good morning. a live look at interstate 580 in livermore where traffic is being impacted by an overturned truck that was carrying hundreds of thousands of pounds of produce. in two minutes des minutes tara moriarty will have more. good morning. it is monday, july 28th i'm tori campbell in for pam cook. >> good morning, i'm dave clark. let's talk about weather and traffic. steve, another unusual weather forecast. >> very much so dave and tori. the tropical clouds continue to march from southern california and central california. they are getting closer and closer. it will only be time before they move in. north bay will be the last one to join the party. most of these are filtering off toward the east. they are definitely lifts north. there has been some light rain

driving across the bridge to san francisco side. no major problems. and if you are going to see traffic moving along pretty well i want to mention the 580 greenville accident in a moment. but if you are getting on the freeway on 580 through livermore and castro valley, it looks good. now to that developing news in livermore where two lanes of 580 westbound are shut down after a big rig overturned spilling bananas, oil and fuel. tara moriarty has more details on the cleanup effort going on right now. tara. >> reporter: it will be another hour and a half before all lanes are open on 580 westbound and the traffic has gotten worse. it's snaking all the way back into tracy, almost to grant line road. it's because of this big rig that overturned. they have a system set up where they take the baa nap thats and slide them town. the driver of the rig has narrowly missed this accident.

the chp says the driver veered off 580 westbound near greenville road just before 2:00. crews have been busy loading nows of boxes of bananas and exotic melons from mexico off of the rig and on to the flat beds. the chp tells us a chain reaction collision happened when a pickup truck driver -- >> unfortunately there was about 1-5 gallons of oil. and 1-5 gallons of diesel. so we had cal tran and a hazardous materials team clean that up. >> reporter: luckily no one was hurt. the highway patrol estimates it will take crews until 8:00 to

turned on at a dangerous san francisco intersection. christien kafton is is live in san francisco with the new measures being taken to make it safer to walk the streets all over the city. >> we're at yorba and sun is set. let's give you a sense of what the intersection is like. right now it's equipped with the flashing lights which warn passing cars that a pedestrian is trying to cross the street. a little bit later on today, they will be unvailing a full system of flashing lights, stop signs, and crosswalk signs all aimed at making this intersection safer for pedestrians. now the the new safety measures are set to be unvailed at 12:30 ceremony today with mayor ed lee on hand and police chief greg suhr all on hand to unvail

the crosswalk. a 15-year-old boy was hit here and survived. neighbors in the area have ban calling for safety measures to be put in place to prevent certain accidents. some say they should not be crossing here that they should be using a nearby intersection. the mayor will be signing a $500 million transportation and infrastructure bond as well today. most will be going toward transportation improvements. more than $100 million will be going to make streets safer for pedestrians and cyclists. we are expecting people to start their morning here a little late ordinary reason today. and there is a couple muni bus

stops. we will get a sense of what they see. the university police department activity log shows there has been 75 incidents between july 1st and haas wednesday. a lawyer that represents many of the homeless say they were represented. it's been a tragic weekend along the russian river. the most recent accident happened when a teenage boy drowned. a boy vanished after leaving a

campground. his disappearance led to a desperate search. >> we put our boat in with an under water camera and searched for another hour and a half. we found the young man about 30 feet from the shore. >> authorities have not yet released the name of any of the drowning victims. the los angeles fire department says the victims were in or near the water. there are conflicting reports about how many people were injured but it could be as many as 13 and one is reportedly in critical condition. many of the people that were on the beach say after the lightning struck, it was complete chaos. >> people were frightened for

their lives. people running. people looking up in the air. it was an incredibly loud flash like a bomb went off. >> the coroner says the man who died was a 20-year-old surfer. he was reported missing after the strike and pulled from the water about an hour later. deadly pipeline explosion four years ago. they have uncovered documents that exposed possible illegal conduct by both the state jackie spear and jerry hill will join san bruno city leaders. some trips to yosemite

eastern ukraine this morning an international police team hoping to reach the crash site of the malaysian airlines plane they return back because of fighting at a nearby town. it was the second time the team tried to reach the flight where flight 317 crashed after being shot down. that area is being controlled by pro russian rebels. the team says the constant gunfire and the shelling force them to turn back. in the meantime the u.s. state department releasing these new pictures from ukraine scene says they show russian troops firing at ukraine from across the border.

united states says that is strong evidence that allegations of direct russian involvement in the conflict are correct. over the weekend 13 people including two children were killed. united states believes russian missile brought down malaysian airlines flight 317. that flight is just one of two major disasters to hit malaysia airlines this year. back in march flight 370 disappeared with 239 people on board. that plane has not been found. the future of malaysian airlines is in question. analysts say the airline is losing at least $1 million a day and they are going to run out of reserve funds within six months. so the analyst says the airline needs an immediate intervention that controls its budget. they say it also needs to be restructured and they need to change the airlines name. the pentagon says it has lost track of more than 40% of the weapons it gave to afghan

security forces. the washington time reports the pentagon almost gave $475,000 weapons to afghan forces over the past decade. serial numbers are missing or have been duplicated. and the auditors are blaming faulty tracking software. fears are growing that the missing weapons are now on the black market. it is 6:15. san francisco is running out of hospital beds for patients that require skilled nursing care. the examiner reports starting next year more patients will be requiring skilled nursing care beds than are available in san francisco. and in fact, the city's need is to be at 115 first of capacity. two bay area fathers delivered their own sons on highway 101 recently. the first special delivery took place friday as hannah and his

big rig that flipped over and carrying thousands of pounds of bananas. they started off loading the bananas on to another truck. these lanes will be blocked for another hour or two. 580 westbound down to two lanes. and this has been happening since 2:00. and our very first report was at 4:30. not much has changed. tara moriarty is out there. she will have a live report from the scene coming up a little later on. let's move along and take a look at the bay bridge toll plaza. westbound. about a 20 minute drive time between oakland and san francisco with most of that time being waiting here at the toll plaza. and if you are driving in san jose on the south bay, we are off to a good start here. this is downtown san jose northbound 280 on your right there. traffic is looking good around the corner and getting up to highway 17 and west valley. let's go to steve. >> thank you. the leading edge of the tropical clouds are just beginning to move into san

jose. low clouds are already here. here comes another round of the clouds. but slowly increasing clouds will give us a mostly cloudy pattern. and possibility of showers and thundershowers. very unusual for july. i mean it just keeps going and going. 59 san francisco to start. 60. we will go 72. definitely a lot of moisture in the air. the record not that warm. the record low again way back 1897. running above on the low and the high. tropical clouds and light rain continue to slowly work its way northward. a little bit of rain. not all of it is reaching the ground. 50s own i oz.en the temps -- 50s and 60s on the temps. most locations are less than an

eight or nine miles an hour. 60 in ukiah. 63 in sacramento. the cloud cover continues to inch northward. a lot of this will lift toward the valley. and there is a ton of moisture that continues to stream northward. very unusual. usually don't see this in july. clouds increase. isolated thunderstorms are possible. we really don't have that trigger mechanism in the atmosphere. definitely the cloud cover. 60s and 70s and 80s to a few 90s. kind of a muggy and humid afternoon. fog coast and bay. 90s for some. taking down temperatures just because of the cloud cover coming in. humidity factor will be through the roof. especially for the santa clara valley. mostly cloudy to partly cloudy. and then minor fluxuations every day. one day is a little warmer, one

day a little cooler. no big change here as we go into the weekend. it is 6:20. new this morning burlingame based virgin america says it will go public with its stock. virgin america began flying in 2007 and it flies to two dozen cities. most of them are big cities that are popular with business travelers. but it also serves palm springs, cancun mexico, and fort lauderdale. ford is boosting the price of the most popular selling vehicle in the u.s.. ford has sold more f-150 trucks than any other model. now ford is switching some of the trucks steel body parts to alum aluminum as a way to

see that? people in oakland saw something big and unexpected in the waters under the 880 freeway in oakland over the weekend. these are bat rays. a kind of sting ray. they are native to san francisco bay but they usually don't come this far inland and these sting rays were bigger than normal. >> i've been coming here for 40 years and i've never seen them up close expect for the aquarium. >> the bay water is saltier because there is not as much fresh water runoff as usual and that is bringing the string ray food service inland.

the california drought is hurting businesses at lake tahoe. today the sand harbor boat ramp will close for the season. if the lake level keeps falling, paddle wheel cruisers may shut down soon. low water levels on the truck key river are forcing rafting companies to shut down there. 6:25. two baseball greats with connections to the oakland a's have been inducted into the major league baseball hall of fame. tony larussa and frank thomas with two of the six inductees. larussa won three consecutive american league pennants. larue show who -- larussa also won world series titles in 2006 and 2011 with st. louis cardinals. >> i was in three great situations. with great coaches, great people around being taught. and i believe the way to accept

clark. >> good morning, i'm tori campbell in for pam cook temperature it is 6:30. we want to have a quick look at weather and traffic. still muggy out there. >> it's going to be no doubt. some areas did not cool off. below 61-62. the tropical clouds are move into the san jose area. and there is a lot of low clouds and fog. combination of the two will give us a mostly cloudy day. it will be muggy. possibility of light showers and a few isolated showers. although there is not the energy we've had yet. i don't think these will cool off anymore. that may take the edge off the high temps here. it looks like they are getting closer here. a lot of clouds. some fog. coast and bay. high clouds increase.

to sunnyvale. let's take a look at the bay bridge toll plaza. about an 8-10 minute delay. no problems on 880 north and southbound as you drive to the coliseum. no problems here northbound or southbound all the way to hayward. we are continuing to follow another big traffic problem. two lanes of 580 westbound are shut down after a big rig overturned spilling bananas and fuel. tara moriarty is there with more on how long this is going to take to finally open up the freeway there. tara. >> reporter: this is something you normally don't see. crews loading melons and bananas and this overturned big rig sliding them down this freeway and loading them on flat bed trucks. this truck driver swerved to misan accident and narrowly missed. the driver veered off 580 westbound near greenville road just before 2:00 this morning

and flipped. about 60,000 pounds of bananas and exotic melons from mexico were on the rig and the chp tells us the chain reaction collision happened when a pickup truck driver fell asleep at the wheel and hit a dump truck. the pickup was disabled so the driver got out. that is when the semi crashed into it. >> the trailer split open when it crashed. that is why 40% of the road lode hit the spills already out. right now they are just hitting the load. >> luckily no one was hurt. and the chp says the pickup truck driver would have been killed if he stayed in his vehicle. so it's lucky he got out. the highway patrol estimates it will take add least until 8:00 to get everything cleaned up. crews have more produce to unload plus they have to get the rig out of here. if you have to take 580 westbound across the pass, give yourself extra time. there are still westbound lanes

open and the backups have gotten worse. it goes all the way back past north tracy boulevard. we will continue to monitor the situation. live in livermore is tara moriarty ktvu channel 2 news. late night fire caused a very tense situation in san jose. started shortly after 11:00 last night at sixth and virginia streets near interstate 280. a handful of propane tanks caught fire. the risk of a major fire and explosion led to the evacuation of several nearby homes and it briefly forced the closure of a stretch of interstate 280. >> they were venting propane. this was a very large farm. our concern is if the other tanks were impinged upon, we could have a very large fire. possibly an explosion. >> no one was hurt. investigators say the fire may

have started at a nearby homeless camp and spread to the propane tank facility. temporary closures still in effect on a pain road into yosemite national park because of a big wild fire this that area. the fire started in the area just after 3:00 on saturday. it has forced a temporary closure on the crane flat bridal bear creek. over the weekend those campgrounds were evacuated and we're finding out evacuation orders will stay in effect until wednesday. >> it's a dry year.

>> the red cross has set up evacuation centers. here are pictures from the parks web cams. the smoke can be seen for miles. it shows how smoky the areas around half dome. according to the latest update the fire has burned 2100 acres. it's about 5% contained. hundreds of people are still evacuated from their homes after a wild fire in amador county. east of sacramento tripled in size over the weekend. crews say a combination of dry hot weather and steep terrain is fueling the flames. the fire has burned more than 3800 acres. more than 500 homes still remain at risk. cal fire says the fire started friday when a vehicle drove over dry vegetation. the have action center has been

this month. we were there last friday when the last of bryman students graduated from the campus in san jose. many of them tell us it is heartbreaking. not only are students left with their college futures in limbo, but many are left without a job. students pay between $16,000 to $18,000 in tuition. we take you back out here live, some former students will be arriving here around 8:00 this morning to get assistance from the state. we hope to talk with some of the students as well as the department of consumer affairs on exactly how they will be helped out. live in san francisco brian flores ktvu channel 2 news. time 6:39. governor jerry brown is in mexico for an economic trade mission that will change the way california. last year more than 60 billion in goods and services went back across the border. they are hoping signing agreements that will make that

number grow even more. it's one of the topics he will be talking about during his three-day visit to mexico. >> it's a busy schedule and it should be because california is playing a very special role with mexico. particularly on immigration and trade and hopefully on climate change. >> now the governor is also expected to sign an agreement surrounding carbon emissions and pollution today. now authorities in texas are considering a plan to build a shelter that would hold those people that come into the country illegally. it would be the biggest of its kind in the u.s.. a number of sites in texas and elsewhere are being considered for detention tails for the unaccompanied children that have come into the u.s.. a new crack down on homeless people in berkeley.

6:44. happening today new traffic signals are being unvailed in san francisco at a particularly dangerous intersection. christien kafton is live in san francisco with the other steps that the city is taking to help make walking the streets safer for everybody. good morning, christian. >> reporter: good morning. we are here at yorba and sunset. this is one of the most notorious areas for pedestrian accidents. the intersection here is equipped with a flashing light system. today they will be unvailing a system of streetlights and crosswalk signs all aimed at making it safer for pedestrians crossings streets in the area.

we have new video that we got. showing how tough it may be and how cautious and slowly it may be. the new safety measures are set to be unvailed at 12:20 today. the interest will include ten stoplights and six countdown pedestrian crossing signs. the city has dropped the speed limit in the area from 35 to 30 miles an hour in an effort to bring down the number of car pedestrian accidents. a 78-year-old man was hit and killed at this very intersection in february as he tried to cross the street. the same month a 15-year-old boy was hit here and survived. neighbors have been calling for safety measures to be put in place to prevent future accidents and said part of the problem is poorly timed streetlights on sunset.

the outcome of that is drivers speed from one intersection to the next trying to make the light. the mayor will be on hand here today and the mayor will be signing a $500 million infrastructure bond. the lying share of that money will be going to transportation improvements more than $100 million will be going to make streets safer for pedestrians and cyclists. in that video you can see how cautious that lady has been trying to cross the street. so again it seems as people who drive in the area aware this is a dangerous intersection. certainly pedestrians aware this is a dangerous intersection. we will speak with people who drive through here to get a firsthand account on how dangerous the intersection can be and what they think of the new improvements. time is 6:46.

punishment handed down to the planar was at the center of -- handed down to the big player that was at the center of it all. let's quickly bring sal back. breaking news. live power lines down in the south bay. >> that is right. we have news chopper 2 showing us the situation. the power lines came down and there was a power pole on fire on 85 near holm today. one of the things chp immediately did was you can see cars are turning around quick the wrong way. this line of when forecasts got there to determine this was a live power line. sometimes there are telephone lines. unfortunately this is not the case. both sides of the freeway are closed. although it only looks like it is on one.

85 will be a mess cometting up. the 85 freeway will be slow. this is where it is all happening. i want to mention that traffic on 280 although it may be slow it is open getting up into the valley. you can united states 280 and get into the sunnyvale area. 85 is to be avoided. if you are coming the other way southbound you might want to stay on 1010 and use one -- might want to stay on 101 and use one of the expressways. 580 westbound a truck spilled bananas all over the place. it flipped over at 1:45 this morning. still two lanes closed on 580

and traffic is a mess all the way back to grant line road. and at the toll plaza, we have a moderate delay of 20 minutes getting into san francisco. let's go to steve. all right, sal, thank you. more sun to the north. clouds are increasing. now they are moving more east than north. they are generally starting to lift up in our direction. there are plenty of low clouds there. even though ocean temps continue to be rather mild to warm. so low clouds, mostly sunny in the morning. high clouds will continue to move in muggy, humid. i know. i know. i've heard from you. possible showers. maybe some thundershowers. but it is definitely there. 59 san francisco to start. 68 the noon. we will go 72 even with all the cloud cover. average high, low this time of year 66-65.

we will be above on both counts. not that warm on the record high. 48 way back in 1897. san francisco for july has picked up .08 tying this with 2011 and 1906 as the fifth wettest july. some of that moisture continues to stream up slowly. not all of us reaching the ground but it's on the way. and then heading up toward king city. some of that also hugging the coast as well. it will take awhile to get here. it's definitely on its way. 60 on the temps. 71 up in some of the higher elevations. the warm air aloft is still there. gilroy 58. 62 san jose state. 60 for fremont. 53 in tahoe. there will be a lot of cloud cover. a lot of smoke up there as well. there will be a lot of cloud cover in the valley.
