third year of the strategic plan which is aimed at closing the opportunity gap. it's to ensure student are taught 21st century skills. that means giving them access to different courses and hands on exposure to business partners. more flexibility for teachers in how they teach and the stability of the district, administrators didn't express any concern to me and said it is stable and healthy. other school districts are welcoming students today in the belleair are napa valley, fairfield, and south san francisco. and next week there's more school districts starting and many private schools will also be beginning then. expect traffic to keep on building. reporting live from san jose, jeanine de la vega, ktvu, channel 2 news.

happening today, security at the san jose airport will come under scrutiny. they're going to examine the airport security after two breeches. erica hartman snuck on a slight and in april, a teenager scaled a fence and stowaway in a wheel well. so this afternoon, the city council committee will consider a request for a public hearing. the oakland a's just finalized that new lease. but they're still trying to bring the team to the south bay. they said that major league baseball is blocking the a's from moving and that's a violation of federal antitrust laws. >> baseball has refused to allow the a's to locate in san jose.

>> now a lower court has decided that major league baseball has an antitrust exemption. the 9th circuit court is said to enter a ruling in the next 30 days. 6:09 is the time, another police shooting outside of st. louis. the reason police say an officer had to open fire early this morning, not far from protests of the deadly shooting of a teenager. >> it's been 15 years now of the death of a bay area teenager, how that young man is being remembered as his mother continues to seek answers. >> a cool down for us, what? that's not something we said this summer but we have one in place. not only that, it looks like a historic rainfall for 6 hours in the united states has happened in the last 8 hours.

back to their cars at the baltimore international airport. they're not happy, they don't want to see this, this is the long-term parking lot and it's flooded. it will be hard getting these cars and other vehicles out. at least 6 inches of rain fell in the washington d.c. area just yesterday. time is 6:13. an 18-year-old woman from illinois and her boyfriend has been arrested. 62-year-old's body was found outside a suitcase in bali yesterday. a cab driver said he put that suitcase in his trunk and they went into the resort and never came back. they were found later in a hotel in a nearby town. an east bay woman is still seeking answers after the

suspicious death of her son. last night they sang a hymn to remember james. he was last seen riding a bike. he went missing for three days before his body was found wrapped in a blanket near a homeless camp. >> maybe we're going to get answers and we rest too but right now we don't until we find out what happened to him. >> an autopsy found traces of alcohol and a party drug in his system. police ruled his death as suspicious but not a homicide. the time is 6:15, works under way to spruce up the san francisco national cemetery. the tombstone dates back to the 1950s.

morning an italian journalist and his translator were killed today in gaza. it also killed 3 gaza police officers. those police officers were trying to get rid of a bomb that was left over from the fighting. the united states sent 130 more troops to iraq. they're checking out the humanitarian crisis the thousands of refugees. they will coordinate with efforts with other countries trying to help those refugees. they're mainly part of religious organization and they said they would kill them if they were not to convert to islam.

traffic on 101 and 85 and 280 but nothing out of the ordinary. now by the livermore value, there's some slow traffic into the main livermore area. we're looking at marin county, that traffic looks good. quite a commute of of vallejo. bay bridge toll plaza is backed up about 20 minutes from here to the san francisco side. let's go to steve. >> good morning everybody. a lot of low clouds, a couple tweets coming in from the city. they said the same thing, it looks promising today because you can see sun breaks. the low clouds have lifted. it's not fog, we call it a low cloud day, you can call it fog if you want.

cool and breezy. that's not something i have said often. steve, i like those blue and greens, i enhanced this so you can see the features a little bit. look at that, we're going to get some light rain in arcade da, humble, and it won't for us. it will bring this breeze, and it pushes more off and the pattern won't allow it to move in. it keeps it down in arizona and into utah and nevada where there's a lot of it. 50s on the temps. the overnight lows are more in the 50s now, 17 gust of 31 at travis. there's more of a westerly breeze. san jose is still showing that but most locations are having a west and northwest. water temps are at 52 and 62.

the november ballot. there's a $11 billion measure on the ballot. the mayor thinks it's going to lose. he wants to change it to a less expensive measure. it will fund projects eco restoration, and reservoirs. he needs republican support because changing that ballot measure require as 2/3 majority in both houses of the legture. two areas have voted to require customer to cut outdoor water use by 10%. the new rule will take place next month and they're given an allocation that's 10% lower than the water that he used last year. they're going to determine the fine of offenders at their next
