. this is a series of shocks rocking the wine country. also it hit during the massive recovery efforts in napa.

good morning. waking up to shaking once again. more aftershocks this morning following that 6.0 earthquake on sunday in napa county. dozens of calls flooding into our news room this morning from rattled viewers. we're keeping an eye on this breaking news as well as the after in napa. alex is talking with people on edge. there's also city inspectors up there as well. we're going to check in with him in just a little bit. thank you for joining us. i'm pam cook. >> i'm dave clark. let's talk about your water weather and traffic.

steve knows about you weather . the aftershock started at 5:39 with 2.9 and then 2.8 and then 3.2. people feeling it. i got an e-mail from bruce in oakmont saying i haven't felt a thing. the low that is responsible for our cool down on monday is headed east. that allows high pressure to move in. i've seen a couple of upper 40s, a lot of low 50s in areas that have not been below 60 in a long time. 52 gilroy. i won't say it's cold but compared to where the lows have been it's on the cool side. fog burns off sooner. it will be warm but

still below average. 70s yesterday, 80 today. 60s, 70s by the water. >> thank you. we have traffic that is moving along relatively well in these areas. we've had a couple of aftershocks but there's been no impact to public transportation. if the jolting gets strong enough we might have delays on rail systems. right now we're doing okay. the mcarthur drive times 30 minutes. it had been good for a while but now it's filling in. there's a building that's deemed unsafe on florida and capitol street. they're not letting you drive through. there's a detour near by. highway 37 is slow out of vallejo. we've had a lot of slow traffic in the try valley

area. 580 and 680. another bad one on the way to fremont today. 7:03. let's go back to the desk. >> thank you. we kopt to follow -- we continue to follow the breaking news. several strong aftershocks sprang the numbers of people in area. the biggest aftershock was a 3.19 at 5:33 this morning. it was centered near american canyon. alex is in napa where he's been talking to people who felt the aftershocks this morning. alex. >> reporter: good morning to you. i must say we were here in downtown napa. myself and my photographer did not feel the shaking. quite a few people came out when the aftershocks began to hit at 5:30. the strongest was the initial aftershock of 3.9. one woman said her nerves have been shot.

what she felt this morning was frightening. >> i felt an aftershock that scared the crap out of me. i came running out of my apartment. any little jolt gets me nervous now because that was quite a shaking we had the other day. >> i'm terrified. i can't go to bed anymore. it messed with me. my nerves are shot. i've been up for two days, haven't slept. >> reporter: napa city inspectors are continuing to come across building that are unstable and unsafe for people. that includes businesses, homes that crumbled during sunday's quake. so far 70 buildings have been red tagged. on top of that there's 200 buildings yellow tagged that have less severe damage, things like fallen chimneys and shattered windows. inspections are ongoing. there's no damage estimate yet

here. napa's mayor said they need that figure soon to bring in federal aid. power has been restored as well but some people still do not have running water. even as this community works to recover they are rattled once again the morning by a series of four aftershocks, one of them at 3.9. we did walk over into the immediate downtown area and took a look at the buildings damaged during sunday's quake. we didn't notice any additional damage. of course, we will check with city officials and see if they are noticing anything. live this morning in napa. >> the city of napa is still advising people who lost water service for any period of time to boil their tap water before using it for drinking or cooking. it ruptured 90 water pipes in napa. crews are working on the water line repairs. so far only eight breaks have been fixed. the napa teenager who was critically hurt in sunday's quake is expected to make a full

recovery. 13-year-old nicholas dillon suffered a fractured pelvis. a fireplace tumbled over on him. he will spend the next couple of months in a wheelchair but his injuries could have been worse if he did not scramble away from that crumbling chimney. >> he's young, he was able to move. not out of the way but enough to save his life. >> now, the 13 year old underwent 10 hours of surgery to repair his crushed pelvis. fortunately his spine was not hurt. chimneys are very vulnerable if a house. we found several crumbled. one crashed down onto a car and cause major damage. bart said it's link to the early quake warning system

worked well. >> [buzzing] >> bart is one of 150 subscribers to the pilot program of the shake alert system. although it was not operating that 10 second warning would have been enough time to stop the train. it's received $10 million in private funding but still $10 second warning would have been enough time to stop the train. it's received $10 million in private funding but still needs $80 million to be operational around the stay. the mayor said lee will be out looking at the damage and offer help and learn lessons. we're going to bring you coverage of his visit later this morning and also tonight on the 5:00 news. don't forget we have for on the napa quake and the aftershocks on our website. ktvu.com for updates on the aftershocks and some of the most powerful pictures of the damage from sunday's quake. we're following dropping news from san francisco.

two dozen people looking for a new place to live after a early morning fire near city college. tara, you have exclusive video. >> reporter: good morning. seven families are now auto -- out of their homes because of the extensive damage done by this fire. some of them are in the bus behind me here. they are discussing arrangements with the red cross. they are waiting for cabs to take them to hotels. here's a look at some video for you. a woman who got out safely shared it with us. flames ravaging the auto stop on ocean and san jose where the fire started. one couple credits their dog for saving their lives this morning. they started barking when they smelled smoke. it jilted paul and his wife out of bed around 12:30. >> i was asleep and the dogs started barking. there was a lot of smoke. you could see the

fire through the window. >> reporter: firefighters say everyone got out safely. some live wire also posed a threat. pg&e crews were able to shut off power. cars are up and runing and did it not effect the morningrush. we can still smell gas in the area. dpw has to investigate that. we do not know what caused this fire. it's still under investigation. live from san francisco, tara moriarty. we're going to continue to follow the series of after socks in the wine country this morning. the quakes have people scrambling to prepare for the next one. in 22 minutes, the items that could keep you safe the next time the ground starts shaking. wineries are still cleaning up. why they say the timing was a blessing. good morning. we are watching the commute and looking at highway 4. it looks good.

welcome back. we are covering breaking news this morning. the chp now making safety checks on brains follow ing brinks following the series of aftershocks. the largest one was 3.9. we're getting a lot of

mails from vallejo and tweets from vallejo. people there are feeling the shaking this morning as well. wineries urging tourists please visit napa valley this coming labor day weekend. some still cleaning up the dane. there was damage -- up the -- cleaning up the damage. they estimate their losses at $100,000. there's a silver lining. >> about two to three weeks before harvest. a lot of the tanks were empty. >> wine makers will be busy cleaning up for the new harvest around the corner starting some places. the napa valley trade association said 80% of the wineries were not effected. time 7:14. the former richmond middle school teachers now facing 60 more counts for molesting students. ron ginto

was a teacher at making waves academy. he was originally charged with 27 counts. on friday that number was raised to 87. he's entered a plea of not guilty to all charges. a federal judge over turned part of a state law requiring a 10-day waiting period for gun buyers. the judge ruled it was a violation of the 2nd amendment. under the ruling california residents buying they're first firearm will still be subject to background checks and the 10-day wait inging period. time now 7:15. new numbers about crime in san jose are out now. between january and june homicides fell almost 21%. the number of rapes jumped 18%.

robberies are up 7%. assaults climbed 1%. the number of major property crimes fell incloouding more than 12% in vehicle thefts. walnut creek will be the latest area to ban plastic bags. stores will no longer be allowed to offer single use plastic bags. paper bags will still be offered but they will cost you between 10 and 25 cents. city leaders said it helps them reduce litter. business owners who don't comply could be fined up to $100. a pilot program is turning air pollution into a cash cow. the idea is to take carbon die ox side, frozen into dry ice. the company set up the program at the sanford research

institute. the company's found founder said there's a huge market. if you're a dog lover this is the day to celebrate. it is national dog day. it was started 11 years ago to recognize the huge number of pets in animal shelters waiting for forever homes. we'd like to encourage your viewers to post photos of their favorite dogs on our facebook page. >> do you think happy the wonder dog knows? >> yes need to see pictures. i need to see sal right now. how is our commute look ing? >> it's okay. chp just asked officers to check bridges and over crossings in the napa area. that message went out to all of golden gate divisions officers. that means everywhere in the bay area will be doing an another recheck of their over crossings. i have to believe it's going to be more urgent in the earthquake area.

so far no delays. you might see officers out s doing just yet. the bay bridge toll plaza. stop and go traffic. 30 minute drive time into the city. san mateo bridge thick now. it's slow from the hayward toll plaza out to faster city. 580 has been a mess. 680 is backed out of pleasanton. a piece of metal has been damaging cars, several cars are pulled over in san jose. chp is on the way to see what's going on. that piece of metal is still in the freeway 880 near the alameda. you might want to think about a different route this morning. let's go to steve. >> good morning, good morning.

a series of aftershocks in the napa area. we're hearing from a lot of people. the largest one 3.9. as far south as san jose are feeling some shaking. so far no reports of damage though. we're also hearing the chp is checking bridges and over crossings to make sure they are safe with all the aftershocks. there's new information involving the fbi raids in march that led to the arrests of 20 people including suspended state senatorially leland gi. they got one bullet proof vest. it was the property of a sheriff deputy with a high to raymond chow. he is currently under investigation by the sheriff. he faces a lost list of charges. california could become the first state to define when yes

means yes. while investigating sexual assaults on college campuses that is. new legislation would require investigations of sexual assaults to determine whether affirmative consent was granted. silence or lack of resistance is not considered consent, nor is concert while a victim is drunk. some say the legislation over reaches but regulating bedroom activity. the sexual assault bill is on its way to the state senate. this is a very interesting story. four male students at north carolina state university have come up with a fashionable way to protect women. according to the journal the men have developed a nail polish that changes color when the person wearing it is exposed to date rape drugs. they have to use their finger to stir the drink. if it is tainted it will change colors. the group is raising money to protect the protocol to sell it to the public.

cold. >> he smokes out -- he sneaks out. >> low clouds are there and already burning off sooner for some. temperatures will come up a little bit today. the lows are cooler. the low gave us some is cooler air aloft that made it to the surface this morning. it will be out of nevada by noon. the fog will burn off sooner. more 50s than i've seen in a long time on the lows. yes, there's still some 60s. a lot of mid 50s, even some low 50s for a new. brandtwood at 57. walnut creek 57. 57 lafayette as well. we've been seeing a lot of 60s lately. the system that give us the severe weather in nevada is moving out. so fog burns off southern. some of that is happening. some 80s. near average coast and bay . here is sal. >> just got word that chp is

checking for cracks as far away as san mateo county and checking on something. whether he -- we will let you know if anything materializes. we found the aftershock in the bay area. so far no traffic impact yet. the that changes we will be all over it. let's go out and take a look at the bay bridge toll plaza westbound. there's a back up -- well, the back up is about a 30 minute drive into san francisco. look act -- looking at the commute 880 northbound and southbound, no major problems. 880 near the alameda there's some sort of a piece of metal that chp had to get out of the way. 101 near 880 and 280 near 880 are slow. more on the breaking news we've been telling you about for the past two hours. believe it or not, more aftershocks this

morning in the napa area really rattling a lot of nerves. bryan flores is live now in american republican republican -- canyon. one woman said she ran out of her apartment. good morning. >> reporter: good morning . yeah, a lot of people have felt the aftershocks this american canyon. we are live in the american canyon marketplace. this is a strip mall off highway 29. spoke to several people who felt the aftershocks. i want to go to a map. this was provided to us. the usgs said the first time at 5:33 at a 3.9. the second one a couple of minutes after that at a magnitude 2.7. at 6:12 another aftershock at 2.8. a fourth 3.0 not too long ago as well. so four aftershocks in a row within a 90 minute time frame.

i posted this on twitter. i already got responses from some viewers who describe it as a feeling like the napa quake all over again. that rolling feeling in the beginning. others say it wasn't that bad. here's how the people described the aftershocks this morning. >> i was jogging at 5:30 and on the sidewalk and sidewalk started moving. >> i thought it was a semi going by but since it's residential i thought not again. >> i was laying in bed and i was like boom. a few seconds later boom. that was it. that was it. there was nothing more. >> reporter: again, a lot of the aftershocks were felt here in the napa area, american canyon area. we have reports of the aftershocks being felt afar away as daily city, oakland. we haven't heard of any additional

damage from these aftershocks. there's still a lot of clean up going on. of course, we will keep you updated throughout the morning. again, we understand that chp is doing bridge checks as sal mentioned. there are some reports of that going on as well. we will keep you updated on what's going on here this morning. we're live in american canyon, bryan flores. time 7:35. people who didn't feel the aftershocks or the big quake on sunday they're thinking it's a wake up call. jeni network n -- jenine people are shocking up. >> reporter: most people don't have emergency exists but feel they should. there's others coming to stores like this and stocking up on items if a disaster strikes. at the supply store sales have increased 10 to

15%. people are buying propane, emergency kits, water filters. the sporting good store is busy. employees have been restocking their shelves with similar items. the american red cross said they've been getting dozens of phone calls saying what items should have on hand. >> i i -- i don't know if i have everything prepared. i just had a newborn. i try to have have something in case something happened. i don't think i have everything. >> you would think we would be prepared but no, we're not. >> reporter: the red cross is advising people to have emergency kits with first aid supplies, food, water and one item people forget toiletries. be prepared in case a quake were to hit at home or in a car. other things, how to notify

loved ones you're safe and coming up with a meeting place in case you're separated. reporting live from san jose, ktvu. public schools in napa will be closed today for a second day in a row. inspectors are still checking the safety of several campuses following sunday's quake. now, so far they have visited 2/3 of the schools and have been finding a lot of damage inside. mostly books off the shelves, broken lights and damaged equipment. so far no structural damage. >> we're just like everybody else. we have a lot of things on the ground. there's a lot of books around. >> classes may resume tomorrow. that decision is expect ed ed to be announced at 1:00 this afternoon. the only school that's back in today siena high. these are some of the pictures

prove they are preparing to retrofit they property. they face a september 15th deadline. rapers young jeez y real's name is jay jenkins. he and five others were arrested at a concert in irvine. police recovered an assault rifle while they were serving search warrants. he was part of a bill head lined last friday. 38-year-old eric johnson was shot multiple times backstage. the concert promoter died at the hospital. no one has been arrested for that shooting. time is now 7:40. california has a new law to discourage thieves from stealing smartphones. governor jerry brown signed a kill switch bill into law. all smartphones made after june 1st of next year and

sold here in california have to have anti-theft protections, specifically built in tools that let you remotely lock, wipe or disable your phone. the 49ers are once again tearing out the grass at levi stadium. the field was replaced after players were slipping during practice. it held up during the preseason game against the chargers. now the team wants to make a long-term fix that may include a sand base and different type of grass. the next scheduled event is a soccer match on september 6th. the 49ers home opener right around the corner, september 14th. time is now 7:41. 23 people running from the san francisco homes in the middle of the night. coming up in 20 minutes, how two dogs played a major roll in helping people escape this early morning fire. also next, a plane diverted

giving researchers a chance to learn more about earthquakes in general and the specific faults. a team of 20 geologists are spreading out across the napa valley. they are looking at each crack in the earth and analyzing it information from a network of permanent sensors already in place. they're also bringing in more sensors. >> we're installing more now to get a better idea of the aftershock sequence, where those are and how they continue. >> that will help them determine how likely it is they will have a significant aftershock at 5 or stronger. we are learning more about exactly who got jolted out of bed when the big quake hit. the company job earn makes special devooiss that people wear to track their fitness.

in in san francisco and oakland 75% got out of bed. the veterans affairs department said there's no proof at least not yet that delays in care caused the deaths of veterans at the va hospital in phoenix, arizona. you may remember these acquisitions last spring suggesting as many as 40 veterans died as they waited for care at the phoenix va hospital. the acquisitions exposed a troubled healthcare system, long delays and employees trying to cover up the delays. the va office of inspector general investigated the delays for months. they said they couldn't conclusively assert that delays in care caused veterans to die. a heated argument on board a united airlines flight from newark to denver prompted an unscheduled landing. it started because one man was using this gadget. it's called the knee

defender. i didn't know they had it. it attaches to the tray table and prevents the person from declining. the flight attendant asked the man to take it down. he refused. the woman threw a cup of water on him. that's when the pilot decide d to land the plane in chicago. both the man and woman were kicked off that flight. a 22-year-old las vegas man is arrested after posing as an airport worker. he was found wearing an orange safety vest is sleeping inside the bridge that connects the terminal to the plane. when the airport employee talked to him to he walked off. surveillance video shows how he was able to sneak onto a plane but is not releasing that information for safety reasons. they do say that doing so would expose a security vulnerability.

time now 7:47. let's go to sal. major, major mess on highway 24. >> i'm shaking my head. two lanes taken away at this time of the morning ruins the commute fast. we're up to almost 40 minutes. it takes about 10 minutes to make this drive when there is no slow traffic. when it's just all moving well. we're up at four times the normal. people are sitting on the freeway in their cars just idoling. a big rig crash 24 westbound as two middle lanes blocked. the bart tracks are a good option. it depends on how far you're willing to go out of your way. if you know the side roads and you can get on the freeway that could be a good one for you. if you're in the area of 80, got on 80 instead of 24 this morning. those are the

only alternates. people know the alternates and they're going to be busy as well. the toll plaza, the traffic here is going to be busy as well. westbound 580 livermore has been just another terrible commute. as we go to the maps i want to show you all the red road sensors on 580 and 680. we had a couple of earlier crashes there. let's go to steve. >> thank you. low clouds up there. they are burning off sooner today. yesterday they stuck around in areas until about 11:00. they usually burn off about 9:00, 9:30. we had a cool down yesterday. today there's plenty of fog but more breaks. the cool down was associated with that low that came down out oregon, went into northeast california, nevada. it gave nevada hail and heavy rain yesterday. now it's pushing east to las vegas and out of almost all of california. for us, there's low clouds, not

the higher mid level clouds. we had a couple of upper 40s, low to mid 50s in areas that have been about 60 or above for what seems like the longest time. there's cooler air aloft. lake port 59, middle town 53. had a report of 59 hillsberg. south the higher elevations 51. gilroy at 54, fremont at 54. that's a little chill. our lows have been very warm. the ocean temperatures are warm. 64 from point reyes. it has nothing to do with el nino.

a previous six-day cease fire fell apart last week in the gaza strip. since then hamas has continued to fire rockets at israel and israel has carried out several air strikes in gaza. new this morning, a

magnitude 5.7 earthquake hit a volcano in iceland. it's raising concern. the earthquake is the biggest since tremors began 10 days ago. scientists believe they are the result of magna flowing out from under the volcano. there's concern an eruption will cause another ash cloud similar to the one in 2010 that shut down air space for 6 days. thousands of people attended the funeral in missouri of michael brown, the unarmed teenager shot and killed by a police officer. the family of michael brown was joined by celebrities and activists. the mourners included white house officials, the family of martin luther king and the parents of trayvon martin. al sharpton delivered the eulogy. the family's attorney compared 18-year-old michael brown's death to an old u.s. law that

said african americans were only 3/5 of a citizen. >> we will not accept 3/5 justice. we will demand equal justice for michael brown, junior. >> now, the shooting of michael brown earlier this month set off violent protests in ferguson, missouri as well as other protests here in the bay are th. prosecutors haven't decided if they're going to file charges against the police officer. roads leading to the burning man festival have back open after rain and hail brought it to a halt on the opening day. this shows the rain soaked ground. roads outside were almost impassable. festival goers were told to head back to reno. this is video. it shows things got dry ier by the afternoon. take a look. a few hundred of the estimated 70,000 campers were able to get inside yesterday before the gates were

we're hearing from people all morning about several aftershocks that hit the napa and american canyon areas. we're out there live right now. they come just two days after that 6.0 quake in the same area. look at some of the damage we're watching right now. alex savage there checking out the additional damage. we got brand new information. alex will bring you that in just about 2 minutes. good morning. it's tuesday, august 25th. i'm dave clark. >> i'm pam cook in for tori campbell today. we want to check in with steve for a look at the weather. >> low cloudz and -- low clouds. yesterday temperatures took a good drop because of that low that came over nevada and ushered in cooler air and kept the fog bank longer.

today high pressure builds in and we will get a northern breeze. the lows, i know there's some 60s now but we had a lot more 50s this morning than i've seen in a long time. some low 50s for a few. 58 brentwood. that's cooler than walnut creek . 57 lafayette, 59 castro valley and also towards rendon. 57 minute low paul and los altos hills. cooler on the lows. the cloud cover and severe weather in nevada yesterday with that low is about done. fog burns off sooner. warm up in those inland temperatures. coast and bay close to average. today right there as well. here is sal. >> right now we have a look at highway 24 that's a big mess because of an accident. pleasant hill road to the tunnel. this crash is in lafayette on westbound 24. traffic is at a standstill. although it seems to be getting

better which leaves me to believe that some traffic is getting through. i would still recommend an alternate route for you. this might effect the toll plaza traffic. westbound bay bridge there's a delay there. still a 25 to 30 minute delay as you make it through. bay area in general, westbound 580 slow and to is 680. 880 we haven't been mentioning it because there's been no accidents. we are following breaking news of aftershocks hitting if napa valley. several viewers calling into our news room, tweeting out they are feeling the shaking. the biggest aftershock a 3.9 magnitude that

hit at 5:33. that's the strongest since sunday's 6.0 earthquake. we have team coverage. bryan flores is in american canyon where the strongest aftershock was centered this morning. he will join us in just a little bit. first to napa where alex savage has been talking with people already on edge who felt the aftershocks this morning and how the city is responding to that. >> reporter: father and mother, good to you. -- pam, good morning. i just got off the phone with a rep from napa. they've have no reports of additional damage. a series of 4 aftershocks. some buildings suffered extensive damage because of the earthquake on sunday. they have no additional damage. those four aftershocks, the strongest being a 3.9

rattled a lot of nerves for people. >> i was awake. it scared me. >> a 3.9 is a significant aftershock. >> definitely. that's another quake to me . >> i have been up two days and haven't slept. i got up a 3:00 to that. i'm terrified. >> reporter: napa city inspectors are continuing to come across building that are unstable and unsafe for people to be inside. that includes homes and businesses. so far 70 buildings have been red tagged in this area and we understand that number could continue to grow. there are also 200 homes that were yellow tagged. those places have less severe damage but still a lot of clean up to do there with fallen chimneys and shattered windows. there's no damage estimate as of yet. the mayor of napa said that's important to get that soon because that will determine how much federal aid will come in

for the people who need help cleaning up. back out here to a live picture. this is brown and 2nd street, one of the historic buildings that crumbled. the report we just got from the city, no reports of any additional damage. of course, they will be checking throughout this area. live in napa, ktvu channel 2 news. this morning a series of aftershocks come during a massive recovery effort. power has been restored to almost everyone. the water service should be fully restored within the next few days. 70 homes and businesses remain red tagged. hundreds of over buildings are also being checked. the any of napa advising people who lost water service for any period of

time to boil their tap water before using it for drinking or cooking. it ruptured 90 water pipes. so far only 8 breaks have been fixed. time is 8:04. the napa teenager who was critically hurt in sunday's quake is expected to make a full recovery. 13-year-old nicholas dillon suffered a fractured pelvis when a fireplace toppled down on him during a sleep over. the doctors say he will spend the next couple of months in a wheelchair but his injuries could have been worse if he did not scramble away from that crumbling chimney. >> because luckily he's young, he was able to move to save his life. >> nicholas had 10 hours of surgery. doctors say fortunately his spine was not injured. the owner of the only aquarium in napa is trying to

save his fish after the earthquake shattered the fish. he added to aquarium about 10 minutes after that quake hit. all but a few had crashed to the floor leaving hundreds of his tropical and salt water flip just flopping on the floor. >> kind of in awe. you just looked at it and go where do i start. >> he said nearly every fish that was still alive was rescued. they are now living in buckets though or half empty tamps. he said with the help of friends he hopes the get everything up and running again by the end of the week. bart said it's link to the early quake warning system worked well during the quake. >> [beeping] >> bart is one of 150 subscribeers to the pilot program of the shake alert system. although they weren't operating that 10 second warning could have been enough time to stop the trains. the system has

of the -- are out of their home because of this fire. they have been take hotels. one woman shared the cell phone video of us with the flames. it broke out around 12:30 at the auto body shop and spread to the apartment. one cup -- one cupped credit their dogs for saving their lives. >> smoke and flame extending to the dwelling behind me. red ross is assisting those people sis displaced in the mid ole l l of the night. >> reporter: firefighters say everybody got out safely.

that's the good news. some live wires did pose a threat that pg&e crews were able to cut off power. lines were frozen for 4 hours. it did not effect the morning rush. we can still smell gas in the area. some gas and oil leaked into the storm trains. dpw is investigating that. we don't know what caused this fire. live from san francisco, ktvu channel 2 news. we're following breaking news from south sudan. the united nations now confirming one of its cargo helicopters crashed in a war zone there. a source is telling the associated press it appears that helicopter was shot down. the un is sending in a search and rescue team. south sudan has seen a lot of violence between rebels and the national army since december. we will bring you updates on the story as soon as we get them into our news room.

a judge has over turned a law requiring a 10-day wait period for gun buyers. it does not apply to people who already own firearms. california residents buying their first firearm will be subject to background checks and the 10-day waiting period. in 2011 two gun owners and two gun owners rights grouped sued over the waiting period. a bill to help consumers who had their identity stolen is head ed for the governor's desk. it would require businesses to provide free credit monitoring services for one year to customers whose driver's license and social security numbers were exposed. there's new questions -- there's new questions about the booik share system being able to expand. it will mark its first anniversary on friday. it has 70 stations.

. welcome back. time is 8:14. new information involving the fbi raids in march. it led to the arrests of 20 people include including senator leland yi. they've found a bullet proof vest. it was the property of a

sheriff deputy linked to raymond chow. the sheriff's deputy is under investigation. chow is facing a long list of charges. students and faculty at city college in san francisco is asking to school not to cancel anymore classes. they canceled 88 of classes with fewer than 10 students in those classes. that could be considered a normal step at most schools. students and teachers say it creates a destabilizing effect. enrollment has dropped 13% at city college. a bridge in napa is closed after being damaged in sunday's earthquake. now, the bridge is at patrick road and tall grass drive near browns valley elementary. people who live in the neighborhood are being told to use the sandy brook bridge on the other side of the school. napa officials aren't saying yet when that tall grass drive

bridge will reopen. napa congressman mike thompson said $2 million in emergency funding from the department of transportation is going to pay for rebuilding roads and bridges damaged by the quake. now, it caused a lot of surface cracking on the roads including on highway 121. the cost of repairs are expected to top $10 million. the wineries are urging tourists to come visit napa valley this labor day week end. some are still cleaning up. you can see the mess there created in the barrel room here at the robert vilai winery. they estimate losses are about $100,000. however, there's a silver lining for this winery. >> about two or three weeks before harvest in a lot of cases for a lot of wineries. a lot of the tanks were empty. >> now, the wine makers will be busy cleaning up

temperatures will come up late bit. a little low didn't do much for us cloud wise but cooled inland temperatures down. a lot of 50s for the low. it's been 60s or higher for the longest time. this morning there was a little in the air. that's still okay. that's a western breeze half of what it was yesterday. burning man you're okay today. yesterday was crazy up there with hail and that's moving off. fog burns off sooner. warmer inland. temperatures still below average but back into the 80s inland. here is sal. thank you. it's calming down a little bit finally. we had a big crash on highway 24 that cleared the lanes. i want to show you the new drive time, 13 minutes, which is just a little higher than it normally would be. things are getting better. at one point it was taking 40 #40 minutes to drive from pleasant hill road to the

tunnel. that is terrible. the crash is gone. things are beginning to improve prove. when you get to the bay bridge toll plaza it's a 20 to 30 minute drive. 580 has not improved. it's very slow in livermore. we're looking at traffic that's slow getting into fremont as well. 880 southbound is oneline long of slow traffic. let's go back to the desk. we're still following developing news from the napa valley, american canyon valley. bryan flores is in american canyon now. bryan, the strongest aftershock hit 3 hours ago. you're saying this shook people up out there. >> reporter: it did. there's a good chance of aftershocks after

a major quake. the ship mall along highway 29, several people were getting ready for work had a moment of pause because of the aftershocks that hit this morning. i want to go to a map from the u.s. geological survey of the aftershocks. the first happened around 5:33 this morning. it was a magnitude 3.9. that was the strongest one. the second hit just couple of minutes after that at 5:35. that was a magnitude 2.7. at 6:12 this morning a third aftershock, a magnitude 2.8. a fourth that was centered in napa at 6:45 and it was a 3.0. four aftershocks in a row. i posted this on twitter and got several responses by viewers who describe them as not being too bad to feeling like the napa quake all over again. that rolling feeling we felt on sunday to others who said it was a freight train rolling through. here's more reaction this

morning. >> i woke up getting ready for work. i heard a little creek in my back room. i go, okay, here it comes. then it just kind of rolled a little bit and then it stopped. >> i felt scared. i didn't know what to do . it was a horrible experience. my and family got in the living room to see what else happened. it was horrible. >> reporter: obviously people felt it here in napa and american canyon. we also have reports of the aftershocks being felt as far as bailey city, walnut creek, oakland. we haven't heard of any additional damage. they were small in magnitude. there's still a lot of clean up going on. back out here live, the chp are doing break checks. 70 buildings are red tagged. power is fully

shocking up on supplies now. some stores in the south bay are running low on a variety of items. jenani is live. you're at one of the stores. you're saving the store just opened up 30 minutes ago so anybody buying any emergency supplies? >> reporter: you know, so far we haven't seen that. yesterday they said they did observe people doing this. the orchard supply has an emergency display. they have flashlights and water. they have this tool that allows people to shut off their gas valves. the manager said this has been a population seller. now, at another supply they are experiencing a spike in sales. popular items are propane, turn

furniture straps. employees have been reshelves. the american red cross said it's been getting dozens of foep calls and e-mails asking what sort of items they should have online. here is what local told us. >> just a water supply and emergency kit as far as like a bandage or things like that. i don't know what are the requirements for an earthquake. >> i was here in '89. how much worse is it going to get than that? i got friends that all live in the area. we would pull together if it was really bad i guess. >> reporter: the red cross said have first aid supplies, food, water and one item that people forget about is toiletries, enough to last three days. be

prepared in case a quake were to hit at home, work or in a car. other things to think about, how to notify loved ones that you're safe and coming up with a meeting place in case you're separated. >> thank you. we are learn ing more about exactly who was jolted out of bed when the big kwaik hit. job run makes special devices that people wear on their wrist that check their fitness activities and sleep patterns. 93% of people woke up suddenly. in san francisco and oakland half the people tracked got jolted out of bed. people living 75 miles away got a good night sleep. . the earthquake in napa is adding a new sense of urgency to homeowners living in soft story buildings. those are the structures with living space on top of usually open space garages that are vulnerable to a
