"mornings on 2" begins right now. we're live in vallejo, where folks are seeing a welcomed sight. the illusive rain puddle and rain on the windshield. there's some actual can rainfall recorded this morning in parts of the bay area. coming up in moments, steve will tell us whether this rain will actually amount to

sort of congested there as you make your way through berkeley. we have quite a bit of backup at the toll plaza. 101 northbound traffic on the right-hand side of your screen there, a little bit of stop and go over the past half-hour as you make the drive toward the airport. it's 7:03. back to the desk. all right. we're following developing news in the north bay where many people are reporting feeling an early-morning earthquake. the 3.2 magnitude quake hit at 5:40 a.m., just about an hour and a half ago. the epicenter is about three miles southwest of napa but on the usgs website people in american canyon, yountville, sonoma and fairfield are saying they felt the jolt. people are also calling into our newsroom and commenting on our facebook page about the surprising wakeup call. so far no, injuries or damage reported. but some people say the jolt knocked stuff off their shelves. police in the south bay hoping a new sketch of a gunman that they say targeted innocent victims will lead to his

arrest. they say this case is a top priority. ktvu's janine de la vega, live in campbell this morning, with more on what happened and also how the father of one of the victims, janine, is reacting. good morning. >> reporter: good morning, dave. this is considered a safe area. you will see a lot of families with strollers, dog walkers and just a lot of pedestrian traffic here who use the businesses. it's right across from the prune yard, a popular shopping center. that's why this is unnerving for people who live here and one of the victims left bleeding in this bank parking lot after enjoying a night out with his girlfriend. here is a sketch of the suspect that police just released last night. he is described as a latino man between 20 to 30 years old, 5'6" to 5'10" with a tall to medium build. he was seen leaving in a dark colored sedan. this young couple posted this picture on facebook just hours

before they were shot. police say at 12:30 sunday morning the young woman was walking in the parking lot of the first bank on union and campbell avenues. her boyfriend was in the car when she was approached by a gunman who demanded money. her boyfriend intervened. the couple was shot multiple times. they are recovering at the hospital. but they will survive. >> it was a robbery. the few dollars they had on them and the car to get away was worth more than their lives. the person obviously intended to kill them. >> reporter: police are treating that crime as an attempted double homicide. they say ten minutes prior to that shooting, a gunman robbed a woman at the second street garage, a short distance away next to a popular downtown hang out. that woman was unharmed. investigators believe it was the same suspect that shot the couple. they've increased their presence downtown and hope releasing a sketch of the suspect will bring them new

leads. if you are any information or recognize the man in the sketch, you are asked to call campbell police. janine de la vega, ktvu channel 2 news. 7:06. a man suspected of breaking into a fremont house and then sexually assaulting a woman is due to the arraigned today. jamala morris, a convicted felon, was arrested hours after police say he broke into a house on paseo padre parkway on sunday. police say morris waited for a mother and her adult daughter to come home, then police say he tied them up and sexually assaulted the mother. morris, according to police, ran away with money and other items after one of the other residents came back to the home. happening today -- the san jose city council is looking at several options to help address a shortage of police officers and firefighters. the council is voting to put a sales tax measure on the november ballot. the san jose mercury news reports the council is considering several options for how to use that quarter-cent

sales tax. one revenue would be used for all city needs but another would earmark proceeds specifically for police and firefighters. the council is also considering putting a proposal on the ballot that would make changes to measure b which cuts benefits for police and firefighters and that's caused many to leave their jobs. san jose police say critical staffing shortages may be causing a spike in burglaries like this bold break- in caught on camera. surveillance video shows a burglar trying to get in a home by stick sticking his hand in a cart door and use aing a shovel to try to pry the door in. when that doesn't work, he uses a large rock to break in right there. police say the burglar got away with a few watches. if you have any information on this case or any other crime, you are asked to contact san jose police. 7:08. the city of milpitas may vote to support a card room to help generate extra crash. the city council is expected to

consider placing a measure on the ballot asking voters to approve a card room within city limits. city would get millions of dollars through taxes from the card room, supporters say. right now there is a proposal that would allow milpitas to an attract an existing car room in santa clara county like casino matrix or bay 101 in san jose. today, the first highway smart signs are expected to be installed in richmond. these signs are going up along interstate 80 in an effort to help the flow of traffic. the department of trks says the new signs will flash information about traffic accidents, blocked rains and travel times. this is all part of an $80 million smart corridor project. the signs will be turned on next year. hoo golden gate transit workers have -- 450 golden gate transit workers have authorized a strike. they are the ferry captains, the deck hands, bridge iron workers and bus mechanics but

not the bus drivers. they say the latest contract offer includes a raise but it's only enough to cover higher costs of healthcare coverage. a strike would shut down ferry and bus service. workers say they will continue to bargain and no strike date has been set. as you head out the door this morning, you might face some slick roads. that's because parts of the bay area are getting hit by a rare summer rain storm. alex savidge is live in vallejo with more on why this rain is so needed, especially during the drought. good morning, alex. >> reporter: well, good morning to you. the rain has come and gone in vallejo this morning. but you can still see some evidence of the storm as it moves through this area. here's the scene behind us. the roads are wet. we're off interstate 80, right at redwood parkway. this is an unusual sight because we don't normally get rain this time of year here in the bay area. we'll show you video taken overnight. this was in martinez where car

windshields collected raindrops and the crowd at the drive-in movie sheet theater -- movie theater. the rain has been mainly right, less than .10. but a bit more did come down in parts of napa and sonoma counties. it's not much but it could set a record, potentially the most ever recorded was .05 inches. now, this is the same monsoonal system that slammed southern california over the weekend. it triggered some dangerous flash flooding conditions and mudslides down to that area. we won't see anything along those lines up here. but as this system moves through the bay area throughout the morning and throughout the day today, it certainly could make the roads a bit wet. they are slick as you head out the door. the chp is urging everyone to slow down and be extra cautious with this summertime rain. we're live in vallejo, alex savidge, ktvu channel 2 news. >> thank you. have to figure out where the windshield wipe remembers in the car again.

breaking news from afghanistan where at least one american has been killed in an attack. officials say a man dressed in an afghan army uniform opened fire on foreign troops near kabul at a military training academy. about a dozen other americans were hurt in the attack as well as a german brigadier general. the gunman was killed. right now a 72-hour cease fire is in effect between israel and hamas in the gaza strip. want to show you some video from a city in gaza. really been hard hit.

people are making their way back in. they are sifting through the debris looking for any personal belongings. the cease fire was organized by egypt. it took effect at 10:00 p.m. our time. during this cease fire, israel and hamas are expected to hold peace talks in cairo, egypt. israel says all of the ground troops have been pulled out of gaza because of this temporary truce. now, the cease fire took effect after president obama signed a funding package for israel. it will fund israel's iron dome system. that's the line of defense of rocket attacks from gaza. 67 israelis have been killed in the last months. the white house credited the iron dome for saving civilian lives. in palestine, 1900 have died. most of them civilians. 7:17. tomorrow u.s. army sergeant bowe bergdahl is expected to be

formally questioned about his 2009 disappearance and capture by the taliban. sergeant bergdahl was released in may in exchange for five taliban prisoners. a fact-finding probe conducted in the months after his disappearance found that sergeant bergdahl willingly left his post before being captured in afghanistan. he's back on regular duty at an army base in texas. the white house and the senate are fighting over a long- awaited report on the cia's use of harsh interrogation method on suspected terrorists. the president revealed in the immediate aftermath of 911 some cia agents used torture during their interrogations. the report is set to be released to the public but right now, the two sides are at odds over the administration's deletion of fake names from the public version of the report. the white house says that information has been deemed to be sensitive national security

you need to give me a mulligan on the forecast highs. they are just absolutely almost imupon because they are cloud -- impossible because they are cloud driven. one projection for napa was 87. another one was 72. one has clouds. the other clears the clouds. south bay, even though it's mostly cloudy, i expect upper 80s to 90 for morgan hill and gilroy. the light rain has been the story. a lot of moisture continues to stream down. we've had decent amounts, it looks like most of this is falling apart. light rain around clayton, martinez, concord, benicia, antioch towards brentwood and oakley. it looks like from byron over to the altamont pass. that's reaching the ground. the moisture farther west is moving away from the energy source, that's the low favorer sacramento to tahoe. yountville .04. cordelia, .02 and a trace there may be more in the backyard.

7:24. firefighters will be out again today assessing the damg from a fire at an historic hotel in san francisco. the three-alarm fire broke out around noon yesterday at the vacant renwar hotel on mack alley ster near market. the hoe -- mcalister near market. the hotel was built in 1984 but is currently undergoing a renovation. seven construction workers had to be treated for smoke inhalation. damage from the fire is expected to set back the renovation schedule by several weeks. and san francisco is still getting free wi-fi around the city. it's just taking longer than expected, according to the examiner. a year ago, google gave san francisco $600,000 to set up

free wireless internet service in at least 31 public parks, plazas and recreation centers. supervisor mark farrell originally said the system would be up and running by last spring. the examiner reports most of the sites are connect and testing has started in union square and nine other locations. supervisor farrell now says it should all be working next month. google confirms. it played a key role in the arrest of a suspected child poev gracher -- pornographer in houston. special scanning technology alerted them to porn graphic images in the gmail account of this man. google says it only uses the so- called hashing technology to identify images of child sexual abuse. but that screening has raised privacy concerns.

area. very slow going, extremely sluggish as you drive westbound toward concord. back to the desk. >> thank you. happening now -- crews are beginning the dangerous work of removing a 38-foot fishing boat that's been stuck along the shore line on san francisco's oaks beach-- ocean beach. brian flores is out there now. >> reporter: work is starting relatively well this morning. cawrg crews are out here -- coast guard crews are out here now. the boat remains in the ocean refly close to the shore line. but very difficult work trying to put it back on the beachhead. you can see a private dive company has died the boat to the dull dozer. that bulldozer will pull it out of the water. they've been working to try to do that throughout this morning. it looks like they are trying to do that and it should be out within the hour according to the people i spoke with.

we were there as a private salvage tied a tether around it to keep it in place. the boat was close enough to touch but what made it tift was the -- difficult was the breakers in and out. the other thing they had to do was unload 300 gallons of diesel. once the boat is on the shore line, then they will remove the fuel from the ship as well as two batterys that were on board as well. >> well, the breakers are coming in every time a breaker hits, it washes ashore and then have to wait for the rip current to take you out. >> this all started yesterday around 3:30 when officials say timothy lie brand, the captain -- lybrand, radioed a friend that his boat was taking on

water. he was about 20 miles from shore when he gave the may day call. he was jumping ship he said and had a life vest. after searching for eight hours, they suspended the search around noontime and the mystery of where he is, that remains a mystery this morning. crews are trying to remove the vote from the ocean this morning. you see the u.s. coast guard crews are here as well as parker diving and salvage company. they are the ones responsible for removing the boat from the water. once they remove the boat from the water, then they will try to tee mollish it and send -- demolish it and send it to the army corps of engineers. if my photographer can look to the debris, that debris washed up on shore. this is new debris. san francisco police officer was here going through the debris. it's a bunch of clothes, looks like some rope. san francisco police are working with the coast guard to try to figure out where

timothy lybrand may be. back to you. >> thank you. 7:35. investigators are trying to figure out if alcohol played a role in a boat crash on lake tahoe that killed a couple. the boat was speeding when it slammed into a dock at meeks bay. pictures show the damage to the hull of the boat. the victims were were from san ramon. one of them was a well- respected psychiatrist and her husband helped with her practice. the neighbors say the couple would often take their boat out in the summer. >> they pretty much took it out every weekend. it was an older boat. i would see them leave saturday morning and come back saturday night late. >> autopsies ons are scheduled for sometime this week. crews are heading up to lake tahoe to help with a boat that got stuck on a sand bear.

nearly 300 people had to be rescued from the tahoe queen when it got stuck yesterday off rankin beach off the -- raging beach. there are reports that it took several passengers hours to get the passengers off the boat. new details about a crash in san leandro late last night involving a stolen car that injured two people. it started with a chase after police tried to pull over a reported stolen car. that car ended up crashing into another car at east 14th and parent streets after running a red light and driving the wrong way on the road. police say 30-year-old david benino was driving the stolen car. the police say they are both lucky to be alive especially when you see how much damage was caused in the crash.

caltrain tracks in burlingame have reopened after a deadly accident last night. a train hit a man near the broadway station about 9:00 last night. no one on the train was hurt. the investigation continues now into why that man was on the tracks. it is the 6th death on caltrain tracks this year. 7:37. there's new information this morning about a string of wildfires burning in northern california. cooler weather is helping firefighters make progress on several fires including the day fire in modock county. that fire is 6 0% contained. firefighters are also still working to gain control of two wildfires burning in has that you and lassen county -- shasta and lassen county. the fire has burned more than 39,000 acres since being sparked by lightning last wednesday. it's 20% contained.

firefighters continue to battle the fire four miles southeast of burney. that fire has burned more than 28,000 acres and is just 10% contained. a bear cub injured in a wildfire in washington state is recovering near lake tahoe. the six-month old cub was found in the debris of a destroyed home in central washington state. she has burns on much of her body but wildlife officials are optimistic. if all goes well, the bear will be returned to the pacific northwest and released back into the wild. we're learning more about what led up to the shooting of an iraq war veteran last friday just three blocks away from his home in antioch. 32-year-old brandon, a marine, who served three tours of duty. he's in stable condition with wounds to his chest, arm and stomach. now, a family friend told the contra costa times that he yelled at a passing car to slow

down. but someone in that car started shooting. happening today, thousands of people around the country will take a stand against crime for national nightout. it's the annual event encouraging people to get out of the house, get to know your neighbors by holding block parties. the city of oakland is hoping to set a new record for national nightout with 675 block parties. similar events will be held from menlo park to napa and at six party stations including the fruitvale station. you are also being asked to turn your porch lights on to show support for crime prevention. the board of supervisors is set to discuss a program about immigrants from central america to cross the border illegally. the plan calls for the county to coordinate with host families to provide temporary housing for undocumented,

unaccompanied immigrant children. this would get them out of the overcrowded detention centers until a court decides if they can stay in the united states. in the next half-hour, janine de la vega will brick us a live report from -- bring us a live report from a rally and news conference that community groups have organized to encourage county leaders to support the plan. new concerns about emergency response times in san francisco after two serious accidents involving muni vehicles. the crashes happened last friday, ten minutes apart. more than 40 people were hurt causing emergency workers to ask neighboring counties to help with ambulances and 911 calls. records obtained by ktvu show ambulance response times range from 20 to 90 minutes in the last week of july. target time for some types of emergency calls is just ten minutes. >> it indicates we're short personnel and equipment and we need to step up our game. >> the san francisco fire department has received $3

the patient infected with ebola touched down in bangor, maine to refuel and is on her way to atlanta. she will now join her colleague, dr. kent brantly. dr. brantly has the virus and was thrown to emory university hospital over the weekend. both patients are being treated with an experimental symptom known only as zimap.

illegally. janine de la vega is out in san jose talking to people who support this plan. >> reporter: a news conference just got underway at the county building where you can see these immigrant rights activists have gathered. they are passionate when they talk about thousands of children from mexico and central america who are escaping violence but are caught at the border. county officials have taken notice. the county will look at a program with host families willing to host them. it would provide legal representation for the children. advocates say these children are fleeing countries such as honduras and el salvador without their parents to get away from violence, section abuse, gangs and drug cartels. >> the majority of the kids have never been to this country before. they just know their way of living wherever they are from,

mother. morris ran away with money and other items after a male resident returned to the home. today, the first highway smart signs they are being installed in richmond. signs are going up along 80 in in an effort to help the flow of traffic. the transportation department says the new signs which will be turned on will flash information about traffic accidents blocked lanes and travel times. the signs are part of an $80 million smart corridor pro project. an uber driver has been removed from the app after his car hit a man on saturday near polk and geary. police say the 56-year-old driver lost control of his car while having a seizure. he hit that man and three parked cars. now, both people are in the hospital. they were hospitalized. they are expected to be okay. officials say they may reinstate the driver after he undergoes a medical review. 450 golden gate transit

workers authorized a strike. workers include ferry captains, tech hands, bridge iron workers and bus mechanics but not bus drivers. they say the golden gate's bridge's latest contract offer includes a raise but it's not enough to cover the increased costs -- it's only enough to cover healthcare coverage. a strike would shut down ferry and bus service. the workers will continue to barg and no -- bargain and no strike has been authority iced. steven morris was reported missing saturday. friends say he went for a hike up to billy's peak and never returned. because the area is so rugged, the search would not begin until the next morning. in southern california, crews continue to clean is up several mudslides that stranded

man dressed up in an afghan army uniform opened fire on northern troops near kabul at a military training academy. the u.s. official was telling the associated press about a dozen of the victims were americans. now, german army officials are reporting the other victims were members of nato. we'll keep following the information and bring you the latest information as soon as we get it in. a lawsuit filed by pg&e shareholders over the san bruno pipeline explosion will be allowed to move forward. that's after a san mateo superior court judge lifted a stay that was put in place while the utility reached settlements in more than 200 civil lawsuits filed by victim's families. eight people were killed. more than 66 people were hurt in the 2010 explosion that leveled 38 homes. the lawsuit accuses pg&e of violating pipeline safety regulations and trying to block

a government investigation into the blast. pg&e says it has made major safety improvements in the wake of the san bruno explosion including technology that can instantly pinpoint gas leaks. the utility says it is now able to monitor conditions in realtime using helicopters, ground crews and vehicles equipped with sensors that can rapidly detect leaks. pg&e says that technology could be especially important after an earthquake or even heavy rain. >> it's a thousand times more sensitive than traditional legacy equipment. it's much faster. finds a lot more leaks about 80% more leaks. >> however, pg&e could still be fined more than a billion dollars if it is found criminally liable for the san bruno explosion in a federal case and the state public utilities commission could also fine the company more than $2 billion.

bridge, we did see heavy backup in the westbound direction. it looks like it's moving. it's slow going as you make the drive forwards foster city. back to the desk. we're following breaking news out of richmond. part of the richmond parkway is shut down because of a tanker truck accident. alex savidge just got there. what's going on out there? >> reporter: well, dave, good morning to you. crews out here are working hard to get richmond parkway reopened in this area. let me give you a look at what's going on behind us here. you have the richmond fire department. they are dealing with a potentially dangerous situation out here. this is a hazardous materials situation for them because this is a tanker truck that's become disabled in the middle of the roadway. there's fuel. this truck is out of commission because it has several flat tires. crews are offloading the fuel that's on that truck onto other tanker trucks here. this all began about 4:15 this

morning and this incident was a tanker truck that went over a metal plate in the roadway near the railroad tracks in this area. as it went over the metal plate that became dislodged and that metal plate caused damage to the truck and caused several flat fires. that's when it became disabled in the middle of the roadway. that's why richmond parkway is closed between ohio avenue and west mcdonald avenue. that's something to keep in mind. we do understand that it will take quite a bit of time, several more hours potentially until they can get this moved out of the way. bear that in mind. we're live this morning in richmond, alex savidge, ktvu channel 2 news. >> all right. 8:34. we're also getting new details now about the captain of that 38-foot fishing boat that became stuck on the shoreline of san francisco's ocean beach.

ktvu's brian flores live out there now telling us what we're hearing about an outstanding warrant for that missing captain. good morning, brian. >> reporter: good morning, dave. we're just learning new information now about the ship's captain. it it is adding to the miss -- to the mystery surrounding what happened. we spoke with an official -- [audio difficulties] >> reporter: the captain has an arrest warrant out for hill. it's believed he is -- out for him. it's believed he's alive and running from the police. i'm gonna step aside. the other work going on is that coast guard crews along with a private salvage company are working to remove the boat from the ocean. it's kind of stuck on the shoreline there. they are having issues because of the amount of water and the amount of mud that's inside the boat. but there's still a lot of work to do left this morning. we were there last night in fact as we go to video of the

private salvage company in cooperation with the coast guard. they tied an orange tether so the boat didn't get tossed around. the boat was close enough to touch. the drivers had to wait for the -- divers had to wait for the current to pull them back out in the ocean. they had to unload 300 gallons of diesel fuel that remains on the boat as well as removing the boat's two batteries. >> since the vessel has been in the surf for over 24 hours there's pull penetration and it's filling up and it makes it difficult to remove. >> reporter: this all started yesterday around 3:30 a.m. when police say lybrand radioed a friend on his own from another fishing boat that the paloma was taking on water. officials say he was 25 yard from the shore when he gave the

may day call. he said he was jumping ship and had a life vest. they suspended the search for him around noontime yesterday. [no audio] >> all right. we're having some technical problems from ocean beach and brian's report. we'll get more details on the efforts to remove the boat from the beach as soon as we get the information in. moving ahead, investigators still trying to determine if alcohol was involved in a boat crash on lake tahoe, the one that killed a bay area couple. the el dorado county sheriff's office said the boat was speeding sunday morning when it slammed into a dock near meeks bay. these photos from the scene show you the damage to the hull of the boat. the victims are from san ramon. 44-year-old tiatana was a well- respected psychiatrist. her husband, 44 years old,

helped her with her practice. neighbors say they often took their boat out during the summer. most often to a lake in livermore. >> they pretty much took it out every weekend. it was an older boat. i saw them leave saturday morning and come back saturday night late. >> the autopsies on the two victims are scheduled for sometime this week. new details about a crash in san leandro involving a stolen car that injured two people. it started late last night with the chase after police tried to pull over a reported stolen vehicle. that car ended up crashing into another car at least 14th and parrot streets after running a red light and driving on the wrong side of the road. police say 30-year-old david benino was driving the stolen car. he and another person were taken to the hospital for treatment of minor injuries. police say they are both lucky to be a -- alive, especially when you see how much damage was to the cars. thousands of people around

the country will take a stand against crime for national nightout. the annual event encourages people to get out of the house and get out and know your neighbors by holding blockert as. oakland is hoping -- block parties. oakland is hoping to set a record with 675 block parties. similar events will be hemed from menlo park and napa and you are being asked to put your porch lights just to show your support for crime prevention. new concerns about emergency response times in san francisco after two serious accidents involving muni vehicles. the crash has happened last friday just ten minutes apart. more than 40 people were hurt. causing emergency workers to ask neighboring counties with help with ambulancens and 911 calls. records obtained by ktvu show ambulance response times. they range from 20 to 90 minutes in the last week of july. the target time for some types

of emergency calls is ten minutes. >> it indicates we're short personnel and equipment. >> the san francisco fire department has received $3 million to help buy new ambulances and also hire 16 more emergency workers but officials say the new ambulances will probably just replace the older ones. some san francisco firefighters may be allowed to wear cameras out in the field if a policy change is approved. the san francisco examiner reports the change comes after the response to a deadly plane crash at sfo that was captured by a firefighters' helmet camera. the firefighter did not have permission to wear a camera and the use of helmet cameras was banned after the crash. but the department is now considering allowing some of the firefighters to wear cameras show footage can be used for training and also to help with investigations. firefighters would be banned from sharing any photos or videos on social media.

we continue to follow developing news out of afghanistan where a u.s. army major general was killed in an insider attack. according to the new york times, that officer was the highest ranking member of the american military to die in the afghanistan war. officials say a gunman dressed in an afghan army uniform opened fire on foreign troops at a base west of kabul at a military training academy. that gunman is now dead. the military also says 15

fairfield -- sonoma, yountville and fairfield felt it. the san francisco board of supervisors will consider a program to help the immigrants from central america who crossed the border illegally. the plan calls for the county to coordinate with host families to give temporary housing to the children. janine de la vega is live in san jose now. you are talking to people who showed up to support this plan. good morning. >> reporter: good morning. yes. a group of immigrant rights advocates are here in front of the county building to urge the county supervisors to set up this program. some of them have children who cross the border illegally and are now at detention centers. the family is looking to host immigrant children and take them in as foster children. they say the children are cared and in need of stable

treatment. they are being treated with an experimental serum which has never been used on humans. dawson joeps from sacramento planned to be a teacher there for two years. that all changed when he was told to be ready to fly home. the peace corps evacuating 340 volunteers. the world health organization says the virus has infected 1600 people, nearly 900 people have died in west africa. most cases in liberia, sierra leone and guinea. mount sinai admitted a man in the emergency room to showed symptoms of ebola. however the new york city health department says he most likely does not have the ebola virus. tests are being done to be sure and the man has been placed in isolation just to be safe. now, the treatment given to the

a warning in the north bay about a man impersonating a police officer. last month, a known gang member was pulled over by a sonoma county sheriff's deputy e was driving a crown victoria. when the car was searched, they found law enforcement tools even crime scene tape. but most alarming was a replica .357 revolver. >> as you can, it's very realistic with a seven-inch barrel. the fixed light. it has the warm for the scope. >> the man is described as latino in his 30, 6'2. and several tattoos. the man's name is being withheld because he's not accused of a crime.
