ceremony for you. you can see many of the people who took part are here behind us right now. they just finished up this ceremony. - held here in the park along one of the walking paths here at the site where the 28-year- old was shot to death by police earlier this year. here's video of what this event looked like. it got underway earlier this morning. several people were out here, also prayers that were offered, and there were calls for justice. his sporters are calling on police to be held accountable for what many believe was an unjustified shooting. a city college of san francisco student was shot by police back in march after they say he pulled a taser on officers. police, though, say initially they believed it was a gun. >> witnesses say they reported him seeing looker ratically. family and friends don't say he was posing a threat and they

night. she was 5' 6". she was wearing a dark green jacket and blue pants. if you have any information call berkeley police. we have new information on a fire that killed a woman and her 3-year-old son at a san francisco public housing unit in april. fire investigators have ruled it accidental but they don't know the exact cause. investigator found problems with an electrical outlet, items piled around a heater. the report also said smoke detectors were in a kitchen cabinet rather than in proper locations. they say a work order for at least one detective had been put in two weeks before the fire, but ab electrician was not able to gain access to the apartment. the victim's family has filed a lawsuit against the city. san francisco police are searching for a group of men who beat another man unconscious and stole his cell phone. it happened at 1:30 on 16th

street near mission. they say a 35-year-old man was apreached by 6 other men. they are accused of kicking and punching the victim until he fell to the ground and lost consciousness. when the man woke up, he had a broken tooth and his phone was missing. if you have any information about the attack. you are asked to call san francisco police. we have received exclusive new details regarding a proposal to cut water usage in san jose. the city is poised to pass an emergency drought declaration and some new restrictions but one council man wants to take it further. ktvu joins us live from san jose where she spoke to that council member about the plans to help cutback. >> good morning. he feels that this city should be doing more. and one of those proposals is to stop watering grass areas on city-owned land that are not being used for recreation or is playing fields. next week, the city will be voting on an emergency drought

declaration which consists of restricting water use during certain hours. the council man who is also running for mayor will be introducing a proposal that includes a number of ways to cut water usage. as i mentioned city-owned land with grass would not be watered if other water was being used on it currently. and grass being used for deck ra live turps would be replaced with drought-le to rat plants. they want to create a water conservation core of young adults or teens. they would be paid using recently-authorized funding to do a number of tasks. >> they could be tearing up lawns where residents are willing to instead plant drought plants. they could be distributing information for challenges conserving water and making sure folks know how to best save water. he also wants a fast track

plan to start using recycled water for drinking. this would involve treating the water to safe levels and recharging our ground water bases which is already part of the water district's long-term plan. this proposal will be presented to the city council next tuesday where other members will get a chance to decide whether they want to go forward with exploring these ideas even more. reporting live from san jose. ktvu, channel 2 news. despite the drought, many companies are still bottling their water here in california. california is the biggest producer for bottled water. they all get their water here. two companies pull their water from city sources, the other two get their water from springs. one of the reasons the companies get water from our state is because we're the only state in the west without ground water regulations, or management. in 2012 the bottled water industry in the united states

produced 10 billion-gallons bringing in $12 billion. 5:30 this evening a camp- fire sting along is scheduled at the rose garden to commemorate the memory of the largest wildfire in the history of nevada. on august 17th, 2013, sparks from a cook-out ignited into a fire that burned 400 square miles. the fire also destroyed the family camp. park rangers worry that much of the damaged land will never recover. and several days ago, some logs still smoldering flared up. they will only declare the fire officially out when the state drought is over and there are heavy winter storms. time is 7:11. the sheriff's deputies still out there searching for a man who jumped into the backseat of a car, robbed the driver and passenger and fired shots rats them. this happened wednesday night just outside the martinez city

the terrorist threat against the u.s. from syria may be much larger than many people believe. a u.s. official says 12,000 people from at least 50 countries have gone to syria in order to enlist in radical islamic groups. it's estimated more than 100 american citizens have traveled to syria or attempted to go there to join the fight. president obama has scheduled a security summit in september to address the issue of westerners returning home to cause havoc.

2. they say expect delays up to 15 minutes on the bay point line for several days track maintenance work will be done between the concord and north concord martinez stations. only 1 track will be available for trains in both directions. the work starts tomorrow morning. it will continue through tuesday afternoon but not during the weekday morning commute. they will continue that work the following two weekends. the police have a new program aimed at catching thieves who target parked cars. two investigates work to how this program is working and which ones have the most break- ins. they've had break-ins this -- hayward has had the most at 85, pittsburgh at 44. i don't like feeling like i can't even leave the smallest thing in my car and i can't

turf. they want to make sure the new sod will be ready for sunday's pre-season game against the chargers. we are live at the stadium now to tell us what they are doing about an embarrassing problem. good morning. >> good morning, so far five truckloads of fresh sod have come into levi stadium. we are expecting another shipment in the next cull 6 of hours. the problem account current turf it was coming up in chunks. so right now ewes are inside laying fresh sod. we caught crews ripping out the old grass. it was installed back in april and was supposed to be eco friendly and super resistant, yet this field failed to make it to the 49ers second game. former 49er says that getting the old grass out was important because it could cause injury. players could twist an ankle or tear a muscle. >> well there is probably a billion different things that

all right here on channel 2. sheriff's deputies are now investigating the deaths of two men as a possible murder- suicide. officers found their bodies in a backyard in an unusually quiet neighborhood. both men died from gunshot wounds. a rifle was discovered next to one of the men. officers say they are not currently looking for any suspects in this case. i don't see any mediate concern in regards to any fear by people in this neighborhood. it appears to be an isolated event. neighbors say one man who died was 61 years old and lived with his wife and son. they say the other was believed to be in his 40s and living next door. three people from the east bay were arrested accused of stealing $6,000 worth of baby

formula. eighteen-year-old of hayward, 20-year-old of oakland, and 24- year-old of hayward were arrested. a fourth suspect is still at large. the sheriff's deputies say a grocery store employee spotted the suspects filling duffel bags with baby formula on wednesday. they ran, but were later arrested. deputies say they found more stolen formula in the suspect's car. they sy it is often used to dilute drugs or can be sold online. time is 7:36. and setting up a war chest for the november elections. chevron is spending $1.6 million to support its favorite candidates for mayor and city council. the campaign contribution for individual and companies, it's $2,500. political action committees can spend unlimited amounts of money to support a candidate. 3 dozen people out of a job

dogs to be at their outdoor patio. many restaurants already do that at their discretion to allow dogs to sit outside but this whole time it was actually illegal in the state's eyes until the governor changed that yesterday. the governor signed ab-1965 which allows restaurants the option. ultimately it will be up to the owner as well as any city to decide if they allow it. again at least through the state it is now legal. there is some concern for some who are obviously concerned with sanitary issues with dogs even in outdoor areas some families who may be concerned for dogs being near young kids. a dog-owner we spoke with says he understands those concerns. but on the other hand, they are great. i mean they are great companions, wonderful, you know, playful creatures that most of them. here are some other parts to the law, they will not be allowed on chairs, benches or other fixtures. restaurant employees are banned

from having direct contact with pet dogs while on duty. if they do they obviously have to wash their hands. the dog needs to remain on a leash or in a pet carrier, it needs to be in complete control of the pet owner. obviously the restaurant must comply with all food and sanitary guidelines as well. this new law goes into effect on january first. we're live here in walnut creek. ktvu, channel 2 news. speaking of pets, the first group of the dozens of kittens left outside the humane society are going up for adoption. about a week ago, a car was seen dropping off the kittens in the middle of the night at the shelter. a seven-day hold that allows owners to reclaim their pets has now expired. they say this is the fourth time in 18 months that the same people have dropped off large numbers of cats. one of the cats was named after our very own brian flores after he did a story about the

council man wants it to go further. we're joined live where she spoke with that council member about his plans to cutback. good morning. good morning. we're here at the park, when we first arrived earlier this morning, the sprinklers were on, and the sidewalks were drenched. you can still see a little bit of some wet patches here, but one of the ideas is to stop watering grass areas on city- owned land that's not being used for recreation or as a playing field. next week the city will be voting on an energy drought declaration which consists of restricting water usage during several hours. he will be introducing a proposal that includes a number of ways to cut water usage even more. they would be paid using recently-authorized funding to water agencies to record complaints of water wastes and help residents tear out their lawns and replace it with

accident. but they don't know the exact cause. investigators found problems with an electrical outlet, items piled around the heater. the report also said spoke detectors were in a kitchen cabinet instead of their proper locations. according to documents obtained by 2 investigates, a work order for one detector had been put in two weeks before the fire. an electrician wasn't able to get access to that apartment. the victim's family filed a lawsuit against the city. this evening in berkeley, a campfire sing along is planned at the rose garden. it will mark the first anniversary of the biggest wildfire in the history of the nevada. sparks from a cook-out started the rim fire which burned 400 square miles including parts of the national forest, yosemite park, and destroyed a family camp. park rangers say most of that

welcome back. time is 8:23. california attorney general will appeal a federal court ruling about the state's death penalty. the last month it was ruled unconstitutional after a judge says it takes too long to carry out and the unpredictable delays are arbitrary and unfair. since california reinstated the death penalty, only 13 executions have been carried out. none have occurred since 2006 because of delates over lethal injection. there are 750 people on death row at san quintin. police have a new program

to catch thieves who target parked cars. two investigates looks at whether the program is working and which stations have the most break-ins. there have been 547 break-ins this year. the 33 stations that offer parking. hayward had the most with 85, the coliseum station came in second, with 65 and pittsburgh saw 44. i don't like feeling like i can't even leave the smallest thing in my car and i can't leave anything in my trunk. the police say a new program is helping, police have budgeted close to $50,000 for fingerprinting services. so far this year, police have lifted 12 readable prints, fingerprints and while that only accounts for a fraction of the hundreds of break-ins, they have identified five suspects who are linked to several parking lot burglaries. they say it is going to send about 50 officers to advanced fingerprinting training. time is 8:25.

level. good morning. >> he feels the city should be doing more and one of the pro po sals is to actually stop watering the grassy areas on city-owned land that isn't being used for recreation or as a playing field. next week, the city will be voting on an emergency drought declaration which will restrict water use. the council man will be introducing a proposal. the plan includes collaborating with the valley water district to fast-track a plan to start using recycled water for drinking. this would involve treating the water to safe levels and recharging our ground watt aerobasins which is part of the water district's long-term plan. >> if we can replenish the under ground water supply using recycled water, we can create a reliable source of water right here in santa clara county that we could depend upon for future

generations. under the proposal city- owned land would not be watered and options would be explored to replace those areas. he also wants to create a water conservation core of young adults and teens. they would be paid with funding to water agencies to record complaints of water wastes and to help residents tear out their lawns and replace it with landscaping. we asked a local resident about the drought and cutting back. if you go down 17 and see lexington, it's like, i've never seen it that low and i've been here almost 50 years. you probably should you know get drought resistant grass or change over because you just can't water your grass there is not enough water. people, they don't care. >> this proposal is going to be presented to the city council next tuesday and they are going to vote whether or not they want to explore this further.

reporting live, ktvu, channel 2 news. a new lead in a case involving a deadly attack on a gay man in san francisco. we have t-- the video that police want you to see. >> they have released video and still pictures of a person of interest in a fatal attack. thirty-one-year-old brian was brutally beaten about two weeks ago. he died last week after family took him off life support. the police have released this taxi cab dash cam video of a person of interest in the case. >> you see the victim running on the street towards the cab, then runs across the front of the cab with the suspect or the person of interest falling closely behind almost chasing the victim. i'm not surprised because we see fights around here all the time. >> he also tells us there are

a san francisco woman has pleaded not for the tragic death of her niece. she cried yesterday during her arraignment on charges of felony child endangerment. they say she failed to protect her by being struck from a hit- and-run driver last friday night. the lawyer says the authorities should focus on finding that driver. >> i don't think it's right to have someone in custody or someone accused of a crime when someone else is outstanding and is responsible for it. police believe that driver was driving a light-colors lexus, honda, or toyota camry. you can look at the pictures.

it has dark rims. the governor will now decide if some california community colleges can start offering 4-year degrees. the t state legislature approved it yesterday. under the plan each community college could only offer a four- year degree in one particular subject. the goal is to make higher education more affordable and also boosts the skills of california's work force. >> this weekend the city of oakland will celebrate a new technology-focused elementary school. the public schools will hold a ribben-cutting ceremony tomorrow. it's for its academy in oakland. the school system serves low- income students from kindergarten through the fifth grade. these classes are heavily based on digital learning. but the students and teachers have to earn their computer time. the teachers have to demonstrate their classroom
