tonight. we are working to get more information. as we do we will keep you updated on what's going on. good evening, more breaking news. this time from san francisco. where news chopper 2 brought us these pictures of a water main break. you can see water bubbling from the street. we are waiting to get more information from the city. but you can see a large amount of water has been flowing down the street there. >> and in the east bay. three people are dead following a car crash on interstate 680. expects the lake hermann road off ramp in sven's i can't to be closed until at least 8:00 for the investigation. the highway patrol says what happened is somehow a key a spectra went off that road about 3:40 this afternoon as it was exiting the freeway. the spectra then went into a grassy area where it rolled

over. all 3 people in that car were killed. at this point we understand it was 2 men and a woman but their names have not been released. north bay residents are cleaning up tonight after a series of after shocks a shocks rattled the area again and caused even more damage. this as many people face a third night out of their homes and without running water. there is good news and bad news for residents in napa. all but one napa valley school will open. so engineers could inspect the buildings. also dozens of homes are still red tagged tonight leaving many families staying somewhere else for a third night. and emergency repairs were needed on bridges after new damage was discovered following several after shocks this morning. the -- has been inspecting all bridges. officers shut down two bridges to the butler bridge and mayor

island bridge on route 37. both are now open again. tom is live now in napa with more on that part of the story. tom. >> much to its credit, cal trance got this done before the afternoon rush and real trouble began. in fact watch this bridge even -- the loss would have delta employee to napa's already compromised economy. >> at the place where the road connects to the land it caused the road to rise an inch or so but nothing requiring repair. however, this morning's after shock caused a much bigger difference in the road's elevation so to maintain high speed traffic asked cal tran to do some emergency repaving to smooth things out. as it turned out cal tran found a way to do one southbound lane at a time slowing but not stopping traffic except for short equipment moves.

topside where there was minor cracking in the road, that can easily be fixed with asphalt, but here on the side where the bridge meets the road, prosecute part of the bridge itself fell away. >> there is no structural issue with the bridge. we have had our engineers look at it several teams and they have deemed it safe. >> caused a similar road dip causing the closure of a bridge that was fine yesterday. but this small bridge serves only one housing development. on the other hand the franklin butler bridge is crucial in maintaining two of napa valley's two biggest industries, wine making and tourism. >> the big thing is to get it repaired. >> after quake this large we can expect after shocks for weeks or months to come and that ups the damage at a time when we don't really need my more damage. dozens of after shocks have

been rattling through napa valley since sunday's big quake. >> you are actually seeing the early warning in action. the usgs has detected more than 80 after shocks including one that happened right in the middle of an interview today at the usgs office. that one had a magnitude of 2.7 but the biggest after shock hit at 5:30 this morning with a magnitude of 3.9. >> after the earthquake there's still some stress released so the after shocks are just little tiny areas. >> scientists are still analyzing the quake to see if it affected nearby faults or might have made another major quake more likely. they say after shocks will probably last for about two weeks. of all the after shocks that happened today the 4 strongest

began at 5:30 this morning. just a few minutes later a magnitude 2.7, then at 6:12, 2.8, followed by a 3.0 later. they were all centered in napa and american canyon. san francisco mayor visited napa today to see how his city can help rebuild some of napa's historic buildings. >> just the challenge of the day. because places like napa wouldn't be the attraction without these historic buildings. so how do you do that in a safe way. >> he took a walking tour with the napa valley mayor. san francisco has a lot of older buildings that kind of help mayor lee is offering could include sending structural engineers and clean up crews from san francisco. now that buildings are hopefully starting to recover, ken is in the downtown area with the steps that city

leaders took to try to speed up the repair and recovery process. >> the napa valley council declared a state of emergency and the hope is that will pave the way to open up some state and federal funds to help napa rebuild. as you can see behind me some businesses won't be able to open up for weeks or longer. but others say they are ready to go, they just need a permit. >> my -- is trying to fix it and get it ready so it looks like we're ready tonight to open and welcome our customers. >> you just need a permit. >> and get it done. >> use of -- said his building is red tagged but since his restaurant is at the ends of the hotel structure it didn't suffer as much damage and could reopen as early as tonight. the city is working to set up a one stop shot. the hope is those owners can

get quick approval with permit fees waived and get back to business. >> we are talking about establishing an off-site permit center where we will work with the county, hopefully. bring in all the resources they need, federal, state, as well as city and county to come in and have a one stop shop where we can review their plans. >> a big weekend for us. everyone is affected, so we're all giving everybody big hugs. >> the norman rose tavern just reopened this afternoon. the owner wants to know that most downtown napa restaurants will be open tonight and into the weekend but there are still 103 buildings red tagged. 500 others are yellow tagged. officials are still assessing a dollar amount for the damage on that. they hope to have a final

damage tally in dollars later tonight. still to come, when a fire started on mayor island, firefighters faced problems with the water supply because of the earth quake, also demolished a church tower and hole officials take another step to get help from the state and federal government. those stories are coming up. a hazmat crew responded to the scene of what -- a shelter in place evacuations and closed streets in the area of 3130 3130 depot road. >> those fumes were not toxic and authorities gave the all clear about 2 1/2 hours after they were called. supervisors voted to cut water usage significantly on county property. supervisors approved a plan to reduce water use by 20%.

dave kerr teesy introduced the proposal. it also asks for each county department to be heard in november. new at 6:00 the california senate is expected to take its final vote tomorrow on a proposed law that would affect every public college and university in the state. the proposal would define what constitutes sexual consent. reports if uc berkeley on the bill that called yes means yes. >> says she was sexually assaulted alt a fraternity house 2 years ago but didn't report it. she said she supports sexual assault. >> this law would help create a culture change, which is the most important aspect. >> said if the law had been in effect she may have been more encouraged to report what happened to her. >> it would have made it less

frightening to report because a common fear is that no one is going to believe them. very common and i definitely felt that way. >> the proposal would require all california universities and colleges that receive public funds for student financial assistance to clarify what is sexual consent. silence or lack of resistance would not constitute consent. >> defining consent hasn't been clear. i think this puts a lot more clarity not on the victim of the crime but on the per trait or. >> -- perpetrator. >> many of the provisions uc has already en acted so we are happy that this legislation is out there and that it portends more protection for victims. >> i'm really hoping that the increased student awareness on this issue continues to be part

of the normal college experience. >> sent letters to the heads of all california universities today. it urges them to create a new position, an advocate for sexual assault victims. the president of mexico is in california for his second meeting with governor brown in a month. governor brown hosted a lunch to honor president of mexico. at the ends of july governor brown attended a trade and investment mission in mexico and during that visit the two leaders signed agreements for greater collaboration on climate change, higher education, energy and trade. dozens of protesters made their voices heard outside of today's event. one group was calling for the release of a u.s. marine sergeant who is being held in mexico. another group of protesters

criticized the mexican president for not doing enough to improve living conditions. they say that's forcing people to cross the border to finds work. a tough fire fight on mayor island this morning. the challenge firefighters faced and why the napa earthquake was probably to blame. after the break we're checking on a warming trend that may have an impact in the next couple of days, temperatures in the 90s.

between concord and pittsburgh bay point. they are working to set up another bus bridge between walnut and concord. this is the pleasant hills station, that's where the train was taken out of service. right now bart checking the tracks to see what the problem is. how long it will take to get fixed. obviously this is happening during rush hour and it's going to take a lot longer for folks to get home. walnut creek, pleasant hill and concord all closed with trains turning around. we'll keep you posted. morgan hill police are trying to figure out if more young girls were assaulted by a young man arrested on saturday after a mother found him in her home with her 14-year-old daughter. investigators say knight often hung out with young teens at parties and sporting events and that he was very active on

social media. his facebook page has more than 3000 friends and that is troubling to police and some morgan hill parents. >> kind of nerve-racking. it's just sad. it's like -- thing happening so it's scary. >> it happens not in some far away country, it's here. >> police say they believe that this is an isolated incident but they want to put knight's picture out there to make sure there is only one victim. within the last hour we received updated numbers from the city of valet ho involving the effort there. tonight the city will considerate fying the emergency declaration the mayor made there on sunday. 12 buildings have been red tagged and water main breaks continue to cause problems. live now on mayor island with

more on how one break had firefighters asking for help. >> let me show you what's happening because crews are in the process of finishing up repairs on this water main break. i want to show you this piece of asphalt because this was laid down on sunday when another break happened here after the earthquake. however when this break happened this morning it happened right as firefighters responding to a fire on mare island. >> it happened again on mare island, another fire at another abandoned building. >> this is the 4th fire in a short amount of time. >> but the after shock this morning had firefighters worried about more than just the flames. >> since the earthquake we have had a lot of water main breaks so as we responded to this we noticed water coming through the streets. >> crews were immediately dispatched to repair the break. back in town things are also busy. the first baptist church which

looked like this yesterday is a little shorter today after 4 feet of its tower was taken off overnight and crews are still working to stabilize this building. with one street shut down it all takes time and the to do list is long. these captain's quarters remained taped off. but because they are abandoned they will wait. they wait because other problems can't like getting water to firefighters. >> they responded immediately and were able to isolate the main and actually boost the pressure up to this location. gave us more than we needed. >> the fire was out pretty quickly and crews wrapped up and got back into service because the calls just keep coming. >> back live here as these crews continue to wrap up the city says they had 17 water main breaks on sunday. 4 today. they certainly hope they won't have to be back but really the

drought provided dry conditions and all this shaking doesn't make for a very good combination. live on mare island. the earthquake damage in valet ho has prompted an emergency. the resolution will help the county get assistance to rebuild. damage estimates are still more than $5 million but officials expect that number to go up in the next few days. the -- has been yellow tagged and we learned today that the solano courthouse also in valet aha only partially reopened due to the damage there. our earthquake damage continues. we have the latest section on the damage and recovery efforts plus more on the small fault line where that napa quake happened. temperatures today on the warm side, especially inland with 89 in antioch. yesterday was pretty cool and we had lots of 70s today and a

few 80s, but today look at all the 80s, around the bay, mid- 70s, upper 70s tomorrow is warmer and so is thursday. rain showers moving out of the area. those brought some significant rains up to the lake tahoe area. we are watching hurricane marie down here, it kind of blinks out the last day. that moisture is going to pull in over the bay area somewhere around friday and you have always got to track some tropical moisture. humid conditions like we had earlier in the year, so we will be tracking that for you. on friday as we look at the current imagery, there's no fog at the coast. so it's been a nice night. fog this morning was everywhere burned off. tomorrow morning the fog is back but it stays at the coast. it doesn't make that big inland push so temperatures are going to have an double to warm. so -- opportunity to warm.

oh, i wish i could do more. it's just a bunch of old, out-of-date clothes. oh, i'm sure it's great. three weeks ago, our neighbors, the rands, lost their house and everything they own in a fire. fortunately, nobody was hurt. and fortunately, they're friends with wonder woman over here. i'm hardly wonder woman. she mobilized the community to donate clothes, furniture, appliances, all to help them start over in their new rental. which you found them. i'm no wonder woman. rand-aid was her idea. it wasn't my idea to call it "rand-aid." okay, fine. i'm wonder woman. - terrible tragedy. - they're our closest friends. - we know them. - uh, manny and their son reuben are tight. in fact, i put in one of their closets. not that it matters, but it was the only structure to survive the fire. por favor , don't even say that word!
