have to go through. >> reporter: mcarren says despite recent world events, she says travel is still very safe. live at sfo, amber lee, ktvu channel 2 news. u.s. intelligence officials today said russia is responsible for quote creating the conditions that led to the shooting down of malaysian airline flight 17. but so far there's no direct evidence of involvement by the russian government. american, european and ukrainian officials have said a russian made surface to air missile fired by ukraine prorussian separatists is what brought down the commercial flight. u.s. officials say the most likely explanation is that the rebels shot down the plane by mistake. this comes as the bodies of most of the 298 victims arrived by train in a northern part of ukraine that's not controlled by the rebels. forensic experts there say there's a strong responsibility

some of the victims remained buried in the wreckage and that the identification could take weeks possibly even months. monitors who gained access to the crash site said they were stunned to see that the site had been significantly altered with major pieces of the plane had been cut away and moved. someone fired a bullet through a woman's window. it happened at 4:15 this afternoon. you could see where the bullet went through the apartment window on the second level. the woman lives in the providence senior complex. we're told she was able to walk downstairs on her own and report the shooting to a building manager. the gunman has not been found. oakland police say they have arrested 13 known gang members for a number of crimes including attempted murder, felony assault, carjacking and home invasion robbery. here are pictures of seven of the men police say operation seize fire targeted two violent gangs with warrants served in

new details tonight about a bay area man who died after he was buried by sand when a hole that he digging suddenly collapsed. he was a recent college graduate with a bright future. but now his family is mourning his loss. first responders frantically tried to rescue the young man from the sand. jana katsuyama has the story. >> reporter: fire officials say they have covered those holes so no one else falls in. his parents tell me that this was supposed to be a well deserved rest for their hard working son. today tracks in the sand showed the spot where people tried to rescue adam pie at francis state beach.

for his parents today in san lorenzo there's still shock. >> the perfect son, a perfect brother. a perfect friend. a perfect cousin. >> reporter: his parents say the 26-year-old had been helping friends dig a tunnel when it collapsed around 5:30 monday. >> the girls came out of their tunnel, his tunnel i guess caved in or something because the girls turned around and said where's adam, where's adam. >> reporter: the sand had fallen around adam, leaving his head briefly exposed before more sand gave way. friends and strangers including this man ran to help. >> there was dozens dozens of people from the beach. men, women and children you know pulling sand out of this hole. >> reporter: the heartbreak of people there hoping. >> you're just grabbing sand a little bit at a time. >> reporter: first responders arrived within minutes. >> they were just trying to get to his head when our first crews got there. >> reporter: adam was unconscious. after 35 minutes of digging crews managed to pull him out.

bay, jana katsuyama. now to daly city where police are looking for two women wanted in a home robbery. the two broke into a home on santa ana avenue on july 9 when police arrived they found a 53- year-old man with a head injury. police say the two suspects may be staying in san francisco in the sunny vale or bellview neighborhood. police are hoping surveillance images will lead them to a couple that could be responsible for several burglaries. a business's surveillance video caught the women stealing laptops. if you recognize the people in this video contact san francisco police. san francisco voters are going to have an opportunity to weigh in on a proposal that calls for a 2-cent per ounce tax on soda and sugary drinks.

rob roth tells us what that proposal could mean for businesses. >> the motion is approved. >> reporter: the board of supervisors voted 6-4 to place the soda tax proposal on the november ballot. the beverage battle is now on. we will definitely lose business. >> reporter: here's a fizzery which sells 250 types of sodas, the owner is worried about the proposed soda tax. >> we know visiting the shop after the tax is going to hit everybody a little harder in the pocketbook. >> the liquid sugar has been shown to have more of complications around health with type two diabetes. >> reporter: the proposal would levy a tax of 2-cents per ounce on sugary drinks including soda, energy drinks and some

juices. at the fizzery the tax would add several cents to every dollar. the american beverage association is expected to spend millions of the dollars to try to defeat it. one supervisor says the tax would hurt some people more than others. >> i am seriously concerned how this ballot measure attacks on some of the low income communities. >> reporter: supporters say it will be a tough campaign. >> we have a history and a great track record of being successful and taking on big meaty and weighted public policy issues and winning. >> reporter: for the tax measure to pass it would be to be approved by 2/3 of the voters. a soda tax measure in richmond failed two years ago. rob roth, ktvu news. san francisco voters will also get the chance to vote on two new funding options for

we're learning new information about the man accused of impersonating a police officer. he's accusedded of preying on immigrant men from central america. a neighbor tells ktvu bugay was always picking fights. and the landlord called bugay a pathological liar. he was trying to get bugay evicted. >> at one point he would not pay his rent. and he said he would arrest me i said how can you arrest me, you're not even a police officer. >> one complaint where he alleges his landlord harassed him because of his hiv status. in marin county, there's a -- the imposter kicked a dog.

closures around intercontinental and around the four seasons hotel where the president is expected to attend a fundraiser tomorrow. and a proposal to hire new employees to crack down on water wasters. these so called water cops can issue warnings but not fines. >> reporter: these new enforcement will likely be out on the field by next month. more eyes will soon be monitoring the water usage of santa clara county residents. >> those motion say aye. passes unanimously. >> reporter: the santa clara county board approved a half million dollars to hire up to 10 temporary enforcement. they'll respond to complaints about water wasters with what some have called water cops. in hopes of decreasing water usage by 20% across the county.

the campus for ada. >> reporter: the board president told us the kitchen won't be ready until september and as you can see here sinks aren't installed and coolers are not plugged in yet. a discussion about the delays is expected at tomorrow's school board meeting. a political consultant accused of having a homemade bomb inside his apartment has been deflied -- been denied bail for the second time. chamberland was arrested last month. chamberland's attorney says his client is in need of psychiatric attention. he is facing several charges including possession of a destructive device. denard and torrence were scheduled to be sentenced today but motions for a new trial and to continue the sentencing took up too much time. the judge denied both motions. the two men are facing life in prison.

a financially troubled college could be forced to shut down. back in may we told you about bryman college and how it owed $200,000 in back rent. the school's parent company biohealth inc. has filed for bankruptcy. bryman has three colleges. the fourth is in los angeles. a developer has reportedly bought a mcdonalds not far from at&t park with plans to tear it down and build a 10 story

hotel. the chronicle reports that stone bridge corporation based in colorado has bought the mcdonalds at third and townsend and plans to build a 225 room hotel. another hotel about the same size is in the works on king street just a block away. a new report seems to demonstrate just how much yosemite national park means to california's economy. the national park service says more than 3 million park visitors collectively spent $373 million in communities near yosemite. that includes bars, restaurants and hotels within 60 miles of the park. according to reports from the national park, yosemite supports 30,000 parks in the area. police are trying to unravel a mysterious security lapse involving the world famous brooklyn bridge. two flags that had been bleached white were placed on

the bridge. two people seen scaling the bridge changed the flags. it's not clear why they did it. today we learned the name of a passenger killed in a suspected drunk driving crash last friday. this is all that's left of the 1999 corvette involved in that crash. the chp says cory mcdunna was driving drunk when he crashed on interstate 580 in oakland. his passenger nick ovenchain was killed. mcdunna was already facing felony dui charges from friday's crash but now that his passenger has died mcdunna faces more serious charges. he was arrested for this i said dent right here while driving his motorcycle at more than 100 miles per hour on interstate 80 back in april. another vehicle recall linked to ignition switches. this time the recall is

impacting 80,000 older model suvs. 2006 to 2007 jeep commanders and 2005 to 2007 jeep grand cherokees are being recalled. the drivers knee can bump the ignition switch and shut off the engine. chrysler says it's had about 100 complaints but just one accident and no injuries. after more than a year of negotiations the oakland a's have agreed to a 10 year lease extension that will keep them playing at the coliseum. it appears that the plan to keep the a's at the coliseum was dead last week within the city council made last minute changes to the original contract. but a's co-owner lou wolf has agreed to changing including language. >> i think everybody benefits from it. we'll see what happens, you

francisco mother and her 3-year- old son. the san francisco housing authority says someone dismantled the smoke detectors family apartment. but there are conflicting reports about exactly what happened just weeks before that deadly fire. >> reporter: new surveillance video shows the quick moving fire that killed mom esther and her son santana williams. >> i don't think only it could have been prevented but it should have been prevented and unfortunately it will happen again. >> reporter: two investigate obtained records that showed a request two weeks before the fire to fix a nonworking smoke detector. the work order grants permission for an electrician to enter even if no one is home. still according to more housing authority records the electrician never entered the unit and the smoke detector was not repaired. an attorney for the housing authority says an unidentified woman turned the electrician away at the door three times.

water to that spring house apartment complex on stone ridge drive. residents were filling buckets of water from the apartments hot tub and swimming pools so they could flush their toilets. crews spent the last few days replacing the broken valve and turned the water back by noon. >> i'm so excited, i can't wait to take another shower. hopefully things will stay the way they are right now. >> reporter: residents say they have been told they won't be charged rent for the last five days. a close encounter with the geico geco has left one man in need for repair. a geico banner fell from the plane and landed on a home. on the way down the banner took out a set of power lines and damaged a backyard gazebo. the pilot was not sited. he told investigators that he used a new rope to affix that

sail and it failed. this woman has cerebral palsy, the problem is someone stole her wheelchair when she went to visit her boyfriend's home. we heard that maggie is extremely grateful after many people wrote us to try to help. facebook is rolling out a new save feature. it allows users to save pages that they want to check out at a later time. saved items can be permanently deleted or archives. it should be available to all facebook users within the next few days. there's still a few sprinkles out there tonight. mainly drizzle showing up in the east bay hills. i think we will see more of that later on tonight. these were the actual highs. highs tomorrow are going to be about the same. no big change. 81 in napa.

out of here. wednesday, the subtropical. you can't see the clouds and humidity. should start to pull further north. things should start to move out. as we head into your bay area thursday, friday, fire danger comes back up. so we haven't had high fire danger. we have with the lightning strikes but we haven't had it because the humidity has been pretty high. humidity is going to go down the next couple of days. along the coast you're going to see clearing. pacifica and half-moon you're going to be sunny before lunchtime. we have a lot of clouds lingering and clearing. tomorrow is the transition day to a much warmer day on thursday, friday and saturday. when i say much warmer back into the mid-90s in the hot spots. air quality still good. along the coast mid-50s.
