under investigation. live in palo alto, azenith smith, ktvu news. ktvu is getting a look at a highly critical report on the construction of the eastern span of the bay bridge. it was produced by the transportation committee. it outlines lessoned learns. the bridge was $10 million overbudget. caltranss is characterizing the report as flaws, misleading, incomplete and inaccurate and claims the report failed to comprehend the complexity of the project. >> there's a larger engineering consensus that was reached on specific issues like the quality of the welds during the fabrication process. that side of the story isn't necessarily told in this document. >> caltrans does agree with the report conclusion that the agency should have been more transparent and open with the

public during the project. we know now more of a man who left a trail of damage. police identified tyrone duncan as the driver. he's due in court tomorrow. we showed you some of the damage yesterday. surveillance video from several different locations shows a stolen red pickup driving on the sidewalks and going the wrong way on one way streets. the truck had been stolen from a construction site. police tell us duncan has been booked on several charges including hit-and-run and driving without a license. we have new video into the ktvu newsroom tonight of a homicide in oakland. a man was shot at 27th avenue and international boulevard at about 7:30 this evening. when our camera arrived on the scene in the fruitvale district police were searching for evidence. police tell us the man managed to run about a block before he collapsed. oakland city councilwoman

expected to reach unhealthy level. people are recommended to bike, walk or car pool to work to limit the pollution. some thunderstorms continuing along the west slope of the sierra nevada. up in the northern portion of california. a red flag warning in effect for the next 45 minutes or so. maybe 35 minutes for this area. because of lightning strikes. they've been up the last couple of dais they -- days they will go down. we saw moisture lingering. fog along the coast. there's a lot of fog out there right now but it's sticking right along the bay right now. most of the fog is going to be at the coast peninsula area and then inside the bay. over the hills down to santa clara and into morgan hill and into livermore valley. you're not going to see a lot of fog. we had 100s today in some places. tomorrow we could see easily see 102s and 103s. livermore 76. that doesn't look right does

it. these are automated sensors. but numbers in the inland bay valley are mid-70s. there's cool air and that's the sea breeze. it'll still be in the mid-60s in these inland bay valleys. that will set you up with a warm start. 65 in fairfield, it's not going to be hard to get up there to 100 degrees. moving through the city tomorrow, you will easily make it to the 70s and 80s in san francisco. by 11:00 or 12:00 you're into the 80s in the east bay hills. in the afternoon hours those inland valleys upper 90s low 100s. the far eastern northern. the hottest day of the week looks like it'll be tomorrow. we'll take a look at the weekend because there's big changes coming for half of it. the new report shows just how quickly the severe conditions are spreading across the state. on the left is a drought map released one week ago by a national drought mitigation center. most of the area north of the

tenderloin neighborhood. wisner collided and hit two people. wisner is a code and digital designer at the moratorium museum. in statement coworkers said this accident is a tragic accident and many of our employees are giving time to the catastrophic illness fund in support of zach. in a statement, jackson was accused of soliciting bribes. the report also includes a plot to import guns. he has been freed on bail and is due back in court next week. the cia acknowledged that it hacked into computer access.

for five years senators have been investigating cia interrogation suspects and secret prisons that critics describe as torture. both houses of congress took up the immigration crisis along the mexican border today but nothing is likely to come of it. the house put off its summer recess by a day to take a vote. a $659 million emergency response bill was on the table but conservatives blocked it. the house is to try again tomorrow. another costlier measure in the senate failed on a procedural vote. oakland is giving a local recycling company a big contract for the city's garbage collection. last night the city council approved a 10 year contract with california's waste solutions. at the port of oakland saying the company is offering more services for less money. and because it's based at the port of oakland it will help boost jobs in the city. california waste sloughs is offering to pick up trash and

here's a live picture overlooking gaza city. over an hour ago we saw smoke and explosions possibly from fighting between israeli forces and hamas militants. after more than three weeks of intense fighting in the deaths more than 1,400 people. israel and hamas have agreed to a 72 hour humanitarian seize fire and it could go longer. agreement allows ground forces to remain in place. secretary of state john kerry announced the deal and said it must be just a start. >> the parties obviously need to find a way to address israel's security concerns and to ensure that the people of gaza can live in safety and in dignity. >> kerry said israeli and palestinian factions are to meet for talks during the seize fire. and the u.s. will also have a presence. and the federal aviation administration says the armed conflict is having a potentially hazardous situation. there are fears sunni militants

a couple of cities. here's antioch at 101. santa rosa 85. what's going to happen tomorrow we're going to see a lot more heat in these inland valleys. so a couple more 90s and out toward napa. highs tomorrow are going to be warmer or hotter especially inland. not just inland but around the bay. i think instead of seeing 70s you're going to see 80s. you see the subtropical moisture getting caught up in the cascades and the sierra nevada for the next half hour or 10 minutes or so we're going to see this red flag warning in effect for the thunderstorms there the next couple of nights. the high clouds over head are going the right way. they're going toward the east and that's a direction that will get rid of that subtropical moisture. it starts to heat us up now on a more typical pattern. there's a fog but it's not going to make it very far inland. it's going to stop. this little footprint here. these greens sort of represent how the marine air gets up over

the air. you see it having trouble get into the east bay hills. it's going to be very warm overnight consequently. and your daytime highs are going to be warmer still. 55 in fairfield. 61 in the antioch. these are air temperatures which are very warm. it's light it's really light. it's blowing in the usual spots but it's light and not making it very far inland. tomorrow will be hot inland. you know the hottest day of the week. cooler in the extend. that takes us into saturday. a little cooler but sunday significantly cooler. a good five to 10 degrees. fog tomorrow morning shows up along the coast. look for purples. those are your 100s and that's your friday temperature footprint. that's pretty, that's a little bit more strong than what we saw today in terms of heat. fire is on the radar tomorrow. there are no red flag warnings for us but it's hot and now it's going to be dry. because the humidity goes out of here. a few more temperatures will have a tendency to drop. get away could become an issue. we'll be tracking that for you
