now at noon, we're following breaking news out of the east bay where investigators are on the scene of a shooting at bayfair mall in san leandro. what we're learning about the man sho this comes as the city of oakland announces $2 million in oakland to better fight crime in its city. and more than 100 residents in the south bay are returning home after they were forced to investigate because of a gas main break. ktvu channel 2 news start right now with breaking news. >> good afternoon. i'm brian flores in for tori

campbell. breaking news out of san leandro where police are investigating a shooting at bayfair mall. ken wayne is live at the scene. ken, what can you tell us? >> reporter: well, this is still a very active crime scene. you can see behind me police officers have taped off the entrance to the east side of the mall. this is next to the fresh choice and one of the macy's entrances to bayfair mall. this all started within the past hour with some kind of altercation between two groups inside the mall that spilled out into the parking lot. two men confronted two other men, gunshots were fired, and two victims started running. we understand one victim was shot in the leg. we talked to some people who were outside of the mall, heard the gunshots. we talked to a very young shopper. here's what she described happened. >> we've seen the two victims one was dark skinned and the light skinned one, he ran over here and then he -- he ran like dashing through here. he got shot. he was yelling help, help, i

got shot. i got shot. and then he was on the phone, the other guy, he came running back for his friend. he was trying to get help. and he was lifted into a car and. >> all we know now, is we have one subject who was shot in the leg. he was taken to a local hospital. it does not appear to be life- threatening. we have a black male shooter. we're thinking from the description possibly in early, late teens, early 20s, about -- i believe 5'10", about 140, 150 pounds, wearing a white t-shirt and blue jeans. >> reporter: police want to emphasize this appears to be some kind of targeted shooting. this was not some kind of a mall rampage where a gunman was just going after people inside the mall. there was some kind of a dispute that spilled out in the parking lot. the victim was taken to a local

hospital. non-life-threatening injuries. police are trying to interview that person to find out if they can identify who the gunman is. the gunman was another black man and two white women and police are looking for those four people to determine their involvement in this shooting and the mall is open except for this part of the corner of the shopping center which is closed while police try to gather evidence and try to learn more. we also understand the b.a.r.t. station here next to bayfair mall was temporarily closed, trains were stopped for a brief period of time but we understand the b.a.r.t. station is open again. so, again, b.a.r.t. is running. the mall is open. but the police are continuing to search for the gunmen involved in the shooting. ken wayne, ktvu channel 2 news. >> thank you, ken. well, the city of oakland is getting a big financial boost to help fight crime there. alex savidge lz is live to explain what the city will be doing with a $2 million grant. >> reporter: brian, good

afternoon. the money will go mainly to fund crime prevention programs and efforts to keep young people out of prison. the city qualified for this grant from the state mainly because of the struggle to control violent crime here in this city. the state assemblywoman from the east bay was instrumental in securing the money and this morning she stood side by side with mayor jean quan and assemblyman bonta. part of this money will keep felons from returning to prison. the city will use the grant to fund job placement and re-entry programs for those who have been recently released from prison. >> to identify existing programs with proven track records, that so would can direct this money right away and begin to further the results that oakland has been showing. >> reporter: and in oakland, violent crime numbers are falling. so far this year, with

homicides, down 21% compared with this time last year and robberies down 40%. city leaders say one program that is having an impact is cease fire, when known gang members cut a deal with police to put down their guns in order to avoid prison time. that program will be getting a finance am boost under this grant. the money will also help in solving violent crimes as well. the police chief said that he's planning to pay for two new technicians who can help trace guns and look for links between cases. >> and when we're able to link the crimes together, we're able to get at that small group of core individuals responsible for so much of the gun violence that happens on our streets. >> reporter: and while this is a one-time grant, state lawmakers say there are other funds out there that oakland may be to tap into in the future to fund similar crime prevention programs. we're live this afternoon in oakland, alex savidge, ktvu

channel 2 news. >> all right. thank you. in san francisco, police are investigating the deadly shooting of two people in the city's bayview district while they were riding their dirt bikes. it happened yesterday afternoon at about 5:15. two men were riding their dirt bikes around lasalle and cashmere when they encountered gunfire. moments after, they crashed. they were taken to the hospital and pronounced dead. at this point, police say one of the victims was shot. residents there say they are fed up with recent violence. >> it kind of goes in cycles, you know, it's been -- know, it's been reported, we had a lot of shootings in the neighborhood at large and like i said, it's something very distressing. >> police say the medical examiner will determine an exact cause of death. it's unclear whether both were targeted. family members say they plan on holding a candlelight vigil sometime tonight. the fbi is now involved in the investigation into a st. louis area police shooting of

an unarmed teenager. that shooting led to a night of violent protests. tensions erupted after a candlelight vigil last night in the suburban st. louis city of furgeson. crowds the lewded and burned stores. protesters were demanding action against police who shot and killed 18-year-old michael brown. the shooting happened saturday during a scuffle with officers. the coroner said today brown was shot multiple times. his family and friends were overcome with grief. >> he was a good kid. he didn't live around here. he was spending the summer with me. and they did that to him for no reason. >> the st. louis county police department is operating what it calls a parallel investigation along with the fbi to determine if the shooting was justified or not. they hope the tensions relax but say they are bracing for more violence tonight. >> it's my wish moving forward

that we have a calm night tonight and throughout the next week as we move through this process. i would implore that people use their best judgment and give the due respect to mr. brown that he deserves. >> 500 officers responded to the rioting last night. there were no injuries. 32 people were arrested on suspicion of theft, assault or burglary. well, today, san jose police are continuing to investigate yesterday's grim discovery in a hotel room after a housekeeper found two decomposed bodies. the bodies of two women were found at the easy 8 hotel. investigators believe the bodies had been there for at least one day. they say at this point, there's no evidence of any foul play. well, more than 100 people are back in their homes after being evacuated earlier this morning in campbell after a construction crew struck a 4- inch gas main and caused a leak. it happened here at the site on haas enza avenue near virginia

-- haas en-- hacienda avenue near virginia. janine de la vega has more. >> reporter: about an hour and a half ago, the evacuation and shelter-in-place order was lifted in this neighborhood. earlier in the day, the smell of gas was strong downwind in areas there. pg&e we're told is still here doing repair work on the sign. it was a construction crew doing resurfacing and widening work on the road when this accident happened. the santa clara county fire crews were called at 8:45 after workers using heavy equipment to dig hit a 4-inch gas line rupturing it. pg&e and hazardous material crew came on the scene. police officers went door to door evacuating a three-block area. most people weren't home but those who were around were told they could go to campbell community center. we were told no one showed up. >> this particular case what you are smelling and what is so strong with what we put into gas so people know when there

there is a gas leak. even though it was strong and giving you a headache, we never got any hits that it was at an explosive limb i we did the -- limit. and we did the shelter in place as a precautionary. >> reporter: pg&e was able to cap the gas line at 10:30 this morning. no one was injured in the process. this happens to be national 811 day. 811 is the number that pg&e urges contractors to call that number before they dig at a construction site and that did not happen in this case. reporting live from campbell, janine de la vega, ktvu channel 2 news. >> all right. thank you. a water main break in oakland's piedmont section is going to have long-term consequences. a midmorning break will result in a lot of street work at monta cresta and kingston. a 6-inch water main installed in 1910 broke in front of a heavily populated neighborhood. it cut off supplies to an unknown number of hopes and apartments as well. the rushing water damaged the

road beds and cracked the road. east bay m.u.d. officials say the repair will take at least eight least -- ate -- eight hours. san francisco's popular three-day music festival is over. we've getting -- we're getting a better idea how many arrests were made. and fire danger around the bay area after a national weather service issues a warning about possible lightning strikes. ktvu's rosemary orozco will be here to tell you the areas included in that warning.

welcome back to the ktvu news at noon. oakland police are now looking at surveillance video after six people were injured in a crash. it happened last night at about 10:30 on 35th avenue and international boulevard. police say a pickup truck and car collided causing the truck to then hit a person walking nearby. police say one of the vehicles ran a red light. the pedestrian was taken to the

hospital in critical condition and at least five other people inside the vehicles were also injured. san francisco police are summing up the outside lands music festival as a fairly tame event this year, with few troublemakers. they say more than 200,000 people turned out for the event. the biggest problem came from people trying to sneak into the three-day long concert. officers cited about 140 people for trespassing, another 35 for scalping tickets. nine were cited for being drunk in public. one was arrested for narcotics. while son neighbors say it was noisy, full of traffic, others described it as better than previous years. >> i don't know if it's more enforcement. i don't know if the crowds are more educated as far as protocol and ethics and what not. but i don't know. it seems cleaner this year. >> crews spent the night picking up much of the crash on the polo fields and are taking down tables, tents and stages. there were seven stages with more than 100 performances.

for a permit to pump water out of the you afy qer -- aquifer. three of the vallejo firefighters injured over the weekend when their truck rolled over are recovering the at home. it happened on saturday. investigators say the truck rolled twice before slamming into an suv. fire official sas say the truck was -- officials say the truck was heading to a house fire. the one firefighter still in the who hospital was at the rear of the rig. so far 8700 acres have burned since the fire broke out on july 30th in mendocino county. right now, it's only 35% contained. it's still threatening 58 structures. several evacuation orders are in place near leightonville and 11 firefighters have been injured but are all reportedly recovering.

it's a mostly sunny day for some, it's a warmer day. as we get into the afternoon, temperatures are running anywhere from 3 to 5 degrees above yesterday's numbers at this hour. looking off to the west, we do have low clouds, right along the coastline. we have an increase in fire danger coming our way. by tonight, i will explain why in a moment. giving you a look at the satellite view, this low here off the coastline actually helped to cool us down over the weekend. temperatures outside for this afternoon, fairly mild. at least for august, i will have a look at the numbers coming up. but the wrap-around moisture, you can see or the flow around this low, tracking in some of that subtropical moisture all the way from the desert southwest. it's been over the sierra through the weekend. now it's beginning to move our way in a little bit. i'm gonna turn on the satellite and radar. around the bay area we're mostly sunny away from the coast. as i get you into the sierra foothills. take a look at what's happening

here. we have thunderstorms already moving over the area and quite a bit of lightning reported earlier this morning. still a few lightning strikes between grass valley and placerville. as we get into the second half of the day, this moisture will be working its way toward the bay area with, again, the circulation around that low off the coastline. red flag warning already in place for parts of the santa rosa as well as the sacramento valley. for this evening, it's going to be over parts of the north bay. it stretches all the way into the lake county area as well. 9:00 tonight to 5:00 tomorrow morning for all. these areas through the delta, the carquinez, you can see all the way into areas over the north bay. what this means over parts of the north bay from tonight to tomorrow morning, the threat of thunderstorms and more importantly the possibility of dry lightning. that's what increases the fire danger. we'll track that for you tonight into tomorrow. 75 in concord. 79 in livermore. 70 in oakland. 71 degrees in novato.

for the afternoon, low 60s in pacifica. upper 60s for san francisco. 72 in oakland. 86 expected in concord. low 90s for antioch. it will be warm inland. but again, you know, it's bearable, definitely. as we get into the business week, notice temperatures actually quite nice. upper 60s to low 70s around the bay. 80s for the inland communities. as we get into the bay area weekend, temperatures will warm slightly. all in all a fairly good looking forecast. it's the increase in fire danger that we'll deal with tonight into tomorrow. >> it was more bearable in terms of the humidity. >> yes. parts of menlo park will be fogged to wipe out mosquitoes carrying the west nile. san mateo county vector control says it discovered mosquitoes carrying the virus last week. the plan is to retest for west nile virus after tonight's fogging and fog again if necessary. well, coming up, making kids smile at a south bay
