things are returning back to normal, least for students in the napa valley. school resumes today. i will have the latest on the cleanup efforts and what students can expect as they walk through the door. the big quake in napa left hundreds of people high and dry. the desperate effort to restore water service in the area. big delays for thousands of b.a.r.t. riders at the height of last night's evening commute. we'll tell you if b.a.r.t. is back on track in the east bay this morning. and don't forget there is a weekend closure on the san francisco freeway. it may be sooner then many people expected. well, recovery continues in napa following the earthquake with a massive cleanup effort. at napa high school, just as classes are set to resume, here is a live look at the school. you can see some of the kids coming in and teachers headed in. katie utehs out there. she's been on campus since 5:00 this morning and just spoke to one of the students. in two minutes, she will have more on what can be expected on this first day back since the quake and a very big problem out in front of that school. good morning. thank you for joining us for "mornings on 2." i'm ma'am cook in for tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, i like how you painted the sky outside our door. >> i haven't seen it. >> oh, i was giving you credit. >> we have patchy low clouds. 58 to 68. lows are warmer for most. not for all. mostly sunny by noon. sunny and warmer for many. temperatures getting back up in the upper 80s to 9s for well

inland, much, much cooler on monday. fog still holding to hold court. low 60s for some. but 54 napa. 55 novato. half moon bay, 57. water temperatures continue to be very, very warm. mid-60s for a lot. you can see a little bit of that fog trying to work its way down the coast. sunny, warmer. patchy fog near 90 well inland. afternoon temperatures beginning to recover from the cooldown. here's sal. here's sal. we're looking at a commute that's filling in. as we look at the toll plaza, you can see the traffic -- i think that's where we're going. the traffic -- we have maps first. all right. let me do this. there we go. traffic is gonna be busy as you drive through.

this is -- now the graphic is wrong. we're starting all over again. let's just go to the bay bridge toll plaza. thank you, ken. sometimes the directors really save me. this is 25 to 30-minute drive time into san francisco. no problems on the bridge but you are gonna be waiting for a while. it's not as bad as other commutes. we'll aclook at the 58 -- we'll look at the 5le 0 and 88 -- 580 and 880. we had a accident down to fremont. that's been improving. but then the traffic on 580 westbound is going to be very slow. westbound 580 is backed up from the altamont pass. most of it is slow until you reach airway boulevard. no problems on 68 heading north from san ramon to walnut creek. back to the desk. students are showing up to napa high school. it's their first day back since sunday's big earthquake.

katie utehs has more. >> reporter: they've been busy. going back to school will be a little bit of normalcy. the debris pile is way in the distance from where the students will be dropped off. the crews say they will get it cleaned up in time. even if they don't, students will be dropped by napa high school. it's unlikely they will have problems with the debris final. it's the last of the piles located at schools as well. let me show you a look at the effort to get it cleaned up overnight. a large tractor smashed and scooped through the earthquake debris and loaded it into two dmpsters and may need a couple of more. before that happened, the crews sorted out the television sets because they say they are considered hazardous. the students are on campus here

at napa high. more will be rolling in shortly. all schools are open except for stone bridge elementary, closers of the he pipper of sunday's -- epicenter of sunday's quake. i spoke to a junior who goes here and plays football here has been helping with the cleanup. >> we went to help someone whose house was torn apart. we cleaned their garage and house and everything itself. >> reporter: now the district is asking for your help. they say police do not bring any earthquake debris to the school. there are new dumpster locations. the primary sites are now fire station 5, future low station at first and laurel. las floor rose community center and there is a vacant lot on third street. we'll talk to more students and parents as they arrive. but students across the napa

valley district can expect an earthquake drill when they get to school today and then students who may have lost those precious school supplies, i'm told the district district has additional supplies onhappened. so students need not to worry about those things. just come to school ready to learn. katie utehs, ktvu channel 2 news. crews in napa are working around the clock repairing broken water mains damaged during the quake. about 100 water lines are still broken which means 400 homes don't have water. in this browns valley neighborhood, people are using anything they have to get by. one man says his family is getting water from their pool. >> garbage cans in the back of the truck, filling them up with water so we can run the toilets and taking showers elsewhere. >> many homes in browns valley are red tagged. for people without water, there's two water filling stations. one on pearl, the las flores center on linda vista avenue. east bay m.u.d. is one of the outside agencies

coming in to repair broken water mains and leaks. they are overwhelmed. other crews are helping out. they include the alameda county water district and the contra costa district. there is an important warning tied to the big quake in napa. watch out for unlicensed contractors. california department of insurance and other agencies are passing out fliers in the area warning homeowners make sure you check for contractor licenses before you hire someone to make repairs. it's a felony for unlicensed contractors to do contract work in a disaster area. stay tuned. we'll have more on the coverage of the napa earthquake and the recovery throughout the morning for you. stay right here for us on the air and online at ktvu.com. well, the water is back on this morning in a san francisco neighborhood, where a water main broke yesterday. that pipe ruptured in know valley near castro and -- noe valley near castro. water gushed down the street for more than seven hours.

crews needed to find out what broke and where before they could fix it. they dug up asphalt installed a year ago. neighbors say their biggest concern was how much water was lost. >> it's kind of unfortunate to have the water wasted. actually grabbed some buckets and tried to capture as much as i could. >> reporter: the public utilities commission said there will 12,000 miles of pipes running under the city. some are more than 110 years opened. the city says it does replace 15 miles of pipe every year. 7:08. a 19-year-old man in morgan hill is in jail accused of sexual assault. police say they are releasing andrew knight's photo to make sure there are not other victims. knight was arrested saturday after a woman said she found him in her home with her 14- year-old daughter. investigators say knight often hung out with young teenagers at parties and at sporting events. he was very active on social

media. his facebook page has more than 3,000 friends and many of them are young girls. police believe night and the 14- year-old were having conversations on social media. another fire in an abandoned island on mare island in vallejo is beinvestigated as suspicious. a fire official says yesterday morning's fire is the third on the island in about two weeks. there was concern that the nearest fire hydrant wouldn't have any water because of water main breaks on the island. but firefighters were able to access water from that. no injuries are reported. investigators say the fire is suspicious because the building was boarded up and no utilities were turned on. 7:09. san francisco general hospital's new trauma center will have the most earthquake resistant foundation available. instead of being put directly into the ground, the hospital will sit in a bathtub shaped foundation. 40 feet deep on one end, 25 feet deep on the other. rolling disks will allow the building to glide in any direction during an earthquake.

it will also have emergency water tanks, specially designed windows and bigger backup generators. that new trauma center is due to open before the end of next year. uber is accused of launching a sneak attack on its rival lyft. uber uses so-called brand ambassadors to steal drivers away from lift, it's reported. uner has been reported of making a number of fake lyft accounts. this makes it harder for real customers to get a ride and increase the liklihood that they will use uber. ub her -- uber denies the claim. coming up at 7:30, the problem that stranded thousands of evening commuters. look at them. we'll tell you what's happening on b.a.r.t. right now. and she strikes again. the woman known as the serial stowaway has made her way to another airport. after the break found out where she was this time. nothing too crazy in the

family home in cambridge, massachusetts. he said he's learned bit by bit since this weekend that hundred of brave, determined and big- hearted people around the world had been working for his release for the last two years. he said he's overwhelmed with emotion because he had no idea while he was in captivity that so much effort was being expended on his behalf. here's more video with his -- outside of his mother's family's home. he spent 22 months as a hostage of al qaeda linked extremists. the government of qatar negotiated his release. no ran some was paid. his mother did talk to reporters before he came home. she said she was relieved he was released but couldn't tell brate. >> after the events of this past week and knowing that those other -- the others are in danger, you know, very

people, most palestinians. the serial stowaway woman is at it again. marilyn hartman was arrested yesterday at sky harbor airport in phoenix. last wednesday she was caught trying to pass through a security checkpoint. the chronicle is reporting that she flew to phoenix from san diego on a legitimate ticket. 7:16. well, another holiday weekend closure of interstate 280 in san francisco begins tomorrow. the chp will begin shutting down all of the northbound lanes going in and out of the downtown area at 2:00 p.m. the closure will affect the stretch of interstate 280 from the 101 interchange to king street near at&t park. northbound traffic will be detoured onto highway 101. now, the northbound lanes are due to stay closed until 5:00 tuesday morning. however, all southbound lanes

of 280, they are gonna stay open. those southbound lanes were closed during a similar earthquake safety project during the memorial day weekend a couple of months ago. once again, drivers heading into the city, you are being urged, you should use public transportation. as if heading to work on a monday morning wasn't tough enough, drivers in northern virginia faced an additional challenge this week. this is what the highway in fairfax county looked like after a bad lane striping job. i'll say. the state's department of transportation says the mishap occurred after crews laid down temporary tape. then the tape peeled up and jumbled up the lane. after the monday morning commute, a contractor was brought in to straighten everything out. >> maybe they didn't have their coffee. i don't know. sal's got everything straightened out. you've taken care of highway, 24, too, right? >> yes. we think that's funny but i'm sure the people in virginia --

menlo park, 56. i think te were two cooler than that. and belmont foster city, bookends. is this el nino season? no, it's not. it's been a south breeze since july. we've had any upwelling or southwest breeze. water temperatures are very warm. hurricane marin is moving north. the main impact on southern california. that's high surf. for us, no rain expected. the south swell continues to increase. some of the higher clouds may increase. 40 in tahoe. 5 p ukiah. 63 sacramento. today they will be near 90. some of that fog trying to work its way down the coast. it's running into a lot of resistance in the form of high pressure. bay and inland temperatures come up. mostly sunny with not much of a breeze. patchy fog. near 90 well inland.

other temperatures in the upper 80s and for some, 70s around the bay. these are a little bit above and will continue to be there for the next couple of days. warmer weather on thursday. probably level off on friday. high clouds cooler but still okay on the weekend. well, surf's up down to southern california. the crews are working hard to put sandbags out along southern california beaches. they are expecting big waves, huge waves caused by hurricane marie. waves ten feet high expected along santa barbara south coast. minor coastal flooding and strong rip currents are a big concern. a high surf advisory is in effect until friday evening. meantime those body surfers, they are just loving those huge waves. >> i'll say. great photos on twitter as well this morning. 7:21 is the time. a chemical scare in hayward. in 22 minutes, what a hazardous materials team found behind a building that posed possible health issues for hundreds of

thanks to a little help this church in vallejo damaged by sunday's earthquake, they were able to keep a long- standing tradition. first baptist church has never missed a scheduled free lun p for the homeless. but yesterday, that lunch was in jeopardy because the church was closed until work crews could inspect the church. so vallejo police coordinated with the salvation army and they drove up in a 16-foot mobile canteen to deliver more than 100 meals. >> what did they serve you today? >> spaghetti, salad, chocolate

chip cookie and bread. real tomatoes. >> making me hungry. this was one of five canteens in the area. four canteens will stay in the area to help people affected by the earthquake. some of the youngest people affected by the napa earthquake are doing their part to help the city recover. a group of children organized this bake sale and lemonade stand. the money raised will be donated to help the city rebuild historic buildings damaged by sunday's quake. >> it was such a big event for the town and there's so much, like -- it's really sad and we want to give back to the community because they've done so much to help everybody. >> little jordan said she's always had an appreciation for those older buildings in the city and wants to see them rebuilt to their former state. 7:25. sticking up for victims of sexual assaults on california's

college campuses. >> a common fear of survivors is no one will believe them. i definitely felt that way. >> the vote today on a new proposed law that would define when yes means yes. all trains on the pittsburg/baypoint line are back to normal after a problem on the tracks snarled the evening commute. we'll tell you what happened and how b.a.r.t. fixed it. and the morning commute is now in full swing with the peak of the commute and you are gonna see slow traffic in san jose along northbound 280 getting up into the valley. we'll give you drive times for some of the main commutes. north bay taking the brunt of the low clouds and fog. over the bay, there's not much. still some fog out there but even the coast looks good. we'll show you the forecasted temperatures in three minutes.

let's begin with 880 in oakland. in oakland, it looks good. that's 880 southbound on the left of your screen. once you get into hayward, you will see some slow traffic. actually, it starts in san leandro near 238 and then it continues to fremont. but it's getting better. i will show you that in a moment. at the toll plaza of the bay bridge, 25, 30-minute drive time from this point to the san francisco side of the bridge. san jose in the south bay, 85, 280 and 101 are slow. kind of a witch. 101 is not the -- switch. 101 is not the worst freeway. i think 85 is from 87 on up. a lot of red there. 880, 238 down to about stevenson as you head south. 7:31. back to the desk. >> thank you. new this morning, how about good news. b.a.r.t. says service is back to normal after last even's big problems that ruinent the commute home for thousands of -- ruined the commute home for thousands of people. tara moriarty you are at the b.a.r.t. station to tell us what wet

wrong and how they fixed it. >> reporter: good morning. i spoke to one b.a.r.t. rider who said it was a nightmare here last night. definitely darked on a lot of -- darked tacked on a lot of time to the commute. you can see that folks are going in. no problems. the trains are runth smythely on the baypoint pittsburg line. crews made overnight repairs and will be doing an investigation to figure out how a train lost part of a wheel. the chaos unfolded after 5:00 last night. a piece of train wheel was found on the north part of the station. b.a.r.t. ordered a complete shut down of service between walnut creek and concord. some people took it in stride but others did not. >> my phone was dead. i had no cash on me. i am very mad right now. >> this is because of a damaged rail and damage trackway. we had a rain that somehow got out of service and caughted some sort of damage to the

trackway and the third rail at an inner locking. it was at a space called a crossover which impacts both tracks. >> it took more than an hour for limited service to be restored in the commute direction headed east. many were forced off trains. b.a.r.t. provided free buses but the parking lot was joop -- was jammed. tara moriarty, ktvu channel 2 news. nicholas dylan described his terrifying experience from his hospital bed during the earthquake. he said he was hosting a sleepover with a friend when they fell asleep in the living room. his friend was sleeping on the couch when the quake hit. nicholas was sleeping near the fireplace. >> just as i put my right knee on the floor, the chimney collapsed on my back and i stumbled forward and i was

screaming for my mom. for the first few seconds i couldn't feel my legs or my pack. >> he's listed in fair condition after a ten-hour operation to repair his fractured pelvis and back. he will have to spend time in a wheelchair. but he's expected to make a full recovery. tourist who plan to spend some of the lane i day weekend in napa, you are being encouraged to keep the plans. 70% of all businesses are open now. more are expected to reopen before the weekend. the entire river front area was opened hours after sunday's quake. most restaurants, hotel and storeowners say the best thing to do, come to town and spend money to help the town recover.

ktvu will have more coverage of the earthquake throughout the morning. stay with us on the air and online at ktvu.com. a man held his wife hostage in napa last night. he eventually let her go. but then he killed himself. police were called to an apartment complex on central and valley west circle around 7:30. police received a report that a man was threatening to kill his wife. police say at first, the husband opened the door when they knocked but quickly shut it. >> shortly after the door was supposed, they heard a single gunshot inside the house. the -- they they saw the wife talking to the husband inside. they were able to get the wife to leave the residence. ten minutes after the wife left the apartment, there was a second gunshot. police spent hours trying to make contact with the husband when a s.w.a.t. team went in, they found the man dead. the wife was taken to the hospital with some injuries. we don't know if she was shot.

a quick-thinking chp officer is being called a hero. he saved a 5-year-old boy's life. highway patrol officer art monteel was off duty at a grocery store in redwood city. he saw a woman his terry call was her son choking -- his terry call because her son was he choking. the officer cleared out his breathing and airway. eventually, the little boy spit out a grape. now 5-year-old miguel alvarez is doing just fine. well, now we know the name of the pilot whose body was found after a plane crash in novato. he was 51-year-old robert john madge of redwood city. that's according to the marin county coroner's office. he was flying from oregon to san carlos in his single engine plane on august 18th. investigators say he radioed air traffic controllers at marin county airport that he was in distress. he was gonna try to make an emergency landing in a field. instead, his plane crashed

sparking this grass fire that burned 32 acres. the faa is investigating the cause of that crash. oakland police are looking for a possible arsonist after a brush fire broke out. it happened about 4:00 yesterday afternoon near el centro avenue. investigators say this is the same area where several suspicious fires were set earlier this summer. anyone with information is asked to call police. 7:37. happening today, state senators will take a vote on a very important piece of legislation, one that could define what constitutes a sexual assault. ktvu's brian flores is live at uc berkeley with reaction from students on what the yes means yes is all about. >> reporter: this proposed legislation would not only constitute what is sexual assault but also would clear define what is sexual consent. we spoke to a victim here and she says had this law been in place before, she would have

been more inclined to report what happened to police. now senate bill 967 goes for a final amendment today. the proposal would require all universities and colleges that receive funds for student financial assistance to clarify what is sexual consent. things like silence or lack of resistance would not constitute consent. consent cannot be granted if students are unconscious or incapacitated by drugs or alcohol to the point where they can understand the nature of the activity. several lawmakers say this will provide some consistency in providing sexual assault cases. here at uc berkeley they've made efforts to increase sexual assault awareness, especially to incoming freshmen. >> i think this law would help create a culture change, the most important aspect of this. >> i think it puts more clarity and a lot more focus on not the victim of the crime but the

perpetrator. >> reporter: and while this has gained a lot of support, some in the senate question whether the proposal is too far in what government should regular lace. kristin olson, a senate stair from modesto, says -- senator from modesto says this would lead to more litigation. barbara boxer is upping all california universities to create a new position. it's called the independent advocate for victims of sexual assault. we're live here in berkeley, brian flores, ktvu channel 2 news. 7:39. people in the north bay say -- some say they are afraid to go to sleep fearing another big earthquake. coming up at 8:00, the shelter that staffs red cross volunteers and how long they say these fears may last. and getting ready to crack down even more on smoking. the outside areas of santa rosa where smokers, you may soon find it very hard to light up. still not quite great on

barrels behind that chemical company. several people said the strong odor made them sick. well, after about three hours, the fire crews said those fumes were not toxic. a woman was killed on an oakland freeway after her car was crushed under a big rig. this happened on southbound 880 near 16th avenue about 9:00 last night. the chp says the female driver was killed, a male passenger was rushed to the hospital with major injuries. the driver of the big rig did stop and is cooperating with the investigation. two lanes of 880 were shut down for about an hour while the chp investigated. in beerk three people were killed after what started as a fender-bender on interstate 680. the chp says two cars were involved in a minor crash about 3:40 yesterday afternoon near the lake herman road exit on the northbound side. the driver of one of the cars later took the offramp and somehow lost control and ended up in a ditch hitting the wall

of a drainage canal. the chp says the people who were killed were a 76-year-old man from vacaville, his wife and a 76-year-old man from baypoint. a hearing is set for today in san francisco on a lawsuit that is aimed at keeping doctors medical center open. the hospital is due to shut down as early as october. it's already cut services, including emergency room care because they have an $18 million deficit. patients are being diverted to other hospitals and some say that's putting lives at risk. santa rosa is moving towards tougher restrictions on all kinds of smoking. a proposal to outlaw smoking tobacco, marijuana and e- cigarettes in apartments, condos and most public places is getting support from the city council. now, the proposal would ban smoking while you wait in line at movies or at an atm machine. the city plans to hold a community meeting next mott.

the santa clara county board of supervisors wants to crack down on illegal fireworks by holding homeowners responsible. the board is asking county attorneys to create a set of laws and fines targeting homeowners who shoot off fireworks or those who allow others to do so. this is video of a tree that caught fire from illegal fire woks on the 4th of july in 2013. supervisors say right now when police respond to fireworks, everyone scatters and the homeowners say they don't know anything about it. the goal is to have a new law in the books before the next 4th of july. a cameraman for the tv reality show" was shot while responding to a police car. they were reacting to an armed robbery at a wendy's. the cameraman was hurt while the police and robber shot at each other. the cameraman was taken to the hospital. no word on his condition. the robber was killed. not clear if that episode will be included in the television

show. the new rules for conserving water starts september 1. this includes irrigation and indoor water use. that include the large homeowners association, galleria and the city's recreation and parks department. if those customers don't put back by 10%, they will see their rates double for any over age. the antioch city council approved a resolution making clear that four specific wasteful water practices are banned in the city. they include filling decorative lakes or ponds or fountains that don't recirculate the water. using water that wash off a sidewalk, a driveway, patio and other hard services. overwatering your yard to the point where water is running into the streets and washing cars, a trail trailer or --

trailer or boat using a hose that doesn't have a shutoff nozzle. the santa clara county board of supervisors approved to move ahead for water reduction for county government. this calls for an immediate reduction by 25% by each county department. it also calls for a report on water use by every department. now, supervisor dave cortez says if the government is asking people to stop watering their lanes, the government should do their part. more than 300 people have filed claims with general motors about bad ignition switches. more than 100 of them are from families who say the bad ignition caused the death of a loved one. gm says it only knows of 13 deaths related to the switches. all claims have to be verified. hewlett-packard is recalling 6 million power cords. the power cords came with computers sold under the hp and compact labels. the power cords can overheat

and that causes a potential burn hazard and fire danger. the cords are back in color and have the code ls 15 on the adapter end of the cord. sunday's earthquake in napa has created a big bits for chimney inspectors. experts say chimneys often cause the more severe damage to a house when a big quake hits. a lot of homeowners in the napa area are hiring inspectors to check out their chimneys. ktvu news went to one home where the couple paid about $100 to -- to have an inspectors take a look at this damaged chipny and he -- chimney and came with a camera. >> now i can get really close and look at the mortar joints. >> what are you looking for? >> cracked flue times. >> he later told the couple their chimney was badly damaged in the quake and they should replace it as soon as possible. >> the oakland raiders have a special connection to bheap and

bridge. we've been looking at 80. i want to let you know that 80 westbound is mostly slow after highway 4 all the way to richmond and berkeley. back to the desk. topping our news at 8:00, it's back to school day in napa. students heading back to class for the first time since sunday's big quake. katie utehs talked with students at napa high school this morning. they say the time off has been anything but a vacation. >> reporter: a lot of these students are really excited to be back, happy to see their friends after what's been a very hectic time. they've been helping their family clean up. many students, well, they are nervous, still, shaken emotionally. one student i spoke with said that her and fare family have been sleeping outside because they are nervous that things will fall in their house, with the aftershocks. or another big quake may hit. it's under that stress that they are returning to school

today and teachers and add minute straighters are -- administrators are hoping for that. all but one napa valley school will be open. most buildings have been deemed structurally sound. >> haven't been sleeping well. >> i'm okay with it. just another day of school, basically. >> reporter: crews have cleaned up a massive debris pile near the high school and one of the high schools has been the last of the debris. they were there at 4:30 this morning when we arrived, adding additional dumpsters and the large tractor loaded those two dump sters and now they needed even more to try to clean up the debris. i'm told that will be going to the transfer site in american canyon. it took most of the morning but it's mostly cleaned up at this

point. now the district is asking you please do not bring any earthquake deb to the school. there are new dumpster locations. the primary site for dumpster dropoffs are the fire station 5, future location. that's at the southwest corner of first street and laurel. there's also the las flores community center at 4300 linda vista avenue and there's a vacant lot on third street where you can take the dumpster debris. we saw someone pull into the high school today. they had a sofa in the back of their pickup truck. they were ready to drop it off. we had to direct them to those other locations. you cannot drop off earthquake debris at the schools any longer. we've been talking about the school district doing earthquake drills. the principal here says they won't be doing an earthquake drill specifically. that will be happening at some of the elementary schools. but they have prepared different discussions and activities for these students to help them cope with the

earthquake. we've heard some folks are talking about it in their classrooms. we'll speak with a principal in the next half-hour and give more details on the first day of school, how that's gonna look for the students inside. we'll bring that to you in our next live report. katie utehs, ktvu channel 2 news. >> all right. 8:03. the red cross very busy helping people who host homes in sunday's quake. the homeless includes twin sisters from vallejo. they were evicted yesterday by their landlord just minutes after their damaged apt was red tagged. sisters drove to the red cross shelter in napa after they found out the vallejo shelter had closed. >> i went from having a place to live and i feel like i'm homeless. most of our family is in texas. we had some family out here. it's just been an emotional two days. >> we're approaching 400 people. >> the red cross has reopened the shelter. so many people still need a

place to live. mental health volunteers are being sent out to help cope with the aftermath of the earthquake. counselors are staffed at the red cross shelter in napa. scrols say they talk about -- volunteers say they talk about the normal reactions after a disaster like you can't sleep. you are having nightmares and you are afraid to be alone. they say these feelings typically start to go away overtime. in six, eight weeks, most people are back to where they were before. if not, the volunteers can suggest a plan of treatment. you can get more information on free mental health counseling on our ktvu channel 2 news website at ktvu.com. look under the webb links. those crews out there in napa are working around the clock. they are fixing broken water mains damaged. about 100 lines are still broken. that means 400 homes still don't have water this morning. in this browns valley neighborhood, people are using anything they have to get by. one man says, yeah, they are

getting water from their pool. >> garbage cans inspect back of the truck and filling them up with water to run the toilets and taking showers elsewhere. >> many homes there are red tagged. for people without water, the city has set up two water filling stations. they are on pearl and at the los flores station on linda visit. napa's public resources are overwhelmed. the other crews helpth out, include the alameda county water district and the contra costa water district. the water is back on in a san francisco neighborhood where a water main broke yesterday. that pipe ruptured near castro and 28th in noe valley. water gushed down the street for more than seven hours. crews needed to find out what broke and where before they could fix it. they had to dig up asfat that

was in-- asphalt that was installed a year ago. neighbors' concern, how much water is lost. >> it's unfortunate to have the water wasted. i grabbed puckets and tried to capture -- buckets and tried to grab as much as i could. >> there's 12,000 miles of pipes running under the city. some are 110 years old. the city says it replaces 15 miles of pipe each other. big water users in san francisco such as universities and shopping centers face tough new penalties if they don't reuse water use. in effect, water customers in san francisco that has separate meters for irrigation and one for indoor water use. now, that includes large homeowners associations, san francisco state urt, stonestown galleria and the reck department. if these customers don't cut back by 10%, they will see

rates double. the antioch city county approved a resolution making clear that four water practices are banned in the city. they are filling decorative ponds, using water to wash off sidewalks, driveways and other hard surfaces. overwatering yards to the point where water is running into the street and washing cars, trailers or boats using a hose that does not have a shutoff nozzle. the santa clara county board of supervisors unanimously voted to move forward with new water reduction goals for county government. the move calls for an immediate reduction of eight least 25% by each county department. that proposal asks for a report on water use by each government. supervisor dave cortese says if the government is asking people to stop watering their lawns. the government needs to do its part during the drought. a 19-year-old man in morgan hill is in jail. he's accused of sexual assault and the police fear there may be more victims. police say they are releasing a

photo of andrew knight to make sure there are not any other victims out there. knight was arrested saturday after a woman -- after a woman said she found him in her home with her 14-year-old daughter. investigators say knight often hung out with teenagers and parties and sporting events the he was very active on social media. his facebook page has more than 3,000 friends. a lot of them are young girls. police believe knight and the 14-year-old were talking together on social media. another fire at an abandoned building on mare island in vallejo and it's being called suspicious. a fire official says yesterday morning's fire is the third on the island in just over two weeks. it took about an hour -- about an hour to get the flames under control. there was some control the nearest fire hydrant wouldn't have any water in it. but firefighters were able to get some water out of it. no injuries were reported. investigators say it's a suspicious fire because the building was boarded up and no

utilities were turned on. san francisco general hospital's new trauma center will have the most earthquake foundation available. the hospital will sit in a bathtub shaped foundation that's 40 feet deep on one end. 25 feet deep on other. rolling disks will get the building glide any direction during an earthquake. it will have emergency water tanks. specially designed windows and bagger backup generators. uber is accused of launching a sneak attack on its rival, lyft uber uses brand ambassadors to steal drivers away from lyft, it's reported. uber is accused of making fake lyft accounts calling for rides and canceling they. this makes it harder for real customers trying to get a ride, krien ing the likelihood they will call someone else.

another closure of 2 of -- noesh closure of 280 will start tomorrow, all northbound lanes going in and out of the downtown area. this will affect the stretch of interstate 280 from the 101 interchange to king street near at&t park. northbound traffic db detoured on highway quip. the lanes are due to stay closed until 5:00 to us morning. however, all southbound lanes of 280, they are gonna stay open. those southbound lanes were closed during a similar quake safety project over the memorial day weekend a couple of months ago. once again, drivers heading into the city, you are just being advised better off using public transportation. >> good reminder. >> yeah. >> 8:11 is the time. trouble on the b.a.r.t. tracks affecting thousands of east bay commuters. my phone was dead. had i no crash on me. i am very mad right now.

culture change. >> reporter: cam student megan warner was assaulted two years ago and said the law is too vague on what constitutes sexual assault. bill 967 which goes for a final vote could change that. the proposal would require all universities and colleges that receive funds to clarify what is sexual consent. in this proposal, things like silence or lack of resistance would not constitute consent. also consent cannot be granted by students if they are unconscious or incapacitied by -- incapacitated by drugs or alcohol. those in support say it will provide consistency reporting these cases which would lead to more victims confident report what happened. >> it would have made it less frightening and intimidating to report. a common fear of survivors is no one is gonna believe them. they are gonna question them. >> reporter: while this has gained a lot of support, some

in the senate question whether the proposal is going too far. republican state senator kristin olson said this will lead to more litigation or lawsuits. barbara boxer sent a letter to all california universities urging them to create a new position. we're live here in berkeley, brian flores, cut kum. well, also new this morning, a man held his wife hostage in napa. he eventually let her go but killed himself. police were called to an apartment complex at central at 7:30. police received a report that a man was threatening to kill his wife. police say at first, the husband opened the door when they knocked but shut it. >> shortly after the door was close, they heard a single gunshot inside the house. then they saw the wife talking

to the husband inside. they were able to get the wife to leave the residence. >> reporter: ten minutes after the wife left the apartment, there was a second gunshot. police spent hours trying to make contact with the husband when a s.w.a.t. team finally went inside the apartment, they found the man dead from a self-inflicted gunshot wound. b.a.r.t. says service is back to normal following that major problem last night that left thousands of commuters stranded. tara moriarty is joining us live from the pleasant hill b.a.r.t. station. what went wrong and how did they fix it. good morning, tara? >> reporter: well, good morning. good news if you are headed out the door and you are wondering if i should take b.a.r.t. the answer answer is yes. there's no delays for ride erles. crews made overnight repairs. they will be doing an investigation to figure out how

a train lost part of the wheel. the chaos unfolded after 5:00 last night. a piece of a train wheel was found on a damaged track north of the pleasant hill b.a.r.t. station. b.a.r.t. ordered a complete shut down of service between walnut creek and concord. >> this is all because of a damaged rail and damaged trackway. we had a train that somehow got out of service and caused some sort of damage to both the trackway and the third rail at an inner locking. it was at a place called a crossover which impacts both tracks. >> reporter: it took more than an hour for limited service to be restored in the commute direction heading east. many people were forced off the trains. bart provided free buses but the parking lot was jammed. luckily, again, this morning, service is back to normal on the pittsburg/baypoint line. tara moriarty, ktvu channel 2 news. >> that same b.a.r.t.

line had problems back in february. four cars derailed near the concord station. b.a.r.t. said the front of the wheels went on a crossover track to a maintenance yard but the back set didn't follow. that train was out of service for a while. no passengers were on board at the time. a woman was killed on an oakland freeway after her car was crushed under a big rig. it happened on southbound 880 near 16th avenue just after 99:00 last ni. the chp says the knee male driver was -- after 9:00 last night. the chp said the driver is cooperating with the investigation. in benicia, three people were killed after what started as a fender-bender on interstate 680. the chp says two cars were involved in the minor collision at about 3:40 yesterday afternoon near the lake herman road exit on the northbound

side. the driver of one of the cars later took the offramp but somehow lost control and ended up in a ditch and hitting the wall of a drainage canal. the chp says the people killed were a 76-year-old man from vacaville, his 76-year-old wife and a 78-year-old man from baypoint. santa rosa moving towards tougher, smoking restrictions. a proposal to outlaw smoking tobacco, marijuana and e- cigarettes in apartments and condos, it's getting support from the city council. the proposal would also outlaw smoking while waiting in line at a movie or at an atm. the city plans to hold a community meeting next month. they will talk about these tougher proposals before voting on the plan. the world health organization wants major regulations on e-cigarettes. it says the vapors from e- cigarettes increase the levels of toxins in the air including nicotine. it also says despite how they are marketed, there's evidence that what is released is not

just water vapor. the world health organization is looking to ban indoor smoking of e-cigarettes and they want to regulate advertising to prevent the industry from making unproven healthcare claims. a cameraman for the tv reality show "cops" was shot while responding to a police call. now, the show was taping police officers reacting to an armed robbery at a wendy's restaurant in omaha, nebraska. the cam maman was -- cameraman was injured as police and that robber shot at each other. the cameraman was rushed to a hospital. we don't know his condition yet. that robber was killed. it's not clear if this particular episode will be included on the tv show. back-to-school day for thousands of students across the bay area. this was the scene outside of kennedy high school. we caught some students as they were heading back to class after their summer vacation. one stoopt has been preparing for her freshman year at

welcome back to "mornings on 2." we do have some new information about that developing news out of virginia. we first told you about it 30 minutes ago. there were -- there are reports that a jet has crashed in the western part of the state. it went down during a training exercise. no information on the identity or condition of the pilot. we don't know if anyone was injured on the ground. the pilot was flying a single seat aircraft. it's a fighter -- the 104th fighter wing of the massachusetts air national guard. we will continue to follow this, though, and bring you any updates from virginia as soon as we get them. let's bring you up to date

on other news. b.a.r.t. is back on track after that major problem last night that stranded thousands of east bay commuters. the crews finished their repair work. investigators say a piece of a whel came off a train that damaged the third rail be and the track. the american journalist freed, here he is. he made his first public comments about 90 minutes ago. peter theo tur kiss says he's overwhelmed to find out people have been working for his release during his almost two years as a hostage. right now, students are heading back to class at napa school. it's their first day back since sunday's 6.0 earthquake. katie utehs has been out there since 4:30 this morning. you've been talking to students and the assistant principal. katie? >> reporter: many students are

still emotionally shaken. one young woman i spoke with said that her family has been sleeping outside since the quake because they are too nervous about things falling on them with the aftershocks. so many of these students are returning tired and still upset about what has happened but the assistant principal wants to assure them that that's one of the safest places they can be because of the strict building codes in california. this building held up beautifully. the problem was debris and a few light fike churs that came down -- fakes fixtures that came down. all public schools are back open. the buildings have been deemed structurally sound. students and teachers will be talking about what happened. they won't be doing an actual earthquake drill where students evacuate. other schools in the district will. but the high school made that decision. they practice that several times a year.

and they help the normalcy will help cope with the trauma the last couple of days. >> i was scared because i feel line there will be another earthquake and it might be big. >> all of our staff showed up today. we were prepared for subs if we needed them. people have things going on. i think the people are ready to come back to get ready for normalcy and see each other and give each other hugs and talk about what they are going through. >> reporter: up until today, earthquake debris dropoff locations have been at the schools. early this morning, crews cleaned the one year our location at napa high school. they picked it up with additional dumpsters that hauled away. you can see the large tractor smarking through the debris. the locations have change ched the district is asking you do not bring items to the school. we will post those new locations to ktvu.com so you can check it there. now attendance is expected to be lower. the school anticipates that

can can. welcome back to "mornings on 2." time is 8:54. terrifying scene last night in downtown san francisco. gunfire broke out right on a busy stretch of market street. police say two groups exchanged gunfire about 8:00 at fifth and market streets right by the powell street b.a.r.t. station and the cable car turnaround. one man was hit. he was critically hurt. police say he ran into the westfield mall after he was shot. several people were detained at the scene. but so far, police haven't said if anyone has been arrested. if you saw anything, get in contact with san francisco

police. hayward fire crews were needed to resolve a hazmat material problem that posed possible health issues for hundreds of people. >> please shelter in place. please close you a windows. >> that automatic call went out to every home or business within a mile of contractors incorporated there on depot road. the smoke was coming from two barrels behind the chemical company. many people said the odor was making them feel sick. the fire crews later determined the fumes were not toxic. the i-foep iphone may not be the only device getting better. bloomberg said the tablet will have a 12-inch i-screen. the current tab is 8-inches. 300 people have filed a claim with generalle motors over faulty ignition switches. more than 100 claims are from families that claim the problem
