thanks for watching. have a great day. new this morning santa rosa police say a jeep ran that a rug store and carpet cleaning business on petaluma hill road and water shot out the side of the building. look at the pictures as the jeep crashed into gas and waterlines. you can see the damage there. >> reporter: good morning. santa rosa police say this was a suspected drunk driver who led them on this early morning pursuit. it ended with a crash here where we are this morning. this jeep lost control, jumped up on the curb, and slammed right into the side of this rug business. and the driver hit a gas main on the outside of the building and that triggered that leak. pg&e crews had to be called in this morning. it took it them an hour to shut off the gas. it severed a couple of waterlines, too. this happened around 12:30 this morning at the intersection of flower avenue and petaluma hill road.

a tote ale of three people were inside that suv on the run from santa rosa police. the driver and one passenger were taken to the hospital with minor injuries from the crash. police say the pursuit started a couple miles away when an officer spotted this jeep running a red light, but the driver would not pull over. the chase lasted a couple minutes. in that time the driver blew through several more red lights and hit this bicycle nearly that we talked to. >> that car cut in front of me, like probably two or three feet in front of me. i stopped. i am glad everybody is okay though. >> reporter: police say the driver they arrested is a 51-year-old man who is from oceanside near san diego. he remains in the hospital at last check. once he is released from the hospital he will be booked on charges of felony evading with reckless driving and also dui. . hey, everybody, i'm beth his two passengers, a man and a troutman, and it's time for the best videos of the day "right woman, are not facing charges.

problems than just snapping waterlines across the area. the quake also severely damaged a city water tank that serves about 1800 customers in the browns valley area. customers have been dealing with major water pressure problems as a result. now, the bay area's top earthquake experts will meet this morning in menlo park to discuss the quake in napa. they will discuss what they have learned so far from the biggest quake to hit the area since the loma prieta in 1989. time now 7:08. now to california's drought. some of the south bay are finding out how expensive it can be if they wastewater. janine de la vega joining us live with the details of a letters sent out to san jose water company customers and what those customers are saying about it. good morning, janine. >> reporter: good morning, dave. people that i have spoken to this morning said they have noticed a lot more lawns in

their neighborhood that are brown because people are watering less. one man told me his neighbors are using a service where they paint your lawn green. now, other people have not changed their habits at all and this letters that was sent out served as a reminder. now, let's go to some video that be shot earlier this morning. it shows sprinklers going off in front of the train station in san jose. you can see there is runoff going into the street h this is something that is not allowed under the new restrictions. the san jose water company's goal is to achieve a 20% conservation target. under the restrictions people are not allowed to wash a vehicle with a hose that doesn't have shut off nozzle, water that is not the recycled may not be used for detective fountains and watering landscaping more than every other day is not allowed. ten water cops have been hired to monitor people's usage. >> it's usually not private

citizens i am seeing. i am seeing like businesses and overnight watering of the lawns, running out into the sidewalks and stuff. i seen that a couple times recently. >> reporter: last week the san jose city council tee claire davis a city-wide water shortage asking residents to cut their use while the city can't find water wasters. state rules passed last month required water agencies to limit usage and allows them to punish offenders. in the public notice san jose water sent, it tells customers if they violate the new rules they could be fined up to $500. if the drought worsens, tougher restrictions could be put into place. reporting live from san jose, janine de la vega, ktvu channel 2 news. california loses out. coming up in 20 minutes the reason tesla is taking its coveted patry factory and -- battery factory out of state. how world leaders are trying to drum up support for military

and traffic is getting by. so in the two right lanes now. so they are making progress, but expect big delays. 7:13. we have developing news from afghanistan. at least 14 people are dead after a taliban attack at a provencal headquarters of afghanistan's domestic intelligence service. now, a bomb went off. then gunmen stormed the compound. 13 of the 15 attackers reportedly were killed. officials say one of them was captured. we are not sure what happened to the 15th. president obama is meeting with world leaders at a high stakes nato summit. two major topics defeating isis and dealing with russia's aggression towards ukraine. >> reporter: president obama

and british prime minister cameron have not made a specific request from nato but they left the groundwork at a joint op-ed saying international support is needed to confront isis militants in iraq and syria. defense secretary chuck hagel says the pentagon has prepared options for president obama to defeat the militant group. the president and prime minister cameron say it threatens security to our homeland. >> they will learn that we will not forget and that our reach is long and justice will be served. >> reporter: also today ukraine's president is meeting with top nato leaders despite warnings from russia. nato something tear general dismissed a peace plan. when we expect to hear from nato officials sod and what they're doing to prevent damage from russia in other countries, i'm working on these details for

time. >> we had the air conditioner going on. we tried everything we can to bring the patient's temperature down. >> in the first ten minutes the temperature rises 19 degrees above whatever the outside air temperature is. 85, 90-degree day you are already up into what could be a deadly level for a child. the next ten minutes it rises another 10 degrees. >> the little boy was checked out at the hospital and was found to be okay. the mother told police she had just run into the store for a minute with her other child. prosecutors say she may be charged with child neglect. 7:17 is the time right now. let's check in with sal. covering one big problem? >> that's right. eastbound 80. moments ago they are clearing the lanes and our crew left. this is video taken just before they cleared you have the crash east 80 involving the bus that was hit by another bus and another car. you can see that this crash was pretty serious and at least one person was seriously injured.

east 80 at -- just before the richmond parkway. three lanes were blocked. they are in the process of opening those lanes now. that will do a lot for the eastbound commute, but also for the westbound commute as people are slowing down to take a look at what was going on. they did pretty good work in clearing up the lanes. they should be open soon. to the bay bridge toll plaza now. westbound this is a 20 to 25-minute drive into san francisco. i want to take you through some things here. we have had some slow traffic on 680 for the second straight day. 680 and 242 are really bad. i know that this is not usually this bad. so traffic is going to be slow. give yourself extra time if you drive through there. as you drive down to the sin ole grade 680 is slow. and of course 580 slow into livermore. 7:18. low clouds around. big fog bank out there. i have to get this out. it has nothing to do with us but i thought it was interesting.

on twitter flagstaff, have you ever been to flagstaff, arizona? beautiful. their high temperature has been equal to or cooler to the low in phoenix for 38 days in a row. their high temperature has been cooler or equal to the low in phoenix 38 days in a row. again, they are way up there, higher elevation. that's a long stretch. yesterday their high was 79. phoenix's low was 84. there may be a change in the pattern here on sunday, monday. southern california and also from hurricane norbert, which is off of baja. we will deal with our fog. it's there. yesterday the fog burned off. temperatures aloft warmed up. the there it goes. it's flying out of here. a little low is kind of breaking off from, back tracking and that will move over us. it will be weak. there is another low out here. this at one time was category 5 hurricane marie. it's just sitting there. it's waiting for something to bump it along or draw it up.

this system was not strong enough. maybe a few clouds. that's about it. the key yesterday was the temperatures warmed up rapidly because the breeze died. 50s and 60s. the delta breeze stronger today. i think tuesday they were 49. 74. 1700 feet. that's a huge distance. petaluma 57. you know i hang my hat on travis. it's decreasing. yesterday it went down to seven. it was up to 31 this morning well see if it continues to hold. most locations are ten miles or west. san jose a south wind. mountain view southeast. the water temps continue to stay warm. 63 in monterey. 63 half moon bay. hurricane norbert 80 miles per hour moving northwest about 6. there are tropical storm warnings for la paz, cabo.

it's parallel to the coast. it will give us some rain but hurricane force winds go out 25, 30 miles. that's good. it's only 80. well weaken as it moves into colder water. there is upper level sheer which will prevent it from intensifying. one forecast model takes it, bam, right into san diego on sunday, monday in southern california into l.a. the other one says, oh, no, no, that's not going to happen. it will send it further east in arizona. sunday, monday, we have a couple of days to massage that forecast. fog will burn off. temperatures, fog, sun, warm, morning overcast, breezy at times. mild temps. even over in daly city 68. the water temps are so warm. santa rosa 83. 87 in la creek. brentwood 74. 73 alameda. berkeley 75. 90 gilroy.

washington state helped save a baby's life and it's all because of an app he had on his smartphone. >> it sounded like an amber alert. so i looked at it and it said cpr needed. >> jeff olson was two blocks away from where a one-month-old baby had stopped breathing inside a of a store in spokane, washington. someone in the store called 911 and olson's app went off. an emergency dispatcher september out notifications through that app it people who know cpr letting them know someone nearby someone was suffering cardiac arrest. the volunteer emt rushed over there to help. >> this guy came out of nowhere and just scooped the baby up and really knew what he was doing. >> mr. olson got there before the paramedics did. he gave that little baby cpr. the baby was rushed to the hospital and is recovering. the san francisco fire department's head of homeland security has been demoted.

kyle mer kins has returned to his previous position as lieutenant of the fire boat. it stems from an incident in march when police say he rear-ended another vehicle while his fire department -- while he was in his fire department vehicle. police say that he sped away from the scene with his emergency lights on. a berkeley family has filed a claim with the peace corps and is preparing to sue over the death of their son while he was serving overseas. documents obtained by 2 investigates shows that peace corps doctors misread red flags before 23-year-old nick cassel died. he was teaching english in china and got very sick. his parents say their son's death could have been prevented. >> the medical officers are arguing or fighting with the ambulance doctor and nurse about what the priority should be. so between the chaos and conflict going on between them, nobody was doing anything for

80s, 90s for some. 70s for others. here's sal. we have had a busy morning this morning all over the place. now, we talked about the crash on the east shore. i am going to take you to some other things before we get to that. 680 is a mess from conquered near highway 4 actually all the way to walnut creek. 242 we had an injury crash there. people have been avoiding 242 from highway 4. let me just slide this around here. can you can see that traffic is going to be busy on highway 4 leading all the way up to the 242 interchange. some people are skipping that and trying to do this. going down do 680 directly. that's slow because of earlier problems. then 580 has been slow. 680 out of pleasanton into fremont is very slow. let's go to the bay bridge toll plaza. 25 to 30-minute delay there. and, of course, the south bay not quiet at all. northbound 280 traffic is slowing coming right through downtown. 101 at 85 are also slow. we want to update you on this

breaking traffic news. as we mentioned, a crash involving two buses has been causing traffic problems on 80 near the richmond parkway. ktvu's tara moriarty joins us live. >> reporter: three lanes were shut down for more than an hour. and it definitely snarled traffic. behind me you can see that they have cleared the scene. the last car has taken off. one of the buses is pulled over on the shoulder here. things should be get back to normal. we got off the phone with the chp and they say 6:00 this morning a bus stalled in the fast lane and it was struck by another bus. that's when the pickup truck driver slammed into the accident. three adult passengers were on one bus and none on the other bus. we know also that the driver of that pickup truck suffered a broken femur and possibly a broken shin bone and was transported to john mere medical center. and one of the buses is already

taken off. the other has pulled over on the shoulder. back here live you can see a tow truck has arrived on scene because this truck, this bus, actually, did suffer some damage. so it has to be inspected. given the once over before it can go back on the road and be driven and be safe. right now traffic has definitely eased up. it's sluggish underneath the hilltop overpass, but it was backed up earlier to the san pablo exit. right now it is starting to get better through this section right here. people just sort of stopped to look and see what's going on. but that is the latest here. right on the border of richmond and pinole. live from this area, i'm tara moriarty. police in richmond are looking for a man they say tried to kidnap a 15-year-old girl. the girl told police she was at the south 39th street and florida avenue on the afternoon of august 22 when a man tried to grab her and pull her into a car.

but she did get away. three days later she and her family spotted the suspect and took these pictures of him before he ran away. now, they describe him as 5'9" to 5'10" with a thin bummed. his car is described as a older four-door mercedes-benz light blue or grey. san francisco police have made an arrest in the killing of a popular high school freshman. investigators say 14-year-old rashawn williams was stabbed to death after visiting a corner store in san francisco's mission district tuesday evening. police say they have arrested another teenager boy in the fatal knife attack. they have not yet released his name but family members believe the killing stems from a long-standing social media dispute between the two boys. >> they have a record before he graduated. this kid was troubling him, made threats over the internet. you know, he put up with this. didn't give a fight or anything. >> rashawn williams was a straight a student and was a football player at cathedral

prep in san francisco. the 14-year-old was on a near full scholarship after attending horseman middle school. california lost a chance it to be home of tesla's first battery giga factory. they shows a site near reno, nevada, instead. nevada, texas, new mexico and arizona were the first states considered for that new plant. california's tough environmental laws and a late entry into the race for the factory may have worked against california. >> they had very aggressive timelines. certainly there is regulatory issues. the california environmental quality act. >> there were already signs tesla was favoring nevada. it had broken ground on a site outside of reno. and nevada has the only operating lithium mine in the nation. tesla will need 25,000 tons of lithium a year to meet its target goal of a half million battery packs every year.

what will be the only debate before the november election. brian flores is in san francisco this morning to tell us why many people don't seem to care about the race. >> reporter: good morning. yeah, there are several reasons why there is a lot of apathy towards the governor's debate schedule today. according to a field poll the governor has a sizable lead and that viewership for the debate is expected to be low tonight. i want to show you a ktvu field poll that was conducted earlier. pretty much backs what we've been talking about. 50% of voters would vote for the governor if an election would be held today. his opponent neel kashkari at 34%. analysts say the governor has a lead because of his strong support within the party, but also because brown has been favored by independent or middle of the road factor. analysts say kashkari hasn't had the funding to put ads out there for people to get to know him.

this morning. the operation last week involved two dozen agencies, including anitoch, concord, and oakland police as well as san francisco sheriff's, the chp, the fbi, and the u.s. marshals service. 87 people were arrested. one suspect was wanted for murder. another for vehicular manslaughter. police say this was the most successful and the biggest operation of its type ever held in eastern contra costa county. also happening today, the justice department will launch a civil rights investigation into the ferguson, missouri police department. u.s. attorney generic holder, who visited ferguson last month, is expected to make the announcement this afternoon. now, it will look into allegations of racial profiling and the use of excessive force. >> we're not looking to go back to a routine that allows for another body to be left out in the street for four hours. we are not looking to go back to a normality that allows the police department to continue

problem in san francisco. the city requires street names to be stamped into the sidewalks at intersections, but what's being etch inside the concrete is often not correct. for example, at 2nd and howard streets, howard is actually spelled backwards. some other street names have letters left out. the problem stems from contractors who are retrofitting curbs to make them complaint with the americans with disability act. one city worker has a theory about the problem. >> the engineering is correct. the right slope. there is not going to be any kind of barriers. people in wheelchairs or walker are not going to trip over. probably how you spell a street name is not given the highest priority. >> the city says it will now send engineers out with contractors who are doing the work on sidewalks and they will be asked to check the spelling of sidewalk imprints with the street signs. now, this follows the mistake we told you with yesterday. typos on two sidewalk plaques

101 in san jose. we are talking about the 101, 280 and 85 are very slow. we haven't had any major issues on the roads there. but we have had some minor ones. we have had a minor collision with no injuries. that kind of helping. we have had animals on the road. for the most part this is going to be a typical commute as you drive towards sunnyvale and mountain view. let's take a look at the bay bridge. that's about a 25 to 30-minute delay. drive time if the end of the line get ag cross the san francisco, unless of course you're in the carpool lanes. 580 has not gone away. it's pretty much the same as it always is. livermore to dublin very heavy traffic right through there. 80 is heavy from hercules to richmond and 680 has not recovered. in fact, highway 4 and 680 are a big mess from concord to walnut creek. 8:02. back to the desk. new this morning police in santa rosa say a jeep crashed into a rug store and carpet

cleaning business on petaluma hill road. water shot out the side of the building as that jeep crashed into gas and waterlines. just a short time ago we talked to one of the business owners affected by this. ktvu's alex savidge in santa rosa with information about the damage and also charges, alex, facing the driver. good morning. >> reporter: dave, good morning to you. santa rosa police say the driver that led them on this early morning pursuit was drunk and in all likelihood that's why he ran. this chase ended with a dramatic crash here where we are this morning. this jeep jumped the curb and slammed into the side of this rug cleaning business. the driver took out the gas main on the outside of the building and that triggered a dangerous leak. pg&e crews shut off the gas. the crash also severed a couple of waterlines as well. this all happened around 12:30 this morning at the intersection of flower avenue and petaluma hill road. three people were inside that suv at the time. the driver and one of his passengers had tok taken to the

hospital -- had to be taken to the hospital with minor injuries. the pursuit got started a couple miles away when the officer spotted the jeep running a red light and the driver refused to pull over. and now this crash has left the master cleaner's rug business with no gas and no water, putting them in a tough spot. >> we wash, you know, 100 plus rugs every week. that's what we do every day long. we use a lot of water for that. we dry the rugs with a gas heater. so we need the gas hooked back up so that we can start drying them once we wash them. >> reporter: the chase lasted only a couple of minutes this morning. but this that time the driver blew through several more red lights, according to police, and nearly hit a bicyclist as well. police say the driver is a 51-year-old man who is from oceanside near san diego. he remains hospitalized right now, but he will be facing charges later of felony evading with reckless driving and also dui. his two passengers, by the way, are not facing any charges.

house. his father had gone berserk and had shot his mother and that he was actually hiding inside the house. >> well, when the police officers arrived at that house they quickly realized it was a hoax. investigators say many these calls appear to be coming from the united kingdom, which obviously makes them harder to trace. a rap artist is in the marin county jail on charges of kidnapping a southern california woman and holding her captive. 40-year-old charles mitchell is known as mitchie slick. he is charged with human trafficking, criminal threats, and participating a criminal street gang. sheriff's deputies are not commenting about the case, including how they were led to mitchell. tonight the public gets a chance to speak out on whether berkeley police should carry tasers. the newly formed coalition for a taser-free berkeley is holding a public forum tonight to get input from people who live and work in berkeley. that meeting is deaded for -- scheduled at 7:00 tonight at the media center on addison street.

some police say it would save lives and money. time is now 8:07. about 4:00 this morning there was a 3.0 aftershock that rattled the napa area. meantime, we are learning last week's 6.0 quake caused more water problems than just breaking waterlines around the area. the quake severely damaged a city water tank. one that serves about 1800 customers in the browns valley area. customers have been dealing with major water pressure problems as a result. the bay area's top quake experts, they are meeting this morning in menlo park. they are going to talk about that big quake in napa. scientists will outline what they've learned so far from the biggest quake to hit the bay area since loma prieta in 1989. now, that meeting will be at 10:00 this morning at the u.s. geological survey building. now to california's drought. this morning people in san jose are getting letters warning them about wasting water.

kent brantley's janine de la vega joins us now from san jose with the new restrictions going into place and the pricey penalty people could face if they break those new rules. janine. >> reporter: well, this is a public notice that is going out to customers of the san jose water company telling them that they need to control their water usage during this drought. now, it does list some of the restrictions and it also tells people that any violators could be fined up to $500. here is some video taken this morning of the sprinklers going off in a grassy area in front of the station where we were earlier this morning. you can see there is a lot of water runoff in the street. that's considered a violation according to the new restrictions put in place by the san jose water company. it wants consumers to reduce water usage by 20% and it's focusing on outdoor watering. people are not allowed to water outdoor landscapes in a way that causes runoffs.

washing a vehicle with a hose that doesn't a shut off nozzle or other device to stop the flow of water is prohibited. water that is not recycled may not be used for detective fountains and watering landscaping more than every other day is not allowed. >> we have a nozzle for, you know, a shutoff nozzle to use when we wash the car, whatever. you try to keep it from running off. my wife is using metered amounts when she does the garden, but is a lot smaller than use. >> last week the san jose city council declared a city-wide water shortage asking residents to cut their usage. while the city is not fining wasters, state rules require water agencies to limit usage and allows them to punish offenders. the santa clara water district has hired ten water cops to monitor usage throughout the county. if the drought worsens tougher restrictions could be put in

norbert which is going parallel to the baja coast. the reason i bring that up some of that moisture may make it into southern california sunday, monday. for us the fog is not going anywhere. it will be with us nights and mornings. fog, sun. if you are away from the coast it's warm. if you are near it, it's mild. temperatures 80s for some. 70s for others. here's sal. good morning. we are looking at a commute here where traffic is going to be very slow. i will show you 880. i'll tell us what's going on here. there was a dog running around near the coliseum and several cars stopped trying to corral this dog. i am happy to report someone got the dog into a car and got it off the freeway. you can see it did a little damage on 880 southbound. it's beginning to get better. it's slowing from high street south. northbound the typical delay on the right is slow up the way up into downtown oakland. bay bridge toll plaza is backed up for a 25-minute drive time from the oakland side to the san francisco side.

we have been talking about it. i know you are probably tired of hearing about it 680 is backed up to the benicia bridge. into pleasanton and sin ole and fremont it's slow. in the south bay slow traffic. although 85 is probably the best of the three. it's improving. 8:32. back to tara. a crash involving two buses and a pickup truck forced the closure of 780 and pinole today. tara moriarty has been on the scene of the crash for the last 90 minutes. have you noticing a significant traffic difference now? >> reporter: traffic in the eastbound direction actually looks great right now. the traffic, the scene was completely cleared, so everything was back to normal. in the westbound direction it's a little bit sluggish. i wish i had better news for you there. as we zero in on the area where those buses crashed you can see marks on the roadway there. traffic was snarled for more than an hour. the bus that pulled over here

on the shoulder was towed away about a half an hour ago. slowly, the commute has been shaping up. the chp says around 6:00 this morning a bus was hit and a bus hit another bus and then a pickup truck slammed into the accident. the driver broke a femur and possible shin bone. three adult passengers were on one bus and none on the other bus. one bus pulled off with no damage. the other had rear-end damage. it needed to go back to the shop to get fixed. traffic was at the worse back up to the san pablo exit. it is looking perfect now. in the westbound direction, that's the direction of your commute this morning, things looking pretty slow. live from el sobrante, tara moriarty, ktvu channel 2 news. police in richmond are looking for a man they say tried to kidnap a 15-year-old gir. that girl told police she was at south 39th street and florida

avenue on the afternoon of august 22 when a man tried to grab her and pull her into a car. she managed to get away. now, three days later she and her family spotted the suspect and took these pictures of him before he ran off. they describe him as 5'9" to 5'10" with a thin build. his car is described as an older four-door mercedes-benz light blue or grey. a massage therapist has been arrested on sexual battery charges. there could be more victims. 66-year-old bernadineo inappropriately touched clients at an unregulated massage therapy business out of his home on brentwood court. anyone with information is asked to call east palo alto police. san francisco police made an arrest in the killing of a popular high school freshman. investigators say 14-year-old rashawn williams was stabbed to death tuesday evening after going to a corner store in the

mission district. police arrested another teenager in that fatal knife attack but they haven't yet told us his name. family members think the killing stems from a long dispute between these two boys. >> they have a record before he graduated. this kid was troubling him, made threats over the internet. you know, he put up with this, you know. didn't give a fight or anything. >> rashawn williams was a straight a student and a football player at sake rit heart cathedral prep in san francisco. the 14-year-old was on a near full scholarship after attending horace man middle school. california lost the chance to be home for tesla's first battery gig a factory. the palo alto based electric car maker chose a site near reno. it is expected to create as many as 6500 jobs. nevada, texas, new mexico and arizona were considered the front runners for the new facility. california's tougher environmental laws and late entry into the race for the factory may have worked against

lawsuit yesterday claiming equity residential company charged illegally high fees to renters who were late with their payments. so far the company hasn't made any comment on this. equity residential owns or manages more than 25,000 rental units around california. it owns more apartments than any other company in east palo alto. in the next six to eight weeks some property openers in the east contra costa fire district will get mail in ballots. they found a mistake on it. voters will be asked to approve new assessment costs aimed at keeping fire stations from closing down. the mistake involves wrong information used to calculate the assessments for 10,000 property owners. the firefighters are warning if that assessment vote is not passed the consequences could be devastating. happening today governor jerry brown will debate his republican challenger neel kashkari. this will be the one and only debate before the november

elections. ktvu's brian flores live now in san francisco with the reasons the viewership for tonight's debate, brian, expected to be pretty low. good morning. >> reporter: good morning, d.c. overall viewership is expected to be low and there are several reasons to why that is. but this could be an opportunity for governor brown's opponent to at least gain some recognition to would-be voters. no question this is going to be an uphill battle for neel kashkari, the former u.s. treasury department official. now, ktvu field poll shown right here shows governor brown a sizable lead marathons voters we asked. 50% would vote for the governor to the race were held today. 34% for kashkari and 16% say they are undecided. analysts say the governor has a lead because of strong support in his party but also because brown has been favorited by independent or mid of the road voters. also a lack of name recognition

for kashkari. they say kashkari hasn't had the funding to put ads out there for people to know him. analysts also say that the governor really doesn't have a strategic reason to debate his opponent and draw attention to the race, but certainly this is an opportunity for kashkari to gain some points on the governor. the issue will be who will be watching? we spoke with political pollster marty camille. >> and the governor agreed to this. but i think it's no coincidence that it's two months before the election on a night when nfl football opens. so there is not going to be a huge viewership. kashkari needs to get headlines after the debate. if there could be something coming out of the debate that's now and can be followed through in the next few weeks, that's about all he could hope for. >> reporter: and as mark dicamilo said there is the first game with the packers and

in cupertino where the event will take place. they say u2 shot a music video in ireland starring the next generation iphone and what may or may not be a coincidence the first single from their album will drop on tuesday. this morning more than a dozen people are recovering have injuries after a science experiment at a children's museum. according to reno police, children and adults had gathered for a tornado demonstration at the discovery museum downtown yesterday afternoon. investigators say chemicals used to create the swirling smoke were not mixed properly and they created a minor explosion. seven children and two adults were hospitalized with chemical burns or smoke inhalation. four other people were treated at the scene. time is 8:42. a baby left inside of a hot car. >> our mission was just to get that baby out as soon as possible.

ukraine and also the threat from the isis militants. now, the president and british prime minister david cameron are calling on nate he -- nato to get involved in the fight against isis. a crash left a carpet cleaning business without water. the impact on local businesses out there, alex. >> reporter: le well, dave, good morning to you. police believe this was a drunk driver who led them on a dangerous chase early this morning. it all ended here with a crash. the jeep involved here jumped the curb and slammed right into the side of this rug cleaning business and took out a gas main and a couple of waterlines as well and the crash has left the master cleaner's rug business with no gas and no water meaning they can't do any cleaning for the time being. this all happened around 12:30 this morning at the intersection of flower avenue and petaluma hill road.

a total of three people were inside that suv that police were chasing. the driver and one passenger had to be taken to the hospital with minor injuries. police say the pursuit got started a couple miles away when an officer spotted the jeep running a red light, but the driver refused to pull over. the chase lasted only a few minutes, but in that time the driver blew through several more red lights and nearly hit this bicyclist. >> that car cut right in front of me, like probably two or three feet in front of me. i stopped. i had to sit there for a couple minutes and catch a break. but yeah, so i'm glad everybody is okay though. >> reporter: police say the driver in this case is a 51-year-old man who is from oceanside near san diego. he was in the hospital at last check, but once he is released he will be booked on charges of felony evading with reckless driving and also dui. his two passengers, by the way, a man and a woman, are not facing any charges. they were released by police. and the own are of this rug

cleaning business is hoping to have all of his utilities, his gas and water, back on later today. live this morning in santa rosa, alex savidge, ktvu channel 2 news. new this morning a federal judge in louisiana has ruled that bp was reckless in its response to the nation's worst offshore oil spill. 11 workers died when one of the company's oil wells exploded in the gulf of mexico in 2010. this morning's ruling could nearly quadruple bp's civil penalty force polluting the gulf with oil as a result of that explosion and spill. bp has already agreed to pay billions of dollars in criminal fines. time is 8:49. sal, do you have a moment to tell us about our commute? >> yeah, we are going to start with highway 4 there, dave and pam. right now traffic is going to be improving a little bit finally as this has been kind of a tough commute. lone tree to leverage only five minutes here. on 680 it has been very slow. can you see the road sensors are

firing up on 680 from 242 to highway 4 and 80 westbound in west contra costa county is slow from highway 4. it's been slow because of recall your issues. the bay bridge toll plaza now, i'll show you the traffic is backed up for a 20 to 25-minute delay. livermore valley has slow traffic as well. a lot of road sensors showing red into livermore and parts of dublin. then the drive on the sin ole grade out of pleasanton is very slow. 101 and 880 are slow to the san jose area. let's go to steve. lots of low clouds in place. a big fog bank. yesterday was big as well. temperatures warmed up. pretty warm air allot. looks like day to day changes here. we had a warm up monday. there is a few high clouds that are associated this low which is still meandering out here. sending in occasionally higher clouds but nothing strong enough to draw it in. 60s on the temps for most. some 50s.
