >> we're getting a crew together to hike in to put some eyes actually on the smoke so we could take care of it before it turns dangerous. >> reporter: crews used detection technology to put a view on the fire. now to our chief meteorologist bill martin, just how unusual is it to see this kind of pattern in mid-july? >> it is unusual. you know last time we saw this much subtropical moisture was back during the other big

drought 1996. here we are at about 4:35. you see the time bar. moving forward. and then we move forward i'm going to go right to here san francisco you see heavy rain. then another round of lightning kicks off right about there. so these cells moving through and now clearing out of the area. but lightning strikes about 25 of them most of them that you saw on that loop right there offshore. we had a few out of the area. one launching toward the peninsula, not over the ballpark but around the area. we're going to start to dry up and clear up. keep in mind you can follow bill and the rest of our ktvu weather team online. they're posting updates on twitter and facebook. today san francisco is enacting a state law that supporters say will help get

help for people who are suffering from severe mental illness and also keep the public safe. mayor ed lee approved the ordnance today under morris law. heavily ill people who have been jailed or hospitalized twice must be forced to enter treatment. some critics say the law criminalizes mental illness but backers say people who are sick have a right to treatment. >> ultimately these are the most as a -- the most vulnerable in our society. >> reporter: the law is named for 19-year-old mental health worker laura wilcox.she was shot to death by a mentally ill man who has resisted efforts to force him into treatment. a deadly shooting in san francisco triggered a force that spanned several hours. news chopper 2 was over head late this afternoon as officers scoured the area.

officers were first called out on a report that one had been shot. when investigators arrived. shortly after the victim was found. tonight police are still searching for the shooter. in just about four hours from now, president obama is expected to land for a very quick trip here in the bay area. it's part of the three day west coast funding sweep. this is video of the president arriving in seattle this afternoon. ahead of a fund raising reception and luncheon in the bay area tomorrow. tickets for the event which will be held in the los altos hills start at $10,000 and go up to more than $32,000. from the bay area the president will then head down to los angeles. the ongoing conflict between israel and militants in gaza is having a direct effect on air travel with a federal aviation administration telling u.s. airlines they are prohibited from flying into israel airport. this move comes after iraqi strikes landed just within

miles from that airport this morning. explosions seen and heard this morning. now u.s. airlines and others around the world are canceling all flights to israel after rocket attacks in tel aviv today. this shows the aftermath of the attack less than a mile from the airport. u.s. flights to tel aviv are suspended. that caused terror in the air for a flight from new york. this shows passengers getting off the plane after it was diverted to paris instead of heading to tel aviv as scheduled. with israel and hamas, secretary of state john kerry was in cairo working to broker a deal for a seize fire. >> hamas has a decision to make and it's a decision that will

have a profound impact for the people of gaza. >> reporter: u.s. figures put the death toll at more than 500. the vast majority being palestinian civilians. more than 100,000 more are homeless. today u.s. intelligence officials said there is no evidence that russia was directly involved with a missell that shot down malaysian flight. a train arrived in ukraine with what were supposed to be the remains of all 298 passengers and crew. but investigators claimed there were also actually only 200 bodies. the black boxes were also on the train. investigators got access today. but dutch officials say they are still not getting the full access that they need. how much money south bay officials are looking to spend to enforce water restrictions and where that money is coming

we're following breaking news in san francisco that's where emergency crews are responding to a shooting that happened in the bay view district. police tell us that a woman was shot by a bullet that came through a window. there's some traffic problems because there's some yellow tape up. keep in mind this happened less than an hour ago near third street and mckenna avenue. this shows you where exactly the shooting happened to the east of 101. at this point no word yet about

the woman's condition. she was hit by a bullet that came through the window. also in san francisco, an unusual rescue today involved in a homeless man who was trapped inside the back of a recycling truck. the homeless man had been sleeping in the back of a dumpster when the recycling truck emptied right into a dumpster. a spokesperson for recology says the man was in the truck when the cardboard inside was compacted. >> the good news here is that cardboard can kind of be cushiony. the truck did partially compact but not enough to injure the man in a really serious way. >> the man was taken to san francisco general hospital to be treated for a shoulder

injury. chevron accepted a more environmentally proposal. the deal provides $60 million for programs that would reduce greenhouse, and create green jobs among other benefits. the final vote is set for next tuesday. new at 5:00 the city of oakland and coliseum officials today said it all came down to a phone call and a little kindergarten courtesy. today the oakland a's agreed to a lease after a fail. the deal seemed to have turned after just saying please. >> reporter: city and council officials call this agreement a win-win-win. for taxpayers, for the team and

a lot of lightning strikes ended up being well offshore. we had a few strikes inland in marin county. it woke me up at 4:30. we head outside and i'll show you what's happening. there's this trough of low pressuring here. where the green is and the cloud. that's all that stuff that came down here. now it's moving out but before it does we have a red flag warning that is in effect for through 11:00 tonight for these northern counties up by mount shasta because of the thunderstorms. we also have more thundershowers developing by reno. this might subside. and this should be the end of it. we may have a thundershower. the fog is really not much at the coast but it should start to fill in a little bit tonight, patchy. as we go into the evening hours, temperatures are still going to be kind of muggy and

warm and that's because all that subtropical air is still lingering. kind of you know even though it's still 80 in fairfield you're dealing with humidity or in the 50 to 60 percent range so it feels kind of sticky out there. there's your fog footprint. it's a pretty good one to concord and livermore. when you get going, the fog comes right back to the coast. daytime highs 70s for most of us. tomorrow's highs a lot like today. minus the rain drops and the thundershowers. more rapid clearing tomorrow as well. so here's where we are. we have fog along the coast. this is the big picture. tomorrow morning's big fog footprint. maybe some drizzle activity along the coast. then it starts to clear out and dry out as we head into the afternoon hours. then a nice looking day tomorrow. warmer as we head down the road here. these are the forecast highs tomorrow. a lot like today. but as we head into your thursday, friday and saturday temperatures will be noticeably warmer and with that fire danger will be coming up air quality will be taking a bit of

illuminating the flags flickered around 3:00 a.m. police have not identified any suspects and it's not clear what point the group was trying to make. officials say they do not think there's any connection to terrorism. san francisco police are looking for a couple who are believed to be behind several burglaries at start up companies in the city. employees at the company bell zoom says their surveillance video captured these pictures of the couples stealing laptops. and employees at another start up said the same women broke into their business. some california high school students were in washington, d.c. today as part of an effort to get rid of a team name that many people find offensive. >> down on the field you hear it from the crowd. go redskins but also from the

we want to update you now on breaking news we're following in san francisco. that's where police say a woman was shot by a bullet that came through a window. you see here news chopper 2 live over the scene. this is happening in the bay view district. a lot of activity there. right now we do not know how the woman hit by a bullet is doing. we have new information, there's news that munni service is beingtist -- disrupted in the area. and here you see heavy police presence in the area. we will bring you more information as soon as david stevenson gets it. now to the drought facing california. one bay area water district has a new plan to get people to cut back. they want to hire so called water cops to crack down on people wasting water. the santa clara county water board will meet in half an hour to discuss the plan. it's a half million dollars

program the water district says it's necessary given the drought. azenith smith is at the meeting where she learned customers may see a slight increase in their water bills to pay for this. >> reporter: that is a possibility. although nothing has been determined and rates wouldn't go up right away. the water district says it's losing $20 million because of this drought. and not enough conservation efforts are being made. carlos garcia has seen his neighbors wasting water time and time and. >> they have the water on 24/seven. >> reporter: a lot of times he's wanted to say something. >> they will say what is it to you. i'm paying for the water, it's none of your business. >> reporter: that's why cal water are planning to hire --

>> according to the district the money to fund this $500,000 program would ultimately come from water customers. >> yes it's a cost that needs to be moved on to all of us in the county. it's much more expensive to have a water shortage than to try to proactivity aggressively address the drought condition. >> reporter: that's what palacios has an issue he thinks it's a waste of time and money and technically the water district wouldn't be able to enforce any fines but only educate customers. >> they have to call somebody else to give you a ticket what's the use to have them come around. >> reporter: but for garcia, he doesn't mind paying a little bit more if it makes a difference. >> when the well goes dry, we

november ballot. the beverage battle is now on. >> we will definitely lose business. >> reporter: here is a store that sells 900 different types of drinks. >> we know this is going to hit everybody in the pocket a little bit harder. >> we're hoping that a unanimous support. >> reporter: supporters rallied outside of city hall before this afternoon's vote they say it's a health issue. >> the liquid sugar has been shown to have more of complications around health. like type two diabetes. >> reporter: the tax would be 2- cents on sodas, soda drinks and juices. >> it's enough to send people other places. >> reporter: the soda tax will decrease consumption by 30%. the beverage association is expected to spend millions of the dollars to try to defeat it. one supervisor says the tax

four months after a devastating mud slight in washington state claimed 43 lives, sheriff officials today confirmed the last body has now been located and identified. workers have been screening debris for chris mogelprugi. her husband was also killed. an intense rainfall contributed to the mud slide. 57 schools were reck -- recognized as green schools. san dominico school was one of 10 schools and the only one from northern california. a green ribbon winner from ohio says that schools play an important role in the future. >> we don't want to become the

in a movie shoot. san andreas is being shot. the movie stars dwayne the rock johnson who plays a helicopter pilot scouring the state in search of his daughter in the aftermath of a massive earthquake. johnson is from hayward and tweeted this picture of his arrival at sfo on saturday with the hash tag no fanny packs, place of birth. hayward strong. i always liked that guy. had no idea that he was from hayward. >> a fanny pack, he posted a picture from the 90s with a fanny pack. >> love that guy. and we're seeing changes coming up. >> the showers getting old and now it's starting to clear out. we're going to start to dry out in terms of the humidity which has been other so high in the last few weeks. as we dry out temperatures will start to warm up and fire

temperatures will go up. now in northern california it's another story where red flag warnings because of highs. these are the current temperatures still pretty warm. it's muggy out there. the moisture is clearly clearing the area. and as it does we will start to feel less of the humidity. we're in the 50 to 60 percentile range. the rain showers now have issued a fire weather warning or red flag warning. these thundershowers are showing up in the trinity alps that stays in effect tonight. they're concerned about lightning strikes that way. fog will fill up the coast for us. that will put us back in a typical pattern that transitions tomorrow. we have a good strong west wind right now. we're going to see that fog come back to the coast tonight.

check out san francisco airport gusting to 28. livermore gusting to 30. so we're heading back to our typical pattern when you really notice it will be on thursday. overnight lows, a little cooler than they were. we have mid-60s the last couple of mornings tomorrow morning with a stronger on shore flow. more upper 50s and low 60s. still muggy. still sticky still like it has been the last few days but that's not how it's going to be the next few mornings. fog burns back and temperatures just where they were today. yellows are 70s, oranges are 80 and greens are 60s. that looks just like today's temperature footprint. that's where we go tomorrow. high pressure buildings back in. so today we had this pressure system that allowed the moisture to come in north. as we move into the next few days high builds in from the southwest and temperatures begin to ratchet up especially on thursday, friday and saturday you really notice it. temperatures back into the mid-

enforcement officers killed on the line of duty. the national law enforcement officers memorial fund says 27 officers across the united states has been shot to death so far this year. that is up 56% compared to the same time last year. the group says the sharp increase is a real reminder that work needs to be done to improve officer safety. >> still much lower than the 10 year average but certainly a major spike from last year. that's what's troubling. >> 26 officers were also killed in traffic accidents. the group says that's the increase of 37% from last year. california by the way had the highest number of officers killed from any cause with eight. prosecutors say a murder suspect tried to break out of a contra costa county jail. at a hearing yesterday prosecutors revealed that darnell washington tried to remove a window from his cell and had a rope made of bed

coming in to 911. we're told that woman was shot in that building. we're told that she may have been hit in the head but possibly with a bullet fragment. we're told right now at this hour her condition is nonlife threatening. this is at the intersection of new come and third stream in the city's bay view district. near the same time that the calls started coming in, we're told by police a hit-and-run incident was reported near by on thomas and lane. police say the suspects crashed their car at revere and third street. fled and have since been detained. for now, police say it's too soon to connect the two incidents. again police are on the scene still investigating. we've seen a number of them combing the area looking for bullet fragments upstairs and downstairs as well. the shooting comes as the city has already seen two other shootings in the last 24 hours here. one fatal, one life threatening. so far the city has seen -- excuse me 22 fatal shootings in the year. 13 since the beginning of june. investigators remain out on
