decisions in connection with the deadly 2010 san bruno gas pipeline explosion. the commission's decision penalizes pg&e 1.4 billion. that is the largest safety- related penalty ever levied by the pcuc. a judge found pg&e committed 3700 violations of state and federal rules laws and regulations in its relation to the pipeline system. the order also says the $1 point fine must be -- $1.4 billion fine must be paid by shareholders. tom vary tom vacar will have -- tom vacar will have more at 5:00. good afternoon. i'm claudine wong in for tori campbell. a very disturbing video shows a man being cornered by an angry group of people.

>> reporter: janine de la vega has more. >> reporter: we sent the video to police. as soon as police saw it, the assault unit started to investigate. it takes over several minutes, this video, and we made sure to blur the faces of the people in this video. the cell phone video starts with a man punching and oler man in a light blue colored shirt. the man who punched said that's my son. throughout the video, people can be heard saying the man in the blue shirt exposed himself to a child. it appears he doesn't understand english. the man is hit in the face six times. he tries to escape getting attacked more but is stropped by a group of -- stopped by a group of men who hold him. after the last punch is thrown, his face is bloody and he

stumbles off. police were called to fowler for a report of indecent exposure and a beating of an elderly man. when officers arrived, none of the reports parties were there. they were able ta locate the -- able to locate the victim. >> we're going to figure out what happened, what provoked this disturbance. on the back end, we don't condone vigilantism. if there is a crime, report it to the splice and let us -- to the police and let us do our investigation. we don't condone assaulting them because you believe a crime has occurred. >> reporter: police will examine the video to see if they can identify the people in it. investigators say video can be extremely helpful in putting the pieces together in a case like this. we do have a crew at the park this morning trying to find anyone who may have heard of this incident. my colleague will have more on this coming up at 5:00 and

6:00. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. well, developing news. a new video just posted to the internet today shows what appears to be a second american journalist beheaded by isis. jacqueline fell is live in washington with more on the identity of the journalist and what we're learning about the video. jacqueline? >> reporter: claudine, the u.s. government is trying to authenticate the video. it appears to show steven sotloff detapcated by a -- decapitated by a member of isis. steven sotloff was a journalist. he turned up in a video last month when isis beheaded james foley. the militants threatened to kill steven sotloff next if the u.s. would not stop pelting iraq with airstrikes. in the video, the militant group says it will make lives unless u.s. bombings stop. the a.p.

did what he did or allegedly did what he did. that's dangerous. >> reporter: some of the domestic violence advocates are hoping mcdonald is suspended until the case is resolved. the team is expected to hold a practice today. a family outing in marin county turned into a search for a swimmer. the man went missing yesterday and attempts to find him have been unsuccessful. tara moriarty joins us live from marin county with the efforts underway today. >> reporter: we're on the cliffs actually right above drakes beach. we saw a park ranger are the park service. et -- he was driving around searching the mountains around the water looking for the missing man. according to the national parks service, this is still an active search. here's what we know. yesterday afternoon, three family members decided that they wanted to take a hike at drakes beach. they waded through shallow water to get to the estuary and

then hike up mountains. when they hiked back a few hours later, that's when they ran into trouble. >> they actually thwarted across the very low water there at the time. it was on the direction back. now you are talking -- even a couple of hours later, then, you know, the timing was such that the tide was coming in and it comes in with a strong force behind it. >> reporter: two of the people in the group lost sight of the missing man. he's only described as a man in his 20s. two dive teams are out here on the water. two coast guard watercraft and once the fog lift, the chp will launch its helicopter. the coast guard says the area the people were swimming in is about half amile across. search and rescue will continue with the search until it gets dark and then make a decision about what to do next. live from point reyes, tara moriarty, ktvu channel 2 news. >> all right. thank you for the update. right now, the highway patrol says thousands of pounds of books are being unloaded a

big rig that crashed near the san francisco airport. it happened around 9:45 this morning and it blocked the millbrae avenue offramp. the highway patrol says the big rig crashed and rolled on its side, trapping the truck driver inside. officers closed the offramp and issued a sig-alert. emergency crews pulled the driver from the vehicle. the offramp is expected to be closed for another hour and a half. there is no word on the driver's condition. repair work is underway at san ramon high school in danville after police say a man stealing copper wire cut power to the stadium. police arrested 41-year-old damon carson who they say was stealing copper wire from a light pole behind the bleachers. right now, none of the lights work which was just redone earlier this year. now school maintenance crews are rushing to fix the lights with a freshmen football game coming up on thursday night. hopefully we'll be able to get it fixed by then.

if not, we've been done this road before, we'll come up with other plans. >> the man faces grand theft charges. so school the school district has not figured out how much repairs are gonna cost. a 26-year-old man is in custody accused of breaking into the indonesian consulate in san francisco. police responded to reports of a break-in at the building on columbus avenue in the city's north beach neighborhood. that's where they found that broken window and spencer from south carolina. he was inside. he has been arrested and booked into the county jail for vandalism and trespassing. a san francisco firefighter is recovering after suffering a sprained ankle fighting a fire this morning. the fire was reported just after 6:30 a.m. at a four-story building on ellis street in the city's tenderloin district. the one-alarm fire was centered in the building's basement. it took fire crews about an hour to put it out. the cause of that fire is under investigation. school is in session today at healdsburg high despite an early-morning fire that damaged

the gym. it started before 3:00 a.m. on the roof of the gym. no one was inside. school officials say that fire may have been started by an electrical problem. >> it appears to be caused by an electrical short somewhere on the lighting system on the top of the building. nothing suspicious. these things happen in older buildings. fortunately, the fire department got here very fast and put the fire out and we have the building cordoned off. >> firefighters put the flames out quickly. there's water damage inside the gym. there's also damage to the ceiling. we're waiting to find out the identity of the man killed after an amtrak train plowed into his minivan last night. it's not clear what the van was doing on the tracks. the driver was declared at the scene. he was the only one in the car. 218 passengers were on board. they were not hurt. firefighters say the train's conductor and crew were visibly shaken. >> they are very upset.

mateo county. investigators say the boy was using a 22 caliber rifle on saturday at his family's vacation home. police say when he began to complain of chest pain, his father noticed a hole in his shert and he was bleeding. pieces of a bullet hit the by possibly from a ricochet. the boy was airlifted to a hospital in sacramento and is recovering. you may remember just last week, a 9-year-old girl shot and killed her instructor while he was trying to teach her how to use an uzi. in a police report released today, the girl said she felt the gun was too much for her and her first shoulder. already, 28 states plus washington, d.c. have laws that prosecute adults allowing children unsupervised guns. an a.c. transit bus collided with a car in oakland today. it happened at 35th avenue and school street in the alandale

park neighborhood. the number 54 bus was found for merit college when the crash happened. there were reports of minor injuries. danville police arrested a drunk driver as he crashed his car into a home and caused a gas leak. the 18-year-old is shay of danville. he lost control of his audi around 12:30 a.m. and slammed into the form on midland way, ruptured a gas line. that prompted the evacuation of about a dozen neighboring homes. >> all i could hear was the gas spewing and then all i could think of was evacuate. and then i tried to open the door to see who this person was and his car door was locked. somehow he came out of the door. >> dan ville police say the driver was arrested after failing a field sobriety test. no one inside the test was hurt. a pg&e crew did repair and all of the neighbors were allowed to go back home. new information about last month's deadly plane crash near

novato. according to a newly released ntsb report, investigators say the pilot may have believed that he had regained partial engine power. the pilot robert badge of redwood city was heading from brookings to san carlos when the plane crashed. air traffic controllers lost control of the plane when it was eight miles west of the airport. final results from investigators are not expected for a few more months. northbound interstate 280 is back open after a four-day closure to install seismic updadz. the roadway was closed over the weekend holiday between the 101 interchange and the south of market neighborhood. but drivers were allowed back onto the interstate around 9:30 last night, seven hours earlier than expected. caltrans said crews worked around the clock to create hinges that will allow the it to be -- >> they've been here since 1966 when they built the structure and they were showing signs of wear and tear. >> caltrans says the safety improvements were in the works

the bay and mostly gray. the onshore breeze is with us. i expect it to be strengthening over the course of the afternoon. i've seen it pick up in the last couple of hours. fairfield gusting with a breeze at about 25 miles per hour. and temperature are down from yesterday. 80 degrees in livermore. 76 in fairfield. 77 in walnut creek. low 70s around the bay. 70 for santa rosa. 68 degrees for napa. so a trough dropping out of the gulf of alaska helping to bring us this cooler pattern, watching this. this is going to continue to move south. as it does, it will continue to bring us the cooldown. in addition we've got a system right here off the pacific that will merge and so the two combined bringing us again a cool pattern as we get through the rest of the business workweek. temperatures for today, several degrees below yesterday's highs. the stronger sea breeze picking up and will be with us for the afternoon. temperaturewise, instead of upper 90s for the inland cities today, upper 80s for most of

gaining strength. it actually peaked a little bit a few hours ago and then it just started dropping and then kind of ran out of steam. the dow is down 45 points. well, netflix is giving users more privacy when it comes to sharing viewing experiences on facebook. instead of simply connecting with facebook and publicizing a users ears -- use's view being area, there can be recommendations for that. google says the driverless cars are far from ready from u.s. roads. a report says it still can't handle obstacles like potholes and heavy rains. those problems are on 99% of american roads. but the head of the driverless car program is working to get those cars ready for a personal goal. he wants the cars to be ready

to hit the road when his son gets his driver's license at the age of 16. the rainbow honor walk was unveiled in san francisco's castro district today. that walk is made up of several plaques, celebrating lgbt individuals throughout history like christine joergenson, one of the first in the world to publicly change gender. the plaques are installed at several locations from castro street, near harvey milk plaza to kollingwood and 19th street. we want to update you on the breaking news we brought you. pg&e is now facing a $1.4 billion fine. that is the largest fine that the cpuc has ever levied. it all comes in response to the san bruno pipeline explosion. pg&e has now released a statement that says in part, "we are accountable and fully accept that the penalty is appropriate. we are still working to get a response from the city of san bruno and resident bhos were im-
