coming in to 911. we're told that woman was shot in that building. we're told that she may have been hit in the head but possibly with a bullet fragment. we're told right now at this hour her condition is nonlife threatening. this is at the intersection of new come and third stream in the city's bay view district. near the same time that the calls started coming in, we're told by police a hit-and-run incident was reported near by on thomas and lane. police say the suspects crashed their car at revere and third street. fled and have since been detained. for now, police say it's too soon to connect the two incidents. again police are on the scene still investigating. we've seen a number of them combing the area looking for bullet fragments upstairs and downstairs as well. the shooting comes as the city has already seen two other shootings in the last 24 hours here. one fatal, one life threatening. so far the city has seen -- excuse me 22 fatal shootings in the year. 13 since the beginning of june. investigators remain out on the

scene. they say the crime scene remains an active investigation. they just opened up this intersection to traffic within the last 22 minutes. and around us we're seeing a number of them walking the sidewalk and taking pictures. there's still some up in that room as well too. apparently looking for bullet fragments. we're told the 80-year-old woman the victim in this case is in nonlife threatening condition. david stevenson, ktvu news. a reminder, you can follow us on twitter or facebook 24 hours a day. new details about the smoke detectors inside a public housing unit where a fire killed a mother and her 3-year- old son back in april. the attorney for the san francisco housing authority commissioned a private investigation into that deadly fire. the investigation determined someone dismantled the smoke detectors. tonight two investigates has obtained documents that

question whether that's the whole story. ktvu's melanie woodrow joins us now. >> reporter: copies of the maintenance records were obtained. they show weeks before the deadly fire, esther ioni put a request for new smoke detectors. the quick moving fire at 76 b rookdale. >> i think it not -- not only could have been prevented. still according to more housing authority records the electrician never entered the

unit and the smoke detector was not repaired. an attorney for the housing unit says that a woman turned the electrician away three times. >> reporter: a private company hired to investigate the fire discovered three dismantled fire detectors in a drawer. a fire department spokesperson told two investigates the smoke detectors may have been present but not in a place they should have been. >> so now they're trying to say that they were stuffed in a drawer. but they knew back on march 31st they were not working. >> reporter: and the victim's family has hired a lawyer. the lawyer you just heard from. but so far that lawyer has not filed a lawsuit against the housing authority. the fire department is still investigating their report pending the coroner completing

those autopsies. send us your stories andtwo investigates will take a look at your story. summer lightning created unexpected problems for the bay area today. you can see the burn mark left behind on this tree in kentfield. it appears the lightning split it in two. it's just one of many signs around the bay area today and tom vacar is live in oakland with the substation there took a hit near odot co. coliseum. the fact of the matter is, that lightning made its summer season debut today in a very big way. odot co coliseum was not the lone ranger that lost power this morning when lightning struck an electric pole a few blocks away this morning. like all facilities, odoc co coliseum has a back up. >> they have these automatic switches and they'll switch from one electrical circuit to the other. it takes time to strike the

lights back on. >> basically gets power. >> reporter: others such as joshua boot waited a bit longer. >> impacts where we had everything down. our scales were down. all the computers were down. >> reporter: power has been out here before but never by lightning. >> no usually it's been traffic related. car wipes out a pole. we had some staff that reported hearing a big explosion this morning, so they heard it happen. >> reporter: by midday, crews were still working for a permanent fix to replace the temporary one. >> by this time of day, we can get the weather hot sort to speak. what that means, able to build a more resilient system and

there are condolences on his facebook page today the victim was from san lorenzo. he dug a hole in the sand when unfortunately the whole thing caved in. there's new information tonight in the case of a san francisco man charged with kidnapping and impersonating a police officer. several people who know jeffrey bagay are stepping forward with stories of harassment and bitter legal fights. the 35-year-old security guard impersonated a police officer and preyed upon immigrant men from central america. at least one person has filed a restraining order against him. bugay is charged with kidnapping with the intent to commit sexual assault. he's being held on $2.1 million bail. an alameda county courtroom was packed as two men awaited sentencing for the killing of 3- year-old carlos nava almost three years ago. the toddler was struck by a stray bullet during a gang shooting in oakland.

last month lawrence denard and willie torence was convicted. sentencing was expected today but the day spent hearing motions for a new trial and motions to continue the sentencing. the judge denied both. sentencing is now expected for tomorrow. relief tonight for people in pleasanton who have been without running water for five days. tonight that water is finally back on in 350 homes. residents tell ktvu service was restored just before noon today at the spring house apartments. people had been using bottled water and buckets of pool water since the leak end when the high pressure water main failed. officials pushed the apartment owner to pay for hotel stays until the water was fixed. dickenson has introduced a

bill that will create water agencies to oversea and manage ground water sources. >> we have to take a more aggressive stance from the state level to make sure we're managing our ground water in an intelligent way to preserve it for the future and not use it all up. it is a precious, limited resource. >> creating a sustainability plan makes sure that the state does not overuse its resources especially when the state really needs them. and air force one is expected to land at sfo at 9:00 tonight. he will attend a fund raising reception and fund raising tomorrow into los altos hill.

new at 6:00, vacation rentals are a hot commodity this summer. but ktvu found some properties that are being put up for rent and they're actually only a part of a scam. the victims spend hundreds to thousands of dollars only to arrive at the home and find out they paid the wrong people. rental owners say it's a tough scam to stop and unfortunately

the victims don't get their money back. >> reporter: greeer has been renting homes in wine country. >> i advertise all over. vacation rentals.com. craig's craigslist. i have my own website. >> reporter: two weeks ago a family showed up at the gate but the property owner knew the home had not been rented. >> they presented a rental agreement and he said, i'm sorry you've been scammed. the home isn't rented. they had wired money to i think the philippines. >> reporter: and that's not the first time it's happened. last year a scammed family showed up and actually made it inside. but in that case, the house was already rented out. >> the nonauthorized renters were actually in the home when the authorized renters arrived. and that created a scene. >> reporter: turns out that story isn't so unusual. the santa cruz county district attorney's office now has

someone specifically focused on finding scam artists targeting that area. just this weekend a family sent money to a bank thinking they had a home on the water. they had to find some where else to stay. >> they can switch it to ivory coast or some place else. >> reporter: rental owners are putting out their own warnings. dana weir has a warning. >> our house rents for 6,600 a week and they only paid 1,000. >> reporter: brings us back to that age old advice, if it looks too good to be true it

to have more -- now chevron has agreed and will also double its investment in community programs from 30 million to $60 million. chevron plans to replace the pipes with newer more energy efficient equipment. the project will also allow it to process more oil. the richmond city council is expected to vote on the refinery project on july 29th. tonight the santa clara valley water board is expected to approve hiring temporary employees to give warnings to water wasters. the meet ing is just getting under way in san jose. the problem is the target is 20% reduction. some people we talked to said they like the idea of these so called water cops giving out warnings instead of neighboring confronting other neighbors. >> you kind of hesitate a lot of times especially when you go bother some of these people and they say, what is it to you? okay. i'm paying for the water. none of your business.

>> reporter: the district says customers could eventually see an increase in their water bills to help pay for this $100,000 program. thunderstorms this morning, some showers. people got .01. .01 of an inch. the highs today about what they were yesterday. we're going to see lots of upper 70s and a few low 80s. tomorrow we start to see the transition. these tropical showers are going to start leaving the area. there's an off pressure system right here. it's going to build this way over the next 72 hours on thursday, friday, saturday it's going to push temperatures back into the 90s. these are lightning strikes north and east of crescent

city. that stays in effect until 11:00 tonight. that's the big issue the lightning strikes obviously. we have strikes that are trying to reform offshore. as you see here it's very -- i expect we will see fog late tonight. the winds are blowing high. that's due west. strong westerly wind big wind out in concord blowing to 26 miles per hour southwest. lots of on shore wind. it's going to be a little cooler tonight. those areas that you've been sweeping in the mid-60s will be in the low 60s. we're still going to be in the low 60s in many locations. still going to be sticky. communities are still running 50 to 60%. those wind are going to start clearing the moisture out and going to start getting into a more typical pattern. it burns back to the coast and temperatures tomorrow look just like today. yellows are 70s. look at this mild pattern, the 90s are nowhere to be found. maybe up toward sacramento, toward granite bay. more clouds today.

we got thundershowers this morning obviously. as the moisture moves to the trinity alps clears the area. 79 in san helena. 79 in napa. tomorrow is like today. we got the rain drops and thunder and lightning. then thursday becomes the day that really starts -- you start to notice the heat. we will start to see 80s upper 80s and low 90s that will take some of the bay area weekend. it will also set us up with an increased fire danger. five day forecast with the bay area weekend in view. temperatures start to get going. not hot hot but certainly warmer and more typical for this time of year. this weather pattern very unusual. we get it and we've had a lot of days of subtropical moisture and sprinkles and thundershowers. >> heat is on the way. >> the heat is coming. hunter pence and the giants. this guy continues to dominate on the plate. >> but is it enough to get the giants into the city of
