we're live in san jose, where hundreds of senior citizens may have to change their eating routine because of an early-morning fire that broke out at their assisted living facility. we'll explain and also tell you what firefighters are saying about a cause. an out-of-control car smashes into an auto dealership's parking lot. this is in concord early this morning. we'll show the damage to cars that never got a chance to even drive off the lot. and b.a.r.t. service back to normal this morning after a bomb threat last night shut down the west oakland stakes and left thousands of commuters tranded

"mornings on 2" begins right now. good morning. it's 7:01. these are live pictures from the scene of our developing news story. a fire at a retirement home in san jose. ktvu's janine de la vega is on the scene and just got some new information about the damage caused by the fire and how it could impact the seniors who live there. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. let's talk about weather and traffic. steve, it was 70 degrees when i left the house?

>> pretty warm. also good rain from alum rock to willow glen, santa cruz, capitola to san jose and heading towards morgan hill and gilroy. a couple of reports of sprinkles in gilroy. have some morning rain for the santa cruz mountains, santa clara valley. the system is moving rapidly. behind that we'll get some clearing. there's already some breaks. this is going to give us some dry air coming in north to south. 70 degrees already -- i think that's the low for livermore. there's a lot of 60s. it won't take much. any sun, and the temperatures and humidity factor will be high. some of that light rain continuing especially san jose south. but it looks like they are about done as it pushes town towards monterey. clouds, some sun, muggy, humid. any sun, it will be hot. 80s, 90s for some. here's tara. thank you, steve.

we got a call from a viewer asking about traffic in the livermore valley. sorry to say doesn't look any different than it does any other weekday morning. here's the maps. very congested to the 680 interchange and sluggish on 680 southbound. 880 near the oakland comlow see yum. traffic looks pretty good here. it's been looking great all week. showing you this because it's kind of an anomaly. 280 at the 880 split, a lot of congestion. we did see some emergency lights. it detective looks like a traffic -- it looks like a traffic hazard. this is south of 880 at the 17 connector. it's 7:3. back to tori and dave. our top story the developing news in san jose. residents of a senior assisted living facility will have to find some other place to eat after a fire early this morning. janine de la vega is at the facility on gaton south of 280

where she just talked to a resident. we understand and all-clear has been given. >> reporter: yes, firefighters left a short time ago. the only thing that's visual left from the fire is the heap of debris there on katon drive. that's right in front of the administration building. that building houses a dining hall used by the 200 seniors living here. the fire was spotted just before 5:00 on the roof of the atria willow glen facility. firefighters responded and did a search to make sure no one was inside. the flames spread to the a -- to the attic. none of the seniors were evacuated. some slept through it. some are concerned. >> it's fortunate, they didn't spread. all of these buildings are

wood, old wood and everything, you know, close together. so actually, it's always been a concern of mine there that are no sprinkler systems in the building. >> reporter: offices and the dining hall again are located inside the building that caught fire. the manager told us residents have kitchens in their private rooms so they can cook. but the staff will set up a temporary separate dining area in another building with some food there until they have the building repaired. there is some moderate damage and a huge hole in the roof. fire officials say they think the cause may be electrical but officially it's still undetermined. i'm told investigators will not be coming out because fire officials determined this was not suspicious. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 7:05. tonight, music's most powerful couple will wrap up their u.s. tour with a second show in san francisco but for some fans

last night's beyonce and jay z concert ended with a rather unwelcomed surprise. this is a picture taken by a producer who attended the concert. she said her friend's car had its window broken. they were parked in a lot about a mile away from the done cert. san francisco police say nine -- concert. san francisco police say nine cars had their windows broken there. it's not clear if anything was taken from the cars. people from all over san francisco say they could hear last night's show. on twitter, people in noe valley and balboa park all said the entire show came in loud and clear. we caught up with people who had tickets and were heading inside for the show. two women said they each paid $400 for a ticket and rode a greyhound bus from reno to get to the concert. >> oh, my gosh. beyonce, i don't know. all of her songs. i don't know what she's gonna sing. i'm so excited.

>> tonight's show begins at 8:00. it's the final show of the on the run tour. the tour is expected to bring in $1million. b.a.r.t. service, back to normal this morning after a bomb threat last night right near the west oakland b.a.r.t. station. thousands of commuters were stranded after the third threat like this in two weeks. ktvu's alex savidge is at the west oakland b.a.r.t. station right now with more on this frustrating trend for passengers. good morning, alex. >> reporter: good morning. this is the third time in the past two weeks that b.a.r.t. trains have been stopped because of a bomb threat. some were on the system. last night, the problem centered around the west oakland station. it was around 7:30 last night when this station had to be evacuated by police and service through the transbay tube was stopped for two hours. police were concerned explosives may have been hidden on board an a.c. transit bus parked near the station under the b.a.r.t.

tracks. so the bomb squad moved in and searched the bus. didn't find anything, didn't find any explosion ins. by that time, the damage was already done. late evening commuters were left stranded on both sides of the bay. the bomb threat ruined the night for many music fans trying to get into the city to watch the concert at at&t park. >> we're stranded and we're going to miss our concert more than miss it and apparently we're gonna be stuck with no refunds, no nothing. >> reporter: and during this station shutdown last night, people trying to get from san francisco back to the east bay had to wait in some long lines at the transbay terminal to board buses. a bus bridge had been set up by b.a.r.t. during the two-shower shut down of the transbay tube. this is the latest bomb scare that's caused problems for b.a.r.t. riders. last week, the dublin/pleasanton station was shut down and the week before that, it was the oakland

coliseum closed briefly after a threat there. the good news, b.a.r.t. trains are running on schedule after that threat last night here at the west oakland station. we're live this morning in oakland, alex savidge, ktvu channel 2 news. >> thank you. 7:08. the berkeley police association is suing the city and its police review commission over allegations of leaked information involving the death of a transgender woman. kayla moore died last year while in police custody in berkeley. her case has sparked demonstrations against the police department. in the lawsuit, the review commission is accused of improperly leaking confidential information about the case to uc berkeley's newspaper, the daily californian. the police union is asking for a temporary restraining order to excuse its members from attending commission proceedings until the source of the alleged leak is identified. frightening moments at an

airport in canada after two passenger planes were forced to make emergency landings only minutes apart. emergency ground crews at halifax nova scotia rushed to the plane. one was united airlines jet from newark on its way to belgium. a small fire was reported on that airplane. two minutes after that plane landed, an air canada flit from montreal to germany was diverted to halifax because of a medical emergency on board. no one was hurt. hawaii bracing for both a hurricane and a tropical storm. now some of the major airlines say if you are planning to fly to hawaii either tomorrow or friday, you can chaining -- change your plans. certain airlines, hawaiian, united and american airlines are waiving the reservation change fees for tickets on august 7th and 8th. you will be able loued to change -- you will be able

7:14. new this morning, there's been another insider attack in afghanistan and this time the victims are afghan police. it happened in the southern part of the country last night. afghan officials say a policeman turned his gun on his colleagues at a checkpoint. seven people were killed. officials say the gunman escaped the scene in a police car. that attack comes just a few hours after a gunman dressed as as an afghan soldier opened fire at a military alameda near kabul. a u.s. army general were killed and 15 others were wounded including americans. harold green was 55 and had been in the army for 34 years . he was an engineer on his first deployment in a war zone.

he lived with his family in virginia. he leaves behind a wife and two children. two people have died near dayton, ohio in an incident involving a man waving a rifle at a walmart. police say they had no choice, they had to shoot and kill him because he wouldn't obey commands. the suspect was waving that rifle at customers, including children. a local tv station reports a 37- year-old woman believed to have been a customer collapsed and died from a medical condition and she ran away from that scene. time is 7:16. there's a new study out today that says the beverage industry is using deceptive marketing tactics to target young people. one of the lead scientists say it's contributing to obesity and other problems in children. ktvu's kyla campbell live in washington now with these warnings about what your kids may be drinking. kyla? >> reporter: dave, this study from uc berkeley says there are

health risks for youth when it comes to drinking energy drinks, sports drinks, even flavored water. scientists say they sound healthy but they are not. >> these products are a sham. they are nothing more than a wolf in sheep's clothing and our kids and teens should not be drinking them. >> he says energy drinks are of particular concern. the high amounts of sugar contributes to obesity problems and the high levels of caffeine have sent kids to the e.r. with caffeine overdoses. and then there are sports drinks like gatorade. this report says consumption among kids has grown six fold over the years. but scientists say sports drinks were created specifically for athletes. >> kids and teens should not be consuming sports drinks. again, unless they are exercising an hour or more sweating profusely in the hot sun. >> and this report from uc berkeley also says that parents are often deceived by fruit

drink advertising. what you need to be on the lookout for on the grocery store. i'm working on the details for you at 8:15. live in washington, kyla campbell, ktvu channel 2 news. there is a new labeling law for gluten free foods. food producers have to be sure that anything carrying that gluten free label has less than 20 parts per million of gluten. gluten is found in wheat and rye and barley. people celiac disease have to avoid gluten. about 3 million americans have celiac disease. two of the california insurance giants are teaming up and share health records. blueshield of california and anthem bluecross will be setting up what they call the california integrated data exchange. they say the exchange will help doctors share medical records from 9 million of their members. this is due to take effect at the end of the year. critics say members should have

had more input. 7:18. there is a hit-and-run along the eastshore freeway in berkeley. let's check in with tara. >> luckily no injuries. a car hit another vehicle at the gilman exit. you can see how snarled traffic is leading up to the macarthur maze. the chp says the license plate of the suspect is 6 ylf 011 if you happen to spot it. 280 in san jose, it's an absolute nightmare. it's only started to ease up because of what looks like was a stalled car at the 880 northbound connector. it was cleared about ten minutes ago. so the roadway is getting back to normal. but the damage had been done. you can see that it's very sluggish. finally a look at our maps. i would like to show you here that we have the typical backup on highway 4. if we move to hercules and richmond, you can see at the richmond toll plaza,

you can see a slowdown and typical through this marinwood and san rafael area, kind of a slower traffic there, 101 southbound. >> here's steve. thank you. we do have some breaks in the clouds. some rain to the south. but it -- it's really moving out of area. it's heading towards monterey, santa cruz mountains. the humidity is gonna be very high. before i get too far ahead of myself, for san francisco, it was a wetter july than january. for july, .08 fell which is 800% of normal. average july is 0. going back to january, remember we had 18 days of record highs and .06. january usually we get 4.50. things are weird here in july and august. tropical storm you'll yois following -- julio is following iselle but the weakening is taking place rapidly. it's expected to be a storm by the time it arrives on the big

island. it looks like flooding will be a bigger issue. the wind will be tailing off. they are weakening but there will be a lot of rain. to morgan hill, skies are getting dark toward gilroy and towards marina and monterey. the system is really flying out of here. upper 60s to 70s. sacramento, 70. livermore, 70. yesterday by noon, it was warmer at sfo than it was at concord an livermore. just weird stuff going on. the tropical clouds are thinning out as the low begins to work its way south. as it does, it will take the moisture with it. could be a few showers around bethel island, antioch, i doubt most of that is there. there's been some steady rain

volunteers have set up camps for the survivers of sunday's deadly earthquake in southern china. more than 80,000 homes either collapsed or were partially damaged by the quake. many people left homeless are now living in large tents. the death toll from the quake is almost at 600 but officials say that number is expected to get much higher. chinese troops have been digging through rubble for survivors but landslides and rains have complicated rescue efforts. but there was a successful rescue of an elderly quake

victim and that is encouraging search and rescue teams. the 88-year-old woman was found buried alive two days after her house collapsed around her. chinese officials say she's now at a hospital where doctors are treating her for several injuries. >> wow. 7:25. the husband of a second american aide worker diagnosed with ebola says his wife is weak but she's improving. 59-year-old nancy writebol arrived in atlanta yesterday. she was working with sim usa. her husband still in liberia said the family was considering planning her funeral. but now he's optimistic about her recovery. sim usa plans to bring him home to be with his wife while she undergoes treatment. as nancy writebol was arriving in atlanta for her treatment, president obama was addressingle ebola crisis in washington. he spoke at the u.s. african business leaders summit. he recognized their hard work

welcome back. i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, i like how you are painting the sky. but you -- >> beautiful. >> that's rick, steve. that's just ridiculous. >> well -- and i to my best. some rain down towards southern california -- southern california. a couple of days ago. it's down towards the south bay and santa clara valley stretching from morgan hill back over. it's on its way to monterey. moment of this is done. if you are down that way, yes, you are getting rain. there's decent rain about an hour ago towardings the peninsula. very mild to warm. 60s on these temperatures to near 70 degrees and the skies are already there. clouds are thinning out. again, another look at the rain. morgan hill, gilroy. it's about done. clouds, humid. some sun. light rain is almost over here. any soon and humidity equals very warm temperatures. upper 8 o 90s for some. here's tara. apparently, in the north

bay, this is a little heads up for you if you live near santa rosa in bennett valley, we have three chihuahuas running into the roadway at grange road, it looks like. be aware of it. right now we're gonna take a look at the maps. 580 westbound through the livermore area, so traffic as usual is backed up in this direction. so this is obviously making it a little bit worse. at the bay bridge tacoma, those metering lights have been on since 5:45 this morning. so you can see you are gonna need some extra time. things are begin to ease up. hopefully the trend will continue. 280 down in san jose, traffic again has been very sluggish because of a car that was stalled. it has been cleared. it was cleared probably around -- i would say five minutes after 7:00. you can see the after corrects of that. give yourself extra time if you live in the area. 7:32. back to the desk. >> thank you. new this morning, the chp has now made an arrest after a car flew off a freeway in concord this morning and smashed right into a car

dealership. christien kafton says this is not the first time there's been a problem on this particular section of freeway. good morning. >> reporter: good morning. this is not the first time this has happened. the sun is up now. we've been out here since 4:00. you can get a clearer sense of how much damage was done by the car. you can see the entire back end of one car bashed in. the left rear quarter panel of it vehicle smashed in. the driver of the car involved is under arrest under suspicion of driving while intoxicated. [horn honking] >> that blaring horn give us a sense of what the scene was like. the scene has been cleared. we're starting to put together a pretty clear picture of what happened. it appears the car left the offramp off i-680 crossed the median, took out a sign in the process, then crossed the

onramp to i-680, then crossed a culvert and smashed into two cars at niello infiniti. the driver survived the crash. crews pulled him and he was taken to an area hospital. the chp said he was then placed under arrest. workers here at niello say spinouts are common. cars pick up too much speed at i-680 at the burnest avenue offramp and lose control, sometimes ending up right here in this car lot. >> this is the third one i know where they came through the fence and landed on cars. this is nothing compared to some of the cars that we've had smashed. >> reporter: workers here say things have improved since caltrans added the signs that you see now. they've added texture to the road which helps cars get better traction. for commuters, as you can see the offramp off i-680 and the

onramp from bunnette, both of those are clear. it should be a minimal impact on the commute. we're live in concord, christien kafton, ktvu channel 2 news. new questions about the long-term durability of the new eastern span of the bay bridge. concord state senator mark desonya will ask kamala harris to launch a criminal investigation. caltrans managers were accused of telling inspectors to ignore serious welding problems when parts were being made in china. the transportation secretary testified he ordered the chp to investigate allegations of bridge officials retaliating against engineers who criticized how the bridge was built. 7:35. there are new concerns about passenger safety at mineta san jose airport. a woman with a history of trying to stowaway on flights was arrested on suspicion of sneaking onto a southwest airlines jet bound for l.a.x.

brian flores is in san jose with fallout from the latest security breach. good morning, brian. >> reporter: good morning. yeah, there was a lot of concern from several passengers this morning we spoke with. while no harm was done in this incident, the concern is how this woman was able to go through security and pass southwest employees and catch a flight into southern california. now, 62-year-old marilyn hartman was arrested at l.a.x. last night after she was able to somehow bypass security here at mineta airport, then take southwest flight 3785 to l.a.x. she did not have a boarding pass. hartman, a known stowaway, had attempted to previously board flights headed to hawaii from sfo, four previous times but was never able to take a flight. she was able to here in san jose. it remains unclear how she was able to bypass security and get by southwest employees. southwest says public safety was never compromised but in a statement, the tsa says this individual was screened along

with all other passengers to ensure she was not a security threat to the aircraft. following an initial review by tsa at san jose airport, the agency has initiated minor modifications to the layout of the document checking area to prevent another incident like this one. still, though, some passengers are concerned this morning. >> well, it changed drastically, we have to put our hands up now and take our laptops out of our bags. it changed a lot. i feel like it's more secure. >> yeah. >> this is really surprising. >> a little scary that she's able to do that. doesn't really sound like, you know, if she -- just a normal person to be able to do that, you know. >> reporter: now, this incident comes after a 15-year-old boy was able to jump a fence here at the airport, climb under the wheel well of a hawaii-bound flight. airport officials emphasize these two incidents are not related because hartman was screened. this is not sitting well with

eric squallwell who says yesterday's incident was an apparent failure by airport security and the airline. in the meantime, hartman is being held in los angeles on $500 bail. we're live here in san jose, brian flores, ktvu channel 2 news. >> thank you, brian. the santa clara county board of supervisors has extended a ban on medical marijuana dispresenceries in unincorporated parts of the county. the board voted for the moratorium yesterday. under current zoning regulations, dispensaries could request permits to operate in four locations all bordering the city of san jose. but this new moratorium prevents that from happening. >> at the same meeting, the hotly contested illegal immigration issue was discussed. santa clara supervisors voted to move forward with an idea who house children who crossed

the bodder illegally with local host families. the idea is to get them out of families to see if they can remain inspect u.s. >> this is a humanitarian crisis. it's also a manufactured crisis by the politicians here and abroad. >> these are 12, 16, 8, 9, children who have traveled thousands of miles without anyone they know to get here to take refuge in the country. the debate went on for two hours, the plan still needs to be formally approved and details need to be finalized including funding. gavin newsom is voicing his support for legalizing marijuana. he's prepared to campaign in 2016 in favor of the issue. but he says the measure would have to be written the right way. for example, he says the legal age for using marijuana should

be 21. he also says people who drive under the influence of marijuana should be held accountable and the extra tax revenue should go back to cities and counties. newsom made the comments yesterday while speaking of a meeting at the marin county bar association in green bay. a very important step will be taken today in an effort to keep the as in oakland. in less than an hour from right now, the oakland alameda county coliseum authority will hold a special meeting. they will consider finalizing a deal with the oakland as. it's a ten-year lease for the team to be at the coliseum. both the oakland city council and the alameda county board of supervisors agreed to the deal last month. now it just needs the coliseum authority's final approval and that is expected. san mateo county's second highest ranking judge needed not guilty to misdemeanor drunk driving charges. 63-year-old joseph scott was arrested in redwood city over memorial day weekend. it happened during a traffic

stop. prosecutors say he had a blood alcohol level of .12. that's one and a half times the legal limit. judge scott is due to be back in court on october 22nd. he faces a maximum of six months in jail and a $1,000 fine. 7:40. at least half a dozen police departments in the bay area are actively using license plate recognition software to track millions of cars on the road. 2 investigates has learned that often you are not allowed to see what they have learned about you. >> there doesn't seem to be a good reason for a law enforcement agency for somebody who is not suspected of a crime has no criminal history, has no reason that law enforcement should suspect them of anything to keep records of their movements. >> today, at 5:00, the privily concerns and what kind of information law enforcement officers are able to learn about you. 7:41. three times in two weeks.

in person involve -- there was another person involved. well, it may be the biggest data breach ever. thousands of websites are affected. millions of e-mail addresses. ktvu's pam cook is in our newsroom with what you need to know and what you should do now to protect your personal information. good morning, pam. >> reporter: good morning. the numbers are staggering. 1.2billion user names and password stolen by a criminal gang in russia. now would be a very good time to change all of your password because thousands of websites are affected. the new york times reports security experts in milwaukee discovered the breach. they say a cyber gang in russia was able to inject ma lish shaus code into 420,000 websites and steal the user names in password. the gang is suspected of stealing millions of e-mail addresses which are now being used to send spam messages on

social network. now, there are several ways to make your password stronger. first, you should make it longer. many sites have a minimum of eight letters. the longer, the better. use combinations of numbers, upper and lower case letters an symbols and a really important note don't use the same passworded for your banking as you do for your social media accounts and avoid easy to guess words, such as your name, names of relatives, pet names and your hometown. security experts say don't ignore this morning and be more creative. use different e-mail addresses and different pass words for each of your accounts. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right. 7:47. santa clara's county court system they are slashing services because of budget problems. courthouses in palo alto and morgan hill will reduce their services. neither court will offer a

it was moved but the after effects are still being felt here. back to the desk. relief for a group of senior sit accidents living in -- citizens living in san jose. there was a fire at their building at their apartment complex. janine de la vega is out there now. what's it like out there now. >> reporter: a lot calmer. a lot of commotion earlier. right now, what you can see that's left is a bunch of debris hauled out by firefighters laying in the front lawn of the senior living facility. this was all hauled out after a fire started on the roof. if you go up to the roof there, you can see there's actually the manager of the facility up there. we're not sure if he's an insurance person. known is being let in -- nobody is being let inside the building. firefighters arrived around 5:00 and quickly started to put

out the flames on the roof of the administration building near meridian and hamilton. firefighters responded to many calms and knew it was -- calls there and knew it was unoccupied but made a sweep anyway. none of the seniors were evacuated. most slept through it. the fire was initially spotted by an employee of the senior center who was driving into work. >> saw smoke. but i thought it was far away. i went around it and it was in the middle. i went in and called. >> offices and the dining hall are located inside the building that caught fire. the manager told us residents had kitchens in their private rooms. so they can cook but the staff will set up a temporary separate dining area in another building with some food until they have the building repaired. there's moderate damage and a huge hole in the roof right now. fire officials say they think the cause may be electrical but officially it's still

stolen. people from all over san francisco say they could hear last night's concert. on twitter people in potrero hill, noe valley, balboa park all said the entire show came in loud and clear. we caught up with people who actually had to get -- who actually paid $400 for a ticket and rode a bus -- rode a greyhound bus. last night's concert lasted for almost two and a half hours. tonight's show begins at 8:00. it's the final show of the on the run tour. that tour is expected to bring in $100 million for beyonce and jay z. some people didn't even make it to the concert, though, because of a bomb threat near the west oakland b.a.r.t. station. thousands of people, in fact, were stranded after the third threat like this in two weeks.

ktvu's alex savidge is at the west oakland b.a.r.t. station where passengers say it's a frustrating situation. good morning, alex. >> good morning. it has been a little tough stretch for b.a.r.t. riders. this is the third time in the past two weeks that b.a.r.t. trains have been stopped because of a bomb threat somewhere on the system. last night, the problem was here at the west oakland station. it was at around 7:30 when the station had to be evacuated and service through the transbay tube had to be stopped for two hours. police were concerned that explosives may have been hidden on board an a.c. transit bus that was parked near the station right underneath the b.a.r.t. tracks. the bomb squad came in. searched the bus. department find anything on board. still, the damage had been done. late evening commuters thousands of them were left stranded on both sides of the bay. the bomb threat also ruinedded the night for music fans trying to get into the city to watch the jay z and beyonce concert.

savidge, ktvu channel 2 news. san jose police have a sketch of a man when they say assaulted a young girl in a public bathroom. the man is described as african- american, 5'7", 140 to 180 pounds and has ta tattoos on his arms. it happened on spring lake drive in the clubhouse bathroom. the girl told police he walked into the bathroom and sexually assaulted her. >> police are investigating how the man got inside because you need a key to enter the clubhouse. they are investigating whether that man lives in the complex where the assault occurred. websites that public arrest mugshots and then charge people to remove them, well they may soon face legal sanctions here in california. that's because the state legislature approved a measure that would make it a crime for websites to charge a fee to remove, correct, or modify a

look out! get out! get out! >> unbelievable. an unbelievable rescue. this in nevada. caught on camera. several airmen ran over to help an elderly couple trapped there in that flash flood in their car. the water was rising so fast, those airmen said they never thought about their own safety. >> i had to like slam the door and tell the -- tell the guys on the other side to grab her

and take her out of there. >> after rescuing the couple, one of the airman got caught and he was rescued. no injuries reported in that flash flood. it was a drat mattic rescue 12 miles off the coast of one of the hawaiian islands. this was caught on a go pro camera. four adults were traveling to oahu. their boat began to sink. they had to jump into the rough waters. fortunately, they were wearing life jackets. that coast guard helicopter was able to take them to rescue -- safety. a new study from uc berkeley says beverage companies are using deceptive marketing tactics to targetian people. energy and -- target young people. energy drinks are just a sham, one individual is saying.

corridor. morgan hill, san martin to gilroy, it's winding down. the low taking cloud cover with it. it's already thinning out some of the clouds. temperatures are very warm right now. 60s to low 70s. some of these are warming up pretty quick. there will be 90s reappearing in areas that get more sun than clouds. upper 60s to near 70 for some. get ready for hot and humid after a cloudy to mostly cloudy morning. we'll see temperatures rebounding fast. humidity is not going away. light rain is done but it's farther south. if you get enough sun, it will be hot. 90s for some. 80s for others. here's tara. >> thank you. in santa rosa we have a traffic hazard on highway 12 west point at stony point. a few chairs are blocking all of the lanes. be aware of it. right now let's take a look at highway 4. traffic is really easing up in the westbound direction. good news for this hour of the morning. no delays as you make the drive toward concord. at the macarthur maze, you can

see traffic slow on the far right side of your screen as you approach the bay bridge toll plaza, not too bad. finally, we have 237 in milpitas where we have a lot of bumper to bumper here in the westbound direction as you make the drive towards sunnyvale. it's 8:31. back to the desk. the chp arrested a driver whose car flew off a freeway in concord early this morning and smashed into several parked cars. christien kafton is live with more. >> reporter: good morning, dave. we're getting a clearer picture of what seems to have happened this morning. the vehicle in question was coming down this offramp off i- 680 straight in the curve, hopped the median area then hopped this onramp into i-680 went over this drainage ditch and then into the back of these two cars here at the niello infiniti lot. workers say it's not the first

time. [horn honking] >> that blaring horn giving you a sense of what it was like out here earlier this morning. the driver of the car did survive the crash. crews pulled him from the vehicle. he was taken to an area hospital. the chp said he was then placed under arrest for suspicion of driving under the influence. now, workers here say spinouts are common at this off and onramp. they say cars pick up too much speed and then lose control and end up in the car lot. >> it was pretty common and they put the signs up a year and a half ago. it's really tapered down. >> reporter: workers here point out the offramps have grooves on the road which helps drivers get some traction as they come down the roads here. they say that the signs also, a major improvement. for commuters in the area,

we've been telling people that burnett avenue off and onramps both open this morning which is very good news for the commuters who listen taking the section of i-680. so it should have a minimal impact on the morning commute. we're live in concord, christien kafton, ktvu channel 2 news. there are new questions about the long-term durability of the new span of the bay bridge. mark desewnsome witnesses accused managers of directing inspectors to ignore serious welding issues when inspections of the span were being made in china. the transportation secretary testified that he ordered the chp to investigate allegations of bridge officials retaliating against engineers who

criticized construction of the span. a woman allegedly bypassed screeners at mineta airport and snuck on a plane bound to l.a.x. without a ticket. marilyn hartman has been arrested a handful of times while trying to board flights from sfo to hawaii. brian flores is live at mineta with the response from tsa about the security breach. >> reporter: good morning, tori. there is a strong response from several passengers. many concerned about the security measures. they view the measures as thorough but many say they are surprised and concerned that a woman was able to get through security and southwest airlines employees to catch a flight to  southern california all without a ticket. now 62-year-old marilyn hartman was arrested at l.a.x. last night. if her name sounds familiar, we've done several stories on her. she's a known stow away.

she has attempted to board flights headed to hawaii from sfo at least four previous times but was never able to catch a flight. this time she was able to here in san jose to los angeles. officials did not say how she was able to get on board and take a flight but the previous times she's diplomated -- these attempted to do so would be when people are getting their boarding passes checked, she would sneak in rolling behind them. it's unclear how she was able to get through this time. the tsa said they've initiated minor modifications to the document checking area. the airport officials say the processes were not a factor in this incident and public safety was never compromised. that was a statement released yesterday. in any ways, this morning, passengers say they feel relatively safe flying but it's raising some eyebrows. it changed drastically, we have to put our hands up now and

take our laptops out of our lags. it changed a lot -- bags. it's changed a lot. i feel like it's more secure. >> a little scary that she's able to do that. doesn't really sound like, you know, if she -- just a normal person to be able to do that, you know. >> reporter: now, this incident comes four months after a 15- year-old teenager was able to jump a fence here at the airport and climb into the wheel well of a hawaii-bound flight. airport officials tell ktvu that these two incidents are unrelated because hartman went through the screening process and was never a threat. however, it's not sitting well with eric squallwell who says in a statement saying yesterday's incident was a failure by airport security and the airline. hartman said she was trying to get to hawaii because she wanted a warm place because she has cancer. but authorities don't know if that's true. and they questioned her mental

stability. there is a gofundme site for marilyn to catch a flight to go to hawaii. she remains in custody in los angeles on $500 bail. we're live in san jose, brian flores, ktvu channel 2 news. >> thank you. 8:37. happening now -- officials in oakland and alameda county are taking an important step to keep the as in the east bay. the oakland alameda county coliseum authority is holding a special meeting right now to consider finalizing a deal with the as. it's a ten-year lease for the team at the coliseum. both the oakland city council and the alameda county supervisors agreed to the deal last month. now, it just needs the coliseum authority's final approval which is expected. the fbi is investigating the vandalism of a family-owned grocery store in berkeley. these are pictures of the broken windows at star grocery on claremont avenue. it happened early sunday, july 27th. the fbi says a posting on a

website claims the grocery store was targeted by an animal rights activist because it sells meat. damages are estimated at $1300. 8:38. the berkeley police association suing the city of berkeley and its police review commission over allegations of leaked information about the death of a transgender woman. kayla moore died last year while in berkeley police custody. her case has sparked demonstrations against the police department. the lawsuit is claiming the city's police review commission imimproperly -- improperly leaked confidential information to the daily californian. they want a temporary restraining order to excuse members from going to commission meetings until the source of the alleged leak is identified. pretty scary moments at an airport in canada after two passenger planes made emergency landings minutessate part. emergency ground crews at

halifax rushed out to the planes but both landed safely. one was united jet from newark to belgium. 5 small fire was reported on that -- a small fire was reported on that plane. two minutes later an air canada flight from montreal to jeaum was diverted because of a medical emergency. no one was injured in either incident. people in hawaii with preparing for the double threat of a hurricane and tropical storm as they take aim at the airlines. now the airlines are offering anyone who has a ticket to change their planes for free. they are all waiving change fees for customers with tickets to hawaii on august 7th and 8th. those customers will be able to chain dodge another flight departing through august 12th. people in hawaii are

welcome back. 8:44. let's bring you up to date on some of the top stories -- tonight becanian say and jay z will wrap up their tour with a -- beyonce and jz will wrap up their tour with their last show. some people left the concert finding their windows smashed out of their cars. nine cars had broken windows. still not clear if anything was stolen. b.a.r.t. and a.c. transit, back to normal after a bomb threat last night on a bus near the west oakland bus station. the bus was underneath the tracks and you it was searched -- and it was searched. no exploebsives were found. b.a.r.t. service through the transbay tube was stopped for two hours during the investigation. a lot of passengers were pretty angry because that interruption is ruined their plans.

many were going to the concert. a group of senior citizens at an adult living facility in san jose, they have to find a new dining hall today. the one they are using, damaged by an early-morning fire there. but this could have been a lot worse. janine de la vega is out there now at the atria willow glen facility on gaton drive. this was a pretty close call. >> reporter: yeah, fortunately, the fire did not spread to where the residents live. you can see what's left of it is all of this debris hauled out by firefighters sitting there on the lawn. this is right in front of the administration building. the dining hall is also located here but today no one will be able to use it. the fire was spotted before 5:00 on the roof of the administration building by an employee driving into work. he called 911 and firefighters arrived and quickly started putting out the flames.

they respond to many medical calls at this facility and knew it was unoccupied but still checked inside. the flames pred to the attic. firefighter -- the spread to the attic. firefighters knocked it down. some are concerned. >> it's fortunate that it didn't spread. all of these buildings are wood, old wood and everything, you know, close together. so actually it's been a concern of me that there are no sprinkler systems in the building. >> reporter: the manager said because of the dining hall was in the building that caught fire, a temporary separate dining area will be set up in another building with some food until repairs are made. residents have kitchens in their private rooms so they can have the option to cook there as well. there's moderate damage in the building and a huge hole in the roof. the firefighters think the cause may be electric al but it's still un-- electrical but

it's still undetermined. i'm told that investigators will not be come out because the fire was not deemed suspicious. janine de la vega, ktvu channel 2 news. >> thank you, janine. 8:47. the biggest data breach ever. that's what security experts are calling the latest cyber theft that affects thousands of website, and millions of e-mail addresses. pam cook is in the newsroom with what you need to do and -- what you need to know and what you should do know to protect your personal information. >> good morning. the numbers are just staggering. 1.2billion user names and passwords stolen by a criminal gang in russia. now would be a very good time to change all of your passwords because thousands of websites are affected. the new york times reports security experts in milwaukee discovered the breach. they say a cyber gang in russia was able to inject malicious code into 420,000 different websites and steal the user names and password. now, there are several ways to

gafernen newsom is -- gavin newsom is voicing his concern for legalizing medical marijuana. he said he's prepared to campaign in 2016 in favor of the issue. but he says the measure would have to be written the right way. for example, he says the legal age for using marijuana should be 21. he also says people who drive under the influence of marijuana should be held accountable and the extra tax revenue should go back to cities and counties. he made the comments yesterday while speaking at a meeting at the marin county par association in green bay -- bar association in green bay. the california county supervisors has extended a ban

in unincorporated parts of the county for dispensaries. under current zoning regulations, dispensaries could have requested permits to operate in four locations bordering the city of san jose. but the moratorium prevents that from happening. dozens of people from australia came together and showed the human spirit to rescue a man whose leg was trapped between a subway train and the platform. this happened in perth, australia. the man was getting on the train when he slipped. his leg became stuck. passengers on the train were asked to move to the other side. while that didn't work, everyone on the train came off and then on the count of three, everybody pushed. they moved that train enough for two other people to finally pull that man to freedom. passengers say they always hear the announcer saying mind the gap when up get on and off.
