"mornings on 2" starts now. good morning. thank you for joining us. we're live at ocean beach in san francisco where the coast guard is dealing with a mystery this morning. here's a live picture of a boat out in the surf. someone reported that they were abandoning ship. that led to the discovery of this sinking fishing boat. it's now stuck in the surf, again, out at ocean beach. brian flores out there as well. coming up in two minutes. he's gonna tell us why the boat could be creating a hazard out there. again, thanks for joining us. i'm pam cook in for tori campbell. >> welcome back from vacation. >> you . >> thank you. the high clouds continue to rotate in coming off the

sierra. southern california had pockets of rain yesterday. in the sierra, they could see an inch of rain out of this. the key is the low swinging up here. we'll see where it ends up. if it ends up in northern california, we'll get the cloud cover. i think tomorrow is a better bet for rain. 50s and 60s on the temperatures. humidity factor will be high because of the nature of the clouds. they are coming up from the south. right now, almost all of the rain is diving towards san joaquin valley. it's close for us. there's some reports of drizzle. we have the two cloud decks to deal with. we have mostly sunny skies. kind of muggy. light rain is possible. 70s, 80s for some. 60s for others. here's sal -- tara. excuse me. >> thank you, steve. we have major delays in richmond. 80 westbound near the san pablo dam offramp, there was a big rig in the number three lane. that slowed things down all the way to hercules. then we just had a car verses a

motorcycle crash. there were 80 connects to highway 4. that's not happening. traffic is still backed up at the bay bridge toll plaza. the metering lights went up about 20 minutes to a half-hour early. that means that traffic will end earlier as well. in san jose, 280 at the 880 split, sluggish as you make the drive towards santa clara. back to the desk. >> tara, thank you. we're following developing news on ocean beach. rescue crews searching for someone missing from a disabled boat. that boat is beached on the surf. brian flores right there in san francisco. so what's the latest. what's going on? >> reporter: hi dave, good morning. we're learning more information. good morning to you. we're about half a mile from the cliffhouse. the name of the fishing boat is the poloma. we understand it's based out of santa cruz. this morning crews are looking for what is believed to be the

ship's cast captain -- the ship's captain, timothy lighten. the person on board, the captain, witnesses say that person may have abandoned ship. want to take a look at the fishing boat. it's 40, 50 yards from the shore line. it remains how the boat got in trouble. we understand there is debris washing on shore. in fact, a lot of debris. fire crews got a call from the coast guard of a boat taking on water. they came to asset. when the fire -- they came to assist. when the fire department came in, the call came in from another boater relaying the message from the fishing boat. witnesses say at least one person, which is believed to be the captain, abandoned ship, perhaps tried swimming to shore. that search continues for that person and anyone else on board. several fire crews were here including a coast guard helicopter. >> i'm sure it's pretty cold out there. i don't know what the

temperature is. i just know it was a little difficult for us to get to it because it's in the surf. it's pounding onto the small vessel. and it makes it dangerous for us to actually board it. we'll know more when it gets light. >> reporter: since it is lighter now, there is a lot more you can see, including the debris, as well as the ship that has run aground. i do want to take it back out live now. as you can see, some people are standing ashore there. but the concern is that the smell of the diesel fuel that is spilling from the ship this morning, it's unclear how much of that diesel has spilled. when i was walking over there this morning, the smell of the fuel was very strong. people are being told to stay away from the area because of that smell. again, the ship's name is the poloma. crews are looking for the captain. his name is timothy liebrandt. he's believed to have jumped

from the boat into the water and that search continues. brian flores, ktvu channel 2 news. >> all right, brian. a fire station in the eastern contra costa county fire district may be closed even as the peak of the fire season is starting. fire chief hugh henderson said it should be closed temporarily starting september 1st. the fire district is supposed to have 48 firefighters but right now they are working with just 35. he says that's not enough to keep all five fire stations open even with mandatory overtime. in november, voters will be asked to approve more money for the fire district. closing arguments are due to start this morning in the trial concord teacher accused of molesting 14 former students. the lawyer for joseph martin told ktvu that 34 of the 150 counts have been dropped. the former woodside elementary schoolteacher claims the physical contact he had with male students was not sexual. a public bathroom in a san

leandro apartment complex is now the focus of a police investigation after a teenaged girl said she was sexually assaulted. she says it happened saturday afternoon at the lakeside apartments. now, the public bathrooms has security doors but police say that it is possible an outsider followed someone inside. there are few details about a suspect and residents are nervous. >> we found out there are a couple of registered sex offenders that do live here. and that did definitely discourage us to a certain degree. >> the megan's law website shows more than 20 sex offenders live within a mile of the lakeside apartments. that bathroom will stay closed during the investigation. 7:07. happening today -- several specially selected 49er fans will get to watch the team practice. now, over the weekend, levi's stadium hosted its first major sports event. there were several issues that came you. ktvu's janine de la vega

joining us live in santa clara to tell us what management is working on and also, there's still a lot of excitement happening out there for this afternoon. >> reporter: that's right. fans were chosen online to be the first to watch the 49ers suit up and play here on the field at levi stadium. that's happening today from 12:00 to 4:00 p.m. a much smaller crowd expected to the thousands who showed up on saturday. fans who came early using public transportation to watch the soccer match had a much easier experience coming rather than leaving. the wait times on light rail were long, some reporting two hours to get back to the original station. fans comratted about poor signage and wait times. the mercury news reported that some who prepaid at neighboring lots were turned away because they were already full. people who live in neighborhoods close to the

thunderstorm in the san bernardino mountains caused a local creek to overflow. look at the pictures here. several roads were shut down, completely covered in mud. thousands of people in forest falls including 500 children and adults at a church camp, they are stranded by those closed roads. the san bernardino fire department says the flooding threatened homes near the creek. people living nearby were not forced to evacuate. >> we got dozers in place, front-end loaders working to try to clear the debris that's on the road. when we do that, we'll be able to make better access and get a better assessment of what's going on. >> the person who died, that person was found in the car swept into the creek. several other people had to be rescued by an l.a. county sheriff's aerial rescue team. firefighters expect to be back working in that area for the next three maybe four days.

a flood warning was issued in tuolumne county after a crack was found in the twain hart dam. engineers are expecting the dam and twain hart was closed. crews expect it will take two days for the water level to trop below where there are leaks. the twain hart it board does not believe there was tampering. letters will go out in marin county about how much water is being used during the drought. a pilot program will send letters to show different icons ranking their water use. of the 185,000 customers in the marin water district, about 12,000 are participating in the new program. all right, pam. very intense flames surrounded by water. why firefighters had such a hard time fighting a fire on a

welcome back. 7:14. police in hollister have identified a homicide victim as law enforcement statewide are still searching for her suspected killer. police say 19-year-old ariana was taken to a hollister hospital friday night. she had been shot at least once. she was flown to a hospital in the bay area.

that's where she later died. now, this is the suspect, 20- year-old jose barahas. police say he may have 20-year- old vanessa flores with him. it's not known if she's being held against her will. the two were last seen in a late model silver or gray kia suv. an escaped convicted murderer is back in jail after being recaptured in central california. it as all caught on camera. jeffrey scott was being transferred to another prison saturday when he escaped from a moving van. that led to an all-out search for the 34-year-old suspect. now, a tip the following day led authorities to livingston where authorities found scott hiding near the home of an elderly woman. >> in the middle of nowhere? i still wonder how in the world he was able to escape from apparently a moving car. but he ended up here. >> now, authorities are gonna re-evaluate how they transfer

prisoners and the district attorney may add two more years on top of scott's 50-year to life sentence. the sacramento county sheriff's department is admitting using technology that collects information from cell phones. police are only looking at the cell phones of people they are investigating, according to the sacramento bee. but in some cases they are doing so without a court order. critics say the focus is not specific and that the technology can collect information from unrelated cell phones close to the person being investigated. >> might want to think twice about sharing your flash drive with someone else. research shows the usb can be used to infect your computer or steal your information. one example is allowing someone to charge their smartphone on your exrur which can lead to your exrur -- your computer

being hacked. a state senate committee is due to consider a bill today. that would allow family members, licensed therapists and healthcare providers to take weapons away from at-risk owners. this was prompted by a shooting in santa barbara where the shooter killed six people. the family was concerned about his mental stability. if the bill is passed, it would be the first of its kind in the country. new smart signs are gonna be installed on interstate 80. the first sign goes up tuesday

in richmond. more will be installed over the next couple of months. the department of transportation says these new signs which will be turned on next year will flash information about traffic accidents, blocked lanes, even travel times. it's all part of an 8 $80 million corridor project. >> i'm in for tori today. sal is off. but tara is here to talk about a traffic jam in the south bay. that's right. a slet issued for the campbell/los gatos area -- a sig-alert issued for the campbell/los gatos area. this is on highway 85 southbound north of the winchester exit. two lanes are blocked and it looks like they are not gonna be able to get the truck out for another 15, 20 minutes because crews are waiting on a tow truck. at the bay bridge toll plaza, traffic has not eased since before 6:00 this morning. it's just steadily gotten

especially that drifts back towards us will put us in the opportunity for rain. this will keep the cloud cover coming in. tomorrow morning it paint as little bit of rain, it did, right around napa county. we'll see if that continues to hold. forecast models are all over the map. it's a tough pattern. the low will produce really heavy rain. projections up in the sierra over the next five days are 1 to 2 inches. there's flash flood watch concerns up there. you can see the low spinning right there. brought heavy rain. san bernardino county down in las vegas, they had pretty good rain as well. some of that could wrap back around. i think the north bay is in line more than anybody else. 50s and 60s on your temperatures right here. a little cooler. the higher elevations have come way down compared when they were in the 70s to the 80s. they are in the 50s. calistoga, healdsburg is in there. monterey a little warmer up

economy. that's up $27 million from 2012 and you might recall nearly all national parks were closed during the federal government shutdown last october. this is a special week for several young bump survivors from -- burn survivors from northern and central california. they got together in sacramento and boarded buses for camp at lake tahoe. the week-long camp for kids between the ages of 6 and 17, it's free of charge. they get a chance to drop their guard and talk with others who have the exact same challenges they have. >> having fun. you know, like getting away from problems from school. stuff like that. it's kind of hard to like get around with people that are not burdened like me. >> nobody knows what they go through other than themselves. when they are able to talk to each other and find out they are not the only ones going through a certain thing, they are able to help each other and it helps them get back to society. >> this is the 21st year the

camp has been in operation. >> this morning, a daredevil is facing criminal charges after april tempting a high wire act on a bridge in oregon over the weekend. portland police say benjamin lovitz was tightroping on the tables of the steel bridge. they spotted him early saturday morning and blocked off traffic to the bridge. after about ten minutes, lovitz climbed down. he was arrested on trespassing and disorderly conduct charges. a giant torp ris found in suburban -- tortoise found in suburban los angeles has been reunited with his family. yesterday, the family claimed ther to ris. police say it's --er to ris. police say -- tortoise. police say it's ill it's legal to own an animal like that in the city. a trail of destruction. what officers had to do to a

morning. what's the latest out there? >> good morning. this popular pier in martinez is closed to the public. you can take a look behind us here. you can see red caution tape has been put up in this area. the fire burned at the very end of the pier. it's kind of hard to see where the fire was but the location of the fire is certainly raising red flags for contra costa county firefighters. in fact, a few moments fire in

minutes later. know homes are threatened. no injuries are reported. it burned about four acres out there. a police chase in vallejo has ended with a man rushed to the hospital. officers say the man was driving a stolen vehicle last night when he crashed into four parked cars. they say he tried to get away from the chp. officers had to use the jaws of life to rescue him. he was immediately taken to a local hospital and there have been no updates at this point on his condition. but police say no one else was hurt during the pursuit. and the incident is still under investigation. time now 7:35. authorities have identified the body found on a humboldt county river as an ex-convict. the manhunt for shane miller began when his wife and daughters were found shot to death in their shasta county homes. his body was found not far from where his truck was located soon after the killings. no word on how he died. last month, miller was the

subject of the cnn show, the hunt, with john walsh. people in eastern shasta county ignoring mandatory evacuation orders. they are trying to protect their homes from an out-of- control wildfire. now, it's grown to almost 26,000 acres. still no containment. now, this fire has destroyed eight homes. many more are threatened. people in the area told a local news station, they are staying with their homes and pouring water on the property and clearing away dry brush. the fire was sparked by lightning. thursday night. firefighters from as far away as montana has been called in to help put out it. the california national guard tweeted this photo. it was taken at the fall river mills airport in shasta county. look at that enormous plume of smoke. firefighters from as far away as montana are rushing in to help it out. as with most fires. they are up with high temperatures and then of course the dry vegetation. a fire in oregon has

crossed over into california. strong winds fueled that fire yesterday afternoon. it has burned more than 32,000 acres and threatening homes in both states. it was triggered last week by lightning. right now, there are more than a dozen active wildfires burning across california. saturday night, governor jerry brown declared a state of emergency. that will get federal grants to help cover the cost of fighting those flames. the governor says the drought conditions and the warm temperatures are making this fire season harder than usual. calfire says normally they just don't see so many fires until late september. starting today, it will cost more to work in some parts of redwood city, drivers will pay a dollar an hour to park in the area between main street, marshal and the caltrain tracks. the price is going up on one block of broadway near el camino real. it was just 25 cents an hour. the new rate is in effect monday through saturday from 10:00 a.m.

until 6:00 in the evening. city leaders hope the higher parking fee will encourage people who plan to stay downtown for more than an hour to use the parking garages. new this morning, the family of a cal football player who died after a conditioning drill is filing a wrongful death lawsuit. ted's family plans to announce the lawsuit against the regents of the university of california tomorrow. the 21-year-old died in february after experiencing dizziness and loss of balance. his family says coaches and trainers failed to immediately help him. he died at the hospital. the coroner found that he had hypertropic my heart condition. that can lead to heart attacks. here's new video of what israeli police call a terrorist

attack. someone rammed heavy construction equipment into a bus in jerusalem. one person died when that was overturned. police say they shot and killed the person responsible. now, in just about 15 minutes from right now, a seven-hour cease fire declared by israel is due to expire. the truce was meant to allow humanitarian aid to get into palestine. a rocket hit a house killing an 8-year-old girl. israel is investigating the claim. the cease fire was announced hours after israel started withdrawing most of its ground troops from the gaza strip. the israeli military says it's almost complete in its mission of finding and destroying secret tunnels believed to have been used to coordinate attacks against israel. the fighting that started last month has left more than 1800 palestinians and more than 60

from hilo. hurricane izell, category 4. there's also a tropical storm behind that. the path takes it to the hawaiian islands. we have a long way to go. but the cone is favoring a track towards the island. have a few days to fine tune it but things are getting very active, not only in the western pacific but finally eastern as well. now, cloud cover over us, associated with tropical moisture which did some pretty good rain in southern california and las vegas yesterday. for us, we had the low clouds, the drizzle and it's going to -- even though the temperatures are coming down, the humidity factor is very high. the key isn't where the low goes. projections take it all over the place, up to the sierra. it's probably going to stay north of us. but over the sierra, 1.50, 2 inches of rain possible between now and and tuesday night into wednesday. the wrap-around effect for lake county, mendocino county, would be late tonight into tomorrow. i think that's the best opportunity. today, a lot of cloud cover.

we're about half-mile south from the cliffhouse restaurant. that's the 40 to 50-foot fishing boat being pounded by the waves. again, crews continue to look for at least one person believed to be the operator of that boat. he's been identified as timothy liebrand after witnesses say he may have abandoned ship and tried to shim ashore -- swim ashore. the name of the boat is poloma. there's a lot of debris that washed ashore. obviously the boat getting pounded by the waves there. the call came in from another boat called the sunrise, that person relaying the message said the ship had taken on water and ran aground. that message was relayed to the coast guard as well as the san francisco fire department. witnesses say at least one person abandoned ship, possibly liebrand and perhaps tried to swim to shore. that search continues for the person or any other person on

board. several fire crews were here as well as the coast guard. a challenge as well as the amount of fuel that might have spilled into the ocean. >> there is the potential for 400 gallons. that's how big the tank is. we don't know how long he was at sea and used how much of that fuel et cetera. so we will be working with the crews to find out the best way to contain that. right now, it doesn't sound like there is a sheen in the water, which is a decent sign. >> reporter: there are several coast guard crews out here this morning. they will determine the best course of action in regards to moving the ship. cleaning up the spill and looking for timothy liebrand. as we take it out here live, crews have kind of core dorned off the area with yellow tape out there around the 40 to 50- foot shipping boat. that search has intensified for timothy. there is also a helicopter that is patrolling ocean beach as

welcome back. police in hollister have identified a homicide victim as law enforcement across the state continues to look for her suspected killer. police say 19-year-old ariana was taken to a hollister hospital friday note with at least one gunshot wound. she was flown to a hospital here in the bay area where she later die. the suspect is this man. police say he may have 0-year- old vanessa flores with him. it's not known if she's being held against her will. the two were last seen in a late model silver or gray kia suv. one person has died. several others missing after flash flooding and massive mudslide in los angeles county. it started yesterday when a thunderstorm in the san

bernardino mountains caused a creek to overflow and look at this. several roads completely covered in mud. thousands of people in forest falls, including 500 people at a church camp, they are stranded. the flooding threatened homes near the creek. but people living nearby did not have to evacuate. >> we got dozers in place. bulldozers and front-end loaders working to try to clear the debris across the road. when we do that, we'll be able to make better access and get a better assessment of what's going on. >> the body of the person who died was found in the car that was swept into the creek. several others were rescued by an aerial rescue team. firefighters expect to be working in that area for the next three or four days. a flood warning was issued in tuolumne county after a crack was found in the twain hart dam. train hart lake is closed until further notice. the dam was opened yesterday afternoon to ease some of the

pressure on the cracks. crews expect it will take about two days for the water level to drop below where there are leaks. the twain hart lake board does not believe the dam was tampered with. new smart signs listen installed on -- will be installed on 280. the department of transportation says the new signs which will be turned on next year will flash information about traffic accidents, blocked lanes and travel times. it's all part of an $80 million smart corridor project. 8:16. back to tara moriarty who is in for sal. unfortunately, a crash in richmond. >> this is a three to four-car crash. let's take a look. the accident happened on 80 westbound. two lanes are blocked right now. the decal isn't quite up from the chp. but you can see that we had an earlier big rig stall that was in the southbound lanes there or the westbound lanes, i should say, that caused a lot

welcome back. time is 8:23. the debate goes on over developing and selling so- called smart guns. the smart guns can only be fired by its owners. to use the gun, the owner has to wear a stop watch on their wrist. it sends a radio transmission to the gun allowing the gun to fire. the people who like the idea say the guns would improve safety and also reduce suicide

rates. but others say it's a mistake to depend on electronics for a gun to fire in an emergency. a state senate committee is due to consider a bill today that would allow family members, licensed therapists and healthcare providers to take weapons away from at-risk gun owners. the bill was prompted by the shooting and stabbing rampage in isla vista back in may, where six students were killed. the suspect took his own life. his family had expressed concerns about his mental health before that dead lie rampage. if the bill is becaused, it would be the first of its kind in the nation. this a special week for a group of young burn survivors from northern and central california. the group gathered in sacramento and boarded buses for a camp at lake tahoe yesterday. the week-long program for kids between 6 and 17 years old is free of charge. campers have a chance to let down their guard and talk with others who are going through some of the same challenges they are. >> having fun. you know, like getting away

in martinez is closed to the public. there's caution tape up. a lot of people who live nearby are disappointed by the damage done out here. let me show you some video we took a short time ago that shows some of the damage. this used to be the old ferry terminal here in martinez. now it's a public pier where a lot of people come to walk and fish every day. this fire last night began at about 11:00. it burned at the end of the pier near a building that causes the weather station. now, crews were able to save that building. the walkway itself was dangerous for firefighters to be on. one firefighter, in fact, nearly fell through a portion of the charred pier. crews used several boats to access the end of the pier. it took a total of about four hours to knock the fire down. and people have used this pier for a long time are upset by this damage. >> this pier has been a long time. i went across last '64.

parked cars. they say he was trying to get away from the chp. officers had to use the jaws of life to rescue him. he was immediately taken to a local hospital. but there have been no updates on his condition at this point. police say no one else was hurt during the pursuit. but the incident is still under investigation. authorities have identified the body found on a humboldt county riverbank as an ex- convict suspected of killing his wife and daughters. the manhunt began in may of 2013 for shane miller when his wife and daughters were found shot to death in their home. miller's body was found not far from where his truck was located soon after the killings. no word how he died. last month he was the subject of "the hunt" with john wallen. an escaped convicted murker, pack in -- murderer back in jail. jeffrey scott was being transferred to another prison

on saturday when he escaped from a moving van. that led for a big soip. a tip led authorities to livingston. that's where they found him hiding near an elderly woman's house. >> in the middle of nowhere? i still wonder how he was able to escape from apparently a moving car. but he ended up here. >> now, authorities will re- evaluate how they transfer prisoners and the district attorney may add two more years on top of his sentence of 50 years to life. people in eastern shasta county are ignoring mandatory evacuation orders and they are trying to protect their homes from an out-of-control wildfire. it has grown to nearly 26,000 acres and there is still no containment. that fire has destroyed eight homes, many others are threatened. and people in the area told a local news station that they are staying with their homes. they are gonna pour water on the property and clear away any dry brush. the fire was sparked by

lightning on thursday night. firefighters from as far away as montana have been called in to help. the california national guard tweeted this photo taken at the fall river mills airport in shasta county. it shows the enormous plume of smoke from that fire. as with most of the fires this season, they are up against high temperatures and very dry vegetation. another large fire burning in oregon has now crossed over into california, strong winds fueled that fire yesterday afternoon. it's burned more than 32,000 acres and it is threatening homes in both states. that also was sparked by lightning last week. right now, there are more than a dozen active wildfires burning across california. saturday night, governor brown declared a state of emergency. that will secure a federal grant to help cover the cost of fighting the fires. he says the drought conditions and warm temperatures are making this fire season harder than usual. calfire says normally, they don't see this many fires until

late september. bay area rescue crews are had a busy weekend, rescuing ten people in three different incidents. most were water rescues on san francisco bay. on saturday, the coast guard rescued six capsize boaters near the golden gate bridge. yesterday, they rescued three jet skiers. they were stranded on a remote piece of shore line. san francisco firefighters also rescued a man and his dog from a 40-foot cliff. >> it was quite an eventful rescue. everybody was up here applauding when it was done. everybody's happy. >> the first responders say during the summertime, it's common to get a lot of rescue crews with people out enjoying the weather. but they still advise before you go out, tell at least one other person where you are going, when you are supposed to be back so that person could call for help if necessary. the family of a cal football player who died after a conditioning trill is filing
