>> reporter: people here in the napa area working hard to get back on their feet after sunday's earthquake and there is still a lot of cleanup left to be done. we'll tell you about the effort to get federal aid to this area. we have developing news from the nevada desert. a tragedy at the burning man festival. new details we just got in about the death of a woman. cracking down on crimes in trains and stations. we'll tell you how b.a.r.t. is going high tech to help make it easier for riders to report crimes. also, another holiday weekend freeway closure in san francisco. the reason the timing of this one may catch some drivers offguard. "mornings on 2" starts now. we're back up live in napa this morning continuing our coverage of the struggles that people are still facing.

a lot of damage has not been touched in the cleanup yet. the -- it's been four days since the quake hit the area. ktvu's alex savidge has been up there all week. coming up in a few minutes, he will tell us what local leaders are doing in a few hours to try to speed up the recovery areas and people are still without water which is tough. thank you for joining us. "mornings on 2." i'm pam cook in for tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, when i ducked out, it didn't feel too bad. >> it's cloudy. yesterday was sunny. there is a big difference. a big fog bank, a system racing up to the northern part of the state has helped to give us more of an onshore breeze which will equal slightly cooler temperatures. a 9 livermore. 58 -- 59 livermore. 58 fairfield. half moon bay, 59. san jose holding at 62. not far away, it's cooler.

18 it's been coming undo. had gusts to 29 at travis. west at concord. northwest napa, oakland. sfo out to livermore, a little more northwest. a little bit more fog. slight cooldown for some away from the coast. i don't think too much change closer to it. fog, sun, mild to warm. 80s to 90s for some. 60s, 70s, closer to the water. here's sal. all right, steve. we're looking at a commute that's busy all of a sudden. a couple of new incidents have popped up. the toll plaza is backed up for 15 minutes. if you are approaching from 880, that approach looks good. this is the precursor of a lighter than-than-usual commute. when that starts to get better, i think the rest of the commute will follow. also looking at the san mateo bridge and 880 northbound, 880, a crash up near davis street has traffic backed up from 238 heading up north toward the coliseum and slow traffic southbound from 238 heading down to fremont. i also want to mention the

traffic continues to slow past thornton where it normally does. 580 is slow coming into the livermore valley and just -- let me see if i can move the maps to the south bay. just got a crash reported northbound 101 at moffett field. a car ran into a tree. this could affect the 237 commute. 7:0 it. back to 280 -- 2:07. back to 280. that looks good. now to the desk. we have continuing coverage of the aftermath of the earthquake in napa. ktvu's alex savidge up there with the action napa county supervisors are expected to take today to help the region recover. you can still see a lot of damage. >> reporter: yeark the damage is ef -- yeah, the damage is everywhere you look. napa supervisors are expected to approve what's called an emergency declaration. that's all in an effort to try to bring federal dollars to this area to help out with the

cleanup. there are issues everywhere you look, including this collapsed carport. dozens of cars trapped underneath after this structure came crashing down early sunday morning when the shaking started. all of these issues making life lift for a lot of people whose cars are stuck under here. all across town, you see buckled roads still and broken water lines are still a major prob -- major problem as well. a lot of people still have no running water. a lot of people have homes they can't live in. business owners have stores and restaurants they can't open because they were so badly damaged. more than 100 buildings had been red tagged since the earthquake. and beyond the damage, many people just say the intense shaking that morning has left them on edge, unable to relax. >> when i close my eyes and

listen to the sunday of something i'm scareed. >> the estimated damage, $00 million. that figure will factor into how much federal aid comes into the napa area. one lawmaker is planning to ask the president to declare a state of emergency soon but that sort of declaration could still be several days away. meantime, as we bring you back here to a live picture, people with the cars under the carport have had to find other ways to get to school or work. and to make matters worse, some insurance won't cover insurance to the cars. we're live in napa, alex savidge, ktvu channel 2 news. well, earthquake insurance will cover some of those repair costs but, unfortunately, only 5% of napa homeowners bought the special policies, that's according to the california earthquake authority. melinda adams is one of the people who did get the coverage. she still has a hallway filled

with broken items and is not getting much of a chance to clean it up. that's because she is insurance agent and is spending 12 hours a day talking to clients, that includes one client whose mobile home was destroyed by fire. >> it gets your heart. it really does. we have to stay focused and get it taken care of. >> insurance companies have set up tents to help answer questions. they say some damage might be covered by auto insurance or renters insurance. they also have advice for everyone in earthquake areas. document everything you own now using photographs or video. that will help when the next strong quake had i hit -- hits. napa valley winery are calling on tourists to come back to the wine country. 95% of napa valley's wineries are open for business. that's according to the press democrat. they are still assessing the damage from the quake. some lost tens of thousands of dollars worth of wine. they say if the tourists stay

away, the losses could have a big impact on the napa valley economy. september is harvest season. that's typically the busiest time of year. the mayor of martinez is calling for property owners to make their buildings safe in the wake of the damage in napa. the city passed an ordinance in 2009 requiring unreinforced masonry buildings to meet current earthquake standards. the contra costa times reports more than three dozen buildings have completed the retrofitting but letters have gone out to the owners of nine buildings that have not submitted plans to the city. work has to be completed by august of next year or the city could red tag those buildings. we're still following developing news. it's about the death that occurred at the burning man festival in the black rock desert in nevada. festival organizers say a woman died early morning after she fell under a bus. now, a ktvu staffer is there at the event and witnessed the scene. now, this statement has been posted on the burning man blog.

they say the woman's death was a terrible accident. almost 100 police officers have been out there patrolling the week-lock event. it's expected to attract a record record of 70,000 people. the fest valley started in san francisco back in 1986. it moved to nevada four years later. well, later today, b.a.r.t. police unveil the latest high- tech crime-fighting tool. they call it the b.a.r.t. watch upia. tara moriarty is at the concord b.a.r.t. station. >> reporter: it's called b.a.r.t. watch. you can take pictures without a flash. so it's quite discreet. then you type in what the problem is, you upload the pictures and location information. it's also gps enabled so officers can pinpoint you if necessary. riders say they've been asking for a safe and silent way to communicate with b.a.r.t. when they are on a train or a

station and they see something suspicious or a crime underway. >> it makes fee feel safer. it's a really good option when you are not quite sure how to handle a situation. you can just easily alert somebody and not draw attention to yourself while doing it. >> reporter: now, an app like this might have come in handy during an incident last june. you may recall a naked aco crow bat began accosting people while doing gymnastic moves at a b.a.r.t. station. passengers can call authorities while use the train intercom. this is just another option. b.a.r.t. will unveil this app at the station at 11:00 this morning. tara moriarty, ktvu channel 2 news. 2 investigates goes inside the special program implemented by only a handful of bay area police departments that keeps tabs on repeat drunk drivers. the so-called hot list is a secret list compiled by the

dmv. it's distributed to police listing people with multiple duis who have not supposed to be behind the wheel. officers use those to keep surveillance on people nearly everywhere they go. 2 investigates asks for a copy of the hot list. we were told it's confidential except to police. tonight at 5:00, we uncover some of the major challenges and criticisms the program is facing and ask whether it's working to keep you and i any safer on the road. 7:10. a lot of big waves along the california coast caused by tropical storm marie which is still moving northwest across the pacific. dangerous waves are bounding the southern california coast. they are pretty to watch but dangerous. a surfer was killed on tuesday by strong waves in malibu. tropical storm marie is expected to get weaker over the next two days. just take a look at some of the damage it caused on catalina island. officials say several boats and dry dock, they were knocked

dispute over the installation of a car stereo. he's in the los angeles county jail. it's not known when he will be extradited to oakland. two bay area teenagers accused of brutally beating a dog during a burglary in san jose, they may also be linked to several other break-ins. police say the boys, 13 and 14 years old were arrested tuesday while police were investigating several burglaries on burnside drive. in one of the burglaries, a chihuahua was beaten with a golf club, beaten so badly, it had to be put down. police say the teenagers may be responsible for at least seven burglaries in that area. certainly concerning, not only to the officers here but to the members of the community and you know, at this point, the juvenile justice system will be taking over and looking into any sort of counseling services they can provide. >> now, both minors were booked into santa clara juvenile hall charged with residential burglary. but the 13-year-old suspect is charged with animal cruelty also.

there are reports that jpmorgan chase and four other large financial institutions have been hacked. although j.p. morgan won't confirm the report, it does say companies of its size experienced -- experience describe attacks every day. the fbi is working to find out the size of the attack but would not release details. the original report believes russian hackers are behind the attack. a flight from canada to cuba had to turn back and it had a fighter jet escort after two women started fighting on the plane. a spokeswoman for sun wing airplane says the women drank and i'm quoting "significant quantity of their duty-free alcohol in the plane's bathroom yesterday, then they lit a cigarette. that triggered a smoke alarm, the women started to fight and reportedly they made a threat against the plane." both of those women were arrested when the plane land

back in canada -- landed back in canada. many students at a east bay community college are upset they didn't get a warning about a hazardous material scare. smoke was pouring from two barrels on tuesday at a chemical plant at chabot. a shelter in place alert went out to homes. but the school that had thousands of students was never notified. >> something could have definite happened to us. i'm disappointed that i didn't find out until i got home. >> chabot college's president said the school may not have been notified because of the distance from the chemical company and the direction of the wind that was blowing. she also adds the school safety officer did go to the scene and was told that the college should not be concerned. new this morning, the news you've been waiting for. it's official. brad pitt and angelina jolie are husband and wife. a spokesperson confirms the couple tied the knot in a

french village. it was a small ceremony conducted by a judge from california. all six of their children took part. they started dating back in 2005. they've been engaged for two years. they said they would not get married until gay marriage is legal in all states. people are already commenting on twitter. >> feeler, pam? >> i know sal has not been sleeping wondering about the news. >> absolutely, pam. absolutely. no, not really. [laughter] >> thank you, pam, that was funny. let's take a look at what we have. 101 was slow. i was wonder what was going on. there is a crash up the road. northbound 101 at moffett field where a car ran off the road and into a tree. injury accident, traffic a little bit lighter because the traffic already recovered here

in this area. it's a little slow in sunnyvale. i also want to mention that we have slow traffic on 880 northbound coming up to oakland because of an earlier problem in oakland near the coliseum. it's clear. but traffic is slow. 580 is a decent alternate. 580 looks good through oakland. when you get to the bay bridge toll plaza, the traffic here is moderate. it's about a 15-minute delay. if you are approaching from 880, i would say that would be the best approach, especially if you have fastrack. i want to mention our cameras caught a high-speed chase on interstate 880 in oakland and just after 4:30 this morning, just after we went on the air, we noticed 100-mile-an-hour plus chase right through the middle of downtown oakland and then headed south toward the coliseum. and it continued for a good long while as the chp was considering at one point doing a round robin to keep cars away from this high-speed chase southbound. one more shot of it here will show us that southbound 880, the cars are coming pretty fast approaching the coliseum.

eventually got off in east oakland where that -- either the man surrendered or his car konked out. no one was hurt. let's go to steve. thank you, sir. we have a much, much bigger fog bank today compared to yesterday. a lot of areas were clear. the coast didn't have much fog. marin did. today there's a lot more to go around. 59 in san francisco. it should be 55. water temperatures continue to keep the coast and much of the san francisco around the bay, the lows well above average. 68 for a high which is close to where we should be this time of year. oakland's low should be 56. checking in at 68. 75. yesterday one above far many locations but the fog has come screaming back because of the system pushing in. that's helping kind of enhance the fog a little bit. tropical storm now marie not much left of it continues to work its way out in the pacific. some of the moisture once it falls apart might head back in

our direction over the weekend. that would be about it. the breeze has picked up. it collapse. without the delta breeze temperatures warmed up in the 90s. it's running cooler. livermore is in there. fairfield, mid-50s. napa as well. half moon bay, 59. fog back on much of the san mateo, santa cruz coast. that was not the case yesterday. still some 60s and 50s. la honda, 52 on the peninsula. los altos hills 59. palo alto says 63. menlo park 60. same for foster city and belmont. you can see the water temperatures, 64 point reyes. san francisco buoy, monterey i think bodega bay is at 62. very warm. it's not el nino. it's we've had a southerly breeze for the longest time. that keeps warm conditions on the coast and also those warmer ocean temperatures. 59 up in ukiah. there is the gray. that equals a cooler pattern inland. still warm. fog, is up, warm. breezy at times. now the braze won't help

now he admits he lied about it, that he was wrong not to tell the truth and usc is apologizing for the post. as of right now, we still don't know how shaw really injured his ankles. he has been indefinitely suspended from the football program. developing news in ukraine. the president says russian troops have crossed the border. they are invading ukraine. this could be a big problem for the united states. also up next, we're learning about a possible new clue in the search for that missing malaysian airlines flight. the phone call that may need to clues and the location of the plane.

an employee from the centers for disease control back in the u.s. after being

exposed with the ebola virus. that person came in contact with an international worker who had the virus. the cdc said the employee is not sick, has no symptoms and is no risk for pub -- to the public. that worker is not being isolated right now but will be watched over the next three weeks. there is word about the possible new clue about the missing malaysian flights 370. australian authorities are analyzing an attempted satellite phone call made by the ground staff of malaysian airlines to that plane after they lost radio contact on march 8th. authorities say based on information from that phone call, they now think the plane turned south earlier than they first thought. despite months of searching for it, no signs of that plane have been found. we do have tragic update on the story about the employee

working for "cop". that man was killed on a segment of an armed robbery at a wendy's. police say the suspect had a gun, fired shots at them and opened fire. now, the photographer was hit by a bullet from a police officer's gun. the suspect's gun turned out to be a pellet gun. that suspect was also killed. the entire incident remains under investigation. a serene memorial was vandalized for the second time this month. earlier monday morning, police say someone damaged names etched in the a.i.d.s. memorial grev. they say the vandalism is unlike anything he's seen before. >> in all likelihood, the cost of the damage is in the hundred of thousands of dollars, may even approach a million dollars at this point. >> the original stone engraver will examine the damage tomorrow to see if his work can be repaired or if it has to be replaced. now, it's the second incident

of vandalism in the grove this month. two weeks ago, someone cut down trees and damaged benches. police say it's too soon to call the incident hate crimes but they are increasing patrols in that part of the park. well, once again, 280 in san francisco will be closed for a holiday weekend. why this latest closure may surprise many drivers heading into the city today. disturbing video of a ceo of a sports concession company repeatedly kicking a dog has infuriated animal lovers. it's a company that services levi stadium. we'll tell you how the 49ers are responding. and we're still looking at traffic on 280 in san jose. we're getting a little bit of slowing still. i will tell you what the south bay commute is looking like coming up. wasn't much fog yesterday. temperatures warmed up considerably. there is a lot more today, especially up and down the coast. a little cooler. we'll have the cooler forecast.

[laughter] >> i was just busy tweeting there, pam. pam was saying facebook, twitter, this. i had to tweet out the visible satellite. it's showing a lot more fog today than yesterday. yesterday, the coast hardly had any. it stuck around longer. point reyes north. there is a lot more over the bay. the system is a low, sweeping into the north helping enhance the fog and give us more of a westerly breeze. it remains a -- marie remains a

tropical storm. calistoga, 51. angin 56. 55 petaluma. 57 sebastopol. the delta breeze holding steady. it was about 12, 9. westerly at concord. westerly at livermore. slight cooldown from yesterday. still warm, but near average to slightly above. yesterday was well above for some. a little cooler. 80s for many through the interior. 60s and 70s. coast and bay. here's sal. good morning. we're looking at traffic that's busy even though it seems a little lighter than usual. it doesn't mean it's completely open for you. we'll start off at the bay bridge toll plaza. we have a 15, 20-minute delay. you look over to the left and you see the ramp from 880 is the best way to get there. you will kind of bypass a lot of the traffic. a 20-minute drive time into san francisco from the toll plaza. interstate 880 heading south toward the coliseum looks good. but northbound 880 you are going to see it.

it was an earlier crash. 880 near 98. that's gone. if you are making the choice, i would say make the choice and get on 580 instead. if you are going to be in the city this afternoon, you will want to plan ahead. northbound 280 is going to be shutting down, happening today at 2:00. ktvu channel 2 reporter, brian flores is live in san francisco with more on how this closure could catch a lot of people by surprise. >> reporter: all right, sal. good morning. when crews were working on the southbound direction during the memorial day and july 4th weekend, the work started really after the evening commute. this time around, taking a look at northbound 280, traffic moving nicely. works begins at:00 in the afternoon. that certainly -- at 2:00 this afternoon. and that could have an impact on traffic. here is a map of the closure. it affects northbound 280 from the 101 interchange to king street near at&t park. keep in mind, too, thatler northbound onramps that will be closed. it includes alemany boulevard, the 101 connector to 280,

indiana street, 25th street as well as 18th street. work similar to what they did on the south side is about retrofitting. they will replace hinges near cesar chavez street. crews want to get this work done sooner rather than later, especially with the timing of the earthquake in napa on sunday. but they tell the chronicle, they are starting not as a reaction of the quake but this was planned and it gives them more breathing room. with the closure starting at 2:00 this afternoon on thursday, today, the closure has many people packing patients for the weekend especially with the giants in town. >> i feel like i will be forced to take caltrain. >> rather than try to go all the way around? >> too much of a hassle. >> we'll stay home and avoid the traffic. having to find an alternate route, really. >> reporter: the project is expected to last until 5:00 a.m. on tuesday which is when it's

expected to reopen for the morning commute. northbound traffic during the weekend will be routed onto 101. many people are being urged to take public transportation this weekend. take it back out here line, we're on the 18th street onramp on 28. the sign says ramp closed from 2:00 p.m. to 5:00 a.m. on tuesday. we should mention that southbound lanes on 80 will be fully open -- 280 will be fully open. brian flores, ktvu channel 2 news. >> all right, brian. a marin county judge has ruled that a north bay tech executive accused of severely peating a man in a road rage incident will stand trial. they say that jeffrey smock attacked a man in april after the man's truck passed by smock while he was riding on his bike. a witness says at the next traffic, smock sped up to that truck and punched the driver several times. the man got out and smock allegedly kept hitting him.

now, smock you a lair said there are other -- smock's lawyer said there are other accounts favorable to smock. the ceo of a multibillion- dollar company that provides services to bay area sports stadium is getting a lot of criticism and the fury of animal lovers. he was captured on video repeatedly kicking a dog. ktvu's janine de la vega is joining us live from santa clara. you are at levi stadium. this is one of the places that company serves. good morning. >> reporter: good morning. center plate is condemning the ceo's actions. this is blowing up on social media. 49ers' fans and others are tweeting center play and at levi stadium and saying they are gonna boycott concession stands. this is surveillance video from inside an elevator at a vancouver hotel showing the ceo desmond hay. you can see him repeatedly kicking his friend's dog a 1-

year-old doberman as the dog was lying in the corner. he is seen jerking the dog with the leash nearly picking him up. reach's reached back -- we've reached out to the jaents and are waiting -- out to the giants and are waiting to hear back. but they said they are disturbed about this. we believe his actions are not reflective of the efforts and service provided by the hundreds of employees working to present our fans with a tremendous experience at the stadium. centerplate is requiring him to donate money to animal cruelty. hague apologized and said he was ashamed. we asked people this morning about their thoughts on his

punishment. >> i would be hesitant to go to at&t and buy any food from that stadium seeing this video. >> reporter: now, there is an online petition on change.fall august -- change.org falling for him to be fired. janine de la vega, ktvu channel 2 news. well, the 49ers and the raiders, they are getting ready for their final preseason games before the regular season starts. both teams play their final preseason games today. the raiders hosting the seattle seahawks. you can see that game right here on ktvu channel 2. that's at 7:00 tonight. the raiders open their season september 7th, they will play the new york jets in new york. now, tonight the 49ers are in houston, texas. the kickoff against the texans, 5:00 p.m. the 49ers open their season september 7th against the dallas cowboys.

a second incident of vandalism at a pg&e station in santa clara county is again raising concerns about the security of the power grid. pg&e says someone used wire cutters to cut holes in the chain-link fence at the substation on metcalf road yesterday and they stole construction equipment. it's the same substation where snipers shot at 17 transformers last year. the snipers were never caught despite a $250,000 reward. >> since the april 2013 incident, this is the first time we've been out here for a crime-occurring at the -- crime occurring at the substation. we understand this is a critical infrastructure to the region. >> mike honda says this is troubling. pg&e allocated $100 million after last year's breach to improve security at critical substations. those improvements will include replacing the chain-link fence

at the substation in santa clara county with a wall but that's not until the end of the year. now, earlier this year, 2 investigates probed security at the metcalf plant. claudine wong found an open gate and very little in the way of security personnel. in fact, she drove around the substation for a half-hour before anyone stopped here. we've posted that story at ktvu.com. look for our hot topics section. happening today -- former secretary of state hillary clinton is back in the bay area. this morning at 11:30, hillary clinton will deliver deliver the keynote address at a technology address. it will be at the st. regis in san francisco. hillary clinton in june appeared at san francisco's orpheum theater. it was part of her national book tour. she will be back in san francisco in october joining nancy pelosi for a democratic party fund-raiser. right now, it's 7:40. quake victims in napa, still

welcome back to "mornings on 2." we're now hearing that a second american has been killed in syria while fighting alongside isis militants. reportedly, he's a 29-year-old somali american from minneapolis. according to the reports, he died in the same battle as douglas mc-- mccarther mccain. mccain was living in san diego but grew up near minneapolis as well where there is a large somali community. community leaders say isis has been actively recruiting young men to fight in syria. we have developing news out of ukraine. security spokesmen say russian military tanks and 1,000 troops have entered a strategic town. ukraine's president is calling a full-scale russian invasion. the united nations security council has scheduled an emergency meeting for a few

years. kyla campbell has all of the developments from our washington, d.c. newsroom. >> reporter: ukraine said dozens of tanks and other military vehicles began an attack including fighting missiles at ukrainian troops. they say the border guards left their post because they didn't have any heavy equipment. this is happening in a town that connects the crimean peninsula. this morning, poroshenko called for an emergency meeting. just two days ago, vladimir putin met with poroshenko and said he supported a peace plan. my white house contacts said they have new statement on ukraine but says the administration has called on putin to end the escalating tension. >> roll back their mt. from across the -- military from across the border to stop providing weapons and materiel and training to the separatists, to try to reach a political agreement with the ukrainian government. >> reporter: what the united nations wants to know about the thousands of russian troops on

in may. a 17-year-old, has a 4.67 gpa. he was a finalist for a quest bridge scholarship. that comes with a chance at a full scholarship to school schools like stanford where he was hoping to study ecnearing. his application was turned down because his high school never sent his transcripts. >> considering the fact that i was rejected purely because they made a mistake, that made me really upset. >> i can believe that. apparently, a lot of students in the san diego unified school district had similar transcript problems. the school district says it was a technical glitch. as for lincoln, he says he's passed the frustration. he will be moving into dorms at pam cook's alma mater, ucla with a full ride scholar ship next week.

fire crews in vallejo still watching out for hot spots from a huge brush fire.

it started near the junction of highway 37 and 29. no one was hurt but fast-moving flames came dangerously close to homes. the fire caused tension moments for some people in vallejo still shaken up by the quake. >> i was stiller in vit from the earthquake and -- i was still nervous from the earthquake and i thought now we have this. >> firefighters believe the fire started in a nearby homeless camp. a peninsula man is in jail accused of a suspected hate crime in palo alto. it happened late saturday night in a parking lot on emmerson street. investigators say 26-year-old shane patrick collins stole a man's cane, then used it to brutally beat two men. witnesses tell police the attack came after collins yelled racial slurs at one of the victims who is african- american. both victims were treated for their injuries at the hospital and later released. police arrested collins there

at the scene. oakland police hope surveillance video at the corporations yard will provide leads in a very disturbing discovery. some oakland city workers found a noose hanging from a city truck in that yard tuesday night. now the hanging noose is associated with lynching of after ams in the south. some believe this may be tied to years of racial tensions in the south. >> urjob is to make sure that the workplace is free of intimidation, free of the most outrageous forms of racism and we take it very seriously. >> now, this is not the first time this has happened in oakland. a union representative showed ktvu news another noose. it turned up at a city worker's desk four months ago. apple could be introducing more than the next iphone next month. the technology website recode says apple will also unveil a

it collapsed yesterday. the temperatures soared up. concord still west. napa west, sfo out to livermore. a little bit more of a westerly breeze. so the fog will burn off a little slower here today. that means cooler forecast. a little breezy at times. nothing crazy. but 80s low 90s for some in the interior. 60s, 70s, coast and bay. here's sal. right now we're looking at slow traffic in many areas and we're looking at the toll plaza where traffic is going to be superbusy as you drive up to the toll plaza although, again, the 880 approach is good. and it is lighter than it normally would be. this is 880 in oakland. it's been slow because of earlier issues. northbound 880 near 98 we had a crash. we also have a crash in milpitas. i want to put it on the maps for you. the crash is westbound 237 at zanker road. i put a little icon. traffic is backed up all the way over to 680 on 237. after that, though, there is a break and then there's slow

traffic approaching 101 again. so 237 is not that great. you might want to think about using the mon that gu expressway as an alternate -- montague expressway as an alternate. back to the desk. we have continuing coverage of the aftermath of the earthquake in napa. alex savidge joins us with the work that's underbay to repair -- underway to repair some of the homes and businesses and the move the county leaders are planning for today. >> reporter: pam, good morning. we're here in downtown napa along first street. there is quite a bit of activity going on behind us. let me give you a look live. you can see work crews are beginnic the process of doing -- beginning the process of doing repairs in the downtown area that houses an italian restaurant. they will be doing work to the outside of the place. this is one of the ones that was yellow tagged. as soon as they get this work done, they are hoping to reopen. everywhere you go, you see this kind of damage. many stores and restaurants will be closed. later on today, though, the napa county board of

supervisors is expected to approve an emergency proclamation. that's another step to try to bring in federal dollars to pay for the cleanup in this area. all across town, you still see buckled roads and there are broken water lines underground. more than 80 water leaks have yet to be repaired. many people still have no running water. a lot of people have many homes that can't be lived in and business owners and storeowners have restaurants and shops that were badly damaged and can't open. more than 100 buildings have now been red tagged here. no one can go inside those places. but some businesses got lucky after the earthquake. jack's diner downtown had only about $10,000 worth of damage. the place has been open since sunday morning. but the challenge now is trying to get customers back into this area. >> absolutely. sad situation for a lot of people on first and second street. here's here to be open and hopefully in some way that helps them a little bit, too,

return to normalcy and get pushed forward a little bit. >> reporter: napa city leaders estimate the damage that was done to homes and businesses was roughly $300 million. that does not include all of the damage that was done to infrastructure in this area. that's still being tal lid. but that -- tallied. but that damage estimate will factor in how much federal aid comes in this area. one lawmaker up here in the napa region is working right now and planning to ask the president to declare a state of emergency soon but in all likelihood, that decision could still be days away. in the meantime, a lot of folks on the ground here, a lot of work crews on the ground working to make repairs to buildings to try to get stores and businesses back open. we're live this morning in napa, alex savidge, ktvu channel 2 news. >> all right. thank you. earthquake insurance will cover some of those repair costs. however, only 5% of napa homeowners purchase that specialized policy according to the california earthquake

authority. melinda adams is one of that 5%. she still has a hallway filled with broken items. she isn't getting much chance to clean up. she's also an insurance agent and is spending 1 hours a kay talking -- 12 hours a day talking to her clients. that includes one whose mobile home was destroyed by fire. >> it gets your heart. it reallies to. we have -- it really does. we have to stay focused. >> insurance companies have set up tents at the red cross shelter answering questions. they say some damage might be covered by auto insurance or renters insurance. they also have advise for everybody in earthquake country. make sure you document everything you own now using photos or video. that will help you when that next strong earthquake hits. a new biography is in the works that chronicle the life of robin williams. new york times journalist confirms that he's working on what he calls a definitive

biography. he wrote the obituary that ran in the new york times. after williams committed suicide, he wrote a 2009 profile of the comedian for the people. a title for the back has not been announced or when it will be published. we're learning to follow developing news about a death at the burning man festival in novato's black hostage desert. festival organizers say a woman died earlier had this morning after falling under a bus. a staffer is at the event and witnessed the whole scene. according to a hospital in the area, the this is the second death at the festival since 2011. this statement has been posted on the burning man blog. they call the woman's death a terrible accident. close to 100 police officers have been patrolth the week- long -- patrolling the week- long event. it's expected to draw a record crowd of almost 70,000 people. the burning man festival started in san francisco back in 1986. it moved to nevada four years

later. 8:05. 2 investigate goes inside a special program used by only a few bay area police departments. it keeps tabs on repeat drunk drivers. the so-called hot list, it's a secret list compiled by the dmv. it's sent out to police departments listing people with several dui offenses who are not supposed to be behind the wheel. police officers use that information to keep surveillance on those people almost every place they go. >> we try to do as much research as we can to identify the person about them, to verify addresses. if we could find a work address for someone, we'll follow them at work as well as at home. >> now, investigates asked for a copy of that hot list but we were told it's confidential. only for police. tonight at 5:00, we uncover some of the major challenges and the criticisms the program is facing. we asked if it's working to keep you any safer out there on the road. well, in a few hours, b.a.r.t.

welcome back to "mornings on 2." 8:12. two bay area teenagers accused of a disturbing story of brutally beating a dog during a burglary in san jose.

they may also be linked to several other break-ins. police say the boys 13 and 14 were arrested tuesday while police were investigating several burglaries on burnside drive. in one of the burglaries, a chihuahua was beaten with a golf club. its injuries were so severe, it had to be put down. police say the teenagers may be responsible for at least seven other burglars in the area. >> certainly concerning, not only to the officers here but to the members of the community and you know at this point, the juvenile justice system will be taking over and looking into any sort of counseling services they can provide. both miners -- minors were looked into juvenile hall and charged with residential burglary. the 13-year-old suspect charged with animal cruelty also. 8:13. many students at an east bay community college are upset. they didn't get warnings about a hazardous materials problem near their school earlier this week. chabot college is about a mile away from this yard where smoke

was pouring from two chemical barrels on tuesday. a shelter in place alert went out to homes but the school, which has thousands of students was never notified. >> something could have definitely happened to us. i am disappointed that i didn't find out until i got home. >> now, the president of chabot college says the school may not have been notified because of the distance away from the chemical company and the direction of wind was blowing. she also said the school's safety officer did go down to the scene and was told the college should not be concerned. the state assembly is set to vote on how much insurance drivers for ride sharing companies have to have. state senators have approved a bill that would require drivers for uber lyft and other companies to have $200,000 in insurance when they are not carrying passengers. drivers carrying passengers have to have a million dollars

in nirs coverage. uber and lyft support that compromised plan. a flight from canada to cuba was forced to turn back with an escort by a fighter jet after two women started fighting on the plane. a spokeswoman for sun wing airlines says the woman drank "a significant quantity of their duty-free ql" in the plane's bath roo. they then lit a cigarette and that triggered the smoke alarms and then the women started to fight and reportedly made a threat against the plane. both women were arrested when the plane landed back in canada. 8:15 is the time. back over to sal. unfortunately breaking news out of napa. more possible earthquake damage, sal? >> we have a sink home that's opened up in -- sinkhole that's opened up in napa. the biggest scene, it's near scenic drive. our crew has arrived. they tweeted a picture of it. they say it's disrupting traffic in the area. officers are on the scene and

they are urging drivers to avoid the area. we have a crew that's there again. i just saw them -- i think it was alex who tweeted a picture. someone did and they are getting set up for a live shot. we'll show you that coming up. let's take a look at the bay bridge toll plaza westbound. you can see traffic has lightened up considerably. it's about a 15-minute drive getting into the area. i want to mention some highway 37 traffic. we've had some slow traffic there also slow traffic on highway 29 getting to and from napa. 37 slow over to highway 121. just got some new information about the pursuit we had that our cameras caught this morning. el cerrito police first noticed it and started a pursuit of a wanted burglary vehicle. they asked for chp help. chp picked up the chase on 80. it led onto 880. speeds reached at about 110 miles an hour. this is all told to me by chp officer. the vehicle exited eventually

welcome back. 8:23. a man wanted for a double homicide in oakland, he was arrested in mexico after 13 years on the run. 39-year-old carlos cervantes was arrested in guadalajara. he's accused of killing patrick reyes and alex angelo back in 2001. it was a dispute over a car stereo. cervantes is now in the los angeles county jail. we don't know when he will be

extradited to oakland. a marin county judge has ruled that a north bay technology company accused of severely beating a man in a road rage incident will stand trial. police say that jeffrey smock attacked a 56-year-old man back in april after the man's truck passed smock while he was riding on his bike. a witness says that at the next traffic light, smock sped up to the truck and punched the driver several times. the man got out of the truck and smock allegedly kept hitting hill. smock's lawyer said there are other witness accounts, more favorable to smock and he says police never determined whether that truck driver was intoxicated. well, a very special memorial in san francisco's golden gate park was vandalized for the second time this month. early monday morning, police say someone damaged names etched on the stone panels and benches in thade memorial grove. the executive director of the grove tells us that the vandal imis unlike anything he's seen before. >> in all likelihood, the cost

of the damage is in the hundred of thousands of dollars, may approach a million dollars at this point. >> the original stone engraver will examine the damage tomorrow to see if his work can be repaired or if it has to be replaced. it's the second incident of vandalism in the grove this month. two weeks ago, someone cut down trees and damaged some of the benches. police say it's too soon to call the incidents hate crimes but they are increasing patrols in that part of the park. 8:25. the mayor of martinez wants property owners to make their buildings earthquake safe after that big quake and the damage in napa. cynthia martinez passed an ordinance back in 2009 requiring unreinforced masonry buildings to meet current quake safety standards. the contra costa times reports more than three dozen buildings have completed the metro fitting -- retrofitting. letters have been sent to others who have not submitted plans to the city. the work has to be completed by

28th. i'm dave clark. let's check your weather and traffic now. steve is over there. >> thank you, sir. we have a much bigger pronounced fog bank. that means a cooler forecast. some inland areas will be warm to maybe on the hot side. not as hot as yesterday. the system to the north is punching in near eureka. crescent city has picked up the fog bank and increased it rapidly. not as warm as 24 hours. slightly cooler on the lows. it will still be warm away from the coast. mild closer to it. water temperatures continue to be warm. 80s, 90s for some. 60s, 70s for others. just got off the phone with b.a.r.t. they have a medical emergency at the 24th street station in san francisco. that's bound to cause delays in fact they already say it's causing delays. we'll see how long it takes san francisco fire and medics to get this person out of there and hopefully they will be okay. but it's going to affect the trains. let's take a look at 237

we have. it's a pretty good sized sinkhole that opened up on enkensington circ. you can see it's filled up with water. this morning, the roadblock offed in the area. anyone who lives around here will have to find another way to get around. this sinkhole opened up this morning, water was rushing through the streets and the soil, of course, eroded underneath the road. that caused the pavement to give way. we understand in talking with one of the workers who was out here that the repair work in all liklihood may begin today but this gentleman i was speaking with told me they have a lot of other sinkholes that they still have to get to all around town. it's really unclear when they may get to the repair work. but a sinkhole on kensington circle to be aware of. alex savidge, ktvu channel 2 news. >> all right. thank you for the update. 8:32. meantime, the ceo of a multibillion-dollar company that provides services to bay area sports stadiums, he's

facing criticism and the anger of animal lovers. he was captured on video repeatedly kicking a dog. ktvu's janine de la vega joining us live now from levi stadium in santa clara, one of the places his company serve, good morning janine. >> reporter: good morning. well, the centerplate ceo is getting blasted on social media when it comes to animal cruelty. people have strong opinions and reactions. some sports fans are urging arenas like levi stadium to stop doing business with centerplate or to boycott the concession stands. here is the surveillance camera at a vancouver hotel showing centerplate's ceo, desmond hague. you can see him repeatedly kicking his friend's dog. a 1-year-old doberman as the dog was lying in the corner. hague is scene yasmg -- yanking the dog's neck by the leash. centerplate has the food

contract at levi stadium and at&t park. we've reached out to the giants for reaction and are still waiting to hear back. the 49ers released a statement saying the organization condemns the abuse of animals and was disturbed to learn of the recent news regarding hague. we believe his actions are not reflective of the efforts and service provided by the hundreds of centerplate employees working to serve our fans at levi stadium. centerplate's board voted to put hague on probation and are requiring him to donate $100,000 to help protect animals in vancouver. he will have to spend 1,000 hours in community service in an ail mal organization that protects animals. hague said he was ashamed. he said he had minor frustration with a friend's pet and caused him to lose control of his emotions. we asked people about the situation. >> i wouldn't want to association myself with anyone

snipers owned fired. the snipers have never been caught despite the offer of a $250,000 reward. >> since the april 2013 incident, this is the first time we've been out here for a crime relating automatic the -- at the substation. >> south bay congressman mike honda says the new security breach is troubling and it's a sign that that facility is still vulnerable. pg&e allocated $100 million after the breach last year to improve the security at critical substations. those improvements will include replacing the chain-link fence at the substation in santa clara county with a wall next year. earlier, 2 investigates probed security at that metcalf plant. claudine wong went there, found an open gate and very little in the way of security personnel.

northbound 280 from the 101 interchange to king street near at&t park. it is expected to be closed until tuesday morning at 5:00 a.m. hopefully crews will be able to get the work done faster like they did before. keep in mind, there are some northbound onramps that will be closed as well. it includes alemany boulevard, the connector to 280 at indiana street. 5th street as well as the 18th street onramp. the work is similar to what we saw during the memorial day and july 4th weekend. it's all about earthquake retrofitting. crews will be replacing bridge hinges near cesar chavez street. with the earthquake on the minds of many, caltrans says this was not a reaction to the quake. this was planned in advance all long. it gives them more time to get the work done. but with the closure starting at 2:00 this afternoon, the closure has many people packing patience. >> yeah, i wasn't aware that 2800 was being shut down. i feel that will cause a great impact on the commute.

welcome back. our time is now 8:43. let's bring you up to date on some of the top stories top stories we're following for you right now. we're still following developing news about the death of a woman this morning at the burning man festival in nevada's black rock desert. organizers say a woman died early today after falling under a bus. now, according to a hospital in the area, there have been two other deaths at the festival since 2011. if napa county supervisors expected to approve an emergency declaration today to help with the relief effort after that huge earthquake on sunday. city leaders say the quake caused $300 million damage to homes and businesses. officials also plan to ask president obama to declare a state of emergency. and in a couple of hours from right now, b.a.r.t.

night. a hanging noose, as you know, is associated with the lynching of african-americans in the south. some of the city workers think this noose may be tied to years of racial tension in oakland. >> it was in the back of a pickup truck, laced back and forth. >> our job is to make sure that the workplace is free of intimidation, free of the most outrageous forms of racism. and we take it very seriously. >> this is not the first time this happen happened in oakland. a union representative showed another noose. it turned up at a city workers' desk four months ago. a peninsula man is behind bars accused in the suspected hate crime in palo alto. police say it happened late saturday night in a parking lot on emmerson street. investigators say 26-year-old shane patrick collins stole the man's cane, then used it to brutally beat two men. witnesses tell police that the attack came after collins yelled racial slurs at one of the victims who is african-

american. both victims were treated for their injuries at the hospital. then released. police arrested collins at the scene. 8:55. happening today, the santa rosa mother is accused of assaulting an 11-year-old boy who she believed was bullying her daughter. she's due back in a sonoma county courtroom. now, prosecutors are expected to announce if they are gonna file formal charges against delia garcia brachford. she's repeatedly denied assaulting the boy at olivet t school in may. however, someone said the accusations are credible. brad pitt and angelina jolie are finally husband and wife. a spokesperson confirms they tied the knot on their estate in france saturday. it was a small ceremony conducted by a judge in california. all six of their children took part in the ceremony. pitt and jolie started dating back in 2005. they've apparently been engaged
