now at noon -- we're learning new details about the missing salmon boat captain. his fishing boat ran aground near ocean beach. the effort to salvage the boat going on right now and why there is an arrest warrant out for the missing skipper. it was a cool and wet start to the day. here is a live look out across the san francisco bay. steve paulson will be here to tell you if more rain is in the forecast. leaders in the south bay are considering a plan to house children who have entered the u.s. illegally.

good afternoon. i'm tori campbell. crews are now waiting for high tide tonight to try to salvage a salmon boat that ran aground near san francisco's ocean beach. in the meantime, we are learning more about the captain of that boat and why some say he may have actually been hiding from authorities right now. ktvu's tara moriarty joins us live to explain. good afternoon, tara. >> reporter: well, good afternoon. we've learned that the missing boat captain has a $75,000 warrant for his arrest out of santa clara county and if you take a look behind me here, you can see that there is a bulldozer and the ship is still there. it has run amuck. we're here on ocean beaches. crews will wait for high tide to pull it to shore. the captain is timothy lybrand shown here who failed to make a court appearance stemming from a 2010 arrest on a drug charge. that's according to the santa clara county district attorney. court documents reveal he has a string of offenses for drug possession, evading a peace

officer, reckless drives and other offenses dating back to 1994. police say he could have abandoned his fishing boat. the coast guard called off the search for him because of the boat's proximity to shore. the fact that he made a call from the vessel indicating he had a lifeguard and was gonna swim ashore. the coast guard is here to make sure no diesel leaks into the ocean. so far no sheen. but you can smell the diesel. the boat has two fuel tanks. one is empty. officials are not sure if it had diesel in it to begin. they are gonna get another look at the tank once they pull it out of the water that are out here on the beach. that will happen when hide tide comes in at 5:00 tonight. right now, the boat is grounded in mud and sand. once on shore, the national parks service will take over and decide how to get the boat out of here. they could haul it away or choose to get it up on shore,

then disassemble it and haul it away. the search for lybrand continues. tara moriarty, ktvu channel 2 news. >> thank you. a truck carrying parts of the old bay bridge crashed this morning in oakland. it happened at third and market streets around 10:00 a.m. newschopper2 was overhead moments after the accident. the large truck overturned as you can see. came to rest on its left side. the wreck blocked part of the street. it's unclear where the truck was headed or what caused the accident. it was a wet start to the morning with rain reported throughout parts the of the bay area. this -- part of the bay area. it was something not seen here in quite sometime. ktvu's steve paulson is here with the conditions and what we can expect later this afternoon and evening. >> that's the case. we had rain north bay/east bay. didn't make it anywhere else. we're in between systems. there is another band coming down from mendocino county, lake county.

a pedestrian has been kill on a freeway -- killed on a freeway. it happened on southbound highway 101 at marsh road. details are scarce but the highway patrol has confirmed the fatality. lanes are closed while officers process the scene. again, this is southbound highway 101 at marsh road in redwood city. we'll bring you more on this on our ktvu channel 2 news at 5:00. developing news now out of afghanistan. u.s. officials are reporting an tack at a military training -- an attack at a mt. training that killed a -- military training that killed someone. officials say it was an insider attack at a camp where afghan security forces are trained. they say a man dressed as an afghan soldier opened fire with a machine gun. the american general killed is believed to be the highest u.s. ranking officer killed since the terrorist attacks of

september 11th 2001. >> certainly a tragedy. >> it's believed the shooter had been serving as an afghan soldier for some time. afghanistan officials say he was a terrorist in an army uniform. santa clara county is considering a plan to help immigrant children who are fleeing to the u.s. by providing home environments for them. in recent months, the crush of children crossing the border illegally to escape violence has made national headlines and the county has taken notice. ktvu's janine de la vega joins us live from san jose to explain why they are considering this step. good afternoon, janine. >> reporter: good afternoon, toeshry. no -- tori. no decision by the board of supervisors. it was a congresswoman who visited a detention facility at

the border and was alarmed by the conditions that the immigrant children were living in. now, she took this to the board of supervisors and they noticed. a group of immigration rights activists showed up to the county building urging the board of supervisors to take action. the county is deciding whether to set up a program to recruit local families to host children who have illegally entered the u.s. until their situation is sorted out. they say the children are scared and need a stable environment. images of children escaping countries such as honduras and el salvador because of the violence has hit the national news recently. >> the danger of being kidnapped and women being raped. it's important because the kids are already here. you know, they are humans. they are refugees. they are running from a country that's at war with itself. >> reporter: president obama called on congress to fund a spending bill to help the children calling it a

humanitarian crisis but so far the senate blocked the portion of the bill. under the proposal at the county level, officials would examine how to implement the host family program and secure funding for it. they will also be looking for pro bono lawyers who are willing to represent the undocumented minors who are seeking acy lum -- asylum. >> i propose we look at foster parents to be host homes kind of like exchange students who use that model. where we stay and take care of them like we would our own homeless kids and reunite them with their families. >> one local nonprofit that currently licenses foster parents supports the idea. they say it won't take away from the current foster children in the county because they don't intend to use their current foster parents in the system to help the immigrant children. they are looking to recruit other people willing to help. my colleague is inside the meeting monitoring what the

board will do and she'll have that decision coming up janine de la vega, ktvu channel 2 news. the san jose city council is expected to consider several options to help address a shortage of police officers and firefighters. the council is voting to put a sales tax measure on the november ballot. but the council still needs to agree on what that money would be used for. one proposal is to use it for all city needs while another plan to would earmark proceeds for police and firefighters. the council is considering a proposal that would make changes to measure b which cut benefits for police and firefighters causing many to leave their jobs. there are new developments related to last year's death of 41-year-old transgender woman kayla moore. moore died while in police custody in berkeley. her case has sparked several demonstrations against the

police department. the berkeley police association is now suing the city and its police review commission over charges the commission improperly leaked confidential information about the case to uc berkeley's newspaper, the daily california yum. the police union did asking for a temporary restraining order to excuse its members from april tending commission proceedings until the course of the alleged leak is identified. campbell police are increasing patrols after a woman was robbed at gunpoint just ten minutes before another couple was shot multiple times. both incidents happened early sunday morning. police believe the same person is responsible. the couple, a 31 idea diving instructor and 23-year-old girlfriend were shot in the parking lot behind the first bank branch at campbell and union. they were approached by a gunman who demanded money, then opened fire. the father of the male victim said both are expected to

survive. >> i can't comprehend this kind of thing. and for someone to do this, the desperation must be so bad, i just -- how can you not have any value on life. >> police say ten minutes before the shooting, the same suspect robbed a woman at gunpoint at the second street garage a short distance away. this is a police sketch of the suspect. he's described as a lrnt man -- as a latino man in his 20s, 30s between 5'8" to 5'10" with a median build. warriors' center spates was arrested on drunk driving charges. tampa's police department said he was arrested around 3:30 this morning on a charge of second-degree misdemeanor driving under the influence. yesterday he celebrated his 27th birthday. he was later released on $500,000 bond. he signed a three-year contract with the warriors last summer.

if found guilty, he could face suspension from the team. the second american infected with the ebola virus is now at a hospital in atlanta. how she's doing and the latest on the growing outbreak. and in the north bay, a warning about a man who may be trying to impersonate a police officer. why deputies will not release the man's name or picture.

as a second american suffering from ebola arrives on u.s. soil, so do leaders from more than 40 african nations. they are here for a previously- scheduled summit, but the growing crisis has shifted on how to respond to this deadly virus. justin gray is live in washington. you were there today as leaders met with congress. >> reporter: they did meet one on one with leaders in the house and senate foreign relations committee at the capitol this morning. most of those meetings took place behind closed doors. there was a long list of topics on the agenda but because of the growing crisis in west africa, the chairman says the focus of the meetings quickly shifted about how to stop the spread of this outbreak.

the congressional leaders received assurances that the country would send teams of physicians into the hardest hit nations. there are scientists and doctor are some of the best trained to fight the virus. they also said that americans should not be worried about an outbreak here in the united states. >> the risk is poses to the united states is very modest, very limited because we have a very advanced public health infrastructure. i would hope folks are not overly concerned about a few americans being returned for treatment. >> reporter: large delegations from more than 40 nations are here. the leaders most affected by the crisis stayed home to deal with the country but they did send delegations, representatives of those countries are being screened for ebola to make sure that no one exposed to the virus is part of this summit here in the united states. reporting live in washington, justin gray, ktvu channel 2 news. >> thank you, justin. a california drugmaker meanwhile is behind the

experimental drug being given to the two american workers. san diego-based map biopharmaceutical is working to develop a drug to treat the disease. the drug has never been tested for safety in humans. south bay prosecutors have just announced a number of arrests in an investment scam that cost victims their life savings. the santa clara county district attorney said four suspects are behind bars and investigators are searching for a fifth suspect. they are accused of offering huge profits of 50% to 80% to invest in companies that it turned out were just empty storefronts. 17 victims have been identified. mostly from san jose and los angeles. authorities say the suspects targeted undocumented immigrants because they were unlikely to report the crimes. authorities in the north bay are warning residents about a man who may be pretend be to be an officer. last month a known gang member was pulled over in his retired

crown victoria police car by sonoma county sheriff's deputies. inside, authorities found a complete kit of law enforcement tools such as a scanner, handcuffs, badge, flashlight. even crime scene tape. deputies have not released this man's game, though, because they say he's not accused of a crime yet. but they say the most alarming thing he had was a replica.357 revolver. >> as you can see, it's very realistic with a 7-inch barrel, it has the ramp for the scope. >> the man is bed described as latino 6 feet tall, 265 pounds with a goatee and several tattoos. anyone who has had an encounter with a car and driver fitting the description is urged to contact the sonoma county sheriff's office. 450 golden gate transit workers have authorized a strike. the workers include ferry captains, deck hands, bridge iron workers and bus mechanics

but not bus drivers. they say the going bridge district's latest contract offer includes a raise but it's only enough to cover increased costs of healthcare coverage. a strike would shut down ferry and bus service. the workers will continue to bargain and no strike date has been set. our strange summer continues here up at mammoth. it's 72 degrees at fairfield and vacaville. it's 72 degrees. just don't see things like this every summer. that's what we have this summer, july and august. while the temperatures have come down if you have some of the sun, it's getting warm and humid fast. if you have the fog or light rain, even some bags on the camera screen. fairfield getting light rain the want to talk about a couple of tropical systems. there is a depression south of the hawaiian islands,

genevieve. that probably won't do much. but iselle is showing weakening signs. it's expected to weaken to a tropical storm category as it moves toward the big island. nothing in the thursday and friday. julio hot on the heels behind that expected to follow a similar path. all heading toward the islands but everything say they will weaken considerably. look at the dividing line between clouds and then sunshine. if you are in the sun, parts of the peninsula, i know parts of the santa cruz -- it's warm. i mean, very warm for some. if you get the cloud cover, it can be a good, 10, 15 degrees cooler. rain continues to drop in but again it's focusing more on the north up towards mendocino county, lake county. a lot of this is late. sonoma county, marin county, but the wraparound will still produce a lot of light showers. a lot of comments, people say it's very falllike. the smell of rain, long overdue. there's been some good rain up in the sierra in the last 4 hours. you can see some of that continuing to march southward. if you missed it, some of the

rain totals for us, not too bad here. crockett 12/100ths, napa .07. vallejo, .06. a bunch of .02s including hercules. the low is -- is visiting sacramento. as it pushes north, it's clearing to the south. that's driving a lot of the cloud cover. most of the energy is focused on the north bay. 77 in livermore. 66 oakland. 63 santa rosa. cloud cover or no cloud cover. if you had the sunshine, definitely a tropical feel. there is a westerly breeze in place. for some it's cool. it's not that strong. 61 tahoe. 62 reno. 70 in ukiah. 71 sacramento. everyone is pretty close. a lot of this cloud cover will continue with the sunshine. we might get a little bit of lifting. might see clouds later on. look for light rain in the north bay. maybe spreading south by tonight. it will favor areas closer to the coast this time instead of

taking a live look at the big board, the dow one 151. the nasdaq down 40. s&p down 20. the fda's new labeling requirements for gluten-free food kick in today. under a rule announced a year speag, manufacturers must he sure that anything labeled gluten free contains less than 20 part parts per million. until now, the term gluten free had not been regulated. manufacturers set their own standards. >> if they are not able to know exactly what's in the products they are eating, they will get sick. >> an estimated 3 million people in the u.s. have celiac.
