construction yard next to the substation. it doesn't appear they were after the power grid but did steal construction equipment like hydraulic equipment. it's not clear how long they were there, we are told there is 24/7 security at this substation. is attributing the breach to human error. >> in our investigation one of the fence alarms did go off and that's something we are looking into, was this properly followed up on. we are working closely with the sheriff's office on their investigation. we are also doing our internal investigation. >> pg and e tells us there was no impact to the electrical grid and no customer lost service. there is concern here because of the attack that happened in april of last year where snipers shot at 17 transformers and cut fiberoptic phone lines

knocking out 911 service. the attack caused more than $15 million in damage and since then pg and e has dedicated $100 million to enhance the security of its substations. those snipers have yet to be caught. pg and e says they do not believe the two cases are related. we'll have much more on this tonight at 10:00. ktvu has cut deeper into that 2013 schneider attack earlier this year. she drove to the metcalfe station, found an open gate and very little security personnel. in fact she actually drove around that station for half an hour before anyone stopped her to see what she was doing. you can watch the report on ktvu.com under hot topics. a quick response from the fire department to protect homes in the north bay. a fire started burning about 3:00 this afternoon.

it threatened homes near the junction of 27 and 39. a helicopter was needed to make air drops. put crews on the ground to protect those nearby homes. there are homeless en campments in the area. those people were all evacuated. we are working to find out how and where the fire started. expect to have crews out there. a 13 and 14-year-old boy are behind bars accused of a series of crimes including the beating death of a family dog. ann reuben is live in san jose where she found out just how these kids were caught. >> an alert neighbor caught the teens in the act but it wasn't until later that police discovered has had happened with the dog. >> police say the boys ages 13 and 14 went on a crime spree, stealing small electronics from one home, a voice of al tieds from another. eric mckenzie noticed a foot

understand but he was a member of our family. >> and mckenzie's other 2 dogs were locked outside. the family still trying to make sense of what happened. they believe sparky died trying to protect their home. >> nothing can bring back sparky at this point, so i do hope that at least the one that killed him gets punished. >> both boys have been charged with burglary and one has been charged with animal cruelty. police are still trying to determine if there are other victims in this crime spree. the ceo for the company center plate that provides concessions is accused of animal cruelty. the incident was caught on a surveillance camera and we want to warn you, it may be disturbing for some viewers. an elevator camera recorded him repeatedly kicking a dog while it lay in the corner. at one point he yanked the

leash so hard it lifted the dog off the ground. he released a statement. says heying is now on probation. he will do a thousand hours of community service for an animal charity and donate $100,000 to create a charity in the name of that abused dog. as we head into the labor day weekend napa is trying to send a message we are open for business. some tourists need convincing not to cancel their plans. new at 6:00, walker live in downtown where they say 90% of the businesses are open. >> some of the businesses like that hotel there across the street are closed but the businesses that are open are industrial -- still struggling to get people through the door. >> historic napa has a chance

open but i'm assured there are still rooms available in weekend. the clean up work at the control tower at the napa county airport is now complete. crews swept up broken glass and boarded up the tower. it will put out of commission and the federal aviation administration says that could take several weeks. until then a temporarily control tower could be used. there are no other signs of damage but the faa says inspectors will be inspecting that. 4 days after crews still working to restore service to many. repairs were completed today to the relief of owners there. crews from other water districts have been brought in to help. they say old cast iron pipes are being replaced with vinyl pipes making them better suited to with stand an earthquake. stay with us for complete coverage of the earthquake.

free legal help is now available in san francisco for undocumented minors facing deportation hearings. supervisor build a program today outside the immigration office. he said the city will provide $100,000 of pro bone oh help for immigrant children who need legal help. there are more than 200,000 children facing deportation proceedings in san francisco without any form of legal representation. >> this country we build, we argue that we are proud to be americans because there is a due process system.

have that kind of humid condition we have been seeing a lot of this summer. these are the highs if today, noticeably warmer by a good 5 to 10 degrees. as we head into tomorrow temperatures will be the same or a little bit warmer. as we go into tonight that fog is going to return. it's clear at the coast but the fog is coming back. right now it's pretty brisk on shore winds at the coast so that should be enough to do it. the ridge of high pressure is creating this, so air quality is also getting a little bit hacked up because of the inversion and as we go into the next couple of days the inversion is going to lift. so these temperatures are your overnight lows, 60 in concord, 50 in hayward. fog forecasts for the morning hours, there it is. doesn't go very far inland. so forecast highs tomorrow the reds will be 90s. there's a lot of them, more than today, well, about the

same as today but this is a more aggressive foot print. so 10e9 back into our area. 86 in san -- tomorrow. we're not going to get a spare the air day out of this but you can see more junk in the atmosphere. along the coast you have got upper 60s and even some low 70s, so a nice looking coastal situation the last couple of days, it was sunny on ocean beach today. warmest day will be tomorrow, or should be. might see some mid-90s and then friday that's when the clouds from that dying tropical storm come north and that could bring some increased humidity, maybe a thundershower, but we'll watch that closely, that's the day of change and then saturday and sunday as we go into the holiday weekend, game on, it should be perfect as a matter of fact. but temperatures just cooling off ever so slightly as we head toward the weekend.
