year. there is some fog there but nothing compared to what we had 24-48 hours ago. for us fog will burn off sooner. lows 50s and 60s. a lot more 60s today than we had yesterday. that is for sure. some of that fog trying to make a push down the san mateo coast. near 90 well inland. upper 80s for some. mid 80s for others but a lot of 70s near the bay. we are looking at commute where traffic is moving along nicely in some areas. on the east shore freeway it's a nice drive. taking 18 minutes. average speed almost 65 miles an hour. it's exactly the way we like it. but things may change. we will keep an eye on it obviously. bay bridge toll plaza is filled in. we have a backup of about 25 minutes from mccarthur maze to the metering -- i'm sorry. from the mccarthur maze to the san francisco side.

to be fair, most of the waiting you will be doing is right here at the toll plaza. if you are driving into the city it looks good. highway 37 already slow. westbound out of va lay low. but there are no obstructions in your way. bart is back on track this morning after a major problem that stranded thousands of east bay commuters. ktvu tara moriarty is live at the pleasant hill bart station to tell us what went wrong and how it's been fixed. tara. >> reporter: all trains are running smoothly on the pittsburg bay point line. while they won't say exactly what started the problem to begin with, they say a thorough investigation is going to be done to try to get to the bottom of it. this all happened shortly after 5:00 last night. trains were being single trucked. bart ordered a complete shut down of service between walnut creek and concord. some people took it in strides. others did not. >> my phone was dead.

i had no cash on me. i'm very mad right now. >> this is all because of a damaged rail and damaged trackway. we had a train that somehow got out of service and caused some sort of damage to the trackway and the third rail at an inner locking and at a place that is called a cross over that impacts both tracks. >> it took more than an hour for limited service to be restored in the commute direction heading east. many people were forced off of the trains. bart did provide free buses but the parking lot was jammed. luckily again this morning a service is back to normal. so folks should be experiencing no delays. live from walnut creek i'm tara moriarty ktvu channel 2 news. >> that same bart line had problems back in february when four cars went off the track near the conference station. in that derailment the front side of wheels on one of the cars went on a cross over track but the back set didn't follow.

no passiers were -- passengers were on board. after being closed for two days, most of napa's public schools will reopen today. the only school that will stay closed is stone bridge elementary. it was closer to the quake's epicenter and it has structure damage. the school's superintendent says 30 other schools in the district has been deemed safe. with the classes starting today, people in napa you are being asked stop dumping debris at napa schools. one of our news crews watched. up until now, people have been dropping off trash and debris at school sites all over the city, but today the dumpsters will be moved to city parks. the crash bins have been over flowing with broken tv sets, furniture and bricks that came loose during all of that shaking. crews in napa are working around the clock to repair broken water main. about 100 water lines are still

broken. 400 homes still do not have water. in this valley neighborhood people are using anything they need to get by. one man says his family is getting water from their pool. >> garbage cans in the back of the truck and filling them up with water so we can run the toilet. taking showers elsewhere. >> many homes are red tagged for people without water the city has set up two water filling stations. they are on pearl street. east bay mud is one of several outside agencies coming in to help repair the broken water lines and leaks in napa. napa public work resources are overwhelmed. other crews helping out include the alameda county water district and the contra costa water district. there is an important warning tied to the big quake in napa. watch out for unlicensed contractors. the california didn't of insurance and other state agent cities are passing out fliers

in the napa area warning homeowners to check for licenses before they hire somebody to make a repair. it's a felony for unlicensed contractors to do contract work in a disaster area. we'll have much more coverage of the napa earthquake and the recovery throughout the morning for you. stay right here with us. the water is back on this morning in a san francisco neighborhood. that is where a water main broke yesterday. the pipe ruptured in knowy valley. water gushed down the street for more than seven hours. crews needed to find out exactly what broke and where before they could fix it. they dug up asphalt that had been installed a year ago. but neighbors say their biggest concern was how much water was being lost. >> it's kind of unfortunate to have all of this water being wasted. i grabbed some buckets and tried to capture as much as i could.

>> there are 12,000 miles of pipes running under the city. some are more than 110 years old. they replace 15 miles of pipe every year. time is 6:05. another fire at an abandoned building and it's being investigated as suspicious. yesterday morning's fire was the third on the island in just over two weeks. it took over an hour to get it under control. there is concern that the nearest fire hydrant may not have water because of water main breaks on the island. firefighters were able to get water out of it. no juice were reported. investigators say it's suspicious because the building was boarded up and there were no utilities active. another holiday weekend closure of interstate 280 in san francisco begins tomorrow. the chp will shut down all northbound lanes going in and out of the downtown area sat 2:00 in the afternoon. the closure will effect the stretch of interstate 280 from the 1010 interchange. northbound traffic will be detoured on to highway 101.

the northbound lanes are scheduled to remain closed until 5:00 tuesday morning. however, the southbound lanes of 280 will stay open. but once again drivers heading into the city are being urged to use public transportation. time is 6:06. a 19-year-old man in morgan hill is in jail accused of sexual assault. there may be more victims. andrew knight was arrested saturday after a woman found him according to police in her home with her 14-year-old daughter. investigators say knight often hung out with young teenagers at parties and sporting events. he was also very active on social media. his facebook page is more than 3,000 friends and many of them are young girls. >> we have a reason to believe that two of them were involved in social media conversations. and sometimes parents kind of out of sight, south of mind and

they don't ask about texting or social media accounts with their kids. >> police say they are releasing knights photo to make sure there are not any other victims. a tense standoff in napa. coming up how a police got a woman safely out of her own home after her husband held her hostage. >> but first an american killed while fighting for the american islamist isis. >> we have a lot of slow traffic in the east bay and as we look at san jose so far the san jose commute looks good. we'll update all of these commutes straight ahead. >> we have some fog out there but nothing compared to the last two days and it will burn off sooner. temperatures will be warming up. bulldog: you don't need to camp out

welcome back to the morning news. in gaza they are celebrating a new open ended cease fire between hamas and israel. hamas considers the terms of the cease fire agreement a victory. what it does is eases the block aid on gaza. opens border crossings for more aid to pass through and extends the fishing limit off the coast. both sides agree they will go back to egypt for more talks. the cease fire brings an end to a seven week war that killed more than 2,000 people.

mostly palestinians. we are hearing isis militants are holding an american woman hostage. the 26-year-old woman was doing humanitarian aid in syria when she was kidnapped. she is not being identified out of fear for her safety. isis is the same group that released that gruesome video last week showing one of their fighters killing american journalist james foley. meantime the american journalist released by another syrian extremist group over the weekend he is back in the u.s.. this is a picture of peter theo curtis and his mom after he arrived at boston's logan international airport last night. he said he is touched by the people that have welcomed him home. the white house has confirmed an american reportedly fighting with isis has been killed. 33-year-old douglas mccane of san diego died in syria over the weekend. the obama administration says mccane was among 100 americans believed to be fighting with militant groups in syria and

iraq. the woman known as the serial stow away is at it again. 62-year-old maryland heartman was arrested yesterday for trespassing at sky harbor airport in phoenix. she was in a public area of the terminal near baggage claim. this is the second time miss heartman was found at sky harbor airport without a plane ticket. last wednesday she was caught trying to get through a security check point and ordered to stay away from the airport. after that incident she claimed she was putting a stop to her stow away attempts. >> it was clearly wrong on my part and i don't want to do it again because i don't want to do any jail time. >> according to the san francisco chronicle, heartman went to phoenix on august 20th after flying there from san diego with a legitimate plane ticket. on august 4th heartman was arrested at lax after sneaking on to a southwest flight in san

jose without a ticket. she was sentenced to six months in jail but she was released because of over crowding. police in phoenix ask her to have a mental health evaluation. the new rules start october 1st and effect water customers in san francisco that have separate meters for irrigation and indoor water use. that includes large homeowners association, san francisco state university, stones town galleria, and the city's rec and park department. if they do not cut back by 10%, they all see their rates double. filling decorative lakes, ponds or fountains that do not circulate the water. using water to wash off

sidewalks or driveways. the santa clara county board of supervisors voted to move forward with new water reduction goals for county government. the move calls for an immediate reduction of at least 25% by each county department. the proposal also asks for a report on water use by each department. if the government is asking people to stop watering their lawns, then the government needs to do so and do its part as well during the drought. tile is 6:15. a quick thinking chp officer is being called a hero. he saved a five-year-old boy's life. highway patrol officer art was off duty last friday at a grocery store in redwood city. he saw a woman who was hysterical. her son was choking. sprang into action immediately. he did some back blows and thrusts on his stomach to clear

the boy's airway and eventually the five-year-old spit out a grape. sal says it's already crowded in the east bay. >> it sure is. it is already crowded in the east bay. i'm glad you said that. you are absolutely right. it is crowded. you can see westbound bay bridge as you come up to the mccarthur maze. we will see slow traffic around 20-25 minute delay as we make it to the san francisco side. we are also looking at the rest of the east bay commute. when you see red on the maps, that is an indicator the map is moving at less than 25 miles an hour. also this morning we are

looking at interstate 280 right through downtown san jose. it's a nice looking drive getting up to highway 17. and if you've noticed in my traffic pictures, there is less fog today. and that is a transition right to steve paulson. >> that is too good. good morning. we do have less fog. you remember less fog. thank you. i will be here all week. low clouds around. they will burn off sooner today. it will be warmer today. 58-68. lows are a little warmer here. by 10:00, 11:00 most of that fog is gone. and there are some near parts of the coast. nothing like we had the last couple of days. sunshine and warmer temps will make it by this afternoon. still low clouds. starting to fill in along the coast. it's been more toward san francisco and marin. and also up near the sonoma coast. it's head into the rockies. that was the low we had on monday that gave us the cool

down. water temps continue to be very warm. the lows near the coast are on the mild side. for most. half-moon bay 57. novato 57. a lot more 60s. we had 60s. today they're in the low 60s. running a little bit warmer. today they're in the upper 50s to mid 60s. temperatures won't have any problem warming up here. 64 water temp point rays monterey at 65 degrees. half-moon bay at 65. not el nino. we've had a persistent southerly breeze along the coast and no up welling. maybe some next week. marie starts to move away from us. the swell is huge.

along with southern california coast. this will move into colder water and fall apart. some of that cloud cover may recurve and visit us over the weekend. we do have a little out of fog. temperatures will start to warm up. come up a few degrees around the coast. sunny and warmer. patchy fog near 90 well inland for a few. these are really close to seasonal averages for this time of year. santa rosa, san jose should be around 80-82 degrees. so they are right there. san francisco a little above and oakland a little above. so we have gone from cooler on monday to above here on wednesday. we will carry that into friday. >> thank you, steve. the iphone may not be the only apple device that is getting bigger. there is a new report that apple is working on the ipad with a larger screen. the next generation tablet will have a 12.9-inch screen.

a new report from the labor department shows 62% of workers that have been in construction are working again in that field. that is a sign the building industry is gaining strength. workers in other industries are also being rehired. the labor department says more than half of the people that are laid off are work again in the industries they were forced out of. time is 6:19. a hazardous material scare happened in hayward. what caused a shelter in place for hundreds of people. >> but next raider nation helping the quake victims in napa. the special connection between the silver and black and the devastated city. hey pal? you ready?

crash. the santa clara cath board of supervisors wants to crack down on the use of illegal fire works by holding homeowners responsible. this is video of a tree that caught fire from illegal fire works on the fourth of july. right now when police respond to fire works being shot off, everyone scattered and the home anders say they don't know anything about it. the goal is to have a new law on the books. thanks to a little help a church in vallejo damaged by sunday's quake was able to keep a long standing tradition. first baptist church has never messed a scheduled free lunch for the homeless. but yesterday that meal was in jeopardy because the church was closed until work crews could go in and inspect it.

thank you for joining us. it's coming up on 6:30. steve has a look at the weather. >> i do. clear skies. some fog. what is there will burn off sooner. it will be nice by the beaches today. 66-92 the water temps very warm. even with fog the temps are need and mild. some of that fog still there. it's not completely wiped out. and the low that gave us a cool down on monday has given us a cool down. hurricane marie moving north. some of the higher clouds might drift in here in the next couple of days. for us it's clear. for most and some fog. but 50s and 60s. lows are a little bit warmer. look at the water temps mid 60s. so with that we will see 60s and 70s and 80s. some patchy fog near the coast. here is sal. right foul the valley very slow traffic. we will get there in a moment.

we always start with the bay bridge because it's already backed up for a 30 minute delay. plus get into san francisco there are no major problems on the bridge. san mateo bridge about a 15 minute drive across that span to the high-rise and to highway 101 there are no issues on 101 heading south into the valley. 580 we have a lot of slow traffic. state 80 is slow -- interstate 680 is slow right from the interchange. we've had a lot of slow traffic here on 880 because of earlier problems. it is backed up all the way down. probably like a mid-morning commute. 6:31 let's go back to the desk. cleanup crews in napa making quick work of cleaning up that massive pile of debris that has been stacking up at napa high school. 29 of the napa valley schools are due to open up again this morning. katie utehs is live at the high

school right now. students won't be getting right back into the same old routine right away. good morning. >> reporter: good morning, dave. students will be starting their day with an earthquake drill according to the superintendent. but the good news here, they will not be confronted with hassive debris piles. crews have made quick work of this mess. there is a lot of activity here. and right now they are hauling away this dumpster, the large tractor we have been seeing all morning has filled two dumpsters. they will have to bring in another one to get rid of this mess. they did tell me that this is the last location for their cleanup. the cleanup has been completed at all of the other schools. so let me show you a look at that massive effort this morning. the large tractor smashed and scooped through the earthquake debris and loaded it into the

two dumpsters. they will need another dumpster or two to contain all the mess. before that happened the crews sorted out the television sets. the tvs are considered hazardous. now students will be arriving in the next hour or so as all but one school stone bridge elementary have been deemed safe for reentry. the superintendent is asking for your help as school resumes. >> if community members and neighbors could help us by going to the new city dump sites and leave our students and staff safe and ready for school tomorrow, we very much appreciate it. >> reporter: now the new earthquake debris dump sites are located. there are five sites. ly give you the primary site -- i will give you the primary sites. fire station 5. las flores community center. and then a vacant lot on third street where there will be a

dumpster available for any remaining earthquake debris. as we come back out live, they have loaded the dumpster on to the truck so making good progress out here this morning which is nice. because the students really they have been confronted with a lot. it will be great for them to give bag to a little bit of normalcy. and those students that have lost something during the earthquake, lost those precious and expensive school supplies. they need not worry. tickets will be ever having things online. the. >> cross very busy helping people who last homes. the -- they were evicted yesterday by their landlord just minuted after their damaged apartment was red tagged. the sisters drove to the red cross shelter in napa after

they found out the vallejo shelter had closed. >> i just want a place to live. i feel like i'm homeless. >> most of our families are in texas. we have some family here. it's been an emotional two days. we are hearing from the 13- year-old boy that was nearly killed in sunday's quake in napa. described his terrifying experience from his hospital bed at uc davis medical bed. he was hoing a sleepover with a friend when he fell asleep in the living room of his napa home. nicholas was sleeping near the fireplace. >> i started crawling to get to the door. the chimney collapse the on my

back. i was screaming for my mom. she fought hard trying to get to me. >> nicholas is now listed in fair condition after a ten hour operation to repair his fractured pelvis and back. he will have to spend time in a wheelchair but he is expected to make a full recovery. tourists are being encolonelled to keep those plan -- encouraged to keep those plans in napa. 70% of all businesses are open now. more are expected to reopen before the weekend. the entire river front area was open hours after sunday's quake. most restaurants, hotel, and store owners say the best thing you can do now to help napa recover is to come to the town and spend some money. we'll have more coverage of the napa earthquake and recovery throughout the morning for you. stay with us right here on the air and online at ktvu.com.

brian flores is at uc berkeley this morning be reaction to students on this yes means yes and what it's all about. >> reporter: this new proposal would not only institute what is sexual assault but sexual content. we spoke to a student who is a sexual assault victim. had this been in -- senate bill 967 will go for a final vote today and require all universities and colleges that received funds for student financial assistance to clarify what is sexual consent. silence or lack of resistance would not constitute consent. and consent cannot be granted by students if they are unconscious or incapacitated by drugs or alcohol.

here at uc berkeley they've made efforts to increase sexual assault awareness. >> many of the provisions you see has already enacted. so we are happy that this legislation is out there and that it portrays more protection for victims. >> hope student awareness continues to be a normal part of the college experience. >> reporter: and while this has gained a lot of support, some in the senate question whether this proposal is going too far in what government should regulate. state senator kristin olson says this proposal would lead to more litigation. in the meantime senator barbara boxer is urging all universities to create a new position. it's called the advocate for victims of sexual assaults. brian flores ktvu channel 2 news. time is 6:38. new this morning a man held his wife hostage in napa last

night. he eventually let her go but then he killed himself. police were called to an apartment complex at central avenue. police got a call. the husband opened the door when she knocked. and then they 1:the white talk together husband inside. they were able to get the wife to leave the residence. >> ten minutes after the wife left the apartment, there was a second gunshot. now police spent hours trying to make contact with the husband when the swat team finally went inside the apartment, they found the man dead of a self-inflicted gunshot wound. his wife was taken to the hospital to be treated for injuries but we don't know if she was shot. a man is fight for his life after being shot in downtown

welcome back. it's 6:43. a woman was killed on an oakland freeway after her car was crushed under a big rig. it happened on southbound 880 near 16th avenue just after 9:00 last night. the chp says the female driver

was killed and a male passenger was take ton the hospital with major injuries. the driver of the big rig stopped at the scene and is cooperating with the investigation. in benicia three people were killed after what started as a fender bender on interstate 680. the chp says two cars were involved in a minor collision at about 3:40 yesterday afternoon. that was near the lake herman road exit on the northbound side. the driver of one of the cars took off took the off ramp and somehow lost control ending up in a ditch and hitting the wall of a drainage canal. the chp says the people killed were 76-year-old man from vacaville, his 76-year-old wife and 78-year-old man from bay point. also new this morning bart back on track after a major problem that stranded thousands of commuters. ktvu tara moriarty is joining us now from the pleasant hill bart station with what went wrong and how it's being fixed. tara. >> reporter: a lot of relief for bart riders this morning. all of the trains are running perfectically on the bay point

normal after yesterday's troubles near the pleasant hill station. all trains were running as normal. so they repaired the problem and we're having a pretty normal commute there. drive time from oakland to the san francisco side of the bridge 25-30 minutes. and with no problems on the actual span getting into the city i want to mention the east bay is very slow. 880 traffic slowing outs of hayward to fremont because of earlier problems and 580 is very slow. it gets better after airway boulevard heading over to the 680 interchange. here is steve. sal, thank you, sir. we do have some fog. but nothing compared to the next couple of days. temperatures will rebound. kentfield 81 to 83. concord 85-86. palo alto 80 up to 84. some fog there but most of it

welcome back to the morning news. time is 6:53. a camera man for the tv reality show cops he was shot while responding to a police call. the show was taping police officers reacting to an armed robbery at a wendy's restaurant in omaha, nebraska. the camera man was hurt as police and the robber fired shots at each other. that camera man was taken to a hospital. we don't know his condition. the robber was killed. we're not sure if this episode will be included in the tv show. oakland police are searching for a possible arsonist after a brush fire broke out. this happened about 4:00 yesterday afternoon near elle centro avenue. this is the same area where several suspicious fires were set earlier this summer. if you have any information, call oakland police. sunday's 6.0 quake has created a booming business for

things are returning back to normal, least for students in the napa valley. school resumes today. i will have the latest on the cleanup efforts and what students can expect as they walk through the door. the big quake in napa left hundreds of people high and dry. the desperate effort to restore water service in the area. big delays for thousands of b.a.r.t. riders at the height of last night's evening commute. we'll tell you if b.a.r.t. is back on track in the east bay this morning. and don't forget there is a weekend closure on the san francisco freeway. it may be sooner then many people expected.
