raiders take on the vikings right here on ktvu. we start tonight with this video of police taking down a man they believe to be mentally ill. some who watched it happen say antioch officers went too far. ktvu is live after talking with the police chief about what we just saw. john? >> reporter: three days ago a possibly mentally disturbed man was taken into police custody. witnesses say the way officers did it was way over the top. it was chaos. this is cell phone video of the scene apt i don't think when police were swarming on a possibly mentally disturbed man. >> they tased him, batoned him, kicked him, punched him. >> reporter: at the station at buchanan, you can see even with all the officers a police dog was used. >> five cops were on top of him and they sicked the dog on him

and the dog bit his head and face. >> they had him in control. the man was crying. like in pain. really crying. tears in his eyes crying. >> reporter: witnesses say it seemed like the man had mental problems, talking to himself and dancing. >> each if he was on drugs, he wasn't causing bodily damage to himself or anybody else i don't why the witnesses ask did it have to happen in the first place? >> i talked with allen contained dough by phone but he won't comment. >> another issue the witnesses mentioned was the way police treated them. >> the police turned around and tried to take everyone's footage because they knew they were wrong. >> if it is evidence you ask about it. you don't pull people out of their vehicles for it. >> reporter: in the end the people hearsay they feel for the man who was arrested. >> his face was so bloody and red.

>> reporter: as for the allegations officers were trying to take witnesses's cell phones, i asked and the chief told me this is the first he has heard of it. >> new information now in the case of a woman missing for more than two weeks at san francisco general hospital. who later was found dead in a stairwell there. the family of lynn st. patrick's daying is -- spaulding is now preparing if a lawsuit. the complaint is against the city-run hospital and the sheriff's department, which provides security at the hospital. spaulding's body was found in a stairwell there last fall. in a statement today the spaulding family says quote nothing can bring her back. but continuing attention and pressure can help ensure that s fgeneral and the s fsheriff's department may pay more than lip service to the changes in shoddy policy and sloppy practice that led to lynn's death. we are following developing news in iraq where the u.s.

launched a second military strike. unlike yesterday's, this time u.s. fighter jets were joined by unmanned military drones in the attack on an isis convoy in northern iraq. thousands of iraqis are seeking shelter and security as islamic militants take control over the country. the white house says these strikes will protect the persecuted. >> reporter: u.s. fighter jets taking off from the persian gulf dropped two bombs on islamic targets on northern iraq. the pentagon says militants were attacking kurdish forces. strikes are necessary to protect americans and iraqis. >> the protection of american personnel in iraq is a top priority. and one that merits the use of military force. >> these islamic militants are surging across northern iraq,

tormenting christians, some are hiding inside churches. >> we are pleased at the air strikes and let them bring back properties and let the government find a proper solution for us. >> reporter: much attention is on the thousands trapped on this mountain in the blistering heat, forced there by militants who told them to convert to islam or die. today much need relief after cargo planes dropped food and water. >> we need to arm the kurds. they are the only ones in the region that are willing to stand up to the hell of isis. they don't want american boots on the ground. >> the aid drops will continue. both california senators said today they support military action. senator dianne feinstein released a statement, saying in part, i believe we either confront isis or we'll be

forced to deal with a stronger enemy in the future. this afternoon the white house confirmed vice president joe biden called the iraqi president to discussion the situation in northern iraq and the threat isis poses. vice president biden expressed his condolences for the kurdish lives lost during the march through the country. tropical storm isselle made landfall on the big island of hawaii overnight. this i want gram video comes from tyler murray. this is rainbow falls. before the storm you see on the left it was the tiny water fall. now you can see it is a torrent of rushing water. bill, where are they now? >> right now isselle is falling

apart rapidly. it is now spread out across the island chain. some tropical moisture ranging from maui all the way south across the big island. maui is picking up six inches of rain. as you get into the hawaii area they got almost a foot of rain. now we are put ago tension on julio. there it is to the right of your screen. you can see this system is still a category 2 hurricane and it is going to make a run for the north side of the islands. a category 2 here, and we are tracking tropical storm isselle. you can see as it goes to the north as a category 1, it stays intact until about morning. sunday morning. they are going to see maybe four or five inches of rain, big surf and strong winds. unusual to see this much activity this far north. it doesn't happen very

losses because of an online dare. >> potentially try to do this as a dare, as a divorce for fun, whatever the reason may be, is mind boggling to me. >> preteens and teens seem most susceptible to taking this dare. monitor kids' activity online and sit down with them to explain exactly what can go wrong. a ruling in a landmark lawsuit over compensation for college athletes. a federal judge in oakland ruled the ncaa cannot prevent players from selling the rights to their names and likenesses. the anti trust lawsuit was filed five years ago. today's ruling says the ncaa will have to set up trust funds for the players. but the ncaa will be allowed to cap the amount of money paid to athletes after they graduate.

however that can't be less than $5000 per year of attendance. there is new information about this big rig crash we first told you about. the coroner identified the truck driver as 55-year-old darrell greer of vallejo. the thick's load of wine bottles assisted as he was going around the curve. that caused the truck to lean and go over. greer was pickupped in the crash and died at the scene. a new app that promises to make you feel like you are driving in the future. and grieving the loss of his wife and the mother to his children. >> how loved ones are sharing

music lovers are filling golden gate park for the much anticipated outside test value. what organizers are doing different this year. david? >> reporter: there is more security this year and a special tribute to an artist with deep ties to the bay area. the seven stages, 118 acts. and tens of thousands of people, all in one weekend. outside land's music festival in san francisco's golden gate park kicked off at noon with an ambitious mix of art, food and of course, music. >> i'm really excited. >> this will be a blast.

>> reporter: the line of features up and coming and cutting edge acts, along with some rock legends. the u.s. postal service unveiled a tribute stamp to janis joplin this afternoon. 200,000 people are expected in this seventh year of the festival. >> it sold out the last four years. this is the first time though, that it was an immediate sellout. >> reporter: security also plays a more prominent role this year with police and new surveillance cameras in place and the aftermath of an alleged assault here in 2012. >> we are always doing state of the art activities. we take security very seriously. revenues are also serious business here. concertgoers say they are ready to spend a lot on food and

cancer. most die of it. >> to be in 2014 and not have a test for ovarian cancer and crazy. >> reporter: her husband, john and their children, today announcing a research fund in karen's honor to find a diagnostic test. hopefully a cure. >> able to spread awareness, and letting people know what ovarian cancer is all about. >> that way, my wife continues to live. >> reporter: karen was 64, worked in bay area television, exercised, ate right, saw her doctor regularly. but after a routine exam two years ago, she was referred to oncologist john chan. >> despite this good care of herself she still was diagnosed in advanced stages. >> after diagnosis only about 40% of women will survive five years. the reason? ovarian cancer is almost always discovered late. >> deep in the pelvis here on

violence and poverty, tough problems with no easy solutions. today a group in san francisco demanded help from the city to tackle the issues. people who live in the bay view hunters point neighborhood are struggling with poor housing. they called on leaders to give the low income citizens the same consideration as wealthy

corporations. >> mayer ed lee gives millions of dollars in breaks to tech companies, spends millions of dollars to design bike lanes. all the while he allows poor working that is and the poor to live in segregated parts of san francisco. >> the group remembered the victim of gun violence. by reading the names of gun violence victims. palo alto police are looking for a thief who made friends with his victim and ran off with his wallet. investigators say the thief struck up the conversation with a man outside of a convenience store. the two then agreed to go for a cup of coffee and police say that is when the robber stole the victim's wallet and took off. the victim is described to be in his 60s and was not hurt. anyone with information about the case is asked to contact

police. police say the driver of a streetcar drove the wrong way on a one way street earlier this week and crashed into another vehicle. the google driver also ran a red light. the google driver was cited for careless, prohibited driving. some students were honored today for completing an innovative internship programs they participated in the future graduate summer tech internship program. it is designed to place students at san francisco at local tech companies in paid summer positions. also provides the kids access to real world job training. >> these companies are putting their money where the investment is the most important and that is in the young people in san francisco, because you are our future. >> reporter: organizers say the program also encourages students to graduate from high school. pursue fulfilling careers and lead productive, healthy lives. a lot of fanfare and excitement for the first public

the nfl will punish him. he met with commissioner roger goodell. goodell's decision on the discipline could be announced as early as next week. it has now been 24 hours since a woman with severe alzheimer's disease was last seen at a library in san francisco. they are searching for 6-year- old andrea jeffrey. she went to the western edition branch library with her husband at 3:00 p.m. but at 4:30 he realized she wasn't there. jeffrey is 5'5" inches tall and weighs 165 pounds. she last took her medicine about 11:00 yesterday morning. stanford university police officers are working on a sketch of a man who groped a woman on campus last night. a woman called police just after 6:00 p.m. she was out on a walk when a

plan walking his dog approached her. the two began to talk and walk together. he then groped her and grabbed her phone and ran. a man 6'4" with a thin build. he was wearing a light blue shirt with jeans. he has a tattoo of writing on his right arm and was walking with a gray pit bull. he was last seen walking on stanford avenue. the ebola outbreak has now been declared an international public health emergency by the world legalth organization. there are now cases of that potentially deadly virus in guinea, liberia, sierra leone own and nigeria. already more than 930 people have died from ebola and the united nations health agency described it as the worst outbreak in the four decade history of tracking the disease. health authorities are easeddist restrictions of an experimental drug to treat the

illness. meanwhile one of the two affected patients being treated in atlanta issued a statement today. dr. kent brantly says he is growing stronger every day and remains in isolation. he also thanked everyone for their prayers for his recovery. the problem is that the the u.s. agency spear heading the fight against ebola has also been the victim of budget cuts, including the very committee charged with preparing to throes kinds of machines. justin gray reports now on the potential impact of those cuts. >> reporter: the cdc's director told congress thursday at an emergency ebola hearing his agency is known as the world's 911. we were the first to tell you back in may president obama's proposed budget made cuts to specifically public health preparedness and response. the part of the cdc ready to respond to 911 emergency calls like an ebola outbreak. >> it is an easy place to take

an overturned garbage truck stopped traffic on highway 87 in san jose today. news chopper 2 flew over and spotted the truck you see on its side. cmp, says it all happened about 11:00 a.m. the truck driver may have minor injuries. there is no word to what led the truck to tip over. a man described as a founding pleb of a vicious gang of kidnappingers and bank robbers is in custody after being arrested here in the bay area. gerardo francisco coat ta was arrested with help from the red road city police department and the san mateo sheriff's department. he is also facing the possibility of life imprisonment in el salvador for murder, attempted murder, aggravated theft and aggravated robbery brea. international travelers can get through customs with less hassle at san jose airport.

there are two global entry kiosks in the terminal. the machines allow travelers to scan their passports and answer a series of questions about what they are carrying some their luggage and the purpose for travel in the united states. it verifies the traveler by checking their fingerprint on a touch screen and checking their photo. >> we have biometrics that verify who they are. that would confirm any derogatory information in their past. >> reporter: to use the kiosk travelers must apply online with u.s. customs and border patrol. they also have to provide background information and pay a $100 fee. technology, once only used in the military, is about to be available in your car. tom shows us the heads up way to get everything you need from your smartphone right in your line of sight. >> a remarkable start up in san francisco's mission district.

their parents expect them to be reachable. 400 drivers were surveyed in the u.s., ranging from 15 to 18 years old. the research was presented today at the american psychological association's annual convention no hundreds of low income families camped out and lined up very early this morning to get free backpacks filled with school supplies. >> not having that would probably break my pocket which would take away from rent and food and everything else. it is very, very helpful. >> reporter: this is the twelfth year sacred heart community services has collected donations. parents register ahead of time and a lot of the students we spoke with today were pretty excited about their new backpacks. >> i feel happy. because you get new things instead of getting things that are broken or don't work any more. >> reporter: 2800 backpacks were given away today. 300 more than last year.
