full patrol next week. he was placed on paid administrative leave after he killed the teen rast october. last month -- last october. last month they announced charges will not be filed against him. this weekend demonstrators plan to protest his return to patrol. people heading to santa cruz for the weekend hit a back up this afternoon after a tree shut down highway 17 in the southbound direction for two hours. a tree fell across the lanes south of red wood estates. these pictures from news chopper 2 show crews clearing the roadway. the tree came down before 2:00 p.m. and traffic quickly backed up for miles. you see there how long the back up stretched. highway 17 southbound didn't reopen till two hours later. last night's concert at

candlestick park drew thousands but left some in the colds. a lot of people with tickets missed the show. ktvu's david stevenson talked to some of the frustrated fans and he joins us now with the explanation being offered by police. david? >> reporter: officials say concert goers were unfamiliar with the parking lay out at candlestick park but fans say it was a disorganized event. [ singing ] >> reporter: it was build as the out there concert yet paul mccartney fans have another name for it. [ indiscernible ] >> reporter: she spent $800 for four tickets to the show and spent 7 hours in traffic. viewing a sea of break lights and disabled vehicles. they didn't get to see the show. >> we have never experienced grid lock. there was no police presence. no parking attendance telling

news. >> there were happier moments from last night's show and you can see them on www.ktvu.com. you will find plenty of pictures of paul mccartney as well as memories from fans. new video now out of contra costa county. a woman is behind bars after she stole a taxi cab and drove the wrong way on highway 4 in martinez. the video, you can see there, the taxi cab driving east on the westbound lanes of highway 4. authorities say the 40-year- old caused two accidents in both cases it happened after cars tried to avoid the taxi. one car hit the median and a suv struck a van and over turned. any injuries in the crashes are not known at this time. police say drugs are believed to be a factor -- police said the district attorney's office cleared an officer in the 2012 shooting death of a man.

the office released this photo into the investigation. the photo show how similar his wallet abeers next to a hand gone -- appears next to a hand gun. the officer opened fire after he pulled out the wallet. officials concluded the death was the result of his own conduct and poor decisions. he was driving under the influence, fled from police and resisted arrest. to developing news in ferguson, missouri. police today released the name of the officer who shot and killed michael brown. the department also released surveillance video that shows michael brown shoplifting from convenience store minutes before he was gunned down. these details have the brown family accusing the police department of character

assassination. the latest from ferguson, missouri. >> reporter: the police chief released the name of the officer who killed michael brown. the questions still remain. >> the officer that was involved in the shooting of michael brown was darren wilson. he has had no disciplinary action. >> reporter: according to police documents moments before the shooting a nearby convenience store was robbed. police identified brown as one of two suspects involved shown in this video as brown was stealing cigar. no charges will be filed. the chief says the officer stopped him because he was walking in the middle of the street and he did not know he was a suspect in the robbery. the officer scuffled with him while he was still inside the vehicle injuring the officer. 4-6 shots were fired. >> this robbery does not relate

a strange situation at a bay area animal shelter. 100 cats have been dumped there over the past few months by the same people. look at the surveillance video two people are leaving the cats outside. the humane society is hoping to track down the two people. the shelter wants them to know

they are not in trouble. >> reporter: cute and cuddly for sure. the humane society does not have a shortage of cats and kittens up for adoption. >> we have 193. which is an extremely big amount for us. it is the way they receive the cats that is drawing attention. the most recent drop off happened monday morning before 5:00 a.m. surveillance camera show two people in a white suv drops off boxes of cats and kittens. 24 in total. one of the people rings the door bell and both take off. 15 minutes later the cats were discovered by one of the patrol officers for the shelter. >> we don't know, it could be somebody who collects cats and doesn't think to get them spade or neutered. the cats rur dropped off -- were dropped off they were in good condition but it is important to find the people that did drop them off. >> so we can stop them from continuing to breed the cats and kittens. it is not a responsible thing to do when you don't have homes for them. >> officials recognize the car and say the same situation happened three times. in total 100 cats have been dropped off by the same people over 18 months. and shelter officials have been very busy and they want the people responsible to know they are not in trouble. the shelter wants to off help. >> they are all well socialized. they are friendly cats. enophiles. no diseases -- no diseases. >> reporter: the shelter says they will wave adoption fees till the end of the month and cats will be ready for adoption

complete bay area news coverage continues right now, this is ktvu channel 2 news at 5:00 p.m. new questions tonight about the police response to protests over that deadly police shooting in ferguson, missouri. the use of military gear during protest is putting a spotlight on a program that transfers military equipment to police departments and that includes to bay area police departments. ktvu's john fowler is in redwood city where they have a new armored personnel carrier and why not everyone thinks that is a good idea. >> if you are a bad guy mese want you to know -- police want you to know you could face this. it is one of hundreds military gifts to bay area police. >> reporter: police today showed us their new 30-ton

armored personnel carrier. >> a rescue vehicle. >> reporter: last used last week. part of $5 billion in military gear the pentagon donated to police departments across the country. >> we needed a vehicle that could match the threats law enforcement is coming in contact with. >> reporter: last year they got one of the bomb proof vehicles. south san francisco got one a month ago. san francisco received 200 night vision goggles and body -- goggles and body armor. >> we used to sell it to dictators and now we give it to police forces. >> reporter: he told me the free equipment is rarely useful. >> hardware which has been crafted for military purposes has limited to non-existent utility in policing. >> reporter: police insist it

[ indiscernible ] >> reporter: congress is already talking about ending the program. police say that would be a mistake. much of what they get is useful and the savings to taxpayers is significant. john fowler, ktvu channel 2 news. a protest is expected to begin at 6:00 p.m. in oakland over the deadly police shooting in ferguson, missouri. last night there was a peaceful protest there. we have a crew monitoring developments and we will have that at 6:00 p.m. the numbers of undocumented children will have a small effect on the school system.

the federal government placed 3900 undocumented children in california this year. some supporters say paying for that education is better than the alternative. [ indiscernible ] >> some taxpayer groups were worried saying it cost more to educate children who don't speak english. >> the federal government isn't going to give you a check to cover the students. >> california spends $9,500 perstudent bringing the cost to per student bringing the cost to $35 million. the oakland school district accepted private grants totally $75,000 for hiring a consultant

for help with the undocumented children. they plan to hire several new children to meet the needs. the san francisco 49ers will play their first game ever at levi stadium this sunday and the big question is this: how bad is the traffic going to be? >> ann rubin is here to tell us what the city is doing to get ready. >> reporter: there is a bit of a crowd here right now. 10,000 fans want a chance to watch the 49ers here. sunday they are expecting 70,000 people and officials hope they will find the transportation and parking situation much improved. >> reporter: the first go around at levi stadium wasn't perfect. he went to that soccer game. >> horrible. >> reporter: as the 49ers prepare to take the field sunday officials are preparing improvements to their plan. >> we have a commitment for people to make the change.

>> there will be plenty of signage, better timing of traffic signals and more police directing traffic. the public will be able to access live video feeds at major intersections. >> we will have traffic traffic cams available to view the traffic. >> reporter: they are making improvements too, they will have more expediting the lines, extra trains on stand by and extra buses. >> we are looking at the train loads as the trains are coming and we have buses waiting to pick up extra passengers should our trains get to capacity. >> reporter: officials expect this time things will go more smoothly but the best advice is still come early and plan ahead. >> the plan we have had is the plan we are sticking with and it works. too close for comfort is the reaction from beachgoers after sharks were spotted off the coast of southern california yesterday. you can see how close one swimmer got to the shark. life guards monitored the sharks south of the peer for an hour. but they say juvenile white sharks are a common occurrence and that the sharks are non- aggressive. a woman from south san francisco is getting an honor today. they have named her as the volunteer of the year. the uso says she was recognized for the support she gave soldiers and families throughout the year. she took on the task of finding housing for 90 marine whose had a 16 hour lay over at sfo. one of the many times she has dropped everything to help

troops in need. civilian drones are causing cakes. they could force -- headaches. they could force pilots to cancel flights. three drones have been spotted in or around wildfires this year. one in northern california. foster farms teamed up with a food pantry to feed 750 bay area families. bags of cooked chicken were distributed at three centers. people were happy to get them and organizers say the chicken is an important part of meals they hand out. >> anytime we could provide chicken, protein, is a good opportunity for us. >> it helps out, especially

a mom in the east bay is under arrest after leaving her two kids outside a safeway in an unlocked car crying when an employee found them. ktvu's paul chambers is here with the investigation. >> reporter: this is the second time police had to arrest the mom for leaving her child in a car. with this latest event it was quick thinking clerk that led to the arrest. >> the children were in the car crying. it was running. the car wasn't locked. and the children were left unattended. >> the children were left in the parking lot from 15 to 30 minutes while the mom was inside shopping tuesday. officers say a clerk came

outside and saw the car. he thought there were animal said inside but he saw the children, one and three. once police arrived the mom was trying to get away but officers took her away. last month a similar incident when they arrested this woman for leaving her children inside a locked car with the windows cracked and a blanket over them while she was gambling. parents need to be more responsible. >> people need to be more responsible for their children. take your kids with you. >> upsetting because it is -- there is nothing -- a child comes first before anything. your main priority to take care of. >> reporter: again with this case police arrested her for child endangerment. police said on tuesday the weather was very mild. paul chambers, ktvu channel 2

news. california's drought is taking a toll on the recreation industry. >> record low water levels are causing headaches for some operators of white water rafting tours. outside placerville rafting is still possible because of water discharges from dams. >> we hear from a lot of people, is there going to be enough water to raft this year? and we have a lot of water up here to raft. >> other locations aren't as lucky. particularly in kern county. >> voting for dollars. los angeles is considering turning voting ballots into lottery tickets. a 4th of voters showed up for recent local elections so that

fueled a vote to recommend that the city counsel consider a cash prize drawing. the prizes would be worth up to $50,000. federal law prohibits payment for voting but that doesn't apply for elections without federal races. president obama is interrupting his vacation for a quick and expensive trip back to washington this weekend but the white house isn't saying why. president obama will return to washington for three days. the trip back to d.c. has been planned for weeks. the group says when presidents travel it cost taxpayer as lot of money. >> we believe that there should be an awareness. taxpayer dollars are paying for this. >> they use documents from the air force to calculate travel
