travel. it's a main artery in and out of napa. crews have been working on it all day. it was just reopened half an hour ago, ahead of schedule. tom shows us the damage. >> at the joint where the bridge connects to the land, it caused the bridge to rise or the land to sink an inch or so causing a bump. however, this morning's after shock was a doozy. >> i felt scared. i didn't know what to do. it was horrible. >> i have an earth quake app and went in for a few minutes. it came up and said american canyon again, 3.9. >> the after shock caused a bigger difference in the road's elevations which required some repaving to smooth things out. topside where there was minor cracking in the road and a dip, that can easily being fixed with asphalt but here on the

bridge where the bridge meets the road, part of the bridge fell away. >> there's no structure damage with the bridge. we have actually looked at it multiple times and they deemed it safe. >> the after shock caused a similar road dip in -- but the franklin butler bridge is crucial in maintaining two major industries, wine making and tourism. >> this is really the biggest road in and out of the valley. the biggest -- is to get it rared. >> after a quake this large we can often expect after shocks for weeks or months to come. reporting live, tom bake air. crews also performed emergency crews on highway 37 after chp inspectors found damage to the road way there. one westbound lane was closed for several hours.

the highway patrol said the damage was caused by the 3.9 after shock that struck this morning. the lane reopened this afternoon. we were actually doing an interview this morning when one of the after shocks hit and we had an early response to the earthquake system. >> earthquake. >> can you repeat that? that's. >> what is that? >> you are actually seeing the early warning in action. >> that was at 10:56 when the warning went off. 6 seconds later a 2.7 after shock hit in the napa valley. in berkeley, and oakland they would have received a 10 second warning and as we all know, every second counts. look at all the yellow dots here. those are all the after shocks

since the earthquake. 2 of the largest just this morning. a 3.9 and 2.7. coming up at 5:30 we will talk more about the after shocks and look closer at that early morning system. >> as the ground continues to shake the work to get everything back to normal is moving forward. live in napa with the move city leaders are making to get help for the city. >> there are still plenty of frayed nerves here especially after that 3.9 after shock. a lot of people did feel it and there is concern that more of those after shocks could cause damaged buildings like this one to collapse. declared a state of emergency here to try to secure dollars to help napa rebuild. there was no debate. is asking sacramento and washington more help.

the city says 103 buildings have been red tagged with 20 more to be included tonight. 500 are yellow tagged. the city will also fast track the permit process and waive fees for those that need to rebuild. >> we are talking about establishing an off-site permit center, bring in all the resources they need, federal, state, as well as city and county to come in and have a one stop shop. >> we cannot really afford to close the restaurant more than this. >> fast track of permitting is good for -- who says he is anxious to reopen. >> as you can see my -- walking trying to fix it and get it ready. so ready tonight to open and welcome our customers. >> you need a permit. >> i need a permit to get it done. >> it's been interesting. >> across the street norman

day. napa wouldn't be that kinds of -- if it wasn't for the mist or i can buildings. >> offered support to rebuild and clean up crews from san francisco. >> the city of napa is changing the locations for where people can get rid of things damaged in the earthquake. dumpsters placed at schools are overflowing. the city is hoping to have those sites closed by tomorrow. new drop off locations will be set up in city parks. those bins have been filled up with all kinds of items, furniture and bricks. ken wayne told us a moment ago how napa declared a state of emergency. in solano county also declared a state of emergency. this as the estimated damage to county buildings alone is nearing a million dollars. the majority of the damage in valet oh is in valet o, the

but at 1:30 because of the. >> please shelter in place. close all windowses. >> that was the robo call that went out to people in the area warning about the hazmat situation. all because of two smoking barrels. fire officials say it started with a company called -- which recently shut down. a worker was trying to dispose of some chemicals but put too much in the barrels causing a chemical reaction. some people reported feeling sick from those fumes. >> firefightersfirefighters realized there was no toxic threat. >> the son of the owner of the business was coming out and was trying to dispose of some chemicals and he started mixing these chemicals and then decided to mix it at higher quantit quantity and when he did that the strong odd or

filled the air. >> we actually got behind the contractor's chemical company and took a picture of those smoking barrels, it was rather a noxious odor. i can see how it would make you light headed. firefighters say those odors are not toxic but this area was shut down for about 3 hours before firefighters deemed this area completely safe and in the meantime we have scenes from people sitting at one of those vehicles that serves lunches and they have been out enjoying the afternoon. once the firefighters open things back up. so all in all here things are returning to normal. live in hayward. there is new information about a man arrested in the south bay who is accused of sexually assaulting a teenage girl. the 19-year-old is under arrest for sexually abusing a 14-year- old and now police want to know

if there are more victims. police booked andrew knight on saturday after the girl's mother found him inside the family home. in morgan hill and tells us why police tells us why this case is so alarming. >> well the two melt through a mutual friend and say the young teen frequently hung out at -- also very active on social media. >> reveals the 19-year-old has more than 3000 friends, many of them young girls and that's troubling to morgan hill police. >> we have a reason to believe that two of them were involved in social media conversations and sometimes parents kind of out of sight, out of mind and they don't ask about texting and social media accounts. >> police say saturday morning they got a call from a concerned mother after she found knight with her 14-year- old in a neighborhood east of

tagged. red tagged means the building is unsafe to enter. you spoke with people who can't go back into their homes. >> that, too. but also this neighborhood in browns valley on the west side of napa has been without walter for almost 3 days since this pipe burst sunday morning. >> third day without water. people with swimming pools have been sharing. >> we have got garbage cans in the back of the truck and filling them up with water so we can fill the showers. >> neighbors say geologists found a 7-mile long fissure through many homes and a lot of them red tagged. a contractor came today to survey the house. >> it's a shock. we know we have a lot of work in front of us. we're not exactly sure what that entails at this moment. >> the emmetts are now living in a travel trailer on the

been spotted at sky harbor without a ticket. you remember she was arrested after -- she was sentenced to 6 months in jail but she was released a few days later because of overcrowding. it's not clear how she got to arizona. the biggest names in television gathered last night for the emmy awards, they paid tribute to actor robin williams. >> he could be funny anywhere. >> as comedian and close friend billy crystal giving an emotional speech about williams and his impact as a public figure and as a friend. >> as genius as he was on stage, he was the greatest friend you could ever imagine, supportive, protective, loving. it's very hard to talk about him in the past because he was so present in all of our lives. >> robin williams himself won 2 emmy awards and was nominated a

probably warmed to -- as you remember yesterday numbers were 70s, low, mid-70s. and a couple of low 80s but mostly 70s, so much warmer today. warmer still tomorrow and warmer still as we go into thursday. so the forecast model, here comes the fog back to the coast. it's patchy now. it will be back tomorrow. but you know it's going to be warm because the fog, there's no inland push. the inversion is shallower so inland areas and even bay areas are warm. that fog in the morning it's all the way in here. it's going to take a while to warm up. you see those red spreading out the 90s because the valley is not going to get any of that cool sea breeze. lots of orange which is mid to upper 80s and then 70s around the bay. so tomorrow looks good, your thursday looks pretty darn warm as well. this is establishing itself and as it builds in temperatures on

major developments today in the conflict in syria. the obama administration appears to be setting the stage for air strikes to deal with the threat from islamic militants. president obama has ordered surveillance flights to track isis. just over 2 weeks ago the president signed off on air strikes but so far the u.s. hasn't been willing to become involved in the civil war.

san francisco police are investigating what's being called a suspicious death. firefighters responding to a medical call about 9:30 this morning found the woman's body in a home. the firefighters thought the circumstances of her death were suspicious and called police. a person at the home who called 911 was questioned by investigators although the case has not yet been ruled a homicide. the medical examiner hasn't yet been ruled a. the san pedro hospital announced that it is radically cutting services because of a serious financial crisis. the problem is doctors is the only hospital in west -- county. a group supporting doctor's medical center announced today it plans to file a request for an injunction to keep the hospital open. >> there is no dispute that closing this facility will have

ktvu channel 2 news starts right now with breaking news. and that breaking news comes to us from san francisco. what you are looking at here is a water main break at 28th and castro street and you can see all of the water on the street. almost looks like that street may be closed as a result of this. 28th and castro, it's happening during the evening commute. if you are in that area just be aware that there is a water main break. crews on the scene working to fix that water break. we don't know what caused the

water break. we are working to get more information but you see the result there at 28th and castro in san francisco. we have more breaking news that we told you about at the top of the newscast. inside that car there, the bodies of 3 people. there was a crash on the ramp her man off ramp. we were told it was 2 cars, now we are learning that it was just a single car crash. somehow the car went off the road and it looks like it may have rolled over. all 3 people inside were killed. we have learned now that it was 2 men and a woman who were inside that car. to show you where it happened we want to put up a map because the lake hermann off vamp is going to be closed until 8:30 tonight. to give you a perspective. on the left that's where the moth ball is. this may be causing some back

>> the usgs early warning system detected a 2.7 after shock. we asked for a list of those measuring greater than. >> we have had 4 larger after shocks. >> the first a 3 parking 3.5 magnitude after shock struck monday. then a 3.6 magnitude quake that same day. the biggest so far a 3.9 came today at 5:30 today rattling nerves and the latest significant after shock came this morning at 6:45. >> after the earthquake occurs there's still some after slip of that stress continuing to be released so the after shocks are little tiny areas that are continuing to feel that same sense of motion. >> are still working to figure out if these quakes affect nearby fault.

buying canadian coffee chain for 11 1/2 billion dollars, the company will be headquartered in toronto. the move will allow burger king to prevent paying taxes on oversea sales. it was an eye sore for years. now a historic oakland building is part of the city's growing uptown neighborhood. a celebration was held for the merit lake lodge. mayor jeanian and shawn went to the building. it was bought by a company called u.s. immigration investment center. the building has 126 rooms and will be used to house international business students. hopes it will bring people back to that area. >> it's part of the city's revitalization. it is part of the city turning around. you are adding to what is a

authorities in san diego are trying to figure out how a man breached security at the airport there. the investigation shows 22-year- old scott boarded a delta flight from atlanta to san diego, landed about 7:00 on saturday night. but he never left the airport and police say he was found hiding in a jet way the next morning wearing a bright orange safety vest. when he was spotted he ran
